2025 ICSC: Housing Ministry’s Dr. Ibrahim Kogbe Wins HCSF EPIC Award

 

Dr. Bamidele Ibrahim Kogbe, an Assistant Chief Administrative Officer in the Federal Ministry of Housing and Urban Development has won an EPIC Award for the 2025 International Civil Service Day celeberated in Nigeria 

 

The EPIC award was instituted by the Office of the Head of Civil Service of the Federation, Didi Esther Walson-Jack for federal civil servants who distinguished themselves in the service at their various Ministries, Departments and Agencies.

 

The acronym EPIC stands for Efficient, Productive, Incorruptible, and Citizen-Centered. It represents the core values and a culture change initiative which the office of HCSF is actively promoting through various means. 

 

The award ceremony which took place at the state house banquet hall was part of activities celebrating the 2025 international civil service day in Nigeria.

 

Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr.Shuaib Belgore in company with some Directors of the ministry were on hand to witness the award giving ceremony, along with the immediate past Permanent Secretary, Dr. Marcus Ogunbiyi, now in Federal Ministry of Agriculture and Food Security.
 

The Housing Sector stole the show with the Directors and two Permanent Secretaries  dancing and rejoicing with the awardee.

 

Dr. Kogbe holds a PhD in Politics and International Relations from the University of Dundee, UK, and is a Fellow of the Chartered Institute of Public Administration of Nigeria.

 

At the Federal Ministry of Housing and Urban Development, Dr. Kogbe consistently exceeds his primary performance expectations. Asides his routine work as Technical Assistant to Director (Special Projects Unit), he volunteered to ensure that the Federal Civil Service Strategy and Implementation Plan (FCSSIP25) and Performance Management System (PMS) is institutionalised in the Ministry. 

 

He facilitated several trainings of the Ministry on FCSSIP25 and PMS, as well as coordinated the timely submission of FCSSIP25 Quarterly Performance Reports of the Ministry to OHCSF.  Dr. Kogbe equally facilitated the Ministry’s inaugural PMS Day and was also the keynote lecturer.

 

Another landmark contribution he made was the conceptualisation of the Ministry’s first Cybersecurity Awareness Lecture, and served as a member of the Ministerial Technical Team at various national programmes.

 

His service wide impact includes; co-authoring of the Federal Civil Service Strategy and Implementation Plan 2021–2025 (FCSSIP25), crafting three of its six core pillars: Performance Management, Digitalisation, and Staff Welfare. 
He also proofread and refined the entire document for clarity and policy coherence. 

 

He co-developed the FCSSIP25 Quarterly Performance Tracking Template, now adopted service-wide, institutionalising performance accountability and transforming reporting practices. 

 

One of his greatest landmark was his proposal to recognise high-performing Permanent Secretaries which was subsequently adopted and implemented during the 2023 Civil Service Week.

 

Also through extensive capacity-building efforts, Dr. Kogbe has trained over 10,000 civil servants across 22 MDAs in performance management, innovation, and leadership. He has embedded the AMPLE Culture (Accountability, Meritocracy, Professionalism, Loyalty, and Efficiency), and mainstreamed the EPIC Ethos (Efficient, Productive, Incorruptible, and Citizen-Centred). 

 

Beyond his Ministry’s nomination, Dr. Kogbe enjoys broad endorsements from senior civil service figures with whom he previously worked, especially at OHCSF, where he spent the first 13 years of his Service. They have provided written attestations and affirmations as evidence of his extraordinary contributions, describing this national honour as long overdue.

 

Dr. Kogbe is not merely deserving of Civil Service recognition - he is a beacon of the values Nigeria’s civil service must champion. Honouring him is more than rewarding excellence; it is a strategic affirmation of meritocracy, reform, and visionary leadership. This award is not just fitting, it is imperative.

FG Partnes World Bank On Land Reforms,  Administration Challenges   * Aims to increase land registration process from less than 10% to over 50% in the next 10 years    * State governments key partners in achieving specific goals - Dangiwa   The Federal government of Nigeria is set to intensify engagements with the World Bank to implement reforms that would unlock the potentials of Nigeria’s landed assets through the National Land Registration, Documentation, and Titling Programme (NLRDP)    The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa disclosed this at the workshop on National Land Registration and Documentation Programme (NLRDP), held on Wednesday March 19, 2025, in Abuja.   He decried the long standing challenges Nigeria has faced in land governance which includes; inefficient property registration process which has resulted in less than 10% of land registration in Nigeria, lack of a systematic and credible, framework to identify property ownership, interests, and location, lack of essential infrastructure, Inadequate data for effective land valuation in both urban and rural areas, among others.    The Minister outlined the  frameworks devised by the Ministry in collaboration with the State governments to address the challenges to include;  registration, documentation, titling of all land parcels to unlock Nigeria’s dead capital, developing a National Digital Land Information System, formalizing land transactions from less than 10% to over 50% in the next 10 years.   He also spoke about Plans to train and deploy technical competence in land administration officers nationwide, emphasizing on collaboration between federal and state governments to establish a uniform framework.   To achieve these objectives, Arc. Dangiwa informed that the Ministry in 2024, solicited the partnership of the World Bank, pointing out that the Bank’s recent technical mission provided invaluable insights into the current state of land administration in Nigeria;    “The findings and recommendations from this mission will serve as the foundation for the discussions and action plans emerging from this workshop”, he said. Accordingly, The Minister acknowledged that the World Bank's technical capacity, global best practices, and financial resources were crucial for addressing Nigeria's land governance challenges.   He noted that a key topic to be discussed at the workshop;   "The Implementation of Systematic Land Titling and Registration (SLTR)," would address  the current land administration process which is  outdated and expensive, leading to less than 10% of the entire land in the country being unregistered since 1883.   “The SLTR allows a systematic identification, demarcation and adjudication of every aspect of land within a jurisdiction in the presence and concurrence of the adjoining parcel owners”, he explained.   He also emphasized on the need to build upon the exhaustive and comprehensive work done by the Presidential Technical Committee on Land Reforms (PTCLR ). Accordingly,  he mentioned the significance of  legitimizing Systematic Land Titling and Registration under the framework of the Land Use Act (LUA), informing that the Presidential Technical Committee developed land regulations, which included provisions for the STLR.   Dangiwa further informed that the regulations were endorsed by the National Economic Council in May 2017, adding that it was awaiting the approval of the National Council of State. Similarly, Arc. Dangiwa noted that  another key area for discussion is the role of Geographic Information Systems (GIS) and  digital tools in modernizing land administration, highlighting these technologies enhance accuracy, efficiency, and transparency in land registration.   The Minister as well hinted on adopting Public- Private Partnership in land registration and digitization,  emphasizing PPPs plays significant  role in  mobilizing resources and expertise for land administration reforms.   While acknowledging the important roles of traditional and community leaders in land governance and dispute resolution, Arc Dangiwa emphasised the need to develop strategies to integrate customary land tenure into formal registration systems and reduce land disputes.    "Their involvement will ensure that the NLRDP is inclusive and respects the rights of all Nigerians," he stated. The Minister also highlighted the exploration of public-private partnerships (PPPs) in land registration and digitization, as well as the role of traditional and community leaders in land governance and dispute resolution.   He further reassured the State Governments, the World Bank and all stakeholders of the commitment of President Bola Tinubu to drive the ongoing transformation in the Nation’s Land Administration . In his goodwill message, the Chairman Senate Committee on Housing and Urban Development, Senator Aminu Waziri Tambuwal, stated that the Committee was fully committed to providing robust executive support that would ensure the success of the National Lands Registration and Documentation programme.   According to him, some of these supports include; Land and social frameworks, conducting of oversight functions to ensure accountability, collaborating with state Assemblies to harmonise land related matters, among others.   Also in his goodwill message, the Country Director of the World Bank, Dr. Ndiamé Diop represented by the Senior Social Development Specialist, Dr. Mike Ilesanmi expressed happiness to be part of the initiatives of the National Land Registration and Documentation Program as it aligned with the World Bank’s vision to eradicate poverty.   He noted that the workshop was an initiative that would help unlock investments at the National and sub-national level, further assuring of the Bank’s readiness to continue in the support to get the expected outcome from the program.   Similarly, the Chairman, Land Reform Task Team in his goodwill Rev. Ugochukwu Chime, stated that the Land use act was long overdue for an overhaul, acknowledging the need to have a comfortable land management allocation and execution protocols which is very critical for any development in a nation.   Earlier in his opening remarks, the Permanent Secretary, Ministry of Housing and Urban Development, Dr. Shuaib Belgore noted that the National Lands Registration and Documentation Programme was a pivotal and significant step towards strengthening Nigeria’s land administration system as well as a crucial factor in promoting economic growth, social stability, and national development.   He outlined some key objectives of the programme to include; Ensuring a unified and efficient Land Registration System by working closely with state governments, Land actors and Agencies with the view of creating a standardised approach that will reduce duplication, inconsistencies, and bureaucratic bottlenecks, Leveraging Technology for land digitization which aims at transition from manual to digital land records that improves data security, minimise fraudulent activities, and facilitate ease of doing business in real estate and mortgage sectors in line with global best practices, others.   In his welcome address, the Director, Lands and Housing Development, ESV. Collins Alabi sought the support and cooperation of all states for the successful implementation of the national land registration and documentation program.   He recognized the critical role of the state governments in land administration, encouraging them to align their land administration systems with national and global standards. FG Advances Public -Private Partnerships  to Drive Housing and Urban Development - Dangiwa   * says partnering Shelter Afrique Development Bank to Deliver 5,000 Affordable Housing Units    Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa, has disclosed that the  Ministry is intensifying efforts to harness Public-Private Partnerships (PPPs) as a key strategy for addressing critical housing and urban development challenges in Nigeria.   He made this known at the Renewed Hope Housing Public Private Partnership Summit held at Shehu Yar'adua Centre, Abuja on  Monday,17th March, 2025.   The theme for the Summit is “Leveraging PPPs to Deliver Renewed Hope Agenda for Housing  AND Urban Development."   The Minister noted that the vision to convene industry leaders, housing institutions, policymakers, and stakeholders to deliberate on leveraging Public-Private Partnerships (PPPs) to advance the Renewed Hope Agenda of President Bola Ahmed Tinubu for housing and urban development was both timely and transformative   Arc. Musa Dangiwa also affirmed the ministry's commitment and determination  to break the cycle of inaction and deliver tangible results in the housing sector, adding in line with the Renewed Hope Agenda, the Ministry is spearheading transformative initiatives to enhance urban renewal, optimize federal assets, and improve land administration through Public Private Partnership.   He bemoaned  that the Nigeria  is  battling with  inadequate housing supply to meet the demands of a rapidly growing population and the prevalence of substandard housing where over 70% of Nigeria's 43 million housing units do not meet the basic standards of habitability, safety, sanitation, accessibility, and infrastructure as outlined by the United Nations and the World Health Organization (WHO).   Arc Dangiwa also revealed that aside collaborating with National Population Commission, the ministry  has established an Industry -Wide Team to develop a National Housing Data Infrastructure in order to have credible housing data.   However,  Federal Government is  working  with an estimated housing deficit of over 20 million units and bridging the gap would mean delivering 500,000 housing units annually over the next decade, at an average cost of N10 million per unit,  meaning it would  require over N5 trillion annually  (approximately $6.25 billion) to achieve that.   "This scale of investment necessitates a collaborative strategy involving both the government and the private sector," He said.   Accordingly, the Public Private Partnerships (PPPs) is a key part of the ministry’s efforts to ensure that it conceive and implement large scale affordable housing and urban development interventions as well as create significant impact nationwide to complement budgetary allocations.   The Minister noted that under a PPP framework arrangement, the Federal Government is working to deliver 100,000 Units with a Consortium of Developers, informing,under the  phase one of the Memorandum of Understanding (MoU), the ministry would deliver seven (7) Renewed Hope Cities targeting the Federal Capital Territory (FCT), Lagos, Kano, Maiduguri, Enugu, Port Harcourt, and Nasarawa with effective demand for housing.   Arc Dangiwa also informed that in a broader effort to enhance urban renewal and slum upgrade programs, the Ministry is strengthening collaborations with multilateral institutions, particularly UN-Habitat emphasising the recent  presidential approval for Nigeria's $500,000 annual subscription to UN- Habitat marks a significant step toward large -scale urban interventions.    To further facilitate urban development discourse and networking among stakeholders, he revealed that the ministry  is planning Nigeria's first National Urban Forum in alignment with New Urban Agenda.   On Federal assets nationwide, the Minister said that the Ministry is exploring innovative PPP models to optimize underutilized federal assets, including dilapidated properties and prime land, hinting plans are underway for the possible establishment of a Housing and Urban Development Special Purpose Investment Vehicle (SPIV) to transform these assets into revenue-generating projects that will fund affordable and social housing.   He said that over the nineteen months, the Ministry has aggressively pursued PPP-driven solutions, but the scale of the challenge remains vast. As such, the Ministry is calling on technically and financially capable partners to collaborate in delivering the Renewed Hope Agenda.   "We need more PPPs to drive these ambitious projects. If you have value to add to our work,you can be assured of a willing and committed partner in us,"  Arc Dangiwa stated.    Also,  the Minister signed a landmark housing development partnership agreement with Shelter Afrique Development Bank (ShafDB) to accelerate the delivery of affordable housing across the country.     "The agreement is historic because  this is the  first time the Federal Government, through the Ministry ,  is directly collaborating with ShafDB to access developer financing for affordable housing," the Minister remarked.    He explained that  the first phase of the partnership will deliver 5,000 housing units, with plans for nationwide expansion, noting the agreement underscores governments commitment to making homeownership more accessible to Nigerians.   The Minister also said ShafDB will  support in providing  technical advisory services, including comprehensive assessment of Nigeria's housing market using its innovative VIRAL model. He explained the model will lead to the development of country housing deficit reduction strategy paper and three PPP transaction  models for affordable housing and urban renewal projects.   He added that the bank will also give assistance in identifying strategic private sector partners, structuring market- attractive PPP transactions , and raising fund for housing and urban development initiatives, noting capacity building programs in form of training, workshops, and policy development exercise will be conducted to enhance the ministry's capabilities.   Meanwhile, the Minister has called on  the management of Infrastructure Concession Regulation Commission ( ICRC )to modify the it guidelines on PPP to accommodate the "unique characteristics and challenges" of housing development.   He said, "Housing development often requires different financial mechanisms, shorter timelines, and a focus on affordability and social impact, making the current ICRC guidelines less than ideal without further modifications."   Arc Dangiwa outlined the areas the ministry has issues with ICRC to include;  focus on large scale infrastructure, financial model incompatibility, target market and affordability,land acquisition and regulatory challenges amongst others, expressing optimism that working with the new management of the Commission, all the problems will be resolved to enable the ministry speed up its PPP projects.   Earlier in his goodwill message, the Chairman Senate Committee on Housing and Urban Development, Senator Aminu Waziri Tambuwal, reaffirmed the unwavering dedication of the Committee to supporting progressive policies and legislative framework that fosters sustainable housing development, adding that creating an enabling environment for PPP’s to thrive required robust legal and regulatory frameworks.   “We stand ready to collaborate with all stakeholders to facilitate this objectives”, he said.   Senator Tambuwal assured that the legislative efforts of the Committee would remain focused on ensuring transparency, streamlining processes and eliminating bureaucratic bottlenecks that hinder private sector investments in housing.   On his part while giving his welcome remarks, the convener of the Renewed Hope Housing Summit, Dr. Olayemi Rotimi Shodimu, informed that the summit which is the first National Open dialog on Public Private Partnership in Nigeria’s housing sector, aims to foster collaboration between public and private stakeholders in the sector.   He said it marked a significant milestone in addressing Nigeria's housing deficit estimated at 17 to 28 million units, and promoting sustainable urban development.   Dr. Shodimu further informed that the summit aims to increase awareness of PPP models, identify innovative financing options, and develop comprehensive policy recommendations.   Also in his opening remarks, the Permanent Secretary Ministry of Housing and Urban Development, Dr. Shuaib Belgore, stated that the summit was a testament to the government's commitment to fostering partnerships that will harness the strengths of both Public and Private sectors, to meet the growing demand for affordable housing.   He expressed confident that the collaboration between the two sectors would play a transformative role in addressing the challenges facing the housing sector.   In her presentation of the PPP strategy and framework for Housing and Urban Development, the Head Public Private Partnership (PPP) of the Ministry, Arc. Abimbola Asein, brought the participants up to speed with the vision and mission of the Ministry.   To achieve the vision, she outlined some strategic objectives to include; Increasing Affordable Housing Supply, Enhancing Urban Infrastructure, Fostering Innovation and Sustainability, Ensuring Inclusivity and Equity, among others.   Arc.  Asein mentioned key programs and initiatives that would help translate the strategic objectives into action, flagship programs such as the Renewed Hope Cities and Estates Programme which targets the delivery of 200,000 affordable housing units by 2030, and the National Urban Renewal and Slum Upgrade Programme, aiming to develop 50 urban and slum upgrade projects by 2030.     Accordingly, Arc. Asein listed some key elements of the PPP framework to include Policy and Regulatory Reforms, Strengthening of Institutional Structures, and more.   Highlight of the event was the signing of memorandum between the Housing Ministry and the Shelter Afrique Development Bank, as well as the presentation of a milestone award by the Real House Communication LTD, to the Honourable Minister for the giant strides so far achieved in the Ministry.   ...

Belgore Inaugurates Housing Ministry 2025 Procurement Planning Committee.     * Urges the committee to adhere to regulations of probity, transparency, accountability    The Permanent Secretary, Ministry of Housing and Urban Development, Dr. Shuaib Belgore (OON), has inaugurated the Procurement Planning Committee (PPC) of the Ministry, for the 2025 financial year.   The committee under the Chairmanship of the Permanent Secretary, comprises representatives from all departments of the Ministry    At the inauguration, Dr. Belgore stated that despite the fact that the 2025 budget which has been signed by President Bola Tinubu awaits further communication from the Budget office, he informed that the Secretary General of the Federation  (SGF), has authorized the commencement of the procurement activities for the year.   “ I have had a preview of the budget that has been approved by Mr. President, and I gladly tell you that what the ministry proposed is largely in tact, we have additions from quite a substantial volume of constituency project. We’re closing in very close to an additional 50 billion, It's a lot of work”, he said.   Accordingly, the Permanent Secretary outlined the Terms of Reference of the PPC to include; preparing the needs assessments and evaluation of procuring entities, Identifying goods, works, and services required, preparing an analysis of cost implications of the proposed procurement, and aggregating the requirements within the department to enable the possibility of obtaining an economy of scale.   He also emphasized on the need to aggregate requirements between departments, particularly the training needs of departments under one umbrella so that nearly every ministry staff member would benefit from training this year, and in turn integrate the Ministry’s expenditure into the yearly budget.   Belgore urged the members of the committee to adhere to regulations of probity, transparency, and accountability; emphasizing on the adoption of the template from the Bureau of Public Procurement (BPP) to help keep the mandate of the Ministry in view.   Similarly, he charged the committee members with dedication and hard work to the mandate of the Ministry, saying that he would reward all diligence.   He further encouraged all the departments to make their inputs required to get the Bills of Engineering Measurement and Evaluation (BEME), Bills of Quantities, and other required documents ready in due time, hoping that the 2025 budget would all commence by April, and contracts awarded by July, 2025.    Earlier in her opening remarks, the Director Public Procurement of the Ministry,  Koriotaa Okobiah, (mrs), stated that the inauguration was in line with the provisions of sections 16 (1B) and 18 of the public procurement Act, 2007.   Mrs Okobiah informed that the inauguration also was in compliance with the circular from the Office of the Secretary General of the Federation (OSGF) for the preparation and submission of the procurement plan for the 2025 financial year and commencement of procurement activities.   “Various departments of the Ministry submitted their nominees to serve in the committee”, she added. ...

Minister Of State, Suleiman Zarma Urges National Housing Contractors To Plant Economic Trees Round The Estates

In continuation of his inspection tour of on- going Federal Government projects in the North- Central geo-political Zone, of the country, Minister of State 11, Federal Ministry of Power, Works and Housing, Surv Suleiman Hassan Zarma has urged contractors handling the construction  of the National Housing Programme (NHP) to plant economic trees that will not only green the estates but add economic value to the residents when government eventually dispose the houses to Nigerians.

The Minister said he would rather prefer economic trees to the aesthetic ones in view of their health and economic benefits. He said trees should not be planted to merely beautify an environment without adding any value to residents. He added that trees such as Mangoes, oranges, nime, pineapples etc will benefit the people more..

Zarma also inspected several road projects in Nassarawa, Benue and Plateau States. He acknowledged the substantial work recorded at some of the roads but decried the slow pace of some of them. He cautioned that government will no longer tolerate delays by contractors in delivery dates of government projects. According to him, “Government is eager to open up all the roads for economic activities, we don’t want excuses from contractors, more so when Government is not owing you”.

The Minister commended RCC, contractors handling the Loko- Oweto bridge for the standard quality and materials used in the construction of the bridge noting, that Nigerians were eager to have the bridge ready soon as it is strategically constructed as an access corridor to  link Nassarawa and Benue States with the South- East States. The bridge is about 96% completed.

Zarma also paid courtesy visits to Governors Umaru Tanko Al Makura of Nassarawa State, Samuel Ortom of Benue and Simon Dalung of Plateau State. The Minister restated the administration’s commitment to deliver critical infrastructure,  particularly improved power supply, motorable roads and housing for the benefits of Nigerians whom he said are “thirsty and hungry” for improved living standards.

The state governors  in their separate responses, said they will continue to  partner with the Federal Government to deliver goods and services to the people and also assured that the state governments are more than ready to provide additional hectares of land for the take off of the second phase of the National Housing Programme. 

The Minister used the occasion of the courtesy visit to request for additional lands from the states governors for the Family Hommes Funds, a social housing project from the office of the Vice President to add to the housing stock and targeting the low income earners. According to him, he was making the plea in his capacity as the chairman of the Lands and Infrastructure sub committee of the project, adding that the fund is targeting the provision of 100,000 houses annually.

Roads inspected in the states include: Rehabilitation of Nassarawa-Loko Road with Alushi Loop Phase 1, Lafia- Obi- Awe-Tunga Road in Nassarawa state,  Dualisation of Otukpo Township Road to Enugu, Rehabilitation of 9th Mile Otukpo- Makurdi, Oshegbudu- Oweto Phase 11 in Benue. Also, in Plateau State, the Minister and his team inspected the construction of the Pankshin-Ballang- Nyelleng-Sara-Lere-Gindiri road and the Pankshin-Tsphin- Gambar- Gindiri road.

The Minister also inspected the 22.5MVA capacitor bank and 1&60 MVA,132&33KVA Power transformer at the Keffi sub station in Nassarawa state and the additional 1&60 MVA transformer at the 132KV sub regional station in Jos South, Plateau state aimed at expanding power supply to Jos and its surroundings.

FG Moves To End Housing Deficit: Initiates Family Homes Fund Housing Project To Deliver Affordables Housing Accross The Nation

The Federal Government in a bid to finding lasting solutions to the huge national housing deficit in the country, the Economic Management Team of the Federal Government hasset up a Family Homes Fund Task Force to facilitate the implementation and delivery of the Family Homes Housing Project across the nation.

Speaking during the in augural meeting of the Land and Infrastructure and Off –take Sub – Committees for the project, the Chairman and Minister of State II for Power, Works and Housing, Surv. Suleiman Hassan, mnis, stated that the project is a new widow intended to deliver more affordable houses to Nigerians. He noted that the essence is to consistently deliver about 100 housing units annually and create more jobs to the teaming unemployed Nigerians.

The Minister added that the Land and Infrastructure sub-committee is to engage with relevant state governments and stakeholders on prime locations of land in the various states of the Federation. Also, the Offtake Sub - Committee is to determine a model for the participation of staff housing cooperatives, adding that this will be able to take care of retired civil servants, officers and personnel of the security forces.

The Minister enjoined members of the sub-committees to bring their wealth of experience to bear in order to actualize this laudable initiative of the Federal Government geared towards the delivery of affordable mass housing.

In her response, representative of the Head of the Civil Service of the Federation and Permanent Secretary, Service Welfare Office, Mrs Didi Walson-Jack stated that affordable and quality houses is a key issue that the government is pursuing, adding that members of the Offtake sub-committee will do the needful in meeting up with the task ahead.

Also speaking at the occasion, the Special Adviser to the President on Economic Matters, Dr. Adeyemi Dipeolu noted that one of the most important aims of the Family Home Project is to identify the financing requirements, draw up a sustainable financing of the models, structure of financing and buy-in of relevant Agencies including the Nigerian Mortgage Re-Financing Corporation for the continuity of the programme.

Keynote address delivered by the Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Marcus O. Ogunbiyi, at the launch of Performance Management day at the Ministry’s Headquarter, Mabushi, Abuja on 10th October 2024.

It is with immense pride and a deep sense of responsibility that I am with you today to officially launch the weekly Performance Management System (PMS) Day in our esteemed Ministry.

 

2.       This is the beginning of a transformative journey for us as we heed the directive from the Office of the Head of the Civil Service of the Federation, which mandates every Thursday to be set aside for activities related to Performance Management System in the Federal Ministries, Departments and Agencies and be christened “PMS Day”.

 

3.       This directive is not just a routine exercise; it is a call to action for all of us to fully embrace the vision of an efficient, effective, responsive and performance-based Federal Civil Service.

 

4.       Performance Management System is a tool for goal and target setting, appraisal and monitoring of employee performance and the delivery of institutional mandates. It provides a systematic process of planning work, setting targets, providing support to employees and measuring results.

 

5.       It also provides the framework for continuous tracking of employees’ performance in a manner that is consistent and measurable, for developing and improving their capacities to perform on their jobs and for motivating them for increased productivity.

 

6.       The institutionalization of a functional performance management system being one of the six pillars of the Federal Civil Service Strategy and Implementation Plan 2021-2025, (FCSSIP25) will improve efficiency and productivity in the public service and is key to achievement of the objectives of the ongoing reform initiatives and culture re-orientation in the Public Service.

 

7.       It will also ensure appropriate linkage of key government tools towards the attainment of national development goals and entrench a merit-based system in the Public Service. As a matter of fact, institutionalizing PMS is a cornerstone for our efforts to transform the entire Nigerian Public Service as a result-based and performing institution. PMS is an essential tool that provides a guide for the MDAs’ operations as we seek to reclaim our enviable position in delivering high-quality services to the Nigerian people.

 

8.       The introduction of PMS has remained a timely project, and I have no doubt that it is exactly what the Federal Civil Service needs at this critical time to elevate our service delivery standards, enhance accountability, and build a positive culture of productivity, consequent management and continuous improvement in both personnel and institutional performance.

 

9.       Today, as we launch the PMS Day in the Federal Ministry of Housing and Urban Development, we are not just institutionalizing a PMS weekly activity in the Ministry; we are reinforcing our commitment to excellence that has been the guiding ethos of the Ministry in the achievements of its deliverables of the Presidential Priorities and the implementation of the FCSSIP25 reform initiatives.

 

10.     It is crucial to understand that the full implementation and institutionalisation of PMS is not just the responsibility of a few; it is a collective responsibility that spans all levels of our Ministry, from the most senior management cadre to the lowest-ranked officers, including security personnel and the janitorial service providers. Everyone has a vital role to play in ensuring that PMS is not just a beautiful policy on paper but a living, breathing organisational culture within the Federal Ministry of Housing and Urban Development.

 

11.     To all Directorate level officers, you are the leaders and the vision bearers of your respective departments. As PMS supervisors, your roles in driving this initiative cannot be overstated. Your commitment to the institutionalization of PMS in your respective departments are what will inspire and motivate other staff and team members to follow suit. You are the ones who will set the tone for accountability and performance at the departmental levels, and I urge you to lead by example.

 

12.     I commend all the Departments and Units that have cascaded signing of performance contracts with staff. We have no place to hide. We have been a performing Ministry. We are determined and we shall continue to perform because PMS has come to stay in this Ministry. To move our sector and country forward, you and I must embrace this world-best practice and your department should not be a reason for the Ministry to lose its enviable high-ranking position as one of the leading MDAs in the implementation of Federal Government reforms and programmes.

 

13.     To our middle and junior-level officers, your dedication and hard work are the bedrock of our Ministry’s success. The PMS is designed to recognize and reward your contributions, ensuring that your efforts are aligned with our shared vision and that your professional growth is supported.

 

14.     I encourage you to see this initiative as an opportunity to showcase your talents, sharpen your skills, and play active roles in the development of our Ministry and the nation at large.

 

15.     It is normal for a very young Ministry like ours to face some challenges especially in a housing and urban development sector with a high level of expectations in creating possibilities for social infrastructure as enabler for growth. These have not in any way deterred the Ministry from exploring possibilities and innovative ways of bringing about possible solutions including partnering with our stakeholders to be able to deliver on the Ministry’s mandate as expected.

 

16.     However, with the full implementation of the PMS, we have a robust framework that allows us to measure our progress, identify areas for improvement, and celebrate our successes. It is a tool that will guide our decision-making processes and ensure that every action we take contributes to the fulfillment of our mandates in formulating and implementing the policies, programmes and projects of the Federal Government of Nigeria in the Housing and Urban Development sector.

 

17.     As we set aside every Thursday to focus and reflect on our PMS activities, let us all commit to these sessions with the seriousness they deserve. Let us use this time to evaluate our performances, identify the gaps that need addressing, and collaboratively find solutions that will drive our Ministry forward. The PMS Day is our collective space for reflection, learning, and growth.

 

18.     In conclusion, I am confident that if we fully embrace the PMS, the Federal Ministry of Housing and Urban Development will set the benchmark for other Ministries to follow. Together, we can create a public service that is responsive, innovative, and committed to excellence.

 

19.     Thank you for your commitment and dedication, and I look forward to working with all of you to make this initiative a success. It is on this note that I hereby launch today and every other Thursday as the PMS Day in the Federal Ministry of Housing and Urban Development.

  1. First, I would like to thank Her Excellency, Dr. Sania A. Ansari, and her team for setting up this meeting. We were supposed to have held this meeting in person earlier but it could not take place but I am happy that we are here today to engage.
  2. I want to assure your Excellency, that at the Ministry we consider partnerships, bi/multilateral collaborations, and private sector engagements as key ingredients to success.
  3. This is because we need them to boost our efforts to address Nigeria’s housing and urban challenges, increase access to affordable housing across all income groups, and ensure that the sector maximally contributes to the Renewed Hope Vision of His Excellency, President Bola Ahmed Tinubu to build a $1 trillion economy and lift 100 million Nigerians out of poverty.
  4. We are keen to partner with Ansari Group because of the wealth of experience, technical and financial capacity that it possesses. We are aware that you have over 25 years of experience in the global financing industry, built relationships with investors and raised billions of dollars across all sectors of the economy, including real estate.
  5. We are also aware that you have a partnership with the United Nations Habitat Settlement Programme in its bid to launch the SDG 1,000 Cities by 2030, which aims to impact 1,000 lives at an estimated cost of over $4 trillion. We want to say that this UN initiative aligns perfectly with our own goal to provide sustainable and inclusive urban development across Nigeria.
  6. As articulated in the New Urban Agenda, “Cities can be massive agents of positive change if they are well-planned, built, and governed.” They can act as catalysts for inclusion and powerhouses of equitable economic growth.
  7. However, achieving this potential often has its many challenges. Critical issues such as inadequate data, ineffective urban governance systems, limited capacities in urban planning, and insufficient funding impede the realization of sustainable urbanization.
  8. It is against this background that our Ministry is implementing the Renewed Hope Cities and Estates Programme which His Excellency, President Bola Ahmed Tinubu launched in February, 2024. Under this initiative, we plan to deliver a total of 50,000 housing units across Nigeria in Phase One. The Cities will have 1,000 housing units per site in one location in each of the six geo-political zones and the FCT, while the Estates will have 250 housing units per site in the remaining thirty (30) states. So far we have done groundbreaking for two Renewed Hope Cities (FCT and Kano), and Renewed Hope Estates in twelve States (Ebonyi, Abia, Akwa Ibom, Delta, Osun, Benue, Nasarawa, Oyo, Katsina, Yobe, Gombe and Sokoto) making a total of 6,612 homes.
  9. We have designed the Renewed Hope Cities as integrated living communities targeting all income brackets. They comprise one-bedroom blocks of flats, two-bedroom blocks of flats, and three-bedroom blocks of flats; two-, three-, and four-bedroom terraces; four-bedroom duplexes; and five-bedroom duplexes.
  10. On the other hand, we have conceptualized the Renewed Hope Estates to cater to low- and medium-income earners. They comprise one-, two-, and three-bedroom semi-detached bungalows. To enhance affordability and ease of offtake, we used organic designs where one bedroom can be expanded to two-bedrooms and three-bedrooms as the income of beneficiaries increases over time.
  11. I am pleased to inform you that we have incorporated sustainable design measures to ensure that the cities and estates are climate smart and environmentally friendly.
  12. The funding for these projects will come from a mix of sources, including the Federal Ministry of Housing and Urban Development’s budgetary allocation, the Federal Mortgage Bank of Nigeria (FMBN), and Public Private Partnerships with reputable developers. We look forward to the Ansari Group coming on board as a major PPP partner.
  13. We have also made cross-subsidy a key part of our efforts to enhance affordability for low-medium income earners to foster integrated living. Under this concept, the housing units built in the Renewed Hope Cities will be sold at commercial rates while a substantial percentage will be sold at concessionary rates to low- and medium-income Nigerians.
  14. The Renewed Hope Cities and Estates Programme is a necessity to tackle Nigeria’s rapid population growth, meet the rising demand for housing and urban infrastructure, congestion, and strained infrastructure.
  15. It is also designed as a catalyst for economic growth. The construction and development of these new areas will generate employment opportunities, stimulate local businesses, and attract investments. The 50,000 housing units that we plan to deliver under Phase One will create 1,250,000 direct and indirect construction jobs. This is in addition to the value chain effects of purchasing, supplying building materials, and businesses around the construction sites.
  16. As you may be aware, Nigeria has a 200million population with an annual growth rate of 2.5 percent per annum. We have a huge housing deficit that requires us to build 550,000 housing units per annum over the next ten years. This requires about N5.5Trillion Annually (equivalent of about $300bn USD).
  17. The 50,000 units we plan to deliver under phase one of the Renewed Hope Cities and Estates Programme is relatively ambitious but small when compared to the size of the problem and the quantum of resources required. That is why we are looking to PPPs and collaborations with organizations such as yours that we can leverage to bridge the gap.
  18. Also, in line with Mr. President’s Renewed Hope Agenda to ensure that all Nigerians, including those with no income, vulnerable, and underprivileged groups, have access to decent and dignified accommodation, we are working to establish a National Social Housing Fund (NSHF). We believe that access to decent shelter is not only a necessity but a human right, and that all Nigerians across all income segments deserve a decent home to live and grow.
  19. The National Social Housing Fund is very important in our plans to increase access to decent housing to Nigerians and will also appreciate your Group’s partnership towards making it a reality and creating impact. As you may be aware, Nigeria is a low-income country with weak purchasing power. In fact, 85% of Nigeria’s 43m households have less than N1.1M purchasing power per annum (equivalent of $730USD): (17.2m fall into poverty-income group; 20.2m fall into the low-income group). This large group of Nigerians lack the financial capacity to own homes based on market rates and even through existing government programmes such as the National Housing Fund (NHF) Scheme.
  20. Our government has realised that the only practical strategy to tackling this challenge is through a TRANSPARENT, ACCOUNTABLE and IMPACT-DRIVEN social housing system that blends budgetary allocation, PPPs, donations from charity and philantropic organizations, corporate social responsibility.
  21. We would therefore appreciate a partnership with you in this regard particularly towards accessing concessionary funding from investors, donations, grants from charity organizations and philantrophic bodies.
  22. Another equally important area of interest to our country and the Ministry is encouraging the local manufacture of building materials. We plan to establish one building materials manufacturing hubs in each of the six (6) geopolitical zones of the country. We envision the Manufacturing hubs to have proper infrastructure including access to uninterrupted power, linkage roads, housing etc. This is still in line with our goal to lower the cost of housing construction, enhance access to homeownership, create local jobs and boost economic development.
  23. We are currently exploring potential partners and investors that we can work with to set the Building Manufacturing Hubs and would also like your support in this regard.
  24. I have taken time to go through these key initiatives to establish clarity on the key areas of need for a possible collaboration and partnership between the Federal Ministry of Housing and Urban Development and the Ansari Group. As a government, we are clear on what we want to do and are making efforts.
  25. As an international global firm, we would like to partner with the Ansari Group in the areas of technical capacity building, raising concessionary financing for the expansion of our Renewed Hope Cities and Estates Programme, implementation our National Social Housing Fund and establishment of Building Materials Manufacturing Hubs across the country.
  26. Once again, I would like to thank Her Excellency, Dr. Sania A. Ansari for setting up this meeting.
  27. I really hope that at the end of the deliberations in this meeting we shall come up with an actionable document that helps us to achieve our goals of building affordable, sustainable and environmentally friendly cities and communities as well as tackling systemic challenges that have worked against housing development in our dear country, Nigeria.
