Housing Ministry Trains Staff on Green Building Practices

 

* Workshop Transformative for our Ministry, housing development - Dangiwa

 

  * Its FG's commitment under President Tinubu to do things differently, adopt global best practices 


A 2- day training workshop on Green Buildings Practices for the staff of the technical departments of the ministry of Housing and Urban Development has commenced today, Wednesday, October 30th, 2024.

 

The workshop was anchored by the Excellence in Design For Greater Efficiencies (EDGE) and a World Bank Group, International Finance Coorporation (IFC), in collaboration with the ministry of Housing and Urban Development.

 

Declaring open the workshop, Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa described the workshop as transformative for the ministry because it's impact will transform the thinking approach of the staff. 

 

Green Building Practice involves designing, constructing and operating buildings in an environmentally friendly manner and aims to provide residents with a comfortable, healthy indoor and outdoor environment.

 

Dangiwa said  "This administration under President Bola Ahmed Tinubu is committed to doing things differently by adopting global best practices that will improve the lives of the people and their health generally.  The workshop is beyond presentation, rather a  learning experience that will be adopted and will lead to real and tangible improvements in the way we plan and build homes in Nigeria" 

 

He explained that the ministry will set standard and example for other ministries, agencies and even private sectors to emulate, adding that the ministry is ready to embrace green building to create a sustainable future for Nigeria.

 

Speaking earlier, the IFC EDGE Green Buildings Team Lead, Temilola Sonola, said that, Green Building would support Nigeria to adopt global best practices in order to fight against Climate Change, further disclosing that Nigeria has recorded 31 property developers, financial institutions and investors that have obtained EDGE GREEN BUILDING CERTIFICATION for a grand total of 35 projects in Nigeria, including diverse building types like hospitals, student accommodation and others.

 

She further stated that, building and construction sector contributes 40% to global Green Building certification and the factors to it which are rapid growth, urban population and utilization of outdated construction. 

 

Sonola said, " complying with Green Building brings about use of less water, less energy, less waste and less infrastructure which will lead to improved air quality and living conditions. The financial benefits are enamous which includes increase in asset value and cost reduction".

 

The Permanent Secretary,  Dr. Marcus Ogunbiyi in his remarks said, the workshop was timely as so many homes in Nigeria lack access to some of the basic amenities like water and energy among others.

 

He said, the workshop will help the staff as they comply to boost and improve the livelihood of those that are vulnerable.

Dangiwa Affirms Commitment to the Vision of Housing Ministry    ..... outlines strategies, significant achievements by the housing ministry   The Minister of Housing and Urban Development Arc. Ahmed Musa Dangiwa has affirmed commitment to the vision of the Housing Ministry which is to create an efficient housing market that gives all Nigerians the right to a secure, decent, and affordable home as a platform for active participation in economic development.   Dangiwa, also outlined the significant strides made by his ministry in advancing the Renewed Hope Housing Agenda of President Bola Ahmed Tinubu's administration.    He spoke during the Ministerial Press briefing in Abuja, organised by the Minister of Information and National Orientation.   Dangiwa mentioned that the strategy of the housing ministry to move the housing sector forward revolves around three core pillars which are;  growing the economy, lifting 100 million Nigerians out of poverty, and creating an enabling environment, affirming that the Renewed Hope Housing Programme is designed to be a catalyst for economic growth.    According to the Minister, the launching of the Renewed Hope Cities and Estates Development Programme earlier this year by President Bola Ahmed Tinubu at Karsana, Abuja, will deliver, under phase one, a total of 50,000 housing units across Nigeria.   Giving a detail description of the projects,  Dangiwa said that the Cities will have 1,000 housing units per site in one location in each of the six geo-political zones in the country and FCT, while the Estates will have 500 housing units per site in the remaining thirty (30) States.   "We have designed the Renewed Hope Cities as integrated living communities targeting all income brackets. They comprise one-bedroom blocks of flats, two-bedroom blocks of flats and three- bedroom blocks of flats; two-, three- and four-bedroom terraces, four-bedroom duplexes, and five-bedroom duplexes," he added.   He also explained "To  enhance affordability and ease of offtake, we used organic designs where one bedroom can be expanded to two-bedrooms and three-bedrooms as  the income of beneficiaries increase over time”.   Dangiwa also spelt out a cross subsidy plan that will allow housing units built under the Renewed Hope Cities to be sold at commercial rate and a substantial percentage to be sold at concessionary rates to low- and medium-income Nigerians who are members of the Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC).   Accordingly, he said that the construction and development of new areas, cities and estates will generate employment opportunities, stimulate local businesses, and attract investments.   " The 50,000 units to deliver under phase 1 will create 1,250,000 direct and indirect construction jobs. This is in addition to the value chain effects of purchase, supply of building materials, businesses around the construction sites,"  he explained    Dangiwa also revealed that the recent launch of an Online Housing Portal by the Ministry was to ease the process of acquiring homes that are built under the Renewed Hope Cities and Estates Programme.    To achieve inclusivity in the housing sector, the Minister further stated that, the creation of a National Social Housing Fund (NSHF) was to ensure that all Nigerians including those with no income, the vulnerable and underprivileged groups have access to decent and dignified accommodation, saying that President Tinubu believes that access to decent shelter is not only a necessity but a human right and all Nigerians across all income segments deserve a decent home to live and grow.   He also listed the potential sources of funds for the National Social Housing Fund to  include; Gains from the removal of fuel subsidy, Profit after tax from pension fund administrator investments, Contributions from corporate bodies and institutions as part of their corporate social responsibility, Public Private Partnerships, International donor support and Government allocation, amongst others.   On National Housing Program (NHP), the Minister spoke about the advertisement of Expression of Interest forms with 4 (four) windows of subscription giving room for all income segments; he said the  Outright payment got 1,294, Mortgage 2,408, Rent– to– Own got 2,148 and Installment payments, 3039 expression of interests.    He noted that the first batch of Offer of New Provisional Allocation Letters were released last month for successful applicants under the Outright Payment option.   Furthermore,  Dangiwa reviewed the inauguration of a housing reform task teams namely: Building Materials Manufacturing Task Team, Housing Institutions Reform Task Team, Multi-Agency Project Delivery Team and Land Reforms Task Team; that would ensure repositioning and optimizing performance of the Ministry to deliver on the target of providing affordable homes to Nigerians.   He stated some of the obligations of the task team which includes a thorough review of relevant laws and facilitation of necessary legislative amendments such as The Land Use Act, 1978, National Housing Fund (NHF) Act,1992, Federal Mortgage Bank of Nigeria (FMBN) Establishment Act, 1993, Driving Nationwide adoption and passage of the foreclosure law in states, amongst others.   He further revealed that the Task Teams have sent in preliminary reports and will conclude their assignments soon, assuring that the Ministry is committed to implementing the stated reforms and initiatives to change the landscape of the housing sector for good and deliver the Renewed Hope Agenda for Housing and Urban Development.   On Slum Upgrade Programme,  Dangiwa also disclosed that the Ministry is set to embark on National Slum Upgrade Programme in 26 sites nationwide under the phase one of the programme, highlighting the key services to be  provided as water supply, solar streetlights, rehabilitation of access roads, construction of drainages, waste management and sanitation services, amongst others.   In assuring Nigerians of successful and prompt completion of the Renewed Hope Housing Cities and Estates, the Minister mentioned that government has approved the total sum of 126.5bn from the 2023 supplementary and 2024 budgets for these projects including slum upgrade and urban renewal, maintaining, "Nationwide, we currently have estates in 12 States and Cities in 3." He added    The estates are sited in Katsina, Yobe, Gombe, Abia, Nasarawa, Benue, Akwa Ibom, Delta, Sokoto, Oyo, and Osun while the cities are in Abuja, Yobe, and Lagos.    The Minister further mentioned that Contractors have been mobilized and have commenced work to deliver a total of 3,500, revealing that work has commenced for 3,112 housing units under the PPP, bringing the total number of housing units currently under construction to 6,612.    ...

Housing Ministry Takes Renewed Hope  Housing Project to Yobe     .....inaugurates 250 Housing Units Estate   The ongoing groundbreaking of the Renewed Hope Cities and Estates Housing Project  across some states of the federation by the Federal Ministry of Housing and Urban Development has landed in Yobe, with the inauguration of 250 housing units project by Governor, Mai Mala Buni of Yobe State, Friday,  May 24th, 2024.   Governor Buni who performed the foundation laying, expressed  profound gratitude and appreciation to President Bola Ahmed Tinubu for his commitment to address the housing deficit, and to provide Nigerians with decent accommodation especially in states like Yobe that suffered massive loss to the protracted security challenge.   Buni also appreciated the Minister of Housing , Arc Musa Dangiwa and his able team for the kind consideration of Yobe state in the first phase of the programme.    " I am a keen follower of your activities and l am glad to say you have demonstrated great commitment to achieve your set goals" he stated   In his address, Minister of State for Housing and Urban Development, Abdullahi Tijjani Gwarzo,, stated that the groundbreaking event was a part of  President Tinubu's comprehensive vision when he launched the Renewed Hope Cities and Estates project with a 3,112-housing unit project in Karsana, Abuja, earlier this year.   He explained " Under Phase One, we plan to deliver a total of 50,000 housing units across Nigeria. The cities will have between 500 - 1,000 housing units per site in one location in each of the six geopolitical zones in the country and the FCT, while the estates will have 250 units per site in the remaining thirty (30) states"    Gwarzo described the Renewed Hope Estate in Yobe to comprise 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.   He mentioned that the housing units have been designed in a way that would ensure easy accessibility and  affordability for interested and potential off-taker, disclosing organic designs have been  adopted  to allow for future expansion as the income of beneficiaries increases.    "What this means is that the 1-bedroom can be expanded to 2 bedrooms and a 2-bedroom expandable to 3 bedrooms as the owner’s financial situation improves or he grows in service," the Minister explained.   To enable everyone with a source of income and livelihood own a home at the completion of  these houses, the Minister revealed that government has created varieties of payment options which include single-digit mortgage loans with up to 30-year terms provided by the Federal Mortgage Bank of Nigeria, Rent-to-Own schemes, and Outright Purchase options for those who can afford to pay upfront.     The Minister, while giving assurance of the successful completion of these homes as well as their durability to ensure Nigerians have value for their money, disclosed that funding for the projects come from the N50 billion 2023 Supplementary Budget of the Federal Ministry of Housing and Urban Development noting the  contracts for 3,500 housing units in 13 states.   Gwarzo expressed appreciation to the Governor of Yobe State, Mai Mala Buni for promptly providing the land for the project at no cost, urging States government yet to provide land to do so as states that have not been covered under the 2023 Supplementary budget will be included in the 2024 budget.    " This singular action has helped us to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners. This is a dividend of responsible governance and I applaud Your Excellency," He enthused.   The Minister, while reiterating commitment of President Bola Ahmed Tinubu on job creation and reviving the economy, assured that the housing programme would create jobs, uplift lives and boost economic development in Yobe State, pointing out that opportunities were created for people with different businesses like food vendors, suppliers of blocks and building materials to be engaged in one economic activity or the other, thereby creating a big value chain effect.   "Statistics show that construction one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units we are hoping to create jobs for over 6,500 people," he noted.   The Minister also charged  the developers, Messrs. Katalyst Dynamics & Contracting Co. Ltd, Jikantiti Nigeria Limited, MB Yalwa Contractors Ltd, and 2 Horses Ventures Limited to ensure that they build according to specifications and deliver a quality job, adding that the work must be finished within the next three months so that process for offtake can begin.   Earlier in his address, Director, Planning,Research and Statistics, Ministry of Housing and Urban Development, Bala Saulawa revealed that the Ministry's aim is to turn Nigeria into a huge construction site  through the Renewed Hope Housing Cities and Estate programme, unlock the power of the housing sector to boost economic development and help  achieve President Tinubu's goal to build a $1 trillion economy.   ...

DANGIWA INAUGURATES 500-UNIT RENEWED HOPE CITY IN KANO   …Governor Yusuf pledges continuous partnership towards the development of housing sector in the State   The Honorable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has, in continuation of the Nationwide Renewed Hope Cities and Estates Programme flag off, supervised the official groundbreaking of the 500-unit Renewed Hope City in Kano State by His Excellency, the Executive Governor of Kano State, Alhaji Abba Kabir Yusuf.   In his remarks, Arc. Dangiwa explained that the Renewed Hope City in Kano will feature 100 units of 1-bedroom semi-detached bungalows, 300 units of 2-bedroom semi-detached bungalows, and 100 units of 3-bedroom semi-detached bungalows, all designed with affordability and future expansion in mind, allowing homeowners to enlarge their living spaces as their incomes improve.   He emphasized the importance of adhering to quality standards and timely completion, urging the developers, Messrs. Cosgrove Investment Limited, Vibe Bottega Ltd, and Frasier Stone Ltd to build according to specifications and deliver quality work within three to six months as substandard job would not be tolerated.   The Minister highlighted various purchase options created to make home ownership accessible, which includes single-digit mortgage loans with up to 30-year terms, Rent-to-Own schemes, and outright purchase options.   While stating that the project is part of President Bola Ahmed Tinubu’s broader vision under the Renewed Hope Cities and Estates project, which began with a 3,112-unit project in Karsana, Abuja, Arc. Dangiwa reiterated that the Phase One aims to deliver 50,000 housing units across Nigeria.   “The cities will have between 500 - 1,000 housing units per site in one location in each of the six geopolitical zones in the country and the FCT, while the estates will have 250 units per site in the remaining thirty (30) states”, he explained.   Accordingly, the Minister informed that the estates are sited in Katsina, Yobe, Gombe, Nasarawa, Benue, Akwa Ibom, Delta, Sokoto, Osun and Ogun States, while the cities are in Abuja, Kano, and Lagos.    “Yesterday we did the groundbreaking for the Estate in Kano. After here, we will be proceeding today to Yobe, tomorrow to Gombe and on Sunday we are proceeding to Sokoto, for the groundbreaking ceremonies. In total, we are doing ground breaking of 3,500 housing units across the 12 States I have mentioned”, he said.   Reiterating President Tinubu's commitment to ensuring Nigerians own decent, liveable and affordable home,  Arc. Dangiwa  explained that funding for the projects comes from the N50 billion 2023 Supplementary Budget of the Federal Ministry of Housing and Urban Development.    “We have already awarded contracts for 3,500 housing units in those 13 states we have mentioned, plus the 3,112 in Karsana that are under the Public Private Partnership (PPP)”, he added.   The Minister appreciated Governor Yusuf for providing land at no cost for the project, noting that it has significantly reduced the overall cost of the housing units; urging all State Governments yet to provide land for these projects to do so promptly.   He further thanked the Governor for returning Kano State workers back to the National Housing Fund (NHF) contribution of 2.5% of their income, pointing out it  would enable the workers to acquire the Units through the NHF mortgage loans, rent-to-own, as well as enable them to have access to other loan products and options offered by the FMBN.   He also commended  the management of  Federal Mortgage Bank of Nigeria for offering a home renovation loan to on beneficiaries.   Arc. Dangiwa as well extended his appreciation to President Tinubu for his vision and political will which have been crucial in advancing the cause of quality and affordable housing in Nigeria.   Meanwhile, Minister of State for Housing and Urban Development, Abdullahi Tijjani Gwarzo, who is also from Kano State, expressed elation for having the project sited in his home state, assuring it would  create jobs, boost economic development and help in  achieving President Tinubu's goal to build a $1 trillion economy.   The Executive Governor of Kano State, Engr. Abba Kabir Yusuf, in his remark, lauded the timely nature of the project considering that the State is largely populated and is facing shortage of houses.   He  disclosed that his administration has made significant progress in revitalizing abandoned housing projects in the State, Gov. Yusuf mentioned that his government is also facilitating partnership with the Federal Mortgage Bank of Nigeria to construct houses for interested citizens.   He further appreciated the Management of the Federal Mortgage Bank of Nigeria, for considering Kano State Civil Servants in the disbursement of over 230 Million naira Cheques to 299 beneficiaries, while also calling on the beneficiaries to utilize the loan for the purpose of building their own houses.   The Governor further assured the Minister of continuous partnership towards the development of housing sector in the State.   Highlight of the event was the presentation of 230 Million naira home renovation loan Cheques to 299 Civil Servant beneficiaries by the Managing Director of the Federal Mortgage Bank Shehu Usman Osidi, through the Honorable Minister Arc. WELCOME ADDRESS BY THE HON. MINISTER OF HOUSING AND URBAN DEVELOPMENT, ARC. AHMED DANGIWA, DURING A MEETING WITH THE PRESIDENTIAL TECHNICAL COMMITTEE ON LAND REFORMS AT THE MINISTRY’S HEAD OFFICE IN ABUJA ON FRIDAY, NOVEMBER 10, 2023

Protocols:
1.    It is my pleasure to welcome the Chairman of the Presidential Technical Committee on Land Reform, Prof. Peter O. Adeniyi, and other distinguished members of the Committee to this very important meeting.
2.    We initiated the engagement with the Presidential Technical Committee on Land Reforms that has led to today’s meeting as part of our stakeholder engagements towards ensuring that we avail ourselves of all relevant knowledge, resources, and inputs from efforts made by previous governments over time to fix the challenges with land administration in our country.
3.    This is because we acknowledge that past governments set up teams, committees, and working groups and land administration comprising industry experts and stakeholders. These have produced several blueprints for solving this problem, with the only thing lacking being the political will to get the job done, by following through and implementing the recommendations.
4.    Under the leadership of His Excellency, President Bola Ahmed Tinubu, GCFR, we now have that political will, and at the Ministry of Housing and Urban Development, we are committed to ensuring that we use it optimally to break the jinx of land administration in our country.
5.    As you are all aware, the review of the Land Use Act 1973 is a top priority under the Renewed Hope Agenda of Mr. President for Housing and Urban Development. This is because land is the foundation of the housing delivery process, requiring governing laws that ensure its availability, accessibility, efficient use, transferability, and convertibility.
6.    Currently, key Statistics on Nigeria’s Land Administration show that:
a.    Nigeria ranks 186th out of 190 countries on the World Bank Ease of Doing Business index in terms of ease of registering properties.
b.    The land administration system across several metrics includes an average of 12 procedures and 92 days to register landed properties, costing up to 11% of the property value.
c.    Nigeria has a score of 8 out of 30 in terms of the quality of land administration. About 97% of land is unregistered but traded regularly.
d.    According to PWC, Nigeria has $300bn in dead capital. This means that streamlining land administration will unlock the potential of land as an economic resource and a catalyst for economic growth, helping to lift millions of Nigerians out of poverty.
7.    We understand and believe that your Committee has done extensive work on the review of the Land Use Act and come up with several recommendations. That is why we requested that you come and brief us so that we are properly guided in our strategy to actualize Mr. President’s goal to fix this long-standing issue.

REMARKS BY THE HONOURABLE MINISTER OF HOUSING & URBAN DEVELOPMENT ON THE GOOD MORNING NIGERIA PROGRAMME ON THURSDAY, 9TH NOVEMBER, 2023.

Dear Nigerians,

I had the honour of speaking on the Good morning Nigeria programme on the NTA Network this morning. It was an opportunity to reiterate our commitment to the Renewed Hope Agenda for Housing and Urban Development as envisaged by His Excellency, President Bola Ahmed Tinubu.

I highlighted our key priorities for the Housing and Urban sector, including the plan to create Renewed Hope Cities across Nigeria, starting with a first phase of 40,000 housing units across all 36 states and the Federal Capital Territory. We estimate that Nigeria requires an average of 550,000 units annually over a 10-year period to bridge the housing deficit, and the Renewed Hope Cities project is only one step towards achieving that.

I also firmly emphasized our commitment to strengthening the institutional capacity of the Ministry and our agencies like the Federal Mortgage Bank of Nigeria (FMBN) and the Federal Housing Authority (FHA). This involves reviewing the FMBN Act, the NHF Act, and other extant laws that no longer serve their purpose in view of current realities. We're also actively pursuing a review of the Land Use Act to make land administration seamless for enhanced property investment.

Our Slum Upgrading and Urban Renewal project will help upgrade communities deemed unfit for human habitation into livable and decent cities. We're not just concerned about increasing the housing stock, but also deeply committed to ensuring that Nigerians have decent places to call home.

I also seized the opportunity to inform Nigerians of our desire to complete all abandoned projects in the country. We're currently on an inspection tour and assessment of such projects. Not only will they be completed, but we will ensure that all projects we embark upon are completed as and when due.

Overall, our objective is to provide affordable and quality housing to Nigerians, while also creating decent cities and communities. We realize that the private sector should play a huge role in this regard. Not only are we partnering directly on projects, we're also creating an enabling environment for the private sector to thrive, by reviewing laws that have become stumbling blocks to progress and addressing the legacy challenges that have discouraged investments over the years, including access to land and titling, credit, and raw materials.

Let me re-echo the promise I made to Nigerians on the programme. The Tinubu administration is genuinely concerned about the housing and urban sector, and we will drive the much-needed change and development that Nigerians so dearly need.
