Service Delivery Awards: Dangiwa Urges Housing Ministry To Build On Momentum * As Ministry won OHCSF, SERVICOM and Sporting Awards Housing and Urban Development Minister, Arc. Ahmed Musa Dangiwa, has urged members of staff to build on the current momentum and strengthen the Ministry’s service culture in order to sustain its position as a reference point for excellence in public service delivery. Dangiwa made the call against the backdrop of the various awards won by the ministry, including OHCF, SERVICOM and Sporting events. The Permanent Secretary of the Ministry, Dr. Shuaib Belgore, OON, received the HCSF "Go Live Category Award" for transiting his ministry to paperless operation. Under Dr. Belgore, the ministry adopted the full implementation of the Enterprise Content Management (ECM) operations on the 30th of September 2025, signalling the departure from paper operations. ECM, is a part of the Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSIP25), a reform blueprint designed to digitise the federal bureaucracy and transform the civil service into a world-class entity by 2025. Other awards won by the housing ministry are; 2nd Best Ministerial SERVICOM Unit (Ministry Team A), Permanent Secretary's award for strengthening Servivom operations across the ministry as a very supportive CEO. The Head of the Ministry’s Reform Coordination and Service Improvement, Mrs. Philips- Ogoniba Ibifuro also received the 2025 Best NODAL Officer (Ministry Team A), for outstanding coordination, leadership, and dedication to service improvement. The Ministry’s sporting contingent also won 10 medals at the recently concuded Federal Civil Games fedtival held in Yola, Adanawa state. During a brief presentation of the awards to the leadership of the ministry, Minister Dangiwa congratulated the Permanent Secretary Dr Belgore, the Ministry's Servicom Nodal officer, and members of the ministry's sporting contingent for the honours brought to the ministry. He praised the Permanent Secretary’s leadership style, describing it as accountable, team-oriented, and result-driven, noting that the awards represent a win for the entire Ministry. The Minister as well commended the Permanent Secretary for ensuring the smooth implementation of the paperless system in the Ministry, acknowledging the role of the ICT Department team in facilitating the transition alongside the efforts of the entire staff. Similarly, Arc. Dangiwa applauded the Head of the Ministry’s Reform Coordination and Service Improvement, Mrs. Philips- Ogoniba Ibifuro for her SERVICOM’s 2025 Best NODAL Officer award, recognizing her hardwork, professionalism and consistency in applying the SERVICOM principles in the Ministry. The Minister expressed delight over the recognition of the Ministerial SERVICOM Unit as the second-best performing ministerial unit, describing the awards as a reminder that public service is fundamentally about the people being served. “These awards remain with us and remind us that public service is about the people we serve, and that we must always strive to deliver services that are timely, transparent, and of good quality,” he said. The Minister also congratulated the Ministry’s sports team, assuring them of the Ministry’s continued support, both financially and morally, in the coming year. Speaking earlier, the Permanent Secretary, Dr. Shuiab Belgore, expressed appreciation to the Office of the Head of the Civil Service of the Federation for the Transformational CEO award, attributing the recognition to the collective support and commitment of the Ministry’s management and directors. He also commended the Head of Reform and Coordination, Mrs. Phillips Ogoniba, for her outstanding contributions, describing her performance as a source of pride to the Ministry. Belgore further acknowledged the Ministry’s sports team for winning ten medals comprising four golds, three bronze, and three silver, at the Federal Civil Service Games (FEPSGA). He also applauded the ICT Department for driving ECM compliance, noting that improved inter-departmental collaboration has enhanced efficiency across the Ministry. On her part, the Head of Reform Coordination and Service Improvement, Mrs. Philips- Ogoniba dedicated the awards to the leadership of the Ministry, particularly the Honourable Minister and the Permanent Secretary, as well as members of the Ministerial SERVICOM Committee and staff, whose collective efforts and teamwork, she noted, made the achievement possible. She reaffirmed the resolve of the Department to sustain and deepen ongoing reforms aimed at improving service standards, responsiveness, and accountability.
Dangiwa Backs AHCN’s Ambitious Plan for Nationwide Affordable Housing The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has reaffirmed the Federal Government’s commitment to working closely with the Association of Housing Corporations of Nigeria (AHCN) to deliver affordable homes to millions of Nigerians. He described AHCN as a “critical partner” in driving nationwide housing delivery and pledged support for its landmark initiatives, including a proposed one million housing unit project across the country. Receiving the newly elected AHCN leadership during a courtesy visit to the Ministry’s headquarters in Abuja, Dangiwa lauded the Association’s nearly six decades of contribution to public housing development. He said its role as a coordinating platform for state housing corporations was central to achieving the ambitious goals of President Bola Ahmed Tinubu’s Renewed Hope Agenda for housing and urban development. “Since its formation in 1964, AHCN has been a cornerstone of public housing delivery in Nigeria,” the Minister said. “Today, we are pursuing the most ambitious housing programme in recent history, aimed at providing safe, decent, and affordable homes for millions of Nigerians. Our partnership with AHCN is key to unlocking serviced land, facilitating approvals, and ensuring that housing projects reach Nigerians in every state.” Dangiwa welcomed AHCN’s plans to leverage Nigeria-China Bilateral Trade funding to deliver one million homes nationwide, describing the initiative as “bold, transformative, and perfectly aligned with President Tinubu’s vision for mass housing delivery.” He also called for institutional renewal within AHCN, urging the leadership to embrace internal reforms, professionalism, and transparency to strengthen its effectiveness and credibility. “To truly lead the charge in public housing development, AHCN must set a high bar for integrity, adopt modern governance structures, and operate with full transparency to build confidence among Nigerians, investors, and development partners,” he stated. The Minister outlined three priority actions for AHCN: • Reinforcing alignment among state housing corporations to eliminate fragmentation, improve efficiency, and ensure better coordination nationwide. • Strengthening research and policy advocacy to provide reliable data and actionable proposals that will drive housing reforms at both state and federal levels. • Deepening partnerships with the private sector and development finance institutions to create bankable housing ventures capable of attracting large-scale investment. Dangiwa further requested AHCN’s strong involvement in the upcoming State-by-State Renewed Hope Homeownership and Housing Development Campaign, which he described as “a practical, high-impact initiative that will take federal housing reforms to the grassroots, empower citizens with the knowledge and access to financing they need, and ensure that national programmes translate into real homeownership opportunities in every state.” In his remarks, AHCN President and Chairman of Council, Esv. Eno I. Obongha, commended the Honourable Minister for his tireless efforts to reform the housing sector. He expressed the Association’s readiness to partner with the Ministry on the Renewed Hope Social Housing Estates Programme, aimed at delivering 100 housing units in each of Nigeria’s 774 Local Government Areas, and formally introduced Rev. Dr. Ugochukwu Chime as the newly elected Chairman of AHCN’s Board of Trustees. Rev. Dr. Chime praised Arc. As part of the visit, Arc. Dangiwa was decorated as the Grand Patron of AHCN, a recognition of his outstanding contributions to advancing Nigeria’s housing development agenda. Dangiwa Urges Innovation In Affordanle Mortgage Finance, Charges FMBN To Scale Impact. The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has called for bold, innovative solutions to tackle the affordability challenge in Nigeria’s housing market, emphasizing that millions of Nigerians still cannot access homeownership despite existing concessional mortgage products. Speaking at the Federal Mortgage Bank of Nigeria (FMBN) Day during the 19th Africa International Housing Show in Abuja, the Minister described affordability as the biggest barrier to homeownership, even in cases where housing units are available. He noted that while FMBN provides single-digit interest rate mortgages at 6% per annum, with tenors of up to 30 years and flexible repayment structures under the National Housing Fund (NHF) Scheme, many Nigerians, including long-standing NHF contributors, remain unable to access these products. “This is a reality we must face boldly. It requires fresh ideas, new partnerships, and innovative financing solutions beyond what we have done in the past,” Arc. Dangiwa said. The Minister commended FMBN’s recent milestones, including the provision of mortgages, rent-to-own products, home renovation loans, delivery of housing units, digital service improvements, and NHF refunds, but stressed that “progress is not the destination; it is the foundation to build upon.” Highlighting the Bank’s statutory mandate under the FMBN Act of 1993 to provide long-term credit to mortgage institutions, regulate the mortgage market, and administer the NHF sustainably, Dangiwa charged the Bank to intensify its efforts to make mortgages truly affordable for all Nigerians. He proposed additional measures to scale impact, including: • Government-backed subsidies or interest buy-downs to further reduce mortgage rates. • Flexible, income-based repayment models tailored to household realities. • Stronger partnerships with development finance institutions and capital markets to mobilize cheaper, long-term funds. • Specialized mortgage products for informal sector workers, who make up a significant portion of the population. Arc. Dangiwa also stressed the need for a nationwide awareness campaign to ensure that all NHF contributors understand and access their entitlements. He directed FMBN to play an active role in the planned Renewed Hope State-by-State Homeownership and Housing Development Campaign, working closely with governors to unlock land, structure bankable projects, and bring homeownership opportunities closer to citizens. “FMBN remains our strongest instrument for delivering affordable mortgage finance in Nigeria. Its mandate is clear, its progress commendable, but the affordability challenge is far from solved. We must push harder, innovate more, and stay focused on ensuring every hardworking Nigerian has a fair and realistic chance to own a home,” he stated. The Minister reaffirmed the Federal Government’s commitment under President Bola Ahmed Tinubu’s Renewed Hope Agenda for Housing and Urban Development to provide the enabling policies, reforms, and institutional support needed to strengthen FMBN as the backbone of Nigeria’s affordable housing finance system. ...
Housing Ministry Conducts Free Eye Screening For Staff * Initiative, a management responsibility, an important part of staff welfare - Belgore In a proactive move to enhance the well being and work place productivity of officers, Ministry of Housing and Urban Development, has organised a free eye screening exercise for staff of the Ministry, thursday 31st July, 2025. The screening was conducted in collaboration with the Nothernlight Eye Center, Abuja led by Dr. Justice Amadi. In his remarks, the Permanent Secretary Dr. Shuaib Belgore emphasized that the initiative was an important part of staff welfare, pointing out that the eyes medically, mirrors what happens in the body; “when they look into your eyes, they can see what is happening with your blood vessels all over the body”, he said. While he noted that eye diseases can indicate broader health issues, such as hypertension, diabetes and hepatitis, the Permanent Secretary mentioned that the Ministry would also conduct free comprehensive screenings in those health areas in time to come, stressing on the need for early detection and treatment. Dr. Belgore, who is also a medical doctor highlighted the high rate of sudden deaths in the country, and sought the cooperation of the staff with the Nothernlight Eye Center team, saying that it was the responsibility of the management of the Ministry to help staff find solutions to the diagnosis they would get. He clarified that eye disorders were not just about refractive errors that require the use of glasses but also include serious conditions like glaucoma, which can lead to blindness if untreated. While stressing that the aim of the exercise was for prevention and early intervention to maintain eye health and quality of life, he charged the Directors and members of staff to take the screening as an opportunity to detect issues with their eyes, as well as take advantage of interventions by the management. Dr. Belgore further informed of the availability of additional free surgical assistance for eye disorders like cataracts and glaucoma by the eye Center; " We are a ministry with a very large number of staff. We're not selecting some to benefit, we want everybody, to be part of this”, Belgore said. Earlier, the Director of the Human Resource Management, Dr. Akinola Adesina, informed that it was part of the eye center’s social responsibility to conduct the free eye screening for the staff of the Ministry. He thanked the Permanent Secretary for approving the exercise even with his presence, to ensure that staff with eye challenges get interventions. On his part, the team leader of the Northernlight Eye Center, Dr. Justice Amadi, stated that the free eye screening programme was part of ways to tackle the growing concerns of visual impairments. He informed that the programme aims to detect those with visual abnormalities and provide appropriate treatment to align with the World Health Organization goals, particularly the 2025 target of preventing blindness. Dr. Amadi also noted that their focus was on diagnosing and giving effective treatment plans to various eye conditions, including cancer, glaucoma, age-related macular degeneration, and refractive errors. ...
National Housing Programme: In Tandem with the LOCAL CONTENT POLICY
The National Housing Programme (NHP) Project Team Leader in Enugu State, Architect. Tina Eneh, has revealed that the Policy on local content of the Federal Government has started yielding result, saying that except the locks fixed on the doors, all other materials , as well as, personnel at the Enugu site of NHP, are locally sourced.
The Team Leader, said this in Enugu while receiving the Minister of State I for Power, Works and Housing, Hon Mustapha Baba Shehuri, who was on working tour of sites under the National Housing Programme (NHP) in the South- East geo-political zone.
Earlier in Owerri, the Imo State Capital, the Minister had called on the Governor, Owelle Rochas Okorocha, to intervene in a land dispute between the Federal Government and the Federal University of Technology, (FUTO) ,which is threatening the scheduled delivery of houses under the NHP, in the State.
He stated that a total number of 68 houses are presently under construction, which comprises 16 units of three-bedroom flats, 28 two-bedrooms and a three-storey condominium block of 4 units of one-bedroom, 16 of two-bedroom and 4 of three-bedroom.
The Minister, having expressed his concern over the slow pace of work at the site in Owerri, promised that government will pay the contractors their money as at when due, while urging the contractors to put in more efforts in order to deliver within agreed time frame.
Similarly, in Anambra State, the Minister assured the government and the good people of the State of Federal Government’s readiness to complete all on-going projects including those started by previous Administrations.
The Minister also appreciated the government and the people of Anambra for making land available for the project, adding that the NHP, in the State, comprises of 3 blocks of 3 storey condominium block of 24 units (1bedroom-4 units, 2 bedroom-18units, 3bedroom -4units) He reiterated that the project being one of the campaign promises of the present Administration, the Federal Government will do all that is necessary to provide Nigerians with affordable houses and gainful employment.
In his Welcome Address, the Governor of Anambra State who was represented by the Secretary to the State Government, Prof Solo Osita Chukwulobelu, expressed his gratitude to the Federal Government for finding Anambra worthy of this laudable project, promising that the state government would do the needful in providing accessible road to the construction site. He enjoined the Federal Government not to abandon the project as it will add value to the economic prosperity of the state, adding that the commercial activities of the host community will be highly enhanced.
While in Abakaliki, Ebonyi State, Hon. Shehuri urged the state Governor, Egnr. David Umahi to expedient action on the release of Letters of Exchange for National Housing Programme’s land and that of the Federal Secretariat.
FG Provides N500bn to Resuscitate FMBN for Mortgage Facilities
The Federal Government says it has provided N500 billion to resuscitate the Federal Mortgage Bank of Nigeria (FMBN) to make mortgage facilities easily available to Nigerians. Alhaji Mustapha Baba-Shehuri, Minister of State for Power, Works and Housing, announced this in Lafia on Monday when he called on the Nasarawa State Deputy Governor, Mr Silas Agara.
The News Agency of Nigeria (NAN) reports that the minister visited the site of a National Housing Project (NHP) in Lafia. “The resuscitation of the bank with N500 billion will provide the institution with adequate funds to provide mortgage facilities to interested Nigerians. “The Federal Government in its quest to provide shelter to Nigerians, has recently directed the FMBN to waive the payment of 10 percent equity on mortgages below N5 million. “This will greatly enhance the transition of low income earners from tenants to home owners,’’ he said.
Baba-Shehuri explained that the project would provide houses and jobs for low income earners. The minister said the houses would be built based on Nigerian housing design with 100 per cent local content. “The housing project came up with a 100 per cent Nigerian housing design and local content. “This is done because government wants to create employment for Nigerian youths,’’ he said.
The minister commended the state government for providing land for the National Housing Project, saying that it was in line with President Muhammadu Buhari’s administration’s promise of providing infrastructure. Baba-Shehuri said the ministry would leave no stone unturned in tackling the challenges of housing shortage in the country which was about 16 million to 17 million. He disclosed that the government had commenced plan to construct mass housing units in every state for public and private workers over the next three years.
Responding, the Deputy Governor thanked the minister for the visit and commended the Buhari led administration for initiating the project. “We assure you as a state that we will partner with your ministry to ensure that the project is successfully completed. “As you are aware, we have fulfilled our part by providing a good location in Akruba in the outskirts of Lafia metropolis for the project,’’ he said.
The minister visited the ongoing project in Akruba in Lafia Local Government Area comprising 76 houses of one, two and three-bedroom apartments.

Distinguished Guests, Ladies and Gentlemen,
First, I would like to thank His Excellency, the Executive Governor of Osun State, Sen. Ademola Adeleke for honoring our invitation to the groundbreaking of a 250-housing unit Renewed Hope Estate here in the State’s capital.
Today’s ceremony is a continuation of the nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme of the Federal Ministry of Housing and Urban Development, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the commissioning of a 3,112-housing unit in Karsana, Abuja.
Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.
With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development. This is in line with the Renewed Hope Agenda of Mr. President to STIMULATE INCLUSIVE GROWTH, LIFT 100 MILLION NIGERIANS OUT OF POVERTY, AND BUILD A $1 TRILLION ECONOMY.
As you may recall, last month, following the presidential launch of the programme in Abuja, we embarked on the first leg of this exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one each in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano. Work is currently ongoing at each of these sites, and our plan is to have all of them completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians. UNDER THE RENEWED HOPE AGENDA, WE ARE IMPLEMENTING A ZERO TOLERANCE FOR UNCOMPLETED PROJECTS.
This second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units across eight (8) states in the South and North Central. We started last week Wednesday with 250 units in Ebonyi; Thursday we were in Abia for another 250 units, Friday we were in Akwa Ibom for another 250 units, Saturday we were in Delta State for another 250 units, and today we are happy to be here in Osun to flag off another 250 units. The next stop from here will be Benue, then Nasarawa after which we shall be in Oyo to complete this 2nd leg.
This estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.
As we perform this groundbreaking, I want to charge the contractors

to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, to ensure that they deliver as per the contract. IF YOU COLLECT GOVERNMENT MONEY, YOU MUST DO THE WORK.
We also want the developers to adhere to the timeline and finish within three months so that we can begin the process of getting Osun indigenes to purchase and move in.
To ensure affordability, we have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30 years, rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.
Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Osun, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at other project sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.
This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.
I want to state that under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money. We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread.
It is important to say that the provision of land in a good location and at no cost is a key condition for siting Renewed Hope Housing Projects. The twelve states covered under this 2023 supplementary budget are those that first provided land. I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.
At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Osun State, His Excellency Sen. Ademola Adeleke for promptly granting our request for the provision of land at no cost. This singular action has helped us to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners. This is a dividend of responsible governance and I applaud Your Excellency for this.
Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The Groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the federal government of Nigeria is committed to fulfilling promises and responsibilities to all Nigerians.

It is indeed my pleasure to welcome you all, on behalf of the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, to the groundbreaking ceremony for the 250-housing unit Renewed Hope Estate.
This project is part of a Nationwide Renewed Hope Cities and Estates Programme of the Ministry, which His Excellency President Bola Ahmed Tinubu officially launched earlier this year in Abuja, under which we plan to deliver 50,000 housing units in phase one.
Our broad aim through this programme is to TURN THE COUNTRY INTO A HUGE CONSTRUCTION SITE, unlock the power of the housing sector to create jobs, boost economic development, and help achieve Mr. President's goal to build a $1 trillion economy.
This 250-housing units Estate project will create job opportunities during the construction phase for masons, bricklayers, plumbers, electricians, traders, and suppliers of building materials.
We look forward to quality construction work and a timely completion of the project.
