BRIEF ON ENGINEERING SERVICES DEPARTMENT
Engineering Services Department (ESD) is one of the Professional Departments of the Ministry. It is established to provide functional, cost-effective and sustainable Engineering infrastructure in Public Buildings and Housing, Federal High Ways and bridges, Federal Government Estates, Site and Services Schemes and general Engineering Works for conducive working and living environment.
The Department, in accordance to its functions and mandate, provide services not only to the Ministry, but also to other MDAs across the Country. Within the Ministry, it makes vital inputs in the activities of other Departments and units like the Public Building and Housing (PBH), Public Asset Maintenance, Regional Development (URD), Public Private Partnership unit (PPP) and Special Project’s Units (SPU).
The services rendered by the Department helps in no small measure in the Socio-Economic development of the Country.
This is so as Engineering Services Departmental activities do not only bring about better living environment, but also generate employment to the general populace directly and indirectly.
FUNCTIONS AND MANDATE
The statutory duties of the department includes among others the following:
i. Formulation of Engineering Policies as they relate to Electrical / Mechanical works, Highway furniture and Provision of Housing and Public Buildings,
ii. Provision of Infrastructure (Road, Culverts, Drains, water supply, electrical installation and sewage treatment)
iii. Planning, Designing and Development of Engineering Facilities (internal and external) in Housing Development and other Government Projects,
iv. Provision of Street Lighting and Electrical Equipment on Roads / Highways and within Federal Government Estates, Public buildings and Institutions.
v. Provision of Engineering Consultancy Services to MDAs,
vi. Preparation of Contract Documents for the Procurement of Engineering Facilities,
vii. Supervision of Engineering Construction and Installation Works,
viii. Operations, Maintenance and Rehabilitation of Engineering Facilities,
ix. Guiding Government in the selection and appointment of Engineering Consultants.
x. Vetting and approval of submissions from Engineering Consultants on Government Projects and Private Sector Operators to ensure conformity to National Standards and Specifications,
xi. Monitoring and Evaluation of Government Projects,
xii. Investigation and appraisal of failed or damaged Engineering Facilities/Structures both within and outside the Country,
xiii. In-house Training of Engineering Personnel,

xxiii. Development of Safety & Security Management System for the Ministry.
xxiv. Procurement, installation and rehabilitation of elevators/lifts installed in federal secretariats and MDAs.
xxv. Design, Construction and Maintenance of Electrical Services (Power, Lighting, Lifts, Telecoms, Generators, etc.) in Public Buildings.
