PASGA: Housing Ministry Moves to Strengthen Workforce Efficiency The Federal Ministry of Housing and Urban Development has taken a significant step toward strengthening institutional efficiency and workforce optimisation, through the effective instrumentation of Personnel Audit and Skills Gap Analysis (PASGA) framework PASGA, driven by the Office of Head of Civil Service of the Federation (OHCSF), is an initiative of the federal government designed to modernize the civil service. It involves verifying employee records, mapping skills, and identifying training needs across Ministries, Departments, and Agencies (MDAs) to improve efficiency and data-driven management. Among the key aspects of PASGA are; creation of a credible personnel database, identification of competency gaps, and supporting evidence-based decision-making on recruitment and training. The ministry, led by the Permanent Secretary, Dr Shuaib Belgore convened a close out meeting with the PASGA Lead Consultants and representatives of the OHCSF - to review key findings from the exercise, validate data outcomes, address observed gaps, and chart a clear and strategic pathway for implementation across the Ministry. In his remarks, the Permanent Secretary reaffirmed the Ministry’s commitment to full compliance with the directives and guidelines of the Head of the Civil Service of the Federation, emphasizing that the PASGA exercise represents a critical reform initiative aimed at repositioning the public service for greater efficiency, accountability, and performance-driven service delivery. He noted that the exercise goes beyond routine personnel verification, describing it as a transformative tool that provides a comprehensive framework for evaluating workforce composition, identifying capacity gaps, and aligning human resources with the Ministry’s core mandates and operational priorities. “The PASGA process marks the beginning of a new phase not only for the Ministry but for the civil service as a whole. It provides us with a credible foundation to critically assess our workforce, deploy talent more effectively, and ensure that we are adequately equipped to deliver on our national housing and urban development agenda,” he stated. While commending the consultants for their professionalism, diligence, and commitment throughout the exercise, Dr Belgore drew their attention to some discrepancies in their preliminary presentation; in the area of unverified staff database, as well as missing departments that were not captured in the data analysis. He stressed the importance of accuracy, inclusiveness, and collaboration in finalising the report, noting that the consultants must integrate the Ministry’s inputs and clarifications before submission of the final document. " A robust and credible database is essential for effective workforce planning and policy implementation" he emphasised Accordingly, Dr. Belgore noted that the public service remains the engine room of governance and national development, pointing out that the PASGA framework is specifically designed to identify and bridge critical skills gaps that could hinder institutional performance and service delivery. In a welcome address, the Director of Human Resource Management, Ademola Ayodele, highlighted the importance of data integrity in achieving the objectives of the exercise. He assured participants that all identified inconsistencies and inaccuracies in figures and records would be meticulously addressed. “Data accuracy is fundamental. Once the data is flawed, the outcomes will inevitably be compromised. We are committed to ensuring that every discrepancy is corrected so that the final report reflects the true position of the Ministry,” he stated. Earlier, in his presentation, the Lead Consultant from Georgid Consulting, Mr. Idotenyin Isaac, appreciated the cooperation, openness, and support extended by the Ministry for the duration of the exercise. He acknowledged that any technical challenges or gaps encountered during the process were attributable to the consulting team and not the Ministry. He explained that the primary objective of the PASGA exercise is to enhance organisational effectiveness through a systematic approach to personnel verification and skills assessment, supported by specialised tools developed to ensure accuracy, transparency, and sustainability. “The essence of this exercise is improvement. It is designed to provide the Ministry with a reliable mechanism for tracking workforce data, identifying gaps, and supporting evidence-based decision-making,” he noted. The interactive session also provided a robust platform for questions, clarifications, and internal deliberations, enabling stakeholders to critically engage with the findings and contribute to shaping a practical and implementable roadmap for the next phase. The Housing Ministry reaffirned it's position and reiterated it's commitment to leveraging the outcomes of the PASGA exercise to strengthen workforce planning, enhance institutional coherence, promote optimal deployment of personnel, and ultimately improve service delivery to Nigerians.

I bought my house freely, no backdoor business - Beneficiary The federal government, in Owerri, Imo State, formally handed over keys to the beneficiaries of the National Housing Programme who have met the requirements and successfully completed payment for the houses they applied. The Federal Controller of Housing Imo State, Engr Dania Denis Abu Azebokhai performed the handover event on behalf of the Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN. The ceremonial handover took place on the premises of the National Housing Estate, Avu town along Port Harcourt Road, Owerri, Wednesday 15th, 2022. In his address read by the Federal Controller Housing, the Minister reiterated the commitment of the administration of President Mohammadu Buhari to making sure that the citizens are provided with decent and affordable houses by gradually easing the housing deficit in the country. "As part of President Muhammadu Buhari’s developmental agenda of addressing Housing needs in Nigeria, the Federal Government inaugurated a pragmatic National Housing Programme (NHP) for the construction of acceptable and affordable houses nationwide. It is a Programme borne out of the present Government's desire to provide affordable housing for its citizenry" he said Fashola emphasized that the allocation of the houses is for every citizen and there is fairness and equity in its allocation as it is on first come first serve basis. The Minister stated that the end of President Muhammadu Buhari’s tenure of office has entered a season of completion and handover of keys to beneficiaries of houses in 35 States and the FCT who have successfully subscribed through the open Ministry’s website at https://nhp.worksandhousing.gov.ng/ for the sales of these completed houses. " We have therefore offered all these housing units to members of the general public in a non-discriminatory way by opening the Portal to ensure fairness and equity" he said. He added that the approach to the design and use of materials takes cognizance of the cultural and climatic peculiarities of the regions, while responding also to the tenets of the Building Energy and Efficiency Code being championed by the Ministry. In her response after collecting her keys, the beneficiary, Mrs. Rosemary Onyeneke represented by Alor Aloysius appreciated the Federal Government immensely for the allocation She said “this shows that the government has the interest of the poor masses at heart. Architects Are Vital in Developing Nigeria’s Infrastructure – Fashola ...Urges members to resolve the petitions and court cases hindering inauguration of the Council Minister of Works and Housing, Mr. Babatunde Fashola, SAN, Tuesday solicited the help of the country’s Architects in the Federal Government’s bid to order the developmental path of the nation, saying the Architects are vital to the infrastructure development of the country. Fashola who spoke when a delegation of the Architect Registration Council of Nigeria, ARCON, paid him a courtesy visit in his office in Abuja, told the delegation, “You have a very very big role to play in helping to order the developmental path of Nigeria,” adding that the government’s commitment to infrastructure development would be difficult if not impossible to achieve without the important contributions of the architects. The Minister said, in response to the Council’s plea for inauguration, that the only impediment to the constitution of the Council was the court cases by members of the profession, pointing out that the delay in the constitution of the Council was not the fault of his Ministry. “The President has approved many months ago that the Council be inaugurated but members are petitioning, cross- petitioning, litigating, cross- litigating. So, we are waiting until when all these cases are resolved, the Minister said. He added that “when the cases are resolved, we will constitute the Council because we can’t be aware that there is a case in court and then take an action that can undermine the Council.” Regarding the financial request made by the President of the Council in respect to rehabilitation and funding of Architects Registration Council offices in Lagos and Abuja, the Minister who was elated at the progress made so far by the Council advised them to submit a proposal that could be valued, specifying areas they need help and funding. On the school in Kuje, Fashola suggested that the best way to approach the issue was to submit a valued proposition, adding “We are undertaking some basic repairs here and there in the school from what I see in the records; you need to be able to tell us what you want to do differently.” Speaking earlier, the leader of the delegation and ARCON President, Arc. Dipo Ajayi, informed the Minister that they were in the Ministry among other things to invite him for the forthcoming 2022 Architect Colloquium scheduled to hold in May, 2022. Soliciting for collaboration of the Ministry in the upliftment of the Ministry’s Training Centre in Kuje, Arc. Ajayi, informed the Minister that the Council had submitted a proposal on the need to collaborate with the Ministry in the use of the Kuje Training Centre to train artisans who are to service the built environment. “A situation where the country relies heavily on artisans from neighboring countries because of the dearth of qualified personnel needs to be addressed,” the ARCON boss said, adding that the Council considered it expedient to put the centre to use for the training of the required manpower to raise the standards of architectural technicians in Nigeria and as a way to stimulate growth of the economy in the retention of funds expended in this sector in Nigeria.” The ARCON President also informed the Minister on the outcome of the reconciliation meeting between the Nigerian Institute of Architects (NIA) and the Association of Nigerian Chartered Architects (ANCA), saying the bodies arrived at: i. The harmonization of a single Professional Competency Evaluation Programme as a path way to licensure which was agreed upon by both Councils of ARCON and NIA to replace the Professional Practice Examinations. This was done because of the appeal from the NIA to step into the issue when it was obvious that they had challenges, ii. Memorandum of understanding between ARCON and holders of the Higher National Diploma Certificate in the Architectural family. Appealing to the Minister to inaugurate the Council, Ajayi said it would enable the Council to have a potpourri of ideas to tackle the daunting mandate of a regulator of the profession of Architecture in Nigeria. There have been lingering differences among ARCON, NIA and ANCA which are the regulatory bodies overseeing the architectural family. These irreconcilable differences have led to the delay in constituting the council, though President Buhari has since given the approval for the inauguration. ...
