Works Minister Tasks Contract Management Team for More Effort at Implementation Stage.
The Hon. Minister of Works Engr. David Nweze Umahi CON, has tasked the Contract Management Team (CMT) for the Value-Added Concession (VAC) Category of the Highways Development & Management Initiative (HDMI) to work hard and double their effort at this critical stage of Contract Implementation.
He made this remark while inaugurating the CMT at the Federal Ministry of Works Headquarters in Abuja on Tuesday.
The Minister said “I understand that it has been three (3) years of hard work by the Project Delivery Team (PDT) members of the Highways Development & Management Initiative (HDMI), most of whom are now being transmuted as members of the Contract Management Team (CMT). We expect that the same hard work you brought to bear on the Contract Preparatory Stages would be doubled at this critical stage of Contract Implementation.”
Umahi, similarly said “the idea of including Senior Executive Management representation from each Concessionaire on the CMT is to ensure seamless workings and interactions. I, therefore, I wish to advise the Concessionaires to accord the CMT, which they are already a part of the maximum cooperation that is needed. As we are aware, the Value for Money (VFM) generated through PPPs depends on the quality of the private partner and the government’s contract management systems and teams”.
The Hon. Minister concluded “To the Government side, please, accord this assignment the utmost attention it deserves and not be in the erroneous belief that these concessions (contract) will be self-regulating and self-reporting. Your terms of reference (TOR) will nonetheless be explained to you in due course, and it will be tied to the task of liaising with the Concessionaire on matters relating to the management of the Contract. You are therefore required to be proactive and guide these contracts to Financial Close and Project Implementation, accordingly. “
The Permanent Secretary of Works Ministry Mr. Mahmuda Mamman in his opening remarks said, “The HDMI was created by the Ministry to manage and develop the federal road networks, with the aim of attracting sustainable investment and funding in the development of road infrastructure and maximization of the use of assets along the right of way (ROW).”
He said “the Initiative is expected to amongst others, bring order, accountability, and profitable entrepreneurship to the operations, management, and maintenance of Federal Highways. The following Twelve (12) roads were initially planned for concession under the first phase of the Initiative, namely: Benin – Asaba; Abuja– Lokoja; Kano – Katsina; Onitsha – Owerri – Aba; Shagamu –Benin; Abuja -Keffi –Akwanga; Kano – Maiduguri; Lokoja – Benin; Enugu-Port Harcourt; Ilorin-Jebba; Lagos-Abeokuta; and Lagos-Badagry. However, only Nine (9) of the roads attained Commercial Close.”
The Head of Public Private Partnership (PPP), Mrs Abimbola Asein Federal Ministry of Works rolled out the names of the membership of the HDMI Contract Management Team which include some departments in Works Ministry and Federal Ministry of Justice, Federal Ministry of Environment, Federal Road Maintenance Agency, Infrastructure Concession Regulatory Commission, Bureau of Public Enterprise, Debt Management Office and Ministry of Finance.
Director Transport Infrastructure Concession Regulatory Commission (ICRC) Mohammed Aliyu Bamali who spoke on behalf of Director General, ICRC said “FG and the Commission considered it expedient for Ministry of Works to set up CMT to serve as the main oversight on the implementation of HDMI projects”.
He said “CMT is to carry out the following jobs : efficient management of contract ; that parties strictly keep to the terms and conditions of contract in fulfillment of the financial obligation, project specification and provisions of relevant documents e.g performance bond, insurance and tax etc ;To collate and analyse report of concessionaire as well as conduct periodic visits to the project sites ; address the various needs and expectations of all stakeholders in executing the projects; establish effective communication channels that are active and collaborative; Communicate project deliverables to stakeholders and to ensure timely resolution of projects challenges to avoid dispute that will affect project implementation of the contract.
The Concessionaires appreciated members of the HDMI Committee for a job well done and appreciated the resolution, they said “if they had not done their work things wouldn’t have been the way they are for the benefit of Nigerians”.
Dangiwa Reiterates Commitment to Land Use Reforms and Adequate Housing Data
The Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has pledged his commitment to working with stakeholders and the National Assembly to ensure that the country's Land Use Act is comprehensively reviewed and amended. This initiative aims to update the laws guiding housing, access to land, compensation, resettlement, and other land-related matters in line with current realities. The Minister gave this assurance during a meeting with a World Bank delegation at the ministry's headquarters in Abuja on Monday, 4th September 2023.
Arc. Dangiwa observed that key provisions of the Act, including those related to compensation, are obsolete and lack relevance in guiding land-related matters in today's Nigeria. "I have already issued a directive to the Directors of the Department of Land and the Department of Urban and Regional Planning to develop a robust framework for engaging the National Assembly and stakeholders in reviewing the Land Use Act."
While addressing the issue of the housing deficit, the Minister emphasized the importance of instituting a sustainable framework that generates credible, reliable, and scientific data to guide policy formulation. He stated that he has already moved beyond simply discussing the problem to taking action by engaging the National Population Commission to leverage the forthcoming population census to obtain baseline scientific data about the state of housing conditions in Nigeria.
The visit by the World Bank team aimed to brief the new ministers on the existing collaboration between the World Bank and the ministry, ongoing projects and programs in the housing, land, urban development, and mortgage finance sectors, as well as discuss avenues for further collaborations.
The leader of the delegation, Michael Ilesanmi, noted that discussions with the ministry on land acquisition, resettlement, and compensation began in 2014, with a deepening of these discussions in 2022.
"Land remains a significant issue in the sector. The Land Use Act faces various challenges, and while realities have changed since its enactment in 1978, not much has changed with the Act. I believe there are opportunities to revise the Act to make it more relevant today," he said. He added that the issues surrounding acquisition, resettlement, and compensation are hindering development.
The World Bank team also expressed concern about the inadequate processes and standards used in determining replacement costs and compensation rates, which further exacerbate the challenges in land development. "You can obtain the legal license, but without the social license, you cannot operate effectively," said Ilesanmi.
While the World Bank offered its commitment to provide technical and knowledge assistance to the ministry when called upon, it called for a systematic approach to dealing with the numerous challenges in the land and housing sector.
The minister further assured the team that his leadership is determined to address all the challenges confronting the sector, as well as looking into the foreclosure law, which is essential for the growth of the mortgage industry. He also noted that the ministry will collaborate with relevant agencies in the area of policy development to ensure urban planning receives adequate attention, adding that the retreat for state officials of urban planning scheduled to take place in October 2023 will be one way to discuss strategies to tackle the challenge of unplanned cities.
"Think Outside the Box for Solutions to Housing Problems" - Dangiwa Charges Heads of Housing and Urban Development
The Minister for Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has directed the Heads of Departments within the Ministry to think outside the box and come up with innovative measures and ideas that will help the Ministry achieve its mandate of providing affordable housing, increasing access to land, and ensuring the sustainable development of urban and rural areas and communities nationwide.
Arc. Dangiwa issued this directive on the first day of receiving Detailed Briefings from the Principal Officers of the Ministry. This is part of a broad range of reform actions that he plans to take to ensure that the Ministry is properly re-aligned along the path of enhanced efficiency to enable perform its functions optimally towards delivering greater impact as stated in its mandate.
This includes ensuring that the Ministry, which is mostly staffed by professional Architects and Town Planners, take the lead in researching and developing housing designs that are, in reality, actually affordable, acceptable, and accessible to Nigerians, particularly low and medium-income earners, who constitute over 80% of the Nigerian population. He emphasized that all professionals within the Ministry must take their roles seriously and contribute their quota towards achieving this objective.
“As a Ministry staffed mostly with professional Architects, we must use our knowledge and expertise to produce innovative housing designs that are affordable and livable. We must prioritize the 80% of Nigerians that are within the low to medium income segment. They too are Nigerians and deserve to live in decent, safe, and quality homes” he stated.
To achieve this, the Minister immediately set up a Committee on Affordable Housing Design and tasked its members to develop a minimum of three different housing concepts that an average Nigerian can afford. He directed that the conceptual designs should be organic. This means a family can start with a one bedroom and as their incomes increase expand that same house to a two bedroom or three bedrooms over time on the same parcel of land by attaching one or two walls as the case may be.
Arc. Dangiwa further clarified that an affordable house that is reasonable priced and within the financial means of individuals and families with lower incomes. He said that such a house should not cost more than 30% of a household's income. This includes rent or mortgage payments, as well as utilities and maintenance costs. This puts the preferred cost of a house that an average Nigerian can afford at within the range of N4 to N7million.
The Honorable Minister also assigned the Urban and Regional Planning Directorate the task of collaborating with the National Assembly to formulate an actionable framework for initiating the review of the Land Use Act of 1978 as it is crucial for facilitating affordable housing delivery. The Minister noted that the Land Use Act contains outdated provisions and no longer fully serves its original purpose due to the passage of time.
All directives have been provided with specific timelines to ensure effective and efficient implementation.
History As President Buhari Commissions Seven Legacy Projects on Tuesday
Following through on his administration’s determination to upgrade and expand the nation’s stock of infrastructure, President Muhammadu Buhari will (tomorrow) Tuesday, commission seven legacy projects completed by the Federal Ministry of Works and Housing across the country.
Comprising three major Bridges, three Federal Secretariats and a Road, the historic event will be headlined by the Second Niger Bridge which was conceptualized in 2005. In 2014, there was an attempt to begin the project through Public Private Partnership (PPP) but this was not successful. The construction began in 2016 with the Presidential Infrastructure Development Fund (PIDF).
Others are the Loko-Oweto Bridge across River Benue to link Benue to Nasarawa State and the Ikom Bridge in Cross River State while the Road project is the completed Section of the over 200 kilometres of Kano-Kaduna Dual Carriage Expressway and three new Federal Secretariats.
The first of the Federal Secretariats at Awka is located at Executive Business District Layout, Awka South Local Government Area, Anambra State and is situated on a 5.106 Hectares of land. The project was first awarded on 9th December, 2011 but was practically completed and taken over by the Ministry of Works and Housing on 14th July, 2022.
The Secretariat has a total of 498 Office Space, a Conference Hall, four Committee Rooms, an Exhibition Hall, a Banking Hall, a Post Office and befitting Reception. In addition, the Secretariat has lift facilities, well laid out parking spaces and drainages, staff canteen, fire hydrant and other vital facilities.
The second, Federal Secretariat Gusau, Zamfara State is located at Unguwan Dan Lawan, off Sokoto By-Pass Road, Gusau, Zamfara State. The project is situated on a 7.5 Hectares of land and was awarded also on 9th but was practically completed and taken over by the Ministry on 30th November, 2022.
The third to be commissioned is the Federal Secretariat Yenagoa, which is located at Alamieyeseigha Road, in Bayelsa State. It is situated on a 7.5 Hectares of land and was awarded on 9th December, 2011 but was practically completed and taken over by the Ministry on 30th November, 2022.
It would be recalled that President Buhari commissioned a fourth one, the Federal Secretariat Lafia, located at Bukar Sidi along Jos Road, Lafia, Nasarawa State in February this year.

Remarks At The Shelter Afrique 2023 42nd AGM At The Roundtable Session Of African Ministers With The Theme “The Data Question – Which Are The Real Numbers? Harmonization Of Housing Market Data In Sub-Saharan Africa”
I would like to start my intervention by acknowledging the importance of Data as a critical development and planning tool.
The use of data for planning and decision making by those with the requisite skills, capacity and rigour can lead to predictable, orderly and measurable results.
But there are caveats.
The data must be reliable. It must be collected or gathered from verifiable sources. Its integrity must be unimpeachable.
Data can be dangerous in the hands of the unskilled. I can only equate the degree of danger to leaving nuclear weapons deployment codes in the hands of an unstable person.
It puts the entire planet in peril.
This is why I am delighted to have a speaking opportunity at this most important roundtable about the data question in the Housing market in Sub-Saharan Africa.
A pleasant news in this regard is to inform you that Nigeria will very shortly be conducting a Housing and population census across the country, and with it, we hope to gather data about our people’s housing needs and use this to plan and implement policies, programmes and projects to address any verified needs.
But while this is still in the offing, my most important message to this session is this:
“Africans should stop binging on deficits.”
I say this because all too often, we seem too eager to accept, own and propagate the worst narratives about our countries and our continent, based on data whose sources or integrity are unproven.
At one time we were referred to as the “Dark Continent,” yet our human and material resources built and are sustaining some of the most prosperous societies on earth.
But we never pushed back on the inhuman economic model that created such inequality.
Instead, we seemed too anxious to please and deploy a mindset of surrender and pity.
Thankfully, that mindset is changing, and I daresay not quickly enough.
And it is in this context that I wish to address the question of housing data.
In my tenure of office as Lagos State Governor, between 2012-2015 we delivered 200 units of houses to members of the public every month, over a three-year period.
At the same time other Governors launched and successfully executed housing projects across most of our 36 states, and so did members of the private sector.
Regrettably, it seemed that nobody was ready to take account of the delivery of even 1 (ONE) unit of housing.
There was a fixation and a binge on a supposed 17 million housing deficit; and I will say a few things about that number shortly.
The point I am making here, which needs to be repeated is that by logical and accountable use of data, if there was a need of 17 million and 1 unit was provided, one would expect that the need would reduce by 1 (ONE).
Unfortunately, that was not the case. In a seeming desperation to race to the bottom, binge on the deficit and perhaps unleash a “Nuclear War on Housing” the “deficit” grew to 19 million, later to 22 million and just a few days ago to 28 million according to announcers who cannot point to a source.
All these figures without a basis.
Of course, I took the view that as Housing Minister, my success depended on working with credible data.
So I went in search of the data.
Everybody who had asserted the deficit of 17 million that I asked about the source only pointed me further ahead, almost like the search for a house without an address.
Nobody knew where it came from, but they all loved it and were ready to assert it. Indeed, I think they might have thought that something was wrong with me about finding out the truth.
Happily, the source of the “data” of a housing deficit of 17 million did not prove eternally elusive. I eventually found where it came from.
It was in the PREFACE to the 2012 National Housing Policy signed by the Minister then in charge of the Ministry of Housing, 3 (THREE) years before I took office.
I put a telephone call through to the Minister, who admitted to the preface but said it was prepared by aides and the pressure of work did not allow sufficient vetting.
Needless to say, the Minister confirmed that the Data has no verifiable basis. Therefore, I say to those who still choose to live by it, I wish them well on a journey to the unknown from an unknown destination.
To right-thinking and well-meaning people, I urge you to sensibly disown this baseless data and invite you to let us work together like rational people, using what we know while we await the results of the National Housing and Population Census for 2023.
And to the question what do we know, I say that the last time I checked with our National Bureau of Statistics, (admittedly a few years ago), there was a reliable household survey of about 35 million households in Nigeria; a household representing one family unit.
If we set that nebulous figure of 17 million housing deficit against the verifiable household data of 35 million Households, it would suggest that almost half of the population is in deficit of housing.
I leave you all to square that circle; but my view is that this offends logic and what we know.
Is there a housing deficit?
Of course, there is. I am the first to admit it.
How should we approach it?
My view is again to use what is proven, which is that globally, more people are moving towards cities in the last 50 years than at any time before in our human existence; in a trend now defined as rapid urbanization.
We also know from economic principles that when there is an increased demand for a service, commodity or product without corresponding supply, there will be shortages and price increases. This is also verifiable.
Using these verifiable principles, I submit that the housing deficit in Nigeria and most parts of the continent and the world is more pronounced in urban centres than in rural areas.
While awaiting reliable census data, my approach has been to concentrate on housing supply and construction activities in the urban centres of our states, even as I am mindful of the existence of empty houses in the same urban centres.
I know that many of those struggling for accommodation in the cities have left one form of shelter unused or under utilized in our rural areas.
I also know that housing provision must look seriously at the rental side, while trying to increase ownership.
I know that a lot more needs to be done to free up any obstacles that prevent people from renting or acquiring many empty houses that we see in our urban centres.
Distinguished Ladies and Gentlemen, my thoughts are not perfect and they may not provide all the answers, but they represent my convictions about how to approach data use in solving our problems.
I hope our team of experts will move the conversation significantly forward; as I believe that we cannot afford to be less than most diligent in the execution of the 2023 National Housing and Population Census.
It should tell us many things if conducted diligently.

42nd Shelter Afrique AGM: Nigeria Emerges Chairman
The Honourable Minister of Works and Housing Mr Babatunde Raji Fashola representing Nigeria, has emerged the Chairman of Shelter Afrique (SHAF) Annual General Meeting (AGM) Bureau at the company’s’ 42nd AGM after an election held at Transcorp Hilton Hotel in Abuja on 11th May, 2023.
Fashola expressed with humility yet with deep sense of responsibility while responding to the acceptance of his nomination as the new Chairman of SHAF. He said “the Nigerian government is transiting to another Administration in 18days time, we are embracing change but this is what SHAF needs to make progress, the change comes in different shapes, like changing board members, new ways of raising funds, having new directions, etc. He said the organization needed to introduce new strategies to restructure SHAF.
The outgoing Chairman of Shelter Afrique AGM Bureau & Zimbabwe’s Minister of National Housing and Social Amenities Hon. Daniel Garwe while making his remark said “the housing sector needs helps in wealth creation, and employment in Africa “He encouraged members to pay their subscriptions to help the company to survive in the face of Covid -19 pandemic in it's after mat while emphasizing that Africa needed Housing for its citizens.
The previous election of SHAF was held in Cameron in 2021, subsequently, Rwanda will be chairing the next meeting in 2024. Nigeria is now the current host of the 2023 meeting while Algeria will host the AGM in 2025
Shelter Afrique Holds 42nd AGM In Abuja – Nigeria
The hosting of the 42nd Annual General Meeting (AGM) and Symposium Of Shelter Afrique (SHAF) is now confirmed to be holding in Abuja Nigeria from the 7th -12th of May ,2023.
Shelter Afrique (SHAF) is a company for Habitat and Housing, established in 1982 by African Governments, the African Development Bank (AFDB) and African Reinsurance Corporation (African–Re). This company is dedicated to providing funding solutions for affordable housing projects across Africa
Nigeria is a founding member of this company and holds position as the second largest shareholder after Kenya with investments totaling (USD) $30,724,961:00 and a shareholding of 15.80 %
The Annual General Meeting (AGM) of Shelter Afrique Constitutes the main policy organ of the company and it provides a forum for shareholders to collectively review and deliberate on the performance of the company once every year.
On the other hand, the Annual Symposium held during the AGM, is one of the key activities of Shelter Afrique, which is an avenue for collaboration and synthesizing emerging lessons, knowledge, best practices and innovations. Over the year the symposium has served to document and disseminate information to African Countries, stakeholders and key partners on the provision of affordable housing in Africa.

Building Infrastructure Improves the Economy - Fashola
Honourable Minister of Works and Housing, Babatunde Raji Fashola has said that the Federal Government has committed so much money into infrastructure to ensure that people reap the benefit of it, saying that without infrastructure businesses cannot grow.
Fashola made the remarks at the 23rd Annual General Meeting (AGM) of the Nigerian Association of Road Transport Owners (NARTO) that was held in Abuja.
The Minister said road building in the country has improved dredging, granite, laterite and quarry businesses and NARTO is one of the major beneficiaries for moving goods and services during construction works.
Fashola advised NARTO to enforce weight regulation from loading point for the safety of our roads and also ensure that their members are professionally trained drivers.
In the same vein, the Minister told NARTO to create certification for its members and drivers must be made to maintain speed limit, as well as bringing a stop to the culture of repairing trucks by the roadside, suggesting that workshops or trucks should be created in all states and NARTO divisions across the country.
In his remarks, NARTO President, Yusuf Lawal thanked President Buhari for making NARTO part of the Nigerian National Petroleum Corporation (NNPC) Road Task Team that will supervises critical roads being handled by NNPC.
Yusuf further disclosed that NARTO has signed Memorandum of Understanding (MOU) with Independent National Electoral Commission (INEC) that its members would observe high level of sincerity and responsibility during and after the conduct of 2023 election while moving election materials around.
Mr. Yemi Adetunji who represented NNPC at the event said NARTO was involved in almost all activities of its organization and they are a key player in realizing its objective of contributing to the National economy.
He said NNPC is to support government to rehabilitate the road in Nigeria and they would ensure the petrol products is available for people through NARTO.
The Corps Marshal of Federal Road Safety Commission (FRSC) Corps Marshal Dauda Ali said “NARTO has been working with us for a long time and we will always advise them when it is necessary, we worked together to ensure a successful ember months period “
The Representative of Major Marketers Association of Nigeria (MOMAN), Godwin Jarikre said “since 2020 we have been collaborating with NARTO for the benefit of Nigerians to ensure safe driving on the road and to ensure bad emission from their trucks are not affecting members of the public. We will advise that drivers look for tools to manage their trucks and NARTO should keep emphasizing on the training, education, medical fitness of drivers to ensure we have good transportation system in the country”.
FG Hands Over Keys To More 1994 Super Eagles Players
The Federal Government has handed over keys to more members of the 1994 Super Eagles team such as Mutiu Adepoju, Ike Shorumu, Finidi George, Akin Amao a doctor in the team in fulfillment of the promise that was made to the team 28 years ago by the Federal Government.
Adewale Adesokan a beneficiary of the National Housing Project of the Federal Government also received his key. Works and Housing Minister who handed over the keys at the project site in Onidundu in Akinyele Local Government Area of Oyo State was represented by the Federal Controller of Housing in the state, Mr. Gbolahan Jacob Adesola.
The Minister disclosed that four (4) Nigerians in the state have fully paid for their houses, he therefore, encouraged other Nigerians to seize the opportunity to become house owners by subscribing through the Ministry's portal: https://nhp.worksandhousing.gov.ng.
Fashola said the portal was opened to avail members of the public equal opportunity to apply for and own their own houses without discrimination or artificial obstacles. He added that interested members of the public could apply through the Mortgage Bank as well.
Fashola said that buying a house in the National Housing Project, (NHP) has an advantage over what is obtainable in the market as the payment options are really flexible.
He said, " The advantage of owning a house in the National Housing Programme, NHP include well-spaced site such as one bedroom unit which is about 60 - 70 square meter, two-bedroom unit, which is 76 - 103 square meters and three-bedroom units that is 110 - 137 square meters."
" These are extremely generous spaces when compared to what is available in the market."
In his speech Oyo State Governor Dr. Seyi Makinde who was represented by the state Commissioner of Land Management, Segun Olayiwola expressed gratitude to the Federal government for undertaking the project. He noted that the project will no doubt ease the housing problem in the state and the country at large.
The Governor stated that it was in recognition of the immense benefit that the project could bring to the people that the state government donated the land for the construction.
The Permanent Secretary of the Ministry Mr. Bashir Nura Alkali who was represented by Mr. Raymond Ogunlewe said the Federal Government inaugurated the National Housing programme for the construction of affordable and acceptable houses nationwide as part of President Muhammadu Buhari's developmental agenda of addressing the Housing needs.
The Permanent Secretary added that the Ministry had successfully constructed housing schemes in 35 states in the country. He also said the housing types comprise of two-bedroom, three-bedroom semi-detached bungalows and condominiums.
Mr. Alkali disclosed that the houses were built in cognizance of the culture and climatic peculiarities of the regions while upholding the tenets of building, energy and efficiency code being championed by the Ministry.
In response the beneficiaries expressed gratitude to God for making it possible and praised the Federal government for the execution of the project.

H.E, Babatunde Raji Fashola, SAN, CON the Honorable Minister of Works and Housing has said that the five number internal roads both newly constructed and rehabilitated by the FG within the Federal Medical Center, Owo in Ondo State is part of government's intervention to boost health care delivery in the Health Sector of Nigeria. This, he said will go a long way in saving lives of citizens.
The Minister stated this during the official Commissioning and hand over of five numbers (5) internal roads intervention at the Federal Medical Center Owo in Ondo State.
The Minister, who was represented by the Ag. Federal Controller of Works in Ondo State, Engr. Olajide Hussein said that with these newly constructed and rehabilitated five internal road network within FMC, Owo, already from reports and testimonials of patients using the facility has been a great boost to timely treatment of patients, the easy and speedy movement of emergency patients within and in between wards and also different clinical sections has been greatly enhanced.
Speaking further, Fashola confirmed that the gap of Nigerian's infrastructure needs is steadily being bridged by a gradual process of repairs, renewal and construction of impactful internal roads within varied institutions and Federal Medical Centers. In his words... ''We have successfully intervened in 64 internal Roads projects in various Federal Tertiary institutions and handed over a total of 46 as at March, 2022 and we are now having another 18 ready to be handed over, while we are currently attending to 19 roads in similar institutions across the Country making a total of 83.
The entire FMC, Owo community made up of Doctors, Resident Doctors, Nurses, Trainee Nurses, patients and their relatives who use the facility for medical treatment have all expressed renewed enthusiasm and glaring joy with regards to receiving timely and quality attention and treatment to their wards which has both saved lives and funds since these five roads intervention by the Federal Ministry of Works and Housing came into effect. The Minister also affirmed that this intervention is consistent with the progressive ideal of President Muhammadu Buhari's Administration's commitment of improving human condition, and that this process continues here as we hand over these five internal newly constructed and rehabilitated roads within the Federal Medical Center Owo as a critical intervention to support this medical institution.
Also, during the construction of these five roads, people were employed in the process, thereby contributing to the job creation initiatives of the government and it is hoped that the Management the Federal Medical Center, Owo will now ensure that this asset is used properly and not abused.
Earlier, the Chief Medical Director/Chief Executive Officer, Dr. Liasu Adeagbo who was represented by Dr. Aiyeyemi Adeyinka Joseph - Head Clinical Services and Director Training was full of deep appreciation to President Muhammadu Buhari and the Minister of Works and Housing, Babatunde Raji Fashola SAN, CON. He said to this five internal road network intervention has brought a lot of joy to them as Medical Doctors and much more to the patients they treat, this has boosted their moral to provide quality health care services to patients, who in turn because of the beautiful ambiance of the environment believe that they will be healed once they enter the Facility. Dr. Joseph however appealed that this Sectoral collaboration is necessary and should continue - Bad roads he said are a great danger to genuine attempt in saving lives especially in the movement of emergency patients within different clinical sections for immediate treatment - this is due to the vast expanse of land which Owo Federal Medical Center occupies. This he also said is a great boost to the Doctors as well who find it now very easy to access wards and patient for treatment and attention. These roads have also made it easier for Trainee Nurses to move around during training sessions.
Also in the same vein, the Ag. Head of Nursing Services, Mrs Mabel Atinuke Asegbeloyin said that the road network intervention has enhanced smooth transportation of both workers, patients and trainee nurses around thereby making their work easy- areas across different wards and patient are now easily accessed.
Affirming the huge benefits of these roads also was Dr Opeyemi Samuel Salako, the President of the Association of Resident Doctors in the Center, he said this is a very laudable infrastructural intervention which has brought improvement to the accessibility of the knocks and crannies of the facility, especially in the swift movement of patients from emergency points to wards and theatres for immediate treatment. He honestly appreciated the President, Muhammadu Buhari and the Minister of Works and Housing Babatunde Raji Fashola, while also hoping that more of such intervention to improve health care service delivery in other Medical Centers around Nigeria should be considered.
The entire Owo Medical Center community of both Doctors, Resident Doctors, Nurses, Administrative and Security officials were all glad and full of appreciation for this Federal Government gesture of road network intervention infrastructure.
We Are Committed To Fighting Corruption In The Ministry- Nura Alkali
The Permanent Secretary of Works and Housing, Bashir Nura Alkali has stated that the Federal Ministry of Works and Housing is committed to stemming corrupt practices in the Ministry with the inauguration of the Anti-Corruption and Transparency Unit (ACTU).
The Permanent Secretary represented by the Director of Human Resource in the Ministry, Abdullahi Aliyu stated this during the inauguration and induction of the new Anti-Corruption and Transparency Unit (ACTU) members in the Ministry on Wednesday, November 23, 2022.
According to Alkali, the Ministry is in full support of all the activities of the ACTU in the Ministry saying, “We respond to requests for information from ICPC promptly and we make sure that we support the activities and programmes of ACTU without delay."
Accordingly, he said that the Ministry was also supporting the ACTU in sensitization and awareness creation in order to fight corrupt practices in the Ministry.
Explaining that the Ministry has done a lot in support of the ACTU activities, he said: “we have a very active Chairman and Team at the Ministry and I will not be exaggerating if I say the Ministry’s ACTU is one of the most active in Federal Government MDAs.
He commended ICPC and assured that the Ministry would not relent in its efforts and drive in fighting corrupt practices in the Ministry in particular and Nigeria in general through established viable platforms like the ACTU.
Delivering his goodwill message, the Chairman of ICPC, Professor Bolaji Owasanoye represented by Mrs. Lasis Mutiat stated that ACTUs in MDAs were initiated by the Independent Corrupt Practices and Other Related Offences Commission (ICPC) in collaboration with the Office of the Head of Civil Service of the Federation as an in-house check mechanism to assist management of MDAs in corruption prevention and to entrench ethical principles within the organizations.
According to the ICPC Chairman the inauguration and induction of the ACTU in the Ministry was undoubtedly a strong testament and commitment of the Federal Ministry of Works and Housing to supporting and implementing the anti-corruption initiatives of the Federal Government.
Listing the functions of the ACTU in the Ministry, he said: “The main duties of ACTU are to undertake periodic sensitization of staff on and against corruption, examine systems, processes and procedures that are prone to corruption and proffer solutions and develop a Code of Ethics/Conduct for staff to ensure compliance with the same.
Continuing, he listed other duties including monitoring budget implementation, implementation of the Ethics and Integrity Compliance Scorecard as well as investigating complaints or reports received from the staff of the Ministry.
Giving his Vote of Thanks, the Deputy-Director/Chairman of ACTU of the Ministry, Barrister Sunny Iyang thanked God for the opportunity given to them in the committee to serve in the capacity as an agent fighting against corruption in the Ministry, saying that corruption is a deadly disease ravaging the entire nation.
He said: “It is worthy to be entrusted with the responsibility to fight corruption in the system. Our appointment is a litmus test for our integrity in the fight against corruption and we will help the Ministry and ICPC to fight this dreaded ill of the society called corruption to an end."
The oath of allegiance which was administered to the newly inaugurated members by Barrister Jennifer Ode on behalf of the ICPC Chairman charged them to live above board as the inauguration and induction of today 23rd of November, 2022 signify their journey for the three years’ tenure as members of the Ministry's ACTU. The chairman also added that the tenure was renewable for another three years after serving the first tenure in office.
“Leadership And Service To Humanity” Speech Delivered By Babatunde Raji Fashola, SAN At The 2022 Epiphany Azinge Foundation Lecture On 15th November 2022.
For those who may not know, Professor Azinge was my lecturer in the University of Benin, and he lectured me in the subject of Jurisprudence.
Permit me to express my sincere gratitude to my lecturer, Professor Epiphany Azinge, SAN for the great honour he does me by asking me to be the speaker at this year’s foundation lecture.
It would therefore have been a great honour to have been invited as a guest to this event.
Sir, you humble and honour me by this invitation to be a speaker today, may honour, never depart from your person, family, or homestead.
Let me also use this opportunity on behalf of myself, and all my colleagues, whose young minds you so carefully and diligently moulded, a little over 3 (THREE) decades ago and the many that have come after us, express our heartfelt congratulations to you on the occasion of your birthday anniversary celebrations and wish you many more years of life in very good health.
That said, sir, I think you have set me a task, much more difficult than your jurisprudence tests and examinations back then, by asking me to speak about “LEADERSHIP AND SERVICE TO HUMANITY.”
The subject of leadership has become the Holy Grail of the human civilization, with a global population that is racing towards 8 billion people, increasingly searching for leadership, in our private and public spheres, from homes, to businesses, and of course Government.
The very rare iconic models that our civilization has been blessed with have become like light houses on a hill to guide our journey through life.
It is not surprising, therefore, that leadership has been, not just a much spoken about subject, but a much written about, much studied and much tutored subject.
Perhaps the place to start is to ask the question why the human civilization has the need for leaders and seeks leaders. It seems to me that the answer lies in the way we have evolved.
From time immemorial, when our ancestors were foragers and roamed the earth on an individual basis, or in very small groups, this need for leadership was either totally unnecessary, or certainly in much less need.
However, as the human civilization began to form communities, build villages, towns and cities, it seemed the need for leadership began to naturally evolve to meet the demands or needs of clusters of people living together as distinct from living alone, or in isolation.
Issues about how to produce and allocate resources like food, secure the community or provide for groups have by necessity thrown up the demand for leadership.
Therefore, at the heart of leadership lie two intrinsic qualities; responsibility and service.
In other words, in the search for leadership, we are inherently, looking for who will act take responsibility on our behalf, or conversely, who will provide for us.
This, perhaps explains why, in ancient times the ones that led were often the strongest, who could protect the rest from aggression, secure their territory and fight for them.
And so, was born, perhaps the first set of leaders, warriors, who evolved into the military as our civilization evolved. It is not an accident to see that some of the greatest leaders were those who fought on behalf of their people.
In those times, survival was a matter of pre-eminence, and those who fought to protect people were rendering a most invaluable service to the human race.
As the human population multiplied, and our civilization became more sophisticated, so did our needs, so did the quality of leadership evolve.
In today’s world, we see the stark evidence of decreasing need for leadership of brawn and force, and the increasing need for leadership of skills and values.
This is not surprising. Our survival needs are still high, but there are less wars to fight, and more people to feed, epidemics and pandemics to combat, as there are houses that need to be built, and inequality to be reduced.
Today’s leader must be the one who is able to invest his people with survival skills by providing the environment, the resources, and the training, rather than just going to battle to fight to protect them.
Yesterday’s leaders evolved from being warriors to inventors. They started from making tools.
Their inventions have created a civilization where life expectancy has significantly risen, and therefore there are more people to care for, because they’re living better, and longer, compared to a few thousand years ago.
Today’s leaders have the responsibility of providing the greatest good to the greatest number and, from the family to the government, one thing they share in common is responsibility.
Whether they identify it, and if they do, whether they accept it, and how they respond to it, is the ultimate defining character of the type of leader they become.
In effect, I hold the strong view that there is a leader in every one of us, and what matters most, is the fact that it thrusts responsibility upon us.
At the home front, the leader is the one who ensures that all the doors and windows are locked at night. He identifies and accepts responsibility for the safety of all in those in the house.
The leader is the one who ensures that there is enough for everybody to eat, even those who are not at the dinner table, although he may not be the one who pays for the food.
The leader is the one who holds himself or herself out to take charge; in effect saying, I am responsible.
In order to dimension how impactful leadership has been for providing service to our humanity I invite us to cast our minds back to a few hundred years ago, when we were certainly not here, but a time about which we have read in history.
It is well documented that the life expectancy was no more than 20 to 35 years, and people died largely due to disease and infections shortly after having their first or second child.
This, perhaps was a “good life” for those who lived it, but it was unacceptable for some people.
They took responsibility, push the frontiers of knowledge and demonstrated the utility of water and sanitation as bastions of good health and improved life expectancy.
We inherited the benefit of the great works, but we must never take it for granted.
Every day we live is owed in large part to their leadership and their service to our humanity.
Many of them did not have titles, but were driven by the desire and responsibility to make life better.
So, when you take painkillers today to relieve pain, please remember that there was a time when people lived with pain without relief, except death, and please honour the memory of those who gave us a life where pain can be managed.
When you struggle to read today and simply reach for a pair of reading glasses, and everything becomes visible, please imagine how difficult life can be without sight, or how difficult life is with impaired sight and honour the memory of the leaders who gave this service to our humanity.
There are many more leaders of the type I speak about. They don’t hold titles or offices, but continue to render service to our civilization by accepting responsibility to lead.
The tribe of these type of leaders remain with us, and their impact was mostly visible during the recent outbreak of the COVID-19 pandemic.
They exist in every country and every village.
Whilst we panicked, they offered words of assurance, to manage our anxiety they went to work, and in a most impressive time, they produced vaccines, organized the distribution, and today, life, as we know it, is largely restored on the health front.
But their work is not done, the pandemic has left severe adverse economic consequences worldwide that these leaders are grappling with.
As we gather here today, let us remember the months of April and May 2020 when we were not only under lockdown, we saw hundreds of thousands of people buried day after day.
Let us honour the leaders, whose service has made it possible for us to converge in large number again.
They fought on our behalf, an enemy that needed to be defeated with brains not brawn. And this is the increasingly needed leadership skill that our civilization demands.
How to harness and optimize existing resources, how to create resources that do not exist, and how to deploy them for optimal impact are some of the challenges that today’s leader must confront and overcome to render impactful service to the human civilization.
While the majority of persons who provide the leadership that has made our civilization and quality of life what it is today were not in government, there are also those who served in Government and we must not lose sight of their leadership, contributions, their service, and the impact on our lives, I will focus now on a few examples.
From a time that is situated in ancient history, and perhaps locations that are distant, let me make the season more contemporary, and bring the location closer to home.
About seven years ago, a journey of 127 km from Lagos to Ibadan, which should take just about 90 minutes, was a venture of trepidation. You were not sure if you set out at dawn whether you would get there before nightfall.
Between Enugu to Onitsha, a distance of 110 km, I was told you’re required to make forays into the bush with your vehicle to complete, in a whole day, a journey that should not exceed 90 minutes.
Every day and every Christmas season, the East-West crossing across the Niger was a difficult one to undertake to put it mildly, because the existing bridge capacity has been overwhelmed by vehicular, population and business growth beyond its envisaged capacity over six decades ago, and the new bridge, the 2nd Niger Bridge has remained a mirage.
Between the mainland of Bodo, and the Island of Bonny, which hosts Nigeria’s prolific gas resources in Rivers State, and which traverses the Opobo channel where the King Jaja famously ruled; there has never been a road crossing.
Everything required to sustain life on the Bonny Island travels by boats and canoes not only with the added cost and risk but at the mercy of the weather which has been reported to occasionally cut off the mainland from the island for days on end.
These are examples of the quality of life across sample areas of Nigeria. But the Muhammadu Buhari leadership at the time of dwindling resources and global economic difficulty is finding a way.
For the first time in human civilization, Bodo mainland will be connected to Bonny Island by a 39 km road and bridge project that is under construction. The Afa/Nanabie creek has been crossed by a bridge, Opobo channel is being bridged for the first time in human history and the project will finish in the third quarter of 2023.
While Lagos-Ibadan, Enugu-Onitsha, are still under construction there is a significant journey time improvement of about 2 hours and 1 hour 30 minutes respectively, from a whole day. These are significant human impacts.
The long-awaited 2nd Niger bridge is no longer a Mirage. The main bridge is completed. The remaining works left are the connecting roads from the Onitsha and Asaba ends.
A survey across 12 recently commissioned roads by the Federal Government of Nigeria totalling 896.187 km by interviewing drivers, commuters and people who use the road regularly, showed that their travel time on these roads have been reduced by 56.2%.
These are worthy impacts on our population by the leadership provided by the Government.
As far as the impact of leadership and service to humanity go, when the National Housing project of the Buhari administration was initiated across 35 states in 2016 it was meant to serve the generality of Nigerians and this is happening through the open website portal for applications.
However, it has done more than that. The promise of housing made to the successful 1994 Super Eagles team remained unredeemed until President Buhari approved the redemption of this 28-year-old pledge through the National Housing Program.
In my view, this is a most profound and impactful example of leadership and service to humanity.
From leaders without titles, to leaders and governments with titles, I invite us to quickly look at the role of leaders who have spawned institutions for the purpose of rendering service to humanity.
These are represented in the many foundations set up by those who understand their leadership role, who accept their responsibility and seek to do something about it.
Again, we do not need to go to any distant region to find notable examples. That work and the impact was made manifest under the aegis of CACOVID, the private sector aggregation of manpower and resources, convened to support the people and Government of Nigeria in providing leadership to navigate the challenges brought on by the pandemic of COVID-19.
We honour the service of these patriots. Our civilization is better, because they saved us.
While dealing with foundations, it would be remiss of me not to mention the Azinge Foundation, because it is their annual lecture series that has provided the platform to have this conversation. If you’ve been impacted by this conversation, this is Leadership by the foundation through Service.
The Epiphany Azinge Foundation, the brain child of the celebrant is a corporate vehicle for the expression of leadership through service.
Established in 2017, it is impacting humanity through the provision of grants to “high performing” individuals through what it describes as “an invitation only process.”
It becomes very revealing of the mindset of the founder and his vision for humanity when one scrutinizes one of the criteria which an applicant for a funding grant must fulfil.
It says : -
“…the application must have a significant and enduring practical impact on the lives of Nigerians and Africans amongst other conditions.”
I find this qualification of a “…significant and enduring practical impact on the lives of Nigerians” so profoundly typical of the person of Professor Epiphany Azinge, SAN. I call it the Azinge Standard.
This, perhaps, has been his most indelible leadership, contribution and service to humanity - creating a new generation of leaders.
This was done by the thousands of hours, spent in classrooms, teaching the next generation, moulding their minds and preparing them for the next set of challenges the nation will thrust upon them.
That is impactful, it is significant, it’s enduring and it is practical.
I am a product of that leadership of Professor Azinge through service. I was in his jurisprudence class in the 1986 to 1987 academic session in the University of Benin.
At the time nobody could see today, Professor Azinge prepared me for today along with his colleagues under the leadership of Professor Itse Sagay, SAN.
Perhaps to illustrate the significant, enduring and practical impact of teaching as Professor Azinge has done for most of his life, it is helpful to tell a story. Please indulge me.
In the 19th century, specifically 1897, it is documented that there was a British expedition in the ancient Benin kingdom leading to the removal of Oba Ovonramwen.
What is not well documented is the extent of the plundering and looting of the treasures of the kingdom by the British.
What they stole were not only treasures and priceless art, they were the identity of the people according to Chimamanda and I could not agree more.
When I look back at the vision behind the creation of the University of Benin and the number and quality of people in the leadership she has produced for Nigeria, I marvel at the farsightedness of the founders.
Nothing has been more surreal recently, than watching on television, my friend and brother, Charles Edosomwan, SAN the holder of the Benin title of Obasuyi, which means the Oba is worthy of honour, in the company of Lai Mohammed, representing Benin kingdom, and Nigeria to retrieve parts of our stolen identity from Europe.
Edosomwan is a graduate of the University of Benin Law Faculty, the first student to take the rank of Senior Advocate, and dare I say, a student of Professor Azinge, SAN, Professor Itse Sagay, SAN and many others.
The story and moral, if you have not connected it, is that the leadership training given by Professor Azinge and others, in building new leaders 3 (THREE) decades ago and beyond is having a significant, enduring and practical impact on the lives of Nigerians.
By way of a verdict therefore, I adjudge that Professor Azinge has met and surpassed his own Azinge Standard by working with others to train a generation of lawyers whose work has been impactful across diverse areas of Nigeria.
In the circumstances of our current political transition and the leadership and service conversation, it would be pertinent to speak about the choices of leadership that lie ahead of us as a people.
I do not make any apology for my partisanship, and I respect the partisanship dispositions of others; however, I do believe that there is room for objectivity, and it is to these objective parameters that I point our attention.
As we look towards making a choice between frontline and perhaps not too frontline candidates, I find an interesting parallel between some of the “frontline” candidates.
They were all elected as governors of different states, and have served eight years in the respective states, except one of them who was elevated to higher office.
It will seem logical, therefore, to look at what they have done in their states and elevated office that have had a national impact, and if you like, something that meets the Azinge (Foundation) standard for qualification for grants, i.e., something significant, enduring, practical, and impactful.
It seems to me that only one candidate, will meet the Azinge standard, when we look at the work of the frontline candidates as qualifications for choosing them in the next General elections.
This candidate championed the first ever state Government bond for infrastructure – many other states have since approached the capital market to raise funds after his pioneering leadership.
This candidate led the reform of the judiciary, investing in court rooms, judges’ welfare by innovative allowances, dispute resolution, mechanisms like multi door court houses and fast track court rules that have now been adopted not only by many states, but by the Federal Government.
The initiative to provide access to justice for the less privileged through the Office of the Public Defender has also resonated with the people and with other states.
This candidate, was the first to enact a state internal revenue service agency law to boost internal revenue generation, which many states have now adopted and applied.
This candidate also pioneered the reform of outdoor advertising through state legislation to create outdoor advertising. This has been replicated across many states.
The local security outfit, the Neighbourhood Watch and traffic control agency LASTMA that were inaugurated in his state have found ready acceptance and implementation in many states across Nigeria.
These are examples of his leadership, initiatives, and service records, which have impacted people beyond the state, they have been enduring, because they are being replicated, they have been impactful without any doubt.
I am sure that with the mention of Neighbourhood Watch and LASTMA, I have let the cat out of the bag. The candidate is Bola Ahmed Tinubu.
A national survey recently commissioned shows that 15 states have embraced LASAA the advertising and signage company pioneered by him in Lagos; 16 states have embraced and enacted laws to replicate LASTMA and 10 states have enacted laws to create their own Office of the Public Defender.
The enduring nature of these policies from their adoption; the impact evidenced by the number of states where they now apply, certainly more than meet the Azinge Standard of significant, enduring and impactful service.
Of course, I can say that the diversity of this adoption from Abia, Anambra, Enugu to Edo, Rivers and Ekiti, Oyo to Kogi, Kano, Nasarawa and Kwara to mention a few, trumps partisanship.
If we have embraced and adopted his ideas across the country, why are we hiding behind a finger? Let us give him the responsibility to do more by electing him.
As I promised to be objective, I urge you also to look and see whether any of the others with the same leadership and service opportunity, can point to such widely accepted and adopted embracement of their policies and programs.
If this happens, I can comfortably predict that we will have a most significant, enduring and impactful conversation about the choices open to us in the forthcoming elections.
This conversation will be a welcome departure from talk about personality, ethnicity or religion.
It will be a conversation about ideas that impacted lives and which can do so again in a significant and enduring way.
This conversation may lead us to choosing the right leaders for this time who will serve us according to the Azinge Standard.

Minister Inaugurates National Habitat Advisory Committee
...... FG to address the negative impact of flooding - Fashola
Minister of Works and Housing, Babatunde Fashola, SAN, CON has inaugurated an 11- man National Advisory Committee on Habitat with the Permanent Secretary , Works and Housing Bashir Nura Alkali as the Chairman.
Fashola performed the inauguration at the 2022 World Habitat Day and World Cities Day held in Abuja.
The theme of the 2022 World Habitat Day is “ Mind the Gap, Leave No One and Place Behind" and that of the World Cities Day " Act Local To go Global"
In his keynote address, the Minister also said, the report of the negative impact of the flood on roads , bridges and infrastructures nationwide was being compiled by his ministry.
" I will be receiving the reports from all the Federal Controllers of Works across Nigeria whom we have asked to go round and assess the impact of the flood on the damaged bridges , roads and infrastructures and put a cost to it , so that we can respond to people in distress and crisis" he said .
In the same vein Fashola said that the striking similarity between the theme of this year’s World Habitat Day “Mind the Gap. Leave No One and Place Behind,” and that of the recently held 11th National Council on Lands, Housing and Urban Development, which had the theme “Housing our People, by All of Government and All Our People, tells us Nigeria is already in line with the habitat objective.
Accordingly, he explained that the initiatives of the Federal Government in housing affordability and acceptability and the impact of the construction industry on the people in employment generation.
Explaining further he said that, the federal government is undertaking the construction of national housing programme in 35 states including FCT, and called for the collaboration of all stakeholders since housing provision is essentially a collaborative effort by all levels of government and the private sector.
On the situation of Cities globally, the Minister stated that cities account for 75 per cent of the world’s energy consumption and are responsible for over 70 per cent of global greenhouse gas emissions, with transport, buildings, energy, while waste management forms the bulk of urban carbon emissions.“
He explained that " The future of our planet depends on national, regional and local governments and organisations, communities, academic institutions and the private sector working together to create sustainable, carbon-neutral, inclusive cities and towns".

The theme of the 2022 World Habitat Day as stated earlier is intended to draw attention to growing inequalities and vulnerabilities that have been exacerbated by the triple "C" crises namely: Covid 19, Climate Change and Conflict. Tackling urban congestion and inequality have become an urgent global priority and Nigeria is not less concerned" he said.

FG Hands Over Certificate of Occupancy to Late Stephen Keshi
The Federal Government, has handed over the Certificate of Occupancy (C of O) of a three-bedroom flat in Delta State to late Sport's Legend Stephen Keshi.
The handing over was done at the headquarters of the Federal Ministry of Works and Housing, Abuja on Thursday, September 29, 2022.
The Director/Head of Department, Public Building and Housing, Federal Ministry of Works and Housing, Arc. Solomon Labafilo, who handed over the C of O on behalf of the Federal Government of Nigeria, disclosed that President Muhammadu Buhari gave the approval to redeem the promise made to the twenty-two (22) members of the 1994 Super Eagles Team from the housing units under the National Housing Programme in any state of their choice, adding that late Stephen Keshi’s family opted to have his allocated to him in Delta State, his home state where he was also laid to rest.
Arc. Labafilo added that out of the 22 members, 14 of them have been allocated houses with their keys, Title Deeds and Certificate of Occupancies handed over to them in any of the National Housing Estates of their choice across the country such as in Imo, Abia, Ondo and Bayelsa states, assuring that the remaining nine members are soon to receive their houses in addition to the entitled C of O as well.
Arc. Labafilo noted that President Muhammadu Buhari was magnanimously proud, satisfied and privileged to redeem the promise Nigeria made to these Patriotic Nigerians for winning the 1994 African Cup of Nations which had remained unfulfilled.
The Administration of President Muhammadu Buhari’s progressive ideals tailored towards improving human condition do not leave out the dead by so remembering the family of late Sport's Legend, Stephen Keshi to receive the Certificate of Occupancy to his promised apartment.

Fashola Commends Kano State Government on Infrastructural Development.
The Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN has commended the government and people of Kano State on their commitment towards road infrastructure development in the state.
Fashola gave the commendation when he paid a courtesy visit to Governor Abdullahi Umar Ganduje, OFR, at Government House Kano, during the 28th National Council Meeting on Works which held in Kano.
Fashola said that the Kano state government has made huge investment in road infrastructure development stressing how difficult it was to get to Kano during his first trip to Kano as a minister when the new government of Kano state came on board in 2015 at the peak of construction work but the result has become manifest and travel time within the metropolis has drastically reduced.
“I extend my commendation to your government for the commitment you have made in improving infrastructure of Nigeria by the investment you made in infrastructure in Kano State. I know how difficult it was in my first trip here when you took office in 2015. The State Government then, was at the peak of construction work but the result has become manifest. Travelling time within the metropolis is better, that is what infrastructure does to facilitate growth and development,” said Fashola.
The Minister revealed that Kano State has been at the forefront when it comes to issues relating to compensation on “Right of Way” during road construction by the Federal Government in the state, adding that the state government usually takes it upon itself and resolves compensation issues despite the fact that the law allows that the acquiring authority is the one obliged to pay compensation.
“When we have issues relating to compensation for “Right of Way”, Kano State Government has stepped forward to say that land is a state matter. Kano State Government will solve the compensation matter within Kano State and resolve it. It is a good example which other states are expected to commend and emulate because by law land is a sub national and state matter. The Law describes that the acquiring authority is the one obliged to pay compensation,” said Fashola.
Fashola publicly acknowledged the partnership Federal Ministry of Works and Housing has had by working with Kano State Government which he said has been very strategic and helpful to the mandate of the Ministry as directed by Mr. President.
“I just wish to publicly acknowledge the partnership that we have benefitted as a ministry by working with you personally and working with your government that it has been very strategic and helpful to our mandate by Mr. President,” Fashola said.
He added that the Federal Government is not competing with any state government, adding that it is the responsibility of federal government to support every state government to achieve its developmental objectives as conceived by the state government.
“We are not competing with any state; after all we are the federal government. Our responsibility is to support every state to achieve its developmental objectives as conceived by the state government,” said Fashola.
Fashola thanked Kano State Governor for responding quickly when requested to acquire land to build a housing estate was made.
He also disclosed that coincidentally Kano State has the highest number of the Ministry’s projects in the country that it is not only by distance but also by budget and cost. He mentioned the Kano –Maiduguri Road that ends in kano, the Abuja – Kaduna – Kano Road, the Kano-Katsina Road among others that the state is blessed with and it is strategic for the development of our country.
The Minister expressed his heart felt gratitude to Kano State Government for accepting to play host to this year’s 28th National Council on Works.
While responding to the Honourable Minister, The Governor of Kano State, Dr, Abdullahi Umar Ganduje thanked the Federal Government for investing heavily on road infrastructure and housing development in the state. He noted that before the coming into power of the present administration, many road projects in the state were abandoned, but now they are receiving commendable attention from the Federal Government.
He acknowledged the good and working relationship between the Kano State Commissioner of Works and Infrastructure and the Federal Controller of Works Kano State Engr. Yahaya Ali, adding that it has helped to improve infrastructural works in the state.
He thanked the Minister for accepting to host the 2022 National Council on Works Meeting in Kano State and assured all delegates maximum security and safety during their stay in Kano State.
Dangiwa Emerges Chairperson of Shelter Afrique AGM Bureau, Calls for Increased Capacity and Benefits to Member Nations
Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has emerged as Chairperson of the 42nd Annual General Meeting (AGM) Bureau of Shelter Afrique, Africa’s largest housing finance institution. This was conveyed to the Minister by the institution’s Board Chairperson Dr Chii Akporji during an online meeting with officials of the institution on Tuesday 5th September 2023.
Dr Akporji noted that Dangiwa, as new AGM Bureau Chairperson, is expected to chair the 2023 AGM Bureau meeting scheduled for October 5 in Algiers. Dangiwa is also expected to kickstart the 2024 edition coming up in Kigali, where he would then hand over to the First Vice Chairman.
Dr Akporji also briefed the Minister on Shelter Afrique’s operations in Nigeria, such as the recent issuance of the local currency bond where the organization raised $100 million in a bid to enhance the housing ecosystem in the country, and as part of a medium-term loan programme to the tune of $250 million. “We also want to solicit the Honourable Minister’s kind intervention on the government of Nigeria to meet up with its outstanding capital subscription of $21 million… Even though it was approved during the previous administration, the funds were not released before the tenure ended”, she said.
The Shelter Afrique team also intimated the Minister on the Statutes Revision Process, which seeks to rework the documentation establishing Shelter Afrique since its inception in 1982. The new Statutes are known as the agreement for the Shelter Afrique Development Plan and is one of the reasons for the extraordinary Annual General Meeting coming up in October. “On this, we would like to seek the Honourable Minister’s firm support for the approval of the agreement document, which is necessary for consolidating the gains made so far in placing Shelter Afrique on a firm growth trajectory”, she added.
Responding, Dangiwa thanked Shelter Afrique for the honour bestowed on him and pledged to ensure a continued firm collaboration between Nigeria and the institution. He further commended the institution for the restructuring being undertaken to transform it from its current state into the Shelter Afrique Development Bank.
“It is my belief that this restructuring will put the institution on the proper pedestal to deliver on its mandate of improving the housing ecosystem across Africa. Despite being the second-largest contributor, Nigeria has not really benefitted from Shelter Afrique, and I think this is the case with many other contributing nations as well. I believe this is the reason for this restructuring, and I’m sure it will help to enhance the bank’s capacity and improve its benefits to member nations,” Dangiwa said.
The Minister added that the institution’s restructuring will also lead to increased financial capacity and expanded mandate, improved risk management, enhanced sustainability, and increased access and opportunities in the capital market. He stated that the vision of the institution is in line with the vision of the Tinubu-led administration, which is to grow the economy and improve the welfare of Nigerians.
“We are a new Administration committed to the transformation and advancement of our country, Nigeria, and by extension the African continent. I therefore assure you of our commitment to deliver on the expectations from Nigeria as we move forward together in the course of championing development in the African continent,” he added.
Shelter Afrique is the only pan-African finance institution that exclusively supports the development of housing and urban development in Africa. The Institution has 44 member countries and two African Finance Multinational Institutions as stakeholders. Rwanda will be taking over from Nigeria as chair of the AGM scheduled for Kigali in 2024 and Algeria in 2025.
Dangiwa Positioning Housing Ministry for Optimal Housing Delivery
Minister of Housing and Urban Development, Architect Ahmed Musa Dangiwa, FNIA has said that his ministry is being positioned to function optimally in the delivery of housing to Nigerians.
Arc. Dangiwa spoke when he received members of the Nigeria Institute of Architects (NIA) in his office, Tuesday, September 5, 2023.
" We are positioning the ministry to perform optimally to function as the organ that can provide policy directions to housing sector,” the minister remarked.
He mentioned that most of the housing policies are under review in order to ensure that they are in tandem with the Renewed Hope Agenda of President Bola Ahmed Tinubu in growing the economy and creating job opportunities for Nigerians.
The minister also noted that reviewing these policies would create enabling environment that could lead to economic growth, adding, that, it would be a catalyst for job creation and lifting Nigerians out of poverty.
On the housing collapse that has become ubiquitous in Nigeria, the minister assured them that the ministry would look into it, noting that, with the collective inputs of the professionals in the built environment and State Commissioners of housing, the ministry will come up with policies on how to curtail the menace.
Speaking earlier, the President of Nigeria Institute of Architects, Arc. Enyi Ben-Eboh, listed areas impeding the practice of architecture in Nigeria which he urged the Minster to look into.
Arc Ben-Eboh mentioned amongst others;
* Regulating the influx of building materials by working with Standard Organisation of Nigeria (SON) to create a unit that will solely deal on building materials coming into the country;
* Reviewing the National Housing Policy in a way that it would be beneficial to Architects;
* Soliciting for a policy that could be making funding for housing on the " first line of charge';
* The Ministry of Housing to come up with policy to regulate the activities of private developers in Nigeria;
* Appropriate and befitting career placement for Architects in the Ministry to ensure professional development and speedy career progression.
The NIA President also urged the minister to ensure that Architects are critically involved in the National Development Plan (2021-2025) to help the federal government to achieve the mandate of providing 500, 000 - 1 million houses yearly.
The NIA President also expressed his desire to resuscitate the regular meeting of Chief Architects of Nigeria which he said would enable positive practice of Architecture in the country.
Arc. Eboh further proposed the establishment of the Office of Architect General of the Federation to oversee the members and their operation in Nigeria.
Dangiwa Assumes Office, Pledges Bold Vision for Affordable Housing and Urban Development
On Monday, August 21, 2023, Arc. Ahmed Musa Dangiwa officially assumed office as the Minister for Housing and Urban Development, pledging to realize President Bola Ahmed Tinubu’s bold vision for housing and urban renewal.
Addressing top ministry officials, heads of agencies, and staff, Arc. Dangiwa underscored the important role of the Ministry in ensuring all Nigerian have access to decent, quality, and affordable housing while fostering livable communities.
To execute this mandate effectively, the Minister said he will prioritize creating an enabling environment to encourage increased private sector participation and investment, along with the formulation of policies that empower agencies supervised by the ministry to optimize their performance according to their designated functions.

Notably, he disclosed plans to work closely with the National Assembly to review relevant laws to streamline land and housing administration and increase investments in the housing sector.
He also said he will prioritize the N500 billion recapitalization of the Federal Mortgage Bank of Nigeria (FMBN), to enable the bank offer more affordable mortgage loans and foster homeownership.
The minister also revealed plans to accelerate the reform of the FMBN and the Federal Housing Authority (FHA) so they can have the necessary capacity, and the technological edge to deliver world class services to Nigerians.
He additionally pledged to embrace innovative financing solutions for housing construction and to collaborate with relevant institutions to secure funding for large-scale affordable housing projects nationwide.
The minister said he unveil a comprehensive Strategic Housing and Urban Development Blueprint in the coming days. This blueprint is expected to outline detailed priorities, initiatives, reforms, and plans to reshape the nation's housing landscape.
President Buhari Commissions National Housing Project in Gusau, Zamfara State
President Muhammadu Buhari has commissioned a 80 housing units in Damba, Gusau, Zamfara state, Monday, May 22nd, 2023.
The President was represented at the occassion by the Minister of Humanitarian Affairs, Disaster Management and Social Development, Hajia Sa'adia Umar Faruk.
He described the completion of the project as an example of the fulfilment of change which his administration promised the people of Nigeria.
Buhari also explained that the desire to improve the human condition of the citizens was responsible for the decision to award the housing contracts to the Micro, Small and Medium size businesses, in order to promote a value chain of opportunities for economic activities, provide employment and improve the conditions of the ordinary citizen.
Accordingly, the President stated that through the housing programme his administration has redeemed the promise made by previous administration to the members of the 1994 Super Eagles that won the African Cup of Nations that year.
The Governor of Zamfara State, Dr Bello Matawalle who was represented by the Speaker, Zamfara State House of Assembly, Honourable Nasiru Muazu Magarya, expressed gratitude to President Buhari for initiating and executing the housing project in Zamfara state.
In his address, the Minister of Works and Housing Babatunde Raji Fashola, represented by the Director Construction, Department of Public Building and Housing Development, Architect Bashir Usman disclosed that the Federal Government through the Federal Ministry of Works and Housing had delivered similar projects in 35 states of the Federation with the support of state governors.
The Minister said that 40 housing units comprising; 2 units of 1 bedroom; 24 units of 2 bedrooms and 14 units of 3 bedroom bungalows were being handed over today, pointing out that the houses were designed after a survey was conducted to ascertain the needs and type of houses Nigerians desired.
Accordingly, he explained that the survey revealed that there was a prevalent need for bungalows in the Northern part and flats in the southern part of Nigeria.
In his welcome address, the Director overseeing the office of the Permanent Secretary, Engr. Folorunso Esan who was represented by the Zonal Director of North West, National Housing Programme, (NHP) Builder Emmanuel Hangerior said the NHP initiative since 1996 has engaged over 1,500 building contractors and over 150,00 and 55,000 direct and indirect jobs had been created respectively.

Remarks Of H.E Babatunde Raji Fashola SAN At The Commissioning Of FMBN-I-Connect Cooperative Housing Estate, Transekulu, Enugu, Enugu State On Tuesday 16th May 2023
Distinguished Ladies and Gentlemen:
One Hundred and Fifty Units of Housing only symbolize our Government’s very deep footprint in Housing Provision in Enugu State.
These 150 Units are part of a 404 Housing Unit Provision in Enugu State all of which have been completed.
The 404 Units represent yet another part of a larger number 1,520 units in 9 projects all of which have been completed except 3 projects.
This is part of the multi-pronged response of our Government to the challenges of multi-dimensional poverty.
A total of 1,520 new home owners in one state of Nigeria deserves attention because it represents change.
This is proof that the determination to lift people out of poverty is real.
No matter the size of the challenge and the number of people involved, a commitment such as this FMBN-I-Connect housing project, that is faithfully implemented, begins to chip away, and replace problems with solutions.
A few days ago, President Muhammadu Buhari personally opened a 748-unit Housing Estate in Zuba, Federal Capital Territory.
In the weeks and months before now, Directors of the FMBN have been doing exactly the same thing in their various estates across Nigeria.
Today on behalf of the Federal Government, the train of prosperity stops in Enugu to create 404 new home owners.
To them I say congratulations and bye-bye to poverty.
But I must tell you that these are not the only beneficiaries.
Surveyors, Architects, Construction companies, their employees, artisans, suppliers, transporters and many more involved in the construction section of the economy have benefitted directly and indirectly.
In all, well over a thousand individuals and seventy different small businesses were involved here.
Indisputably, whether President Buhari meets these people or not, and it is not likely he can meet all of them, his policies, programmes and projects have met them at their point of need.
New policy reforms have also recently been implemented with regard to title documents by digitizing the Federal Lands Registry.
After scanning 50,000 files of over 2.4 million pages, the first set of e-C of Os were presented last week Friday 12th May 2023.
This is another measure of prosperity because land with title has more value than land without.
Furthermore, our processes which used to take between 30-90 days can now be completed in 24 hours if all requirements are provided.
This is also a departure from poverty if you agree that time is money.
Of course, it follows that these title documents will become documents of critical economic inclusion as collateral for access to credit by way of mortgages or other means.
These are indisputably solid building blocks of prosperity against poverty.
A lot has been done and is being done with regard to housing provision by State Governments and the Private Sector.
While that work continues, it is my pleasure to acknowledge what FMBN and their developers have done here and elsewhere and to commission this Estate.
Fashola Unveils Business Process Automation of Certificates of Occupancy for Federal Lands
The Minister of Works and Housing, Mr Babatunde Raji Fashola, SAN, CON, has unveiled the Business Process Automation of Certificate of Occupancy (eCofO) for Federal Lands.
The event took place at the Ministry's Conference room, Mabushi, Abuja.
Fashola, in his keynote address, said that the initiative was another layer and level of technological advancement in the country and urged the ministry to sustain and maintain it to the expected next level.
He explained that manual processing of application for and signing of C.of.O which used to be cumbersome and time - consuming would stop with the introduction of this digital platform, there by ending the era of carrying several bags of files of C of O for manual endorsement at home even on weekends.
"Our digital platform is meant to make life better, the thing that used to take three months will now be available in 24 hours. I, as the head of the Ministry, will stop carrying Ghana most go filled with C of O’s from Abuja to Lagos or my house, I can now sign many of them on the system within some hours. I think that's where Nigeria as the biggest black Nation should be." He remarked.
The Minister also revealed that about 2,276 files have been digitalized.
In his remarks, the Director Overseeing the Office of the Permanent Secretary, Engr. Folorunso Esan, said that the project was awarded on February 17, 2022 and commended the Ministry for the successful implementation of the initiative.
He confirmed that the project will boost public consumption and also enable easy payments.
The Head of Department and Director, Lands & Housing Development, Mr. Felix Appah, said that the process will enthrone transparency in the activities of land certification and ownership which will greatly serve as legal collateral to such land owners in accessing loans.
Accordingly, Mr. Appah listed its benefits to government as; improving efficiency in registration, prevents the issuance of counterfeit C of O, increase revenue to government, having a central digital repository for all document, reduce process time for C.of.O applications, digital archiving with index, Reduce storage and printing costs amongst others.
In addition, Nigeria, implementing an electronic land titling is in line with international best practices in land administration.
Highlight of the event was presentation of C.of.O to some of the recipients.

Mr. Fashola said “By the collective actions of our member states, our development partners and our Board Management staff, we have surmounted very difficult challenges, some of which threatened the continuous existence of this company at a time.”
The Minister said, there was a time they were looking to go back to African Union to wind down the company but today, the company stands, and it is better positioned.
The Minister of State for Works and Housing , Hon. Umar Ibrahim El -Yakub in his closing remarks at the event said “ The Nigerian Housing and Built Environment Industry has a lot of potential to be explored by the Public , Private and other relevant stakeholders which can only be achieved through partnership and collaborations between the relevant institutions locally and internationally.”
The President, who was represented by the Minister of Finance , Zainab Shamsuna Ahmed while reading the president’s address, said “ Permit me to commend the roles played by the leadership of the Federal Ministry of Works and Housing being the immediate host of this AGM , regarding the mandates and targets issued by the Presidency” .She said Shelter Afrique was one of the investments government has bond in the built industry.
The Minister of the Federal Capital Territory Mohammed Musa Bello CON at the event, represented by the Permanent Secretary of the FCTA Mr. Adesola Olusade, said “the desire of every working person to own their own homes is a known fact and fundamental’’ He hoped that the outcome of the 42nd Annual General Meeting and Symposium of Shelter Afrique would address the critical needs of housing in Nigeria.
The Honourable Minister of National Housing & Social Amenities, Republic of Zimbabwe, Honourable Daniel Garwe, commended the effort of the Nigerian Government for creating the enabling environment for the AGM.
Mr. Garwe said “Fellow Africans we are now seated here in the Hilton Hotel reflecting on our successes and failures since the last AGM hosted in Victoria Falls in Zimbabwe, our Parliament is expected to compliment the efforts exerted.”

Shelter Afrique Managing Director Mr. Thierno Habib Hann in his welcome address said “the planned symposium demonstrates Shelter Afrique’s commitment to improving housing and the built environment practices in the business.
We expect to leave the symposium having defined the Political, Social and Economic strategies needed to enhance African's attainment of affordable housing and urban development targets.
“Thierno said “understanding the incentive mechanism confronting the key players in the housing value chain, we can then discover how to easily supply adequate and reasonably priced housing for everyone, even though the cards are stacked against us.”

The President of the Federal Republic of Nigeria, President Muhammadu Buhari GCFR has commissioned the Federal Secretariat Lafia, Nasarawa over the weekend.
The newly commissioned Secretariat complex which was built by the Federal Ministry of Works and Housing has also been named after a renowned Jurist and Legal personality, a respected Royal Father, a retired Honourable Justice of the Supreme Court and the current Emir of Lafai and Chairman of Nasarawa State Council of Chiefs. Welcoming Mr. President, the Honourable Minister of Works and Housing, Mr. Babatunde Raji Fashola SAN said that upon the Ministry's recommendation, Mr. President approved the naming of the edifice after the retired Justice of the Supreme court, His Royal Highness, Sidi Bage. He added that it was in commemoration and laudable contribution of his public service activities especially in the Judiciary.
According to Fashola the conference room of the complex also got the approval of Mr. President to be named after a very prominent Nasarawa State indigene in the person of late Mrs. Maimuna Katai for her hard work, courage, simplicity and honesty.
Speaking of the complex, Mr Babatunde Raji Fashola said that it is sitting on a 6,702 square meters of land and that it could accommodate 2000 to 2,300 staff in the 402 offices. He added that it has car park with the capacity to accommodate 300 cars and also other facilities.
According to the Minister, the socio- economic impact of the project includes the creation of small businesses around the facility such as - Food Vendors, POS Kiosks and increased value of landed properties in Bulka Sidi Environs among others.
Moreso, the Minister stressed that these Federal Secretariats are Federal Government symbols and images in the states. They are indeed National Monuments that bring all Federal Government Ministries, Departments and Agencies (MDAs) under one conducive working environment for improved productive and enhanced service delivery to the people of the state where they are sited.
While thanking Mr. President for entrusting the Ministry with the project, he said: " We are proud to say that on this project, we have delivered."
He acknowledged the contribution of the National Assembly for appropriating funding for the project. Also, he commended the State Governor, Engr Abdullahi Sule as well as the past Governor of the State Tanko Al-Makura for providing the peaceful and safe environment for the contractor to deliver the project.
The President was accompanied to the commissioning ceremony by the Senate President, Senator Ahmed Lawal, Nasarawa State Governor, Engr. Abdullahi Sule, the Executive Governor of Kogi State, Yaya Bello, the Executive Governor of Ebonyi State, Engr David Umahi, the Honourable Minister of Information and Culture, Alhaji Lai Mohammed, the Honourable Minister of Environment representing Nasarawa State St the Federal Executive Council, Barrister Abdullahi Mohammed amongst others.
Fashola Performs Ground Breaking of 116 FISH Housing Programme Units in Gwagwalada, FCT
Works and Housing Minister, Babatunde Fashola has performed the official ground breaking ceremony of 116 housing units under the Federal Integrated Staff Housing (FISH) Programme in Gwagwalada town of the Federal Capital Territory, Abuja, Thursday, January 19th, 2023.
In his capacity as Special Guest of the occasion, in his address, the Minister described Civil Servants as Critical Component of Development in a Nation, that is why the administration of President Muhammadu Buhari is paying special attention to their welfare needs in terms of Housing.
The Minister who spoke in parables, reeled out many policy efforts being demonstrated by the present administration, targeted towards uplifting the welfare of Civil and Public Servants in Nigeria in order to make them comfortable to perform optimally.
He listed among others; the Federal Government's support for States to clear their salaries liabilities; civil servants salary review; Pension reforms, and the removal of equity contribution of the Federal Mortgage Bank housing loan of below N5 million for Civil Servants.
The Minister also commended the leadership of the Ministry's public building and housing directorate for their commitment in securing the land and development of the site master plan and infrastructure that has enabled developers' interest for investment.
Accordingly, he assured the Gwagwalada community of government’s continued effort in developing the area, citing the recent tax credit policy investment on infrastructure, and happily the Abaji- Lokoja road is among the beneficiaries.
Earlier in her keynote address, the Head of Service of the Fedration , Dr Folashade Yemi Esan thanked the Federal Ministry of Works and Housing under His Excellency, Babatunde Fashola for graciously providing the expansive land in a prime area spanning 5 hectares .
Dr Folashade described the ground breaking event as a watershed moment in accelerating attainment of government's agenda of ensuring the welfare of civil servants through the provision of affordable housing.
Accordingly, she said, the FISH Programme was conceptualized as a vehicle to address the current housing deficit faced by civil servants consequent upon monetization policy that saw the selling of government's quarters across the country.
FG Commissions National Housing Programme in Kwara State.
The Federal Government has commissioned Phase One of the National Housing Programme in Asa Dam, Road Ilorin in Kwara state.
President Muhammadu Buhari who commissioned the housing programme was represented by the Honourable Minister of Information and Culture; Alhaji Lai Mohammed stated that the housing project was one of the projects undertaken by this Administration.
President Buhari said that the completion of the project is part of the fulfillment of the promise of change to improve the human condition made by the All Progressive Congress.
He disclosed that the micro, small and medium businesses that drive the economy were given the contract to build the houses and through them, the value chain of business activities witnessed a tremendous boost that impacted positively on ordinary Nigerians.
The Kwara State Governor, Mallam Abdulrahman Abdulrazaq who was represented by the Kwara State Commissioner for Housing, Architect Aliyu Muhammadu expressed appreciation to President Muhammadu Buhari and the Works and Housing Minister, Babatunde Raji Fashola SAN CON, for making Kwara State one of the beneficiaries of the Federal Government Housing project.
The Governor also acknowledged the positive trickling down effect of the project in terms of job creation and long value chain of building construction and the general economic benefits to the people of the state.
The Governor further said, " There is therefore no doubt about the unprecedented investment of the President in critical infrastructure across every part of Nigeria such as roads, bridges, housing, railways, water, education, power, energy and health infrastructure which all progressive minds will ever remain grateful for."
The Works and Housing Minister, Mr. Babatunde Raji Fashola, SAN who was represented by the Director, Public Building and Housing Development, Federal Ministry of Works and Housing, Architect Solomon Labafilo informed the people that the Federal Government through his Ministry has delivered housing projects in 35 states of the federation.
He added that the completed housing project being commissioned has 76 units of houses comprising 4 units of one bedroom, 48 units of two bedroom, 20 units of three bedroom and 4 units of three-bedroom bungalows.
The Minister said the design of the houses was determined by the outcome of a national survey which revealed the prevalent need for bungalows in the North and flats in the South.
He assured the people that the houses are offered to members of the general public without discrimination by opening the National Housing Portal, https://nhp.worksandhousing.gov.ng to ensure that interested Nigerian citizens are not inhibited by artificial obstacles and promised that allocations would be made on the basis of those who apply and pay first.
The Permanent Secretary Federal Ministry of Works and Housing, Mr. Bashir Nura Alkali represented by the Ministry’s Director of Survey and Zonal Director Housing North Central, Quantity Surveyor Pemi Temitope revealed that over 1200 building contractors have been engaged under phases 1,2 and 3 of the programme since its inception in 2016 and over 14,500 direct and 50,140 indirect jobs have been created.
He added that during this period, the Ministry had undertaken the construction of over 6,000 housing units in 45 sites out of which 2,465 units have been completed in 35 states and the FCT.
The Emir of Ilorin and Chairman Kwara State Council of Traditional Rulers, Dr. Sulu Gambari represented by Alhaji Kayode Sadiq, the Alaga Owode, thanked President Muhammadu Buhari and prayed God to continue to bless, guide and protect him. He also expressed appreciation to the Honourable Minister of Information and Culture, Alhaji Lai Mohammed, CON.
The Community Youth Leader of Asa Dam, Mr. Dayo Atolagbe expressed the profound appreciation of the community to the Federal Government of Nigeria, the Kwara State Government and the Federal Ministry of Works and Housing for locating the project in their community.
He further appreciated the government for the good roads that were provided to link the housing estate and security maintenance in the area.
FG Passionate About Training Workers
The Permanent Secretary Federal Ministry of Works and Housing, Bashir Nura Alkali has stated that the Federal Government is passionate about skill acquisition and professionalism among its workers and as such deemed it necessary to equip and train its officers in the areas of Leadership, Professional Ethics, Code of Conduct in Public Service and Career Prospects and Progression for Professionals to achieve positive and maximum work output.
Alkali made the remarks at the opening of a Professional Training for Lands and Estate Officers in the Lands and Housing Development Department of Federal Ministry of Works and Housing which held at the conference hall of the Ministry.
The Permanent Secretary noted that there has been low productivity, indiscipline and lack of efficiency among officers and to curb these unproductive attitude officers needed to be trained and re-trained to enhance greater understanding of their responsibilities coupled with the knowledge and skill needed to do work to enhance productivity and maximum output which had necessitated this training programme.
He stated that he is pleased with the training, giving the present disposition and lack of commitment among members of staff in the Public Service considering the growing awareness and expectation of service delivery from Public Officers in a growing democracy like ours.
“The importance of this training at this time cannot be overemphasized with the growing awareness and expectation of service delivery from Public Officers in a growing democracy like ours. It is important that those vested with the management of most valuable assets be made to increase their efficiency and productivity as well as professionalism to grow the economy.”
Alkali encouraged officers to be committed and make the programme a great success so as to gain maximum benefits in their career as Lands Officers to improve efficiency and productivity.

Itoyachimin Godwin, and the Role of Estate Officers/Land Officers in the Execution of the Statutory Responsibilities of the Department of Lands and Housing Development by ESV. Felix Appah.
Strive For Excellence, Groom Professionals - Fashola Urges TOPREC
The Honourable Minister of Works and Housing, Babatunde Raji Fashola, has urged the Town Planners Registration Council (TOPREC), as a core custodian of the environment to continue in its pursuit of excellence so that thoroughbred professionals are groomed.

The Minister who was represented by the Minister of State, Hon. Umar Ibrahim El-Yakub, stated that sticking to core mandate of breeding professionals as Town Planners, would help tackle present-day challenges in the nation’s-built industry.
He said: “How our towns and cities can be transformed and better managed in a robust, harmonized and wholesome manner to make them more livable, productive, secure, sustainable, and become centers of excellence ", should be your responsibility to achieve.
The Minister commended the Council for the historic stride, saying that the Management and Staff of the Federal Ministry of Works and Housing join their voices with others to felicitate with TOPREC on this historic occasion.
He added that, it speaks volume of their commitment to advancing the cause of the built environment and installing sustainable development in Nigeria.
" Undoubtedly, with this befitting structure now in place, the former challenges of inadequate and none functional operating office space for the staff and Council Members have been resolved. Henceforth it will be better positioned to focus on upscaling its primary constitutional role of regulating the training and practice of Urban and Regional Planning for the benefit of the Built Environment in Nigeria “he said.
Earlier, the President of the Town Planners Registration Council, Tpl Isyaku Kura said that the Office building being commissioned marks a significant milestone in the history of the Council and Town Planning in Nigeria as it would provide a decent and conducive environment for their duties.
“A building of this magnitude would not have come without foresight, commitment and discipline,” he said.
He said that the Town Planners Registration Council was established by the Laws of the Federal Republic of Nigeria CAP T7, LFN 2004 (Decree No. 3 of 1988) to regulate and control the practice of the profession of Physical Planning in its entirety.
Accordingly, he explained that the activities of the council are geared towards engendering functional, productive and sustainable physical planning activities in the country.
While thanking the Honourable Minister for this feat, he pledged to lead the Council as a front burner in regulating and controlling town planning activities in line with the Council's mandate, adding that the new office complex would provide a conducive atmosphere to do that.
It was a very colorful commissioning that was well attended.
Fashola Inaugurates Members Of Town Planners Registration Council Of Nigeria
The Minister of Works and Housing, Mr. Babatunde Fashola, SAN, CON, has inaugurated a new twelve members of the Town Planners Registration Council of Nigeria (TOPREC).
The inauguration took place at the conference hall of the Federal Ministry of Works abd Housing, Mabushi, Abuja.
Fashola, while inaugurating the new Council members, charged them not to only uphold the standard and guidelines of the profession but raise them because it is only by doing this that the challenges faced in urban planning and development could be surmounted.
He explained that the essence of constituting the Town Planners Registration Council of Nigeria was to ensure that the country has a professional council that would in turn ensure that the professional Town Planners are registered as members of the Council.
The Minister also stated that the twelve members were representatives of their different states, adding that as more members are appointed from other states, they would join the council in accordance to the law.
In his welcome address, the Permanent Secretary, Bashir Nura Alkali, FCI, noted that the presence of well - disciplined and adequately regulated professionals in the built environment, would improve the quality of output of the professionals and invariably contribute to the quality of the environment, construction, infrastructure and national development.
He said that, TOPREC, as a critical Agency of Government under the supervision of the Federal Ministry of Works and Housing had the statutory mandate to regulate and control the practice of the profession of physical planning in all ramification in Nigeria.
“TOPREC Mandate includes: determining who are town planners as well as knowledge and skills required for registration of anyone who desires to practice the profession in Nigeria" he said
Alkali revealed that the Minister approved the re- constitution of the new members of the Council after the expiration of the tenure of the former ones in consonance with the provision of Section 2(1) of the Town Planners Registration Council of Registration (TOPREC) Act 2004.
In his remark, the President of the Town Planners Registration Council of Nigeria, Tpl Isiaku Mukhtar Kura, while encouraging the newly inaugurated members to form a habit to read and meditate on the Act that established the council, explained that being members of the council was a call to service that would involve sacrificing their time and resources.
Tpl Kura who conveyed the council's gratitude to the Minister for the periodic subvention given to it, also informed the Minister that the Council has been able to build a Secretariat at Jahi district in Abuja.
The twelve TOPREC members inaugurated are; Tpl Dr. Simon Kanobi -Osoww Ajom, Cross River State, Tpl Danbaba Umar Idris,vNiger state, Tpl. Liman Gana, Borno State, Tpl. Nura Alkali Charges Delegates at the 27th Conference of Directors of Lands on Eliminating Conflict Areas.
The Permanent Secretary Federal Ministry of Works and Housing, Mr. Bashir Nura Alkali, has charged Directors of Lands in the Federal and State Ministries, Agencies and Departments to dwell on areas that will eliminate conflict areas among operators at the three tiers of government.
Alkali gave the charge in his welcome address at the opening ceremony of the 27th Conference of Directors of Lands in the Federal and State Ministries, Agencies and Departments going on at Rockview Hotels, Abuja on Wednesday, 12th October,2022.
The Theme of the conference is "The Land Use Act on Land Management, Responsibilities of the Federating Units."
The Permanent Secretary explained that the conference would not only enhance efficiency and effectiveness but also afford the professionals and experts the opportunity to come up with modalities for efficient, effective land administration and management in the country.
"As you interrogate the sub themes for the next two days, l urge you to critically examine the land administration/management issues comprised under the Land Use Act with a view to coming up with solutions particularly aimed at eliminating areas of conflict among the operators at the three tiers of the federation," Alkali said.
In his keynote address, Director and Head of Department, Lands and Housing Development Department in the Federal Ministry of Works and Housing, Estate Surveyor Godwin Ityoachimin, explained that the conference would address the limitations of each tier of government and establish boundaries in relation to the Land Use Act.
He noted that delegates would discuss and identify the responsibilities of both the Federal and State Governments as enshrined in the law.
Esv. Ityoachimin pointed out that the federal government had consistently been faced with challenges relating to the other tiers of government on issues bothering on land administration, acquisition and compensation because the state government believes that the land in the state is owned by it, noting that state governors would move into the properties owned by the federal government and pulled them down without due process.
He further argued that the impression of governors owning the land was a misconception as well as misleading, pointing out that the correct intent of the Land Use Act is that governors are trustees under the Act and not owners.
He explained that Section 49(2) of the Land Use Act requirement is that the use of land by the federal government is dictated by public interest.
The Director also said that Federal Government as a Corporate entity has the right to own and manage properties.
He noted that if the limitations of each tier, from the Federal to the Local Governments are clearly identified and stated, the challenges the Federal Government go through would be eliminated.
"Our thinking is that we shall be able to deliberate on this limitations and work within the time frame of the limit permitted by the Law, a lot of challenges government go through particularly at the states level will be eliminated. It will enhance the process and relationship among the tiers of government, and the ultimate delivery of the impact and dividends of democracy,"Ityoachimin remarked.
The outcome of the conference will impact positively on the relationship among the tiers of government, land administration processes will impact positively on the economy, wealth creation and prosperity of Nigerians.
In his goodwill message, the Chairman Estate Surveyors and Valuers Registration Board of Nigeria, Esv. Gersh Henshaw, suggested that it would be important to establish the Land Use and Allocation Committee in the states and the Land Advisory Allocation Committees at the Local Governments level, noting that their findings and resolutions would guide the state governors in making decisions on land administration, acquisition and compensation.
FG: House Committee on Works Inspects Federal Highway Projects in the North Central Zone
...Calls for quick completion of road projects.
The House of Representatives Committee on Works has inspected the expansion of the 5.4 kilometers Abuja- Keffi expressway and the dualization of the 220 kilometers Keffi- Akwanga-Lifia- Makurdi Federal roads in the North- Central Geo-Political zone of the country.
The purpose of this on-the-spot assessment by the Law makers was to ascertain the level of job done and the compliance level of the contractor handling the project.
The Committee was led on the inspection by the Chairman, Honourable Abubakar Kabir Abubakar. He explained that it was part of their responsibilities to carry out regular oversight functions on critical infrastructure projects of the Federal Government in order to give value to the money spent on projects, pointing out that on this particular road project, government has spent billions of naira.
Speaking on the funding of the project, he confirmed that it is a joint funding arrangement between Nigeria and China. "The project is being executed by the China Harbour Engineering Company limited through a Preferential Buyer's Credit loan from Export -Import Bank of China (CEXIM) with about Eight-five percent of the contract sum being from China and Nigeria is providing the other fifteen percent counterpart fund of the contract sum," he said.
Taking the team on this tour of the project, the Chairman said that the project is very important as it connects the three states of Nasarawa, Benue and Enugu.
On the project performance he said: " we have raised certain issues concerning some failed portions of the road and we have drawn the attention of the trio of the Consultant, Contractor and the Ministry to address all these issues. This he, assured will help avoid compromising standards, ensure quality and also enhance timely delivery."
Responding to the issue of the failed portion especially on the section ll of the project, the Ministry's Project Implementation Unit: Road Sector Development Team led by the Senior Project Manager, Engineer Usoh Henry assured members of the Committee that urgent repairs are going to be carried out as soon as possible, more so since the Contractor has been notified of the failed portions.
Speaking further on the project, Engineer Usoh said that the project is about 75% completed and reassured members of the Committee that the project was going to be delivered by April, 2023.
According to him, the project was divided into two phases in order to ease its implementation. They are, Phase l; which is the dualization of Keffi- Akwanga- Lafia- Makurdi road and the Phase Il, the dualization of Makurdi-Otukpo- Obollo Afor-Enugu Road.
Speaking about the quality of job done, Engineer Usoh said that the Contractor has been closely supervised as it is mandatory for all multi- laterally funded projects such as this road project requires. He said that an Independent Consultant has being on site carrying out an unbiased supervision, monitoring and control of the project adding that the China EXIM Bank had also engaged its own Supervision Consultants to play their roles in accordance with International best Practices.
