Housing Ministry, NIWA, OSGoF Harmonise Positions for Effective Shoreline Regulations This is part of the resolutions of a meeting of the Technical Inter-Ministerial Committee on the Effective Control and Management of National Inland Waterways and Shorelines. The committee, comprising the Federal Ministry of Housing and Urban Development (FMHUD), the National Inland Waterways Authority (NIWA) and the Office of the Surveyor-General of the Federation (OSGOF), was set up to review, harmonise and update procedures on shoreline reclamation applications, allocations and collaborative regulatory processes. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, the Managing Director of National Inland Waterways Authority (NIWA), and Surveyor-General of the Federation, set up the tripartite inter ministerial technical committe to carry out the assignment. This is in line with the directives of His Excellency, President Bola Ahmed Tinubu, GCFR, and the aspirations of the Renewed Hope Agenda. The inter ministerial technical committee meeting focused on strengthening inter-agency collaboration, enhancing transparency and safeguarding the national interest in the administration of Nigeria’s shoreline and inland waterways assets. Following extensive deliberations, the Committee approved a unified Standard Application Procedure (SAP) to guide all shoreline allocations, reclamation requests and related approvals, in order to ensure uniformity, accountability and transparency. Under the new framework, all shoreline applications shall commence with the submission of a Letter of Intent to the Federal Ministry of Housing and Urban Development, to be followed by a mandatory joint inspection by FMHUD and NIWA, with the participation of the applicant. The Committee further resolved that provisional allocations shall be based strictly on survey data jointly validated and charted by surveyors from FMHUD, NIWA and the Office of the Surveyor-General of the Federation, in order to prevent encroachment into navigational channels, avoid overlapping grants and safeguard national spatial integrity. In addition, all existing shoreline grants-whether new, active, dormant or pending-shall be subjected to immediate review in line with the newly approved Standard Application Procedure. In accordance with earlier Presidential directives, any approval granted in previous years without evidence of payment of statutory assessed fees has been revoked. For high-sensitivity locations, including Banana Island, the Committee directed that no new approval or extension shall exceed boundaries jointly established by FMHUD, OSGoF and NIWA, adding that strict compliance shall be enforced. To strengthen process integrity and eliminate delays, the Committee approved a mandatory processing timeline of fourteen (14) days for each stage of the shoreline application and approval process. All Provisional Offer Letters shall henceforth carry clear expiration clauses, while non-compliance by officers or applicants shall attract appropriate administrative and regulatory sanctions. The resolutions of the Committee supersede all previous communications, directives, circulars and guidelines issued by any Ministry, Department or Agency in respect of shoreline reclamation, allocation, survey validation and related regulatory matters. The Committee commended the participating agencies for their cooperation and reaffirmed its commitment to a transparent, coordinated and sustainable framework for the management, protection and orderly development of Nigeria’s inland waterways and shorelines.

FG to Inaugurate National Building Code Advisory Committee Housing and Urban Development Minister, Arc Ahmed Musa Dangiwa has announced plans to inaugurate the National Building Code Advisory Committee following the recent launch of a Ministerial Task Team to probe causes of building failures in Nigeria. Dangiwa spoke in a keynote address delivered at a Workshop on National Building Safety and Structural Integrity Initiative (NBSSII) in Lagos, Wednesday, August 13th, 2025 Permanent Secretary, Dr Shuaib Belgore represented the Minister at the event The Workshop organised by Lagos State, in collaboration with the Federal Ministry of Housing and Urban Development, was a national campaign aimed at halting the growing wave of building collapses across Nigeria. The event, hosted by Governor Babajide Sanwo-Olu at Tafawa Balewa Square, brought together government officials, industry experts, and professional bodies. In his address, the Minister said, “Every building collapse is not just about the lives lost but also about the broken trust between government, professionals, and citizens,” Dangiwa decryed poor design, substandard materials, and weak enforcement of building codes as root causes of building collapse in the country. The Minister outlined the National Building Safety and Structural Integrity Initiative (NBSSII), which includes a nationwide audit of structures, a uniform inspection and certification system, strict code enforcement, and the use of e-GIS mapping with real-time inspection reporting. He also announced plans to inaugurate the National Building Code Advisory Committee following the recent launch of a Ministerial Task Team to probe causes of building failures. FG Aims To Unlock $150 billion Dormant Land Capital, Boost Economy * Land4Growth Programme, To Transform Land Administration Nationwide - Dangiwa The Federal Government is set to unlock over $150 billion in dormant land capital to boost economic growth across the country through the National Land Registration, Documentation and Titling Programme (NLRDTP). Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa announced the rollout at a Stakeholders’ Workshop on “The Nigeria Land Registration, Documentation and Titling Programme” (NLRDTP) in Lagos, themed “Moving from Inception to Implementation”. The NLRDTP workshop organised by the ministry in collaboration with the Lagos state government took place at Eko Hotel, Victoria Island, Lagos The Minister stressed that Nigeria’s current land administration system leaves less than 5% of land formally titled, leaving individuals to live on lands without secure proof of ownership, billions of naira in potential Internally Generated Revenue untapped for the State Governments, and estimated $300 billion in “dead capital for the Federal Government. He stated that the “Land4Growth”Programme is not just an administrative reform but a deliberate economic strategy under the Renewed Hope Agenda of President Bola Ahmed Tinubu, GCFR, which seeks to turn land from a dormant asset into a productive engine for prosperity, for individuals, States, and the country as a whole. “It is designed to replace our fragmented, opaque, and paper-based system with a digitised, transparent, and efficient national framework”, he explained. Dangiwa informed that the programme aims to Increase formal registration of land titles by at least 50% within 10 years, deploy standardised, interoperable Land Information Systems (LIS) and Geographic Information Systems (GIS), Strengthen State land agencies and registries, unlock over $150 billion in “dead capital”, among others. Some of the objectives of the “Land4Growth” programme according to the Minister includes; securing land rights for individuals, communities, and businesses, unlocking land’s economic potential as a driver of credit, investment, and housing delivery, increasing States’ IGR through vibrant, formal land markets and efficient property taxation, and more. He emphasized that the initiative will be led by the states, supported federally and coordinated nationally, respecting the constitutional authority of State Governments over land as enshrined in the Land Use Act. Speaking on the concerns of States the Minister spoke clearly that States would maintain full decision making power on land matters, with support from partners like the World Bank to ease financial pressure through funding, training and technical assistance. He also noted that the model is flexible and can adapt to the laws of the states while benefiting from national standards and interoperability; as well public enlightenment campaigns to improve the collection of approved Certificates of Occupancy (C of Os). Dangiwa informed that the initial phase of the programme would focus on 18 to 20 reform-ready States, targeting the issuance of over 1 million digital titles and the training of more than 2,000 professionals “This will be supported by LIS and GIS deployment, a National Land Information Repository, and a Harmonised Land Governance Structure to simplify processes, cut transaction times, and boost transparency”, he added. On the benefits for citizens and states, the Minister noted that individuals would secure land titles that will improve access to credit, reduce disputes, and enhance property values, while For States, modernised records will boost internally generated revenue (IGR), attract investment, and enable better urban planning. FG, Lagos State Host Workshop on Land Titling, Registration, Documentation * Housing Ministry working with World Bank, States to implement land reforms through NLTRDP The Federal Ministry of Housing and Urban Development, and the Lagos State Government are in collaboration to host a stakeholders workshop on National Land Titling, Registration and Documentation Programme (NLTRDP). Housing and Urban Development Minister, Arc. Ahmed Dangiwa is scheduled to flag-off the Workshop which will be hosted by His Excellency, Babajide Sanwo-Olu, Governor of Lagos State. The Workshop which is slated to hold on Tuesday, August 12th, 2025 at Eko Hotel, Victoria Island, Lagos, is expected to have high profile attendance from the built environment; professionals, real estate experts, mortgage institutions and other financial services stakeholders. Recall that the Federal government through the Housing Ministry was closely working with the World Bank to implement land reforms to unlock the potentials of Nigeria’s landed assets through the National Land Titling Registration and Documentation Programme (NLTRDP). Similar workshop on National Land Registration and Documentation Programme (NLRDP), was held in March, 2025, in Abuja. Recently, the Federal government suspended all land allocations and reclamation activities along the Lagos Lagoon shoreline, and a committe set up by the Minister of Housing, Dangiwa to ensure proper documentation, elimination of abuse, examine, and harmonise all approvals and developments along the shoreline. First, I would like to thank His Excellency, the Executive Governor of Delta State, Rt. Hon. Sheriff Oborevwori for honoring our invitation to the groundbreaking of a 250-housing unit Renewed Hope Estate here in the State’s capital.
Today’s ceremony is a continuation of the nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme of the Federal Ministry of Housing and Urban Development, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the commissioning of a 3,112-housing unit in Karsana, Abuja.
Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.
With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development. This is in line with the Renewed Hope Agenda of Mr. President to STIMULATE INCLUSIVE GROWTH, LIFT 100 MILLION NIGERIANS OUT OF POVERTY, AND BUILD A $1 TRILLION ECONOMY.
As you may recall, last month, following the presidential launch of the programme in Abuja, we embarked on the first leg of this exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one each in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano. Work is currently ongoing at each of these sites, and our plan is to have all of them completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians. UNDER THE RENEWED HOPE AGENDA, WE ARE IMPLEMENTING A ZERO TOLERANCE FOR UNCOMPLETED PROJECTS.
This second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units across eight (8) states in the South and North Central. We started on Wednesday with 250 units in Ebonyi; Thursday we were in Abia for another 250 units, yesterday we were in Akwa Ibom for another 250 units and today we are happy to be here in Delta to flag off another 250 units. Next week we will proceed to Osun, Oyo, Benue, and Nasarawa states for 250 housing units in each of these states.
This estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.

to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, to ensure that they deliver as per the contract. If you collect government money, you must do the work.
We also want the developers to adhere to the timeline and finish within three months so that we can begin the process of getting Delta indigenes to purchase and move in.
To ensure affordability, we have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30 years, rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.
Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Delta, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.
This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.
I want to state that under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money. We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread.
It is important to say that the provision of land in a good location and at no cost is a key condition for siting Renewed Hope Housing Projects. The twelve states covered under this 2023 supplementary budget are those that first provided land. I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.
At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Delta State, Rt. Hon. Sheriff Oborevwori, for promptly granting our request for the provision of land at no cost. This singular action has helped us reduce as much as 30% of the cost of the units in this estate for the benefit of potential homeowners. This is a dividend of responsible governance, and I applaud Your Excellency for this.
Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the Federal Government of Nigeria are committed to fulfilling promises and responsibilities to all Nigerians.

I want to warn in very strong terms that WE WILL NOT TOLERATE SUBSTANDARD WORK. You must be committed to delivering quality work as per the contractual terms to ensure durability.
