Service Delivery Awards: Dangiwa Urges Housing Ministry To Build On Momentum 

 

* As Ministry won OHCSF, SERVICOM and Sporting Awards

 

Housing and Urban Development Minister,  Arc. Ahmed Musa Dangiwa, has urged members of staff to build on the current momentum and strengthen the Ministry’s service culture in order to sustain its position as a reference point for excellence in public service delivery.

 

Dangiwa made the call against the backdrop of the various awards won by the ministry, including OHCF, SERVICOM and Sporting events. 

 

The Permanent Secretary of the Ministry, Dr. Shuaib Belgore, OON, received the HCSF "Go Live Category Award" for transiting his ministry to paperless operation. 

 

Under Dr. Belgore, the ministry adopted the full implementation of the Enterprise Content Management (ECM) operations on the 30th of September 2025, signalling the departure from paper operations.

 

ECM, is a part of the Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSIP25), a reform blueprint designed to digitise the federal bureaucracy and transform the civil service into a world-class entity by 2025.

 

Other awards won by the housing ministry are; 2nd Best Ministerial SERVICOM Unit (Ministry Team A), Permanent Secretary's award  for strengthening Servivom operations across the ministry as a very supportive CEO.

 

The Head of the Ministry’s Reform Coordination and Service Improvement, Mrs. Philips- Ogoniba Ibifuro  also received the 2025 Best NODAL Officer (Ministry Team A), for outstanding coordination, leadership, and dedication to service improvement. The Ministry’s sporting contingent  also won 10 medals at the recently concuded Federal Civil Games fedtival held in Yola, Adanawa state.

 

During a brief presentation of the awards to the leadership of the ministry, Minister Dangiwa congratulated the Permanent Secretary Dr Belgore,  the Ministry's Servicom Nodal officer, and members of the ministry's sporting contingent for the honours brought to the ministry.

 

He praised the Permanent Secretary’s leadership style, describing it as accountable, team-oriented, and result-driven, noting that the awards represent a win for the entire Ministry.

 

The Minister as well commended the Permanent Secretary for ensuring the smooth implementation of the paperless system in the Ministry, acknowledging the role of the ICT Department team in facilitating the transition alongside the efforts of the entire staff.

 

Similarly, Arc. Dangiwa applauded the Head of the Ministry’s Reform Coordination and Service Improvement, Mrs. Philips- Ogoniba Ibifuro for her SERVICOM’s 2025 Best NODAL Officer award, recognizing her hardwork, professionalism and consistency in applying the SERVICOM principles in the Ministry. 

 

The Minister expressed delight over the recognition of the Ministerial SERVICOM Unit as the second-best performing ministerial unit, describing the awards as a reminder that public service is fundamentally about the people being served. 

 

“These awards remain with us and remind us that public service is about the people we serve, and that we must always strive to deliver services that are timely, transparent, and of good quality,” he said.

 

The Minister also congratulated the Ministry’s sports team, assuring them of the Ministry’s continued support, both financially and morally, in the coming year.

 

Speaking earlier, the Permanent Secretary, Dr. Shuiab Belgore, expressed appreciation to the Office of the Head of the Civil Service of the Federation for the Transformational CEO award, attributing the recognition to the collective support and commitment of the Ministry’s management and directors. 

 

He also commended the Head of Reform and Coordination, Mrs. Phillips Ogoniba, for her outstanding contributions, describing her performance as a source of pride to the Ministry.

 

Belgore further acknowledged the Ministry’s sports team for winning ten medals comprising four golds, three bronze, and three silver, at the Federal Civil Service Games (FEPSGA).

He also applauded the ICT Department for driving ECM compliance, noting that improved inter-departmental collaboration has enhanced efficiency across the Ministry.

 

On her part, the Head of Reform Coordination and Service Improvement, Mrs. Philips- Ogoniba dedicated the awards to the leadership of the Ministry, particularly the Honourable Minister and the Permanent Secretary, as well as members of the Ministerial SERVICOM Committee and staff, whose collective efforts and teamwork, she noted, made the achievement possible.

 

She reaffirmed the resolve of the Department to sustain and deepen ongoing reforms aimed at improving service standards, responsiveness, and accountability.

FG Issues Ultimatun to Defaulters on Ground Rent Payment * Threatens revocation of CofOs  * Ratifies new rates regime for crops, economic trees compensation  *  Land Revenue vital to delivery of Renewed Hope Agenda - Dangiwa    The Federal Government has given a 60-day notice to owners of it's Certificate of Occupancy (CofO) to comply with the payment of ground rent as well as statutory charges or risk having their CofOs revoked.    Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa sounded this warning in a keynote address at the 29th Conference of Directors of Lands in the Federal and States' Ministries, Departments and Agencies, Wednesday, October 23rd, 2024    The theme for the 29th conference is “Equitable Land Stewardship: Challenges  of Land Administration and it's Impact on Climate Change  and Community Rights"   The Minister decried the failure of owners of titled properties to pay ground rent and other statutory charges to the Ministry for several years now, saying that such acts hampers the ability of the government to maximize the revenue earning potential of its landed assets.   “This non-compliance has resulted in the loss of trillions of naira in revenue to the Federal Government. Under the Renewed Hope Agenda of His Excellency, President Bola Ahmed, Tinubu, this cannot be tolerated as this revenue is much needed to deliver the Renewed Hope Agenda to Nigerians”, he added.   In addition, Dangiwa also warned that the refusal of some residents association of Federal Government landed properties to allow staff of the Ministry access to their various estates for billing purposes and enforcement of non-payments as outlined in their respective C of Os, would attract appropriate penalties and sanctions going further.   While admitting that the level of land administration was still in a state of emergency with issues such as the obsolete Land Use Act of 1978, lengthy, expensive, and complicated land titling and registration processes, limited access to land information, Conflicting land laws and policies, lack of formal land titles, among others, Dangiwa stated that Ministry has prioritized land governance issues and taken significant steps to make a difference.   Accordingly,  the minister outlined some of the steps such as the establishment of a new regime of revised rates for crops and economic trees that is fair, equitable, and provides adequate compensation to persons affected by government projects, formulation of Land Reforms Task Team to critically review, audit, and develop approaches to operationalize the Land Use Act.   In addition to this, he revealed that the Land Reform task force has prepared a preliminary report that highlights the need for the establishment of a National Land Commission as the launch point for implementing the Land Use Act and ensuring the synchronization of state land registries.   Other steps taken are the upscaling of the Electronic Certificate of Occupancy (e-C of O) and Land Titling System that incorporates a web-based Advanced Workflow System (WNABS) and an Electronic Documentation Management System (EDMS) for all federal government-owned lands in the 36 states of the country;    To this effect, the Minister gladly announced an award of ‘Best MDA in Innovative Technology’ for 2024 given to the Ministry by the Bureau of Public Service Reforms, in recognition of the Ministry’s efforts to leverage technology for improved land management. Accordingly, he highlighted the Ministry’s partnership with the World Bank to implement the Land and Urban Development component of the Nigeria-Urban Livability and Mobility Programme which aims to enhance the design and implementation of development policies and programs in selected Nigerian cities, as well as foster greater livability, competitiveness, and resilience.   In contribution to this partnership, Arc. Dangiwa noted the Ministry’s effort by organizing a national workshop on ‘Nigeria Livable Cities’ which brought together representatives from the national government and state commissioners of housing, land, and urban development from ten selected cities: Lagos, Kano, Ibadan, Rivers, Edo, Anambra, Abia, Kaduna, Plateau, and Borno.   The Minister also reiterated an upcoming groundbreaking partnership with the World Bank to address over 90% of unregistered land in the country with an estimated $300 billion in dead capital.   He stated some of the achievements which which the partnership aims at to include registration, documentation and titling of all land parcels within five years, increasing the formalization of land transactions, development and launch a National Digital Land Information System (NDLIS); among others. Dangiwa further charged the Directors of Land in various States as well as Heads of Housing Development Institutions, and regulatory bodies to play their respective roles in order to implement solutions to the issues hampering effective land administration and governance.   Earlier in his Address, the Permanent Secretary, Dr. Marcus Ogunbiyi expressed excitement in the theme of the Conference, in the sense that as it speaks to some of the most pressing issues of land administration, climate change, and the protection of community rights, facing the Nation, the continent and the world at large.   While noting that Land is a fundamental resource for development and provides the basis for Agriculture, Housing, industry and Infrastructures, He emphasized on the need for collaboration between Federal and State Agencies, Local Communities and International Partners, in order to design land administration frameworks that will promote equity, sustainability and resilience, as well as promote economic growth and environmental sustainability.   Ogunbiyi conveyed his confidence that the insights shared at the conference would contribute to the development of robust policies that advance equitable land stewardship across Nigeria and the African continent.   Also in his welcome address, the Director of the Department of Lands and Housing Development, Mr. Collin’s Alabi Esv, noted that stewardship of land, which is one of most precious resources, required careful management and equitable distribution.   “As we face rising pressures from urban expansion, population growth, and the effects of climate change, it becomes crucial that land administration processes are efficient, transparent, and inclusive”, he stated.   He disclosed that discussions at the conference would explore ways to balance the pressures from urban expansion, population growth, and the effects of climate change.   Mr. Alabi further encouraged the participants to actively engage in the sessions, share their experiences, and collaborate towards the development of solutions that will shape the future of Land Administration for generations to come.   ...

FG BEGINS REVIEW OF COMPENSATION RATES FOR CROPS, ECONOMIC TREES * fair and adequate compensation, a moral duty not mere legal obligation - Dangiwa  * President Tinubu has shown political will to implement reforms - Dangiwa Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has revealed that the Federal Government is on the verge of introducing revised compensation rates for individuals affected during land acquisitions for public projects, noting that President Bola Ahmed Tinubu is committed to critical land reforms towards effective land administration in the country.   Dangiwa spoke at the 2024 National Technical Development Forum on Land Administration focusing on the Review of Compensation Rates on Crops and Economic Trees for Project-Affected Persons in Nigeria, Monday 21st October 2024   The Minister noted that a review of the current compensation rates has become important for the purpose of ensuring project-affected individuals get fair value for their sacrifice.   In addition,  he underscored the critical value of crops and economic trees such as cocoa, palm, kola nut, mango, and cashew trees, among others, stating that they are not just sources of income, but multi-generational assets that represent years, even decades, of labor and hope.   "These trees are also tied to cultural and social identities. When displaced or destroyed in the course of land acquisition for public projects, the loss can be devastating, not only financially but emotionally. That is why it is essential to ensure that compensation rates reflect the true value of these assets, considering both their immediate and long-term economic importance," he said.   Explaining further,  he said the review is a priority of the current administration and a central focus of effective land administration.    "The Land Use Act of 1978 stipulates that the government has the right to acquire land for public purposes. But it also provides the framework for fair compensation when public land acquisition affects livelihoods. However, the reality on the ground often reflects delays, disputes, and inadequate compensation that fails to account for the true value of agricultural investments" he stated   The Minister also said that the Renewed Hope Agenda of Mr. President, believed that adequate compensation for crops and economic trees is not just a legal obligation; but a moral one.   Accordingly, he emphasised the importance of an effective land administration system, considering its importance for agriculture, industry, housing and urban development and its pivotal place as a lifeline for millions of Nigerians, pointing out that what the country has lacked for decades is effective land administration, and not a lack of land.   "It is important to note that as a country, we are blessed with vast land covering about 923,769 square kilometers. We do not have a shortage of land. What we lack is effective administration and management of this massive resource that providence has bestowed on us. And until we can do so, we may not be able to unlock its potential and to develop at the pace that we need to" he stated   Dangiwa, further noted that, Nigeria, unfortunately, for decades has been battling with issues such as security of land tenor, title and legal rights of possession, frictions in land transactions, coexistence of different categories of land rights (Native Rights, Customary Rights of Occupancy, and Statutory Rights of Occupancy…   Accordingly, he explained thet the Land Use Act was intended to harmonize these laws, which it's implementation has been inconsistent, largely due to the absence of comprehensive guidelines. This,  he said  has left gaps in the uniform application of the Act, which 'we are now determined to address'   While acknowledging the efforts of the National Technical Development Forum on Land Administration since its establishment in 2006, he stressed that a lack of political will to implement the great ideas and solutions of the past has rendered its efforts of no significant impact on Nigerians.   "Under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we are committed to making a meaningful difference in land administration. To achieve this, we are bringing a new sense of urgency, political commitment, and determination. Fortunately, we now have a president who not only possesses the political will but also the determination to see these solutions implemented" Dangiwa remarked   In addition, the Minister also disclosed that he was pleased, coming on board to reviewed the NTDF’s Terms of Reference and see that they align closely with the goals of  Renewed Hope Agenda for streamlining land administration.   " There is still a lot more that the NTDF can do to achieve its objectives, starting with aiming to achieve a 70% score in its delivery of the aims and objectives of its founders.   In his remark,  Permanent Secretary, Dr. Marcus Ogunbiyi, represented by the Head, Public Private Partnership (PPP), Arc Abimbola Asei said the forum has been organised to validate the submissions and data gathered from field  work by the World Bank Consultant.   Dr Ogunbiyi emphasized, " the review rates to be adopted should reflect current market realities and incorporate inflation rates, changes in agricultural yields, cost of agricultural inputs to ensure that Project Affected Person receive compensation that mirrors the true value of their loss "   He also maintained that the rates should reflect future economic potential of crops and economic tree,  and the unique agricultural conditions, adding market realities of each geo-political zones must also be considered.   The Permanent Secretary also reiterated the ministry's commitment in ensuring that compensation of crops and economic trees is fair, transparent, and reflective of current realities.   Ogunbiyi further charged delegates with the adoption of "a human - centered approach that prioritize the well-being of the  communities affected by public project."   Also speaking, Senior Social Development Assistant, World Bank Group, Dr Michael Ilesanmi noted that the Forum and the new direction it is taking is a key step in strengthening Nigeria's capacity for environmental and social management, as well as the processes for land acquisition, resettlement and compensation.   The Chairman of the Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON), ESV Asiwaju Dosu Fatokun, hailed the commitment of the Minister and his team in driving the reforms, especially towards ensuring fair compensation for project-affected individuals and increased access to land for Developmental projects.   Director of the Department of Lands and Housing Development at the Ministry, ESV Collins Alabi expressed his excitement at the momentum with which the current land reforms are taking place, noting that the revision of the compensation rates is an integral component of the overall reforms being driven by the ministry   He thanked the minister for the support and innovation accorded the department since coming on board, noting that the next few months and years will unveil the fruits of all that has been done in recent time. ...

FG's Urban Development Agenda, A Necessesity for Wellbeing of Future Genenerations - Minister Gwarzo   ** Says, sector policy initiatives of President Bola Ahmed Tinubu, deliberate for collective good.   Minister of State for Housing and Urban Development, Abdullahi Tijjani Muhammad Gwarzo has stated that the integrated urban development agenda under the housing and urban development sector was intended to provide positive transformation of urban landscafe at all levels, thereby securing the future for Nigerians.   Minister Gwarzo stated this in his closing address of the 2024 National Conference of Directors and Heads of Town Planning Organizations in Nigeria held at Dejavu Hotels abd Suites, Akure, Ondo State.   The address of the Minister was read on his behalf by Director Urban and Regional Development of the Ministry, Tpl Dr Olakunde Akionola David.   " It is imperative that we continue to prioritise sustainable development in all our planning and implementation efforts .... sustainable development is not just a goal, rather it is a necessity for the wellbeing of our current and future generations " Gwarzo stated   The theme for the 2024 conference is 'Effective Physical Planning as a Panacea for Integrated and Sustainable Urban Development in Nigeria "   Gwarzo who described the conference a valuable opportunity to catalogue the honest efforts of the current administration towards repositioning Nigeria's housing and urban development sector, commended the dutiful and indefatigable President Bola Ahmed Tinubu, GCFR for the massive strides in pointedly addressing issues of housing and sustainable development.   Accordingly, the Minister appreciated the efforts of the many sector players at the states' governments level doing quite alot, saying what is remaining is to integrate and galvanize the individual efforts into a single and indivisible whole.   " By integrating sustainable practices, we can create urban environments that are resilient, inclusive and capable of withstanding the challenges posed by climate change and rapid urbanisation " he concluded   The Minister called on the participants to have a common focus on creating green spaces, promoting energy efficient buildings and ensuring that urban planning processes are environmentally friendly, pointing out that sustainable development will not only enhance the quality of life for citizens but also position Nigeria as one of the leaders in Innovative and responsible urban development.   Ondo State Permanent Secretary, Ministry of Physical Planning and Urban Development, Chief Bunmi Alade and Professor Albert Abegunde, a member of National Institute of Town Planners (NIPL), and Lecturer in University of Ife, attended the closing ceremony.   The three days conference was attended by 197 Participants from 31 States of the federation and Federal Capital Territory (FCT).   ...

Text Delivered By H.E, Babatunde Raji Fashola, SAN At The Commissioning Of Woodhill Estate Under Akacare Cooperatives, And Flag-Off Of Cooperative Housing Development, Kuje, FCT, Abuja

Welcome one and all to the commissioning of Woodhill Estate of AKACARE Cooperative Housing Scheme and the flag-off of our cooperative housing initiative, one of the series that will happen in each of the six (6) geo-political zones of Nigeria and the Federal Capital Territory.

One of the NEXT LEVEL commitments of the Federal Government of Nigeria as declared by President Buhari at the ministerial retreat held in September 2019, is to deepen access of Nigerians to affordable housing and consumer credit.

This is a mandate item of the housing sector of the Ministry of Works and Housing; as the policymaking arm of government, and we have assigned the Federal Mortgage Bank of Nigeria (FMBN) a parastatal of the Ministry of Works and Housing, the implementation responsibility for executing our policy of PARTNERSHIPS with cooperatives.

For those who may wonder, why cooperatives? The answer is simple.

By definition, co-operatives are "an autonomous association of persons united VOLUNTARILY to meet their common economic, social and cultural needs and aspirations through a jointly-owned enterprise.”

The key word in that definition is the "voluntary" nature of cooperatives, and this is critical in the formulation of our policy of partnerships with cooperatives as a means of overcoming the problems of "Acceptability" and affordability that stand in the way of access to housing.

This is important because our experiences, our investigations and our observations reveal starkly that there are hundreds of thousands of empty and unoccupied houses in major cities across Nigeria.

They are empty and unoccupied because they are either over-built, in being too big, or under-built in being too small and therefore not acceptable to those who need them, because in many instances no consultation took place between the builders and the consumers they built for.

This is why we are undertaking a pilot scheme based on our studies to build in 34 states who provided land, what the people we consulted said they will find acceptable.

Because of the lack of consultation and acceptability problem, the problem of affordability creeps in.

Our policy development team finds the voluntary nature of cooperatives very useful because members will be expected to design and build according to their needs and their income, as they find affordable.

Co-operatives have traditionally proved to be successful in areas like transportation, agriculture, trade and commerce, market associations and amongst large groups in the informal sector.

It is these large members of the informal sector that we seek to reach, scale up constructions of houses and the multiplier effects on the economy for cottage industries who make building materials like paint, doors, roofing materials, nails, and electrical fittings to mention a few.

The scale of construction by voluntary associations is expected to ramp up employment and income for artisans who will build houses. This will be our contribution to President Buhari’s commitment to raise a hundred million out of poverty in a decade.

As in other sectors, when cooperatives have been successful, we can point to modest successes of partnerships by FMBN with some cooperatives in the formal sector that currently has 52 housing projects under construction to deliver 4,624 units in 2020.

It is this number, that the policy we flag-off today seeks to multiply in many fold by unleashing the power of cooperatives and empower their voluntary will to act together in pursuit of the common desire to access housing and credit.

In order to be eligible, cooperatives must be registered, they must acquire their own land, get title to it, seek and obtain a building permit from the governments of the respective states where their land is located.

This last requirement is instructive because it seeks to eliminate incidents of unapproved buildings and slums which governments later seek to demolish.

All the state government agencies in charge of land have been duly briefed at the National Council launch meeting held in Abuja on November 7th 2019.

The Mandate and the role of the FMBN is to then provide construction funding to the cooperatives to build the houses, and to provide mortgage finance to the individual members to buy the house and pay back in instalments at a rate not exceeding 10% per annum.

Ladies and gentlemen, this is the sum and substance of the policy and partnerships that bring us to Kuje, in the FCT today because AKACARE cooperative has embraced this NEXT LEVEL initiative to deepen access to housing and consumer credit.

It is therefore my honour and pleasure to flag off this cooperative partnership in the hope that it will quickly spread to other states in this Geo political zone.

As every cooperative chooses what it desires and can afford, the FMBN, representing the Federal Government of Nigeria will be your partner, providing financial support to enable you to act voluntarily to choose and build what you accept and your income can afford.

On behalf of President Muhammadu Buhari and the Federal Government of Nigeria, I commission this Housing Estate and flag off this co-operative development away from poverty and towards common prosperity.

Address Delivered By H.E Babatunde Raji Fashola, SAN At The 8th Meeting Of The National Council On Lands, Housing & Urban Development

On behalf of the Minister of State, the Permanent Secretary, Directors, Heads of our various parastatals and staff of the Ministry of Works and Housing, it is my pleasure to welcome you all to this year’s National Council on Lands, Housing and Urban Development.

For the record and for information basis, it is important to mention that the National Council offers a platform of convergence for representatives of the federal government , for those of the 36 states and the Federal Capital Territory to consider policy, agree programmes, form consensus about how life changing and beneficial policies, programmes and projects can be implemented not only by the federal government alone, but by all state governments and the FCT.

This is important in order to achieve wholesome and widespread delivery, access to as many as possible, and impact on an equitable scale.

While I welcome returning commissioners in some states, I am mindful of the changes that the general elections have brought in some states and therefore the change of personnel that have come with them.

I also therefore welcome very enthusiastically new members of the council and assure them of our commitment to assist them in achieving their developmental objectives for their state.

Let me point out that of all the National Councils that I know, I cannot recall easily any council for which the need for federal government and state government collaboration is so pivotal and defining for success like this Council for Lands, Housing and Urban Development.

This is due to many reasons, not the least of which is the Land Use Act, which vests control of lands in the territory of each state in the governor; and in minister of the Federal capital Territory (FCT) in the case of the FCT.

Added to this is the fact that the Supreme Court has decided since 2003, that urban planning and development control is the sole responsibility of the state governments in their territory, and that of the FCT in Abuja (34 states).

In other words, the use of land, whether for a house, office, market, school, hospital, petrol filling station or any other purpose is a matter solely for the state government.

Nevertheless, Housing is a social, developmental and economic objective of the federal government who cannot own land, unless allocated by the state government, and who cannot build unless urban planning department of states approve the development (Gwagwalada).

It is the foundation for that cooperation that we seek to continuously strengthen at each year’s national council meeting and then follow up with each state on a case by case basis.

The theme for this year’s meeting is  “Housing Development and Consumer Credit as Strategies for National Prosperity”, and it is informed by recent developments in the economy and also by the commitment made by the federal government in its Next Level Agenda.

Permit me to recall that on the 12th June 2019, the President Muhammadu Buhari, in his address at Eagle Square, committed to lifting one hundred million people out of poverty. This is what Mr President said:

“China and Indonesia succeeded under authoritarian regimes. India succeeded in a democratic setting. We can do it. With leadership and a sense of purpose, we can lift 100 million Nigerians out of poverty in 10 years.”

Since Mr. President made this progressive, ambitious and forward looking commitment, not a few have agonised about how. Some have divided the number of people by the number of years and wonder how 10 million people will come out of poverty, every year.

To yet another group, they understood it only in terms of employment.

I do not.

I understand it is a combination of employment, access to opportunities, value asset renewal, increase in income for those already employed, access to nutrition, freedom from disease, access to shelter and many more life enhancing opportunities that move people from want and poverty to access and prosperity.

This Council meeting emphasizes the need for the understanding that poor people are indigenes of the 36 states and FCT and it will require more than Mr President alone to achieve the commitment.

The impact of prosperity will be felt in the states and the governors and their commissioners have a role to play and they are already playing it, as I will show.

So too the Legislators at National and state levels.

However, let me point out that after that statement of June 12, which I choose to call the June 12 Charter for Prosperity, Mr President at the Retreat Preceding the inauguration of Ministers on the 21st day of August 2019 identified the following areas of focus for the administration over the term of four years namely:

i.   Agriculture
ii.  Health
iii. Education
iv. Energy (Petroleum products); and
v.  Power
vi. Security
vii. Infrastructure
viii. Housing and Consumer Credit

Although all areas listed have a direct impact on poverty, improvement of quality of life, cost of living and prosperity, the focal areas for the Ministry of Works and Housing are infrastructure, generally for works, and Housing and consumer credit for the Ministry of Housing.

Whenever I visit the sites of the pilot National Housing project being undertaken across the 34 States who provided land, I see an ecosystem of commerce, employment and entrepreneurship.

From the contractor/construction company who wins the bid to the labourers on site who earn N3000 a day, (N18, 000 a week (for six days) and approximately N72,000 a month) ; to the owner of the concrete mixer I met in Oyo state who charges N20,000 a day: to suppliers and vendors of building materials, and employees of companies that manufacture paint, tiles, roofing materials, the federal government, and state government collaboration provided a step up towards the ladder of prosperity.

On each site, there were averagely at least 1000 people employed.

Therefore if we could have more sites per state and all states involved, clearly many more people will get an opportunity to work, to supply, to produce and to earn an income. This is a step on to the ladder of prosperity and a big contribution to the achievement of the June 12 Charter of Prosperity.

This is why we have resolved to use cooperatives as the vehicle to achieve more construction in many states in order to expand the scale of construction, and therefore maximize the scale of opportunities.

The Federal Mortgage Bank, which is our parastatal for providing construction and acquisition finance has been designated as the focal agency to drive this initiative and they will be providing a detailed presentation to the council shortly after my address.

What we see is that cooperatives have been successful in transportation, agriculture, trades and markets and among artisans. We think it can be successful in delivering large scale affordable housing if cooperatives acquire their own land, design what they want to build, get state urban planning approval, and federal government gives them, through the Federal Mortgage Bank, loans to construct and loans to members to buy.

This is our broad vision for enabling access to housing and consumer credit (loans) through construction.

Other policies and programmes are the issuance of backlog of certificates of occupancy and consent to land transactions ( 3,000) and (1,708) respectively.

These instruments strengthen and support access to credit and also contribute to improving value of land by 30%-40% and this asset value appreciation is a contribution towards the prosperity ladder.

Site and Service Schemes: Where Government provides roads and other infrastructure to land, improves the value of land by 30%-40% and this asset value appreciation is a contribution towards prosperity .

Slum Upgrade Projects: also being undertaken through the Urban Development department of the Ministry are other ways by which we  improve quality of life and move people out of poverty. Every completed project not only renews the environment, replaces squalor with service, but it also improves the rental income to house owners and capital value of their property.

While I urge you all to listen attentively to the presentation by Architect Ahmed Musa Dangiwa, the Managing Director of Federal Mortgage Bank when he presents the plan on cooperatives, I urge you all to start thinking about :

Cooperatives and how they can register, own lands, contribute to the National Housing Fund and benefit.

How many cooperatives in your states can qualify and what you can do to help them

How to keep proper data and records of cooperatives and also the number of people employed on each site when work commences

How in your states you can use site and service schemes, prompt issuance of certificate of occupancy and consent to land transaction to drive poverty to the rear and propel people towards prosperity.

I have no doubt in my mind that the vision is achievable and surpassable, the building blocks for achieving it are already in place, and it is for all states and federal government, with the private sector to commit to work on the road to prosperity, through housing delivery, and access to credit on a massive scale.
