Nigeria, GIZ Strengthen Collaboration on Promoting Energy Efficiency, Sustainable Housing

* Housing ministry committed to mainstreaming sustainability, climate resilience - Dangiwa

* German- Nigeria Energy Partnership dated back to 2008 - GIZ

Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has revealed that Nigeria has been considered a key partner under the Partnership for Energy Efficiency in Buildings (PEEB), by the German Development Corporatiions (GIZ).

Dangiwa made this revelation in a meeting held in Abuja with the delegation from the German Development Cooperation (GIZ) led by Dr. Karin Jansen, first Secretary and Head of Cooperation.

PEEB is a programme by the German Development Cooperation which seeks to build on the efforts of the Nigerian Energy Support Programme to scale up energy efficiency improvements across Nigeria’s building sector.

The minister lauded the PEEB program, noting that it echoed the vision of the Ministry under the Renewed Hope Agenda of President Bola Ahmed Tinubu, to provide houses and create sustainable, climate-resilient, and energy-efficient communities across Nigeria.

While recognizing the building and construction sector as a significant contributor to energy consumption and carbon emissions, he emphasized on the importance of promoting energy efficiency and green building practices;

“it is essential to meet national climate goals and ensure a livable future for generations to come” he stated.

The Minister acknowledged the remarkable contributions of PEEB in several countries like Mexico, highlighting their successful integration of green mortgages, and the potential for similar systems in Nigeria.

“Here in Nigeria, we see strong potential to adapt a similar green mortgage model especially within the Federal Mortgage Bank of Nigeria (FMBN) under the National Housing Fund (NHF) Scheme, to drive the supply and uptake of energy-efficient affordable homes under our Renewed Hope Housing Programme”, he remarked.

Similarly, Arc. Dangiwa cited countries like Vietnam and Tunisia in the programme, pointing out the importance of combining technical expertise, policy support, and targeted financing to deliver measurable impacts.

He expressed the commitment of the Ministry to mainstreaming sustainability and climate resilience, demonstrated through strategic partnership with IFC EDGE, a global green building certification platform, to train technical officers of the Ministry, developers, and project managers on sustainable building practices.

Dangiwa, as well informed of his directives that climate-smart, green, and energy-efficient standards be incorporated in housing designs under the Renewed Hope Cities and Estates Programme, as well as all future Ministry-led housing initiatives.

Accordingly, the Minister outlined plans by the Ministry to include a review of the National Building Code, establishment of Building Materials Manufacturing Hubs, and the upgrading of National Urban Renewal Programme to ensure that it embeds resilience and green infrastructure into slum upgrading efforts.

Speaking further, Arc. Dangiwa highlighted strong opportunities for collaboration between the ministry and GIZ in several key areas, including technical assistance, public awareness campaigns, capacity building, advisory support to access climate finance and blended finance mechanisms.

He expressed hope that PEEB’s expertise can aid the preparation of high-quality proposals to tap into international funding sources such as: The Green Climate Fund (GCF), the Adaptation Fund, GIZ internal funding opportunities and more.

The Minister also expressed keenness to explore partnership between PEEB and the Federal Mortgage Bank to design and pilot a Green Mortgage Scheme, modeled after successful global examples like INFONAVIT, to further drive the adoption of sustainable housing across Nigeria.

Earlier, the Country Director of GIZ, Markus Wagner highlighted the longstanding cooperation between Nigeria and Germany, noting that the two countries signed a Bilateral Economic Relations agreement in 1974, formalized in 2008 under the German-Nigeria Energy Partnership, which identified the energy sector as a key area of collaboration.

Mr. Wagner stated that GIZ, has played a vital role in Nigeria by working closely with government stakeholders, providing advisory services that promote investment, innovative and sustainable solutions, as well as climate-resilient practices across the energy sector.

He revealed the intentions of GIZ through the Nigerian Energy Support Programme (NESP) and the Partnership for Energy Efficiency in Buildings (PEEB) to collaborate with the Federal Ministry of Housing and Urban Development.

He said that the initiative aims to build the Ministry’s capacity to institutionalize sustainable architecture, with a particular focus on integrating energy efficiency into the design, construction, and operation of buildings.

Additionally, Wagner used the opportunity to invite the Minister as a Special Guest of Honour to the official launch of the PEEB Cool Enabling Facility in Nigeria, scheduled for June 10th, 2025.

He also announced upcoming initiatives plannned for the month of May, which includes energy audits in fourteen tertiary healthcare facilities and Energy Efficiency Support to Kano State.

MINISTER GWARZO JOINS SPANIARDS CELEBRATES NATIONAL DAY Honourable Minister of State for Housing and Urban Development, His Excellency, Abdullahi Tijjani Gwarzo has joined Spanish community in Nigeria to celebrate this year's (2024) Spain National Day at a reception organised by the country's embassy in Abuja. The Minister, earlier, in a congratulatory letter sent to the Spanish Ambassador to Nigeria, His Excellency, Juan Ignacio Sell, noted that the longstanding bilateral relation between Nigeria and Spain brought about numerous benefits to both countries. Minister Gwarzo, praised Spaniards for preserving their rich cultural heritage which he said facilitated the country's developmental achievements, adding that the commemoration of the national day signifies the value attached to the esteemed norms of the Spaniards. He sought more collaboration between Spain and Nigeria especially in the area of Housing and Urban Development. "I look forward to further strengthen our bond as we work towards sustainable urban solutions which will be beneficial to the two countries," the Minister stated. During the reception, the Spanish Ambassador to Nigeria, His Excellency, Juan Ignacio Sell has expressed his country's appreciation to the Minister Abdullahi Tijjani Gwarzo whom he described as the friend of Spain. He further hailed the existing mutual diplomatic relations between Nigeria and his country. Dangiwa Charges Town Planners On Inclusive, Sustainable Cities * Says challenges of unplanned urban sprawl, inadequate infrastructure should be addressed * Urban centers are responsible for 27% of Nigeria’s total carbon emissions - Dangiwa * Concerted, collaborative efforts needed to combat challenges - Ondo Governor Akure, Ondo State, Nigeria: The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has called on Directors and Heads of Town Planning Organizations in Nigeria to champion the development of inclusive, sustainable cities that promote economic growth and resilience. Dangiwa made this charge in his keynote address at the Opening Ceremony of the 2024 National Conference of Directors and Heads of Town Planning Organizations organized by the Federal Ministry of Housing and Urban Development in Akure, Ondo State from Monday 14 to Wednesday 16 October 2024. The Minister lauded the theme of this year’s conference, " Effective Physical Planning as a Panacea for Integrated and Sustainable Urban Development in Nigeria”, noting that it has aligned with the Renewed Hope Agenda of the current administration, which seeks to build equitable and resilient cities across the country. Highlighting Nigeria’s rapid urbanization, Dangiwa pointed out that the nation’s urban population has risen sharply, growing from 15% in 1960 to 54% in 2022, with projections indicating that by 2050, 70% of Nigeria’s population will reside in urban areas On his part , Ondo State Governor, Lucky Aiyedatiwa stated that concerted and collaborative efforts are needed to combat challenges in Nigerian cities. The Ondo State Governor was represented by his Commissioner of Physical Planning and Urban Development, Gbenga Olaniyi. The Governor mentioned that, Ondo State, as a case study, has taken deliberate measures which include; effective waste management and development of master plans for major cities as modalities to ensure healthy environment. Minister Dangiwa emphasized the urgency of addressing the challenges of unplanned urban sprawl, inadequate infrastructure, and environmental sustainability. “Nigeria is urbanizing at a rate of 3.8% annually, and we are now over 50% urban. By 2030, nearly 60% of our population will live in cities. This rapid urban growth has resulted in unplanned expansion, which has negatively impacted infrastructure, mobility, and access to basic services,” Dangiwa stated. He cited the emergence of more than 360 new urban agglomerations between 2015 and 2020 as evidence of the spatial expansion that continues across the country. The Minister further noted that Nigeria’s cities are not only growing but are also contributing to environmental challenges, including increased carbon emissions and inadequate waste management systems. “Urban centers are responsible for 27% of Nigeria’s total carbon emissions, with energy, transport, and industry being the main contributors. We must act now to address these challenges if we are to build sustainable and livable cities.” Dangiwa outlined the Ministry's strategic initiatives to address these challenges. These include the comprehensive review of the 2012 National Urban Development Policy, which is soon to be approved by the Federal Executive Council, as well as the development of a National Policy on Rural Settlement Planning and a National Physical Development Plan aimed at promoting integrated and sustainable urban development. He also announced the Ministry’s collaboration with the World Bank on key projects, including the Urban Livability and Mobility Programme and a National Land Registration, Titling, and Documentation Programme, which seeks to streamline land administration in Nigeria. Accordingly, he explained the ongoing efforts of the Ministry in slum upgrades, urban renewal, and the housing sector, mentioning that 6,612 housing units across 13 states and the FCT are currently under construction under the Renewed Hope Cities and Estates Programme, with additional projects underway in Lagos, Kano, and Enugu. He urged participants to embrace innovative approaches to physical planning and urban governance, stressing that effective planning is key to creating cities that are resilient, productive, and capable of driving economic growth. He also challenged participants to identify and address the systemic issues that hinder Nigeria’s urban development. “ Let us commit to building cities that work for all Nigerians – cities that are resilient, productive, and sustainable. I urge you to participate actively in this conference and take full advantage of the discussions and presentations. The future of our cities depends on the decisions we make today,” he concluded. In a goodwill message, Chairman House of Representatives Committee on Planning and Regional Development, Hon Dr Abiante Awaji, described the theme of the conference apt and in line with providing a healthy environment Hon Awaji blamed absence of standard master plans in cities and plans alteration causing huge challenges, encouraging partnership of stakeholders in design and development control in order to get excellence in our cities. Easier, in a welcome address, Permanent Secretary of the Federal Ministry of Housing and Urban Development, Dr Marcus Ogunbiyi, stated that , the Conference provides a platform for the participants to ruminate over issues that would positively reshape the human settlements ' systems of Nigeria. BPSR Names Housing Ministry Best Federal MDA in Innovative Use of Technology ..... As Minister Dangiwa Receives Distinguished GovTech Trailblazer Award The Bureau of Public Service Reforms (BPRS) has named the Federal Ministry of Housing and Urban Development "Best Federal MDA in Innovative Use of Technology, 2024. To this end, the BPSR has also honoured the Honourable Minister, Arc. Ahmed Musa Dangiwa, with the “Distinguished GovTech Trailblazer Award” The event named " Nigeria GOVTECH Public Service Awards 2024" with the theme "Digital Innivations As Catalyst for the Renewed Hope Agenda " was held at Nicon Luxury , Abuja, Friday, October 11th, 2024 at Gala Night Dinner. BPSR, organized the event in partnership with; Nigerian Commuincations Commission (NCC), Nigerian Content Development and Monitoring Board (NCDMB), Crystal Edge, Kaduna State Government and Embassy of Ireland Republic in Nigeria. The Awards on the Minister, Arc Ahmed Dangiwa and the Ministry of Housing and Urban Development were presented by the Secretary to the Government of Federation (SGF), Senator George Akume represented by Permanent Secretary, General Services Office (GSO), Dr. Nnamdi Maurice Mbaeri The Director General BPSR, Dr Aribi stated that the awards were in recognition of the Ministry’s “outstanding leadership in advancing technology initiatives and digitization programmes that contribute to the digital transformation agenda in the public sector and enhance service delivery.” Specifically, BPSR highlighted the launch and efficient operation of the innovative Online Renewed Hope Housing Portal (www.renewedhopehomes.fmhud.gov.ng), by the Ministry, which has made it easier and more convenient for Nigerians to own homes under the Renewed Hope Cities and Estates Programme. The online housing purchase platform, a One-Stop-Shop Housing Delivery Solution, provides a transparent, easy-to-use, integrated web-based application for the sale of homes, from application to payment. The Bureau has also cited the Ministry’s Electronic Certificate of Occupancy Technology System, which has simplified the process of signing and issuing titles for federal real estate, making it faster, easier, transparent, and secure as another breakthrough innovation by the ministry of housing under Arc Ahmed Musa Dangiwa. In response, the Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, expressed his appreciation to BPSR for the recognition. GOODWILL MESSAGE BY THE HONOURABLE MINISTER OF HOUSING AND URBAN DEVELOPMENT, ARC. AHMED MUSA DANGIWA, AT THE AFRICA HOUSING AWARDS AT THE INTERNATIONAL CONFERENCE CENTER, ABUJA 17TH DECEMBER 2023

2.   First, I would like to thank the organizers of the Africa Housing Awards for inviting me to deliver a goodwill message at the 5th edition of this annual event.
3.   I sincerely believe that the task of developing Africa’s housing sector, ensuring increased access to decent and affordable housing is a collective endeavor. It is a patriotic job that requires the contribution, active participation, and monitoring of all stakeholders and stakeholders across the entire housing value chain. From developers, mortgage bankers, development finance institutions, government owned housing institutions, housing policy leaders, advocacy institutions and groups and so many others. We are all part of the housing eco-system and all that we do in our various spaces and areas of responsibilities impact positively or negatively our collective desire to build a better and functional housing system that works for Africans.
4.   This is why I want to take a special moment to commend those who conceived, birthed, and have sustained the Africa Housing Awards. I am particularly impressed at the continental theme of the Awards: Africa – Not Nigeria Africa Awards.
5.   This yearly practice of recognizing and honoring housing industry personalities, leaders in both private and public sectors who have demonstrated uncommon commitment in the discharge of their duties is a vital to promoting the spirit of excellence in the industry.
6.   As the Minister of Housing and Urban Development, I would like to encourage all stakeholders in housing delivery in all countries in Africa and Nigeria to never loose sight of the responsibility that goes with each office that we hold. Whether in the private sector or the public sector – we must be constantly reminded that our job is to house Africa. And there are millions in need of housing, and they cut across all income segments. We must at all times never lose sight of the fact that the decisions that we take, the energy that we commit or don’t commit have practical results.
7.   So, to all the institutions, individuals that are going to take home awards today, I want to congratulate you for being outstanding in the discharge.
8.   Their recognition and honor should stir all of us to work harder towards ensuring that we fix the housing shortfall in Africa as we unlock the catalytic power of the housing sector to ignite national development.
9.   At the Ministry of Housing and Urban Development we have outlined a bold Action Plan to Actualize the Renewed Hope Vision for Housing and Urban Development in Nigeria.
10.   As part of our plans to ensure that housing agencies under the supervision of the Ministry are optimized to deliver on our target of providing affordable homes to Nigerians, we have composed a Housing Reform Team of experts, stakeholders, agency representatives, professional bodies, and academia to develop a robust framework for reform of the housing sector including thorough review of relevant laws and facilitation of necessary legislative amendments. This includes the Land Use Act, 1978, National Housing Fund (NHF) Act,1992, Federal Mortgage Bank of Nigeria (FMBN) Establishment Act, 1993, Federal Housing Authority (FHA) Act,1973, PenCom Act to allow for increased investment in housing.
11.   We are also working to implement the much-needed reforms that will ensure quick, easy, and efficient access to land. We have composed a land reforms team comprising state governments, traditional rulers, relevant agencies, professional bodies, academia, stakeholders to ensure buy-in and inclusivity.
12.   In line with the Renewed Hope plan to ensure that all Nigerians including the NO INCOME, vulnerable and underprivileged groups have access to decent and dignified accommodation, we are also creating the framework for the establishment of a National Social Housing Fund (NSHF). This is because we believe that access to decent shelter is a not only a necessity but a human right and that all Nigerians across all income segments deserve a decent home to live and grow.
13.   We have also prioritized building materials manufacturing in the country. This will ensure economic growth, create jobs, and reduce dependency on imports. To ensure success, we have composed a Building Materials Manufacturing Task Team comprising of experts and representatives from relevant government agencies, academia, professional bodies, and industry associations. They will conduct a thorough assessment of the current state of the building materials manufacturing sector and produce a strategic plan for reforming the sector for implementation. Our plan is to build six (6) building materials manufacturing hubs, one in each of the six (6) regions of the country.
14.   To increase the stock of housing supply, we have also composed and will inaugurate a Multi-Agency Project Delivery Team. The Team will ensure that all housing agencies including FHA work together towards optimizing their strengths to increase the stock of quality houses to Nigerians. The Team comprises highly qualified and experienced professionals with expertise in housing development, urban planning, infrastructure, finance, and project management.
15.   Under our New City Development Plan, the Ministry plans to lead partnerships with the private sector, local and international investors, towards redefining the concept of cities in Nigeria and decongesting city centers and state capitals in line with the Renewed Hope Agenda of Mr. President.
16.   The first phase of the New City Development Plan aims to deliver Renewed Hope Cities ranging from 1,000 housing units per site in one location in each of the six geo-political zones of the country and FCT namely: Abuja, Lagos, Kano, Borno, Nasarawa, Rivers, and Enugu States, while the remaining thirty (30) States will have Renewed Hope Estates each with a minimum of 500 housing units.
17.   The Renewed Hope Cities will have inclusivity at their core: They will include Multi-Level Flats to cater to low-medium income earners; Terrace and Detached Bungalows and Duplexes for the high-income earners. The Renewed Hope Estates will have 1,2- and 3-bedroom affordable bungalows.
18.   Overall, we aim to deliver under this phase 1, a total of 40,000 homes from a mix of sponsors comprising the Federal Ministry of Housing and Urban Development’s budgetary allocation, the Federal Mortgage Bank of Nigeria (FMBN), and through Public Private Partnerships with reputable developers in the delivery of the new cities.
19.   Ownership Options include Mortgage Loans, Rent-to-Own and Outright Purchase. At 25 jobs per unit, the first phase of the project will create direct and indirect 1,000,000 jobs helping to achieve the target to lift 1million Nigerians out of poverty.
20.   Under Phase 1 of the Slum Upgrading Programme, the Ministry plans a total of 26 sites nationwide. This includes four (4) sites in each of the six regions of the country totaling twenty-four (24) and two (2) in the FCT. The key services to be provided at the identified sites will include water supply, solar streetlights, rehabilitation of access roads, construction of drainages and waste management and sanitation services amongst others.
21.   These are some of our key focus areas at the Ministry of Housing and Urban Development. We are fully aware of the challenges ahead of us and are passionate about making a difference. However, we know that we are only one part of the housing value chain and as such know that for us to achieve, we would need the support of all stakeholders.
22.   So, once again I want to thank the organizers of this 5th edition of the Africa Housing Awards, and I congratulate all the winners while encouraging us all to continue to work harder towards ensuring that we provide increased access to decent and affordable housing to all Africans.

Good morning, ladies, and gentlemen.

1. It is my pleasure to welcome the leadership of the Nigerian Diaspora Commission (NiDCOM) under the leadership of Hon. Abike Dabiri to the Federal Ministry of Housing and Urban Development.

2. I also want to appreciate and acknowledge the innovative drive of the NiDCOM Chairman and her team for the good work that they are doing in actualizing the mandate of the Commission.

3. Like I said at the 6th Edition of the Nigeria Diaspora Investment Summit, NIDCOM has over the years championed several initiatives and programs that are helping our country leverage the massive potential of our diaspora for national development. We have over 20million Nigerians in Diaspora remitting an average of over $24bn per annum.

4. Madam Chairman, we commend your leadership, the support of your team and partners and pray for more strength and wisdom to tap this huge potential.

5. As a Ministry, we are willing to support Diaspora initiatives in the housing and urban development space as well as encourage partnerships with the Diaspora towards making a change in the housing and urban development narrative of our dear country.

6. We are also committed to providing necessary support to NiDCOM’s plans to ensure that Nigerians in diaspora can own homes in Nigeria.

7. At the Summit, I launched the FMBN Diaspora Mortgage Loan which I had initiated and developed as the MD/CE of the Bank.

8. The Federal Housing Authority (FHA)is also involved as part of the Ministry’s efforts to cater to the Diaspora. They have undertaken to develop the Diaspora City Project under a Public Private Partnership comprising the FHA, The Nigerians in Diaspora Commission (NIDCOM) the Federal Capital Territory (FCT) and the private sector.

9. Our overall goal is to ensure that as our brothers and sisters’ sojourn abroad, they also have a decent shelter over here in Nigeria to call their home.
