Land Administration: We are committed to fixing gaps in the Housing Sector - Dangiwa The Minister of Housing and Urban Development Arc. Ahmed Musa Dangiwa, has reiterated the Ministry’s commitment to fixing the existent gaps and making a historic difference in the housing and urban landscape of the country. The Minister brought this to light in a meeting with the Technical Mission from the World Bank on Land Titling, Registration and Cadastre, at the Ministry’s Headquarters in Abuja. He appreciated the Ministry’s longstanding partnership with the World Bank, noting that it was aimed at tackling systemic issues that have hindered effective land administration, management, governance, and urban development. Recalling a recent engagement of the Ministry with the World Bank Vice President for Infrastructure, Mr. Guangzhe Chen alongside his team, the Minister revealed some identified key focus areas where the Ministry needs the technical and financial support of the Bank to enable the commencement of realizing the Renewed Hope Agenda of President Bola Ahmed Tinubu, which is to streamline land administration and ensure effective urban governance in the country. According to the Minister, some of the priority areas are the Implementation of a National Land Registration and Titling Programme in partnership with State Governments, a move that would unlock over $300 billion dead capital tied up in undocumented land. He said the initiative would enable the registration, documentation, and titling of all land parcels, development and launch of a National Digital Land Information System (NDLIS), Increase the formalization of land transactions from less than 10% to over 50% within the next 10 years, as well as train and deploy technically competent land registration officers nationwide. Other priority areas for collaboration as stated by the Minister are the Implementation of the National Urban Development Policy which contains vital initiatives for improving the management of urban areas; and the area of development of a Framework to address systemic barriers along the housing value chain. Dangiwa expressed excitement in the massive institutional capacity of the Bank, as well as their technical expertise and knowledge garnered over decades from implementing similar interventions in countries around the world. While the Minister decried the unfortunate 10% statistics of registered and titled land in the country, as well as the low livability of urban centers, he expressed optimism that the challenge posed an opportunity to make a difference; “Under the Renewed Hope Agenda of Mr. President, we at the Ministry are committed to making this difference. With the support of the World Bank under this partnership, I believe we are on the verge of making history in Nigeria”, he said. Disclosing a timeline of November to commence work, as agreed in the Ministry’s last meeting with the World Bank in September, Dangiwa further expressed confidence that the technical sessions was a testament that the ball has been set rolling as planned. The minister in addition, sought a timeline for the Integrated Implementation Plan, as well as deliverables. Speaking earlier, Dr. Fuad Malkawi, Senior Urban Specialist and Task Team Leader of the Technical Mission of the World Bank on Land, said they were in the ministry to discuss strategic support for land governance in Nigeria. He noted that the objective of their visit was to identify challenges facing the country's land administration, evaluate existing initiatives, and outline strategic areas where the World Bank can provide support to drive sustainable development Dr. Malkawi as well stated that the World Bank was keenly interested in land-related issues, ranging from surveying and mapping, to property taxation and infrastructure. He further informed that the bank's goal was to produce a flagship example in the African region while expressing optimism that with Nigeria's immense resources and ongoing development, Nigeria can set the standard for the rest of the continent to follow. Earlier in his opening remarks, the Permanent Secretary of the Ministry, Dr. Marcus Ogunbiyi welcomed the World Bank Technical Mission to the Ministry and the Country at large, informing the team of the Ministry’s great expectations of what they would do. He said his direct conversation with Dr. Fuad Malkawi was an attestation to the preparedness of the World Bank to intervene in the critical areas where the Ministry needs assistance. Ogunbiyi further assured the team that the Ministry would do all in their parts to support the intervention.
Accordingly, he conveyed his expectations that the Bank would bring in experts who have successfully led similar programs in other countries, particularly African Countries like Kenya, Sierra Leone, and South Africa, with similar contexts, and in collaboration with the Team at the Ministry, State governments, and other critical stakeholders, to design the implementation plan.
NHP: FG Hands over Keys to Beneficiaries in Owerri ...... I bought my house freely, no backdoor business - Beneficiary The federal government, in Owerri, Imo State, formally handed over keys to the beneficiaries of the National Housing Programme who have met the requirements and successfully completed payment for the houses they applied. The Federal Controller of Housing Imo State, Engr Dania Denis Abu Azebokhai performed the handover event on behalf of the Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN. The ceremonial handover took place on the premises of the National Housing Estate, Avu town along Port Harcourt Road, Owerri, Wednesday 15th, 2022. In his address read by the Federal Controller Housing, the Minister reiterated the commitment of the administration of President Mohammadu Buhari to making sure that the citizens are provided with decent and affordable houses by gradually easing the housing deficit in the country. "As part of President Muhammadu Buhari’s developmental agenda of addressing Housing needs in Nigeria, the Federal Government inaugurated a pragmatic National Housing Programme (NHP) for the construction of acceptable and affordable houses nationwide. It is a Programme borne out of the present Government's desire to provide affordable housing for its citizenry" he said Fashola emphasized that the allocation of the houses is for every citizen and there is fairness and equity in its allocation as it is on first come first serve basis. The Minister stated that the end of President Muhammadu Buhari’s tenure of office has entered a season of completion and handover of keys to beneficiaries of houses in 35 States and the FCT who have successfully subscribed through the open Ministry’s website at https://nhp.worksandhousing.gov.ng/ for the sales of these completed houses. " We have therefore offered all these housing units to members of the general public in a non-discriminatory way by opening the Portal to ensure fairness and equity" he said. Fashola also encouraged all Nigerians to avail themselves with the opportunity of owning a house in the 36 States and FCT except for Lagos State. Earlier in his welcome address, the Permanent Secretary, Federal Ministry of Work and Housing, Bashir Nura Alkali who was represented by the Deputy Director, Planning Research and Statistics, Housing, Onyetenu Joseph Emeka particularly welcome the beneficiaries of the sales of the houses built under the first phase of the programme. He stated that the philosophy behind the National Housing Programme is the provision of pilot scheme that is affordable, accessible and acceptable as contained in the policy. He added that the approach to the design and use of materials takes cognizance of the cultural and climatic peculiarities of the regions, while responding also to the tenets of the Building Energy and Efficiency Code being championed by the Ministry. In her response after collecting her keys, the beneficiary, Mrs. Rosemary Onyeneke represented by Alor Aloysius appreciated the Federal Government immensely for the allocation She said “this shows that the government has the interest of the poor masses at heart. I got to know about it online and applied, I followed all the steps and approval was given to me" Mrs Rosemary urged other Nigerians to key in because it is real, pointing out that there was no backdoor business in the process. ...

The process of acquiring these houses is easy and simple. Anyone who says that he has used influence to obtain the house I will tell him it is not true. We applied through the portal that the Ministry opened. We were lucky to be selected.” “This is what Nigerians are waiting to see, especially the less privilege citizens to get things without lobby or having to know “one big man ", he commented. Another beneficiary, the Manager of Spraywell & Finch Solutions Ltd, Mr. Henry Obi was happy to say, ‘’ there was no human interference in the process of getting selected. You only get your confirmation via email and the infrastructure in the estate is qualitative with expected finishing of the buildings in order. The building is worth the money paid for it. Architects Are Vital in Developing Nigeria’s Infrastructure – Fashola ...Urges members to resolve the petitions and court cases hindering inauguration of the Council Minister of Works and Housing, Mr. Babatunde Fashola, SAN, Tuesday solicited the help of the country’s Architects in the Federal Government’s bid to order the developmental path of the nation, saying the Architects are vital to the infrastructure development of the country. Fashola who spoke when a delegation of the Architect Registration Council of Nigeria, ARCON, paid him a courtesy visit in his office in Abuja, told the delegation, “You have a very very big role to play in helping to order the developmental path of Nigeria,” adding that the government’s commitment to infrastructure development would be difficult if not impossible to achieve without the important contributions of the architects. The Minister said, in response to the Council’s plea for inauguration, that the only impediment to the constitution of the Council was the court cases by members of the profession, pointing out that the delay in the constitution of the Council was not the fault of his Ministry. “The President has approved many months ago that the Council be inaugurated but members are petitioning, cross- petitioning, litigating, cross- litigating. So, we are waiting until when all these cases are resolved, the Minister said. He added that “when the cases are resolved, we will constitute the Council because we can’t be aware that there is a case in court and then take an action that can undermine the Council.” Regarding the financial request made by the President of the Council in respect to rehabilitation and funding of Architects Registration Council offices in Lagos and Abuja, the Minister who was elated at the progress made so far by the Council advised them to submit a proposal that could be valued, specifying areas they need help and funding. On the school in Kuje, Fashola suggested that the best way to approach the issue was to submit a valued proposition, adding “We are undertaking some basic repairs here and there in the school from what I see in the records; you need to be able to tell us what you want to do differently.” Speaking earlier, the leader of the delegation and ARCON President, Arc. Dipo Ajayi, informed the Minister that they were in the Ministry among other things to invite him for the forthcoming 2022 Architect Colloquium scheduled to hold in May, 2022. Soliciting for collaboration of the Ministry in the upliftment of the Ministry’s Training Centre in Kuje, Arc. Ajayi, informed the Minister that the Council had submitted a proposal on the need to collaborate with the Ministry in the use of the Kuje Training Centre to train artisans who are to service the built environment. “A situation where the country relies heavily on artisans from neighboring countries because of the dearth of qualified personnel needs to be addressed,” the ARCON boss said, adding that the Council considered it expedient to put the centre to use for the training of the required manpower to raise the standards of architectural technicians in Nigeria and as a way to stimulate growth of the economy in the retention of funds expended in this sector in Nigeria.” The ARCON President also informed the Minister on the outcome of the reconciliation meeting between the Nigerian Institute of Architects (NIA) and the Association of Nigerian Chartered Architects (ANCA), saying the bodies arrived at: i. The harmonization of a single Professional Competency Evaluation Programme as a path way to licensure which was agreed upon by both Councils of ARCON and NIA to replace the Professional Practice Examinations. This was done because of the appeal from the NIA to step into the issue when it was obvious that they had challenges, ii. Memorandum of understanding between ARCON and holders of the Higher National Diploma Certificate in the Architectural family. Appealing to the Minister to inaugurate the Council, Ajayi said it would enable the Council to have a potpourri of ideas to tackle the daunting mandate of a regulator of the profession of Architecture in Nigeria. There have been lingering differences among ARCON, NIA and ANCA which are the regulatory bodies overseeing the architectural family. These irreconcilable differences have led to the delay in constituting the council, though President Buhari has since given the approval for the inauguration. ...
