


DISCLAIMER 753 Houses Seized by EFCC: No Sale Rights Given to Any Company/Consultant. * Ministry warns general public not to fall victim to fraudsters, advises public to contact the Ministry’s officials directly. The Federal Ministry of Housing and Urban Development wishes to categorically inform the general public that it has not appointed or given sale rights to any company or consultant to coordinate the sale of the 753 houses seized by the Economic and Financial Crimes Commission (EFCC), linked to the former CBN governor, Godwin Emefiele. The disclaimer became necessary on the backdrop of a claim by a company named Pink Synergy Global Company Limited, that it has been appointed as official auctionaires for the sales of the 753 units houses by the Federal government. The ministry learnt that the company has written proposal and introduction letters to unsuspecting Nigerians and agencies asking them to purchase expression of interest form to purchase the houses. The copy of the Pink Synergy Global Company Limited letter sighted by the ministry has one Yashim Kejang, Chief Executive as the signatory. For the avoidance of doubt, no sales of the 753 units houses has commenced by the Ministry. The Ministry is informing the public that it will give a clear and adequate announcement regarding the sale as well as strategy outlined for the sales of the houses, as directed by His Excellency President Bola Ahmed Tinubu. The public is advised to direct all inquiries to the ministry through the departments of Public Building and Housing Development, and Press and Public Relations, for clarification before committing any resources.
Nigeria, GIZ Strengthen Collaboration on Promoting Energy Efficiency, Sustainable Housing * Housing ministry committed to mainstreaming sustainability, climate resilience - Dangiwa * German- Nigeria Energy Partnership dated back to 2008 - GIZ Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has revealed that Nigeria has been considered a key partner under the Partnership for Energy Efficiency in Buildings (PEEB), by the German Development Corporatiions (GIZ). Dangiwa made this revelation in a meeting held in Abuja with the delegation from the German Development Cooperation (GIZ) led by Dr. Karin Jansen, first Secretary and Head of Cooperation. PEEB is a programme by the German Development Cooperation which seeks to build on the efforts of the Nigerian Energy Support Programme to scale up energy efficiency improvements across Nigeria’s building sector. The minister lauded the PEEB program, noting that it echoed the vision of the Ministry under the Renewed Hope Agenda of President Bola Ahmed Tinubu, to provide houses and create sustainable, climate-resilient, and energy-efficient communities across Nigeria. While recognizing the building and construction sector as a significant contributor to energy consumption and carbon emissions, he emphasized on the importance of promoting energy efficiency and green building practices; “it is essential to meet national climate goals and ensure a livable future for generations to come” he stated. The Minister acknowledged the remarkable contributions of PEEB in several countries like Mexico, highlighting their successful integration of green mortgages, and the potential for similar systems in Nigeria. “Here in Nigeria, we see strong potential to adapt a similar green mortgage model especially within the Federal Mortgage Bank of Nigeria (FMBN) under the National Housing Fund (NHF) Scheme, to drive the supply and uptake of energy-efficient affordable homes under our Renewed Hope Housing Programme”, he remarked. Similarly, Arc. Dangiwa cited countries like Vietnam and Tunisia in the programme, pointing out the importance of combining technical expertise, policy support, and targeted financing to deliver measurable impacts. He expressed the commitment of the Ministry to mainstreaming sustainability and climate resilience, demonstrated through strategic partnership with IFC EDGE, a global green building certification platform, to train technical officers of the Ministry, developers, and project managers on sustainable building practices. Dangiwa, as well informed of his directives that climate-smart, green, and energy-efficient standards be incorporated in housing designs under the Renewed Hope Cities and Estates Programme, as well as all future Ministry-led housing initiatives. Accordingly, the Minister outlined plans by the Ministry to include a review of the National Building Code, establishment of Building Materials Manufacturing Hubs, and the upgrading of National Urban Renewal Programme to ensure that it embeds resilience and green infrastructure into slum upgrading efforts. Speaking further, Arc. Dangiwa highlighted strong opportunities for collaboration between the ministry and GIZ in several key areas, including technical assistance, public awareness campaigns, capacity building, advisory support to access climate finance and blended finance mechanisms. He expressed hope that PEEB’s expertise can aid the preparation of high-quality proposals to tap into international funding sources such as: The Green Climate Fund (GCF), the Adaptation Fund, GIZ internal funding opportunities and more. The Minister also expressed keenness to explore partnership between PEEB and the Federal Mortgage Bank to design and pilot a Green Mortgage Scheme, modeled after successful global examples like INFONAVIT, to further drive the adoption of sustainable housing across Nigeria. Earlier, the Country Director of GIZ, Markus Wagner highlighted the longstanding cooperation between Nigeria and Germany, noting that the two countries signed a Bilateral Economic Relations agreement in 1974, formalized in 2008 under the German-Nigeria Energy Partnership, which identified the energy sector as a key area of collaboration. Mr. Wagner stated that GIZ, has played a vital role in Nigeria by working closely with government stakeholders, providing advisory services that promote investment, innovative and sustainable solutions, as well as climate-resilient practices across the energy sector. He revealed the intentions of GIZ through the Nigerian Energy Support Programme (NESP) and the Partnership for Energy Efficiency in Buildings (PEEB) to collaborate with the Federal Ministry of Housing and Urban Development. He said that the initiative aims to build the Ministry’s capacity to institutionalize sustainable architecture, with a particular focus on integrating energy efficiency into the design, construction, and operation of buildings. Additionally, Wagner used the opportunity to invite the Minister as a Special Guest of Honour to the official launch of the PEEB Cool Enabling Facility in Nigeria, scheduled for June 10th, 2025. Dangiwa Encourages Continuous Dialogue, Mutual Respect with Civil Servants Union * says consistent staff welfare, a priority Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa, has encouraged continuous dialogue, mutual respect, and the pursuit of shared goals between the leadership of the civil servants Union and the Management of the Ministry. “Together, we can create a work environment that not only meets the aspirations of our workforce but also drives greater productivity, service delivery, and national development” he said. Dangiwa spoke when he received the National leadership of the Association of Senior Civil Servants of Nigeria (ASCSN) led by its President, Comrade Shehu Mohammed on a couresy vist to the Ministry, Tuesday, April 29th, 2025. Dangiwa expressed the commitment of his leadership to building a Ministry where officers feel valued, opportunities for growth encouraged and welfare of staff consistently prioritized. He appreciated the timely nature and significance of the visit in reflecting the spirit of partnership between organized pressure groups and the government; “It shows that beyond the call of duty, there is a desire on your part to collaborate in building a stronger and more effective public service”, he added. While acknowledging the indispensable role of the Civil Servants in driving the wheels of progress, he recognized that no policy, plan, or reform can succeed without the commitment and dedication of the workforce. The Minister was pleased to inform the Union about the Renewed Hope Housing Programme embarked on by the Ministry, under the Renewed Hope Agenda of President Bola Ahmed Tinubu. He noted that under the programme, Cities are currently being developed in Abuja, Lagos, and Kano states; and the Estates across twelve states nationwide, offering a variety of decent, quality, and affordable homes that civil servants can access. Accordingly, Dangiwa explained that while some units under the Renewed Hope Cities may be priced beyond the immediate affordability of many civil servants, the Renewed Hope Estates, which are being directly delivered and subsidized by the Federal Government, offers affordable options specifically targeted at workers and low to medium-income earners. He enlightened the Union of various structured and flexible financing options available through the Federal Mortgage Bank to include: a 30-year National Housing Fund mortgage loans, Rent-to-Own schemes, Installmental Payment plans, and Outright purchase for those who have the capacity. The Minister encouraged the civil servants to take advantage of the Renewed Hoped Estates and the financing opportunities available through the FMBN. Speaking earlier, the National President of the Association of Senior Civil Servants of Nigeria (ASCSN), Comrade Shehu Mohammed commended the Minister for initiating strategic plans to address the housing deficit in the country, noting that Nigerian civil servants, regardless of their income level, now have access to decent housing. Comrade Mohammed also lauded the Minister’s commitment to resolving the issue of inadequate office space within the Ministry, as demonstrated by the ongoing construction of a new office complex. Commenting on the recent revocation of provisional offers of housing allocation under the National Housing Programme (NHP), the ASCSN President appealed to the Minister to provide another opportunity for civil servants whose offers were revoked due to their inability to meet the payment deadline. He explained that many affected workers were constrained by the declining value of the new minimum wage of N70,000, which has been eroded by rising costs of goods and services. Comrade Muhammad also raised other pressing concerns, including the payment of repatriation allowances for retiring officers, the provision of first 28-days allowances for newly recruited officers, and the prompt disbursement of death benefits to the families of deceased officers. He highlighted the challenges of inadeqate transportation buses for staff and emphasized the need for continuous training and retraining of staff to enhance their productivity and service delivery. While appreciating the Ministry's annual financial contribution to the union's May Day celebration, Comrade Mohammed appealed for an increase in the amount allocated for celebration, citing the prevailing economic conditions and rising prices. In his remarks, the Permanent Secretary of the Ministry, Dr. Shuaib Belgore reaffirmed the ministry's core mandate to ensure access to affordable housing, noting that significant efforts were being made to meet this goal, especially for civil servants, through various ongoing housing projects of the Ministry, across the country. While addressing some of the concerns earlier raised by the Union, Dr Belgore explained the Ministry’s efforts to ensure that staff welfare, training and benefits are prioritized. He informed that the Ministry was making efforts in the area of repatriation to clear backlog of the death benefits and first 28 days, despite the insufficiency of the overhead cost of the Ministry. Accordingly, he assured that the Ministry was making plans to provide four brand new buses for staff of the Ministry, as part of efforts to support staff mobility. He as well promised that further consideration would be made to what has been approved for the May Day celebration. ...
Dangiwa Reads Riot Act to Renewed Hope Housing Developers * Warns of blacklisting non-performing contractors and demolition of substandard works The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has issued a stern warning to developers handling Renewed Hope Housing Projects across the country, urging them to ensure timely delivery and strict adherence to quality standards. Speaking during a status review meeting with developers on ongoing housing projects in several states, the Minister made it clear that the Federal Government will not tolerate negligence, substandard execution, or delays in project delivery. “This administration is committed to doing things differently. Do not assume it’s business as usual. It is not. If you signed a contract with the government, you must deliver accordingly,” the Minister stated emphatically. Arc. Dangiwa declared that non-performing contractors risk being blacklisted—not just from future housing projects with the Ministry, but from all Federal Government housing and infrastructure contracts. He also warned that any substandard structures discovered on project sites will be demolished and the responsible contractors sanctioned. “We are not just building houses, we are building homes. If you collect government funds, you must deliver results. We will not fold our arms and allow incompetence or bad faith to derail the Renewed Hope Agenda,” he said. While expressing appreciation for developers who have shown commitment and professionalism, the Minister reaffirmed the Ministry’s determination to honour all contractual obligations—provided that quality and timelines are respected. In a related directive, Arc. Dangiwa tasked Federal Controllers of Housing in the states to intensify monitoring and supervision efforts on all project sites. He urged them to provide consistent guidance and ensure that construction activities proceed smoothly and in compliance with specifications. Distinguished Guests, Ladies and Gentlemen,
First, I would like to thank His Excellency, the Executive Governor of Osun State, Sen. Ademola Adeleke for honoring our invitation to the groundbreaking of a 250-housing unit Renewed Hope Estate here in the State’s capital.
Today’s ceremony is a continuation of the nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme of the Federal Ministry of Housing and Urban Development, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the commissioning of a 3,112-housing unit in Karsana, Abuja.
Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.
With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development. This is in line with the Renewed Hope Agenda of Mr. President to STIMULATE INCLUSIVE GROWTH, LIFT 100 MILLION NIGERIANS OUT OF POVERTY, AND BUILD A $1 TRILLION ECONOMY.
As you may recall, last month, following the presidential launch of the programme in Abuja, we embarked on the first leg of this exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one each in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano. Work is currently ongoing at each of these sites, and our plan is to have all of them completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians. UNDER THE RENEWED HOPE AGENDA, WE ARE IMPLEMENTING A ZERO TOLERANCE FOR UNCOMPLETED PROJECTS.
This second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units across eight (8) states in the South and North Central. We started last week Wednesday with 250 units in Ebonyi; Thursday we were in Abia for another 250 units, Friday we were in Akwa Ibom for another 250 units, Saturday we were in Delta State for another 250 units, and today we are happy to be here in Osun to flag off another 250 units. The next stop from here will be Benue, then Nasarawa after which we shall be in Oyo to complete this 2nd leg.
This estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.
As we perform this groundbreaking, I want to charge the contractors

to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, to ensure that they deliver as per the contract. IF YOU COLLECT GOVERNMENT MONEY, YOU MUST DO THE WORK.
We also want the developers to adhere to the timeline and finish within three months so that we can begin the process of getting Osun indigenes to purchase and move in.
To ensure affordability, we have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30 years, rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.
Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Osun, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at other project sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.
This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.
I want to state that under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money. We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread.
It is important to say that the provision of land in a good location and at no cost is a key condition for siting Renewed Hope Housing Projects. The twelve states covered under this 2023 supplementary budget are those that first provided land. I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.
At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Osun State, His Excellency Sen. Ademola Adeleke for promptly granting our request for the provision of land at no cost. This singular action has helped us to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners. This is a dividend of responsible governance and I applaud Your Excellency for this.
Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The Groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the federal government of Nigeria is committed to fulfilling promises and responsibilities to all Nigerians.

I want to begin my remarks by specially welcoming the Executive Governor of Osun State, His Excellency, Sen. Ademola Adeleke. We are happy to have you here with us today.
It is indeed my pleasure to welcome you all, on behalf of the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, to the groundbreaking ceremony for the 250-housing unit Renewed Hope Estate.
This project is part of a Nationwide Renewed Hope Cities and Estates Programme of the Ministry, which His Excellency President Bola Ahmed Tinubu officially launched earlier this year in Abuja, under which we plan to deliver 50,000 housing units in phase one.
Our broad aim through this programme is to TURN THE COUNTRY INTO A HUGE CONSTRUCTION SITE, unlock the power of the housing sector to create jobs, boost economic development, and help achieve Mr. President's goal to build a $1 trillion economy.
This 250-housing units Estate project will create job opportunities during the construction phase for masons, bricklayers, plumbers, electricians, traders, and suppliers of building materials.
We look forward to quality construction work and a timely completion of the project.
