Housing Minister Reaffirms Commitment to Sustainable Housing Delivery for Nigerians The Honourable Minister of Housing and Urban Development, Engr. Muttaqha Rabe Darma, has reaffirmed the Federal Government's commitment to the timely delivery of sustainable and affordable housing projects to improve the welfare of Nigerians . The Minister stated this on Thursday, April 30, 2026, during a familiarization visit to the Renewed Hope Housing Project for military personnel as well as the Renewed Hope City Housing Estate, Karsana in Abuja. Speaking during the visit, Engr. Darma described the projects as strategic interventions under the Renewed Hope Agenda of President Bola Ahmed Tinubu’s administration, noting that the initiative represents one of the most significant housing legacies for members of the Armed Forces. According to him, the military housing project, comprising about 1,550 housing units, is being developed with essential infrastructure and facilities including road networks, water supply, schools and sporting facilities to provide a conducive living environment for beneficiaries. “The visit has provided us the opportunity to assess the level of work on site. This project is a major legacy initiative of the present administration for military personnel, and we are impressed with the level of development and supporting infrastructure being put in place,” the Minister stated. Engr. Darma emphasized the need for timely completion of the projects, assuring that the Ministry would sustain close monitoring and supervision to ensure quality, durability and compliance with approved standards. He further stressed that President Bola Ahmed Tinubu places high priority on the provision of affordable and sustainable housing for Nigerians, adding that the Ministry remains committed to delivering on its mandate under the Renewed Hope Agenda. “Mr. President relies on the Ministry to deliver affordable and sustainable housing for Nigerians, and we are fully committed to achieving that mandate,” he added. The Minister was informed that the Renewed Hope Housing Estate for military personnel, being executed under a Public-Private Partnership arrangement by Brains and Hammers Limited, has attained about 70 percent completion, while the developers projected a three-month timeline for delivery despite having seven months within the contractual schedule. Similarly, the 2,744-unit Karsana Housing Estate is nearing completion. The Minister commended the project financiers, the Federal Mortgage Bank of Nigeria and Family Homes Funds Limited, for their support towards the successful execution of the project. Engr. Darma also lauded the consultants and contractors handling the projects for their dedication and professionalism, while urging them to maintain high standards and imbibe a strong maintenance culture to sustain the Renewed Hope Housing initiative. The Minister further noted that the Karsana Housing Project has significantly contributed to job creation, with over 15,000 skilled and unskilled workers engaged during the course of the project. Upon assuming office, Engr. Darma had pledged to build on the achievements already recorded in the housing sector, assuring Nigerians of his commitment to expanding access to affordable housing and promoting sustainable urban development across the country. Housing Council Critical Avenue To Reposition Built Environment - Belgore Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Shuaib Belgore has stated that the National Council on Lands, Housing and Urban Development is a forum that provides a strategic platform for aligning federal and state policies and accelerating reforms in the housing and urban development sector. “The National Council Meeting remains a critical avenue for strengthening intergovernmental collaboration, reviewing sectoral policies, and evolving practical solutions that will fast-track the delivery of affordable housing and sustainable urban development across the country,” Belgore said. Belgore spoke in his office in Abuja on the importance of the annual meeting of the national council on Lands, Housing and Urban Development scheduled to hold in Ilorin, Kwara State beginning on the 19th January, 2026. The housing council meeting which is the 14th in the series will be held under the theme: “ Achieving Housing Delivery and Sustainable Cities Through Effective Land Management, Urban Renewal, Promotion of Local Building Materials, and Public-Private Partnership in Nigeria.” The meeting, a statutory forum for policy harmonisation between the Federal and State Governments, will bring together relevant stakeholders in the built environment to brainstorm, deliberate, share ideas and profer solutions on policy and regulatory matters in order to move the sector forward. FG Sets Out Framework for Maintenance, Preservation of Public Assets Nationwide * unveiled innovative Fpam smart card embedded with a QR Code to provide a One - Stop - Shop access to activities The Federal Government has unveiled a comprehensive framework aimed at strengthening the maintenance and preservation of public assets across the country. The initiative is being driven by the Federal Ministry of Housing and Urban Development through its Department of Federal Public Assets Maintenance (FPAM), which has developed a framework containing Standard Operating Procedures (SOPs) to ensure effective, uniform, and sustainable maintenance of federal public assets nationwide. As part of the rollout, the Ministry has commenced engagements with Ministries, Departments and Agencies (MDAs) to facilitate the implementation of the SOPs, providing a harmonised approach to asset maintenance and preservation across the Federal Public Service. FPAM, a department under the Ministry of Housing and Urban Development, is statutorily responsible for the oversight of maintenance functions of federal government assets. The department was established through Presidential Executive Order No. 11, which was officially gazetted on April 6, 2022. To ensure seamless implementation of the framework, FPAM has introduced and distributed a set of compliance forms and a comprehensive maintenance manual to MDAs. These documents form part of a certification and oversight process designed to ensure proper documentation, traceability, accountability, and alignment with established maintenance standards and protocols. Speaking on the initiative, the Director of FPAM, Arc. Chioma Wogu- Ogbonna explained that the objective of the framework is to institutionalise a proactive maintenance culture within MDAs, prevent premature deterioration of government assets, and promote value-for-money through structured and standardised maintenance practices. She noted that the SOPs and compliance tools were developed to reflect measurable outcomes, quality assurance, and consistency in asset management across government institutions. Arc. Chioma appreciaed the Permanent Secretary of the Federal Ministry of Housing and Urban Development, Dr. Shuaib Belgore for his unwavering leadership and institutional support, describing the initiative as a major breakthrough in the Federal Government’s effort to safeguard public assets nationwide. 2026 : Housing. Ministry Prioritizes Projects Completion, Urges Staff to Consolidate on Legacies * 2026 our defining, decisive year - Dangiwa Housing Minister Arc. Ahmed Musa Dangiwa, has stated that the ministry will in 2026 prioritise the completion of all ongoing projects, particularly the Renewed Hope Housing Projects, re-emphasising the commitment of the administration of President Bola Ahmed Tinubu to provide Nigerians access to affordable and decent housing. Dangiwa spoke during the expanded ministry's management meeting with heads of departments and units, to review the 2025 performance of the ministry and presentation of the 2026 work plan. “ I would like to tell you that this year is our defining year. 2026 is not just another year; it is our decisive year. This is the year Nigerians will look back on and ask what the Ministry of Housing and Urban Development has delivered,” he said. The minister explained that, despite funding challenges in 2025, the ministry was able to appreciably achieve milestones in both its presidential priorities and ministerial deliverables, including reforms in land administration, and delivery of Renewed Hope Cities in Karsana Abuja, Kano and Lagos, which are due for commissioning soon. He urged the staff to step up efforts and commitment, saying " for us to achieve this much despite the 2025 funding constraints, we can achieve more this year when funding is made available" Dangiwa disclosed the firm commitments made by the Federal government to address funding gaps and clear outstanding liabilities in 2026. Accordingly, the minister urged the Directors of the departments of Public Private Partnership (PPP) and Public Buildings to intensify monitoring of various sites to ensure effective and timely delivery of projects, stressing that Nigerians expect affordable and decent housing. The minister further charged heads of departments to ensure that contractors that have been mobilised are given clear timelines for project completion. “You need to engage these contractors closely by ensuring that those mobilised return to site and are properly monitored, especially from the controller’s side,” he emphasised. He noted that the ministry must consolidate its legacy in 2026 in order to showcase its achievements to Nigerians and the international community, calling for the cooperation and inputs of staff to help the Federal Government achieve its Renewed Hope Housing Agenda. On Renewed Hope Cities, the Minister disclosed that three additional locations namely Maiduguri, Enugu and Port Harcourt will come on stream, bringing the total number to six, alongside the existing projects in Lagos, Abuja and Kano. We want to use this opportunity to inform the general public that this is a huge scam. The Honorable Minister of State for Works and Housing doesn’t operate or own a single Facebook account. All Facebook accounts operating in his name are simply fake.
This is just another dubious act by some undesirable elements to use the good name and reputation of the Honorable Minister of State for Works and Housing to defraud some unsuspecting hardworking Nigerians. This must not be allowed to continue.
We want to categorically state here that the Honorable Minister of State for Works and Housing, Engr Abubakar D. Aliyu, FNSE, has not authorized anyone at anytime to solicit or request for money or any other information from anyone using the social media with the aim of securing contracts or jobs placement.
We have learned that the scammers are using the Messenger Chat App of the fake Facebook accounts to communicate and subsequently dupe their victims. The general public should note that this is fraud and couldn’t have emanated from the office of the Honorable Minister of State for Works and Housing.
Appropriate security agencies are already working to unmask the scammers with a view to make them face the full wrath of the law.
The Honorable Minister of State for Works and Housing wishes to urge the general public to refrain from engaging with these scammers. And anyone who engages with them does so at their own peril.
Minister of State for Works and Housing, Engr. Aliyu, 7 Others Honoured by Unimaid Alumni
The Honourable Minister of State for Works and Housing , Engr. Abubakar D. Aliyu and seven other eminent Nigerians were conferred with Outstanding Achievement Award by the University of Maiduguri Alumni Association.
The award was conferred on him at the Maiden End of Year Dinner and Awards Night of the University held at Africa Hall, International Conference Center, Abuja on Friday, November 15, 2019.
The newly elected Executives of the Alumni Association of the Federal Capital Territory Chapter was also inaugurated at the award night.
The recognition on Engineer Aliyu was based on his remarkable achievements in his chosen career and well deserved appointment as the Minister of the Federal Republic of Nigeria.
Engineer Aliyu was described as a shining inspiration to the Alumni and a personality worthy of emulation.
Special Guest of Honour at the occasion and the President of the Senate, Senator Ibrahim Ahmad Lawan presented the award on the Honourable Minister.
Senator Lawan who was also among the awardees responded on behalf of other recipients said, "University of Maiduguri Alumni Association, we cannot thank you enough, those of us that have been given the awards now have additional responsibility, I want to say we are not going to abuse our positions, we are not going to allow our opportunity slips through our fingers , we will make sure University of Maiduguri gets the best deal wherever we find ourselves.’'

I want to begin my remarks by specially welcoming the Executive Governor of Oyo State, His Excellency, Oluwaseyi Abiodun Makinde. We are happy to have you here with us today.
It is indeed my pleasure to welcome you all, on behalf of the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, to the groundbreaking ceremony for the 250-housing unit Renewed Hope Estate.
This project is part of a Nationwide Renewed Hope Cities and Estates Programme of the Ministry, which His Excellency President Bola Ahmed Tinubu officially launched earlier this year in Abuja, under which we plan to deliver 50,000 housing units in phase one.
Our broad aim through this programme is to TURN THE COUNTRY INTO A HUGE CONSTRUCTION SITE, unlock the power of the housing sector to create jobs, boost economic development, and help achieve Mr. President's goal to build a $1 trillion economy.
This 250-housing units Estate project will create job opportunities during the construction phase for masons, bricklayers, plumbers, electricians, traders, and suppliers of building materials.
We look forward to quality construction work and a timely completion of the project.

First, I would like to thank His Excellency, the Executive Governor of Nasarawa State, Engr. Abdullahi Sule for honoring our invitation to the groundbreaking of a 250-housing unit Renewed Hope Estate here in the State’s capital.
Today’s ceremony is a continuation of the nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme of the Federal Ministry of Housing and Urban Development, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the commissioning of a 3,112-housing unit in Karsana, Abuja.
Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.
With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development. This is in line with the Renewed Hope Agenda of Mr. President to STIMULATE INCLUSIVE GROWTH, LIFT 100 MILLION NIGERIANS OUT OF POVERTY, AND BUILD A $1 TRILLION ECONOMY.
As you may recall, last month, following the presidential launch of the programme in Abuja, we embarked on the first leg of this exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one each in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano. Work is currently ongoing at each of these sites, and our plan is to have all of them completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians. UNDER THE RENEWED HOPE AGENDA, WE ARE IMPLEMENTING A ZERO TOLERANCE FOR UNCOMPLETED PROJECTS.
This second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units across eight (8) states in the South and North Central. We started last week Wednesday with 250 units in Ebonyi; Thursday we were in Abia for another 250 units, Friday we were in Akwa Ibom for another 250 units, Saturday we were in Delta State for another 250 units. This week Monday we were in in Osun State to flag off 250 units, yesterday we were in Benue and today, we are happy to be here in Nasarawa to flag off another 250 units. The next stop from here will be in Oyo to complete this 2nd leg.
This estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.
As we perform this groundbreaking, I want to charge the contractors
1. Messrs ISKAT DESIGN LTD
2. Messrs. SAN AFRAH NIG. LTD and
3. Messrs. AL-YUMA VENTURE AND INVESTMENT LTD
to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, to ensure that they deliver as per the contract. IF YOU COLLECT GOVERNMENT MONEY, YOU MUST DO THE WORK.
We also want the developers to adhere to the timeline and finish within three months so that we can begin the process of getting Nasarawa indigenes to purchase and move in.
To ensure affordability, we have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30 years, rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.
Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Nasarawa, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at other project sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.
This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.
I want to state that under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money. We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread.
It is important to say that the provision of land in a good location and at no cost is a key condition for siting Renewed Hope Housing Projects. The twelve states covered under this 2023 supplementary budget are those that first provided land. I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.
At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Nasarawa State, His Excellency Engr. Abdullahi Sule for promptly granting our request for the provision of land at no cost. This singular action has helped us to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners. This is a dividend of responsible governance and I applaud Your Excellency for this.
Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The Groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the federal government of Nigeria is committed to fulfilling promises and responsibilities to all Nigerians.
