Housing Minister Reaffirms Commitment to Sustainable Housing Delivery for Nigerians 

 

The Honourable Minister of Housing and Urban Development, Engr. Muttaqha Rabe Darma, has reaffirmed the  Federal Government's  commitment to the timely delivery of sustainable and affordable housing projects to improve  the welfare of Nigerians .

 

The Minister stated this on Thursday, April 30, 2026, during a familiarization visit to the Renewed Hope Housing Project for military personnel as well as the Renewed Hope City Housing Estate, Karsana in Abuja.

 

Speaking during the visit, Engr. Darma described the projects as strategic interventions under the Renewed Hope Agenda of President Bola Ahmed Tinubu’s administration, noting that the initiative represents one of the most significant housing legacies for members of the Armed Forces.

 

According to him, the military housing project, comprising about 1,550 housing units, is being developed with essential infrastructure and facilities including road networks, water supply, schools and sporting facilities to provide a conducive living environment for beneficiaries.

 

“The visit has provided us the opportunity to assess the level of work on site. This project is a major legacy initiative of the present administration for military personnel, and we are impressed with the level of development and supporting infrastructure being put in place,” the Minister stated.

 

Engr. Darma emphasized the need for timely completion of the projects, assuring that the Ministry would sustain close monitoring and supervision to ensure quality, durability and compliance with approved standards.

 

He further stressed that President Bola Ahmed Tinubu places high priority on the provision of affordable and sustainable housing for Nigerians, adding that the Ministry remains committed to delivering on its mandate under the Renewed Hope Agenda.

 

“Mr. President relies on the Ministry to deliver affordable and sustainable housing for Nigerians, and we are fully committed to achieving that mandate,” he added.

 

The Minister was informed that the Renewed Hope Housing Estate for military personnel, being executed under a Public-Private Partnership arrangement by Brains and Hammers Limited, has attained about 70 percent completion, while the developers projected a three-month timeline for delivery despite having seven months within the contractual schedule.

 

Similarly, the 2,744-unit Karsana Housing Estate is nearing completion. The Minister commended the project financiers, the Federal Mortgage Bank of Nigeria and Family Homes Funds Limited, for their support towards the successful execution of the project.

 

Engr. Darma also lauded the consultants and contractors handling the projects for their dedication and professionalism, while urging them to maintain high standards and imbibe a strong maintenance culture to sustain the Renewed Hope Housing initiative.

 

The Minister further noted that the Karsana Housing Project has significantly contributed to job creation, with over 15,000 skilled and unskilled workers engaged during the course of the project.

 

Upon assuming office, Engr. Darma had pledged to build on the achievements already recorded in the housing sector, assuring Nigerians of his commitment to expanding access to affordable housing and promoting sustainable urban development across the country. 

 

The Honourable Minister was accompanied on the visit by the Honourable Minister of State for Housing and Urban Development, Rt. Hon. Yusuf Abdullahi Ata; the Permanent Secretary of the Ministry, Dr. Shuaib Belgore; Directors of the Ministry; and officials of the Federal Mortgage Bank of Nigeria led by the Managing Director, Shehu Usman Osidi.

HOUSING MINISTRY OBSERVES SERVICOM CUSTOMER SERVICE WEEK, HONOURS DEPARTMENTS, STAFF FOR SERVICE DELIVERY   * Press and Public Relations Emerges Best Department in Service Delivery   * Minister calls on staff to embrace culture of service excellence and accountability    Ministry of Housing and Urban Development has observed the Servicom Customer Service Week for the year 2025, with the theme ‘MISSION POSSIBLE’.   Part of the activities of the Customer Service Week were honours given to various departments and staff of the ministry, with the Press and Public Relations Unit bagging the ‘Best position’ award, for their dedication and service delivery in achieving the mandate of the housing sector.   In his remarks, the Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, called on all staff and agencies under the Ministry to embrace a culture of service excellence and accountability in line with the theme for the 2025 Customer Service Week, ‘Mission: Possible’.   “This theme reminds us that excellence in public service is not a luxury; it is a duty, one that is entirely achievable when we commit to doing things right, every time”, he said.   The Minister commended the Department of Reform Coordination and Service Improvement for organizing the event, as well as the National SERVICOM Office for its partnership in promoting service delivery standards across government.   He also congratulated all award recipients for demonstrating professionalism, empathy, and integrity in their work.   “Awards and commendations matter because they signal our values, but they must go hand-in-hand with responsibility. Each awardee and indeed every public servant must carry the example forward”, he said.   Highlighting the mission of the Housing Ministry, which is to build safe, decent, and affordable homes for Nigerians, upgrade slums and make the cities livable, reform land administration and ease access to housing finance; among others, Arc. Dangiwa encouraged every officer and institution under the Ministry to embrace the “Mission: Possible” mindset.   “That means no more excuses and delays, let every desk in FMHUD and every counter in our agencies become a centre of Renewed Hope, where citizens leave with answers, not frustration”, he added.   Accordingly, the Minister urged each department and project office to make ‘Mission: Possible’ real by adopting and displaying the published Service Charters and timelines, responding to enquiries with speed, accuracy, and empathy.   He further urged them to record, track, and act on feedback, as well as convene quarterly review forums where management, staff, and citizens assess service metrics and propose improvements.   Dangiwa  expressed appreciation to the Permanent Secretary, for his consistent leadership and for driving the reform efforts of the Ministry with passion and purpose; as well as all the staff.   Similarly, he thanked agencies of the Ministry, the Federal Mortgage Bank of Nigeria (FMBN), Federal Housing Authority (FHA), and Family Homes Funds Limited (FHFL), for being strategic to the delivery of President Bola Ahmed Tinubu’s Renewed Hope Agenda for housing and urban development.   “Let the Renewed Hope brand be visible not only in projects and buildings, but also in our service culture in how we respond, how we communicate, and how we solve problems”, he charged.   On his part, the Permanent Secretary, Dr. Shuaib Belgore, noted that the Customer Service Week was not just a celebration but a call to action and a moment to reflect on how citizens are engaged, how their needs are responded to, and how values of transparency, accountability, and excellence are upheld in public service.   “As we mark this week, let us recommit ourselves to the values that define great service: Commitment, responsiveness, and continuous improvement”, he said.   In her key note address, the Head of Operations, SERVICOM, The Presidency, Mrs Ngozi Akinbodewa, commended the Ministry for organizing the event, stressing that its objective is about raising awareness internally and externally on good customer service in building loyalty and satisfaction.   Mrs Akinbodewa further highlighted the importance of this year's theme: ‘MISSION POSSIBLE’, which according to her refers to "turning challenges into opportunities, enhancement of compliance, promotion of cross-disciplinary collaboration, etc."   She urged staff to imbibe the qualities of the theme by demonstrating determination, teamwork, and commitment.   Earlier, in her remarks, the Head of Reform and Service Improvement Department in the ministry, Mrs. Philips Ogoniba Ibifuro informed that the Customer Service Week gives an opportunity for the Management of the Ministry to recognize and encourage workers, staff and stakeholders for job well done while also providing opportunity to reflect, recognize and recommit through impacts.   She brought to the fore, the mission of the Reform Coordination and Service Improvement Department to champion a culture of excellence, responsiveness and innovation across all facets of government service.   Highlight of the event was the presentation of a Visionary Leader award to the Honorable Minister, as well as an award for Institutional Reform, given to the Permanent Secretary.   The event also featured talks on safety rules and health. ...

Housing Ministry Commissions Electronic Content Management System (ECMS)    *  Initiative, a testament to our commitment to the national agenda for digital transformation - Dangiwa     * ECM System, now umbrella to all existing digital platforms in the ministry  - Consultant    Minister of Housing and Urban Development, Arch Ahmed Dangiwa, has officially commissioned the Ministry’s Electronic Content Management System (ECMS), marking a significant step toward digital transformation and enhanced service delivery. ‎ ‎ The ECMS commissioning, which was  in compliance with the directive of the Head of the Civil Service of the Federation, has underscores the commitment of the Ministry to modernizing its operations through the adoption of innovative technologies. ‎ ‎In his remarks, Dangiwa noted that the Ministry has taken a bold step by deploying the ECMS to overcome challenges associated with traditional, paper-based processes. He highlighted that such legacy systems often led to delays, inefficiencies, and an inability to meet the increasing demands of Nigeria’s housing sector. ‎ ‎“The new system is designed to provide a robust and secure platform for the management of our critical content, documentation, and records,” said  Arch. Dangiwa   ‎While emphasizing that the ECMS commissioning is more than just a technological milestone, the Housing Minister described it as a vital component of Nigeria’s broader vision for a digitally-enabled government.   ‎He maintained that the  key benefits of the ECMS are enormous, including: Improved efficiency, enhanced transparency and accountability, I increased security and regulatory compliance, better service delivery and environmental sustainability   ‎ “This initiative is a testament to our commitment to the national agenda for digital transformation, which aims to improve governance, enhance transparency, and promote efficiency across all levels of government,” he added.   ‎Speaking earlier, the Permanent Secretary, acknowledged the dedication of the Ministry’s staff, revealing that all departments and offices will undergo comprehensive training to ensure effective utilization of the new system. ‎ ‎However, he cautioned that the successful implementation of the ECMS goes beyond its initial launch. Continuous training, user support, and regular system upgrades will be prioritized to ensure smooth adaptation and long-term functionality. ‎ ‎“We are fully aware of the challenges that new systems often present - from user adaptation to technical maintenance. However, with the collective effort of all stakeholders, I am confident that this initiative will be a resounding success,” he concluded. ‎ ‎On his part, the Head of Information, Communication and Technology (ICT), Dr Marcus Amiolemen stated that the exercise reflects the firm commitment of the federal government to strengthening institutional capacity, promoting professionalism and ensuring a transparent and merit- based public service leadership.    He added that the initiative of the ECMS underscores the administration's dedication to improving service delivery and driving national development.   The Chairman, Digital Communication Konsult (DCK) Nig Limited, the Ministry’s ECM Cosultant, Dr. Abdul Gafar, stated that with the adoption of the ECM System, all existing digital platforms, such as the issuance of the electronic Certificate of Occupancy (e-C of O), also known as legacy tools, will also operate under a single umbrella.    " This integration will enable users to access a unified and secure platform, thereby promoting efficiency, reliability, trust, and alignment with international best practices" he explained  ‎ ‎Dr Gafar commended the leadership of the Ministry for being a trailblazer in the adoption of the ECM system in the service. ...

Your Excellencies, Ladies and Gentlemen, Distinguished Guests,

 

  1. I want to begin my remarks by specially welcoming the Executive Governor of my dear State, Kano, His Excellency, Engr. Abba Yusuf. We are happy to have you here with us today.

 

  1. As a son of the soil, it is indeed my pleasure to welcome you all, on behalf of the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, to Kano State for the groundbreaking ceremony of this 500-housing unit Kano Renewed Hope City.

 

  1. This project is part of a Nationwide Renewed Hope Cities and Estates Programme of the Ministry, which His Excellency President Bola Ahmed Tinubu officially launched earlier this year in Abuja, under which we plan to deliver 50,000 housing units in phase one.

 

  1. During the launch of the Programme in Abuja, my Minister, my brother and friend, a close political ally, a dynamic leader and housing expert, who hails from our neighboring state, Arc. Dangiwa, told Mr. President that we plan to TURN THE COUNTRY INTO A HUGE CONSTRUCTION SITE.

 

  1. As a professional, the Hon. Minister understands not only the importance of shelter to decent living but also the power of housing as a catalyst for development. Through this programme, we plan to unlock the power of the housing sector to create jobs, boost economic development, and help achieve Mr. President's goal to build a $1 trillion economy. And Kano, as a huge part of this country, will be seeing a lot of these projects, Insha Allah, with all the benefits that they bring.

 

  1. In other words, this 500-housing unit Kano Renewed Hope City project will also encourage economic growth and opportunities. It will create job opportunities during the construction phase for masons, bricklayers, plumbers, electricians, traders, suppliers of building materials, and continue to generate economic benefits for the State and its citizens.

 

  1. Beyond laying bricks, this project will offer a wide range of amenities that enhance the quality of life for the beneficiaries. It will provide the development of access roads, electricity, water supply, and other essential infrastructure that improve the standard of living.

 

  1. I want to express our appreciation to His Excellency, President Bola Ahmed Tinubu, GCFR, for giving us the opportunity to drive his vision for affordable housing for Nigerians. We are committed to justifying his confidence in us by bringing this vision of QUALITY HOUSING FOR ALL under the Renewed Hope Cities and Estates Programme to reality.

REMARKS BY THE HON. MINISTER OF HOUSING AND URBAN DEVELOPMENT ARC. AHMED MUSA DANGIWA, AT THE LAUNCH OF THE 500-HOUSING UNIT RENEWED HOPE CITY IN KANO ON THURSDAY, MAY 23RD 2024

Distinguished Guests, Ladies and Gentlemen,

  1. First, I would like to thank His Excellency, the Executive Governor of Kano State, Alhaji Abba Kabir Yusuf, for honoring our invitation to be a part of today’s event.
  2. Although I am from Katsina, Kano is also dear to me as a place of friendship and a place of beautiful memories. So today, I am very excited to be here as the Hon. Minister of Housing and Urban Development to perform the groundbreaking for a 500-housing unit Renewed Hope City.
  3. The Renewed Hope City in Kano comprises 100 units of 1-bedroom semi-detached bungalows, 300 units of 2-bedroom semi-detached bungalows, and 100 units of 3-bedroom semi-detached bungalows.
  4. We have designed these housing units in a way that makes it easy and affordable for people to offtake. We have used organic designs to allow for future expansion as the income of beneficiaries increases. What this means is that the 1-bedroom can be expanded to 2 bedrooms and a 2-bedroom expandable to 3 bedrooms as the owner’s financial situation improves or he grows in service.
  5. As we break the ground on this project, I want to charge the developers, Messrs. Cosgrove Investment Limited, Vibe Bottega Ltd, and Frasier Stone Ltd to ensure that they build according to specifications. I expect you to deliver a quality job because we will not tolerate substandard. We also want you to have this work finished within the next three months so that we can begin the process of getting Kano indigenes to purchase and move in.
  6. We have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans with up to 30-year terms provided by the Federal Mortgage Bank of Nigeria, Rent-to-Own schemes, and Outright Purchase options for those who can afford to pay upfront.
  7. I want to state that today's groundbreaking event is part of a larger vision of His Excellency, President Bola Ahmed Tinubu, GCFR, when he launched the Renewed Hope Cities and Estates project with a 3,112-housing unit project in Karsana, Abuja, earlier this year.
  8. Under Phase One, we plan to deliver a total of 50,000 housing units across Nigeria. The cities will have between 500 - 1,000 housing units per site in one location in each of the six geopolitical zones in the country and the FCT, while the estates will have 250 units per site in the remaining thirty (30) states.
  9. With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives and boost economic development. Statistics show that construction one housing unit creates an average of 25 direct and indirect jobs. So, for this 500 housing units we are hoping to create jobs for over 12,500 people. This is besides the economic activities including persons selling food, supplying blocks, building materials and the likes. The value chain effect is big and creates positive economic impact.
  10. Nationwide, we currently have estates in 12 States and Cities in 3 States. The estates are sited in Katsina, Yobe, Gombe, Abia, Nasarawa, Benue, Akwa Ibom, Delta, Sokoto, Oyo, and Osun. The cities are in Abuja, Kano, and Lagos.
  11. Yesterday we did the groundbreaking for the Estate in Kano. After here, we will be proceeding to Yobe and to Gombe for the groundbreaking ceremonies. In total, we are breaking ground for 1,250 housing units across four states in Northern Nigeria.
  12. Under the Renewed Hope Agenda of His Excellency, we are particular about giving Nigerians value for money. The funding for these projects comes from the N50 billion 2023 Supplementary Budget of the Federal Ministry of Housing and Urban Development. We have already awarded contracts for 3,500 housing units in those 13 States. States that have not been covered under the 2023 Supplementary Budget will be included in the 2024 Budget, and I urge all State Governments who are yet to provide land for these projects to do so promptly.
  13. At this juncture, I also want to appreciate and thank His Excellency, the Executive Governor of Kano State, for promptly granting our request for the provision of land at no cost. This singular act has helped us reduce up to 30% of the cost of the units in this city for the benefit of potential homeowners. This is a dividend of responsible governance and I applaud Your Excellency for this.
  14. Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians.
