Land Administration: We are committed to fixing gaps in the Housing Sector - Dangiwa The Minister of Housing and Urban Development Arc. Ahmed Musa Dangiwa, has reiterated the Ministry’s commitment to fixing the existent gaps and making a historic difference in the housing and urban landscape of the country. The Minister brought this to light in a meeting with the Technical Mission from the World Bank on Land Titling, Registration and Cadastre, at the Ministry’s Headquarters in Abuja. He appreciated the Ministry’s longstanding partnership with the World Bank, noting that it was aimed at tackling systemic issues that have hindered effective land administration, management, governance, and urban development. Recalling a recent engagement of the Ministry with the World Bank Vice President for Infrastructure, Mr. Guangzhe Chen alongside his team, the Minister revealed some identified key focus areas where the Ministry needs the technical and financial support of the Bank to enable the commencement of realizing the Renewed Hope Agenda of President Bola Ahmed Tinubu, which is to streamline land administration and ensure effective urban governance in the country. According to the Minister, some of the priority areas are the Implementation of a National Land Registration and Titling Programme in partnership with State Governments, a move that would unlock over $300 billion dead capital tied up in undocumented land. He said the initiative would enable the registration, documentation, and titling of all land parcels, development and launch of a National Digital Land Information System (NDLIS), Increase the formalization of land transactions from less than 10% to over 50% within the next 10 years, as well as train and deploy technically competent land registration officers nationwide. Other priority areas for collaboration as stated by the Minister are the Implementation of the National Urban Development Policy which contains vital initiatives for improving the management of urban areas; and the area of development of a Framework to address systemic barriers along the housing value chain. Dangiwa expressed excitement in the massive institutional capacity of the Bank, as well as their technical expertise and knowledge garnered over decades from implementing similar interventions in countries around the world. While the Minister decried the unfortunate 10% statistics of registered and titled land in the country, as well as the low livability of urban centers, he expressed optimism that the challenge posed an opportunity to make a difference; “Under the Renewed Hope Agenda of Mr. President, we at the Ministry are committed to making this difference. With the support of the World Bank under this partnership, I believe we are on the verge of making history in Nigeria”, he said. Disclosing a timeline of November to commence work, as agreed in the Ministry’s last meeting with the World Bank in September, Dangiwa further expressed confidence that the technical sessions was a testament that the ball has been set rolling as planned. The minister in addition, sought a timeline for the Integrated Implementation Plan, as well as deliverables. Speaking earlier, Dr. Fuad Malkawi, Senior Urban Specialist and Task Team Leader of the Technical Mission of the World Bank on Land, said they were in the ministry to discuss strategic support for land governance in Nigeria. He noted that the objective of their visit was to identify challenges facing the country's land administration, evaluate existing initiatives, and outline strategic areas where the World Bank can provide support to drive sustainable development Dr. Malkawi as well stated that the World Bank was keenly interested in land-related issues, ranging from surveying and mapping, to property taxation and infrastructure. He further informed that the bank's goal was to produce a flagship example in the African region while expressing optimism that with Nigeria's immense resources and ongoing development, Nigeria can set the standard for the rest of the continent to follow. Earlier in his opening remarks, the Permanent Secretary of the Ministry, Dr. Marcus Ogunbiyi welcomed the World Bank Technical Mission to the Ministry and the Country at large, informing the team of the Ministry’s great expectations of what they would do. He said his direct conversation with Dr. Fuad Malkawi was an attestation to the preparedness of the World Bank to intervene in the critical areas where the Ministry needs assistance. Ogunbiyi further assured the team that the Ministry would do all in their parts to support the intervention.
Accordingly, he conveyed his expectations that the Bank would bring in experts who have successfully led similar programs in other countries, particularly African Countries like Kenya, Sierra Leone, and South Africa, with similar contexts, and in collaboration with the Team at the Ministry, State governments, and other critical stakeholders, to design the implementation plan.
Housing Ministry, APDC to Partner on Renewed Hope Cities, Sales of Houses ... Dangiwa urges APDC to explore the idea of raising funds through the capital to provide houses for different classes of citizens Housing and Urban Development Minister, Arc. Ahmed Musa Dangiwa, has told the management of Abuja Property Development Company (APDC) of the readiness of his Ministry to partner with the Company to enable them key in to the ministry's Renewed Hope Cities and Estates project across the nation. Dangiwa made this known when he received in audience the delegation from the Abuja Property Development Company, (APDC), led by its Acting Managing Director, Akeem Aderogba." The delivery plan of Renewed Hope Cities and Estates is hinged on PPP. I urged you to engage with the PPP department of the Ministry in order to key in to the programme" he stated. The minister also underscored the significance of knowledge sharing with APDC in the sell of the ministry's bulk of houses, saying that APDC has a success story for the ministry to learn from. " I like to know your experiences in selling these house and your assessments over demands of the types of houses in FCT " he stated. Accordingly, the minister added that leveraging on the experiences of APDC has become necessary and imperative because this is the first time the housing ministry is going into the huge volume of housing units for sale, noting that, APDC has a robust marketing department through which houses constructed by the company are comfortably sold to the public. Commending APDC on the strong and effective management of their facilities accross the country, the Minister noted that, APDC Homes are properly managed, requesting the company to avail his staff of the knowledge on facility management and how to improve on it. On renew hope estates and cities, the Minister explained, that the estates part of programme are planned specifically for low and middle income earners most of whom are of the organised labour and unions. He added that the types of houses constructed in the estates are one to three bedrooms bungalows and are sited in the six geo-political zones of the country. Explainibg further, the Minister said that the Renewed Hope Cities and Estates is aimed to avert social inequality, providing a broad range of affordable ownership for both cities and estates, adding that, the option of getting the houses would include single digit loan and mortgage facility provided by the Federal Mortgage Bank of Nigeria, as long as interested buyers are contributors of National Housing Fund, NHF. He also mentioned other options of purchase open to Nigerians to include the Rent-to-Own, Outright and Installment purchases, apart from the mortgage facility. Meanwhile, the Minister has advised Abuja Property Development Company to explore the idea of raising funds through the capital market in order to provide houses for different classes of citizens in Nigeria. " With adequate capital, the property company could provide houses for low and middle income earners as well as the high income earners" he stated. To effectively, accommodate the low, middle and high income earners, the Minister advised the management of the APDC to reduce the specification for structures meant for low income earners and increase that of high end earners, suggesting they could be sold with 10% interest for low end earners and 20% for high end earners. Speaking earlier, the Acting Managing Director APDC, Akeem Aderogba, said there were in the ministry to inform the minister of their request to key into the Renewed Hope Cities and Estates programme. To convince the Ministry of their capability to key into the programme, Aderogba noted that APDC is a property development company who has grown from developing one estate in Gadi district, Abuja to four homes which are currently simultaneously developed and has never had a court case due to inability to deliver their mandate to Nigerians, pledging not to disppoint the Minister if request is granted. Housing Sector, Catalyst for Job Creation for the Nigerian Youths - Dangiwa Housing and Urban Development Minister, Arch Ahmed Musa Dangiwa has stated that, the Ministry's housing targets of over 10, 862 housing units across the six geo political zones of the Country will translate to lots of job creation for mostly the youths, poverty alleviation and increase in the Country’s GDP. Dangiwa stated this when he received the leadership of the National Youth Council of Nigeria (NYCN), led by its National President, Amb. Sukubo Sara-Igbe Sukubo on a courtesy visit to his office, Thursday, March 7th, 2024. The Minister described the Nigerian Youth as beacon of hope, adding that they were the major beneficiaries of the jobs being created in the course of executing the housing programmes of the Ministry. Dangiwa also noted that the visit of the Youth Council was a testament to the vibrant spirit of commitment of the Nigerian youth towards the betterment of the Nation. He commended the dedication of the Council to promoting the interest and welfare of the Nigerian youth as well as the inspiration in their efforts to provide platforms for youth to voice their concerns, develop their skills and also contribute to National development. Accordingly, Dangiwa nformed the Youth Council that he was up to speed with the challenges facing the youth, especially in accessing affordable housing as well as securing a sustainable livelihood in the Urban areas, assuring that their concerns will be taken into consideration. “ I am pleased to say that the Ministry of Housing and Urban Development is committed to ensuring that our Youth have access and opportunity to participate in the Renewed Hope Cities and Estates Programmes, and the affordable housing Programmes that are being championed by the Agencies under the Ministry’s supervision, including the Federal Mortgage Bank of Nigeria (FMBN) and the Federal Housing Authority (FHA)” he said. The Minister also encouraged the youth, through the Council to actively participate in the National Housing Fund Scheme in order to benefit from the affordable housing offers, managed and administered by the FMBN. He explained that, the scheme allows every Nigerian to contribute 2.5 percent of their income into National Housing Fund, which guarantees a benefit of a 6 percent interest concessionary loan, and also individual construction loan which caters to Nigerians with a valid C of O title, for a period of 30 years and more. “ Our major aim is to provide affordable housing solutions that cater to the needs of young Nigerians whether first time home buyers, renters or aspiring entrepreneurs looking to invest in affordable housing developments”, he remarked. The minister also welcomed the proposed idea of a summit on Housing and Urban Development aimed at informing the Nigerian youth of the plans and projects of the Ministry, as well as the procedures to owning their houses. “Perform or Leave”, Minister Charges New Management of Housing Agencies …..Says Current Housing Crisis Leaves no Room for Underperformance The Hon. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has charged newly appointed Executive Management Teams of federal housing agencies to deliver on reform targets saying that “anyone who fails to perform will be asked to leave”. The Hon. Minister gave this charge during his first meeting with the Management Teams of Nigeria’s premier housing agencies - the Federal Mortgage Bank of Nigeria (FMBN) and Federal Housing Authority (FHA), at the Ministry’s headquarters in Abuja on Thursday 22nd February 2024. Recall that President Bola Ahmed Tinubu had on Thursday 15th February 2024 approved the appointment of new management teams for the FMBN and FHA, with Mr. Shehu Usman Osidi emerging as the new Managing Director and Chief Executive of the FMBN and Hon. Oyetunde Oladimeji Ojo as Managing Director and Chief Executive of the FHA. Arc. Dangiwa noted that the new leadership should see their appointment by the President as a call to impactful service, and not an opportunity to make merry and self-enrich. He reiterated the President’s resolve to periodically assess and replace appointees that fail to meet expectations, reminding them of their responsibility to Nigerians. “As Minister of Housing and Urban Development, I have my deliverables from Mr. President. As leaders of agencies under the supervision of my Ministry, you are to fashion out ways to deliver on them. If you work hard and deliver, you will stay. If you don’t work hard and fail to deliver, you will leave before your term. I believe that is a strong message that Mr. President has already passed across to all appointees. Don’t look at the 5-year term, look at your ability to meet the targets for every review session. Because when it comes to review and KPIs, I won't be looking at your faces. “What we want is action, progress, improved customer service delivery and more Nigerians owning homes. Both the FMBN and FHA Management Teams must see this as a new beginning for real progress. This must reflect in the quantum of houses delivered and fully occupied by Nigerians. The Minister added that despite the harsh economic realities and the rising cost of housing construction, the new leadership must transform and innovate in order to drive Mr President’s Renewed Hope vision for housing and urban development. Speaking on the expectations of the FMBN, he said the bank should work towards delivering a minimum of 5,000 new homes annually, disburse mortgage loans to at least 20,000 Nigerians annually, increase the National Housing Fund (NHF) collection by expanding the subscription net, address the backlog of audited accounts and clean up its books for better financing opportunities, and quickly roll out the Diaspora Mortgage Scheme for increased housing delivery, among others. “For the FHA, I expect to see more flexibility and innovation in its operations rather than the usual, conventional, docile way of doing things. The ministry expects the FHA to make judicious use of its license to operate across all income segments in the broad strategy of the government to deliver housing to Nigerians, as well as get more funding from the capital market by issuing bonds to deliver mass housing projects across the country, market them, pay back the loans, and declare profit. “We also expect to see the FHA delivering a minimum of 5,000 houses annually to Nigerians. The agency should also take advantage of its status as an agency without budgetary allocations to be inventive, partner with credible investors, and local and international financing partners to deliver more houses to Nigerians,” he said. Dangiwa added that the Ministry will keep track of the progress in both agencies on a year-to-year basis, noting that their KPIs are the only things that will matter when the time comes to assess them. “We have a responsibility to Nigerians, and we cannot afford to fail. On our part, we will continue to work to strengthen your capacities and break down the limitations that hamper your performance. “Let me, once again, reiterate the seriousness of His Excellency, President Bola Ahmed Tinubu, GCFR, to ensure the full implementation of the Renewed Hope Agenda for Housing and Urban Development. We can already see that the Renewed Hope Cities and Estates Programme is one of the signpost projects of his administration. He will not tolerate failure or mediocrity, and neither will I,” he said. I am delighted to welcome you all to the 9th meeting of the National Council on Lands, Housing and Urban Development with the theme “Housing Delivery in the Covid-19 Era and Beyond: the strategies for Affordability and Accessibility” holding in Jos, Plateau State. It is important that I used this opportunity to convey our appreciation to the Government and people of Plateau State for working tirelessly in making sure that this event is a successful one.
2. The theme for this year’s meeting is carefully selected to harness the stakeholders’ views on the myriad of challenges affecting the delivery of affordable and accessible housing in Nigeria and how to refine strategies to address such challenges during and post Covid-19 pandemic era. Some of the notable challenges brought about by the Covid – 19 era are the decline in per capita income of the world population resulting in the global economic meltdown, issues of security, particularly how to address the safety of works on sites and the occupants of houses during and after the Covid – 19 era.
3. Distinguished Ladies and Gentlemen, the primary responsibility of nations the Wprld over has being the guarantee of the security of lives and properties of its citizens and the provision of policies and measures that leads to the socio-economic wellbeing of its citizens. Therefore, the theme of the meeting “Housing Delivery in the Covid-19 era and beyond: the Strategies for Affordability and Accessibility” is apt as it provides the stakeholders the forum to deliberate and come up with decisions on how to address issues of safety and security, economy, job creation, poverty alleviation, growth and empowerment of the informal sector among others.
4. The Federal Ministry of Works and Housing is currently implementing programmes and policies that are aimed at providing affordable and accessible housing in the Country. Some of these activities and programmes include: collaboration with the Private Sector on the provision of affordable and quality housing in the Country through the Site and Services Scheme, improved Land Administration and Management, National Housing Programme which is in its second phase, the development of the Nigeria National Building Code and Energy Efficiency Code. There is no doubt in my mind that when all these are being implemented nationwide, these measures would address some of the affordability and accessibilty challenges as well as enhance housing delivery in the Country.
5. As you are aware, the Council meeting is heralded by a 2-Day Technical meeting which took place on Monday – Tuesday (26rd – 27th April, 2021) wher all memoranda submitted by the various stakeholders are being considered, reviewed it and recommendations submitted to the meeting of the Permanent Secretaries for further review. Our responsibility, therefore is to improve on the foundation laid at the Technical meeting carefully review the submissions so as to ensure a result oriented Council meeting.
6. Once again, I welcome you all to the meeting of Permanent Secretaries of this year’s Council meeting and wish you fruitful deliberations.

Welcome one and all to the commissioning of Woodhill Estate of AKACARE Cooperative Housing Scheme and the flag-off of our cooperative housing initiative, one of the series that will happen in each of the six (6) geo-political zones of Nigeria and the Federal Capital Territory.
One of the NEXT LEVEL commitments of the Federal Government of Nigeria as declared by President Buhari at the ministerial retreat held in September 2019, is to deepen access of Nigerians to affordable housing and consumer credit.
This is a mandate item of the housing sector of the Ministry of Works and Housing; as the policymaking arm of government, and we have assigned the Federal Mortgage Bank of Nigeria (FMBN) a parastatal of the Ministry of Works and Housing, the implementation responsibility for executing our policy of PARTNERSHIPS with cooperatives.
For those who may wonder, why cooperatives? The answer is simple.
By definition, co-operatives are "an autonomous association of persons united VOLUNTARILY to meet their common economic, social and cultural needs and aspirations through a jointly-owned enterprise.”
The key word in that definition is the "voluntary" nature of cooperatives, and this is critical in the formulation of our policy of partnerships with cooperatives as a means of overcoming the problems of "Acceptability" and affordability that stand in the way of access to housing.
This is important because our experiences, our investigations and our observations reveal starkly that there are hundreds of thousands of empty and unoccupied houses in major cities across Nigeria.
They are empty and unoccupied because they are either over-built, in being too big, or under-built in being too small and therefore not acceptable to those who need them, because in many instances no consultation took place between the builders and the consumers they built for.
This is why we are undertaking a pilot scheme based on our studies to build in 34 states who provided land, what the people we consulted said they will find acceptable.
Because of the lack of consultation and acceptability problem, the problem of affordability creeps in.
Our policy development team finds the voluntary nature of cooperatives very useful because members will be expected to design and build according to their needs and their income, as they find affordable.
Co-operatives have traditionally proved to be successful in areas like transportation, agriculture, trade and commerce, market associations and amongst large groups in the informal sector.
It is these large members of the informal sector that we seek to reach, scale up constructions of houses and the multiplier effects on the economy for cottage industries who make building materials like paint, doors, roofing materials, nails, and electrical fittings to mention a few.
The scale of construction by voluntary associations is expected to ramp up employment and income for artisans who will build houses. This will be our contribution to President Buhari’s commitment to raise a hundred million out of poverty in a decade.
As in other sectors, when cooperatives have been successful, we can point to modest successes of partnerships by FMBN with some cooperatives in the formal sector that currently has 52 housing projects under construction to deliver 4,624 units in 2020.
It is this number, that the policy we flag-off today seeks to multiply in many fold by unleashing the power of cooperatives and empower their voluntary will to act together in pursuit of the common desire to access housing and credit.
In order to be eligible, cooperatives must be registered, they must acquire their own land, get title to it, seek and obtain a building permit from the governments of the respective states where their land is located.
This last requirement is instructive because it seeks to eliminate incidents of unapproved buildings and slums which governments later seek to demolish.
All the state government agencies in charge of land have been duly briefed at the National Council launch meeting held in Abuja on November 7th 2019.
The Mandate and the role of the FMBN is to then provide construction funding to the cooperatives to build the houses, and to provide mortgage finance to the individual members to buy the house and pay back in instalments at a rate not exceeding 10% per annum.
Ladies and gentlemen, this is the sum and substance of the policy and partnerships that bring us to Kuje, in the FCT today because AKACARE cooperative has embraced this NEXT LEVEL initiative to deepen access to housing and consumer credit.
It is therefore my honour and pleasure to flag off this cooperative partnership in the hope that it will quickly spread to other states in this Geo political zone.
As every cooperative chooses what it desires and can afford, the FMBN, representing the Federal Government of Nigeria will be your partner, providing financial support to enable you to act voluntarily to choose and build what you accept and your income can afford.
On behalf of President Muhammadu Buhari and the Federal Government of Nigeria, I commission this Housing Estate and flag off this co-operative development away from poverty and towards common prosperity.
