Housing Minister Reaffirms Commitment to Sustainable Housing Delivery for Nigerians The Honourable Minister of Housing and Urban Development, Engr. Muttaqha Rabe Darma, has reaffirmed the Federal Government's commitment to the timely delivery of sustainable and affordable housing projects to improve the welfare of Nigerians . The Minister stated this on Thursday, April 30, 2026, during a familiarization visit to the Renewed Hope Housing Project for military personnel as well as the Renewed Hope City Housing Estate, Karsana in Abuja. Speaking during the visit, Engr. Darma described the projects as strategic interventions under the Renewed Hope Agenda of President Bola Ahmed Tinubu’s administration, noting that the initiative represents one of the most significant housing legacies for members of the Armed Forces. According to him, the military housing project, comprising about 1,550 housing units, is being developed with essential infrastructure and facilities including road networks, water supply, schools and sporting facilities to provide a conducive living environment for beneficiaries. “The visit has provided us the opportunity to assess the level of work on site. This project is a major legacy initiative of the present administration for military personnel, and we are impressed with the level of development and supporting infrastructure being put in place,” the Minister stated. Engr. Darma emphasized the need for timely completion of the projects, assuring that the Ministry would sustain close monitoring and supervision to ensure quality, durability and compliance with approved standards. He further stressed that President Bola Ahmed Tinubu places high priority on the provision of affordable and sustainable housing for Nigerians, adding that the Ministry remains committed to delivering on its mandate under the Renewed Hope Agenda. “Mr. President relies on the Ministry to deliver affordable and sustainable housing for Nigerians, and we are fully committed to achieving that mandate,” he added. The Minister was informed that the Renewed Hope Housing Estate for military personnel, being executed under a Public-Private Partnership arrangement by Brains and Hammers Limited, has attained about 70 percent completion, while the developers projected a three-month timeline for delivery despite having seven months within the contractual schedule. Similarly, the 2,744-unit Karsana Housing Estate is nearing completion. The Minister commended the project financiers, the Federal Mortgage Bank of Nigeria and Family Homes Funds Limited, for their support towards the successful execution of the project. Engr. Darma also lauded the consultants and contractors handling the projects for their dedication and professionalism, while urging them to maintain high standards and imbibe a strong maintenance culture to sustain the Renewed Hope Housing initiative. The Minister further noted that the Karsana Housing Project has significantly contributed to job creation, with over 15,000 skilled and unskilled workers engaged during the course of the project. Upon assuming office, Engr. Darma had pledged to build on the achievements already recorded in the housing sector, assuring Nigerians of his commitment to expanding access to affordable housing and promoting sustainable urban development across the country. Housing Ministry Director Showcases Innovations for Housing Construction * minister applauds effort, encourages further research, comparison for possible modification, improvement. * requests comprehensive report on how to use bricks construction for Social Housing Programme. Arc. Ibechile Christopher Egwudale, the Director and Head of Department of Federal Public Assets Maintenance (FPAM), in the Housing Ministry, has showcased a variety of inventions/ machines that will bring about cost effectiveness in housing construction. Egwudale made the presentation to the Honourable Minister, Arc. Ahmed Musa Dangiwa and the management staff of the Ministry, led by the Permanent Secretary, Dr. Shuaib Belgore, explaining that, the innovations will minimize construction cost for affordable housing. The innovative machines include both manual and semi-automated models, designed for scalability, ease of use, and durability. Among the notable machines were; a wide range of construction and agro-processing equipment such as interlocking Compressed Earth Block (CEB) machines (both manual and automated), pulverizing and sifting machines, compacting and hoisting devices, sandcrete mixers, mini-tractors, ogbono seed cutters, and food processing machines like the hammer mill, de-stoner, and mixers. "This innovation supports the use of locally sourced materials, reducing dependence on expensive imported products and minimizing construction cost especially for affordable housing" he stated. He further explained that, the idea behind the development is to create a cost-effective, eco-friendly, and efficient alternative to conventional building materials by utilizing Compressed Earth Block (CEB) technology. "Their application in the housing sector will not only promote sustainable construction practices but also generate local employment, empower artisans, and accelerate project delivery timelines across rural and urban areas", he remarked. In his remarks, the Minister applauded the effort of the Director for bringing innovative ideas in designing different machines for bricks housing construction. While encouraging the Director to carry out further research and make comparison to see areas of modification and improvement, Dangiwa also requested him to come up with extensive and comprehensive report on how to use bricks construction for Social Housing Programme. On his part, the Permanent Secretary, Dr Belgore applauded the efforts of the Director for coming up with the innovative ideas, and encouraged him to continue to strive towards achieving the desired objectives to get affordable social housing. He requested him to bring up the designs of the bricks housing units to the ministry for assessment. Arc. Egwudale, a member of the Nigerian Institute of Architects and a Fellow of the Chartered Institute of Project Managers of Nigeria, had a specialized training in Compressed Earth Block (CEB) Technology in South Africa. Since joining the Federal Civil Service, he has distinguished himself through innovative design and technological advancement. He has championed several high-impact projects and won multiple design competitions within the Ministry. He notably designed and produced four machines for the Nigerian Building and Road Research Institute (NBRRI), and has won the Best New Entrant Award at Archi-Built Exhibition where he attracted the highest visitor traffic to his stand. Egwudale has participated in numerous exhibitions, including the Abuja Housing Show, and the Science and Technology Expositions where he showcased a variety of inventions including a go-kart (buggy) and various machines. ...
Housing Ministry Honours Dr. Kogbe for Outstanding Performance Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has named Dr. Bamidele Ibrahim Kogbe, Ministry's staff of the year 2025 for outstanding performance. Dr Kogbe has also recently emerged among the winners of the prestigious Head of the Civil Service of the Federation EPIC Culture Award. Speaking at a reception organized by the Ministry in honour of Dr. Kogbe, Arc. Dangiwa expressed delight for the staff recognition, noting that the award reflects the Ministry’s commitment to excellence and service delivery, also adding that Dr. Kogbe’s outstanding performance and dedication to duty was deserving of the honour. While applauding Dr. Kogbe’s dedication to duty, describing him as a model public servant who has demonstrated that hard work and diligence are rewarding virtues, Dangiwa encouraged other staff to emulate Dr. Kogbe's exemplary conduct and strive for similar distinctions. Housing Ministry Committed to Leading Performance Driven Ministry - Dangiwa * Holds Ministerial Retreat on PMS, Performance Contract Signing * Retreat a renewed determination to deliver meaningful results - Dangiwa A 2- day ministerial retreat on Performance Management System (PMS) and official signing of the 2025 Performance Contracts for the Directors and Heads of Units of the Ministry of Housing and Urban Development was held on the 3rd and 4th July, 2025 at Sandralia Hotel, Jabi, Abuja. The theme for the rereat is “Accelerating Service Delivery through Performance Contracting and Strategic Alignment with the Renewed Hope Agenda.” Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, who declared open the retreat, said he was committed to leading a performance-driven Ministry that is focused on delivering real value to Nigerians, as he described the gathering as a strategic leadership forum and not just a routine administrative exercise. He stated that it was a crucial opportunity to align the Ministry’s leadership with its core mandate of translating policies into measurable outcomes, in line with the bold vision of the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR. Dangiwa also emphasized the central role of the Ministry in the President’s Renewed Hope Agenda, which envisions dignity, opportunity, prosperity, and decent shelter for all Nigerians, stressing that housing development, land reforms, urban planning, and regulatory innovation are essential instruments to achieve these goals. The Minister reaffirmed the importance of performance management in the current context of heightened public expectations and Presidential oversight, pointing out that the Presidential Performance Bond signed by all Ministers was a binding commitment to the Nigerian people, monitored through scorecards and dashboards developed by the Central Delivery Coordinating Unit (CDCU). He urged for full Implementation of a Results-Based Performance Management System (PMS), “Every department and officer is expected to align with KPIs and accountability frameworks that support the Ministry’s deliverables”, he said. Arc. Dangiwa highlighted some of the 2025 deliverables of the Ministry which includes: Construction of 20,000 Affordable Housing Units Nationwide, which is a flagship deliverable under the Renewed Hope Housing Programme to stimulate job creation, improve livelihoods, and contribute to national economic growth; and development of Fiscal Incentives for Local Production of Building Materials to reduce construction costs and promote self-reliance, saying that the Ministry will incentivize local production of essential housing components such as cement, roofing materials, and sanitary fittings. Another deliverable is the expansion of the National Land Registration and Documentation Programme (NLRDP), in partnership with state governments, saying that the Ministry will intensify efforts to digitize land records and promote secure land tenure for investment. Dangiwa also acknowledged the technical support of the Central Delivery Coordinating Unit (CDCU) and the Office of the Head of Civil Service of the Federation (OHCSF), for their roles in performance tracking and institutionalizing PMS across the civil service. "Let this Retreat be remembered not for the contracts signed, but for the renewed determination to deliver meaningful results,” He added. In his keynote address, the Permanent Secretary, Dr. Shuaib Belgore, said that the Ministry is committed to institutionalizing the Performance Management System (PMS), as a tool for accountability, transparency, and results-oriented governance. He said "The Performance Management System is now a mandatory component of public service delivery, as enshrined in the 2021 Revised Public Service Rules. It is essential for driving institutional effectiveness, identifying capacity gaps, and ensuring every officer contributes meaningfully to the nation’s development goals,” Belgore explained that the retreat underscores the Ministry’s resolve to deepen institutional reforms and accelerate service delivery in line with President Bola Ahmed Tinubu’s Renewed Hope Agenda, and also a crucial step in aligning the Ministry’s deliverables with the presidential priorities under the Renewed Hope Agenda, the National Development Plan(2021-2025), and service -wide mandate from the office of the Head of the Civil Service of the Federation (OHCSF). He recalled the success of the maiden retreat held in 2024, which led to the identification of key performance areas, as well as the signing of performance contracts across the Ministry, and commended the dedication of directors and department heads in fulfilling that mandate. Dr. Belgore charged all directors to provide clear leadership, champion transparency, leverage digital tools, and use PMS outcomes to inform decisions on promotions, capacity building, and service delivery improvement. In his welcome address, the Director of the Planning, Research and Statistics Department, Mukhtar Iliyasu, emphasized the critical importance of the retreat in aligning the individual and departmental outputs with the Ministry’s strategic goals and the broader national development agenda. He noted that the Ministry made significant strides in the 2024 performance cycle, citing the successful cascading of performance contracts from institutional to individual levels, the development and tracking of Key Performance Indicators (KPIs), regular performance reviews, and the observance of PMS Day, all contributing to greater transparency and service delivery. The PRS Director further said that non-compliance with PMS guidelines would attract sanctions, reinforcing the government’s shift towards accountability and results-based governance. While calling for collective responsibility and active participation, he urged all attendees to embrace innovation, collaboration, and dedication as the Ministry charts the course for a more impactful 2025. 1. It is my pleasure to welcome you all to the 28th Conference of Directors of Lands in Federal and State Ministries, Departments and Agencies in Nigeria.
2. As most of you are already aware, this Conference was conceived over 28 years as part of efforts to promote effective land administration in our country.
3. Each year the Conference provides a platform for Directors of Lands at Ministry of Housing and Urban Development, State Ministries, Departments and Agencies in Nigeria to gather, network, share experiences, discuss sector challenges to produce clear recommendations that border on promoting effective land administration in the country.
4. The Conference objective remains noble, progressive, and relevant today, as it was back then when the Conference was conceived. So, as we begin this 2023 edition, the 28th one in a series, we must do so in full recognition of the current in-efficient and challenges-full state of land administration in our country today.
5. To do this means asking ourselves some tough questions to bring us to reality and confronting the answers.
6. First, can we say that the sum of annual gatherings and conversations over the close to three (3) decades of this conference are helping us make progress in fixing the many issues in land administration in our dear country?
7. How many of the issues that we discuss each year at this Conference end up tackled and solved? How many of the recommendations that the Conference produces end up implemented? Or are we simply moving around in circles and turning the conference into an annual bazaar of some sort. Do we even have a tracking mechanism to monitor whether we are making progress or not?
8. We must confront these questions and be humbled by the answers. It is only by doing this reality check that we can find the inspiration, encouragement and resolve to work harder and differently in our respective offices as Directors and stakeholders towards achieving the noble goals with which this Conference was established.
9. As the Minister of Housing and Urban Development, I must say that I am honestly not happy with the current state of land administration in the country. And the reasons are obvious. The same issues that were there decades ago are still there today with us today.
10. This includes inadequate land information systems, complex land tenure systems, cumbersome and time-consuming land registration processes that contribute to delays and corruption in the system; the lack of a streamlined and transparent registration process that discourages investment and hinders economic development; inadequate urban planning which lead to informal settlements; congestion, and improper land use, inadequate legal and regulatory frameworks which results in legal uncertainties, making it difficult for individuals and businesses to navigate the land administration system with confidence. These are all problems that we all must fix. No one will do it for us.
11. I must acknowledge that some of these problems are beyond the capacity of the Conference and Directors to resolve. Indeed, the most fundamental ones such as the Land Use Act 1978 require legislative amendments and national government policy interventions. However, there is a lot of room for innovation to circumvent the limitations posed by some of these barriers. We have seen in States such as Kaduna, Kano, where innovative leaders have found ways to implement reforms that have helped them ease land administration by introducing efficiencies in land titling and property registration despite the limitations of the Land Use Act. These states deserve our commendation.
12. And my charge to all of you attending this 2023 Conference is that we must do likewise. We must think out of the box, innovate, and learn to do things differently. That will help us make progress and change the narrative going forward.
13. The theme of this year’s Conference — "Improving Land-Based Revenue of the Federating Units in Nigeria through Efficient and Effective Land Administration" — speaks directly to the core of our national progress.
14. As you are all aware, land, is an economic resource that holds immense potential for revenue generation and sustainable development. However, to harness this potential, we must address the challenges within our land administration systems and strive for efficiency and effectiveness.
15. I am happy to inform you that His Excellency, President Bola Ahmed Tinubu, GCFR, is set to tackle the systemic challenges that have hindered effective land administration. Mr. President has a bold vision for the sector and is committed to backing it up with the necessary political will to break down all barriers to unlock the revenue earning potential of land.
16. As the Minister of Housing and Urban Development, we have taken Mr. President’s vision and are running with it. Our aim is to implement the most historic land reforms the country has ever witnessed to make it easier, safer, and more profitable for the private sector to invest in the sector and make good returns.
17. A notable part of our broad housing sector reforms includes the implementation of comprehensive land reforms towards streamlining land administration and ensuring easy, cost effective and efficient access to land in our country.
18. Currently, we have a situation where the Land Use Act was enacted in 1978 but there was no complementary institution set up alongside it to provide the necessary framework, guidelines, and regulations for operationalizing it. We are working to establish a National Land Commission that would fix this gap and chart a new way forward for effective land administration in the country.
19. This will improve land titling and boost Nigeria’s ranking on the World Bank Ease of Doing Business where we currently rank 186th out of 190 countries on the World Bank Ease of Doing Business index in terms of ease of registering properties. Last week I met with the leadership of the Presidential Technical Committee on Land Reforms, Prof. Peter O. Adeniyi, where we agreed to incorporate the extensive work that they have done over 14 years in our land reform strategy. As the renowned land reform scholar said, experience shows that a nation can never develop if it does not conduct land reform. It will also help to boost revenues that States and Federal Government can earn from land.
20. The second related reform is the nationwide adoption of the Model Mortgage Foreclosure Law. The Model Mortgage Foreclosure Law (MMFL) is a housing industry stakeholder initiative and part of the Renewed Hope Agenda of His Excellency President Bola Ahmed Tinubu, GCFR that is focused on establishing an enabling environment for investment in real estate and the growth of mortgages in a state. It provides contemporary provisions on the creation, registration, and enforcement of mortgages, along with remedies like foreclosure and the enforcement of mortgages on real properties and related purposes in Nigeria.
21. As of date, the Model Mortgage Foreclosure Law (MMFL) has been passed in four (4) states, including Lagos, Kaduna, Ekiti, and Nasarawa States. We aim to drive its passage in all the states of the federation as part of our efforts to ensure that investments in the housing and mortgage sector are protected.
22. The Federal Ministry of Housing and Urban Development, through the Lands and Housing Development Departments, made great strides in improving land-based revenue generation for the Federal Government by way of income from fees charged on both primary and secondary transactions. These are statutory fees demanded for use of Federal Government lands.
23. As you deliberate on land and land related issues for the next two days, I urge you to critically examine measures that you can act on in the interim such issues as digitization of land titling process to improve ease of doing business, fostering synergy between public and private investors in housing delivery, checking the trend of double titling and multiple charges on Federal Government properties in the states, all of which is aimed at improving land based revenue in the tiers of government. At the end of your deliberations, it is hoped that you will come up with meaningful and workable solution to most of the problems confronting land administration and management at the various tiers of Government.
24. Knowing fully well that the outcome of this conference will form part of input/proposals to the National Council on Lands and Housing to be held next year. It is, therefore, with all seriousness of purpose that I enjoin you to be sincere and meticulous in your deliberations, putting the interests of the Country and complexity of interests in land in focus, in addressing issues hindering efficient land administration and management in Nigeria with a view to improving land-based revenue for sustainable development in the country.

I am pleased to welcome you to the 12th meeting of the National Council on Lands, Housing And Urban Development holding at Kaduna, Kaduna State.
2. As you are aware, the theme of this year’s National Council Meeting is “Harnessing Local and International Credit Scheme as a panacea for Housing Infrastructure Development under the Renewed Hope Mantra”. The theme is apt and timely, considering the Renewed Hope Agenda and drive toward addressing housing deficit and maximizing available opportunities in ensuring that a greater number of Nigerians have a place to call a home. As a collective resolve to address this perennial challenge in Housing infrastructure development, exploring both Local and International prospects is inevitable.
3. In order to ensure that housing challenges are addressed, it has become necessary for all the crucial stakeholders to consider and provide contemprorary policies that will support the exploration and assessment of Local and International funds.
4. It is quite instructive that the theme was carefully chosen to ensure that both Local and International Credit are assessed to complement direct Government effort in providing Housing for Nigerians.
5. The Meeting is significant as it will afford us the desired opportunity to identify some of the challenges in assessing Local and International credits for Housing Infrastructure and discuss strategies towards addressing them. We are required to look at the best ways to explore and assess funds needed for massive deployment of housing infrastructure so as to galvanize national growth and sustainable Development Goals which focuses on restoring economic growth, mass housing, investing in our people and creating a people friendly economy. The achievement of these objectives largely lies on the availability of affordable and sustainable Housing across the country.
6. Distinguished delegates and officials, the timing of this meeting, therefore, is very significant as it provides a variable platform for us heads of Bureaucracy in our various States to think through and make necessary provisions for Housing in our various Budgets for the year 2024 and beyond as well as developing frameworks for harnessing Local and International funds for mass and affordable Housing which will impact positively on Nigerians and the economy.
