Housing Ministry To Facilitate Reconstitution of SURCON - Belgore 

 

The Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Shuaib Belgore, has given assurance that the Ministry would facilitate the reconstitution of the Surveyors Registration Council of Nigeria (SURCON) to enable it to function optimally.

 

Dr. Belgore gave the assurance when a delegation from SURCON paid him a courtesy visit in his office. 

 

He stated that the ministry would write to the Presidency, highlighting the significance of the Council in the practice of surveying and its impact on the career advancement of members in the civil service and to request for the reconstitution of the SURCON, assuring appropriate follow-up to secure the necessary consideration.

 

"Without the Council in place, crucial processes such as promotions within the profession will be halted," Belgore noted

 

The Ninth Council of SURCON was dissolved in June 2023 along with other federal boards and councils.

 

Established by Decree 44 of 1989 (now Cap S.18 Law of the Federation of Nigeria 2004), SURCON is responsible for the registration and regulation of surveyors in Nigeria. 

 

The 59-member Council determines professional standards, sets registration requirements, and periodically reviews the standards to ensure best practices in the profession.

 

On the issue of funding, Dr. Belgore advised SURCON to explore grant opportunities through the Ministry, recommending that the Council submit a formal request outlining its financial challenges and justifications for government intervention.

 

Similarly, he encouraged SURCON to be proactive in seeking financial support from stakeholders to enhance its self-sufficiency.

 

Earlier, the Registrar of SURCON, Surv. Kunle Olugbemiro, stated that the aimed of the visit was to appeal for the intervention of the ministry for the reconstitution of the council and secure financial support.

 

He noted that while SURCON previously received funding through the Federal Government’s Appropriation Act and internally generated revenue (IGR), federal funding was withdrawn in December 2023, severely impacting the Council’s regulatory functions, including the monitoring of surveying practices.

 

Olugbemiro outlined SURCON’s main IGR sources, including practice fees, registration fees, enlistment fees, sale of publications, and accreditation visitation fees.

 

On his part, the President of Surveyors Council of Nigeria and Surveyor General of the Federation, Surv. Abdulganiyu Adebomehin, while emphasizing the urgency of reconstituting the council, highlighted that meetings and examinations cannot be conducted without a properly constituted Council. 

 

He appealed for the Ministry to urgently interven and also advocated for financial support to enable the Council to pay gratuities to its retiring officers.

 

The meeting concluded with the presentation of a formal brief on SURCON to the Permanent Secretary.

Dangiwa Charges Town Planners On Inclusive, Sustainable Cities    * Says challenges of unplanned urban sprawl, inadequate infrastructure should be addressed    * Urban centers are responsible for 27% of Nigeria’s total carbon emissions - Dangiwa    * Concerted, collaborative efforts needed to combat challenges - Ondo Governor  Akure, Ondo State, Nigeria:   The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has called on Directors and Heads of Town Planning Organizations in Nigeria to champion the development of inclusive, sustainable cities that promote economic growth and resilience.    Dangiwa made this charge in his keynote address at the Opening Ceremony of the 2024 National Conference of Directors and Heads of Town Planning Organizations organized by the Federal Ministry of Housing and Urban Development in Akure, Ondo State from Monday 14  to Wednesday 16 October 2024.   The Minister lauded the theme of this year’s conference, " Effective Physical Planning as a Panacea for Integrated and Sustainable Urban Development in Nigeria”, noting that it has aligned with the Renewed Hope Agenda of the current administration, which seeks to build equitable and resilient cities across the country.    Highlighting Nigeria’s rapid urbanization, Dangiwa pointed out that the nation’s urban population has risen sharply, growing from 15% in 1960 to 54% in 2022, with  projections indicating that by 2050, 70% of Nigeria’s population will reside in urban areas  On his part , Ondo State Governor,  Lucky Aiyedatiwa stated that concerted and collaborative efforts are needed to combat challenges in Nigerian cities.   The Ondo State Governor was represented by his Commissioner of Physical Planning and Urban Development,  Gbenga Olaniyi. The Governor mentioned that, Ondo State, as a case study, has taken deliberate measures which include; effective waste management and development of master plans for major cities as modalities to ensure healthy environment.   Minister Dangiwa emphasized the urgency of addressing the challenges of unplanned urban sprawl, inadequate infrastructure, and environmental sustainability.   “Nigeria is urbanizing at a rate of 3.8% annually, and we are now over 50% urban. By 2030, nearly 60% of our population will live in cities. This rapid urban growth has resulted in unplanned expansion, which has negatively impacted infrastructure, mobility, and access to basic services,” Dangiwa stated.    He cited the emergence of more than 360 new urban agglomerations between 2015 and 2020 as evidence of the spatial expansion that continues across the country.   The Minister further noted that Nigeria’s cities are not only growing but are also contributing to environmental challenges, including increased carbon emissions and inadequate waste management systems.  “Urban centers are responsible for 27% of Nigeria’s total carbon emissions, with energy, transport, and industry being the main contributors. We must act now to address these challenges if we are to build sustainable and livable cities.” Dangiwa outlined the Ministry's strategic initiatives to address these challenges. These include the comprehensive review of the 2012 National Urban Development Policy, which is soon to be approved by the Federal Executive Council, as well as the development of a National Policy on Rural Settlement Planning and a National Physical Development Plan aimed at promoting integrated and sustainable urban development. He also announced the Ministry’s collaboration with the World Bank on key projects, including the Urban Livability and Mobility Programme and a National Land Registration, Titling, and Documentation Programme, which seeks to streamline land administration in Nigeria. Accordingly, he explained the ongoing efforts of the Ministry in slum upgrades, urban renewal, and the housing sector, mentioning that 6,612 housing units across 13 states and the FCT are currently under construction under the Renewed Hope Cities and Estates Programme, with additional projects underway in Lagos, Kano, and Enugu. He urged participants to embrace innovative approaches to physical planning and urban governance, stressing that effective planning is key to creating cities that are resilient, productive, and capable of driving economic growth. He also challenged participants to identify and address the systemic issues that hinder Nigeria’s urban development.   “ Let us commit to building cities that work for all Nigerians – cities that are resilient, productive, and sustainable. I urge you to participate actively in this conference and take full advantage of the discussions and presentations. The future of our cities depends on the decisions we make today,” he concluded.   In a goodwill message, Chairman House of Representatives Committee on Planning and Regional Development,  Hon Dr Abiante Awaji, described the theme of the conference apt and in line with providing a healthy environment    Hon Awaji blamed absence of standard master plans in cities and plans alteration causing huge challenges, encouraging partnership of stakeholders in design and development control in order to get excellence in our cities.   Easier,  in a welcome address, Permanent Secretary of the Federal Ministry of Housing and Urban Development, Dr Marcus Ogunbiyi,  stated that , the Conference provides a platform for the participants to ruminate over issues that would positively reshape the human settlements ' systems of Nigeria. BPSR Names Housing Ministry Best Federal MDA in Innovative Use of Technology ..... As Minister Dangiwa  Receives Distinguished GovTech Trailblazer Award The Bureau of Public Service Reforms (BPRS) has named the Federal Ministry of Housing and Urban Development "Best Federal MDA in Innovative Use of Technology, 2024. To this end, the BPSR has also honoured the Honourable Minister, Arc. Ahmed Musa Dangiwa, with the “Distinguished GovTech Trailblazer Award” The event named " Nigeria GOVTECH Public Service Awards 2024" with the theme "Digital Innivations As Catalyst for the Renewed Hope Agenda " was held at Nicon Luxury , Abuja, Friday,  October 11th, 2024 at Gala Night Dinner. BPSR, organized the event in partnership with; Nigerian Commuincations Commission (NCC), Nigerian Content Development and Monitoring Board (NCDMB), Crystal Edge,  Kaduna State Government and Embassy of Ireland Republic in Nigeria. The Awards on the Minister, Arc Ahmed Dangiwa and the Ministry of Housing and Urban Development were presented by the Secretary to the Government of Federation (SGF), Senator George Akume represented by Permanent Secretary, General Services Office (GSO), Dr. Nnamdi Maurice Mbaeri The Director General BPSR, Dr Aribi stated that the awards were in recognition of the Ministry’s “outstanding leadership in advancing technology initiatives and digitization programmes that contribute to the digital transformation agenda in the public sector and enhance service delivery.” Specifically, BPSR highlighted the launch and efficient operation of the innovative Online Renewed Hope Housing Portal (www.renewedhopehomes.fmhud.gov.ng), by the Ministry, which has made it easier and more convenient for Nigerians to own homes under the Renewed Hope Cities and Estates Programme.  The online housing purchase platform, a One-Stop-Shop Housing Delivery Solution, provides a transparent, easy-to-use, integrated web-based application for the sale of homes, from application to payment. The Bureau has also cited the Ministry’s Electronic Certificate of Occupancy Technology System, which has simplified the process of signing and issuing titles for federal real estate, making it faster, easier, transparent, and secure as another breakthrough innovation by the ministry of housing under Arc Ahmed Musa Dangiwa. In response, the Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, expressed his appreciation to BPSR for the recognition. Dangiwa Assures Zamfara State Citizens  Affordable Housing   Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa  has assured  Zamfara State Governor of the ministry's commitment to ensuring that its citizens have  access to affordable housing in the state. Dangiwa gave this assurance when Governor Dauda Lawal Dare of the State paid a  courtesy visit to his office in Abuja,  Thursday, 10th October,2024. "At the ministry of Housing and Urban Development, we want to assure that we will provide all the support you required in your efforts to enhance decent, quality and affordable housing to your citizens,' the minister stated.  The Minister acknowledged and appreciated Governor Dare for the 50 hectres of land provided for the Renewed Hope Estate at no cost to the ministry, saying that free land, will make the houses affordable to the citizens  Accordingly, Dangiwa also assured the Governor that Zamfara state would be on the priority list of the ministry to benefit from subsequent  building programmes of the ministry. "Let us assure your Excellency that the ministry will ensure that Zamfara state is included in the next batch of the  states to benefit from the programe," Dangiwa remarked. On National Housing Programme, NHP, the Minister said " I have also been informed that our officials are engaging with your team to which next week they are coming again regarding your interest in purchasing the unsold housing units under the National Housing Program in your state." He noted that though the  ministry had done a downward review of  the  prices of the houses as requested by the state government of Zamfara, he would look in to it as to see how it could be further reviewed downward, revealing the ministry was not making profits from sales of the houses.  Dangiwa also affirmed that the cost expended on infrastructure on the houses have been written - off to ensure affordability, mentioning that the ministry was aware  that  Zamfara state government would further subsidised for its citizens after buying them to ensure affordability.  He added, "our aim is just to recover the cost of constructing these houses so we can build more for other Nigerians to benefit."  Similarly, the minister who affirmed  that  Zamfara state  would benefit from the housing construction under PULAKU Initiative Housing Project  of  President Bola Ahmed Tinubu, aimed at addressing the grievances and social exclusion of Fulani in the north west and to also address the cause of banditry in the nation, revealed that  the ground breaking for Zamfara state would  soon be done. While acknowledging that Zamfara state government has also provided land for construction of houses for actualization of PULAKU Initiative in the state in addition to the land provided for  Renewed Hope Estate, the Minister  gave assurance that the  ministry will always collaborate with the state government.   Speaking earlier, Governor of Zamfara State, Dr. Dauda Lawal Dare, said  they were in the ministry to appeal to the minister for his  intervention to fast track the completion of the agreement between the ministry and Zamfara state on purchase of the NHP housing units in the state as it  would enable the state take over the structure.  Dare noted the Zamfara state being bedeviled with many challenges like insecurity, lack of infrastructure, housing care among others would need the intervention of the ministry to provide decent, quality and affordable houses for its citizen because tackling the challenges has taken a toll on the state's finances. He said, "I want to appeal that Zamfara state should always be considered as one of the first in any structured you are going to put in place bearing in mind some of the situations the state is facing." ...

Remarks by The Hon. Minister of Housing and Urban Development Arc. Ahmed Musa Dangiwa, At The Launch of The 250-Housing Unit Renewed Hope Estate In Katsina on Wednesday, May 22nd, 2024

Distinguished Guests, Ladies and Gentlemen,


1.    Before I start, I would like to take time out to especially appreciate my dear friend, brother, and political ally, His Excellency, the Executive Governor of Katsina State, Dr. Dikko Radda, for honoring our invitation to be a part of today’s event. Your Excellency, accept our gratitude. We thank you for the good work that you are doing for Katsina. The results are clear and visible. We are very proud of you. 


2.    Home, they say, and rightfully so is everything. And today, I am really excited to be home as a Katsina indigene and, by the special grace of Allah, the Hon. Minister of Housing and Urban Development, to perform the groundbreaking for a 250-housing unit Renewed Hope Estate. 


3.    This is the first housing project that I will be breaking ground on here in Katsina since my appointment by His Excellency President Bola Ahmed Tinubu, GCFR, and I believe that with the continual support of His Excellency, the Governor, we shall be doing more. 


4.    This is also the first Renewed Hope Estate that I will be breaking ground on, and I am happy that I am doing so in my home state. It is said that all things start from home. 


5.    The Renewed Hope Estate in Katsina comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.


6.    We have designed these housing units in a way that makes it easy and affordable for people to offtake. We have used organic designs to allow for future expansion as the income of beneficiaries increases. What this means is that the 1-bedroom can be expanded to 2 bedrooms and a 2-bedroom expandable to 3 bedrooms as the owner’s financial situation improves or he grows in service. I want to task the developers of this project, Messrs K-4 Engineering Ltd, WindLand Engineering & Properties Ltd, Real Phenomenon Integral Services Ltd and Saltine Engineering Services Ltd to ensure that they build according to specifications and delivers a quality job as substandard work will not be tolerated. We also want to have this work finished within the next three months so that we can begin the process of offtake for Katsina indigenes. 


7.    We have also created different options to enable everyone who has a source of income and livelihood to own the homes when they are completed. These include single-digit mortgage loans with up to 30-year terms provided by the Federal Mortgage Bank of Nigeria, Rent-to-Own schemes, and Outright Purchase options for those who can afford to pay upfront. 


8.    As you are aware, I had the privilege and honor of serving as the Managing Director/Chief Executive of FMBN, and it is my belief that Allah made me Minister of Housing and Urban Development to continue with the work that we did with the support of His Excellency, our former Governor, Rt. Hon. Bello Masari, as committed Katsina Progressives. 


9.    I want to say that today's event is part of a larger vision of His Excellency, President Bola Ahmed Tinubu, GCFR, when he launched the Renewed Hope Cities and Estates project with a 3,112-housing unit project in Karsana, Abuja, earlier this year.


10.    Under Phase One, we plan to deliver a total of 50,000 housing units across Nigeria. The cities will have between 500 - 1,000 housing units per site in one location in each of the six geopolitical zones in the country and the FCT, while the estates will have 250 units per site in the remaining thirty (30) states. 


11.    The Renewed Hope Cities and Estates Programme is designed to be a catalyst for economic growth. Each housing unit is expected to create an average of 25 direct and indirect jobs, translating to approximately 6,250 jobs for the 250 units here in Katsina alone. 


12.    Nationwide, we currently have estates in 12 locations and 3 cities across the country. The estates include those in Katsina, Yobe, Gombe, Abia, Nasarawa, Benue, Akwa Ibom, Delta, Sokoto, Oyo, and Osun. The cities are in Abuja, Kano, and Lagos. 


13.    After here, we will be in Kano to do groundbreaking for 500 housing units, 250 units in Yobe, and another 250 units in Gombe. In total, we are breaking ground for 1,250 housing units across four states in Northern Nigeria. These projects will serve as catalysts for economic growth, job creation, and social development in our communities.


14.    The funding for these projects comes from the N50 billion 2023 Supplementary Budget of the Federal Ministry of Housing and Urban Development. We have already awarded contracts for 3,500 housing units in thirteen states, demonstrating our commitment to rolling out these developments nationwide. States not covered under the 2023 Supplementary Budget will be included in the 2024 Budget, and I urge all State Governments yet to provide land for these projects to do so promptly.


15.    At this juncture, I also want to appreciate and thank His Excellency, the Executive Governor of Katsina State, for promptly granting our request for the provision of land at no cost. Your Excellency, we appreciate your commitment to embracing initiatives that bring development to our dear State. 


16.    Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians.

OPENING REMARKS BY THE PERMANENT SECRETARY, FEDERAL MINISTRY OF HOUSING AND URBAN DEVELOPMENT, DR. MARCUS O. OGUNBIYI, FNIAE, R.Eng. AT THE SECTOR RETREAT ON IMPLEMENTATION OF PERFORMANCE MANAGEMENT SYSTEM  HELD AT THE BENTLY HOTEL ABUJA ON FRIDAY, 10TH MAY, 2024

It is my pleasure to welcome you all to this very important Ministerial retreat on the implementation of a modern Performance Management System (PMS) as a tool for appraising employee performance and the delivery of institutional and presidential mandates in the Federal Public Service.  The new PMS is a bold step to institutionalize the principle of service, output and outcome-oriented operations in Ministries, Extra-Ministerial Departments and Agencies (MDAs) by creating systems and processes that support delivery of services in a more efficient and effective manner. The PMS provides a systematic process of planning work, setting targets, providing support to employees and measuring results. It also provides the framework for continuous tracking of employees’ performance in a manner that is consistent and measurable, for developing and improving their capacities to perform on their jobs and for motivating them for increased productivity.

2. As we are all aware, the new PMS is expected to replace the Annual Performance Evaluation Report System (APER) which is the appraisal mechanism in the Public Service over the last four decades.  Distinguished ladies and gentlemen, institutionalization of a new performance management system is at the heart of the on-going reform initiatives and culture re-orientation in the Public Service. This is to ensure appropriate linkage of key government tools towards the attainment of national development goals, and to entrench an accountability driven, result oriented, high performance and merit-based system as well as fairness and transparency in employee performance evaluation and management in the Public Service. I am pleased to inform you that the Federal Ministry of Housing and Urban Development and indeed all the Agencies in the Sector are committed to the successful implementation of the PMS and other reforms activities towards bequeathing to the nation, a world class Public Service that is repositioned to deliver efficient services as the backbone of the Government.

3. I am glad to inform you that a number of critical documents, which are essential to successful implementation of the Performance Management System service wide have all been put in place by the Office of the Head of the Civil Service of the Federation. Among these are the PMS Policy, PMS Implementation Guidelines and Frameworks. These documents are to assist us to effectively and successfully implement this all important presidential deliverable. I am bold to say that we are familiar with these document which are very robust tools for the deployment of the new appraisal system.

4. We are gathered here today as critical stakeholders in the Housing and Urban Development Sector to further discuss and understand the new system and our roles for a successful roll out, implementation and institutionalization of the new appraisal system in the Federal Public Service

5. I want to appreciate the officers from the Office of the Head of the Civil Service of the Federation, Heads of Agencies and Directors here present, who have taken time out of their very busy schedules to attend this retreat.  It is our belief that our collective efforts in supporting the process of institutionalization of the new appraisal system will put the Service on a path of sustainable and improved service delivery to the Nigerian citizens.
