Housing Ministry Holds Pre - retirement Training for Officers Retirement, a redirection of wealth of experience - Belgore The Permanent Secretary, Ministry of Housing and Urban Development, Dr. Shuaib Belgore has described retirement as a redirection of wealth of experience into new and meaningful ventures rather than a withdrawal from productivity. Belgore spoke during the opening ceremony of a two-day Staff Pre-Retirement Training organized for retiring officers of the Ministry, at the Conference Room of the Ministry. The Permanent Secretary was represented by the Director department of Human Resource Management, Ademola Ayodele. He described the event as a significant milestone marking not just the end of a career in public service, but the beginning of a new chapter filled with opportunities, growth, and renewed purpose. Welcoming distinguished participants, facilitators, and the retiring officers on behalf of the Honourable Minister, the Permanent Secretary noted that the training programme was specially organized to equip participants with the knowledge, practical skills, and mindset required to transition successfully from active service into retirement. He sincerely acknowledged the years of commitment, professionalism, and invaluable contributions of the retiring officers to the growth and transformation of the Ministry; “Your service has helped shape policies, projects, and programs that continue to impact communities across our nation”, he added. Dr. Belgore urged participants to actively engage in the sessions, ask questions, share experiences, and take full advantage of the resource persons assembled for the programme. “I wish everyone of you a productive and rewarding training session, as well as a fulfilling and prosperous life beyond active service”, He said. In his welcome address, the director department of Human Resource Management, Ayodele Ademola, informed that the program would cover key areas such as financial planning, health and wellness, psychological readiness, and entrepreneurship, among others. He encouraged the participants to actively, ask questions, and share experiences as the platform was designed for their benefit. Mr. Ademola further thanked the participants for their service, sacrifices, and unwavering commitment, expressing gratitude to the facilitators for making themselves available for the training. The training featured interactive sessions where facilitators delivered presentations and provided practical insights on key areas essential for post-service success. In a presentation titled “Perspectives in Retirement,” the first facilitator, Mr. Fashina Kayode, urged participants to identify and develop their innate skills as a foundation for a productive retirement. He emphasised that carefully harnessed skills can enhance financial stability and long-term sustainability. Fashina outlined four pillars of retirement to include; Financial Security, Health and Wellness, Purpose and Engagement, Social Connection. Highlighting common challenges such as financial uncertainty, health concerns, social isolation, and difficulty adjusting to a less structured lifestyle, he noted that adherence to these pillars would enable retirees to enjoy a meaningful and rewarding post-service life. Another facilitator, Mr. Francis Olorunfemi, delivered a lecture titled “Retirement in the public service: The uncertainties, the fears and the need for future plans”, where He focused on the theme of uncertainty, explaining that it is a natural part of retirement and may arise in areas such as business ventures, pension administration, and personal relationships. He stressed the importance of cultivating a positive mindset, noting that resilience and adaptability are crucial to maintaining a healthy and fulfilling retirement. While encouraging participants to establish viable businesses, he advised them to invest only in ventures they understand and can personally supervise, warning that lack of oversight often leads to financial loss. On health and wellness of retirees, a medical facilitator Mr. Adeose P. J, urged participants to adopt routine medical check-ups, maintain physical fitness through daily exercise and stretching, and develop financial plans to address potential health challenges. He further emphasised the importance of mental health in retirement, recommending engagement in hobbies, continuous learning, volunteering, and social activities as essential strategies for maintaining psychological well-being. Also in his contribution, Director of the department of Finance and Accounts, Mr. Peter Osondu, advocated for reforms within the civil service, particularly in strengthening remuneration packages beyond their current levels. Osondu stressed that no amount of training can fully offset financial limitations if post-retirement earnings remain insufficient, underscoring the need for broader structural improvements to enhance retirees’ financial security.
Housing Minister Charges States To Allocate One-to-three Percent Annual Budgets For Land Titling Programme * Says Land4Growth is Nigeria’s Surest Path to a $1 Trillion Economy The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has issued a bold call for State Governments to dedicate between 1 and 3 percent of their annual budgets to land administration and systematic land titling, declaring that credible land governance is the country’s strongest lever for building a trillion-dollar economy. Dangiwa made the call in Kano, in a keynote address at the opening of the 30th Conference of Directors of Lands in the Federal and States Ministries, Departments and Agencies, Tuesday, 25th November, 2025. " I strongly recommend and charge that Nigerian State Governments ring-fence between 1 and 3 percent of their annual budgets for land administration and systematic titling during the reform and scaling phase" he stated The theme for the 30th Conference is Nigeria Land Titling, Registration and Documentation Programme (NLTRDP): Implementation Mission Dangiwa explained that International evidence shows very clearly that Ministries responsible for land administration around the world operate on about one percent of the total public budget. He said " based on these global benchmarks and our own national realities ... a sustainable allocation of 0.5 to 1 percent will be sufficient to maintain digital registries, continue systematic documentation, and keep the cadastre up to date" The minister further stated that, half of the allocation must go directly to real service delivery- systematic titling, digitisation, modern registries, surveys and dispute-resolution-not vehicles, furniture or overheads. " If we spend on impact, not overheads, every State will unlock revenue, citizens will gain secure property rights, and land will become a true economic asset, not dead capital. And let me say this confidently: the success of the Land4Growth Programme is Nigeria’s surest bet to achieving the One Trillion Dollar Economy" he remarked Accordingly, Dangiwa stated that, land becomes bankable, when citizens can use it for credit, when investors trust the registry, and when States earn sustainable revenue from property markets, saying that ' we will unlock growth on a scale that can transform our national economy. That is how land becomes wealth, and how this sector can power Nigeria’s economic future.” he stated. The Minister further disclosed that the last World Bank Doing Business ranking on Registering Property, Nigeria performed poorly due to excessive procedures, long timelines, and high costs, this he said, creates uncertainty for investors and unnecessary hardship for citizens He noted the identical challenges across the states as; complex manual workflows, fragmented and outdated paper records, corruption risks, tenure insecurity for vulnerable groups, and very low revenue collection despite huge potential. He also told the participants that, under President Bola Ahmed Tinubu’s Renewed Hope Agenda, land administration will be treated not as routine bureaucracy but as a strategic economic reform, adding that government had begun to translate the commitment into concrete action. " I have directed the Director Lands to make sure every Director has a copy of the Concept Note and Framework. embrace it and properly guide your State Governments to adopt it and work with us at the Federal level to implement it" Dangiwa said " We are not yet where we want to be, but we are certainly not where we were last year. FG Hastens to Provide Better Office Accomodation for Federal Civil Servants in States * We are enthusiastic, optimistic in providing affordable housing for Nigerians - Belgore The Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr Shuaib Belgore has stated that the federal government would hasten work to deliver the federal Secretariat, Osogbo, Osun State to enable civil servants have better office accommodations to discharge their duties efficiently. He spoke in Osogbo, Osun State when he led an inspection team from his ministry on a tour of federal government's projects ongoing in the state. Dr Belgore noted that, work at the Osogbo Federal Secretariat, has reached an advanced stage of completion, saying that contracts for federal secretariats awarded same time with that of Osun were; Anambra, Bayelsa, Gombe, Nassarawa, and Zamfara states. Expressing satisfaction with the quality and progress of work at Oshogbo, he assured the contractor that his request for variation would be secured to enable the release of funds needed for its completion. Earlier, Engr Olakulehin Kabir, the project manager, Golden Construction Company Ltd, the contractors handling the work, told the team that the project has achieved 80 percent completion, and request the ministry to speed up approval for variation and release of funds to enable them deliver. On the other hand, the Permanent Secretary has also observed appreaciable level of work in the ongoing work contruction of Osogbo Renewed Hope Estate, but charged the contractors to sit up and scale up work, pomising facilitating their payments after meeting their valuation requirements " Government is enthusiastic and optimistic with this project, and will not hesitate to review and take decision, including termination of contract for non performing contractiors " he emphasised The Permanent Secretary finally visited the ministry's field office in Osogbo, interacted with the staff, and commended them for their hardwork in facilitating delivery of government's projects in the State He acknowledged their concern for inadequate professional staff which he explained as a general concern even at the ministry headqarters. Housing Ministry Endorses KTNN’s Nationwide Renewed Hope Homeownership Campaign. • campaign to compliment Ministry’s ongoing housing sector Reforms - Dangiwa The Federal Ministry of Housing and Urban Development has expressed support to a nationwide campaign on Renewed Hope Homeownership and Housing Development presented by the KnowThis Nigeria Network (KTNN) The decision was the outcome of a meeting between the ministry and the KTNN's team led by its Project Director, Engr. Robert Ahen Chenge to discuss the partnership for the campaign. Know This Nigeria Network (KTNN) is a civic organization dedicated to bridging knowledge gaps and promoting citizen engagement in national development. The campaign, an initiative of the KTNN, is designed to bridge the gap between citizens, state governments and housing institutions in Nigeria’s housing reform initiatives. It comprises six regional housing advisory Executive Sessions for Governors, Commissioners of Housing, Land and Urban Development, CEOs of States' Housing Corporations, Legislators, and Private sector. to serve as direct engagement platforms for the leadership of the Ministry, its agencies, and development partners. The initiative further aims at interfacing with States and aligning housing plans, implementing land reforms, unlocking dead capital, and enabling access to federal and international funding to expand affordable housing delivery. On the other hand, the Campaign will take the message directly to citizens through State-by-State Homeownership Seminars. These seminars will be hybrid — physical and virtual — to reach every demographic group. Civil servants, artisans, entrepreneurs, professionals, and youth groups will all learn directly from FMHUD, FMBN, FHA, FHFL, NMRC, MREIF, and InfraCredit. In his remarks, Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa praised the effort of the KTNN to translate housing reforms into a nationwide movement that connects policy with people, emphasizing on the importance of making housing reforms accessible to citizens, especially those at the grassroots. “Many States are still not fully aware of the federal and international housing windows available to them and many citizens still don’t know where to start or how to access affordable housing opportunities”, he said. “Having gone through the earlier submissions and presentation from KTNN, I am persuaded to endorse the principles and objectives of the Renewed Hope National Homeownership and Housing Development Campaign. The goals of deepening citizen awareness, strengthening State–Federal collaboration, and institutionalising continuity in housing reforms are fully consistent with our Ministry’s priorities under the Renewed Hope Agenda” Dangiwa noted. He appreciated the timely and strategic nature of the campaign, saying that it complemented ongoing efforts of the Ministry through the Renewed Hope Housing Programme, the Renewed Hope Social Housing Programme, the Land 4growth reforms, among others, designed to make housing delivery more coordinated, transparent, and inclusive. Minister Dangiwa acknowledged the KTNN’s proposals to institutionalise housing knowledge through the establishment of States' Housing Reform Offices (SHROs) and a National Housing Reform Office (NHRO) as part of the Campaign, noting however that the Ministry will review the specifics to see how they fit into the Renewed Hope Housing Delivery Strategy in line with the need to that they would complement the Ministry’s existing Department of Reform Coordination and Service Improvement to ensure continuity and knowledge retention across political transitions. “What I see here is not duplication, but an opportunity for complementarity, where private sector-driven support structures like the NHRO and SHROs can work alongside our existing frameworks to deepen reform implementation and accelerate results”, he explained. Accordingly, Dangiwa lauded KTNN’s push to seek partnerships of Development Finance Institutions (DFIs) such as the World Bank, Shelter Afrique Development Bank, IFC EDGE, and UN-Habitat, noting that the proposal for a co-funding with the DFI’s was consistent with the Ministy’s approach of building sustainable, blended-finance solutions. He also appreciated KTNN’s plan to produce practical tools like the State Homeownership and Housing Development Advisory Booklet, the Renewed Hope Homeownership Guide, the video infomercials, and the website and digital engagement platform, to help simplify communication, expand public understanding, and build trust between government and citizens. The Minister directed the Permanent Secretary to constitute a technical review team comprising relevant departments and agencies like the Federal Mortgage Bank of Nigeria (FMBN), Federal Housing Authority (FHA), Family Homes Funds Limited (FHFL), Nigeria Mortgage Refinance Company (NMRC), and the Reform Coordination Department of the Ministry, to collaborate with KTNN in finalizing partnership modalities. He further assured the KTNN team of the Ministry’s openness to ideas, partnerships, and innovations that help achieve shared goals. “The Renewed Hope vision is not just a government slogan, it is a national call to action. It belongs to every Nigerian who believes that change is possible when citizens and institutions work together”, Dangiwa said. In his presentation, the Project Director KTNN, Engr. Robert Ahen Chenge, noted that the Renewed Hope National Homeownership and Housing Development Campaign, was a movement that seeks to bring together all federal and international housing institutions to move forward the agenda of President Ahmed Bola Tinubu's administration in the housing sector. Minister Of State Works And Housing Sympathizes With Traders Over Potiskum Market Fire
The Minister of State for Works and Housing, Engineer Abubakar D. Aliyu, has sympathized with traders who lost their goods at the Saturday fire that razed most parts of the Potiskum Central Market in Yobe State.
The minister, in a statement on Sunday, extended his heartfelt sympathy to all the traders affected by the fire incident, praying to Almighty Allah (SWT) to replace their monumental loss.
The Potiskum market fire occurred on March 6, 2021, and razed down shops majorly around Layin Masko, thereby destroying goods worth millions of naira, according to eye witnesses.
Engineer Aliyu said: “It is with heavy heart that I extend my sympathy to the traders of Potiskum Central Market who lost their property in the tragic fire incident that occurred Saturday night, March 6, 2021.
“I prayed to Almighty Allah (SWT) to console the traders who lost multi-million naira goods in the tragedy. I also prayed to Almighty Allah to replenish their wealth once again.”
The minister said the tragedy has not affected only the traders who lost their property, but the entire good people of Potiskum and Yobe state in general.
Yobe to Remain APC State - Minister
Minister of State for Works and Housing, Engineer Abubakar Aliyu, has said that the ongoing All Progressive Congress (APC) Party revalidation exercise would boost the party's chance of winning election both at National, State as well as Local Government levels.
The Minister stated this in Potiskum over the weekend after he revalidated his APC membership. He said that the exercise was a great opportunity for new members to join the great party which he described as a moving ship.
He called on all party stakeholders in the state to come out enmass not only to revalidate their membership, but also to campaign for the great party in the forth coming elections.
"Our Party is a moving ship, the Captain of the ship is President Muhammadu Buhari, GCFR and the Executive Governor of our great State is the National Party Chairman, so I see no reason why the state will not remain APC State," he said.
Speaking further, Abubabar said that it was pay back time for the state as the President had delivered on his campaign promises to Yobe State with the massive road projects that were ongoing and these projects had reached appreciable level of completion. "So do not only register, register and campaign for others to join the party".
Engr Aliyu also charged existing members of the party to be good ambassador of the Party by being of good character and show love to others as this would encourage other people to join the great party APC.
Present at the validation exercise were critical stakeholders of APC in the State. The State Chairman of the Party, Alhaji Adami Abdul Chilariye and Chairman of APC (Potiskum), Bala Miss.

Today, we convene under the timely theme “Housing the future: Affordable Housing for Economic Growth, Climate Resilient and Urban Development”. This year’s Council meeting promises to be pivotal, as we delve into eight (8) critical sub-themes, each accompanied by comprehensive memoranda for vigorous deliberation. Over the next few days, we will engage in insightful discussions, share expert expertise and forge innovative solutions to propel our Nation’s housing sector forward.

As you are aware, the National Council is the highest body that deals with the initiating of policy formulation, adoption and ensuring the implementation of the key decision of the Council Meeting. Also, we recognize the significance of this document in shaping the future of our housing sector and today, we have an opportunity to review and provide input on this critical document.

It is with immense pride and a deep sense of responsibility that I am with you today to officially launch the weekly Performance Management System (PMS) Day in our esteemed Ministry.
2. This is the beginning of a transformative journey for us as we heed the directive from the Office of the Head of the Civil Service of the Federation, which mandates every Thursday to be set aside for activities related to Performance Management System in the Federal Ministries, Departments and Agencies and be christened “PMS Day”.
3. This directive is not just a routine exercise; it is a call to action for all of us to fully embrace the vision of an efficient, effective, responsive and performance-based Federal Civil Service.
4. Performance Management System is a tool for goal and target setting, appraisal and monitoring of employee performance and the delivery of institutional mandates. It provides a systematic process of planning work, setting targets, providing support to employees and measuring results.
5. It also provides the framework for continuous tracking of employees’ performance in a manner that is consistent and measurable, for developing and improving their capacities to perform on their jobs and for motivating them for increased productivity.
6. The institutionalization of a functional performance management system being one of the six pillars of the Federal Civil Service Strategy and Implementation Plan 2021-2025, (FCSSIP25) will improve efficiency and productivity in the public service and is key to achievement of the objectives of the ongoing reform initiatives and culture re-orientation in the Public Service.
7. It will also ensure appropriate linkage of key government tools towards the attainment of national development goals and entrench a merit-based system in the Public Service. As a matter of fact, institutionalizing PMS is a cornerstone for our efforts to transform the entire Nigerian Public Service as a result-based and performing institution. PMS is an essential tool that provides a guide for the MDAs’ operations as we seek to reclaim our enviable position in delivering high-quality services to the Nigerian people.
8. The introduction of PMS has remained a timely project, and I have no doubt that it is exactly what the Federal Civil Service needs at this critical time to elevate our service delivery standards, enhance accountability, and build a positive culture of productivity, consequent management and continuous improvement in both personnel and institutional performance.
9. Today, as we launch the PMS Day in the Federal Ministry of Housing and Urban Development, we are not just institutionalizing a PMS weekly activity in the Ministry; we are reinforcing our commitment to excellence that has been the guiding ethos of the Ministry in the achievements of its deliverables of the Presidential Priorities and the implementation of the FCSSIP25 reform initiatives.

It is crucial to understand that the full implementation and institutionalisation of PMS is not just the responsibility of a few; it is a collective responsibility that spans all levels of our Ministry, from the most senior management cadre to the lowest-ranked officers, including security personnel and the janitorial service providers. Everyone has a vital role to play in ensuring that PMS is not just a beautiful policy on paper but a living, breathing organisational culture within the Federal Ministry of Housing and Urban Development.
11. To all Directorate level officers, you are the leaders and the vision bearers of your respective departments. As PMS supervisors, your roles in driving this initiative cannot be overstated. Your commitment to the institutionalization of PMS in your respective departments are what will inspire and motivate other staff and team members to follow suit. You are the ones who will set the tone for accountability and performance at the departmental levels, and I urge you to lead by example.
12. I commend all the Departments and Units that have cascaded signing of performance contracts with staff. We have no place to hide. We have been a performing Ministry. We are determined and we shall continue to perform because PMS has come to stay in this Ministry. To move our sector and country forward, you and I must embrace this world-best practice and your department should not be a reason for the Ministry to lose its enviable high-ranking position as one of the leading MDAs in the implementation of Federal Government reforms and programmes.
13. To our middle and junior-level officers, your dedication and hard work are the bedrock of our Ministry’s success. The PMS is designed to recognize and reward your contributions, ensuring that your efforts are aligned with our shared vision and that your professional growth is supported.
14. I encourage you to see this initiative as an opportunity to showcase your talents, sharpen your skills, and play active roles in the development of our Ministry and the nation at large.

It is normal for a very young Ministry like ours to face some challenges especially in a housing and urban development sector with a high level of expectations in creating possibilities for social infrastructure as enabler for growth. These have not in any way deterred the Ministry from exploring possibilities and innovative ways of bringing about possible solutions including partnering with our stakeholders to be able to deliver on the Ministry’s mandate as expected.
16. However, with the full implementation of the PMS, we have a robust framework that allows us to measure our progress, identify areas for improvement, and celebrate our successes. It is a tool that will guide our decision-making processes and ensure that every action we take contributes to the fulfillment of our mandates in formulating and implementing the policies, programmes and projects of the Federal Government of Nigeria in the Housing and Urban Development sector.
17. As we set aside every Thursday to focus and reflect on our PMS activities, let us all commit to these sessions with the seriousness they deserve. Let us use this time to evaluate our performances, identify the gaps that need addressing, and collaboratively find solutions that will drive our Ministry forward. The PMS Day is our collective space for reflection, learning, and growth.
18. In conclusion, I am confident that if we fully embrace the PMS, the Federal Ministry of Housing and Urban Development will set the benchmark for other Ministries to follow. Together, we can create a public service that is responsive, innovative, and committed to excellence.
