Housing Ministry Unveils Unified Housing Delivery Framework Nationwide * To Drive One Coherent National Housing Delivery System, Accelerate State-Level Implementation * Initiative repositioning Nigeria’s housing sector to operate as a single, coordinated national system rather than fragmented interventions - Dangiwa Ilorin, Kwara State - The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, FNIA, FCIB, has announced a new Unified Housing Delivery Framework aimed at strengthening collaboration between the Federal and State Governments to deliver housing at scale and build sustainable cities across Nigeria. The Minister spoke at the 14th Meeting of the National Council on Lands, Housing and Urban Development in Ilorin, Kwara State, under the theme “Achieving Housing Delivery and Sustainable Cities through Effective Land Management, Urban Renewal, Promotion of Local Building Materials, and Public-Private Partnerships in Nigeria,” He said the Federal Government is repositioning Nigeria’s housing sector to operate as a single, coordinated national system rather than fragmented interventions. According to the Minister, the new direction is focused on ensuring that the Ministry and all Federal Housing Institutions (FHIs) function as One Government in delivering results that directly support States and local implementation efforts " This is to ensure that they operate not in silos, but as One Coherent National Housing Delivery System, working in direct support of State-level implementation,” the Minister stated. He explained that to translate this coordinated national system into tangible outcomes across the country, the Ministry has developed a Unified Housing Delivery Framework that enables structured State participation, greater scale, and measurable impact " We have developed a Unified Housing Delivery Framework that enables structured State participation, scale, and impact,” he said. The Minister further emphasised that the objective of the Framework is to provide clarity and predictable collaboration between the Federal and State Governments in housing delivery. “The objective of this Framework is clear: to ensure that the Ministry and all Federal Housing Institutions operate as One Government, with complementary and clearly defined roles, while providing State and Local Governments with a predictable, credible framework for collaboration on housing delivery,” he added. Accordigly, he reaffirmed that the Ministry of Housing remains Nigeria’s designated Coordinating Ministry for housing, land, and urban development, providing policy direction, setting standards, aligning national initiatives, and mobilising private and development finance for housing delivery. He outlined the Inter-Ministerial Federal delivery and financing architecture driving the Renewed Hope Agenda to nclude; * Federal Mortgage Bank of Nigeria (FMBN) - delivering single-digit mortgage products, NHF-linked financing, and rent-to-own schemes; * Federal Housing Authority (FHA) - serving as master developer and PPP structuring partner; * Nigeria Mortgage Refinance Company (NMRC) – supporting mortgage refinancing and liquidity; * MOFI Real Estate Investment Fund (MREIF) – mobilising concessional housing capital; and * Family Homes Funds Limited (FHFL) – expanding access to social and affordable housing for low-income Nigerians. He noted that the Ministry’s 2026 Strategic Plan prioritises stronger coordination across these institutions to function as a unified national delivery system. " Under the Framework, States are expected to participate as active counterparts across four flagship Federal programmes, including the Renewed Hope Housing Programme, State-led Social Housing, State Urban Renewal and Inner-City Regeneration, and a State Housing PPP and Investment Platform to develop long-term housing investment pipelines' he explained The Minister further stressed that the Framework is particularly timely, as many States are experiencing improved fiscal capacity and now require structured ways to partner with the Federal Government and private capital providers for accelerated delivery. Dangiwa also reiterated that Nigeria’s solutions to housing challenges are known, but success depends on coordination, strong commitment, and disciplined implementation. He highlighted Federal efforts in: land reform through the National Land Titling, Registration and Documentation Programme (Land4Growth); the delivery of over 240 urban renewal and slum upgrade projects nationwide, with more ongoing. Additionally, he listed the progress made on Building Materials Manufacturing Hubs to reduce construction costs and deepen local production; and growing results from PPP-backed Renewed Hope City projects in Karsana (Abuja), Ibeju-Lekki (Lagos), and Kano, where active house sales are already underway. The Minister concluded by describing the Unified Framework as a deliberate national shift away from isolated interventions toward a coordinated system where all tiers of government deliver measurable housing outcomes together. “The Federal Government provides leadership, institutions, and finance. States provide land and subsidies, execution, and local leadership… Together, we deliver homes, renew cities, and unlock growth,” the Minister said. Chairman, House Committee on Urban Development and Regional Planning, Hon. (Dr) Awaji-Inombek Abiante, raised concerns over unsafe urban farming practices linked to poor land use planning, warning that they pose grave public health risks and undermine sustainable urban development in Nigeria. “These practices are not accidental; they are the direct consequences of poor land management and the failure to designate safe, planned environments for agriculture within urban and peri-urban areas,” he said. Deputy Governor of Kwara State, Kayode Alabi, who represented the Governor identified high cost building materials as the most significant factor currently inhibiting efficient housing delivery for average Nigerian, saying that any effort to ensure sustained delivery of houses in Nigeria must necessarily prioritise local content development. He commended the Federal Government for the housing initiatives, and pushed for improved access to mortgage finance by average households and longtime credit to private investment concerns, stating that public investment alone cannot effectively tackle the nation’s housing gaps. In a vote of thanks, Minister of State for Housing and Urban Development, Hon. Housing Ministry Inaugurates Anti-Corruption Unit Ministry of Housing and Urban Development has reaffirmed its commitment to transparency and accountability with the formal inauguration of Anti-Corruption and Transparency Unit (ACTU) in the ministry Speaking at the event in Abuja, Permanent Secretary of the Ministry, Dr. Shuaib Muhammad Belgore, who was represented by the Director Office of the Permanent Secretary, Dr. Folorunsho Alabi described then induction as a significant milestone in strengthening internal oversight and ethical governance within the Ministry. “This event marks a major step in our commitment to promoting transparency, accountability, and good governance,” Dr. Belgore said. The Permanent Secretary charged the inductees to promote a culture of integrity. “As ACTU members, your role is crucial in upholding our values and promoting a culture of integrity.” He urged the newly inducted members to carry out their duties with diligence and responsibility, identifying areas for improvement and driving reform across the Ministry. Dr. Belgore also outlined key expectations of the unit: to demonstrate leadership in transparency and accountability, promote ethical practices, and work collaboratively with stakeholders to implement positive change. In his address, the Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), represented by the Deputy Director of Corruption Monitoring and Evaluation, Mr. Kayode Kupolati, charged the inductees with key responsibilities. These include conducting system studies, investigating complaints, and promoting the domestication of the code of ethics within the ministry. He emphasized that the Anti-Corruption and Transparency Unit (ACTU) is an independent body and must be allowed to operate without external interference. He also urged the ministry’s management to provide the unit with the necessary financial support and to integrate its activities into the ministry’s broader programs. In response, the Chairman of the Ministry's ACTU, Mr. Umaru Mohammed, reaffirmed the unit’s dedication to its mandate. Strategic Partnerships, Investment, Key to Solving Nigeria’s Housing Challenges - Ata Minister of State, Housing and Urban Development, Rt Hon Yusuf Abdullahi Ata has stated that strategic partnerships and investment are key to solving Nigeria’s housing challenges. Ata spoke during his meeting with a Vietnese, Ms Allen Le and Partners, an International Investment Consulting Joint Company in Abuja, Tuesday, 27th May, 2027. " The primary mandate of the ministry is to provide mass housing for Nigerians and we welcome potential collaboration with Ms Allen Le and Partners International Investment Consulting Joint Company in achieving this goal", he stated. The Minister reaffirmed the commitment of the Ministry to addressing Nigeria’s housing challenges through strategic partnerships and investment, saying the ongoing construction of Renewed Hope Cities and Estates across locations is the current priority of the administration of President Bola President Bola Ahmed Tinubu. "Under the Renewed Hope Agenda, we are constructing 3,000 housing units each in Lagos, Abuja, and Kano for Renewed Hope Cities, and 250 housing units in each of the 36 states for the Estates," He said. Additionally, Ata stated that the social housing initiative will deliver 77,400 housing units- 100 in each of the 774 local government areas. "We need to know specifically how we will partner with you. Make a formal proposal to the Ministry indicating where you want to collaborate with us. We look forward to seeing clearly the areas where you want us to come in,” the Minister said. The Minister further reiterated the openness to partnerships that align with the mandate of the ministry of delivering affordable and sustainable housing solutions for Nigerians. Accordingly, Ata disclosed that 30 percent of the the 77,400 of the social housing units will be given to the non-income Nigerians, commending President Tinubu for maintaining his stand on 30 percent even when 20 percent was proposed to him. Speaking earlier, the leader of the six- man delegation, Allen Ke Nam of the SV -NED Incorporated, informed the minister of their interest in contributing to Nigeria’s growing housing sector, and seek partnership in construction of affordable houses for Nigerians. He requested the Federal Government to provide the company an opportunity to invest by providing acres of land for housing construction. On how beneficial the partnership will be to Nigeria, Allen Le Nam said the collaboration will lead to job creation and skilled acquisition as new construction methods will be introduced in the course of construction. Dangiwa Inaugurates New Board for Federal Mortgage Bank of Nigeria (FMBN) Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has formally inaugurated new Board members of the Federal Mortgage Bank of Nigeria (FMBN), charging them with the critical responsibility of repositioning the Bank as a cornerstone of Nigeria’s housing finance system under the Renewed Hope Agenda of the Tinubu Administration. Arc Dangiwa, while emphasizing the strategic role of the FMBN in delivering affordable housing to Nigerians through the National Housing Fund (NHF) Scheme, noted that FMBN is not just a lender but a regulator, an innovator, and a builder of housing finance systems. He said that Nigerians in both formal and informal employment across the public and private sector can access mortgage loans at rates and terms that no commercial institutions can match. “We are talking about single digit rates of 6 to 7 percent repayment periods of up to 30 years and equity contribution as low as zero to 10 percent. In contrast, commercial banks charge 18 to24 percent interest, require percent 30 percent equity, and offer tenor of 6 to 10 year,” he explained. The Minister charged the new Board with pursuing and achieving seven key strategic priorities: 1. Recapitalization: Push forward the long-awaited ₦500 billion recapitalization of FMBN. 2. Digitalization: Accelerate full digital integration of customer-facing services. 3. Loan Performance: Improve loan recovery and audit compliance. 4. Housing Delivery: Facilitate the development of a minimum of 5,000 new homes annually. 5. Mortgage Access: Target 20,000 annual mortgage disbursements with faster processing. 6. NHF Expansion: Grow the contributor base, especially in the informal and diaspora sectors. 7. Strategic Partnerships: Strengthen ties with institutional investors and international partners. He reminded them that they were appointed to drive reform, ensure transparency and unlock the full potential of this national institution informing them that their responsibilities and powers are clearly defined in the FMBN Establishment Act, CAP F16, Laws of the Federation of Nigeria. “The stakes are high. Millions of Nigerians are counting on FMBN—and on your leadership—to bridge the gap between aspiration and homeownership,” the Minister emphasized. “The era of business-as-usual is over. This is the time for delivery,” he added. Dangiwa also commended the current FMBN Management for significant strides, including the full implementation of a Core Banking Application system that now enables NHF contributors to register, make contributions, apply for loans, and monitor their accounts entirely online, saying the digital transformation has reduced transaction turnaround time by 40 percent and improved public trust. He further lauded FMBN’s recent achievements which are disbursing over ₦73 billion in housing finance, supporting over 30,000 beneficiaries, processing ₦30.7 billion in NHF refunds, mobilizing over ₦203 billion in contributions, registering nearly 374,000 new contributors and recording a ₦11.58 billion operational surplus (unaudited) for 2024 He also applauded the Bank’s collaboration with the Ministry on the Renewed Hope Housing Programme and its introduction of a ₦100 billion Bankable Off-taker Guarantee as innovative steps toward bridging Nigeria’s housing deficit. The Minister recalled his previous experience as Managing Director of the Bank, highlighting the structural challenges that have historically hindered its performance. He noted that, upon assuming office as Minister, he initiated a comprehensive housing sector reform, including the establishment of a Housing Institutions Reform Task Team. The Task Team’s report includes recommendations to modernize the FMBN and NHF Acts, which the Minister urged the new Board to champion. In his address, the Permanent Secretary Ministry of Housing and Urban Development, Dr. Shuaib Belgore, expressed warm congratulations to the newly appointed members of the board, highlighting their professional achievements, integrity, and capacity to offer strategic guidance in a sector as critical as housing and urban development. He acknowledged the FMBN as the apex institution for mortgage finance in the country, whose role includes; custodianship of the National Housing Fund, ensuring affordable housing finance for low and middle-income Nigerians. Good morning, ladies, and gentlemen.
1. I am really excited because after several months of strategic planning, engagements and hard work we are today set to record a significant milestone in our quest to deliver on the Renewed Hope Vision of His Excellency, President Bola Ahmed Tinubu for Housing and Urban Development.
2. In a short moment we will be signing a Memorandum of Understanding with a consortium comprising CONTINENTAL CIVIL AND GENERAL CONSTRUCTION COMPANY LIMITED and CEEZALI LIMITED for the delivery of 100,000 housing units across Nigeria.
3. The housing units are to be delivered under a Strategic Public Private Partnership (PPP) as part of our Renewed Hope Cities and Estates Program. Under the terms of this partnership the consortium will be the ones to provide construction finance and build the housing units to completion based on agreed housing designs and prices.
4. The Federal Ministry of Housing and Urban Development on its side will facilitate provision of affordable mortgage loans to offtakers through the Federal Mortgage Bank of Nigeria (FMBN), facilitate the approval and the grant of all legal titles in select lands for the projects as part of its efforts to create an enabling environment for private sector investment in the housing sector.
5. Target beneficiaries are Nigerians in both the formal and informal sectors of the economy that contribute to the National Housing Fund (NHF) Scheme.
6. The 100,000-housing Renewed Hope Housing Project is to be implemented in two phases. Phase One will deliver 20,000 in the Federal Capital Territory (FCT) while Phase Two will deliver 60,000 houses in select locations across the six geopolitical zones of the Federal Republic of Nigeria.
7. At 25 jobs per unit, this PPP will create 2,500,000 direct and indirect helping to achieve His Excellency, President Bola Ahmed Tinubu’s target to lift 100million Nigerians out of poverty.
8. The housing problem that Nigeria faces is massive, and I sincerely believe that the task of developing Nigeria’s housing sector, ensuring increased access to decent and affordable housing is a collective endeavor. It is a patriotic job that requires the contribution, and active participation of all stakeholders across the entire housing value chain - from developers, mortgage bankers, development finance institutions, and government-owned housing institutions. We are all part of the housing eco-system and all that we do in our various spaces and areas of responsibilities impact positively or negatively on our collective desire to build a better and functional housing system that works for Nigerians.
9. We recognize that we cannot tackle Nigeria’s housing problem from budgetary allocation. So, we have prioritized Public Private Partnerships as effective tools for complementing government efforts to bridge the housing deficit.
10. And we aim to do it right. That is why we have developed a robust framework to ensure that each one that we as a Ministry enters is structured to succeed. Our PPP model involves transparent agreements, clear roles and responsibilities, and risk-sharing mechanisms to ensure accountability, fairness, and long-term sustainability.
11. These partnerships enable leveraging the strengths of both the public and private sectors, fostering innovation, efficiency, and increased access to funding. By combining the resources, expertise, and creativity of both sectors, we plan to facilitate the development of affordable housing, infrastructure, and sustainable communities that align with the diverse needs of our populace. Our long-term goal is to address the housing shortage and enhance the quality of life for our citizens.
12. I would like to commend the leadership of the consortium CONTINENTAL CIVIL AND GENERAL CONSTRUCTION COMPANY LIMITED and CEEZALI LIMITED for their passion for this project. And I look forward to working with them towards ensuring that we deliver as spelt out in the MoU.

6. As the Minister of Housing and Urban Development, I want to assure you all of my commitment to implementing historic reforms that will reset the housing and urban landscape of the country.
7. His Excellency, President Bola Ahmed Tinubu, GCFR, has a bold vision for the sector and is committed to backing it up with the necessary political will to break down all barriers that discourage investment in the sector.
8. At the Ministry, I have taken Mr. President’s vision and am determined to actualize it. We want to drive through initiatives that will create an enabling environment for easier, safer, and profitable private sector investments in the sectors.
9. Top on our agenda is establishing credible, scientific, and reliable housing data for planning and policy formulation.
10. For years, our nation has grappled with conflicting and unsubstantiated figures regarding this crisis. The range of estimates, varying from 17 million to 28 million, has not only been a source of embarrassment but also a hindrance to effective policymaking and strategic planning.
11. We plan to fix this national embarrassment by developing and implementing a mechanism to deliver reliable housing data to guide policy formulation. We have begun a strategic collaboration with the National Population Commission on housing data. The plan is to work with the Commission to design and implement survey instruments specifically tailored to address housing-related questions to arrive at the actual housing deficit during their upcoming population and housing census exercise.
12. We understand clearly that the housing deficit is not solely about the quantity of structures but also about the quality of living conditions. So, we want to know whether the homes that Nigerians live in provide access to good sanitation, proper toilets, sufficient living spaces, a healthy environment, and other essential amenities.
13. To ensure that housing agencies under the supervision of the Ministry are optimized to deliver on your target of providing affordable homes to Nigerians, we have composed a Housing Reform Team of experts, stakeholders, agency representatives, professional bodies and academia to develop a robust framework for reform of the housing sector including thorough review of relevant laws and facilitation of necessary legislative amendments.
14. This includes the Land Use Act of 1978, National Housing Fund (NHF) Act 1992, Federal Mortgage Bank of Nigeria (FMBN) Establishment Act 1993, Federal Housing Authority (FHA) Act 1973, PenCom Act to allow for increased investment in housing and the nationwide adoption and passage of the foreclosure law in states.
15. The reforms and legislative amendments that the Reform Team will execute in collaboration with stakeholders and the National Assembly will be the most comprehensive set ever done in the history of housing and urban development in Nigeria.
16. We have also composed a Multi-Agency Project Delivery Team that will ensure that all housing agencies work collaboratively together towards optimizing their strengths to deliver decent and affordable housing to Nigerians.
17. In line with the Renewed Hope vision, we are also leading the much-needed reforms to ensure quick, easy, and efficient access to land, we have defined a framework for implementing historic land reforms that would unlock estimated $300bn in dead capital. Our aim is to ensure that Nigerians have legal titles over their land so they can use it to access credit for their business. Over 97% of land in Nigeria do not have titles thereby limiting its potential as an economic resource. We have engaged the Presidential Technical Committee on Land Reforms (PTCLR) and committed to reviewing and incorporating relevant recommendations.
18. A key part of this includes the establishment of a National Land Commission. The Commission will provide the guidelines and regulations for operationalizing the Land Use Act 1978. This will help streamline land administration.
19. To drive this process, we have composed a land reforms team comprising state governments, traditional rulers, relevant agencies, professional bodies, academia, stakeholders to ensure buy-in and inclusivity. With their recommendations we will draft an Executive Bill and proceed to the National Assembly for the amendment of the obsolete provisions in Land Use Act 1978.
20. In line with the Renewed Hope Vision to ensure that all Nigerians including the NO INCOME, vulnerable and underprivileged groups have access to decent and dignified accommodation, we are creating the framework for the establishment of a National Social Housing Fund (NSHF) for your consideration and approval. We believe that access to decent housing is a human right, and all Nigerians deserve access to quality shelter.
21. We also plan to boost building materials manufacturing in the country towards ensuring economic growth, creating jobs, reducing dependency on imports, and lowering the cost of construction materials and housing delivery.
22. Our plan is to build six (1) Building Materials Hubs in each geo-political zone in the country. The hubs will be provided with relevant facilities, including access roads, electricity, fit for purpose housing and relevant linkages for manufacturers to site their firms and operate.
23. To this end we have already composed a Building Materials Manufacturing Task Team comprising of experts and representatives from relevant government agencies, academia, professional bodies, and industry associations. Primarily, their job is to conduct a thorough assessment of the current state of the building materials manufacturing sector and produce a strategic plan for reforming the sector for implementation. We have already identified a set of consultants for prototype design of the hubs to be located one in each geo-political zone.
24. In doing all these, we recognize the indispensable role of all professional bodies in the built environment and requested that you send representatives in those reform teams. Our partnership with the professionals will remain steadfast as we work hand in hand to devise innovative solutions, implement policies that promote sustainable development, and create environments that enhance the quality of life for all citizens.
