Housing Ministry, NIWA, OSGoF Harmonise Positions for Effective Shoreline Regulations This is part of the resolutions of a meeting of the Technical Inter-Ministerial Committee on the Effective Control and Management of National Inland Waterways and Shorelines. The committee, comprising the Federal Ministry of Housing and Urban Development (FMHUD), the National Inland Waterways Authority (NIWA) and the Office of the Surveyor-General of the Federation (OSGOF), was set up to review, harmonise and update procedures on shoreline reclamation applications, allocations and collaborative regulatory processes. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, the Managing Director of National Inland Waterways Authority (NIWA), and Surveyor-General of the Federation, set up the tripartite inter ministerial technical committe to carry out the assignment. This is in line with the directives of His Excellency, President Bola Ahmed Tinubu, GCFR, and the aspirations of the Renewed Hope Agenda. The inter ministerial technical committee meeting focused on strengthening inter-agency collaboration, enhancing transparency and safeguarding the national interest in the administration of Nigeria’s shoreline and inland waterways assets. Following extensive deliberations, the Committee approved a unified Standard Application Procedure (SAP) to guide all shoreline allocations, reclamation requests and related approvals, in order to ensure uniformity, accountability and transparency. Under the new framework, all shoreline applications shall commence with the submission of a Letter of Intent to the Federal Ministry of Housing and Urban Development, to be followed by a mandatory joint inspection by FMHUD and NIWA, with the participation of the applicant. The Committee further resolved that provisional allocations shall be based strictly on survey data jointly validated and charted by surveyors from FMHUD, NIWA and the Office of the Surveyor-General of the Federation, in order to prevent encroachment into navigational channels, avoid overlapping grants and safeguard national spatial integrity. In addition, all existing shoreline grants-whether new, active, dormant or pending-shall be subjected to immediate review in line with the newly approved Standard Application Procedure. In accordance with earlier Presidential directives, any approval granted in previous years without evidence of payment of statutory assessed fees has been revoked. For high-sensitivity locations, including Banana Island, the Committee directed that no new approval or extension shall exceed boundaries jointly established by FMHUD, OSGoF and NIWA, adding that strict compliance shall be enforced. To strengthen process integrity and eliminate delays, the Committee approved a mandatory processing timeline of fourteen (14) days for each stage of the shoreline application and approval process. All Provisional Offer Letters shall henceforth carry clear expiration clauses, while non-compliance by officers or applicants shall attract appropriate administrative and regulatory sanctions. The resolutions of the Committee supersede all previous communications, directives, circulars and guidelines issued by any Ministry, Department or Agency in respect of shoreline reclamation, allocation, survey validation and related regulatory matters. The Committee commended the participating agencies for their cooperation and reaffirmed its commitment to a transparent, coordinated and sustainable framework for the management, protection and orderly development of Nigeria’s inland waterways and shorelines.

Housing Ministry, NDDC Explores Partnership Opportunities For Housing Schemes The Ministry of Housing and Urban Development and the Niger Delta Development Commission (NDDC) are exploring areas of mutual cooperation in the provision of affordable housing for the Niger Delta region. This was the outcome of the meeting between the Managing Director of the NDDC, Dr. Samuel Ogbuku and the Housing Minister, Arc. Ahmed Musa Dangiwa. The MD NDDC paid a courtesy visit to the Minister of Housing and Urban Development to discuss areas of common interest between the two government agencies. Some of the key aspects of the NDDC mandates include: infrastructure development; human capital development, environmental management, master planning and social welfare for the citizens of the region. In his remarks, Minister Dangiwa highlighted the importance of the NDDC as a critical intervention institution in Nigeria, serving communities for nearly 25 years and contributing to the country’s economic lifeblood. “Your ongoing reforms to complete abandoned projects, improve transparency, and strengthen governance are truly commendable, they embody the results-oriented, accountable, and people-focused service that this administration expects from every federal agency, he added. The Minister noted that the both institutions shared a common vision of improving living conditions through housing, infrastructure, and sustainable community development. He said, “While your mandate focuses on the Niger Delta region, our Ministry provides the national frameworks and standards that can help amplify your impact”. Dangiwa told the MD that, the Ministry, under the first phase of Renewed Hope Housing Programme is currently constructing three housing estates comprising 250-unit each in Uyo, Akwa Ibom State, Warri in Delta State and in Bende, Abia State, in the Niger Delta region. “Across the country, we are currently implementing the first phase of the Renewed Hope Cities and Estates programme with 17 active construction sites, delivering a total of over 10000 units nationwide", Dangiwa stated. Accordingly, he informed that Port Harcourt, Rivers state, was in view as one of the next sites for a Renewed Hope City, as part of the Ministry’s multi-city rollout; according to him, “this city will adopt the same integrated model we are building in Abuja, Kano, and Lagos states”. The Minister further highlighted possible areas for collaboration between the two parties to include; co-developing affordable, climate-resilient housing prototypes, tailored to the unique terrain of the Niger Delta communities, aligning NDDC’s community infrastructure projects with the National Urban Renewal and Slum Upgrade Programme. Others are joint training and certification of Niger Delta youths in construction-related trades through the National Artisan Skills Acquisition Programme, joint land administration and spatial planning support to promote organized and resilient settlements in NDDC community development projects, among others. The Minister assured the MD of the readiness of the Ministry to support the regional commission in its quest of providing affordable and decent housing for its citizens in fulfilment of part of its mandate. Earlier In his remarks, the Managing Director of the Niger Delta Development Commission, Dr. Samuel Ogbuku, infomed that the purpose of their visit was to explore partnership opportunities especially in housing schemes to achieve the government’s Renewed Hope Housing agenda, for the people of the Niger Delta. He highlighted the importance of partnerships, particularly inter agency collaborations, stating that they make projects faster and cheaper. While emphasizing on the role of effective mortgage systems in reducing corruption by providing affordable housing options, the MD acknowledged the presence of the Federal Mortgage Bank of Nigeria (FMBN) in the meeting, saying that creating subsidies will make mass housing more affordable. Dr. Ogbuku further expressed the commitment of his team to collaborate with the Ministry to achieve the government's housing goals. The Executive Director, Business Development and Portfolio Management, Federal Mortgage Bank of Nigeria, Mrs. Chinyere Chinedu Anosike, commended the MD of the NDDC for his contributions at the commission so far. She noted that the bank has many projects in the Niger Delta area, and expressed their readiness to collaborate with the NDDC on the projects. Belgore Charges Contractors of Nassarawa Renewed Hope Estate To Redouble Effort * says ministry determined to deliver the project in the next six months * Contractors summoned for urgent meeting to address concern The Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr Shuaib Belgore has charged the contractors handling the Nassarawa State Renewed Hope Estate Project to redouble their efforts, saying that the Ministry is determined to deliver the project within the next six months. It was on this note, Dr Belgore summon the contractors for an urgent meeting to address their concern in order to make the project move fast for timely completion. The Permanent Secretary gave the charge and the summon, Friday, October 10th, 2025, during an inspection visit to the site of the project in Lafia, Nasarawa State. He expressed concern over the slow pace of work by the contractors, emphasising that all obstacles to the project must be addressed Dr. Belgore observed that while the road layout has been well constructed and the electricity and water supply projects are progressing steadily, the building construction works have suffered noticeable setbacks. He stated that although some progress has been made, the pace of work has slowed considerably, giving an impression of near abandonment. Accordingly, the Permanent Secretary directed the Director, Public Buildings, to invite the contractors handling the structural buildings to a meeting to have a frank conversation with them to ensure they complete the work. “The contractors must sit up and get the job done. We cannot allow this project to drag indefinitely. If they continue to delay, we will not hesitate to re-award the contracts to more serious companies,” he warned Dr Belgore also directed the Federal Controller of Housing, Nassarawa State Field Office, to liaise with the Nassarawa State Government to expedite the reallocation of land previously affected by gully erosion. He stressed that the Ministry must receive complete documentation for the newly identified site to ensure proper project continuation. He reiterated the commitment of the Ministry to the Renewed Hope Housing Agenda of President Bola Ahmed Tinubu’s Administration, assuring that every effort will be made to ensure the timely completion and quality delivery of the project for the benefit of Nigerians. Earlier, the Federal Controller, Nassarawa State, Tpl. Bashiru Garba, told the Permanent Secretary that part of the delay was due to gully erosion that affected part of the land initially allocated by the Nassarawa State Government, disclosing that another site has since been provided by the State as replacement Tpl. Garba further stated that the Nasarawa State Renewed Hope Estate comprises 250 blocks being developed by San Afar Nigeria Limited and Al Yuma Ventures and Investment Limited. He explained that so far about 125 blocks comprising the different categories of the housing units are currently at about 30 percent completion. ...

Part of the activities of the Customer Service Week were honours given to various departments and staff of the ministry, with the Press and Public Relations Unit bagging the ‘Best position’ award, for their dedication and service delivery in achieving the mandate of the housing sector. In his remarks, the Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, called on all staff and agencies under the Ministry to embrace a culture of service excellence and accountability in line with the theme for the 2025 Customer Service Week, ‘Mission: Possible’. “This theme reminds us that excellence in public service is not a luxury; it is a duty, one that is entirely achievable when we commit to doing things right, every time”, he said. The Minister commended the Department of Reform Coordination and Service Improvement for organizing the event, as well as the National SERVICOM Office for its partnership in promoting service delivery standards across government. He also congratulated all award recipients for demonstrating professionalism, empathy, and integrity in their work. “Awards and commendations matter because they signal our values, but they must go hand-in-hand with responsibility. The Honourable Minister of State for Works and Housing , Engr. Abubakar D. Aliyu and seven other eminent Nigerians were conferred with Outstanding Achievement Award by the University of Maiduguri Alumni Association.
The award was conferred on him at the Maiden End of Year Dinner and Awards Night of the University held at Africa Hall, International Conference Center, Abuja on Friday, November 15, 2019.
The newly elected Executives of the Alumni Association of the Federal Capital Territory Chapter was also inaugurated at the award night.
The recognition on Engineer Aliyu was based on his remarkable achievements in his chosen career and well deserved appointment as the Minister of the Federal Republic of Nigeria.
Engineer Aliyu was described as a shining inspiration to the Alumni and a personality worthy of emulation.
Special Guest of Honour at the occasion and the President of the Senate, Senator Ibrahim Ahmad Lawan presented the award on the Honourable Minister.

2019 URBAN OCTOBER: FG Calls for Collective Resolve for Sustainable Urban Development
Minister of Works and Housing, Mr. Babatunde Raji Fashola, SAN, has called for a collective reflection, stocktaking and strengthening partnerships, to accelerate action in the pursuit for sustainable urban development in Nigeria.
Fashola made the call in his keynote address at the commemoration of the 2019 World Habitat Day and World Cities Day yesterday in Abuja.
The 2019 Urban October has the themes:“Frontier technologies as an innovative tool to transform waste to wealth” and “Changing the World: Innovations and a Better Life for Future Generations “
The Minister of State for Works and Housing, Engr. Abubakar D.Aliyu, read the keynote address on behalf of Mr. Babatunde Raji Fashola,SAN, the Minister of Works and Housing.
Fashola said we all have the responsibility to shape the future of our cities and build the type of cities we desire for our good health and well-being, and for that of our future generation.
Fashola disclosed that in partnership with UN Habitat the Federal Government had embarked on the review of the National Urban Development Policy as well as implementing urban renewal and slum upgrading programmes in several urban communities across the country.
With a view to creating smart and sustainable cities across the nation, the minister maintained that the administration of President Muhammadu Buhari has not relented in its commitment to making sure that Nigerians have a better life by addressing the housing and infrastructure challenges and those posed by unplanned cities which led to increased slums and shanties.
He listed the various programmes already embarked upon by the Government through his ministry, which include: the on-going National Housing Programme, the launch of the National Maintenance Framework for Public Building as well as the review of the Urban Development Policy.
In his welcome address the Permanent Secretary of the Ministry, Mohammed Bukar, said the celebration of the World Cities Day around the world was to enable us view cities as drivers and incubators of innovations, industries, technology, entrepreneurship and creativity in ground breaking ways to achieve lasting impacts on the communities, and to ensure that "No one and no place is left behind as we build the future we want."
In her goodwill message, the Executive Director, UN HABITAT, Mrs. Maimunah Moh Sharif, called on stakeholders to identify ways to overcome challenges confronting urbanisation in a way that everyone’s life could be improved.
She noted that cities are the best place of innovation and creativity, assuring that UN Habitat would be ready to fully support the Federal Government in her bid to create sustainable urbanization.
The Chairman Senate committee on Housing, Senator Sam Egwu represented by his Vice, Senator Oyelola Isa Ashiru pledged the Committee’s full support towards achieving a sustainable development of our cities.

This year’s Council meeting promises to be pivotal, as we delve into eight (8) critical sub-themes, each accompanied by comprehensive memoranda for vigorous deliberation. Over the next few days, we will engage in insightful discussions, share expert expertise and forge innovative solutions to propel our Nation’s housing sector forward.

As you are aware, the National Council is the highest body that deals with the initiating of policy formulation, adoption and ensuring the implementation of the key decision of the Council Meeting. Also, we recognize the significance of this document in shaping the future of our housing sector and today, we have an opportunity to review and provide input on this critical document.

It is with immense pride and a deep sense of responsibility that I am with you today to officially launch the weekly Performance Management System (PMS) Day in our esteemed Ministry.
2. This is the beginning of a transformative journey for us as we heed the directive from the Office of the Head of the Civil Service of the Federation, which mandates every Thursday to be set aside for activities related to Performance Management System in the Federal Ministries, Departments and Agencies and be christened “PMS Day”.
3. This directive is not just a routine exercise; it is a call to action for all of us to fully embrace the vision of an efficient, effective, responsive and performance-based Federal Civil Service.
4. Performance Management System is a tool for goal and target setting, appraisal and monitoring of employee performance and the delivery of institutional mandates. It provides a systematic process of planning work, setting targets, providing support to employees and measuring results.
5. It also provides the framework for continuous tracking of employees’ performance in a manner that is consistent and measurable, for developing and improving their capacities to perform on their jobs and for motivating them for increased productivity.
6. The institutionalization of a functional performance management system being one of the six pillars of the Federal Civil Service Strategy and Implementation Plan 2021-2025, (FCSSIP25) will improve efficiency and productivity in the public service and is key to achievement of the objectives of the ongoing reform initiatives and culture re-orientation in the Public Service.
7. It will also ensure appropriate linkage of key government tools towards the attainment of national development goals and entrench a merit-based system in the Public Service. As a matter of fact, institutionalizing PMS is a cornerstone for our efforts to transform the entire Nigerian Public Service as a result-based and performing institution. PMS is an essential tool that provides a guide for the MDAs’ operations as we seek to reclaim our enviable position in delivering high-quality services to the Nigerian people.
8. The introduction of PMS has remained a timely project, and I have no doubt that it is exactly what the Federal Civil Service needs at this critical time to elevate our service delivery standards, enhance accountability, and build a positive culture of productivity, consequent management and continuous improvement in both personnel and institutional performance.
9. Today, as we launch the PMS Day in the Federal Ministry of Housing and Urban Development, we are not just institutionalizing a PMS weekly activity in the Ministry; we are reinforcing our commitment to excellence that has been the guiding ethos of the Ministry in the achievements of its deliverables of the Presidential Priorities and the implementation of the FCSSIP25 reform initiatives.

It is crucial to understand that the full implementation and institutionalisation of PMS is not just the responsibility of a few; it is a collective responsibility that spans all levels of our Ministry, from the most senior management cadre to the lowest-ranked officers, including security personnel and the janitorial service providers. Everyone has a vital role to play in ensuring that PMS is not just a beautiful policy on paper but a living, breathing organisational culture within the Federal Ministry of Housing and Urban Development.
11. To all Directorate level officers, you are the leaders and the vision bearers of your respective departments. As PMS supervisors, your roles in driving this initiative cannot be overstated. Your commitment to the institutionalization of PMS in your respective departments are what will inspire and motivate other staff and team members to follow suit. You are the ones who will set the tone for accountability and performance at the departmental levels, and I urge you to lead by example.
12. I commend all the Departments and Units that have cascaded signing of performance contracts with staff. We have no place to hide. We have been a performing Ministry. We are determined and we shall continue to perform because PMS has come to stay in this Ministry. To move our sector and country forward, you and I must embrace this world-best practice and your department should not be a reason for the Ministry to lose its enviable high-ranking position as one of the leading MDAs in the implementation of Federal Government reforms and programmes.
13. To our middle and junior-level officers, your dedication and hard work are the bedrock of our Ministry’s success. The PMS is designed to recognize and reward your contributions, ensuring that your efforts are aligned with our shared vision and that your professional growth is supported.
14. I encourage you to see this initiative as an opportunity to showcase your talents, sharpen your skills, and play active roles in the development of our Ministry and the nation at large.
15. It is normal for a very young Ministry like ours to face some challenges especially in a housing and urban development sector with a high level of expectations in creating possibilities for social infrastructure as enabler for growth. These have not in any way deterred the Ministry from exploring possibilities and innovative ways of bringing about possible solutions including partnering with our stakeholders to be able to deliver on the Ministry’s mandate as expected.
16. However, with the full implementation of the PMS, we have a robust framework that allows us to measure our progress, identify areas for improvement, and celebrate our successes. It is a tool that will guide our decision-making processes and ensure that every action we take contributes to the fulfillment of our mandates in formulating and implementing the policies, programmes and projects of the Federal Government of Nigeria in the Housing and Urban Development sector.
17. As we set aside every Thursday to focus and reflect on our PMS activities, let us all commit to these sessions with the seriousness they deserve. Let us use this time to evaluate our performances, identify the gaps that need addressing, and collaboratively find solutions that will drive our Ministry forward. The PMS Day is our collective space for reflection, learning, and growth.
18. In conclusion, I am confident that if we fully embrace the PMS, the Federal Ministry of Housing and Urban Development will set the benchmark for other Ministries to follow. Together, we can create a public service that is responsive, innovative, and committed to excellence.
