Housing Ministry Trains Agencies,  Developers on PPP, Joint Ventures Housing Development 


* Training session, part of activities lined up for the Renewed Hope Housing PPP Summit 

 

Ministry of Housing and Urban Development is set to train heads of housing agencies and developers on leveraging Public-Private-Partnerships and Joint Ventures for housing development. 

 

The training titled “Leveraging PPPs  and Joint Ventures for Housing Development” will be conducted in collaboration with Shelter Advisory Services Limited. It is aimed at structuring housing financing in the implementation of viable housing ppps to accelerate housing delivery in Nigeria.

 

The training session is part of activities lined up for a Summit on Renewed Hope Housing PPP designed for a high-level policy and transaction platform, dedicated to advancing structured PPP for housing delivery in Nigeria.

 

Stakeholders from federal and state, policy makers, legislators, institutional investors, developers, and development partners will gather to review and align policy frameworks with implementable housing projects.

 

Essentially, the Summit seeks to move the housing conversation beyond strategy into sustained delivery, translating policy clarity into investable projects and measurable impact for Nigerian cities and communities.

 

Minister Dangiwa, stated that the Renewed Hope Housing PPP Summit is aimed at  accelerating large -scale housing delivery in Nigeria, under the theme “From Policy to Projects: Financing and Delivering Housing at Scale through PPPs”.

 

" The central objective of the Renewed Hope Housing PPP Summit: is to bridge the gap between well-articulated policies and tangible, bankable housing projects on the ground", Dangiwa stated.

 

It will provide a practical, transaction-focused platform where the stakeholders would engage on how to structure, finance, and implement viable housing PPPs, with emphasis to be placed on project pipelines, financing instruments, risk-allocation frameworks, and successful delivery models that can be replicated across states", Dangiwa further stated.

 

The Chief convener Shelter Advisory, Dr. Olayemi Rotimi-Shodimu, explained that " the Summit recognises Public–Private Partnerships (PPPs) as the most viable pathway for mobilising long-term finance, aligning public land and infrastructure with private sector expertise, and delivering housing at the scale Nigeria urgently requires".

 

The summit's Keynote will be delivered by Elena Panaritis, Founder of Thought4Action and an international expert in property rights reform, informal economies, and PPP driven housing development.

 

Vice President, Kashim Shettima, is expected to serve as the Special Guest of Honour, with a Ministerial Address to be delivered by Arc. Ahmed Musa Dangiwa, Minister of Housing and Urban Development. 

 

Chairmen of the National Assembly housing commitees in the Senate and House of Representatives are also expected to make presentations at the Summit.

Budget 2025: Housing Minister Seeks Increased Funding to Deliver Affordable Housing to Nigerians   * Prioritises completion of ongoing Renewed Hope Housing Projects   * Says insufficient budgetary provisions, allocation and high cost of building materials, a challenge  The Honourable Minister of Housing and Urban Development, Arc.Ahmed Musa Dangiwa has highlighted the urgent need for increased budgetary allocation to deliver the Presidential mandate of providing affordable housing and reducing the housing deficit.   The Minister gave the higlight during the 2025 budget defence before the Senate Committee on Lands, Housing and Urban Development, and the House of Representatives Committee on Housing and Habitat respectively, Monday, 20th January,  2025.   The Senate Committee is under the Chairmanship of His Excellency Senator Aminu Waziri Tambuwal, while the House of Representatives Committee is headed by Hon Abdulmumin Jibrin.   Dangiwa, who alongside the Minister of State, Rt Hon Yusuf Abdullahi Ata led the management staff of the Ministry to the budget defence, also presented the 2023/2024  budget performance of the Ministry.   In his presentation, he highlighted the ministry's priorities for 2025, emphasizing the need to complete ongoing housing projects, slum upgrading, and urban renewal programs across the nation.   Arc Dangiwa also listed the focus areas of his ministry in the 2025 budget to include; construction of 20,000 housing units under the Renewed Hope Housing Agenda, and completion of National Housing projects in over 20 states and the FCT.   Accordingly, the Minister urged the committee to increase budget allocations in seven key areas which he said were critical to the transformative policies and programmes of Mr President to put the economy on the path of recovery and growth.   The seven key areas, he mentioned were;   - Increased funding for the completion of ongoing housing projects. - Enhanced allocation for slum upgrading and urban renewal programs. - Additional resources for the National Housing projects. - Improved funding for affordable housing initiatives. - Enhanced allocation for housing infrastructure development. - Increased support for housing research and development.  - Improved funding for housing policy and regulatory framework development.   Both committees expressed their support for the vision and commitment of the ministry to turn around the housing sector of the country and assured the Ministry of their collaboration to assist the ministry to meet it's demands and obligations    ...

New Permanent Secretary Meets Minister of State for Housing   The newly appointed Permanent Secretary of the Federal Ministry of Housing and Urban Development, Dr. Shu'abu Lamido Belgore, paid an official visit to the Minister of State for Housing and Urban Development, Rt. Hon. Yusif Abdullahi Ata, at his office on Monday, January 13, 2025.   During the meeting, Minister Abdullahi Ata and Permanent Secretary Belgore engaged in extensive discussions on ways to enhance their working relationship and complement each other's efforts.    Their goal is to ensure effective service delivery within the Ministry of Housing and Urban Development.   This visit marks an important step in fostering collaboration and cooperation between the Ministry's leadership.    As Permanent Secretary, Dr. Belgore brings a wealth of experience to his new role, having previously served in various capacities, including as Permanent Secretary of the Ministry of Niger Delta Development. ...

Belgore Assumes Office as Permanent Secretary Housing Ministry, Assures Staff of inclusiveness, team work   * FMHUD in safe hands - Ogunbiyi    Dr Shuaib Mohammed Lamido Belgore has assumed office as the new Permanent Secretary, Federal Ministry of Housing and Urban Development. He replaced Dr Marcus Olaniyi Ogunbiyi who was redeployed to the Federal Ministry of Agriculture and Food Security.   In a brief handing and taking over ceremony today, Tuesday,  December 24th, 2024, at the Conference hall of the Housing Ministry, Dr Belgore who was redeployed from Federal Ministry of Regional Development assured the staff of his readiness to work with them as a team, stating that his pattern of leadership revolves round inclusivity.   " Generally, my style is that of being inclusive. I work with whom I meet on ground and want to work with you. I believe in team work, " he said.   Belgore enjoined the staff of the ministry to be hardworking, committed in the line of duty and embrace the culture of loyalty and transparency.   "  I expect hard work, commitment and loyalty." he stated    Declaring his readiness to hit the ground running, Belgore has directed the Director, Planning, Research and Statistics of the Ministry to earnestly brief him on the status of the Ministry on FSCCIP and the housing sector ministerial delivery because of their importance to the current administration.   Belgore said, "I want to know where we are on the FSCCIP as well as the Ministerial delivery. I want to know the job ahead of me because these are the two main things I have to achieve while carrying out the mandate of the ministry."   Similarly, the Permanent Secretary also urged the Director, Reform Coordination and Service Delivery of the ministry to be prepared for work ahead, noting the department is responsible for the coordination of the FSCCIP.    "The Director, Reform Coordination and Service Delivery, you have a lot of work to do because you have to do the coordination," he asserted.   Dr Belgore also advised the directors at the meeting to get the presentations on their departments ready using the template that would be circulated to them from his office.   "I expect presentations. Templates will be circulated, exactly what I want to know, I want that given to me," he noted.   On Renewed Hope Cities and Estates, the Permanent Secretary gave assurance of his commitment to ensuring successful delivery of the projects by the ministry.   "The Renewed Housing is a big deal. I intend to ensure that we  succeed with it. We will carry from where he has left it and we will move to the greatest height so we can achieve more," he assured. On his part, the outgoing Permanent Secretary, Dr, Marcus Ogunbiyi informed his incoming colleague of the flagship projects of the ministry which he listed as; Renewed Hope Cities and Estates, National Housing Project, Slum Upgrade among others, adding, it is important to see that the projects succeed because they are the programme that give the ministry the name it bears, " Federal Ministry of Housing and Urban Development.   Dr. Ogunbiyi, expressed his appreciation to the staff and called on the management and staff of the Ministry to give the incoming Permanent Secretary all the necessary support to make him succeed , stating that if the ministry fails it is the Permanent Secretary that would take the blame.   He also assured the staff not be anxious of who the incoming Permanent Secretary is, assuring them they are in safe hands.   Earlier in a welcome remarks,  Director,  Human Resource and Management, Akinola Adesina described the Dr Murcus Ogunbiyi as a wonderful, though tough because he believes in result, person to work with while describing the incoming Permanent Secretary, Dr. Shuaib Belgore as equally a wonderful person whom he had worked with while in Federal Ministry of Interior.    On ground to receive the new Permanent Secretary and witness the handing and taking over were the Directors, Heads of Developments and Units of the Ministry.   ...

Opening Remarks By The Permanent Secretary, Federal Ministry Of Works & Housing, Babanggida Hussaini At The Meeting Of Permanent Secretaries For The 9th National Council On Lands, Housing And Urban Development In Jos, Plateau State On Wednesday, 28th April, 2021

    I am delighted to welcome you all to the 9th meeting of the National Council on Lands, Housing and Urban Development with the theme “Housing Delivery in the Covid-19 Era and Beyond: the strategies for Affordability and Accessibility” holding in Jos, Plateau State. It is important that I used this opportunity to convey our appreciation to the Government and people of Plateau State for working tirelessly in making sure that this event is a successful one.

2.    The theme for this year’s meeting is carefully selected to harness the stakeholders’ views on the myriad of challenges affecting the delivery of affordable and accessible housing in Nigeria and how to refine strategies to address such challenges during and post Covid-19 pandemic era. Some of the notable challenges brought  about by the Covid – 19 era are the decline in per capita income of the world population resulting in the global economic meltdown, issues of security, particularly how to address the safety of works on sites and the occupants of houses during and after the Covid – 19 era.

3.    Distinguished Ladies and Gentlemen, the primary responsibility of nations the Wprld over has being the guarantee of the security of lives and properties of its citizens and the provision of policies and measures that leads to the socio-economic wellbeing of its citizens. Therefore, the theme of the meeting “Housing Delivery in the Covid-19 era and beyond: the Strategies for Affordability and Accessibility” is apt as it provides the stakeholders the forum to deliberate and come up with decisions on how to address issues of safety and security, economy, job creation, poverty alleviation, growth and empowerment of the informal sector among others.

4.    The Federal Ministry of Works and Housing is currently implementing programmes and policies that are aimed at providing affordable and accessible housing in the Country. Some of these activities and programmes include: collaboration with the Private Sector on the provision of affordable and quality housing in the Country through the Site and Services Scheme, improved Land Administration and Management, National Housing Programme which is in its second phase, the development of the Nigeria National Building Code and Energy Efficiency Code. There is no doubt in my mind that when all these are being implemented nationwide, these measures would address some of the affordability and accessibilty challenges as well as enhance housing delivery in the Country.

5.    As you are aware, the Council meeting is heralded by a 2-Day Technical meeting which took place on Monday – Tuesday (26rd – 27th April, 2021) wher all memoranda submitted by the various stakeholders are being considered, reviewed it and recommendations submitted to the meeting of the Permanent Secretaries for further review. Our responsibility, therefore is to improve on the foundation laid at the Technical meeting carefully review the submissions so as to ensure a result oriented Council meeting.

6.    Once again, I welcome you all to the meeting of Permanent Secretaries of this year’s Council meeting and wish you fruitful deliberations.

Text Delivered By H.E, Babatunde Raji Fashola, SAN At The Commissioning Of Woodhill Estate Under Akacare Cooperatives, And Flag-Off Of Cooperative Housing Development, Kuje, FCT, Abuja

Welcome one and all to the commissioning of Woodhill Estate of AKACARE Cooperative Housing Scheme and the flag-off of our cooperative housing initiative, one of the series that will happen in each of the six (6) geo-political zones of Nigeria and the Federal Capital Territory.

One of the NEXT LEVEL commitments of the Federal Government of Nigeria as declared by President Buhari at the ministerial retreat held in September 2019, is to deepen access of Nigerians to affordable housing and consumer credit.

This is a mandate item of the housing sector of the Ministry of Works and Housing; as the policymaking arm of government, and we have assigned the Federal Mortgage Bank of Nigeria (FMBN) a parastatal of the Ministry of Works and Housing, the implementation responsibility for executing our policy of PARTNERSHIPS with cooperatives.

For those who may wonder, why cooperatives? The answer is simple.

By definition, co-operatives are "an autonomous association of persons united VOLUNTARILY to meet their common economic, social and cultural needs and aspirations through a jointly-owned enterprise.”

The key word in that definition is the "voluntary" nature of cooperatives, and this is critical in the formulation of our policy of partnerships with cooperatives as a means of overcoming the problems of "Acceptability" and affordability that stand in the way of access to housing.

This is important because our experiences, our investigations and our observations reveal starkly that there are hundreds of thousands of empty and unoccupied houses in major cities across Nigeria.

They are empty and unoccupied because they are either over-built, in being too big, or under-built in being too small and therefore not acceptable to those who need them, because in many instances no consultation took place between the builders and the consumers they built for.

This is why we are undertaking a pilot scheme based on our studies to build in 34 states who provided land, what the people we consulted said they will find acceptable.

Because of the lack of consultation and acceptability problem, the problem of affordability creeps in.

Our policy development team finds the voluntary nature of cooperatives very useful because members will be expected to design and build according to their needs and their income, as they find affordable.

Co-operatives have traditionally proved to be successful in areas like transportation, agriculture, trade and commerce, market associations and amongst large groups in the informal sector.

It is these large members of the informal sector that we seek to reach, scale up constructions of houses and the multiplier effects on the economy for cottage industries who make building materials like paint, doors, roofing materials, nails, and electrical fittings to mention a few.

The scale of construction by voluntary associations is expected to ramp up employment and income for artisans who will build houses. This will be our contribution to President Buhari’s commitment to raise a hundred million out of poverty in a decade.

As in other sectors, when cooperatives have been successful, we can point to modest successes of partnerships by FMBN with some cooperatives in the formal sector that currently has 52 housing projects under construction to deliver 4,624 units in 2020.

It is this number, that the policy we flag-off today seeks to multiply in many fold by unleashing the power of cooperatives and empower their voluntary will to act together in pursuit of the common desire to access housing and credit.

In order to be eligible, cooperatives must be registered, they must acquire their own land, get title to it, seek and obtain a building permit from the governments of the respective states where their land is located.

This last requirement is instructive because it seeks to eliminate incidents of unapproved buildings and slums which governments later seek to demolish.

All the state government agencies in charge of land have been duly briefed at the National Council launch meeting held in Abuja on November 7th 2019.

The Mandate and the role of the FMBN is to then provide construction funding to the cooperatives to build the houses, and to provide mortgage finance to the individual members to buy the house and pay back in instalments at a rate not exceeding 10% per annum.

Ladies and gentlemen, this is the sum and substance of the policy and partnerships that bring us to Kuje, in the FCT today because AKACARE cooperative has embraced this NEXT LEVEL initiative to deepen access to housing and consumer credit.

It is therefore my honour and pleasure to flag off this cooperative partnership in the hope that it will quickly spread to other states in this Geo political zone.

As every cooperative chooses what it desires and can afford, the FMBN, representing the Federal Government of Nigeria will be your partner, providing financial support to enable you to act voluntarily to choose and build what you accept and your income can afford.

On behalf of President Muhammadu Buhari and the Federal Government of Nigeria, I commission this Housing Estate and flag off this co-operative development away from poverty and towards common prosperity.
