Housing Ministry Unveils Unified Housing Delivery Framework Nationwide * To Drive One Coherent National Housing Delivery System, Accelerate State-Level Implementation * Initiative repositioning Nigeria’s housing sector to operate as a single, coordinated national system rather than fragmented interventions - Dangiwa Ilorin, Kwara State - The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, FNIA, FCIB, has announced a new Unified Housing Delivery Framework aimed at strengthening collaboration between the Federal and State Governments to deliver housing at scale and build sustainable cities across Nigeria. The Minister spoke at the 14th Meeting of the National Council on Lands, Housing and Urban Development in Ilorin, Kwara State, under the theme “Achieving Housing Delivery and Sustainable Cities through Effective Land Management, Urban Renewal, Promotion of Local Building Materials, and Public-Private Partnerships in Nigeria,” He said the Federal Government is repositioning Nigeria’s housing sector to operate as a single, coordinated national system rather than fragmented interventions. According to the Minister, the new direction is focused on ensuring that the Ministry and all Federal Housing Institutions (FHIs) function as One Government in delivering results that directly support States and local implementation efforts " This is to ensure that they operate not in silos, but as One Coherent National Housing Delivery System, working in direct support of State-level implementation,” the Minister stated. He explained that to translate this coordinated national system into tangible outcomes across the country, the Ministry has developed a Unified Housing Delivery Framework that enables structured State participation, greater scale, and measurable impact " We have developed a Unified Housing Delivery Framework that enables structured State participation, scale, and impact,” he said. The Minister further emphasised that the objective of the Framework is to provide clarity and predictable collaboration between the Federal and State Governments in housing delivery. “The objective of this Framework is clear: to ensure that the Ministry and all Federal Housing Institutions operate as One Government, with complementary and clearly defined roles, while providing State and Local Governments with a predictable, credible framework for collaboration on housing delivery,” he added. Accordigly, he reaffirmed that the Ministry of Housing remains Nigeria’s designated Coordinating Ministry for housing, land, and urban development, providing policy direction, setting standards, aligning national initiatives, and mobilising private and development finance for housing delivery. He outlined the Inter-Ministerial Federal delivery and financing architecture driving the Renewed Hope Agenda to nclude; * Federal Mortgage Bank of Nigeria (FMBN) - delivering single-digit mortgage products, NHF-linked financing, and rent-to-own schemes; * Federal Housing Authority (FHA) - serving as master developer and PPP structuring partner; * Nigeria Mortgage Refinance Company (NMRC) – supporting mortgage refinancing and liquidity; * MOFI Real Estate Investment Fund (MREIF) – mobilising concessional housing capital; and * Family Homes Funds Limited (FHFL) – expanding access to social and affordable housing for low-income Nigerians. He noted that the Ministry’s 2026 Strategic Plan prioritises stronger coordination across these institutions to function as a unified national delivery system. " Under the Framework, States are expected to participate as active counterparts across four flagship Federal programmes, including the Renewed Hope Housing Programme, State-led Social Housing, State Urban Renewal and Inner-City Regeneration, and a State Housing PPP and Investment Platform to develop long-term housing investment pipelines' he explained The Minister further stressed that the Framework is particularly timely, as many States are experiencing improved fiscal capacity and now require structured ways to partner with the Federal Government and private capital providers for accelerated delivery. Dangiwa also reiterated that Nigeria’s solutions to housing challenges are known, but success depends on coordination, strong commitment, and disciplined implementation. He highlighted Federal efforts in: land reform through the National Land Titling, Registration and Documentation Programme (Land4Growth); the delivery of over 240 urban renewal and slum upgrade projects nationwide, with more ongoing. Additionally, he listed the progress made on Building Materials Manufacturing Hubs to reduce construction costs and deepen local production; and growing results from PPP-backed Renewed Hope City projects in Karsana (Abuja), Ibeju-Lekki (Lagos), and Kano, where active house sales are already underway. The Minister concluded by describing the Unified Framework as a deliberate national shift away from isolated interventions toward a coordinated system where all tiers of government deliver measurable housing outcomes together. “The Federal Government provides leadership, institutions, and finance. States provide land and subsidies, execution, and local leadership… Together, we deliver homes, renew cities, and unlock growth,” the Minister said. Chairman, House Committee on Urban Development and Regional Planning, Hon. (Dr) Awaji-Inombek Abiante, raised concerns over unsafe urban farming practices linked to poor land use planning, warning that they pose grave public health risks and undermine sustainable urban development in Nigeria. “These practices are not accidental; they are the direct consequences of poor land management and the failure to designate safe, planned environments for agriculture within urban and peri-urban areas,” he said. Deputy Governor of Kwara State, Kayode Alabi, who represented the Governor identified high cost building materials as the most significant factor currently inhibiting efficient housing delivery for average Nigerian, saying that any effort to ensure sustained delivery of houses in Nigeria must necessarily prioritise local content development. He commended the Federal Government for the housing initiatives, and pushed for improved access to mortgage finance by average households and longtime credit to private investment concerns, stating that public investment alone cannot effectively tackle the nation’s housing gaps. In a vote of thanks, Minister of State for Housing and Urban Development, Hon. Dangiwa Urges Innovation In Affordanle Mortgage Finance, Charges FMBN To Scale Impact. The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has called for bold, innovative solutions to tackle the affordability challenge in Nigeria’s housing market, emphasizing that millions of Nigerians still cannot access homeownership despite existing concessional mortgage products. Speaking at the Federal Mortgage Bank of Nigeria (FMBN) Day during the 19th Africa International Housing Show in Abuja, the Minister described affordability as the biggest barrier to homeownership, even in cases where housing units are available. He noted that while FMBN provides single-digit interest rate mortgages at 6% per annum, with tenors of up to 30 years and flexible repayment structures under the National Housing Fund (NHF) Scheme, many Nigerians, including long-standing NHF contributors, remain unable to access these products. “This is a reality we must face boldly. It requires fresh ideas, new partnerships, and innovative financing solutions beyond what we have done in the past,” Arc. Dangiwa said. The Minister commended FMBN’s recent milestones, including the provision of mortgages, rent-to-own products, home renovation loans, delivery of housing units, digital service improvements, and NHF refunds, but stressed that “progress is not the destination; it is the foundation to build upon.” Highlighting the Bank’s statutory mandate under the FMBN Act of 1993 to provide long-term credit to mortgage institutions, regulate the mortgage market, and administer the NHF sustainably, Dangiwa charged the Bank to intensify its efforts to make mortgages truly affordable for all Nigerians. He proposed additional measures to scale impact, including: • Government-backed subsidies or interest buy-downs to further reduce mortgage rates. • Flexible, income-based repayment models tailored to household realities. • Stronger partnerships with development finance institutions and capital markets to mobilize cheaper, long-term funds. • Specialized mortgage products for informal sector workers, who make up a significant portion of the population. Arc. Dangiwa also stressed the need for a nationwide awareness campaign to ensure that all NHF contributors understand and access their entitlements. He directed FMBN to play an active role in the planned Renewed Hope State-by-State Homeownership and Housing Development Campaign, working closely with governors to unlock land, structure bankable projects, and bring homeownership opportunities closer to citizens. “FMBN remains our strongest instrument for delivering affordable mortgage finance in Nigeria. Its mandate is clear, its progress commendable, but the affordability challenge is far from solved. We must push harder, innovate more, and stay focused on ensuring every hardworking Nigerian has a fair and realistic chance to own a home,” he stated. Housing Ministry Conducts Free Eye Screening For Staff * Initiative, a management responsibility, an important part of staff welfare - Belgore In a proactive move to enhance the well being and work place productivity of officers, Ministry of Housing and Urban Development, has organised a free eye screening exercise for staff of the Ministry, thursday 31st July, 2025. The screening was conducted in collaboration with the Nothernlight Eye Center, Abuja led by Dr. Justice Amadi. In his remarks, the Permanent Secretary Dr. Shuaib Belgore emphasized that the initiative was an important part of staff welfare, pointing out that the eyes medically, mirrors what happens in the body; “when they look into your eyes, they can see what is happening with your blood vessels all over the body”, he said. While he noted that eye diseases can indicate broader health issues, such as hypertension, diabetes and hepatitis, the Permanent Secretary mentioned that the Ministry would also conduct free comprehensive screenings in those health areas in time to come, stressing on the need for early detection and treatment. Dr. Belgore, who is also a medical doctor highlighted the high rate of sudden deaths in the country, and sought the cooperation of the staff with the Nothernlight Eye Center team, saying that it was the responsibility of the management of the Ministry to help staff find solutions to the diagnosis they would get. He clarified that eye disorders were not just about refractive errors that require the use of glasses but also include serious conditions like glaucoma, which can lead to blindness if untreated. While stressing that the aim of the exercise was for prevention and early intervention to maintain eye health and quality of life, he charged the Directors and members of staff to take the screening as an opportunity to detect issues with their eyes, as well as take advantage of interventions by the management. Dr. Belgore further informed of the availability of additional free surgical assistance for eye disorders like cataracts and glaucoma by the eye Center; " We are a ministry with a very large number of staff. We're not selecting some to benefit, we want everybody, to be part of this”, Belgore said. Earlier, the Director of the Human Resource Management, Dr. Akinola Adesina, informed that it was part of the eye center’s social responsibility to conduct the free eye screening for the staff of the Ministry. He thanked the Permanent Secretary for approving the exercise even with his presence, to ensure that staff with eye challenges get interventions. On his part, the team leader of the Northernlight Eye Center, Dr. Justice Amadi, stated that the free eye screening programme was part of ways to tackle the growing concerns of visual impairments. He informed that the programme aims to detect those with visual abnormalities and provide appropriate treatment to align with the World Health Organization goals, particularly the 2025 target of preventing blindness. Dr. Amadi also noted that their focus was on diagnosing and giving effective treatment plans to various eye conditions, including cancer, glaucoma, age-related macular degeneration, and refractive errors. ...

Ahmed Musa Dangiwa, officially declared open the 19th Edition of the Africa International Housing Show (AIHS), reaffirming the commitment of the Federal Government under the Renewed Hope Agenda of President Bola Ahmed Tinubu to bridge Nigeria’s housing gap through bold, inclusive, and innovative reforms. Delivering his opening address at the Transcorp Hilton, Abuja, before an audience of Ministers, Members of Parliament, Ambassadors, development partners, housing professionals, financial institutions, and private sector leaders from across Africa and beyond, Arc. Dangiwa stressed that affordability remains the biggest barrier to homeownership on the continent, despite growing housing supply efforts. “Across Africa, millions of families still cannot afford decent homes even when they are available. This administration is not just building houses; we are fixing the structural and macroeconomic foundations that will make housing truly affordable and sustainable for Nigerians today and in the future,” the Minister said. First, I would like to thank His Excellency, the Executive Governor of Delta State, Rt. Hon. Sheriff Oborevwori for honoring our invitation to the groundbreaking of a 250-housing unit Renewed Hope Estate here in the State’s capital.
Today’s ceremony is a continuation of the nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme of the Federal Ministry of Housing and Urban Development, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the commissioning of a 3,112-housing unit in Karsana, Abuja.
Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.
With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development. This is in line with the Renewed Hope Agenda of Mr. President to STIMULATE INCLUSIVE GROWTH, LIFT 100 MILLION NIGERIANS OUT OF POVERTY, AND BUILD A $1 TRILLION ECONOMY.
As you may recall, last month, following the presidential launch of the programme in Abuja, we embarked on the first leg of this exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one each in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano. Work is currently ongoing at each of these sites, and our plan is to have all of them completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians. UNDER THE RENEWED HOPE AGENDA, WE ARE IMPLEMENTING A ZERO TOLERANCE FOR UNCOMPLETED PROJECTS.
This second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units across eight (8) states in the South and North Central. We started on Wednesday with 250 units in Ebonyi; Thursday we were in Abia for another 250 units, yesterday we were in Akwa Ibom for another 250 units and today we are happy to be here in Delta to flag off another 250 units. Next week we will proceed to Osun, Oyo, Benue, and Nasarawa states for 250 housing units in each of these states.
This estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.

I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, to ensure that they deliver as per the contract. If you collect government money, you must do the work.
We also want the developers to adhere to the timeline and finish within three months so that we can begin the process of getting Delta indigenes to purchase and move in.
To ensure affordability, we have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30 years, rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.
Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Delta, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.
This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.
I want to state that under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money. We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread.
It is important to say that the provision of land in a good location and at no cost is a key condition for siting Renewed Hope Housing Projects. The twelve states covered under this 2023 supplementary budget are those that first provided land. I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.
At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Delta State, Rt. Hon. Sheriff Oborevwori, for promptly granting our request for the provision of land at no cost. This singular action has helped us reduce as much as 30% of the cost of the units in this estate for the benefit of potential homeowners. This is a dividend of responsible governance, and I applaud Your Excellency for this.
Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians.
