


Housing Ministry, NIWA to Harmonise Shoreline Development Licensing — Joint Committee Set Up Abuja, 30 April 2025 – The Federal Ministry of Housing and Urban Development (FMHUD) and the Nigerian Inland Waterways Authority (NIWA) have agreed to strengthen collaboration and establish a unified standard procedure for licensing developments on the Lagos shoreline. This decision was reached at a high-level meeting held at the Ministry’s Headquarters in Mabushi, Abuja, between the leadership of both institutions, led by the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, and the Managing Director of NIWA, Mr. Bola Oyebamiji. In his remarks, the Honourable Minister emphasized the urgent need for both institutions to work together as “one government” to eliminate regulatory conflicts, avoid duplication of mandates, and ensure orderly, sustainable urban development—especially in critical areas such as the Lagos shoreline. “Our operations intersect and are connected,” the Minister noted. “We must act together to bring order by ensuring that our actions follow a clear regulatory framework that respects both the law and our respective institutional mandates.” To this end, both parties agreed to set up a joint technical committee to define standard procedures and streamline the process for licensing shoreline developments in Lagos. The committee will comprise representatives from FMHUD, NIWA, and other relevant stakeholders. Its terms of reference will include clarifying roles, eliminating overlaps, enabling data sharing, and recommending sustainable, enforceable guidelines for shoreline development. During the meeting, Arc. Dangiwa reiterated the distinct mandates of each stakeholder involved: the Ministry of Housing and Urban Development as the administrator of land titles on federal shorelines and national urban policy custodian; NIWA as the regulator of inland waterways infrastructure; and the Lagos State Government as the authority on physical planning and development control within its constitutional jurisdiction. “Our Ministry, the Federal Ministry of Housing and Urban Development, is charged with the issuance and administration of land titles on federal shorelines in accordance with the Land (Title Vesting, etc.) Act of 1975, and the broader framework of the Land Use Act. We are also responsible for shaping national urban development policies that promote sustainable, inclusive, and orderly growth. The Nigerian Inland Waterways Authority (NIWA), under the NIWA Act of 2004, is entrusted with the responsibility of regulating inland waterways—including dredging, ferry services, and permits for water-based infrastructure—on declared federal waterways such as the Lagos Lagoon. The Lagos State Government, empowered by the 1999 Constitution and its own planning laws, is responsible for overseeing physical development, building permits, and urban planning within its jurisdiction, including shoreline areas not under direct federal control”, Arc. Dangiwa. In his own remarks, the Managing Director of NIWA, Mr. Bola Oyebamiji, commended the Honourable Minister for his leadership and proactive engagement, describing the meeting as “a significant step toward resolving longstanding institutional overlaps.” He added, “NIWA is committed to working with the Federal Ministry of Housing and Urban Development and other stakeholders to ensure that shoreline developments, especially in Lagos, are carried out in a safe, lawful, and environmentally responsible manner. We welcome the creation of this joint committee and look forward to developing a seamless, coordinated framework for the benefit of the Nigerian people.” The meeting marks a continuation of earlier engagements between both institutions and signals a renewed commitment to inter-agency cooperation in the interest of sustainable urban development and the delivery of President Bola Ahmed Tinubu’s Renewed Hope Agenda.
Housing Ministry to Renovate, Safeguard, Optimize Federal Assets Nationwide * To Enforce Compliance with Land Administration Laws • Holds Stakeholder- Citizens Engagement to facilitate Inproved Land Administration Service Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has reaffirmed the commitment of the Federal Government to renovating, safeguarding and optimizing the value of its assets nationwide while enforcing strict compliance with land administration laws. The Minister made this declaration during a Stakeholder - Citizens Engagement on Land Administration held at Victoria Crown Plaza Hotel, Victoria Island, Lagos, Friday, December 13th, 2024. The stakeholder - citizen engagement to facilitate improved Land Administration Service in Nigeria was the concluding part of his three-day working visit to Lagos. Arc. Dangiwa in his remarks emphasized the resolve of the Ministry under the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR, to restore order in federal land and asset management. "In line with the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, the Ministry is resolved to ensure strict adherence to the provisions of the law regarding the control and administration of its assets to maintain order," he stated The Minister who, alongside his team, toured various federal government facilities, field offices, and housing projects in Lagos over the course of three days expressed concern over the poor condition of federal assets and uncompleted housing projects, vowing to expedite their renovation, upgrade, and completion. “We have resolved to optimize these facilities and put them to good use so they can provide value to the government and Nigerians. Our aim is to fast-track the completion of housing projects to increase the stock of affordable housing for Nigerians in Lagos,” He noted. The Ministry also announced plans to transform its field offices into modern, functional workspaces to boost staff productivity and enhance operational efficiency in Lagos. Addressing irregular developments along the Lagos shoreline where unauthorized land reclamation and construction have been rampant, Dangiwa reiterated the Federal Government’s authority over shoreline titles and warned developers who fail to comply with legal requirements of appropriate action. "We have observed numerous haphazard developments along the shoreline, where people have reclaimed and built on land without proper clearance or authorization. This is unacceptable," the Minister said. To curb these practices, the Ministry issued a one-month ultimatum for all developers on shorelines to regularize their papers or risk having their properties revoked and demolished. Underscoring the importance of collaboration between the Federal Ministry of Housing and the Lagos State Government in resolving land disputes, both parties agreed to form a joint committee to resolve longstanding land issues and foster a coordinated approach to land administration. “We are one government, and it is vital that we work as partners to ensure effective administration of federal government assets. Proper coordination will prevent exploitation by third parties and ensure compliance with the law,” Dangiwa stated. The Stakeholder Engagement on Land Administration provided an opportunity for developers, residents, and key stakeholders to share insights and contribute to the Federal Government's strategy for sustainable urban development. The Minister also noted that the interactive session was a critical step toward improving land administration in Lagos and delivering on the ministry’s promise of affordable housing and urban development for all Nigerians. Issues that came up during the stakeholders engagement amongst others were; payment of double ground rates, issuance of CofOs, canal discharge and flooding in some Federal Government Estates, land ownership litigation and compensation, and deplorable road infrastructure in some estates. FG Issues Ultimatum to Developers on Lagos Shoreline to Regularise or Risk Revocation * Collaborating with the Lagos State Government to stop the abnomalities * Haphazard Developments on shoreline not Tolerable - Dangiwa The Federal Government has given a one month ultimatum to developers on the shoreline in Lagos to come up for regularisation or risk revocation and demolition. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa issued the ultimatum and warning today after the Inspection visit to the Lagos Lagoon Estates and shoreline front. Dangiwa is on official working visit to Lagos State to inspect the Federal government landed properties and assets. He is being accompanied by the Permanent Secretary, Dr. Marcus Ogunbiyi and some Directors of the Ministry. The Minister stated that developments on the Lagos shoreline must be orderly and in line with existing laws and regulations, adding that his meeting with the Lagos State Governor yesterday, arrived at a common agreement that the Federal Government and Lagos State Government will work together to ensure there is disciplined development on the Lagos Shoreline. " The Federal government is taking stock of its assets and landed properties with the view to having proper documentation of its assets spread across the country", he said. Dangiwa who took a boat tour with his team and officials of the Nigeria Inland Waterways Authority to see things for himself, explained that, what they found on the Lagoon Shoreline in Lagos was alarming. The shoreline is littered with irregular developments where people carved some areas, sand filled it and built without first obtaining Federal Government title and necessary documentations. "There is no room for Haphazard developments on the Lagos Shoreline. We are working with Lagos State to fix these anomalies", Dangiwa said. The Federal Government, through Federal Ministry of Housing and Urban Development has the rights to issuance and administration of title on shorelines in accordance with the Land (Title Vesting) Act 1975; and through Nigeria Inland Waterways Authority, grants permit to dredging along the shoreline, while the State Government has the control over physical development on the shoreline. He emphasised that the federal government will not tolerate such Haphazard development and irregular activities on the shoreline, hence the ultimatum. Housing Ministry, Lagos State Government Agree to Resolve Perennial Land Issues * We will give ministry necessary support to succeed - Sanwo-Olu * Technical Committee sets up to Review, Assess and Recommend Mutually Beneficial Way Forward. Federal Ministry of Housing and Urban Development and the Lagos State Government have agreed to work together towards an amicable resolution of all pending issues around land administration in the State. This was a key outcome of the meeting between the Hon Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa and Governor Babajide Sanwo-Olu held at the Marina, Lagos Government House, Wednesday, December 11th, 2024. Arc. Ahmed Dangiwa was on a working visit to Lagos State where he visited the Ministry’s field offices, including the Glass House which houses over 40 federal government 's agencies, landed Federal government properties and the former Federal Secretariat in Ikoyi which is currently under dispute with the Lagos state government. The Minister and the Governor agreed to set up a tripatite committee comprising the ministry, Lagos State Government and the Resort International Limited, who took over the complex and started work on it before the dispute, to review and assess all positions in order to solve the lingering dispute in a mutually beneficial to all the parties involved. The minister used the opportunity of the courtesy visit to abreast the Governor of the Ministry’s efforts under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR to provide descent and affordable houses to Nigerians and ensure urban development and slums upgrade Dangiwa commended the remarkable progress made by the state under the administration of Babajide Sanwo-Olu in delivering good governance and transforming Lagos state into a beacon of progress and innovation. He also appreciated the Governor for graciously providing land in Ibeju- Lekki area to the Ministry for the Renewed Hope City Project which construction for 2000 housing units is already ongoing, and expecting the official groundbreaking by President Bola Ahmed Tinubu early next year. To foster an investment-friendly, smart, and sustainable environment in Lagos state, the the Minister sought the consideration of the Governor on the need for harmonization of federal and state regulatory activities, saying that building the synergy was crucial to attracting private sector investment, as well as ensuring sustainable urban development. Dangiwa appealed to the governor for common ways to resolve the lingering lands problems with the federal government in Lagos state, which he said has been a concern, emphasising the significance of coming together to consolidate on the existing relationship between the Federal Government and Lagos State being the former seat of the Government “Your Excellency, the Federal Government and the Lagos State are partners in development and land administration. It is important for us to work together in the spirit of cooperation and understanding” he said He expressed confidence that addressing the problems collaboratively will further strengthen the relationship between the two tiers of government, enhance urban development, and improve the lives of Lagosians. The Minister was further delighted to state that Lagos State is the first to domesticate the National Building Code, further looking forward to a mutually beneficial partnership between the Ministry and the state. At the glass house, the Minister used the opportunity of the visit to address the staff of the over 40 agencies occupying the facility, and assured them that, his Ministry will carry out a major renovation of the building, restore it back to life with electricity, water supply and other necessities to make it conducive for workers ...

First, I would like to thank His Excellency, the Executive Governor of Delta State, Rt. Hon. Sheriff Oborevwori for honoring our invitation to the groundbreaking of a 250-housing unit Renewed Hope Estate here in the State’s capital.
Today’s ceremony is a continuation of the nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme of the Federal Ministry of Housing and Urban Development, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the commissioning of a 3,112-housing unit in Karsana, Abuja.
Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.
With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development. This is in line with the Renewed Hope Agenda of Mr. President to STIMULATE INCLUSIVE GROWTH, LIFT 100 MILLION NIGERIANS OUT OF POVERTY, AND BUILD A $1 TRILLION ECONOMY.
As you may recall, last month, following the presidential launch of the programme in Abuja, we embarked on the first leg of this exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one each in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano. Work is currently ongoing at each of these sites, and our plan is to have all of them completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians. UNDER THE RENEWED HOPE AGENDA, WE ARE IMPLEMENTING A ZERO TOLERANCE FOR UNCOMPLETED PROJECTS.
This second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units across eight (8) states in the South and North Central. We started on Wednesday with 250 units in Ebonyi; Thursday we were in Abia for another 250 units, yesterday we were in Akwa Ibom for another 250 units and today we are happy to be here in Delta to flag off another 250 units. Next week we will proceed to Osun, Oyo, Benue, and Nasarawa states for 250 housing units in each of these states.
This estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.

to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, to ensure that they deliver as per the contract. If you collect government money, you must do the work.
We also want the developers to adhere to the timeline and finish within three months so that we can begin the process of getting Delta indigenes to purchase and move in.
To ensure affordability, we have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30 years, rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.
Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Delta, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.
This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.
I want to state that under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money. We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread.
It is important to say that the provision of land in a good location and at no cost is a key condition for siting Renewed Hope Housing Projects. The twelve states covered under this 2023 supplementary budget are those that first provided land. I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.
At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Delta State, Rt. Hon. Sheriff Oborevwori, for promptly granting our request for the provision of land at no cost. This singular action has helped us reduce as much as 30% of the cost of the units in this estate for the benefit of potential homeowners. This is a dividend of responsible governance, and I applaud Your Excellency for this.
Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the Federal Government of Nigeria are committed to fulfilling promises and responsibilities to all Nigerians.
