Belgore Assumes Office as Permanent Secretary Housing Ministry, Assures Staff of inclusiveness, team work * FMHUD in safe hands - Ogunbiyi Dr Shuaib Mohammed Lamido Belgore has assumed office as the new Permanent Secretary, Federal Ministry of Housing and Urban Development. He replaced Dr Marcus Olaniyi Ogunbiyi who was redeployed to the Federal Ministry of Agriculture and Food Security. In a brief handing and taking over ceremony today, Tuesday, December 24th, 2024, at the Conference hall of the Housing Ministry, Dr Belgore who was redeployed from Federal Ministry of Regional Development assured the staff of his readiness to work with them as a team, stating that his pattern of leadership revolves round inclusivity. " Generally, my style is that of being inclusive. I work with whom I meet on ground and want to work with you. I believe in team work, " he said. Belgore enjoined the staff of the ministry to be hardworking, committed in the line of duty and embrace the culture of loyalty and transparency. " I expect hard work, commitment and loyalty." he stated Declaring his readiness to hit the ground running, Belgore has directed the Director, Planning, Research and Statistics of the Ministry to earnestly brief him on the status of the Ministry on FSCCIP and the housing sector ministerial delivery because of their importance to the current administration. Belgore said, "I want to know where we are on the FSCCIP as well as the Ministerial delivery. I want to know the job ahead of me because these are the two main things I have to achieve while carrying out the mandate of the ministry." Similarly, the Permanent Secretary also urged the Director, Reform Coordination and Service Delivery of the ministry to be prepared for work ahead, noting the department is responsible for the coordination of the FSCCIP. "The Director, Reform Coordination and Service Delivery, you have a lot of work to do because you have to do the coordination," he asserted. Dr Belgore also advised the directors at the meeting to get the presentations on their departments ready using the template that would be circulated to them from his office. "I expect presentations. Templates will be circulated, exactly what I want to know, I want that given to me," he noted. On Renewed Hope Cities and Estates, the Permanent Secretary gave assurance of his commitment to ensuring successful delivery of the projects by the ministry. "The Renewed Housing is a big deal. I intend to ensure that we succeed with it. We will carry from where he has left it and we will move to the greatest height so we can achieve more," he assured. Dr. Ogunbiyi, expressed his appreciation to the staff and called on the management and staff of the Ministry to give the incoming Permanent Secretary all the necessary support to make him succeed , stating that if the ministry fails it is the Permanent Secretary that would take the blame. He also assured the staff not be anxious of who the incoming Permanent Secretary is, assuring them they are in safe hands. Earlier in a welcome remarks, Director, Human Resource and Management, Akinola Adesina described the Dr Murcus Ogunbiyi as a wonderful, though tough because he believes in result, person to work with while describing the incoming Permanent Secretary, Dr. Shuaib Belgore as equally a wonderful person whom he had worked with while in Federal Ministry of Interior. On ground to receive the new Permanent Secretary and witness the handing and taking over were the Directors, Heads of Developments and Units of the Ministry.
On his part, the outgoing Permanent Secretary, Dr, Marcus Ogunbiyi informed his incoming colleague of the flagship projects of the ministry which he listed as; Renewed Hope Cities and Estates, National Housing Project, Slum Upgrade among others, adding, it is important to see that the projects succeed because they are the programme that give the ministry the name it bears, " Federal Ministry of Housing and Urban Development.
Housing Construction Creates Positive Economic Impact - Dangiwa Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has stated that the numerous economic activities taking place on construction sites has the value chain effect that creates positive economic impact in the society. Dangiwa spoke in Sokoto at the ground breaking of 250 units of Renewed Hope Housing Estate, Monday, May 27th, 2024. The groundbreaking was part of the Nationwide Renewed Hope Cities and Estates Programme which President Bola Ahmed Tinubu, officially flagged off in February with the groundbreaking for a 3,112 housing units in Karsana, Abuja The Sokoto ground-breaking was one in a series of the ground-breaking ceremonies embarked upon by the Ministry of Housing and Urban Development. The ministry was earlier in Katsina, Kano, Yobe and Gombe States. On jobs creation through the housing construction, the minister averred that, statistics has shown that the construction of one housing unit creates an average of 25 direct and indirect jobs. “So, for these 250 housing units, we are hoping to create jobs for over 6,500 people in various trades. From professionals like architects, civil engineers, mechanical engineers to masons, plumbers, tilers, electricians etc," He stated. He explained that, in housing construction there were numerous economic activities such as food vendors, blocks and cements suppliers, and other building materials suppliers that were being engaged and earning their daily life sustenance. The Minister reiterared the passion of President Bola Ahmed Tinubu to grow the economy and ensure job creation in the country which he said the housing sector was one of the many avenues. "With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives and boost economic development" he remarked On the project, Dangiwa explained that the funding is from the N50 billion 2023 Supplementary Budget that the President has approved for the Ministry towards ensuring sustainability, quality and geographic spread. He commended the Governor of Sokoto State for providing the land, and urged other state governors yet to provide land to do so, assuring that States that have not been covered under the 2023 Supplementary Budget, will be included in the 2024 budget of the Ministry. The Minister also charged the Contractors, Messrs.Messrs Jewel Construction and Engineering Services, Abidcas Global Ventures Ltd, LY Construction and General Enterprises Ltd, and Three MPlus Integrated Services Ltd to ensure that they build according to specifications and deliver within three months timeline given. On the housing units, Dangiwa explained that the Renewed Hope Estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows, designed in a way that makes it easy and affordable for people to offtake. He also stated "We have used organic designs to allow for future expansion as the income of beneficiaries increases. What this means is that 1-bedroom can be expanded to 2 bedrooms and 2-bedrooms can also be expanded to 3 bedrooms as the owner’s financial situation improves or his family grows." The Minister said that the Ministry has created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30-years, rent-to-own provided by the Federal Mortgage Bank of Nigeria, and Outright Purchase options for those who can afford to pay upfront. In his address, Governor of Sokoto State, Ahmad Aliyu Sokoto represented, by his deputy, Alhaji Idris Muhammad Gobir, observed that the Federal Government through the Ministry has taken on the housing challenge with renewed vigour and is demonstrating strong commitment in the delivery of affordable housing and urban development. He, while expressing gratitude to the Minister for making Sokoto state one of the early beneficiaries of the Renewed Hope Cities and Estates Programme, noted that the state has also embarked on implementing several housing projects to provide housing for the people. Governor Ahmad further assured the Ministry of all the necessary support neededed to ensure that the project is completed within the stipulated timelines. On their part, the contractors thanked the ministry for prompt financial mobilization and promised to adhere to quality standards and stipulated time frames. “We want to assure the Minister that the project will be completed in three months,” said a spokesperson for the developers. Dangiwa Affirms Commitment to the Vision of Housing Ministry ..... outlines strategies, significant achievements by the housing ministry The Minister of Housing and Urban Development Arc. Ahmed Musa Dangiwa has affirmed commitment to the vision of the Housing Ministry which is to create an efficient housing market that gives all Nigerians the right to a secure, decent, and affordable home as a platform for active participation in economic development. Dangiwa, also outlined the significant strides made by his ministry in advancing the Renewed Hope Housing Agenda of President Bola Ahmed Tinubu's administration. He spoke during the Ministerial Press briefing in Abuja, organised by the Minister of Information and National Orientation. Dangiwa mentioned that the strategy of the housing ministry to move the housing sector forward revolves around three core pillars which are; growing the economy, lifting 100 million Nigerians out of poverty, and creating an enabling environment, affirming that the Renewed Hope Housing Programme is designed to be a catalyst for economic growth. According to the Minister, the launching of the Renewed Hope Cities and Estates Development Programme earlier this year by President Bola Ahmed Tinubu at Karsana, Abuja, will deliver, under phase one, a total of 50,000 housing units across Nigeria. Giving a detail description of the projects, Dangiwa said that the Cities will have 1,000 housing units per site in one location in each of the six geo-political zones in the country and FCT, while the Estates will have 500 housing units per site in the remaining thirty (30) States. "We have designed the Renewed Hope Cities as integrated living communities targeting all income brackets. They comprise one-bedroom blocks of flats, two-bedroom blocks of flats and three- bedroom blocks of flats; two-, three- and four-bedroom terraces, four-bedroom duplexes, and five-bedroom duplexes," he added. He also explained "To enhance affordability and ease of offtake, we used organic designs where one bedroom can be expanded to two-bedrooms and three-bedrooms as the income of beneficiaries increase over time”. Dangiwa also spelt out a cross subsidy plan that will allow housing units built under the Renewed Hope Cities to be sold at commercial rate and a substantial percentage to be sold at concessionary rates to low- and medium-income Nigerians who are members of the Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC). Accordingly, he said that the construction and development of new areas, cities and estates will generate employment opportunities, stimulate local businesses, and attract investments. " The 50,000 units to deliver under phase 1 will create 1,250,000 direct and indirect construction jobs. This is in addition to the value chain effects of purchase, supply of building materials, businesses around the construction sites," he explained Dangiwa also revealed that the recent launch of an Online Housing Portal by the Ministry was to ease the process of acquiring homes that are built under the Renewed Hope Cities and Estates Programme. To achieve inclusivity in the housing sector, the Minister further stated that, the creation of a National Social Housing Fund (NSHF) was to ensure that all Nigerians including those with no income, the vulnerable and underprivileged groups have access to decent and dignified accommodation, saying that President Tinubu believes that access to decent shelter is not only a necessity but a human right and all Nigerians across all income segments deserve a decent home to live and grow. He also listed the potential sources of funds for the National Social Housing Fund to include; Gains from the removal of fuel subsidy, Profit after tax from pension fund administrator investments, Contributions from corporate bodies and institutions as part of their corporate social responsibility, Public Private Partnerships, International donor support and Government allocation, amongst others. On National Housing Program (NHP), the Minister spoke about the advertisement of Expression of Interest forms with 4 (four) windows of subscription giving room for all income segments; he said the Outright payment got 1,294, Mortgage 2,408, Rent– to– Own got 2,148 and Installment payments, 3039 expression of interests. He noted that the first batch of Offer of New Provisional Allocation Letters were released last month for successful applicants under the Outright Payment option. Furthermore, Dangiwa reviewed the inauguration of a housing reform task teams namely: Building Materials Manufacturing Task Team, Housing Institutions Reform Task Team, Multi-Agency Project Delivery Team and Land Reforms Task Team; that would ensure repositioning and optimizing performance of the Ministry to deliver on the target of providing affordable homes to Nigerians. He stated some of the obligations of the task team which includes a thorough review of relevant laws and facilitation of necessary legislative amendments such as The Land Use Act, 1978, National Housing Fund (NHF) Act,1992, Federal Mortgage Bank of Nigeria (FMBN) Establishment Act, 1993, Driving Nationwide adoption and passage of the foreclosure law in states, amongst others. He further revealed that the Task Teams have sent in preliminary reports and will conclude their assignments soon, assuring that the Ministry is committed to implementing the stated reforms and initiatives to change the landscape of the housing sector for good and deliver the Renewed Hope Agenda for Housing and Urban Development. On Slum Upgrade Programme, Dangiwa also disclosed that the Ministry is set to embark on National Slum Upgrade Programme in 26 sites nationwide under the phase one of the programme, highlighting the key services to be provided as water supply, solar streetlights, rehabilitation of access roads, construction of drainages, waste management and sanitation services, amongst others. In assuring Nigerians of successful and prompt completion of the Renewed Hope Housing Cities and Estates, the Minister mentioned that government has approved the total sum of 126.5bn from the 2023 supplementary and 2024 budgets for these projects including slum upgrade and urban renewal, maintaining, "Nationwide, we currently have estates in 12 States and Cities in 3." He added The estates are sited in Katsina, Yobe, Gombe, Abia, Nasarawa, Benue, Akwa Ibom, Delta, Sokoto, Oyo, and Osun while the cities are in Abuja, Yobe, and Lagos. The Minister further mentioned that Contractors have been mobilized and have commenced work to deliver a total of 3,500, revealing that work has commenced for 3,112 housing units under the PPP, bringing the total number of housing units currently under construction to 6,612. ...
Housing Ministry Takes Renewed Hope Housing Project to Yobe .....inaugurates 250 Housing Units Estate The ongoing groundbreaking of the Renewed Hope Cities and Estates Housing Project across some states of the federation by the Federal Ministry of Housing and Urban Development has landed in Yobe, with the inauguration of 250 housing units project by Governor, Mai Mala Buni of Yobe State, Friday, May 24th, 2024. Governor Buni who performed the foundation laying, expressed profound gratitude and appreciation to President Bola Ahmed Tinubu for his commitment to address the housing deficit, and to provide Nigerians with decent accommodation especially in states like Yobe that suffered massive loss to the protracted security challenge. Buni also appreciated the Minister of Housing , Arc Musa Dangiwa and his able team for the kind consideration of Yobe state in the first phase of the programme. " I am a keen follower of your activities and l am glad to say you have demonstrated great commitment to achieve your set goals" he stated In his address, Minister of State for Housing and Urban Development, Abdullahi Tijjani Gwarzo,, stated that the groundbreaking event was a part of President Tinubu's comprehensive vision when he launched the Renewed Hope Cities and Estates project with a 3,112-housing unit project in Karsana, Abuja, earlier this year. The Minister, while giving assurance of the successful completion of these homes as well as their durability to ensure Nigerians have value for their money, disclosed that funding for the projects come from the N50 billion 2023 Supplementary Budget of the Federal Ministry of Housing and Urban Development noting the contracts for 3,500 housing units in 13 states. Remarks At The National Council On Lands, Housing And Urban Development Delivered On Thursday 28th Of July 2022 At Sokoto On The Theme, “Housing Our People, By All Of Government And All Our People”
On behalf of the Honourable Minister of State, the Permanent Secretary and all the staff of the Ministry of Works and Housing, I welcome all commissioners, state representatives and invited persons and organizations to this year’s National Council meeting on Lands, Housing and Urban Development, the 11th in the series.
On your behalf and on behalf of the Federal Ministry of Works and Housing and the Federal Government of Nigeria, I would like to thank our host, my dear brother, Governor Aminu Tambuwal, the people and government of Sokoto state for accepting to host this year’s meeting and for all the provisions they have made in that regard.
Let me start by telling you how pleased I am that the National Housing Programme that was initiated by our Ministry at the onset of the Muhammadu Buhari led administration is now delivering on its objective.
Apart from stimulating the economies of the 34 states and the FCT in the communities where work is being undertaken for the construction of houses, by providing work for artisans, builders, engineers, and other skilled persons in the built industry, the construction sites have been and remain centres of supply for building materials and other commodities.
Many people who hitherto were unemployed have had their dignity restored because they can leave home every day saying to their families – I AM GOING TO WORK.
This is the part of the change we promised, and Sokoto state has not been left out.
I am also pleased to report that we are now in a season of completion, as many of these houses have been completed and are now being handed over to the beneficiaries who follow the allocation procedure set out in the National Housing Programme web portal (https://nhp.worksandhousing.gov.ng ).
Across the states, the ministers of the Federal Republic have been representing President Muhammadu Buhari at the commissioning and handing over of these houses.
On the 22nd March 2022, the Minister of Police Affairs, Maigari Dingyadi, represented the President to Commission the Sokoto State National Housing Programme. This first phase included 80 units of housing comprising 4units one bedroom, 48 units two bedroom, 28 units three-bedroom bungalows.
Today, people who had long dreamt to be homeowners now live that reality as they have been successfully allocated some of these houses.
Again, that is change.
Perhaps one of the most pleasing impacts of this National Housing initiative by the Federal Government, is that it has been used by President Buhari, to redeem the housing promise made to the 22-man squad of the Super Eagles since winning the African Nations Cup in 1994.
A promise that remained unkept for 28 years has been redeemed by President Buhari, and if you ask the members of the Super Eagles, they will tell you that things have changed for them for the better.
But the National Housing Programme is only one initiative of the Federal Government to address the housing needs of our people.
There are others by the Federal Housing Authority (FHA) by way of direct construction in various states, just as the Federal Mortgage Bank has financed the construction of about 6000 housing units at various stages of completion.
Similarly, the Federal Government has increased its financing intervention support for housing through the Federal Mortgage Bank by increasing the number of mortgages that have been issued and reducing the equity contribution requirement to make it more accessible.
Of course, I cannot ignore the various interventions by State Governments who have sensibly deployed resources to provide housing in their states and our host, Sokoto state is a good example.
Let me use this platform to inform the meeting that State Governments can apply on behalf of their residents or indigenes to fund the acquisition of parts of the National Housing Programmes constructed in the states should they be so desirous.
Of course, whatever the States and Federal Governments can do by way of housing construction is limited, compared to what the private sector can do. The evidence out there shows very clearly that the bulk of housing in our society and across the world is delivered by the private sector - individuals and corporate.
In this regard, I am happy to report a visible increase in the participation of the private sector in Nigeria’s housing sector.
Nationwide on many media platforms, we daily see, hear and read about the development of one estate or the other across Nigeria and this is most welcome and must be encouraged.
And this brings me to the theme of this year’s council meeting, which is “HOUSING OUR PEOPLE, BY ALL OF GOVERNMENT AND ALL OUR PEOPLE.”
The message is that housing provision is a collaborative effort by all levels of government and the private sector.
From what I have said so far about what the Federal Government is doing, what the states are doing and what the private sector is doing, the Nigerian housing sector is heading in the right direction even if there is more work to be done.
It is to the work that needs to be done that I now intend to turn my attention.
The first thing I wish to address is that we all must remain conscious that not everybody wants a house built by government; as there are those who wish to build by themselves and only seek access to land.
We must therefore reform the process that governs allocation of land and issuance of title documents such as Certificates of Occupancy.
While the Federal Government has some land, mainly acquired from the states, the bulk of the work that needs to be done here lies with the State Governments because of their almost total control of land by virtue of the Land Use Act.
Some have argued that the Land Use Act is the problem about access to land. I beg to differ.
If there is a problem, my view is that the problem is not with law but with the administration of the law.
How much have we automated our land administration processes in order to make them efficient before complaining about that law.
States that have made this type of investment will report an improvement in their land administration system.
Today I can tell you that since 2017, when the President delegated his power under the Land Use Act to grant consent and issue certificate of occupancy, to the Minister we have issued over 5,000 certificates of occupancy and granted 2,738 consent to land transactions.
These are important documents to facilitate housing delivery and housing finance that we need to pay more attention to, in addition to the process involved in granting of construction permits and approvals.
Ladies and gentlemen, the other important matter we must pay attention to is the issue of rent.
Housing supply and demand must be seen beyond ownership alone and must include rental housing.
At the Federal Government level, we have introduced Rent-to-Own into our acquisition/sale model for the disposal of the Houses in the National Housing Programme.
I concede that majority of the houses belong to the private sector and they expect legitimate income from rent for the properties.
However, I hold a strong view that asking for 2 to 3 years rent in advance from working class people (as distinct from corporate tenants who may prefer to pay in advance) does more harm than good to all concerned and to the economy.
Interestingly, rent is a matter over which the Federal Government has no constitutional authority because it is a local matter and rightly so.
But I use the platform of this meeting to challenge and provoke all state representatives to thoughts and action about how we can make the payment of rent easier and comfortable for both tenants and landlords.
This would be a most revolutionary intervention when working class people can pay their rent when they receive their salaries.
This is possible if we try and this will give the fullest possible expression to the theme of this meeting which is “HOUSING OUR PEOPLE, BY ALL OF GOVERNMENT AND ALL OUR PEOPLE.”

It is my pleasure to welcome all the Permanent Secretaries and other distinguished delegates to this Technical Session of the 11th Meeting of the National Council on Lands, Housing and Urban Development with the theme, “Housing Our People, By All of Government and All Our People”. holding right here in the ancient and historic city of Sokoto, Sokoto State, the Seat of the Caliphate.
2. We thank Almighty God for bringing all the delegates from far and near to Sokoto successfully . The Government and good people of Sokoto are also commended for their hospitality and warm reception of the delegates, given the commitment, dedication and preparations of the Government of the State, under the able leadership of His Excellency, Rt. Hon. Aminu Waziri Tambuwal, CFR, (Matawale Sokoto), the Governor of Sokoto State, to host this important Meeting by providing necessary supports.
3. I must commend the Permanent Secretary, Sokoto State Ministry of Lands, Survey, Housing and Urban Planning, Engr. Ahmed Moyi Tambuwal; the Sokoto State Surveyor-General, Surv. The Theme of this year’s meeting “Housing Our People, By All of Government and All Our People”. is carefully chosen to underscore the genuine desire and priority of the present Administration towards ensuring housing provisions to the Nigerians through collective involvement and intervention of all the tiers of Governments. This is against the backdrop of the fact that housing is a basic human necessity. This Meeting is therefore important at this crucial period of this administration with a view to coming up with resolutions that would transform the Housing Sector and the entire built industry. This would also facilitate efforts of Governments towards addressing myriads of challenges confronting the country with ultimate aim of lifting 100Million Nigerians out of poverty through jobs and wealth creations.
5. You may wish to note the impressive outcomes of the 10th Meeting of the National Council that was held in Lagos in 2021 with the theme: “Housing Development as a Catalyst for Job Creation, Social Inclusion and Economic Development” which came out with far-reaching resolutions whose implementations at various levels of Governments must have impacted, positively, on Nigerians.
6. I wish to state at this juncture that the Federal Ministry of Works and Housing has been fully committed to the implementation of the National Housing Programmes (NHP) in line with vision of the present Administration of President Muhammadu Buhari. The programme was initiated by the Federal Government in 2016 for the construction of acceptable and affordable Houses Nationwide for the purpose of addressing the nation’s housing deficit. I am glad to inform this noble Meeting that the Programme has come to fruition with the commissioning and handling over of several completed housing projects across the States in the Six (6) Geo-Political Zones of the Federation. This would in no doubt assist towards addressing the challenges of housing deficits in the Country. The construction of decent and affordable mass housing Nationwide is still on-going nationwide with the organized private sector under the “Public Private Partnership” (PPP) Programme with a view to ensuring that quality and affordable houses are provided for our people.
7. On the request of the Sokoto State Government for the support and assistance of the Federal Ministry of Lands, Housing and Urban Development for the disposal of its 500 Housing Units, located at along Gidan Salanke Area, Kalambaina Road, Sokoto, through the Rent-To-Own Scheme of the Federal Mortgage Bank of Nigeria, I am glad to notify the State that the Honourable Minister has graciously directed the Federal Mortgage Bank of Nigeria(FMBN) to liaise with the relevant Ministry in the State on the matter. The project is also expected to be visited by the Hon. Minister during the Council Meeting
8. I must also commend the various Agencies under the Federal Ministry of Works and Housing, notably the Federal Housing Authority(FHA) and the Federal Mortgage Bank (FMBN) for their initiatives and interventions towards the implementation of the National Housing Programme. I urge the States to partner with these Agencies towards the development of their housing projects for national development and growth.
9. Ladies and gentlemen, I am confident that your States have implemented many housing projects geared towards upliftment of socio - economic conditions of your people in the areas, as dividends of our democracy. You would therefore agree with me that the task of providing decent and affordable houses for our people is the collective responsibility of all of us at all the tiers of Governments. We have roles to play as key actors in decision making processes on housing matters and we must ensure that our people are not denied of access to decent and affordable housing. That is the essence of governance and we must all leave to that expectation.
9. Distinguished Members, Ladies and Gentlemen, given the cream of experts and technocrats that assembled here today. I am quite optimistic that the meeting would deliberate extensively on the memoranda presented by the Meeting of the Directors and articulate pragmatic/implementable resolutions for recommendation to the Council, when it meets tomorrow, Thursday, 28th July, 2022.
