Housing Ministry Endorses KTNN’s Nationwide Renewed Hope Homeownership Campaign. • campaign to compliment Ministry’s ongoing housing sector Reforms - Dangiwa The Federal Ministry of Housing and Urban Development has expressed support to a nationwide campaign on Renewed Hope Homeownership and Housing Development presented by the KnowThis Nigeria Network (KTNN) The decision was the outcome of a meeting between the ministry and the KTNN's team led by its Project Director, Engr. Robert Ahen Chenge to discuss the partnership for the campaign. Know This Nigeria Network (KTNN) is a civic organization dedicated to bridging knowledge gaps and promoting citizen engagement in national development. The campaign, an initiative of the KTNN, is designed to bridge the gap between citizens, state governments and housing institutions in Nigeria’s housing reform initiatives. It comprises six regional housing advisory Executive Sessions for Governors, Commissioners of Housing, Land and Urban Development, CEOs of States' Housing Corporations, Legislators, and Private sector. to serve as direct engagement platforms for the leadership of the Ministry, its agencies, and development partners. The initiative further aims at interfacing with States and aligning housing plans, implementing land reforms, unlocking dead capital, and enabling access to federal and international funding to expand affordable housing delivery. On the other hand, the Campaign will take the message directly to citizens through State-by-State Homeownership Seminars. These seminars will be hybrid — physical and virtual — to reach every demographic group. Civil servants, artisans, entrepreneurs, professionals, and youth groups will all learn directly from FMHUD, FMBN, FHA, FHFL, NMRC, MREIF, and InfraCredit. In his remarks, Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa praised the effort of the KTNN to translate housing reforms into a nationwide movement that connects policy with people, emphasizing on the importance of making housing reforms accessible to citizens, especially those at the grassroots. “Many States are still not fully aware of the federal and international housing windows available to them and many citizens still don’t know where to start or how to access affordable housing opportunities”, he said. “Having gone through the earlier submissions and presentation from KTNN, I am persuaded to endorse the principles and objectives of the Renewed Hope National Homeownership and Housing Development Campaign. The goals of deepening citizen awareness, strengthening State–Federal collaboration, and institutionalising continuity in housing reforms are fully consistent with our Ministry’s priorities under the Renewed Hope Agenda” Dangiwa noted. He appreciated the timely and strategic nature of the campaign, saying that it complemented ongoing efforts of the Ministry through the Renewed Hope Housing Programme, the Renewed Hope Social Housing Programme, the Land 4growth reforms, among others, designed to make housing delivery more coordinated, transparent, and inclusive. Minister Dangiwa acknowledged the KTNN’s proposals to institutionalise housing knowledge through the establishment of States' Housing Reform Offices (SHROs) and a National Housing Reform Office (NHRO) as part of the Campaign, noting however that the Ministry will review the specifics to see how they fit into the Renewed Hope Housing Delivery Strategy in line with the need to that they would complement the Ministry’s existing Department of Reform Coordination and Service Improvement to ensure continuity and knowledge retention across political transitions. “What I see here is not duplication, but an opportunity for complementarity, where private sector-driven support structures like the NHRO and SHROs can work alongside our existing frameworks to deepen reform implementation and accelerate results”, he explained. Accordingly, Dangiwa lauded KTNN’s push to seek partnerships of Development Finance Institutions (DFIs) such as the World Bank, Shelter Afrique Development Bank, IFC EDGE, and UN-Habitat, noting that the proposal for a co-funding with the DFI’s was consistent with the Ministy’s approach of building sustainable, blended-finance solutions. He also appreciated KTNN’s plan to produce practical tools like the State Homeownership and Housing Development Advisory Booklet, the Renewed Hope Homeownership Guide, the video infomercials, and the website and digital engagement platform, to help simplify communication, expand public understanding, and build trust between government and citizens. The Minister directed the Permanent Secretary to constitute a technical review team comprising relevant departments and agencies like the Federal Mortgage Bank of Nigeria (FMBN), Federal Housing Authority (FHA), Family Homes Funds Limited (FHFL), Nigeria Mortgage Refinance Company (NMRC), and the Reform Coordination Department of the Ministry, to collaborate with KTNN in finalizing partnership modalities. He further assured the KTNN team of the Ministry’s openness to ideas, partnerships, and innovations that help achieve shared goals. “The Renewed Hope vision is not just a government slogan, it is a national call to action. It belongs to every Nigerian who believes that change is possible when citizens and institutions work together”, Dangiwa said. In his presentation, the Project Director KTNN, Engr. Robert Ahen Chenge, noted that the Renewed Hope National Homeownership and Housing Development Campaign, was a movement that seeks to bring together all federal and international housing institutions to move forward the agenda of President Ahmed Bola Tinubu's administration in the housing sector. He explained that the campaign which is designed to bridge gaps between policy and people, federal programs as well as state level efforts, and institutional knowledge with citizen access, would be a hybrid campaign, both physically and online, to ensure broad participation and engagement. Engr. Chenge further outlined three key gaps the campaign is designed to close to include: lack of understanding of federal reforms, underutilization of federal support institutions, and low awareness of federal housing initiatives. He said the Campaign also aims to train, certify, and deploy Homeownership Specialists in every State to guide citizens through mortgage applications, housing registration, and homeownership processes, with counterpart funding structure involving government, Development Finance Institutions (DFIs), and the private sector to ensure sustainability.
Dangiwa Underscores Importance of Collaboration, Innovation to Addressing Challenges of Urbanisation Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has underscored the relevance of innovation and collaboration in addressing the challenges of urbanisation. Dangiwa spoke during a meeting with delegates from Hip City Innovation Centre, at the Ministry’s Headquarters in Abuja, Wednesday, 5th February, 2025. HipCity Innovation Centre is a research, development and advocacy organization that focuses on strengthening youth and community resilience, fostering active citizen participation in democratic processes. They are also a member of the World Urban Campaign (UN-Habitat affiliate) and Making Cities Resilient MCR2030 The minister expressed readiness of the Ministry to partner with youth organizations in order to harness their talents and ideas, which would contribute to the creation of resilient cities and urban centers equitable and prosperous for all. While recognizing the youths as the largest demographic and the drivers of change in Nigeria, the Minister commended their commitment to sustainable urban and housing development in Nigeria, pointing out the significance of their energy, creativity, and passion to the shaping of cities and communities. He commended the initiative of the delegation to form a Youth Advisory Group for Housing and Urban Development, saying that it aligns perfectly with the Ministry’s vision of inclusive and participatory governance, where every citizen has a voice in the decisions that affect their lives. Explaining further, Dangiwa recalled “The 2024 World Cities Day event and the World Urban Forum in Cairo were important moments for us as a Ministry. They reinforced the importance of collaboration and innovation in addressing the challenges of urbanization” Stating the opportunities and challenges presented by the growth of Nigeria’s cities, the Minister acknowledged that the young people as the dominant population of city dwellers have a unique perspective on the issues affecting urban areas, from housing affordability to transportation, environmental sustainability, and social inclusion. Arc. Dangiwa further assured of his commitment as the Chair of the UN-Habitat Executive Board, to inclusive urbanization, as well as the Ministry’s openness to the idea of a Youth Advisory Board. “We will work with you to holistically review the concept that you have proposed, make necessary inputs so that it is transparent, inclusive and sustainable”, he promised. On their part, the Executive Director of the HIPCITY INNOVATION CENTRE, Bassey Bassey, requested the Ministry to consider the constitution of a Youth Advisory Board to ensure youth participation in housing and urban development policy making, in order for their insights, priorities, and innovative ideas to reflect in national strategies. He commended the leadership of the Minister as the Chair of the UN-Habitat Executive Board, particularly in the area of strategic plan for 2026-2029 which focuses on areas like adequate housing, issues of land, transformation of informal settlement and slum, among others. While referencing the existence of the Youth Advisory Board at the UN Habitat level, Mr Bassey emphasized on the need for the Board at the National level, while further expressing desire for the Board to be set up within the shortest possible time in order to position the Nigerian Youths to contribute to global conversation and take local action when the strategic plan at the global level kickstarts in the year 2026. Belgore Receives ARCON's Leadership, Pledges closer collaboration The Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Shuaib Belgore has played host to the leadership of the Architect Registration Council of Nigeria (ARCON) on a visit to the Ministry, pledging to work closely with them to move the housing sector forward. Dr Belgore, in his remarks, affirmed the importance of Architects in nation building, saying architects turned inhabitable sites to beautiful cities for human beings to live. He expressed his happiness to the delegation, that the lingering disputes among the professional bodies in the built environment has been resolved amicably, adding that the housing sector was now professionally stronger to deliver services. On the closer collaboration, Belgore stated "I understand that when it comes to any structure, building, architects are extremely important, therefore you can be assured of my cooperation." While reminding them of the ministry's projects; such as the National Housing Program and the Renewed Hope Housing Projects, he told them that he would continue to seek more clarification from their end, assuring that the Ministry will work closely with them to succeed. Comparing the current city of Abuja to what it was when it was first created as the Nigeria's capital, Dr Belgore said that Architects had turned a forest to a beautiful liveable city through their expertise, noting that their role in nation building was very visible for everyone to see. Dipo Ajayi, who led a high - powered delegation of architects from various fields, emphasized the importance of collaboration in transforming Nigeria’s built environment. Dangiwa Lauds Mr. President for FEC Approval of N31bn Access Road to Karsana Renewed Hope City Abuja, Nigeria – Tuesday, February 4, 2025 – The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has extended his deepest appreciation to His Excellency, President Bola Ahmed Tinubu, GCFR, for his bold vision for housing development and consistent support towards achieving the goals of the Renewed Hope Agenda for housing and urban development. This commendation follows the approval of N31.66 billion by the Federal Executive Council (FEC) for the construction of a critical access road to the 3,112 Housing Unit Renewed Hope City in Karsana, Federal Capital Territory (FCT). The approval was granted during the FEC meeting held today, following the presentation of a memo by the Honourable Minister of the Federal Capital Territory (FCT), Bar. Nyesom Wike. The memo was in line with the Presidential Directive issued last year during the launch of the Karsana Renewed Hope City project by President Tinubu. The directive emphasized the need for proper infrastructure and accessibility to all Renewed Hope Housing Project sites across the country. Arc. Dangiwa described the approval as a significant milestone in the Tinubu administration’s efforts to address Nigeria’s housing deficit and ensure sustainable urban development. He noted that the construction of the access road will not only ease transportation to the Karsana Renewed Hope City but also open up the axis for rapid housing development and economic activities. “This approval demonstrates Mr. President’s unwavering commitment to providing affordable housing for Nigerians and ensuring that all Renewed Hope Housing Projects are supported with the necessary infrastructure. 1. It is my pleasure to welcome the Chairman of the Presidential Technical Committee on Land Reform, Prof. Peter O. Adeniyi, and other distinguished members of the Committee to this very important meeting.
2. We initiated the engagement with the Presidential Technical Committee on Land Reforms that has led to today’s meeting as part of our stakeholder engagements towards ensuring that we avail ourselves of all relevant knowledge, resources, and inputs from efforts made by previous governments over time to fix the challenges with land administration in our country.
3. This is because we acknowledge that past governments set up teams, committees, and working groups and land administration comprising industry experts and stakeholders. These have produced several blueprints for solving this problem, with the only thing lacking being the political will to get the job done, by following through and implementing the recommendations.
4. Under the leadership of His Excellency, President Bola Ahmed Tinubu, GCFR, we now have that political will, and at the Ministry of Housing and Urban Development, we are committed to ensuring that we use it optimally to break the jinx of land administration in our country.
5. As you are all aware, the review of the Land Use Act 1973 is a top priority under the Renewed Hope Agenda of Mr. President for Housing and Urban Development. This is because land is the foundation of the housing delivery process, requiring governing laws that ensure its availability, accessibility, efficient use, transferability, and convertibility.
6. Currently, key Statistics on Nigeria’s Land Administration show that:
a. Nigeria ranks 186th out of 190 countries on the World Bank Ease of Doing Business index in terms of ease of registering properties.
b. The land administration system across several metrics includes an average of 12 procedures and 92 days to register landed properties, costing up to 11% of the property value.
c. Nigeria has a score of 8 out of 30 in terms of the quality of land administration. About 97% of land is unregistered but traded regularly.
d. According to PWC, Nigeria has $300bn in dead capital. This means that streamlining land administration will unlock the potential of land as an economic resource and a catalyst for economic growth, helping to lift millions of Nigerians out of poverty.
7. We understand and believe that your Committee has done extensive work on the review of the Land Use Act and come up with several recommendations. That is why we requested that you come and brief us so that we are properly guided in our strategy to actualize Mr. President’s goal to fix this long-standing issue.

REMARKS BY THE HONOURABLE MINISTER OF HOUSING & URBAN DEVELOPMENT ON THE GOOD MORNING NIGERIA PROGRAMME ON THURSDAY, 9TH NOVEMBER, 2023.
Dear Nigerians,
I had the honour of speaking on the Good morning Nigeria programme on the NTA Network this morning. It was an opportunity to reiterate our commitment to the Renewed Hope Agenda for Housing and Urban Development as envisaged by His Excellency, President Bola Ahmed Tinubu.
I highlighted our key priorities for the Housing and Urban sector, including the plan to create Renewed Hope Cities across Nigeria, starting with a first phase of 40,000 housing units across all 36 states and the Federal Capital Territory. We estimate that Nigeria requires an average of 550,000 units annually over a 10-year period to bridge the housing deficit, and the Renewed Hope Cities project is only one step towards achieving that.
I also firmly emphasized our commitment to strengthening the institutional capacity of the Ministry and our agencies like the Federal Mortgage Bank of Nigeria (FMBN) and the Federal Housing Authority (FHA). This involves reviewing the FMBN Act, the NHF Act, and other extant laws that no longer serve their purpose in view of current realities. We're also actively pursuing a review of the Land Use Act to make land administration seamless for enhanced property investment.
Our Slum Upgrading and Urban Renewal project will help upgrade communities deemed unfit for human habitation into livable and decent cities. We're not just concerned about increasing the housing stock, but also deeply committed to ensuring that Nigerians have decent places to call home.
I also seized the opportunity to inform Nigerians of our desire to complete all abandoned projects in the country. We're currently on an inspection tour and assessment of such projects. Not only will they be completed, but we will ensure that all projects we embark upon are completed as and when due.
Overall, our objective is to provide affordable and quality housing to Nigerians, while also creating decent cities and communities. We realize that the private sector should play a huge role in this regard. Not only are we partnering directly on projects, we're also creating an enabling environment for the private sector to thrive, by reviewing laws that have become stumbling blocks to progress and addressing the legacy challenges that have discouraged investments over the years, including access to land and titling, credit, and raw materials.
Let me re-echo the promise I made to Nigerians on the programme. The Tinubu administration is genuinely concerned about the housing and urban sector, and we will drive the much-needed change and development that Nigerians so dearly need.
