WELCOME ADDRESS BY THE DIRECTOR, PLANNING, RESEARCH AND STATISTICS, FEDERAL MINISTRY OF HOUSING AND URBAN DEVELOPMENT, AT THE MINISTERIAL RETREAT ON PERFORMANCE MANAGEMENT SYSTEM HELD AT SANDRALIA HOTEL, JABI, ABUJA – 3RD JULY, 2025

Protocol:

The Honourable Minister,

The Honourable Minister of State,

The Permanent Secretary,

Directors and Heads of Departments and Units,

Esteemed Resource Persons,

Distinguished Colleagues,

Ladies and Gentlemen,

It is with great honour and a deep sense of responsibility that I welcome you all to this Ministerial Retreat on the Performance Management System (PMS), convened in accordance with the directive of the Head of the Civil Service of the Federation, as outlined in the circular of 11th March, 2025.

This retreat is a critical platform for consolidating our collective resolve to institutionalize a performance-driven culture across the Ministry. The PMS is not merely a procedural obligation, it is a transformational framework for aligning individual, departmental, and institutional output with Ministerial priorities and national development goals.

In the past year, the Ministry has recorded remarkable progress in embedding the PMS. Among the key milestones achieved are:

  1. The successful cascading and signing of the 2024 Performance Contracts from the institutional to the individual level;
  2. The development and tracking of Key Performance Indicators (KPIs) directly tied to Ministerial Deliverables;
  3. The conduct of quarterly performance reviews with timely reports submitted to the Central Delivery Coordination Unit (CDCU); and
  4. The consistent observance of PMS Day, as mandated by the Office of the Head of Civil Service of the Federation, fostering accountability and continuous tracking of outcomes.

These efforts have created a strong foundation for the 2025 cycle. Accordingly, this retreat seeks to:

  1. Review our 2024 performance to identify critical success factors and constraints;
  2. Agree on performance expectations and KPIs for 2025;
  3. Facilitate the signing of the 2025 Performance Contracts across all levels;
  4. Develop actionable Individual Development Plans to address capacity gaps; and
  5. Reaffirm our readiness for seamless monitoring and timely quarterly reporting, as required.

It is important to reiterate that non-compliance with PMS guidelines, as emphasized by the Head of Service will attract sanctions. We are firmly in the era of accountability and result-based management. The business-as-usual approach is no longer acceptable.

Permit me at this juncture to specially acknowledge and commend the Honourable Minister for his visionary leadership and unwavering drive in repositioning the Ministry as a key enabler of affordable and accessible housing across the nation. His bold reforms and strategic initiatives have continued to inspire impactful programmes in line with the Renewed Hope Agenda of Mr. President.

Equally, I wish to appreciate the Honourable Minister of State for his strong policy support and active engagement in the implementation of the Ministry’s mandates. His commitment to inclusive development and results-based governance has significantly bolstered the Ministry’s reform trajectory.

I must also sincerely commend the Permanent Secretary for his exemplary administrative leadership, dedication to performance management reforms, and consistent support in ensuring the timely delivery of Ministerial priorities.

Furthermore, I acknowledge the strategic guidance of the Head of the Civil Service of the Federation and the Permanent Secretary, Career Management Office, for championing the implementation and oversight of the Performance Management System across the Federal Public Service.

Distinguished colleagues, the responsibility of sustaining and building on this momentum lies with each one of us. I urge you to approach this retreat with open minds, constructive engagement, and a shared commitment to innovation and service excellence.

Let us work together to ensure the 2025 PMS cycle is implemented not only efficiently but in a manner that sets new standards for performance in the public service.

I wish us all a productive and impactful retreat.

Thank you and God bless.

KEYNOTE ADDRESS BY THE PERMANENT SECRETARY, DR. SHUAIB M. L. BELGORE, FEDERAL MINISTRY OF HOUSING AND URBAN DEVELOPMENT, AT MINISTERIAL RETREAT ON PERFORMANCE MANAGEMENT SYSTEM (PMS) AND SIGNING OF 2025 DIRECTORS’ PERFORMANCE CONTRACTS AT SANDRALIA HOTEL, JABI, ABUJA ON 3RD JULY, 2025

Protocols

The Honourable Minister

The Honourable Minister of State

Directors and Heads of Departments,

Resource Persons,

Esteemed Colleagues,

Ladies and Gentlemen,

It is with great honour and a deep sense of responsibility that I welcome you all to this significant and historic Retreat on the Ministerial Performance Management System (MPMS) and the Signing of the 2025 Directors’ Performance Contracts. This retreat marks a critical step in our collective journey to institutionalize a performance driven culture within the Federal Ministry of Housing and Urban Development.

As we are all aware, the Performance Management System (PMS) is a core policy initiative of the Office of the Head of the Civil Service of the Federation (OHCSF), aimed at entrenching a results-based approach to governance and public service delivery. The MPMS Retreat, therefore, offers us the opportunity to align our Ministry’s deliverables with national priorities and to operationalize the PMS as an essential tool for driving institutional efficiency and accountability.

It is important to note that this is the second Ministerial Retreat convened by the Ministry for the purpose of reviewing, deliberating, brainstorming, and validating our MPMS Plan. The maiden edition held in 2024 was instrumental in identifying and articulating the Ministry’s priorities and deliverables under the following key focus areas:

  1. Presidential Priorities aligned with the Renewed Hope Agenda of the current administration;
  2. Operational Priorities in accordance with the National Development Plan (NDP) 2021–2025 and other relevant national policy frameworks; and
  3. Service-Wide Priorities guided by the directives and policy thrust of the Office of the Head of the Civil Service of the Federation.

Following the 2024 retreat, the Ministry directed all Directors and Heads of Departments to cascade and sign their Performance Contracts by 4th July, 2024. I am pleased to report that this directive was diligently executed through your commendable commitment and collaborative efforts.

To further support the implementation process and ensure robust performance appraisal mechanisms, the Ministry engaged the services of resource persons from the Federal Ministry of Regional Development to guide the development and finalization of performance appraisal templates and processes.

Ladies and Gentlemen,

Performance Management is now a mandatory requirement as outlined in the 2021 Revised Public Service Rules, serving as a cornerstone for assessing, rewarding, and developing civil servants. It aims to improve institutional effectiveness, identify capacity gaps, and ensure every officer contributes significantly to national development goals.

Accordingly, the OHCSF has issued a directive mandating all MDAs to conclude the following PMS-related activities by Friday, 28th March 2025:

  1. Conduct of the 2025 Annual Performance Management Retreat;
  2. Development and agreement on performance expectations and Key Performance Indicators (KPIs) for 2025;
  3. Cascading and signing of Performance Contracts from the institutional level down to the individual level; and
  4. Institutionalization of Monthly Performance Reviews and Quarterly Performance Appraisals.

In line with this directive, our Ministry is fully committed to complying with all outlined requirements within the stipulated timeline. Achieving this will, however, require our collective resolve, active participation, and unwavering dedication to the implementation of the PMS.

The role of leadership is central to the success of PMS implementation. This includes but is not limited to:

  1. Providing clear policy direction, support, and oversight for PMS execution across all departments and units;
  2. Fostering a culture of transparency, feedback, collaboration, and continuous improvement;
  3. Investing in digital tools and technologies to ensure seamless monitoring, reporting, and evaluation;
  4. Utilizing PMS outcomes to inform decisions on promotions, training and capacity development, and improvements in service delivery.

Distinguished Directors,

As we proceed with this retreat and the performance contract signing ceremony, I urge everyone to be actively engaged in the sessions. Let us take this opportunity to interrogate our strategies, refine our plans, and recommit ourselves to the goals and expectations of the Performance Management System.

Together, we can strengthen the Ministry’s capacity to deliver on its mandate and contribute meaningfully to the national housing and urban development agenda.

Thank you all for your commitment, collaboration, and dedication.

God bless you.

God bless the Federal Ministry of Housing and Urban Development.

God bless the Federal Republic of Nigeria.

'94 Victorious Super Eagles: Housing Ministry Hands over Housing Allocation to Efan Ekoku

The long-standing pledge of houses to the victorious 1994 Super Eagles Team that won the Africa Cup of Nations in Tunisia (Tunisia '94), is steadily being fulfilled.

A prominent member of the victorious team, Efan Ekoku, a striker in the then team was handed the allocation letter of his house in Abuja.

Ekoku was represened by his niece, Lisa Jenifer Nwagbogun.

Director and Head of Department, Public Building and Housing Development, QS Pemi Temitope handed over the allocation letter on behalf of the Honourable Minister.

QS Temitope explained that government was committed to ensuring the fulfilment of the pledge and rewarding members of the team for their patriotic service that brought honour to the nation.

In a remark on behalf of the recipient, Nwagbogun stated "I am deeply grateful to the Federal Government and the Ministry of Housing for fulfilling this long-standing pledge to my uncle. It is truly heartening to witness such commitment to integrity and follow-through. This gesture not only honors Mr. Efan Ekoku’s service but also restores faith in the value of public promises being kept".

It could be recalled that former President Muhammadu Buhari, in 2022 approved the allocation of the houses to the members of the team to fulfil the pledge made by the then administration in 1994, a pledge fulfilled 28 years after.

The allocation of the housing units to the members of the victorious team was done in various states across Nigeria, while some members received their houses in their respective states, others collected theirs in Abuja.

* says issues of building collapse deeply interconnected, not responsibility of any one profession

Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has inaugurated an expanded Ministerial Task Team on building collapse in Nigeria, Wednesday, 18th June, 2025.

The expanded Task Team comprises representatives of key Professional bodies and Regulatory agencies in the built environment, as well as professional staff of technical departments of the ministry

The Professional bodies and Regulatory agencies that were included in the task team are;

i) Architects Registration Council of Nigeria (ARCON)
ii. Council for the Regulation of Engineering in Nigeria (COREN)
iii. Quantity Surveyors Registration Board of Nigeria (QSRBN)
iv. Town Planners Registration Council of Nigeria (TOPREC)
v. Surveyors Council of Nigeria (SURCON)
vi. Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON)
vii. Council of Registered Builders of Nigeria (CORBON), and
viii. Building Collapse Prevention Guild (BCPG).

Dangiwa, in his remarks, frowned at the alarming frequency of building collapse incidents in Nigeria, describing it as unacceptable and a national embarrassment.

“These avoidable tragedies have led to the painful loss of innocent lives, permanent disability for survivors, destruction of property, and irreparable psychological trauma for families”, he lamented.

Expressing the eagerness of the government to end the menace, the Minister stated that, he had earlier last year approved for the constitution of a Committee on Building Collapse in Nigeria to examine the root causes of the problem and propose practical and sustainable solutions

He informed that the committee, under the leadership of Arch. Maji Liberty Alkali submitted its report, proposing eighteen (18) key recommendations.

Dangiwa further informed that he subsquently directed that the committee be expanded to include key regulatory and professional bodies in the built environment, to allow for a  broad-based implementation, pointing out that the issue of building collapse was not the responsibility of any one profession but a deeply interconnected challenge that cuts across architecture, engineering, quantity surveying, town planning, land surveying, among others.

Underscoring the relevance of the expanded committee, the Minister stressed on the need for a holistic approach and collaborations across all professions in the building process.

He remarked that Architects must ensure that designs meet safety standards, Engineers must guarantee that structural calculations are sound, Quantity surveyors must confirm that costs and material specifications align, Builders must execute construction with integrity, and more.

The Terms of Reference for the reconstituted committee includes; examining the eighteen approved recommendations and advising the Ministry on phased and effective strategies for their implementation, developing a comprehensive roadmap for addressing systemic, technical, legal, and institutional challenges associated with building collapse.

Others according to the Minister are; proposing a national legislation to strengthen effective oversight of the federal government on building construction, as well as designing a compliance checklist and framework for regulatory and professional bodies to enhance oversight, promote accountability, and ensure adherence to standards and ethics in building construction and approvals.

Arc. Dangiwa reaffirmed the Ministry’s commitment to support the committee’s work; “I have directed the Permanent Secretary to ensure that the necessary resources and coordination mechanisms are put in place to enable you deliver on your mandate”, he said.

“Once your roadmap and action plan are submitted, I will work closely with relevant arms of government, both at the federal and subnational levels, to ensure the seamless implementation of your recommendations. We will also explore the possibility of integrating key aspects of your work into national housing and urban development policies and regulations”, he further added.

Earlier in his welcome address, the Permanent Secretary Ministry of Housing and Urban Development, Dr. Shuaib Belgore, expressed gratitude to the committee members for honouring the call to service; acknowledging their diverse expertise and institutional experience which is crucial to achieving the Committee’s Terms of Reference.

“As you are inaugurated today, we look forward to the emergence of a clear roadmap for strengthening structural integrity, enforcement, professional ethics, and accountability across the building and construction value chain. Let this Committee be remembered not just for diagnosing problems, but for driving change that saves lives and secures infrastructure”, he charged.

Giving the vote of thanks on behalf of the committee members, the Chairman,  Arc. Umaru Usman Karaye, FNIA, representing Architects Registration Council of Nigeria (ARCON), expressed profound gratitude for the honour of being appointed as members of the building collapse committee.

He thanked the Minister for his efforts to address the long-standing, disturbing issue which the committee has been constituted to tackle, as well as the Minister of State and the Permanent Secretary for their supporting roles.

Arc Usman Karaye equally appreciated the various professional regulatory bodies for nominating their members to serve, ephasising the importance and urgency of the assignment and expressing commitment to working with all stakeholders.

Accordingly, he conveyed the excitement of the committee to collaborate and find a comprehensive solution to the embarrassing incidences of building collapse in the country, and looking foward to a close working collaboration with the management of the ministry to immediately address the challenge.

FG  Seeks Strategic Support with UN-Habitat On National Urban Development Policy

Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has called for deeper collaboration and implementation support from UN-Habitat as Nigeria enters a crucial phase in operationalizing its newly reviewed National Urban Development Policy (NUDP).

Dangiwa made the call during his meeting with the representative of the Regional UN- Habitat office, Senior Human Settlement Officer, Mr. Mathias Spaliviero

While appreciating the presentation on key issues to be addressed in Nigeria’s urbanization by the UN-Habitat team, describing it as “eye-opening and inspiring,”  the Minister also commended the agency for its strategic partnership and technical guidance in the development of the reviewed NUDP.

He noted that the UN-Habitat presentation reaffirmed Nigeria’s ongoing urban renewal initiatives under the Renewed Hope Agenda of President Bola Ahmed Tinubu.

"You came and did a wonderful presentation.  For us, it has opened our eyes because, as you are aware, Nigeria is undergoing a transformation in the housing and urban development sector under the Renewed Hope Agenda of President Bola Ahmed Tinubu,” he remarked.

Arc Dangiwa also informed that this major milestone was recorded last week with the Federal Executive Council's approval of the reviewed National Urban Development Policy, noting that it was developed in close collaboration with UN-Habitat.

He highlighted the administration’s commitment to delivering thousands of housing units through the development of Renewed Hope Cities, Renewed Hope Estates and Renewed Hope Social Housing, ensuring inclusive access for all income levels.

He further noted that the ministry has embarked on a National Slum Upgrade and Urban Renewal Programme, that targets vulnerable urban communities across the country, affirming that the presentation came at the right time.

He hailed the policy as a forward-thinking framework designed to guide Nigeria’s urban growth in line with global commitments, including the Sustainable Development Goals, New Urban Agenda and climate action imperatives.

"The policy provides a clear and forward-looking framework for guiding urban growth in Nigeria. It is in harmony with the SDGs, the New Urban Agenda, and our commitments on climate change,” he said.

Accordingly, the NUDP will be disseminated to State Governments to enable them domesticate the Policy in their respective states, and Ministries of Works, Environments and institutions, who may need the Ministry’s guidance.

Arc. Dangiwa emphasized that while the policy development phase has been successfully concluded, the real challenges lies in its implementation, appealing to UN-Habitat to transition from being a policy support partner to an implementation partner capable of providing institutional capacity and technical expertise.

"We need the right expertise and institutional support to implement this policy successfully. We still want to count on UN-Habitat, not just as a support expert but as an implementation partner. We will also require your help in recommending experts who can work with the Ministry in translating it to tangible measureable outputs at both the federal and state levels,” he stated.

The Minister also referenced ongoing efforts by the ministry in partnership with the World Bank on a National Land Registration, Documentation, and Titling Programme, aimed at addressing the issue of untitled land, which affects over 90 percent of land nationwide.

He welcomed UN-Habitat’s Strategic Action Plan on improving land governance, titling, and administration, and expressed Nigeria’s interest in technical support, pilot implementations and capacity building initiatives in selected states.

“This presentation has given us hope. One of the most inspiring aspects was your use of streets as a tool for urban transformation in slums. It shows that transforming a cluster of slums can transform an entire city,” he said.

Additionally, while affirming the Ministry’s Commitment to a continued collaboration with UN- Habitat, the World Bank and other strategic partners, Arc Dangiwa noted that the Ministry was on the right path with its  slum upgrade and urban renewal programmes.

Furthermore, Arc. Dangiwa reaffirmed Nigeria’s commitment to UN-Habitat’s vision, including the clearance of outstanding financial obligations.

Earlier in his visual presentation on key issues to be addressed in Nigeria’s urbanization, the UN- Habitat Senior Human Settlement Officer, Mr. Mathias Spaliviero, emphasized that proper financial planning, effective rules and regulations, as well as proper planning and design are fundamental to the successful implementation of the slum upgrade program.

Federal Executive Council Approves Revised National Urban Development Policy To Transform Nigeria’s Urban Future

* NUDP, a critical milestone in Nigeria’s urban journey -  Dangiwa

* Policy aligns with Renewed Hope Agenda,  SDGs obligations,  New Urban Agenda, Paris Agreement on Climate Change, AU Agenda 2063

In a landmark decision that underscores the Federal Government’s commitment to sustainable urbanisation, the Federal Executive Council (FEC) has approved the revised National Urban Development Policy (NUDP).

The Policy provides a transformative framework to guide urban planning, development, and governance across Nigeria, over the next decade.

The revised policy, developed by the Federal Ministry of Housing and Urban Development in collaboration with UN-Habitat and other key stakeholders, replaces the previous 2012 edition. It reflects the pressing realities of Nigeria’s urban challenges and the country’s global development commitments.

The policy aligns closely with the President Bola Ahmed Tinubu’s Renewed Hope Agenda as well as Nigeria’s obligations under the Sustainable Development Goals (SDGs), the New Urban Agenda, the Paris Agreement on Climate Change, and the Africa Union Agenda 2063.

With over 70% of Nigeria's population projected to live in urban areas by 2050, the need for a new, integrated urban development framework has become urgent.

The NUDP responds to this challenge by introducing a "business unusual" approach that departs from fragmented, reactive planning, and embraces proactive, inclusive, and long-term strategies.

It recognises that effective urban development requires strong institutions, strategic leadership, and citizen participation.

A major focus of the policy is the strengthening of urban governance. It advocates for the creation of metropolitan commissions and regional planning bodies to manage Nigeria's fast-growing urban regions and conurbations that cut across administrative boundaries.

This includes enabling a more coherent system of cities, improved intergovernmental coordination, and decentralised urban management structures.

In terms of social inclusion, the policy embeds a pro-poor, pro-vulnerable urban design philosophy. It calls for planning and development that prioritise women, youth, persons with disabilities, and the informal sector.

By improving access to housing, infrastructure, public spaces, and basic services, the NUDP aims to create cities where all residents can live with dignity and opportunity.

Climate change is another critical pillar of the new policy. Nigeria faces escalating climate risks including flooding, drought, desertification, and extreme weather events.

In response, the NUDP mainstreams climate resilience into urban planning. It promotes green infrastructure, nature-based solutions, renewable energy adoption, and spatial strategies like compact, walkable neighbourhoods-commonly known as the "15-minute city" model-to build cities that are not just liveable but also sustainable.

Equally important is the policy's emphasis on urban economic transformation. It positions cities as engines of economic growth, job creation, and diversification beyond oil.

By promoting spatial efficiency, mixed-use development, and better integration of land use and transport systems, the NUDP seeks to harness the productivity and innovation potential of dense, well-connected urban centres.

The policy also supports improved municipal finance systems to enable cities to raise more own-source revenues and reduce over-reliance on federal allocations.

Recognising the importance of technology and data in effective urban management, the policy encourages the adoption of Geographic Information Systems (GIS), Light Detection and Ranging (LIDAR) mapping, and other digital tools to support evidence-based planning, land administration, disaster preparedness, and efficient service delivery.

To ensure success, the NUDP provides a clear implementation framework with defined roles for federal, state, and local governments. It calls for capacity building, public awareness campaigns, and strong partnerships with the private sector, academia, and civil society.

Monitoring and evaluation mechanisms are embedded to ensure accountability and track progress.

The approval of the National Urban Development Policy (NUDP) marks a significant milestone and a major achievement for the Ministry.

In addition to this success, the Ministry is actively advancing several other key initiatives, including the National Physical Planning Standards, which is currently undergoing extensive stakeholder engagement at various levels.

Another important initiative, the National Policy on Rural Settlements Planning and Development, seeks to address the challenges of rapid urbanization by identifying development gaps in rural areas and providing targeted solutions.

This approach aims to reduce the pressure on urban centers by discouraging rural-to-urban migration through improved rural development.

Furthermore, a number of regional development plans are presently in progress across the country. These initiatives collectively demonstrate the Ministry’s strong alignment with the Renewed Hope Agenda of President Bola Ahmed Tinubu, an agenda that prioritizes not only housing delivery but also the broader goal of sustainable urban development.

Speaking on the significance of the policy approval, the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, stated:
"The NUDP is a critical milestone in Nigeria's urban journey. It provides us with a clear roadmap to plan and build cities that are productive, liveable, inclusive, and climate-resilient. With this policy, we are better positioned to harness the full potential of our urban spaces to drive national development and uplift the quality of life for all Nigerians."

The Ministry will immediately begin nationwide sensitisation and capacity-building engagements to support the effective rollout of the policy.

Dangiwa Champions Adequate Housing as Catalyst for Poverty Reduction, Job Creation and Climate Action at UN-Habitat Assembly

The Hon. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has called on global leaders to prioritize housing as a strategic tool for tackling poverty, creating jobs, and accelerating climate action.

Speaking at the High-Level Ministerial Dialogue on Adequate Housing for All during the resumed second session of the UN-Habitat Assembly, taking place in Nairobi, Kenya, from 29 to 30 May 2025, the Minister presented Nigeria’s ambitious, people-focused housing reforms as a model of inclusive and sustainable urban development.

Reaffirming Nigeria’s support for the 2026–2029 UN-Habitat Strategic Plan, Dangiwa commended the Executive Director, Ms. Anaclaudia Rossbach, for placing adequate housing, the transformation of slums and informal settlements, and access to basic services at the heart of the Plan’s vision.

“Nigeria believes that adequate housing policies are among the most powerful tools for reducing poverty, creating jobs, strengthening climate resilience, and driving post-crisis recovery,” Dangiwa stated.

He outlined the achievements of President Bola Ahmed Tinubu’s Renewed Hope Housing Programme, which targets the delivery of 50,000 homes in its first phase, with 10,112 housing units already under construction across 14 states and the FCT. This has created over 250,000 direct and indirect jobs, with the potential for much more.

To meet national housing needs and keep pace with population growth, he noted that Nigeria requires to build at least 550,000 homes annually—an effort that if executed sustainably could generate up to 13.7 million direct and indirect jobs each year thus turning a problem into an opportunity for job creation and poverty eradication. This potential for catalyzing national growth, he said, firmly positions housing as a central pillar of Nigeria’s economic renewal strategy.

He also highlighted the Renewed Hope Social Housing Estates initiative, which aims to build 100 homes in each of Nigeria’s 774 Local Government Areas, totaling 77,400 homes. This is projected to create over 1.9 million jobs and stimulate rural economies.

On affordability, the Minister emphasized that low-income households would not pay more than one-third of their income toward a social housing home, with the government absorbing the balance through targeted subsidies, tax incentives, and bulk procurement. In addition, 30% of the homes will be allocated free of charge to the most vulnerable Nigerians.

He underscored the transformational impact of the National Urban Renewal and Slum Upgrade Programme, which has already delivered over 150 completed projects, with more than 100 ongoing. These interventions, the Minister noted, provide clean water, sanitation, access roads, solar street lighting, and improved public facilities to underserved communities.

“When aligned with social equity, economic inclusion, and climate goals, housing becomes more than shelter—it becomes a catalyst for national development and human dignity,” Dangiwa said.

He concluded by affirming Nigeria’s readiness to collaborate with UN-Habitat and other Member States to scale these solutions globally.

The resumed second session of the United Nations Habitat Assembly—the world’s highest decision-making body on sustainable urbanization and human settlements—brings together 193 UN Member States, alongside UN entities, civil society, the private sector, academia, youth, women, grassroots organizations, and more.

The Assembly features over 1,200 delegates, including 42 ministers, 14 deputy ministers, and 8 governors and mayors.

Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, alongside the Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Olanipekun Olukoyede, today led a joint team on a physical site inspection of a confiscated housing estate comprising 753 housing units.

The estate, previously linked to former Central Bank of Nigeria (CBN) Governor, Mr. Godwin Emefiele, was recovered by the EFCC and officially handed over to the Federal Ministry of Housing and Urban Development following a directive by His Excellency, President Bola Ahmed Tinubu.

During the inspection, Arc. Dangiwa announced that the Ministry would immediately commence its technical assessments by conducting integrity tests on the buildings. Upon successful evaluation, the structures will be completed and made available for sale to Nigerians through the Renewed Hope Portal, which is already operational.

The Minister emphasized the Federal Government’s commitment to transparency and accountability, calling on public office holders to steer clear of corrupt practices. "The government of the day is serious about fighting corruption," he stated, while commending the EFCC and its leadership for what he described as a landmark recovery—one of the most significant in the nation’s history within such a short span of time.

Arc. Dangiwa also urged Nigerians to maintain trust in the EFCC and support its efforts toward achieving more recoveries for the benefit of the public.

Speaking at the event, EFCC Chairman Olanipekun Olukoyede clarified that what Nigerians had previously seen on television was merely an aerial view of the estate. “The essence of this visit is to show that it is real,” he said, underscoring the transparency and accountability that guide the commission’s actions.

The site visit marks a pivotal step in integrating the recovered estate into the Federal Government’s National Social Housing Programme, aligning with President Tinubu’s vision of affordable housing and good governance.

Housing Ministry, NIWA to Harmonise Shoreline Development Licensing — Joint Committee Set Up

Abuja, 30 April 2025 – The Federal Ministry of Housing and Urban Development (FMHUD) and the Nigerian Inland Waterways Authority (NIWA) have agreed to strengthen collaboration and establish a unified standard procedure for licensing developments on the Lagos shoreline.

This decision was reached at a high-level meeting held at the Ministry’s Headquarters in Mabushi, Abuja, between the leadership of both institutions, led by the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, and the Managing Director of NIWA, Mr. Bola Oyebamiji.

In his remarks, the Honourable Minister emphasized the urgent need for both institutions to work together as “one government” to eliminate regulatory conflicts, avoid duplication of mandates, and ensure orderly, sustainable urban development—especially in critical areas such as the Lagos shoreline.

“Our operations intersect and are connected,” the Minister noted. “We must act together to bring order by ensuring that our actions follow a clear regulatory framework that respects both the law and our respective institutional mandates.”

To this end, both parties agreed to set up a joint technical committee to define standard procedures and streamline the process for licensing shoreline developments in Lagos. The committee will comprise representatives from FMHUD, NIWA, and other relevant stakeholders. Its terms of reference will include clarifying roles, eliminating overlaps, enabling data sharing, and recommending sustainable, enforceable guidelines for shoreline development.

During the meeting, Arc. Dangiwa reiterated the distinct mandates of each stakeholder involved: the Ministry of Housing and Urban Development as the administrator of land titles on federal shorelines and national urban policy custodian; NIWA as the regulator of inland waterways infrastructure; and the Lagos State Government as the authority on physical planning and development control within its constitutional jurisdiction.

“Our Ministry, the Federal Ministry of Housing and Urban Development, is charged with the issuance and administration of land titles on federal shorelines in accordance with the Land (Title Vesting, etc.) Act of 1975, and the broader framework of the Land Use Act. We are also responsible for shaping national urban development policies that promote sustainable, inclusive, and orderly growth. The Nigerian Inland Waterways Authority (NIWA), under the NIWA Act of 2004, is entrusted with the responsibility of regulating inland waterways—including dredging, ferry services, and permits for water-based infrastructure—on declared federal waterways such as the Lagos Lagoon. The Lagos State Government, empowered by the 1999 Constitution and its own planning laws, is responsible for overseeing physical development, building permits, and urban planning within its jurisdiction, including shoreline areas not under direct federal control”, Arc. Dangiwa.

In his own remarks, the Managing Director of NIWA, Mr. Bola Oyebamiji, commended the Honourable Minister for his leadership and proactive engagement, describing the meeting as “a significant step toward resolving longstanding institutional overlaps.”

He added, “NIWA is committed to working with the Federal Ministry of Housing and Urban Development and other stakeholders to ensure that shoreline developments, especially in Lagos, are carried out in a safe, lawful, and environmentally responsible manner. We welcome the creation of this joint committee and look forward to developing a seamless, coordinated framework for the benefit of the Nigerian people.”

The meeting marks a continuation of earlier engagements between both institutions and signals a renewed commitment to inter-agency cooperation in the interest of sustainable urban development and the delivery of President Bola Ahmed Tinubu’s Renewed Hope Agenda.

Dangiwa Encourages Continuous Dialogue, Mutual Respect with Civil Servants Union

* says consistent staff welfare, a priority

Minister of Housing and Urban Development,  Arc Ahmed Musa Dangiwa, has encouraged continuous dialogue, mutual respect, and the pursuit of shared goals between the leadership of the civil servants Union and the Management of the Ministry.

“Together, we can create a work environment that not only meets the aspirations of our workforce but also drives greater productivity, service delivery, and national development” he said.

Dangiwa spoke when he received the National leadership of the Association of Senior Civil Servants of Nigeria (ASCSN) led by its President, Comrade Shehu Mohammed on a couresy vist to the Ministry, Tuesday, April 29th, 2025.

Dangiwa expressed the commitment of his leadership to building a Ministry where officers feel valued, opportunities for growth encouraged and welfare of staff consistently prioritized.

He appreciated the timely nature and significance of the visit in reflecting the spirit of partnership between organized pressure groups and the government;

“It shows that beyond the call of duty, there is a desire on your part to collaborate in building a stronger and more effective public service”, he added.

While acknowledging the indispensable role of the Civil Servants in driving the wheels of progress, he recognized that no policy, plan, or reform can succeed without the commitment and dedication of the workforce.

The Minister was pleased to inform the Union about the Renewed Hope Housing Programme embarked on by the Ministry, under the Renewed Hope Agenda of President Bola Ahmed Tinubu.

He noted that under the programme, Cities are currently being developed in Abuja, Lagos, and Kano states; and the Estates across twelve states nationwide, offering a variety of decent, quality, and affordable homes that civil servants can access.

Accordingly, Dangiwa explained that while some units under the Renewed Hope Cities may be priced beyond the immediate affordability of many civil servants, the Renewed Hope Estates, which are being directly delivered and subsidized by the Federal Government, offers affordable options specifically targeted at workers and low to medium-income earners.

He enlightened the Union of various structured and flexible financing options available through the Federal Mortgage Bank to include: a 30-year National Housing Fund mortgage loans, Rent-to-Own schemes, Installmental Payment plans, and
Outright purchase for those who have the capacity.

The Minister encouraged the civil servants to take advantage of the Renewed Hoped Estates and the financing opportunities available through the FMBN.

Speaking earlier, the National President of the Association of Senior Civil Servants of Nigeria (ASCSN), Comrade Shehu Mohammed commended the Minister for initiating strategic plans to address the housing deficit in the country, noting that Nigerian civil servants, regardless of their income level, now have access to decent housing.

Comrade Mohammed also lauded the Minister’s commitment to resolving the issue of inadequate office space within the Ministry, as demonstrated by the ongoing construction of a new office complex.

Commenting on the recent revocation of provisional offers of housing allocation under the National Housing Programme (NHP), the ASCSN President appealed to the Minister to provide another opportunity for civil servants whose offers were revoked due to their inability to meet the payment deadline.

He explained that many affected workers were constrained by the declining value of the new minimum wage of N70,000, which has been eroded by rising costs of goods and services.

Comrade Muhammad also raised other pressing concerns, including the payment of repatriation allowances for retiring officers, the provision of first 28-days allowances for newly recruited officers, and the prompt disbursement of death benefits to the families of deceased officers.

He highlighted the challenges of inadeqate transportation buses for staff and emphasized the need for continuous training and retraining of staff to enhance their productivity and service delivery.

While appreciating the Ministry's annual financial contribution to the union's May Day celebration, Comrade Mohammed appealed for an increase in the amount allocated for celebration, citing the prevailing economic conditions and rising prices.

In his remarks, the Permanent Secretary of the Ministry, Dr. Shuaib Belgore reaffirmed the ministry's core mandate to ensure access to affordable housing, noting that significant efforts were being made to meet this goal, especially for civil servants, through various ongoing housing projects of the Ministry, across the country.

While addressing some of the concerns earlier raised by the Union, Dr Belgore explained the Ministry’s efforts to ensure that staff welfare, training and benefits are prioritized.

He informed that the Ministry was making efforts in the area of repatriation to clear backlog of the death benefits and first 28 days, despite the insufficiency of the overhead cost of the Ministry.

Accordingly, he assured that the Ministry was making plans to provide four brand new buses for staff of the Ministry, as part of efforts to support staff mobility.

He as well promised that further consideration would be made to what has been approved for the May Day celebration.

* Retreat a renewed determination to deliver meaningful results - Dangiwa

A 2- day ministerial retreat on Performance Management System (PMS) and official signing of the 2025 Performance Contracts for the Directors and Heads of Units of the Ministry of Housing and Urban Development was held on the 3rd and 4th July, 2025 at Sandralia Hotel, Jabi, Abuja.

The theme for the rereat is “Accelerating Service Delivery through Performance Contracting and Strategic Alignment with the Renewed Hope Agenda.”

Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, who declared open the retreat, said he was committed to leading a performance-driven Ministry that is focused on delivering real value to Nigerians, as he  described the gathering as a strategic leadership forum and not just a routine administrative exercise.

He stated that it was a crucial opportunity to align the Ministry’s leadership with its core mandate of translating policies into measurable outcomes, in line with the bold vision of the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR.

Dangiwa also emphasized the central role of the Ministry in the President’s Renewed Hope Agenda, which envisions dignity, opportunity, prosperity, and decent shelter for all Nigerians, stressing that housing development, land reforms, urban planning, and regulatory innovation are essential instruments to achieve these goals.

The Minister reaffirmed the importance of performance management in the current context of heightened public expectations and Presidential oversight, pointing out that the Presidential Performance Bond signed by all Ministers was a binding commitment to the Nigerian people, monitored through scorecards and dashboards developed by the Central Delivery Coordinating Unit (CDCU).

He urged for full Implementation of a Results-Based Performance Management System (PMS), “Every department and officer is expected to align with KPIs and accountability frameworks that support the Ministry’s deliverables”, he said.

Arc. Dangiwa highlighted some of the 2025 deliverables of the Ministry which includes: Construction of 20,000 Affordable Housing Units Nationwide, which is a flagship deliverable under the Renewed Hope Housing Programme to stimulate job creation, improve livelihoods, and contribute to national economic growth; and development of Fiscal Incentives for Local Production of Building Materials to reduce construction costs and promote self-reliance, saying that the Ministry will incentivize local production of essential housing components such as cement, roofing materials, and sanitary fittings.

Another deliverable is the expansion of the National Land Registration and Documentation Programme (NLRDP), in partnership with state governments, saying that the Ministry will intensify efforts to digitize land records and promote secure land tenure for investment.

Dangiwa also acknowledged the technical support of the Central Delivery Coordinating Unit (CDCU) and the Office of the Head of Civil Service of the Federation (OHCSF), for their roles in performance tracking and institutionalizing PMS across the civil service.

"Let this Retreat be remembered not for the contracts signed, but for the renewed determination to deliver meaningful results,” He added.

In his keynote address, the Permanent Secretary, Dr. Shuaib Belgore, said that the Ministry is committed to institutionalizing the Performance Management System (PMS), as a tool for accountability, transparency, and results-oriented governance.

He said "The Performance Management System is now a mandatory component of public service delivery, as enshrined in the 2021 Revised Public Service Rules. It is essential for driving institutional effectiveness, identifying capacity gaps, and ensuring every officer contributes meaningfully to the nation’s development goals,”

Belgore explained that the retreat underscores the Ministry’s resolve to deepen institutional reforms and accelerate service delivery in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda, and also a crucial step in aligning the Ministry’s deliverables with the presidential priorities under the Renewed Hope Agenda, the National Development Plan(2021-2025), and service -wide mandate from the office of the Head of the Civil Service of the Federation (OHCSF).

He recalled the success of the maiden retreat held in 2024, which led to the identification of key performance areas, as well as the signing of performance contracts across the Ministry, and commended the dedication of directors and department heads in fulfilling that mandate.

Dr. Belgore charged all directors to provide clear leadership, champion transparency, leverage digital tools, and use PMS outcomes to inform decisions on promotions, capacity building, and service delivery improvement.

In his welcome address, the Director of the Planning, Research and Statistics Department, Mukhtar Iliyasu, emphasized the critical importance of the retreat in aligning the individual and departmental outputs with the Ministry’s strategic goals and the broader national development agenda.

He noted that the Ministry made significant strides in the 2024 performance cycle, citing the successful cascading of performance contracts from institutional to individual levels, the development and tracking of Key Performance Indicators (KPIs), regular performance reviews, and the observance of PMS Day, all contributing to greater transparency and service delivery.

The PRS Director further said that non-compliance with PMS guidelines would attract sanctions, reinforcing the government’s shift towards accountability and results-based governance.

While calling for collective responsibility and active participation, he urged all attendees to embrace innovation, collaboration, and dedication as the Ministry charts the course for a more impactful 2025.

The retreat features strategic sessions on reviewing past performance, signing of 2025 Performance Contracts, and strengthening the implementation of the Ministry’s deliverables, in line with the Renewed Hope Agenda of the Federal Government.

SPECIAL ADDRESS BY ARC. AHMED MUSA DANGIWA, HONOURABLE MINISTER OF HOUSING AND URBAN DEVELOPMENT, AT THE MINISTERIAL RETREAT ON PERFORMANCE MANAGEMENT AND SIGNING OF 2025 PERFORMANCE CONTRACTS HELD ON THURSDAY, 3RD JULY 2025, AT SANDRALIA HOTEL, JABI, ABUJA

Theme: Accelerating Service Delivery through Performance Contracting and Strategic Alignment with the Renewed Hope Agenda

PROTOCOLS

The Permanent Secretary,
Directors and Heads of Departments and Units,
Our distinguished colleagues from the Office of the Head of Civil Service of the Federation and the Central Delivery Coordinating Unit,

Ladies and Gentlemen,

  1. Let me begin by once again warmly welcoming everyone to this important Ministerial Retreat and the official signing of our 2025 Performance Contracts. This event provides us a moment to reflect, to refocus, and to recommit ourselves to the responsibility we have been entrusted with.
  2. His Excellency, President Bola Ahmed Tinubu, GCFR, has laid out a bold and ambitious vision through the Renewed Hope Agenda. As a Ministry, we play a key role in delivering on that promise—through housing, urban infrastructure, and land reforms. That responsibility is heavy, and rightly so. The expectations from the public—and from the President—are high.
  3. As you are all aware we started off very strong but the journey has not been easy. One of the major hurdles we have faced is funding. Budget releases have been slow, and we are all aware of the broader financial pressures the government is grappling with. These constraints have affected project timelines and limited what we could deliver.
  4. But that is exactly why we need to think differently. We can not  afford to rely solely on traditional funding methods. We need to be innovative. We need to build strong partnerships—especially through Public-Private Partnerships. PPPs give us the opportunity to tap into private sector resources, unlock capital, and bring in expertise to get things done faster and better.
  5. As you are all already aware, our 2025 deliverables are clear and targeted. They include:
    1. Delivering 20,000 housing units across the country;
    2. Creating incentives to attract private investment into local building materials production;
    3. Expanding land registration and documentation programmes to ensure security of tenure;
    4. Setting up a National Land Commission to anchor and coordinate land reforms;
    5. And fully rolling out a performance-based management system across all departments and units.
  6. These are real targets tied to national priorities and the President’s Performance Bond—which, as you know, is being closely tracked through the dashboards and scorecards developed by the CDCU.
  7. I want to take a moment to appreciate the support of the Central Delivery Coordinating Unit and the Office of the Head of Civil Service of the Federation. Your guidance and collaboration have been invaluable. But more importantly, the insights and systems you’ve introduced must now reflect in how we work every day.
  8. I also want to thank all of you—the staff and leadership of this Ministry—for your efforts so far. I know the sacrifices many of you make daily to keep things moving, especially in these tough times. But the truth is, we need to dig even deeper. We need more discipline, more creativity, and an even stronger commitment to delivering results.
  9. So as we sign these performance contracts today, let us treat them not as formalities, but as a renewed pledge—to serve, to deliver, and to keep pushing, no matter the obstacles.
  10. I remain fully committed to leading this charge, and I am counting on each and every one of you to do your part. Let’s move together—with focus, with integrity, and with a shared sense of purpose.
  11. On that note, I have the honour to formally declare this Ministerial Retreat on Performance Management and the Signing of the 2025 Performance Contracts open.
  12. Thank you, and God bless the Federal Ministry of Housing and Urban Development.

God bless the Federal Republic of Nigeria.

The Housing Sector stole the show with the Directors and two Permanent Secretaries  dancing and rejoicing with the awardee.

Dr. Kogbe holds a PhD in Politics and International Relations from the University of Dundee, UK, and is a Fellow of the Chartered Institute of Public Administration of Nigeria.

At the Federal Ministry of Housing and Urban Development, Dr. Kogbe consistently exceeds his primary performance expectations. Asides his routine work as Technical Assistant to Director (Special Projects Unit), he volunteered to ensure that the Federal Civil Service Strategy and Implementation Plan (FCSSIP25) and Performance Management System (PMS) is institutionalised in the Ministry.

He facilitated several trainings of the Ministry on FCSSIP25 and PMS, as well as coordinated the timely submission of FCSSIP25 Quarterly Performance Reports of the Ministry to OHCSF.  Dr. Kogbe equally facilitated the Ministry’s inaugural PMS Day and was also the keynote lecturer.

Another landmark contribution he made was the conceptualisation of the Ministry’s first Cybersecurity Awareness Lecture, and served as a member of the Ministerial Technical Team at various national programmes.

His service wide impact includes; co-authoring of the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25), crafting three of its six core pillars: Performance Management, Digitalisation, and Staff Welfare.
He also proofread and refined the entire document for clarity and policy coherence.

He co-developed the FCSSIP25 Quarterly Performance Tracking Template, now adopted service-wide, institutionalising performance accountability and transforming reporting practices.

One of his greatest landmark was his proposal to recognise high-performing Permanent Secretaries which was subsequently adopted and implemented during the 2023 Civil Service Week.

Also through extensive capacity-building efforts, Dr. Kogbe has trained over 10,000 civil servants across 22 MDAs in performance management, innovation, and leadership. He has embedded the AMPLE Culture (Accountability, Meritocracy, Professionalism, Loyalty, and Efficiency), and mainstreamed the EPIC Ethos (Efficient, Productive, Incorruptible, and Citizen-Centred).

Beyond his Ministry’s nomination, Dr. Kogbe enjoys broad endorsements from senior civil service figures with whom he previously worked, especially at OHCSF, where he spent the first 13 years of his Service. They have provided written attestations and affirmations as evidence of his extraordinary contributions, describing this national honour as long overdue.

Dr. Kogbe is not merely deserving of Civil Service recognition - he is a beacon of the values Nigeria’s civil service must champion. Honouring him is more than rewarding excellence; it is a strategic affirmation of meritocracy, reform, and visionary leadership. This award is not just fitting, it is imperative.

Africa-Led Vote, Shifts Global Power Dynamics As UN-Habitat Adopts Strategic Plan

By Adamu S Ladan

In a landmark but contentious decision, the United Nations Human Settlements Programme (UN-Habitat) has officially adopted its Strategic Plan for 2026–2029.

The vote-based adoption—strongly championed by the Africa Group—broke from the tradition of consensus, drawing criticism from the United States but hailed by developing nations as a necessary evolution in global governance.

The Plan aims to tackle the global housing crisis, which affects an estimated 2.8 billion people, by focusing on three transformative pillars: Inclusive Prosperity, Preparedness and Reconstruction, and Climate Sustainability.

The Africa Group, with broad support from other developing regions, drove the momentum for the plan’s adoption, citing urgency in responding to mounting urban challenges across the Global South.

Speaking shortly after the vote, Nigeria’s Honourable Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa, praised the process and substance of the Strategic Plan:

“This is a major victory for equity in global urban development. Africa’s urban needs can no longer be sidelined. The Strategic Plan gives voice to our realities and puts us on a path to sustainable, inclusive progress.”

Echoing this sentiment,  most diplomats of the Africa Group at the UN-Habitat Assembly, hailed the development as one of them said:

“Consensus is ideal, but justice is essential. The vote reflects a democratic affirmation of our priorities. For too long, the Global South has waited. Today, we acted.”

The United States delegation, while acknowledging the importance of the Plan’s content, sharply criticized the process by which it was adopted. A senior U.S. official described the move as “disappointing and counterproductive”, arguing that the absence of consensus undermines the spirit of multilateralism.

“We support the vision of inclusive urban development, but the manner of adoption threatens the cohesion necessary for implementing it effectively,” the delegate noted.

Observers suggest the U.S. may now shift focus toward influencing implementation, leveraging its financial contributions and partnerships to shape the direction of programming.

UN-Habitat Executive Director, Anaclaudia Rossbach acknowledged the division but emphasized the agency’s commitment to delivering on its mandate:

“ We are committed to working with all partners, regardless of the path taken to this moment.”

The outcome of the Assembly has prompted broader reflection on the state of global cooperation. Analysts view the vote as a signal of shifting power dynamics, where emerging economies are increasingly asserting their interests within multilateral institutions.

 Roosevel Chibudhom of Nigeria Mission in Kenya, and one of strong pillars of the Africa Group noted:
“That the development has real implications for how global development priorities are set and executed.”

As implementation of the Strategic Plan begins, the challenge will lie in maintaining cohesion and securing the resources necessary to deliver on its bold ambitions. The Plan’s emphasis on inter-agency collaboration and SDG alignment offers a roadmap for progress—but only if geopolitical tensions do not derail execution.

For the Africa Group and its allies, the vote marks a defining moment—proof that their collective voice can shape the global agenda. For the United States and others, it serves as a call to reengage diplomatically to preserve consensus without stifling reform.

In a world of deepening urban crises and shifting alliances, the adoption of the UN-Habitat Strategic Plan may be remembered not just for its contents, but for how it redefined the rules of international cooperation.

Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has revealed that Nigeria has been considered a key partner under the Partnership for Energy Efficiency in Buildings (PEEB), by the German Development Corporatiions (GIZ).

Dangiwa made this revelation in a meeting held in Abuja with the delegation from the German Development Cooperation (GIZ) led by Dr. Karin Jansen, first Secretary and Head of Cooperation.

PEEB is a programme by the German Development Cooperation which seeks to build on the efforts of the Nigerian Energy Support Programme to scale up energy efficiency improvements across Nigeria’s building sector.

The minister lauded the PEEB program, noting that it echoed the vision of the Ministry under the Renewed Hope Agenda of President Bola Ahmed Tinubu, to provide houses and create sustainable, climate-resilient, and energy-efficient communities across Nigeria.

While recognizing the building and construction sector as a significant contributor to energy consumption and carbon emissions, he emphasized on the importance of promoting energy efficiency and green building practices;

“it is essential to meet national climate goals and ensure a livable future for generations to come” he stated.

The Minister acknowledged the remarkable contributions of PEEB in several countries like Mexico, highlighting their successful integration of green mortgages, and the potential for similar systems in Nigeria.

“Here in Nigeria, we see strong potential to adapt a similar green mortgage model especially within the Federal Mortgage Bank of Nigeria (FMBN) under the National Housing Fund (NHF) Scheme, to drive the supply and uptake of energy-efficient affordable homes under our Renewed Hope Housing Programme”, he remarked.

Similarly, Arc. Dangiwa cited countries like Vietnam and Tunisia in the programme, pointing out the importance of combining technical expertise, policy support, and targeted financing to deliver measurable impacts.

He expressed the commitment of the Ministry to mainstreaming sustainability and climate resilience, demonstrated through strategic partnership with IFC EDGE, a global green building certification platform, to train technical officers of the Ministry, developers, and project managers on sustainable building practices.

Dangiwa, as well informed of his directives that climate-smart, green, and energy-efficient standards be incorporated in housing designs under the Renewed Hope Cities and Estates Programme, as well as all future Ministry-led housing initiatives.

Accordingly, the Minister outlined plans by the Ministry to include a review of the National Building Code, establishment of Building Materials Manufacturing Hubs, and the upgrading of National Urban Renewal Programme to ensure that it embeds resilience and green infrastructure into slum upgrading efforts.

Speaking further, Arc. Dangiwa highlighted strong opportunities for collaboration between the ministry and GIZ in several key areas, including technical assistance, public awareness campaigns, capacity building, advisory support to access climate finance and blended finance mechanisms.

He expressed hope that PEEB’s expertise can aid the preparation of high-quality proposals to tap into international funding sources such as: The Green Climate Fund (GCF), the Adaptation Fund, GIZ internal funding opportunities and more.

The Minister also expressed keenness to explore partnership between PEEB and the Federal Mortgage Bank to design and pilot a Green Mortgage Scheme, modeled after successful global examples like INFONAVIT, to further drive the adoption of sustainable housing across Nigeria.

Earlier, the Country Director of GIZ, Markus Wagner highlighted the longstanding cooperation between Nigeria and Germany, noting that the two countries signed a Bilateral Economic Relations agreement in 1974, formalized in 2008 under the German-Nigeria Energy Partnership, which identified the energy sector as a key area of collaboration.

Mr. Wagner stated that GIZ, has played a vital role in Nigeria by working closely with government stakeholders, providing advisory services that promote investment, innovative and sustainable solutions, as well as climate-resilient practices across the energy sector.

He revealed the intentions of GIZ through the Nigerian Energy Support Programme (NESP) and the Partnership for Energy Efficiency in Buildings (PEEB) to collaborate with the Federal Ministry of Housing and Urban Development.

He said that the initiative aims to build the Ministry’s capacity to institutionalize sustainable architecture, with a particular focus on integrating energy efficiency into the design, construction, and operation of buildings.

Additionally, Wagner used the opportunity to invite the Minister as a Special Guest of Honour to the official launch of the PEEB Cool Enabling Facility in Nigeria, scheduled for June 10th, 2025.

He also announced upcoming initiatives plannned for the month of May, which includes energy audits in fourteen tertiary healthcare facilities and Energy Efficiency Support to Kano State.
