Housing Ministry Holds Pre - retirement Training for Officers 

 

Retirement, a redirection of wealth of experience - Belgore

 

The Permanent Secretary, Ministry of Housing and Urban Development, Dr. Shuaib Belgore has described retirement as a redirection of wealth of experience into new and meaningful ventures rather than a withdrawal from productivity.

 

Belgore spoke during the opening ceremony of a two-day Staff Pre-Retirement Training organized for retiring officers of the Ministry, at the Conference Room of the Ministry.

 

The Permanent Secretary was represented by the Director department of Human Resource Management, Ademola Ayodele.

 

He described the event as a significant milestone marking not just the end of a career in public service, but the beginning of a new chapter filled with opportunities, growth, and renewed purpose.

 

Welcoming distinguished participants, facilitators, and the retiring officers on behalf of the Honourable Minister, the Permanent Secretary noted that the training programme was specially organized to equip participants with the knowledge, practical skills, and mindset required to transition successfully from active service into retirement. 

 

He sincerely acknowledged the years of commitment, professionalism, and invaluable contributions of the retiring officers to the growth and transformation of the Ministry; “Your service has helped shape policies, projects, and programs that continue to impact communities across our nation”, he added.

 

Dr. Belgore urged participants to actively engage in the sessions, ask questions, share experiences, and take full advantage of the resource persons assembled for the programme.

 

“I wish everyone of you a productive and rewarding training session, as well as a fulfilling and prosperous life beyond active service”, He said.

 

In his welcome address, the director department of Human Resource Management, Ayodele Ademola, informed that the program would cover key areas such as financial planning, health and wellness, psychological readiness, and entrepreneurship, among others. 

 

He encouraged the participants to actively, ask questions, and share experiences as the platform was designed for their benefit.

 

Mr. Ademola further thanked the participants for their service, sacrifices, and unwavering commitment, expressing gratitude to the facilitators for making themselves available for the training.

 

The training featured interactive sessions where facilitators delivered presentations and provided practical insights on key areas essential for post-service success.

 

In a presentation titled “Perspectives in Retirement,” the first facilitator, Mr. Fashina Kayode, urged participants to identify and develop their innate skills as a foundation for a productive retirement. He emphasised that carefully harnessed skills can enhance financial stability and long-term sustainability.

 

Fashina outlined four pillars of retirement to include; Financial Security, Health and Wellness, Purpose and Engagement, Social Connection.

 

Highlighting common challenges such as financial uncertainty, health concerns, social isolation, and difficulty adjusting to a less structured lifestyle, he noted that adherence to these pillars would enable retirees to enjoy a meaningful and rewarding post-service life.

 

Another facilitator, Mr. Francis Olorunfemi, delivered a lecture titled “Retirement in the public service: The uncertainties, the fears and the need for future plans”, where He focused on the theme of uncertainty, explaining that it is a natural part of retirement and may arise in areas such as business ventures, pension administration, and personal relationships.

 

He stressed the importance of cultivating a positive mindset, noting that resilience and adaptability are crucial to maintaining a healthy and fulfilling retirement. 

 

While encouraging participants to establish viable businesses, he advised them to invest only in ventures they understand and can personally supervise, warning that lack of oversight often leads to financial loss.

 

On health and wellness of retirees, a medical facilitator Mr. Adeose P. J, urged participants to adopt routine medical check-ups, maintain physical fitness through daily exercise and stretching, and develop financial plans to address potential health challenges. 

 

He further emphasised the importance of mental health in retirement, recommending engagement in hobbies, continuous learning, volunteering, and social activities as essential strategies for maintaining psychological well-being.

 

Also in his contribution, Director of the department of Finance and Accounts, Mr. Peter Osondu, advocated for reforms within the civil service, particularly in strengthening remuneration packages beyond their current levels. 

 

Osondu stressed that no amount of training can fully offset financial limitations if post-retirement earnings remain insufficient, underscoring the need for broader structural improvements to enhance retirees’ financial security.

FG To Create Two Million Jobs Through National Social Housing Programme   * Housing should be considered priority sector- Dangiwa    * Reps Committee will work to ensure visible, impactful result to the country- Jibrin   Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has revealed the aim of the Federal government to create lots of employment for Nigerians, that will boost local economies, through the Renewed Hope Social Housing Programme.   Arc. Dangiwa disclosed this during the Ministry’s engagement on its operations, with the House of Representatives Committee on Housing and Habitat, at the National Assembly Complex, Abuja.   According to the Minister, the Renewed Hope Social Housing Programme was designed to provide homes for low-income earners, the unemployed, vulnerable groups, and Internally Displaced Persons, stating that 100 housing units will be constructed in each of the 774 local government areas across the country.   He disclosed that over 2 million jobs will be created at 25 persons per job, 27 jobs per location, in 77,400 locations.   While informing that funding of the programme would be through the Renewed Hope Infrastructure Development Fund, Dangiwa stated that the committee will be fully briefed after approval of the NSHP documents by President Bola Tinubu, GCFR.    “After the take off of the project, we are  going to bring a bill to the National Assembly for the project to be sustainable, so that we can have national social housing fund”, he stated.    Dangiwa brought the committee up to speed with the status of ongoing projects of the Ministry, explaining that ongoing projects were carried along from the previous year and the 2022 supplementary budget during the first and second quarter of the present year, while awaiting further review of the 2025 budget from the budget office of the federation.    He revealed that most of the Renewed Hope Cities and Estate projects were at advance level of completion, assuring that once monies were released, the projects would be completed and ready for commissioning, within two months.   The Minister joyfully informed the committee of a recent visit to the Renewed Hope City in Karsana Abuja, with the developers and financiers, saying that the project was at a valid stage of completion and targeted to be completed by the end of August, but for the ongoing construction of access roads awarded by Minister of the FCT which would delay commissioning.   Similarly, he highlighted the progress so far achieved at the Renewed Hope Cities in Kano and Lagos States, both gearing up for commissioning soon.   On subscription for the houses, Arc. Dangiwa told the committee that it has commenced on all the sites, and developers already recouping their monies.   Arc. Dangiwa further told the committee that the Ministry has written to Accountant General of the Federation to be considered a priority sector for the government, when funds are released.   On his part, the Chairman House Committee on Housing and Habitat, Hon. Abdulmumin Jibrin Kofa, emphasized on the committee’s commitment to resolving problems effectively, assuring the Minister that all issues will be attended to.   He promised that the committee’s arms were wide open to the Ministry, and will work harmoniously to ensure that their efforts are visible and impactful to the country.   ...

 Housing Ministry Pays Glowing Tributes To Late President Buhari    * Buhari, a leader who had a deep patriotic conviction, love for his dear country - Belgore    * He was a man of integrity, uprightness, honesty - Staff    Management and staff of the Federal Ministry of Housing and Urban Development led by the Permanent Secretary, Dr. Shuaib Belgore have joined other Nigerians in pouring glowing tributes to the late President Muhammadu Buhari who passed away last Sunday, July 13th.   In compliance with the Presidential directive to all MDAs, the housing ministry opened the condolence register for its staffers to register tributes and condolences on the late President.   The Management and staff of the Ministry, led by the Permanent Secretary trooped out to sign the condolence register. A good number of staffers signed the register as the seven days mourning period ends today.    In his tribute, the Permanent Secretary wrote " President Buhari lived his life as an upright, consciencious and incorruptible man. A leader who had a deep patriotic conviction and love for his dear country,  Nigeria".   Dr. Belgore also said that, President Buhari led Nigeria at a critical time when the citizenry was getting discouraged and loosing confidence in the country, stating that " Buhari inspired hope and confidence".   Belgore, who mentioned that, President Buhari appointed him to the position of Permanent Secretary in August 2020, stated that the former President gave charge to all his appointees to deliver.   "President Buhari appointed people to positions and charged them to work and deliver, and in most cases they did", Belgore stated.   He prayed to God almighty to have mercy on Buhari, grant him Aljanna Firdausi, console and give comfort to his family. “The entre country mourns this great patriot", he wrote.   General reactions and kind of expressions on the person of late Muhammadu Buhari by the staff of the Ministry who signed the condolence register, attested to his uprightness, integrity and honesty. They also prayed  for the repose of his gentle soul.   The Ministry had also observed the seven days mourning period which ends today, and the national flags were also lowered at half mast for the one week period.   ...

AHMED MUSA DANGIWA   It is with deep sorrow and a heavy heart that I received the news of the passing of former President Muhammadu Buhari at a hospital in the United Kingdom today.     Nigeria has lost a statesman of historic stature — a true patriot, a man of principle, and a leader who dedicated his life to the service of the common man and the progress of our nation. His legacy of integrity, discipline, and commitment to national development will forever be remembered.   May Allah (SWT) forgive his shortcomings, reward his good deeds, and grant him eternal rest in Al-Jannah Firdaus. REMARKS BY THE HON. MINISTER OF HOUSING AND URBAN DEVELOPMENT AT THE FHMUD MOU SIGNING WITH CONTINENTAL CIVIL AND GENERAL CONSTRUCTION COMPANY LIMITED AND CEEZALI LIMITED ON THURSDAY, DECEMBER 21, 2023.

Good morning, ladies, and gentlemen.
1.    I am really excited because after several months of strategic planning, engagements and hard work we are today set to record a significant milestone in our quest to deliver on the Renewed Hope Vision of His Excellency, President Bola Ahmed Tinubu for Housing and Urban Development.
2.    In a short moment we will be signing a Memorandum of Understanding with a consortium comprising CONTINENTAL CIVIL AND GENERAL CONSTRUCTION COMPANY LIMITED and CEEZALI LIMITED for the delivery of 100,000 housing units across Nigeria.
3.    The housing units are to be delivered under a Strategic Public Private Partnership (PPP) as part of our Renewed Hope Cities and Estates Program. Under the terms of this partnership the consortium will be the ones to provide construction finance and build the housing units to completion based on agreed housing designs and prices.
4.    The Federal Ministry of Housing and Urban Development on its side will facilitate provision of affordable mortgage loans to offtakers through the Federal Mortgage Bank of Nigeria (FMBN), facilitate the approval and the grant of all legal titles in select lands for the projects as part of its efforts to create an enabling environment for private sector investment in the housing sector.  
5.    Target beneficiaries are Nigerians in both the formal and informal sectors of the economy that contribute to the National Housing Fund (NHF) Scheme.
6.    The 100,000-housing Renewed Hope Housing Project is to be implemented in two phases. Phase One will deliver 20,000 in the Federal Capital Territory (FCT) while Phase Two will deliver 60,000 houses in select locations across the six geopolitical zones of the Federal Republic of Nigeria.
7.    At 25 jobs per unit, this PPP will create 2,500,000 direct and indirect helping to achieve His Excellency, President Bola Ahmed Tinubu’s target to lift 100million Nigerians out of poverty.
8.    The housing problem that Nigeria faces is massive, and I sincerely believe that the task of developing Nigeria’s housing sector, ensuring increased access to decent and affordable housing is a collective endeavor. It is a patriotic job that requires the contribution, and active participation of all stakeholders across the entire housing value chain - from developers, mortgage bankers, development finance institutions, and government-owned housing institutions. We are all part of the housing eco-system and all that we do in our various spaces and areas of responsibilities impact positively or negatively on our collective desire to build a better and functional housing system that works for Nigerians.  
9.    We recognize that we cannot tackle Nigeria’s housing problem from budgetary allocation. So, we have prioritized Public Private Partnerships as effective tools for complementing government efforts to bridge the housing deficit.
10.    And we aim to do it right. That is why we have developed a robust framework to ensure that each one that we as a Ministry enters is structured to succeed. Our PPP model involves transparent agreements, clear roles and responsibilities, and risk-sharing mechanisms to ensure accountability, fairness, and long-term sustainability.
11.    These partnerships enable leveraging the strengths of both the public and private sectors, fostering innovation, efficiency, and increased access to funding. By combining the resources, expertise, and creativity of both sectors, we plan to facilitate the development of affordable housing, infrastructure, and sustainable communities that align with the diverse needs of our populace. Our long-term goal is to address the housing shortage and enhance the quality of life for our citizens.
12.    I would like to commend the leadership of the consortium CONTINENTAL CIVIL AND GENERAL CONSTRUCTION COMPANY LIMITED and CEEZALI LIMITED for their passion for this project. And I look forward to working with them towards ensuring that we deliver as spelt out in the MoU.
13.    With this MoU Signing, we are ending the year 2023 on a very strong note and setting a solid foundation for a strong start for the new year 2024.

2.    Honorable Chairmen/Presidents, esteemed Registrars, distinguished members of the Architect Registration Council of Nigeria (ARCON), Council of Registered Builders of Nigeria (CORBON), Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON), Quantity Surveyors Registration Board of Nigeria (QSRBN), and Town Planners Registration Board of Nigeria (TOPREC), it is with immense pleasure and honor that I welcome you all to this auspicious occasion.
3.    Your presence here today symbolizes the unity and collective dedication towards the advancement of the built environment in Nigeria. The collaboration and synergy between the government and professional regulatory bodies plays an integral role in steering our nation's housing and urban development agenda forward.
4.    As stakeholders in the built environment sector, your respective organizations play a pivotal role in ensuring professionalism, adherence to standards, and the promotion of sustainable development practices. 5.    Your commitment to upholding ethical standards, fostering innovation, and promoting continuous professional development among your members is commendable. The strides made in advancing the quality and safety of our built environment through your collective efforts have not gone unnoticed.
6.    As the Minister of Housing and Urban Development, I want to assure you all of my commitment to implementing historic reforms that will reset the housing and urban landscape of the country.
7.    His Excellency, President Bola Ahmed Tinubu, GCFR, has a bold vision for the sector and is committed to backing it up with the necessary political will to break down all barriers that discourage investment in the sector.
8.    At the Ministry, I have taken Mr. President’s vision and am determined to actualize it.  We want to drive through initiatives that will create an enabling environment for easier, safer, and profitable private sector investments in the sectors.
9.    Top on our agenda is establishing credible, scientific, and reliable housing data for planning and policy formulation.
10.    For years, our nation has grappled with conflicting and unsubstantiated figures regarding this crisis. The range of estimates, varying from 17 million to 28 million, has not only been a source of embarrassment but also a hindrance to effective policymaking and strategic planning.
11.    We plan to fix this national embarrassment by developing and implementing a mechanism to deliver reliable housing data to guide policy formulation. We have begun a strategic collaboration with the National Population Commission on housing data. The plan is to work with the Commission to design and implement survey instruments specifically tailored to address housing-related questions to arrive at the actual housing deficit during their upcoming population and housing census exercise.
12.    We understand clearly that the housing deficit is not solely about the quantity of structures but also about the quality of living conditions. So, we want to know whether the homes that Nigerians live in provide access to good sanitation, proper toilets, sufficient living spaces, a healthy environment, and other essential amenities.
13.    To ensure that housing agencies under the supervision of the Ministry are optimized to deliver on your target of providing affordable homes to Nigerians, we have composed a Housing Reform Team of experts, stakeholders, agency representatives, professional bodies and academia to develop a robust framework for reform of the housing sector including thorough review of relevant laws and facilitation of necessary legislative amendments.
14.    This includes the Land Use Act of 1978, National Housing Fund (NHF) Act 1992, Federal Mortgage Bank of Nigeria (FMBN) Establishment Act 1993, Federal Housing Authority (FHA) Act 1973, PenCom Act to allow for increased investment in housing and the nationwide adoption and passage of the foreclosure law in states.
15.    The reforms and legislative amendments that the Reform Team will execute in collaboration with stakeholders and the National Assembly will be the most comprehensive set ever done in the history of housing and urban development in Nigeria.
16.    We have also composed a Multi-Agency Project Delivery Team that will ensure that all housing agencies work collaboratively together towards optimizing their strengths to deliver decent and affordable housing to Nigerians.
17.    In line with the Renewed Hope vision, we are also leading the much-needed reforms to ensure quick, easy, and efficient access to land, we have defined a framework for implementing historic land reforms that would unlock estimated $300bn in dead capital. Our aim is to ensure that Nigerians have legal titles over their land so they can use it to access credit for their business. Over 97% of land in Nigeria do not have titles thereby limiting its potential as an economic resource. We have engaged the Presidential Technical Committee on Land Reforms (PTCLR) and committed to reviewing and incorporating relevant recommendations.
18.    A key part of this includes the establishment of a National Land Commission. The Commission will provide the guidelines and regulations for operationalizing the Land Use Act 1978. This will help streamline land administration.
19.    To drive this process, we have composed a land reforms team comprising state governments, traditional rulers, relevant agencies, professional bodies, academia, stakeholders to ensure buy-in and inclusivity. With their recommendations we will draft an Executive Bill and proceed to the National Assembly for the amendment of the obsolete provisions in Land Use Act 1978.
20.    In line with the Renewed Hope Vision to ensure that all Nigerians including the NO INCOME, vulnerable and underprivileged groups have access to decent and dignified accommodation, we are creating the framework for the establishment of a National Social Housing Fund (NSHF) for your consideration and approval. We believe that access to decent housing is a human right, and all Nigerians deserve access to quality shelter.
21.    We also plan to boost building materials manufacturing in the country towards ensuring economic growth, creating jobs, reducing dependency on imports, and lowering the cost of construction materials and housing delivery.
22.    Our plan is to build six (1) Building Materials Hubs in each geo-political zone in the country. The hubs will be provided with relevant facilities, including access roads, electricity, fit for purpose housing and relevant linkages for manufacturers to site their firms and operate.
23.    To this end we have already composed a Building Materials Manufacturing Task Team comprising of experts and representatives from relevant government agencies, academia, professional bodies, and industry associations. Primarily, their job is to conduct a thorough assessment of the current state of the building materials manufacturing sector and produce a strategic plan for reforming the sector for implementation. We have already identified a set of consultants for prototype design of the hubs to be located one in each geo-political zone.
24.    In doing all these, we recognize the indispensable role of all professional bodies in the built environment and requested that you send representatives in those reform teams. Our partnership with the professionals will remain steadfast as we work hand in hand to devise innovative solutions, implement policies that promote sustainable development, and create environments that enhance the quality of life for all citizens.
25.    I assure you of my ministry's unwavering support in creating an enabling environment that fosters growth and development within the built environment sector. We are committed to working hand in hand with your esteemed organizations to formulate policies that are responsive to the evolving needs of our nation and its citizens.
26.    Once again, I thank you for gracing us with your presence today, and I look forward to working with you all. Together, let us build a better Nigeria for generations to come.
