Housing Ministry, NIWA, OSGoF Harmonise Positions for Effective Shoreline Regulations This is part of the resolutions of a meeting of the Technical Inter-Ministerial Committee on the Effective Control and Management of National Inland Waterways and Shorelines. The committee, comprising the Federal Ministry of Housing and Urban Development (FMHUD), the National Inland Waterways Authority (NIWA) and the Office of the Surveyor-General of the Federation (OSGOF), was set up to review, harmonise and update procedures on shoreline reclamation applications, allocations and collaborative regulatory processes. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, the Managing Director of National Inland Waterways Authority (NIWA), and Surveyor-General of the Federation, set up the tripartite inter ministerial technical committe to carry out the assignment. This is in line with the directives of His Excellency, President Bola Ahmed Tinubu, GCFR, and the aspirations of the Renewed Hope Agenda. The inter ministerial technical committee meeting focused on strengthening inter-agency collaboration, enhancing transparency and safeguarding the national interest in the administration of Nigeria’s shoreline and inland waterways assets. Following extensive deliberations, the Committee approved a unified Standard Application Procedure (SAP) to guide all shoreline allocations, reclamation requests and related approvals, in order to ensure uniformity, accountability and transparency. Under the new framework, all shoreline applications shall commence with the submission of a Letter of Intent to the Federal Ministry of Housing and Urban Development, to be followed by a mandatory joint inspection by FMHUD and NIWA, with the participation of the applicant. The Committee further resolved that provisional allocations shall be based strictly on survey data jointly validated and charted by surveyors from FMHUD, NIWA and the Office of the Surveyor-General of the Federation, in order to prevent encroachment into navigational channels, avoid overlapping grants and safeguard national spatial integrity. In addition, all existing shoreline grants-whether new, active, dormant or pending-shall be subjected to immediate review in line with the newly approved Standard Application Procedure. In accordance with earlier Presidential directives, any approval granted in previous years without evidence of payment of statutory assessed fees has been revoked. For high-sensitivity locations, including Banana Island, the Committee directed that no new approval or extension shall exceed boundaries jointly established by FMHUD, OSGoF and NIWA, adding that strict compliance shall be enforced. To strengthen process integrity and eliminate delays, the Committee approved a mandatory processing timeline of fourteen (14) days for each stage of the shoreline application and approval process. All Provisional Offer Letters shall henceforth carry clear expiration clauses, while non-compliance by officers or applicants shall attract appropriate administrative and regulatory sanctions. The resolutions of the Committee supersede all previous communications, directives, circulars and guidelines issued by any Ministry, Department or Agency in respect of shoreline reclamation, allocation, survey validation and related regulatory matters. The Committee commended the participating agencies for their cooperation and reaffirmed its commitment to a transparent, coordinated and sustainable framework for the management, protection and orderly development of Nigeria’s inland waterways and shorelines.

'94 Victorious Super Eagles: Housing Ministry Hands over Housing Allocation to Efan Ekoku The long-standing pledge of houses to the victorious 1994 Super Eagles Team that won the Africa Cup of Nations in Tunisia (Tunisia '94), is steadily being fulfilled. A prominent member of the victorious team, Efan Ekoku, a striker in the then team was handed the allocation letter of his house in Abuja. Ekoku was represened by his niece, Lisa Jenifer Nwagbogun. Director and Head of Department, Public Building and Housing Development, QS Pemi Temitope handed over the allocation letter on behalf of the Honourable Minister. QS Temitope explained that government was committed to ensuring the fulfilment of the pledge and rewarding members of the team for their patriotic service that brought honour to the nation. In a remark on behalf of the recipient, Nwagbogun stated "I am deeply grateful to the Federal Government and the Ministry of Housing for fulfilling this long-standing pledge to my uncle. It is truly heartening to witness such commitment to integrity and follow-through. This gesture not only honors Mr. Efan Ekoku’s service but also restores faith in the value of public promises being kept". It could be recalled that former President Muhammadu Buhari, in 2022 approved the allocation of the houses to the members of the team to fulfil the pledge made by the then administration in 1994, a pledge fulfilled 28 years after. The allocation of the housing units to the members of the victorious team was done in various states across Nigeria, while some members received their houses in their respective states, others collected theirs in Abuja. ...
Dangiwa Expresses Support for NUJ's Journalists’ Village Project * acknowledges the crucial role of the media in national development Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has given his support to the NUJ FCT Council in order to bring to fruition, their Journalists village project in the FCT, Abuja. He also gave assurance to include members of the FCT Council of the Nigeria Union of Journalists (NUJ), in the housing programmes of the Ministry. The minister gave this assurance when a delegation from the NUJ FCT Council, led by its Chairman, Comrade Grace Ike, paid him a courtesy visit at the Ministry’s headquarters in Abuja. Dangiwa acknowledged the crucial role of the media in National development, saying that they bridge the gap between government and the people, informing, explaining and challenging the government to do better. The Minister equally expressed appreciation to the NUJ FCT Council for their consistent efforts alongside the Media and Communications team of the Ministry, in spotlighting the programmes of the Ministry and policy actions, despite resource constraints. Dangiwa told the Journalists' Union about key programmes of the Ministry under the Renewed Hope Agenda of President Bola Ahmed Tinubu; the Renewed Hope Housing Programme which he described as a transformative initiative designed to address housing deficit and create jobs. Accordingly, he explained the three (3) structured components of the Renewed Housing Agenda to include; Renewed Hope Cities of 1000 units in each of the six geo-political zones and the FCT; Renewed Hope Estates of 250 units in each state capital; and Renewed Hope Social Housing planned for 100 housing units in each Local Government Area of the country. The Minister further informed about the commencement of work for over 10,000 housing units across 14 states and the FCT, as well as the completion of more than 150 slum upgrade and urban renewal projects across the six geopolitical zones, delivering roads, solar streetlights, clean water, among others, to deserving communities. Dangiwa also spoke about the transparency approach the ministry adopted in the sale of the houses by creating the Renewed Hope Housing Portal-www.renewedhopehomes.fmhud.gov.ng, in order to give all Nigerians a level playing opportunity to purchase the houses of their choice Speaking on structural reform, Arc. Dangiwa informed of the Ministry’s collaboration with the state governments and the World Bank to modernize land administration by implementing the Nigeria Land Registration, Documentation, and Titling Programme, which would unlock more than $300 billion in dead capital, to boost investment and productivity. Similarly, he also spoke of partnership with Shelter Afrique Development Bank to finance the construction of 5,000 affordable housing units, “we are laying the groundwork for Building Materials Manufacturing Hubs in each geopolitical zone to support domestic production and reduce construction costs”, he said. The Minister while emphasizing on the significance of the media in national development, requested for continuous collaboration with the Union, in educating the public to dispel misinformation and highlight the importance of the programs of the Ministry. Responding to the request of the Union on Journalists’ village project, Dangiwa gave assurance that Ministry will support the union in securing land and facilitate building the estate through the Cooperative Housing Development of Nigeria under the Federal Mortgage Bank of Nigeria (FMBN). He adviced that the Union secures a titled land as well as an architect who would design the houses, promising to direct the Federal Mortgage Bank to create corporative housing development to build the estate for the journalists, while the Union brings off takers who gets allocated to the houses, with a payment plan of up to thirty (30) years, at 6% interest rate. Minister Dangiwa equally promised that the Ministry would inspect the ongoing pentagon building of the NUJ FCT council, for further necessary support. Speaking earlier, the chairman of the NUJ FCT council, Comrade. Grace Ike, commended the visionary leadership of the Minister in the housing sector, describing it as bold, strategic and people-centred, with remarkable strides. She applauded Minister Dangiwa’s global engagements, particularly at the World Urban Forum, as well as his commitment to disability-friendly housing in compliance with national laws. Comrade Ike, sought the support and intervention of the Ministry in the NUJ FCT Journalists’ Village project in order to actualize affordable housing scheme for journalists; infrastructure support for the completion of a Pentagon building and a new ultramodern hall to accommodate over 2,000 journalists. She also appealed for support in access to Housing finance and Capacity Building, seeking the inclusion of journalists in housing finance schemes through FMBN and other platforms. “We are not just here with requests, we come as partners, ready to spotlight your successes, engage critically where needed, and be part of the national solution. Housing Minister Inaugurates Expanded Ministerial Task Team on Building Collapse * says issues of building collapse deeply interconnected, not responsibility of any one profession Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has inaugurated an expanded Ministerial Task Team on building collapse in Nigeria, Wednesday, 18th June, 2025. The expanded Task Team comprises representatives of key Professional bodies and Regulatory agencies in the built environment, as well as professional staff of technical departments of the ministry The Professional bodies and Regulatory agencies that were included in the task team are; i) Architects Registration Council of Nigeria (ARCON) ii. Council for the Regulation of Engineering in Nigeria (COREN) iii. Quantity Surveyors Registration Board of Nigeria (QSRBN) iv. Town Planners Registration Council of Nigeria (TOPREC) v. Surveyors Council of Nigeria (SURCON) vi. Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON) vii. Council of Registered Builders of Nigeria (CORBON), and viii. Building Collapse Prevention Guild (BCPG). Dangiwa, in his remarks, frowned at the alarming frequency of building collapse incidents in Nigeria, describing it as unacceptable and a national embarrassment. “These avoidable tragedies have led to the painful loss of innocent lives, permanent disability for survivors, destruction of property, and irreparable psychological trauma for families”, he lamented. Expressing the eagerness of the government to end the menace, the Minister stated that, he had earlier last year approved for the constitution of a Committee on Building Collapse in Nigeria to examine the root causes of the problem and propose practical and sustainable solutions He informed that the committee, under the leadership of Arch. Maji Liberty Alkali submitted its report, proposing eighteen (18) key recommendations. Dangiwa further informed that he subsquently directed that the committee be expanded to include key regulatory and professional bodies in the built environment, to allow for a broad-based implementation, pointing out that the issue of building collapse was not the responsibility of any one profession but a deeply interconnected challenge that cuts across architecture, engineering, quantity surveying, town planning, land surveying, among others. Underscoring the relevance of the expanded committee, the Minister stressed on the need for a holistic approach and collaborations across all professions in the building process. He remarked that Architects must ensure that designs meet safety standards, Engineers must guarantee that structural calculations are sound, Quantity surveyors must confirm that costs and material specifications align, Builders must execute construction with integrity, and more. The Terms of Reference for the reconstituted committee includes; examining the eighteen approved recommendations and advising the Ministry on phased and effective strategies for their implementation, developing a comprehensive roadmap for addressing systemic, technical, legal, and institutional challenges associated with building collapse. Others according to the Minister are; proposing a national legislation to strengthen effective oversight of the federal government on building construction, as well as designing a compliance checklist and framework for regulatory and professional bodies to enhance oversight, promote accountability, and ensure adherence to standards and ethics in building construction and approvals. Arc. Dangiwa reaffirmed the Ministry’s commitment to support the committee’s work; “I have directed the Permanent Secretary to ensure that the necessary resources and coordination mechanisms are put in place to enable you deliver on your mandate”, he said. “Once your roadmap and action plan are submitted, I will work closely with relevant arms of government, both at the federal and subnational levels, to ensure the seamless implementation of your recommendations. We will also explore the possibility of integrating key aspects of your work into national housing and urban development policies and regulations”, he further added. Earlier in his welcome address, the Permanent Secretary Ministry of Housing and Urban Development, Dr. Shuaib Belgore, expressed gratitude to the committee members for honouring the call to service; acknowledging their diverse expertise and institutional experience which is crucial to achieving the Committee’s Terms of Reference. “As you are inaugurated today, we look forward to the emergence of a clear roadmap for strengthening structural integrity, enforcement, professional ethics, and accountability across the building and construction value chain. Let this Committee be remembered not just for diagnosing problems, but for driving change that saves lives and secures infrastructure”, he charged. Giving the vote of thanks on behalf of the committee members, the Chairman, Arc. Umaru Usman Karaye, FNIA, representing Architects Registration Council of Nigeria (ARCON), expressed profound gratitude for the honour of being appointed as members of the building collapse committee. He thanked the Minister for his efforts to address the long-standing, disturbing issue which the committee has been constituted to tackle, as well as the Minister of State and the Permanent Secretary for their supporting roles. Arc Usman Karaye equally appreciated the various professional regulatory bodies for nominating their members to serve, ephasising the importance and urgency of the assignment and expressing commitment to working with all stakeholders. Good morning, ladies, and gentlemen.
1. I am really excited because after several months of strategic planning, engagements and hard work we are today set to record a significant milestone in our quest to deliver on the Renewed Hope Vision of His Excellency, President Bola Ahmed Tinubu for Housing and Urban Development.
2. In a short moment we will be signing a Memorandum of Understanding with a consortium comprising CONTINENTAL CIVIL AND GENERAL CONSTRUCTION COMPANY LIMITED and CEEZALI LIMITED for the delivery of 100,000 housing units across Nigeria.
3. The housing units are to be delivered under a Strategic Public Private Partnership (PPP) as part of our Renewed Hope Cities and Estates Program. Under the terms of this partnership the consortium will be the ones to provide construction finance and build the housing units to completion based on agreed housing designs and prices.
4. The Federal Ministry of Housing and Urban Development on its side will facilitate provision of affordable mortgage loans to offtakers through the Federal Mortgage Bank of Nigeria (FMBN), facilitate the approval and the grant of all legal titles in select lands for the projects as part of its efforts to create an enabling environment for private sector investment in the housing sector.
5. Target beneficiaries are Nigerians in both the formal and informal sectors of the economy that contribute to the National Housing Fund (NHF) Scheme.
6. The 100,000-housing Renewed Hope Housing Project is to be implemented in two phases. Phase One will deliver 20,000 in the Federal Capital Territory (FCT) while Phase Two will deliver 60,000 houses in select locations across the six geopolitical zones of the Federal Republic of Nigeria.
7. At 25 jobs per unit, this PPP will create 2,500,000 direct and indirect helping to achieve His Excellency, President Bola Ahmed Tinubu’s target to lift 100million Nigerians out of poverty.
8. The housing problem that Nigeria faces is massive, and I sincerely believe that the task of developing Nigeria’s housing sector, ensuring increased access to decent and affordable housing is a collective endeavor. It is a patriotic job that requires the contribution, and active participation of all stakeholders across the entire housing value chain - from developers, mortgage bankers, development finance institutions, and government-owned housing institutions. We are all part of the housing eco-system and all that we do in our various spaces and areas of responsibilities impact positively or negatively on our collective desire to build a better and functional housing system that works for Nigerians.
9. We recognize that we cannot tackle Nigeria’s housing problem from budgetary allocation. So, we have prioritized Public Private Partnerships as effective tools for complementing government efforts to bridge the housing deficit.
10. And we aim to do it right. That is why we have developed a robust framework to ensure that each one that we as a Ministry enters is structured to succeed. Our PPP model involves transparent agreements, clear roles and responsibilities, and risk-sharing mechanisms to ensure accountability, fairness, and long-term sustainability.
11. These partnerships enable leveraging the strengths of both the public and private sectors, fostering innovation, efficiency, and increased access to funding. By combining the resources, expertise, and creativity of both sectors, we plan to facilitate the development of affordable housing, infrastructure, and sustainable communities that align with the diverse needs of our populace. Our long-term goal is to address the housing shortage and enhance the quality of life for our citizens.
12. I would like to commend the leadership of the consortium CONTINENTAL CIVIL AND GENERAL CONSTRUCTION COMPANY LIMITED and CEEZALI LIMITED for their passion for this project. And I look forward to working with them towards ensuring that we deliver as spelt out in the MoU.
13. With this MoU Signing, we are ending the year 2023 on a very strong note and setting a solid foundation for a strong start for the new year 2024.

3. Your presence here today symbolizes the unity and collective dedication towards the advancement of the built environment in Nigeria. The collaboration and synergy between the government and professional regulatory bodies plays an integral role in steering our nation's housing and urban development agenda forward.

As stakeholders in the built environment sector, your respective organizations play a pivotal role in ensuring professionalism, adherence to standards, and the promotion of sustainable development practices. 6. As the Minister of Housing and Urban Development, I want to assure you all of my commitment to implementing historic reforms that will reset the housing and urban landscape of the country.
7. His Excellency, President Bola Ahmed Tinubu, GCFR, has a bold vision for the sector and is committed to backing it up with the necessary political will to break down all barriers that discourage investment in the sector.
8. At the Ministry, I have taken Mr. President’s vision and am determined to actualize it. We want to drive through initiatives that will create an enabling environment for easier, safer, and profitable private sector investments in the sectors.
9. Top on our agenda is establishing credible, scientific, and reliable housing data for planning and policy formulation.
10. For years, our nation has grappled with conflicting and unsubstantiated figures regarding this crisis. The range of estimates, varying from 17 million to 28 million, has not only been a source of embarrassment but also a hindrance to effective policymaking and strategic planning.
11. We plan to fix this national embarrassment by developing and implementing a mechanism to deliver reliable housing data to guide policy formulation. We have begun a strategic collaboration with the National Population Commission on housing data. The plan is to work with the Commission to design and implement survey instruments specifically tailored to address housing-related questions to arrive at the actual housing deficit during their upcoming population and housing census exercise.
12. We understand clearly that the housing deficit is not solely about the quantity of structures but also about the quality of living conditions. So, we want to know whether the homes that Nigerians live in provide access to good sanitation, proper toilets, sufficient living spaces, a healthy environment, and other essential amenities.
13. To ensure that housing agencies under the supervision of the Ministry are optimized to deliver on your target of providing affordable homes to Nigerians, we have composed a Housing Reform Team of experts, stakeholders, agency representatives, professional bodies and academia to develop a robust framework for reform of the housing sector including thorough review of relevant laws and facilitation of necessary legislative amendments.
14. This includes the Land Use Act of 1978, National Housing Fund (NHF) Act 1992, Federal Mortgage Bank of Nigeria (FMBN) Establishment Act 1993, Federal Housing Authority (FHA) Act 1973, PenCom Act to allow for increased investment in housing and the nationwide adoption and passage of the foreclosure law in states.
15. The reforms and legislative amendments that the Reform Team will execute in collaboration with stakeholders and the National Assembly will be the most comprehensive set ever done in the history of housing and urban development in Nigeria.
16. We have also composed a Multi-Agency Project Delivery Team that will ensure that all housing agencies work collaboratively together towards optimizing their strengths to deliver decent and affordable housing to Nigerians.
17. In line with the Renewed Hope vision, we are also leading the much-needed reforms to ensure quick, easy, and efficient access to land, we have defined a framework for implementing historic land reforms that would unlock estimated $300bn in dead capital. Our aim is to ensure that Nigerians have legal titles over their land so they can use it to access credit for their business. Over 97% of land in Nigeria do not have titles thereby limiting its potential as an economic resource. We have engaged the Presidential Technical Committee on Land Reforms (PTCLR) and committed to reviewing and incorporating relevant recommendations.
18. A key part of this includes the establishment of a National Land Commission. The Commission will provide the guidelines and regulations for operationalizing the Land Use Act 1978. This will help streamline land administration.
19. To drive this process, we have composed a land reforms team comprising state governments, traditional rulers, relevant agencies, professional bodies, academia, stakeholders to ensure buy-in and inclusivity. With their recommendations we will draft an Executive Bill and proceed to the National Assembly for the amendment of the obsolete provisions in Land Use Act 1978.
20. In line with the Renewed Hope Vision to ensure that all Nigerians including the NO INCOME, vulnerable and underprivileged groups have access to decent and dignified accommodation, we are creating the framework for the establishment of a National Social Housing Fund (NSHF) for your consideration and approval. We believe that access to decent housing is a human right, and all Nigerians deserve access to quality shelter.
21. We also plan to boost building materials manufacturing in the country towards ensuring economic growth, creating jobs, reducing dependency on imports, and lowering the cost of construction materials and housing delivery.
22. Our plan is to build six (1) Building Materials Hubs in each geo-political zone in the country. The hubs will be provided with relevant facilities, including access roads, electricity, fit for purpose housing and relevant linkages for manufacturers to site their firms and operate.
23. To this end we have already composed a Building Materials Manufacturing Task Team comprising of experts and representatives from relevant government agencies, academia, professional bodies, and industry associations. Primarily, their job is to conduct a thorough assessment of the current state of the building materials manufacturing sector and produce a strategic plan for reforming the sector for implementation. We have already identified a set of consultants for prototype design of the hubs to be located one in each geo-political zone.
24. In doing all these, we recognize the indispensable role of all professional bodies in the built environment and requested that you send representatives in those reform teams. Our partnership with the professionals will remain steadfast as we work hand in hand to devise innovative solutions, implement policies that promote sustainable development, and create environments that enhance the quality of life for all citizens.
25. I assure you of my ministry's unwavering support in creating an enabling environment that fosters growth and development within the built environment sector. We are committed to working hand in hand with your esteemed organizations to formulate policies that are responsive to the evolving needs of our nation and its citizens.
