First, I would like to thank His Excellency, the Executive Governor of Nasarawa State, Engr. Abdullahi Sule for honoring our invitation to the groundbreaking of a 250-housing unit Renewed Hope Estate here in the State’s capital.
Today’s ceremony is a continuation of the nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme of the Federal Ministry of Housing and Urban Development, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the commissioning of a 3,112-housing unit in Karsana, Abuja.
Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.
With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development. This is in line with the Renewed Hope Agenda of Mr. President to STIMULATE INCLUSIVE GROWTH, LIFT 100 MILLION NIGERIANS OUT OF POVERTY, AND BUILD A $1 TRILLION ECONOMY.
As you may recall, last month, following the presidential launch of the programme in Abuja, we embarked on the first leg of this exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one each in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano. Work is currently ongoing at each of these sites, and our plan is to have all of them completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians. UNDER THE RENEWED HOPE AGENDA, WE ARE IMPLEMENTING A ZERO TOLERANCE FOR UNCOMPLETED PROJECTS.
This second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units across eight (8) states in the South and North Central. We started last week Wednesday with 250 units in Ebonyi; Thursday we were in Abia for another 250 units, Friday we were in Akwa Ibom for another 250 units, Saturday we were in Delta State for another 250 units. This week Monday we were in in Osun State to flag off 250 units, yesterday we were in Benue and today, we are happy to be here in Nasarawa to flag off another 250 units. The next stop from here will be in Oyo to complete this 2nd leg.
This estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.
As we perform this groundbreaking, I want to charge the contractors

to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, to ensure that they deliver as per the contract. IF YOU COLLECT GOVERNMENT MONEY, YOU MUST DO THE WORK.
We also want the developers to adhere to the timeline and finish within three months so that we can begin the process of getting Nasarawa indigenes to purchase and move in.
To ensure affordability, we have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30 years, rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.
Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Nasarawa, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at other project sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.
This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.
I want to state that under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money. We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread.
It is important to say that the provision of land in a good location and at no cost is a key condition for siting Renewed Hope Housing Projects. The twelve states covered under this 2023 supplementary budget are those that first provided land. I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.
At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Nasarawa State, His Excellency Engr. Abdullahi Sule for promptly granting our request for the provision of land at no cost. This singular action has helped us to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners. This is a dividend of responsible governance and I applaud Your Excellency for this.
Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The Groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the federal government of Nigeria is committed to fulfilling promises and responsibilities to all Nigerians.

Directors/ Heads of Department in Housing Ministry Signs Performance Contract with Permanent Secretary
Directors and Heads of Departments in the Federal Ministry of Housing and Urban Development have signed a Performance Contract with the Permanent Secretary, Dr. Marcus Ogunbiyi, to institutionalize the Performance Management System in the Ministry on Thursday 4th July, 2024 at the Ministry’s headquarters in Abuja.
In his address at the occasion, the Permanent Secretary emphasized that Performance Management System was one of the key pillars of the ongoing reforms in the Federal Civil Service, noting the signing of the performance contact was in alignment with the national priorities and presidential deliverables.
He added that it would ensure that the Ministry remained among the leading Ministries, Extra-Ministerial Departments and Agencies (MDAs), in the implementation of the ongoing reforms in the Service.
“I am happy the signing of performance contracts with our directors is happening today. It is a clear testament to our collective commitment to excellence and efficiency”, he expressed.
The Permanent Secretary disclosed that the pillar 5 of the Presidential priorities focusing on " Transportation and Infrastructure as enabler of growth" which was a mandate given to the ministry to drive is one of the three components that formed the framework for the development of the Ministerial Performance Management System Plan (MPMS) through which the departmental Performance Contract were developed.
"Other components are the Operational Priorities of the Ministry, derived from the National Development Plan; and, the Service-wide Priorities that comprised critical pillars and initiatives from the Federal Civil Service Strategies and Implementation Plan 2021-2025 (FCSSIP25)," he added.
Dr. Ogunbiyi, noted that the Performance Contract was not for promotion purpose but designed to ensure officers are assigned responsibilities, and will form the basis of appraisals during the process of evaluation, pointing out that critical activities and projects of the ministries have been developed into Key Performance Indicators(KPI), Targets and Milestones.
He added that performance contract was a blueprint for action; “They outline specific objectives, timelines and measurable outcomes that will guide our efforts in coming months”.
While reminding the Directors of the significant role they play in driving forward the reform agenda of the Federal Civil Service and priorities of the government, the Permanent Secretary tasked them to be dedicated to ensure the successful implementation of the targets and milestones in their contracts, also expressing readiness to provide necessary support needed.
“I will expect you to immediately commence the process of cascading signing of performance contracts with your subordinates and ensure that it is done within the next two weeks”, he directed.
According to the Permanent Secretary, Performance Management System, (PMS), is very important in the ministry since providing affordable houses, a mandate of the ministry requires the collective responsibilities of every department in the ministry.
“We have to develop the Bill of quantities, award the contracts, supervise the contractors on the field as well as carry out evaluation, all this would be done by the staff of the Ministry, so PMS is to bring out the best of all the staff to ensure that everybody plays his role and we assist the external contributors which are the contractors to perform their work; the assignment is for everyone but the PMS will bring out the best of all the people in the house such that the Presidential deliverables are achieved”, he explained.
Dr. Ogunbiyi mentioned that innovation is one of the pillars of the reform currently going on in the service; according to him, every staff will work towards having innovative idea that would help achieve goals, revealing there would be annual reward for innovation as well as serious sanctions to officers who fail to discharge their duties effectively.
Earlier in his remarks, the Director of the department of Planning, Research and Statistics, Mohammed Bala Saulawa, said that the contract symbolized a commitment to excellence, accountability, and the shared vision held for the future of the Ministry.
He congratulated the Permanent Secretary for his leadership and foresight in fostering a results-oriented culture within the Ministry, adding that his guidance and support has been instrumental in steering the Ministry towards achieving its goals.
Saulawa further commended the Directors for their steadfastness and vision in translating policies into actions that positively impact the nation and its citizens.
“As we embark on this journey, let us remember that our responsibilities are not just to meet targets but to exceed them, to innovate, and to inspire together, we have the power to shape the future of our Ministry and to contribute meaningfully to the development of our country” he said.
We Creates Jobs, Uplifts Lives Through Housing Development - Dangiwa
Minister of Housing and Urban Development Arc Ahmad Musa Dangiwa, has said that the Renewed Hope Housing Programme was planned to unlock the massive potential of housing development to create jobs, uplift lives and boost economic power of Nigerians.
The Minister made the statement through the Minister of State for Housing and Urban Development Abdullahi Tijjani Gwarzo during the groundbreaking and foundation laying for the construction of 250 housing unit of the Renewed Hope Estate in Makurdi, Benue state capital on Friday.
" I want to state that under Renewed Hope Agenda of His Excellency, President Bola Ahmad Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money" he said
He explained that, statistics show that construction of one housing unit creates an average of 25 direct and indirect jobs, and this he said, translates in to creating over 6,500 jobs for various trades during the construction of the 250 housing units in Benue state.
Through, the housing development, the Minister further explained that, professionals like architects, civil engineers, mechanical engineers, masons, plumbers, tilers, electricians woud be engaged, besides the economic activities involving food vendors, suppliers of blocks, building materials and the likes.
" The value chain effect of construction work on every site is big and creates positive economic impact" he added
The phase one housing project was being funded dilgently from the N50 billion 2023 Supplementary Budget approved for the Ministry by the President to ensure sustainability, quality and geographical spread.
The Minister further stated that provision of land in a good location by state is a key condition for siting Renewed Hope Housing Project, saying that the states covered under the 2023 supplementary budget are those that first provided land and states that are yet to be covered will be included in the 2024 budget of the Ministry.
" Work is currently ongoing at each of the sites already launched construction across the states and the plan is to have all the houses completed within the next couple of months and made available to Nigerians in line with President's desire to provide quality and affordable houses for all Nigerians" he remarked
The Minister charged the contractors to ensure that they build according to specifications, emphasising that substandard work from any developer will not be tolerated and will explore all necessary legal means to ensure that they deliver as per the contract.
To this end, the Minister assured Nigerians that different options have been created to enable everyone who has a source of income and livelihood to own these homes when they are completed.
Dangiwa commended President Bola Ahmad Tinubu for providing the vision and political will necessary to make a difference in terms of delivering decent and quality housing to Nigerians.
In his remarks, ,Governor Hyacinth Alia of Benue State, represented by the Commissioner of Works and Housing, Hon Orji Tiza stated that Benue state is committed to supporting the partnership with the federal government by any means, adding that the state is ready to provide additional land if needed
He thanked President President Bola Ahmed Tinubu for the Renewed Hope Housing initiative and Minister of Housing and Urban Development, while assuring the contractors of adequate security to execute their job.

I want to begin my remarks by specially welcoming the Executive Governor of Osun State, His Excellency, Sen. Ademola Adeleke. We are happy to have you here with us today.
It is indeed my pleasure to welcome you all, on behalf of the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, to the groundbreaking ceremony for the 250-housing unit Renewed Hope Estate.
This project is part of a Nationwide Renewed Hope Cities and Estates Programme of the Ministry, which His Excellency President Bola Ahmed Tinubu officially launched earlier this year in Abuja, under which we plan to deliver 50,000 housing units in phase one.
Our broad aim through this programme is to TURN THE COUNTRY INTO A HUGE CONSTRUCTION SITE, unlock the power of the housing sector to create jobs, boost economic development, and help achieve Mr. President's goal to build a $1 trillion economy.
This 250-housing units Estate project will create job opportunities during the construction phase for masons, bricklayers, plumbers, electricians, traders, and suppliers of building materials.

I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.
At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Delta State, Rt. Hon. Sheriff Oborevwori, for promptly granting our request for the provision of land at no cost. This singular action has helped us reduce as much as 30% of the cost of the units in this estate for the benefit of potential homeowners. This is a dividend of responsible governance, and I applaud Your Excellency for this.
Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the Federal Government of Nigeria are committed to fulfilling promises and responsibilities to all Nigerians.

DIGITALIZATION: HOUSING MINISTRY TRAINS STAFF ON USE OF OFFICIAL EMAIL ACCOUNT.
In line with the ongoing digitalization in the Federal Civil Service, the department of Information and Communications Technology (ICT) in the Ministry of Housing and Urban Development, has conducted a hybrid training program on the use and management of the newly created official email accounts for staff of the Ministry, for the purpose of official correspondences.
In his address at the training program, the Permanent Secretary Dr. Marcus Ogunbiyi noted that the use of official email address in all official correspondence was a directive of the Head of Civil Service of the Federation and has become an important gateway in the ongoing digitalization process in the civil service, pointing out that all communications with the Head of Service by directors and departments must be done using the official email address.
He expressed optimism that with the way the digitalization plans are going, the official emails may soon be required to log into the Integrated Personnel and Payroll Information System platform to make leave applications.
On Performance Management System (PMS), the Permanent Secretary informed that the Directors and Heads of Departments, HoDs, would sign their performance contract with him soon, and sanctions would be meted out to the HoD, that are not active on the official email address.
Dr. Ogunbiyi urged the staff to execute tasks within their schedule to the best of their abilities as the ratings from their performances when evaluated would contribute to their scores during promotions.
"we are commencing Performance Management System and any strikes gotten in the reporting year will affect your scores and ratings, and ultimately affect your promotion”, he notified.
He strongly advised about the importance of the use of the official email address as well as visits to the Integrated Personnel and Payroll Information System (IPPIS) self portal, adding they would also form part of assessment for the PMS.
The Permanent Secretary further encouraged the staff to visit the recently launched virtual learning platform by the Office of the Head of Service, to learn and take courses that will improve their careers.
In his presentation, the Director in charge of the ICT department, Marcus Amiolemen, told the participants that the essence of the training was to ensure that everybody knows how to effectively use the staff official email account created for the staff using their username.
He explained that the creation of an official email address that is domain specific for government businesses was the directive of the Head of Civil Service of the Federation, adding the official email address gives the staff the ministry's identity.
He informed that the URL of the official Email for the Ministry is https://mail.fmud.gov.ng/owa. or alternatively, through the staff email option on the menu bar of the Ministry’s web portal https://mhud.gov.ng.
The Director educated the participants on the importance of the country’s identity which is .gov.ng, on the international gateway, adding that all official communications must use official emails that come with the domain name for identity purposes.
On the security of email accounts, Amiolemen gave assurance that the accounts are fully secured as it is being managed by Galaxy Backbone, a company with a proven track record in ICT in Nigeria, adding the site is also designed to identify and filter unsolicited emails.
Amiolemen, while informing the participants that a total of 520 official email addresses has been created for staff of the Ministry since the directive from the Head of Service sadly noted that more than 75% of the email addresses were not yet in use.
He warned that the email accounts were designed to be automatically deactivated and license retrieved by Galaxy Backbone, the managers of the exchange platform, if not used within a period of 90 days.
Amiolemen also demonstrated practical steps through slides, on how to navigate the platform, while also appealing to the staff to visit the Ministry’s web portal so as to be kept abreast of happenings in the Ministry.

The Federal Government through the Ministry of Housing and Urban Development is building 50,000 housing units under phase one of its Renewed Hope Housing Cities and Estates Programme across the nation.
A groundbreaking and foundation laying for the construction of 250 Renewed Hope Estate was performed by the Governor along side Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa.

Minister Dangiwa told the developers of the Renewed Hope Estate project across the country to ensure completion of the project within three months stipulated period to enable Nigerians in the respective states occupy the houses as quickly as possible.
The ground-breaking event in Abia State was a follow up of Renewed Hope Cities and Estates programme launched by President Bola Ahmed Tinubu in February 2024.
The second round of groundbreaking covers eight states in the South and North-Central zones of the country, namely; Ebonyi, Abia, Akwa Ibom, Delta, Osun, Oyo, Benue and Nasarawa State, each comprising 250 housing units, and making a total of 2,000 units in the round.
Dangiwa said “ By the end of this second round, we would have broken ground for a total of 6,612 housing units across the country since February this year, creating direct and indirect jobs for over 165,000 at an average of 25 jobs per unit"
The 250 housing units in Abia, just like in each of the states, will consist of 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
On the sales for the houses, the minister said “We have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed"
He listed the options to include; single-digit mortgage loans that beneficiaries can repay over 30 years; rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.
The housing units were designed in a way that makes them affordable by using organic designs to allow for future expansion as the income of beneficiaries increases.
A 1-bedroom unit is expandable to 2 bedrooms and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.
Accordingly, the Minister disclosed that the 12 Renewed Hope Estates flagged off so far are being funded under the N50 billion 2023 Supplementary Budget approved by the President for the projects.
Similarly, he also assured that states not captured in the 2023 Supplementary Budget will be included in the Ministry’s 2024 Budget, urging other state governors to provide land needed to implement the project in their states.

First, I would like to thank His Excellency, the Executive Governor of Ebonyi State, Rt. Hon. Francis Ogbonna Nwifuru, for honoring our invitation to the groundbreaking of a 250-housing unit Renewed Hope Estate here in Abakiliki, the state’s capital.
Today’s ceremony starts the second leg of a nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the commissioning of a 3,112-housing unit in Karsana, Abuja.
Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.
With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development.
As you may recall, last month, following the presidential flag-off, we embarked on the first leg of the exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano.
Work is currently ongoing at each of these sites, and our plan is to have them all completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians.
This second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units in eight (8) states in the South and North Central regions of our country. This includes 250 housing units each, starting in Ebonyi today, followed by Abia, Akwa Ibom, Delta, Osun, Oyo, Benue, and Nasarawa states.
This Renewed Hope Estate that we are flagging off today comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
We have designed these housing units in a way that makes them easy and affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and 2-bedroom units can be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.
As we break ground for this project, I want to charge the developers, Jephthah Global Investments Ltd, Proportion Construction Works Nigeria Limited, Ideal Shelters Limited, and KLYN Construction Works Ltd, to ensure that they build according to specifications. I want to warn in very strong terms that WE WILL NOT TOLERATE SUBSTANDARD WORK. You must be committed to delivering quality work as per the contractual terms to ensure durability.
We also want you to have this work finished within three months so that we can begin the process of getting Ebonyi indigenes to purchase and move in.

Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units that we are building here in Ebonyi, we aim to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, and electricians. This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.
I want to state that under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money. We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread. Dangiwa to Flag Off Construction of Additional 2,000 Renewed Hope Housing Units in Eight States
● Projects to create over 50,000 direct and indirect jobs
The Hon. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, is set to officially flag-off construction work for additional 2,000 housing units in eight (8) States in the South and North Central zones of the country in continuation of the groundbreaking ceremonies for Renewed Hope Cities and Estates. States slated for the exercise include Ebonyi, Abia, Akwa Ibom, Delta, Osun, Oyo, Benue and Nasarawa.
The nationwide groundbreaking exercise is sequel to the official launch of the housing programme by President Bola Ahmed Tinubu in February 2024, with the inauguration of 3,112 housing units in Karsana, Abuja and the successful groundbreaking of 1,500 housing units in five states in the north comprising Katsina, Yobe, Gombe, Sokoto and Kano from 22nd to 25th May 2024.
The schedule for the flag-off of construction activities will begin with 250 housing units in Ebonyi on Wednesday, 26th June 2024, followed by 250 units in Abia on Thursday, 27th June 2024; 250 units in Akwa Ibom on Friday, 28th June 2024; and 250 units in Delta State on Saturday, 29th June 2024.
Others are 250 units in Osun (Tuesday 2nd July 2024), 250 units in Oyo (Wednesday 3rd July 2024), 250 units in Benue (Friday 5th July 2024), and 250 units in Nasarawa (Saturday 6th July 2024), bringing the total to 2,000 housing units in the eight states.
This brings the total number of units under the Renewed Hope Cities and Estates Programme since the official launch in February to 6,612.
All the housing projects are scheduled to be completed and commissioned by the end of 2024 in line with the commitment of the Minister to ensure housing projects are speedily completed and occupied by Nigerians who need them.
Each Renewed Hope Estate in Ebonyi, Akwa Ibom, Abia, Delta, Osun, Oyo, Benue, and Nasarawa will comprise 50 units of one-bedroom semi-detached bungalow, 100 units of 2-bedroom semi-detached bungalow, and 50 units of 3-bedroom semi-detached bungalow.
As the Minister said, “the houses will be built in line with approved organic designs to allow eventual off-takers expand from one bedroom to two bedrooms, and from two bedrooms to three bedrooms as incomes increase over time. This design was adopted to enhance affordability for Nigerians.”
The 2,000 housing units are being funded under the 2023 Supplementary Budget of the Federal Ministry of Housing and Urban Development. The Minister has assured State Governments that the Renewed Hope Housing Programme is designed to cover all states of the Federation and those not captured under the supplementary budget will be taken care of under the 2024 budget.
The 2,000 housing units are estimated to create about 50,000 skilled and unskilled jobs in the states at an average of 25 jobs per unit. “Beyond providing shelter for low-and-medium-income Nigerians, housing construction is a major stimulus for the local economy, creating jobs, supporting livelihoods, and developing the larger economy,” Arc. Dangiwa said.
The housing projects also seek to promote inclusivity and integration and address inequalities by providing a broad range of affordable homeownership options. This includes single digit and up to 30-year mortgage loans to be provided by the Federal Mortgage Bank of Nigeria, Rent-to-Own options where beneficiaries can move in and pay towards homeownership in monthly, quarterly, or annual instalments and Outright Purchase for high income earners.
ED-EL-KIBR: GWARZO URGES PILGRIMS TO PRAY FOR NIGERIA, PRESIDENT TINUBU
The Honourable Minister of State for Housing and Urban Development, Abdullahi Tijjani Gwarzo, has called on Nigerians' pilgrims in Saudi Arabia to pray for the Country and success of President Bola Ahmad Tinubu's led administration.
The Minister made the appeal in his Ed-el-kibr sallah message to Nigerians. He congratulated all Muslim ummah on the occasion of this year's Ed-el-kibr celebration while expressed confidence that President Bola Ahmad Tinubu will do his best to deliver the promises made to Nigerians.
Gwarzo explained that President Bola Ahmed Tinubu is on the right track to take the country out of the current socio-economic hurdles in the country, adding that so many positive policies were initiated to better the lives of the citizens.
He disclosed that the administration has initiated programmes which have direct impact on the society such as Social Housing Fund Scheme, Conditional Cash Transfer, Food Outreach programme of the First Lady and among others all with a view to improving the quality of lives of citizens.
Minister Gwarzo who expressed concern over the state of security challenges facing the nation, assured Nigerians that President Tinubu will continue to do his best to secure the country from all forms of insecurity threats, saying that currently the security situation in the country has greatly improved.
He urged Nigerians to imbibe the spirit of peace, kindness and have confidence in the Tinubu's administration adding that the country needs pervert prayers and sacrifice to overcome the challenges thwarting the progress of the nation.
To this end, the Minister appealed to the Muslim communities in the country to reflect on the sacrifice they made during this Ed-el-kibr sallah period for the development of our country while prayed Almighty God for safer return of our pilgrims from this year's Hajj in Saudi Arabia.
Dangiwa Harps on Innovative Housing Finance to Tackle Africa’s Affordability Crisis
The Hon. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has called on African Ministers of Housing to embrace innovative housing finance solutions to address Africa’s growing housing affordability crisis affecting the 80 percent of African population. This he said is important given macroeconomic challenges and rising inflationary trends which have impacted incomes and raised the bar on housing affordability.
The Hon. Minister made this call while delivering his opening remarks at the Ministerial Roundtable themed “Innovative Financing for Housing Affordability” on the seconda day of the 43rd Shelter Afrique Development (ShafDB) holding at the Marriott Hotel, in Kigali, Rwanda. The event brought together Ministers, delegates and private sector stakeholders to explore new approaches to alleviate the continent’s housing challenges.
Dangiwa highlighted Africa’s housing deficit and the housing affordability crisis affecting over 80% of Africa's population, driven by low incomes, challenging macroeconomic conditions, and escalating living costs. He underscored the critical need for affordable housing solutions targeting low and medium-income households, who are most affected by these economic pressures.
“These factors make it increasingly difficult for our citizens to afford decent and quality housing. With each passing year, the affordability bar keeps getting higher. Many households that could afford housing a year ago can no longer do so because of rising cost of building material costs and static incomes. am worried about this because I believe that for us to make impact, we must find ways to design, build and facilitate delivery of affordable houses targeting the 80% of the low and medium-income percentile of our population,” he noted.
Drawing on his experience as the former Managing Director of the Federal Mortgage Bank of Nigeria (FMBN), the Chair 42nd AGM Bureau shared successful initiatives implemented in Nigeria. These initiatives include utilizing government funds to lower housing costs, engaging sub-national governments to provide land free of charge, and creating expandable housing units that can grow with homeowners' needs and financial capacity. Additionally, he highlighted the role of public-private partnerships (PPP) in facilitating collaborations with reputable developers to build affordable homes, incorporating cross-subsidy models to offer some units at subsidized rates. Furthermore, he highlighted efforts in collaboration with the Ministry of Finance to establish a N1 trillion Naira concessional financing window for developers and leveraging pension funds to provide single-digit mortgage loans were presented as key strategies.
Hon. Dangiwa stressed the necessity of shifting traditional financing models towards more innovative solutions tailored to Africa's unique contexts. These include empowering low-income families with manageable loans for home improvements, unlocking capital markets to inject liquidity into the housing sector, and expanding access to credit, savings, and insurance through digital financial services, especially in underserved communities.
He also acknowledged the potential of private sector-led solutions such as the Shelter Afrique Housing Solutions Fund. This initiative aims to stimulate housing demand and scale supply by providing long-term home loans to eligible buyers, in partnership with participating lending institutions and developers.
“For us to move forward and move the needle, we must have a shift in thinking and approach. We must develop a multi-dimensional strategy to solving it,” he added.
Hon. Dangiwa called on all stakeholders, including governments, financial institutions, developers, community organizations, and international partners, to collaborate and share best practices. He emphasized the importance of robust policy frameworks, effective regulatory environments, and transparent governance to create a housing finance ecosystem that leaves no one behind.
As the roundtable discussions continue, Hon. Dangiwa urged participants to think boldly and act decisively. He expressed optimism that innovative financing strategies, coupled with collaborative efforts, could transform the future of housing in Africa, ensuring hope, opportunity, and prosperity for all.
The event featured presentations from the private sector, discussions by several Ministers of Housing who all harped on the importance of long term financing, low interest mortgage loans to ensure delivery of affordable housing to tackle Africa’s housing challenges.

1. It is my great pleasure to welcome you all to the Shelter Afrique Development Bank’s 43rd Annual General Meeting holding here in Kigali, the Capital of Rwanda.
2. I am especially delighted to finally see so many of you, for the first time in person. Your presence here today and in the coming days demonstrates a commitment to the growth of this bank.
3. ShafDB is Africa’s housing finance bank, the only such institution that we have. It is therefore important that we all continue to give the bank all the support that it requires to grow, scale in impact and deliver on its mandate. Particularly, this support, I believe, is critical to our efforts as Ministers of Housing to leverage private sector finance towards providing affordable, decent and quality housing to our people across Africa.
4. Before I go on, I would like to on behalf of the 42nd AGM Bureau and the Management of ShafDB, sincerely thank the President of the Republic of Rwanda, His Excellency, Paul Kagame, and the Government of Rwanda for agreeing to host this 43rd AGM. The beauty, neatness and orderliness of Kigali and its hospitality is simply breathtaking.
5. I would also like to extend my profound gratitude to the ShafDB Board of Directors under the leadership of Dr. Chii Akporji for their support throughout my tenure as Chairperson of the 42nd AGM Bureau. With their support, we were able to accomplish great milestones and guide the bank towards a path of clarity and reform.
6. I must also acknowledge the exceptional efforts, drive and dynamism of our Managing Director, Thierno Habib Hann. Over the course of my time as AGM Bureau Chair, I have seen Mr. Hann demonstrate an untiring dedication, innovation and leadership that I believe is necessary to achieving the goals of a transformed ShafDB.
7. I want to acknowledge and commend the contributions of ShafDB management and staff. Their collective efforts contributed significantly to the successful transition from Shelter Afrique to Shelter Afrique Development Bank. To all of you, I extend my deepest appreciation.
8. I am pleased to inform you that during the Extraordinary General Assembly in Algiers, member States overwhelmingly supported the ratification of our new statutes. This consensus is a significant milestone in our journey to establish the Shelter Afrique Development Bank. Our discussions went beyond words. We recorded concrete measures to expedite the ratification process. It is important that we foster transparent dialogue about our current state and identify additional steps to enhance our progress.
9. Although we anticipated completing the ratification process within a few months, we find ourselves still awaiting full ratification. As of yesterday, only a few countries had ratified the Statutes. This situation poses challenges that we must quickly address.
10. Building robust alliances is essential for our success. I thank all member States for their financial contributions and support. I am proud to report that our Bank recorded a profit last year, a feat that was once considered impossible.
11. Looking ahead, it is important that we sustain and maintain a momentum of growth. I am optimistic and anticipate that the new Chair of 43rd AGM Bureau, Hon. Dr. Jimmy Gasore, possesses the capacity to effectively guide this revitalization process.
12. Our financial report highlights our unique assets, which position us for global success. The key question is how we can best leverage these resources to benefit our member States. On this too, I am confident that the new leadership will provide the management with the support they require to maximize impact.
13. During the course of the AGM, we plan to launch a Financial Caucus of African Ministers of Housing and Urban Development. I believe that this platform will help us create synergy, tap from our collective and unique strengths to fashion out innovative ways and measures to bolster housing development in our respective countries.
14. Like I said at the EGM in Algiers, the African housing problem is for Africa to solve. And we as Ministers of Housing must recognize that we are the ones responsible to providing the solutions and driving the process towards fixing Africa’s housing challenge. What this means is that we must work together. We must share experiences, challenges, lessons and solutions. We must combine efforts in our engagements with external stakeholders and maximize our engagements. We must seek to tap the immense benefits that come from working as a unified group towards solving the African housing problem. Working in silos is no longer an option. This is because as Africans, we are one. We have a common continent; we have a common destiny, and our progress or backwardness reflects on us all.

At the end of this AGM, we also plan to have a Kigali Declaration to signify and communicate our collective desire to Prioritize housing development and commit to taking concrete steps towards making a substantial difference. The Kigali Declaration aims to unify our voices to achieve common goals and tackle shared challenges. It seeks to highlight to the global community the urgent need for coordinated action on climate change, emphasizing its impact on Africa.
16. It is important to state that the Kigali Declaration will not just be words on paper. We have ensured that it is based on a well-prepared roadmap for "How to Finance and Deliver," leveraging the professional expertise around Shelter Afrique Development Bank. Our aim is to make a difference. Our aim is to create impact and build a new and more progressive narrative that delivers concrete results in terms of homes for our people, jobs and economic empowerment. And this, I believe is possible.
17. Importantly, with the existential threat of climate change, the housing industry serves a key lever to achieve the climate ambition and sustainability targets of the region.
18. As we deliberate during this AGM, I implore us to always strive for compromise and ensuring a commitment to upholding the laws and statutes that hold us together. As a big organization with shareholding of over 44 independent and sovereign countries, we must all commit to staying within the boundaries of what the laws state.
19. Before I conclude, I want to express my gratitude to all those who continue to participate in our collaborative efforts, despite occasional disagreements about our direction. Your commitment strengthens us and propels us forward.
20. Our achievements over the past year underscore the importance of strategic planning and building strong connections. Perseverance through challenges and setbacks is crucial. This year, we have reached several objectives we can be proud of.
21. Despite our successes, we must remain vigilant and not rest on our laurels. New and existing challenges will continue to emerge. It is vital to sustain our current relationships and cultivate new ones.

Slums Ugrade, Urban Renewal Projects, Impactful on Living Conditions of People - Dangiwa

Minister of Housing and Urban Development Arc Ahmed Musa Dangiwa, has stated that slums upgrade and urban renewal projects have significant impact on the lives and living conditions of the people.
He listed housing upgrade, sanitation, environmental protection, agricultural support, boreholes and solar powered street lights among others, as projects that will enhance aesthetics and functional spaces, as well as impact the economy.
Dangiwa spoke when he hosted the House of Representatives Commitee on Urban Development and Regional Planning who came on an oversight visit to the Ministry.
The minister, in this regard, advocates for constitutional amendment to ensure urban and regional planning is placed in the concurrent list of the constitution and also called for an enactment of a bill for the establishment of National Urban Observatory that would collect urban sector data in order to have effective implementation of urban and regional planning projects.
Accordingly, Dangiwa listed some of the challenges affecting effective implementation of urban development projects as; non availability of reliable human settlements data-store for planning purposes, and inadequate policy back-up and structure for country wide efforts to reposition urban planning and regional development sector, for the benefit of all.
Similarly, the Minister explained some of the activities of the ministry's department of urban development and regional planning which includes, Preparation of National Physical Development Plan, Preparation of Physical Development Plans, Preparation of Urban Resilience and Sustainability Plans.
He further stated that the department is also engaged in Urban Sector Multilateral programmes like; Executive Board Meetings of UN HABITAT, which Nigeria is currently holding the Chair of the Executive Board; Shelter Afrique (A Pan- African finance)
Development Control Directorate, responsible for monitoring and control of development on Federal Government Lands and Estates; Urban Renewal and Slum Upgrading Programme, under which technical needs assessment studies of Slums in Nigerian cities were conducted.
Earlier, the Chairman of the House of Representatives Committee on Urban Development and Regional Planning, Honourable Abiante Awaji, said the Committee was in the ministry to fulfill it's critical part of it's oversight mandate to assess performance, establish effective utilization of resources, identify challenges with a view to ensuring service delivery that would impact the lives of the Nigerian citizens.
He stated that the Oversight Visit was in furtherance of Constitutional mandate of the legislative arm of the government overseeing activities of the executive arm.
Gombe Gets FG's 250-Units Renewed Hope Housing Estate

Gombe State, North Eastern Nigeria is among the beneficiaries of the first phase of the Renewed Hope Housing Project of the federal government, as the Ministry of Housing and Urban Development formally launched a 250 units housing estate in the state.
The Executive Governor of Gombe State, Alhaji Muhammad Inuwa Yahaya performed the official ground-breaking for the housing estate along side the Minister and Minister of State, Housing and Urban Development, Arc Ahmed Musa Dangiwa and Abdullahi Tijjani Gwarzo respectively.
Minister Dangiwa stated that the groundbreaking was part of the Nationwide Renewed Hope Cities and Estates Programme, which His Excellency, President Bola Ahmed Tinubu, GCFR officially flagged-off in February 2024, with the groundbreaking for a 3,112-housing unit in Karsana, Abuja.
In his remarks, Arc. Dangiwa explained that the Renewed Hope City in Gombe State will constitute 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows, all designed organically to allow for future expansion as the income of beneficiaries increases, and in a way that makes it easy and affordable for people to off-take.
He emphasized the need for the developers Messrs. Zurfat Investments Limited, Simba Synergy Limited, Baba Alhaji Nigeria Limited and Messrs Absuh Nigeria Limited to adhere strictly to quality standards and specifications, urging them also to complete the work within the three months timeline to enable Gombe indigenes purchase and move in.
The Minister listed out the various purchase options for buyers in order to make the home ownership accessible, which includes single-digit mortgage loans that beneficiaries can repay over 30-years, rent-to-own provided by the Federal Mortgage Bank of Nigeria, and Outright Purchase options, for those who can afford to pay upfront.
Dangiwa mentioned that the Phase One aims to deliver 50,000 housing units across Nigeria. The cities are to have between 500 - 1,000 housing units per site in one location, in each of the six geopolitical zones in the country and the FCT, while the estates will have 250 units per site in the remaining thirty (30) States.
On the economic importance of the housing construction, he said “ With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives and boost economic development”
He also informed that Renewed Hope Estates are cited in 12 States while the Renewed Hope Cities are cited in 3 States. The estates are in Katsina, Yobe, Gombe, Abia, Nasarawa, Benue, Akwa Ibom, Delta, Sokoto, Oyo, and Osun States, while the Cities are in Abuja, Kano, and Lagos.
Accordingly, he also stated " In total, we are breaking ground for 1,500 housing units across five States in Northern Nigeria, on this first leg of the exercise"
Dangiwa further reiterated the commitment of President Bola Ahmed Tinubu to ensuring Nigerians own decent, and affordable homes, saying that funding for the projects comes from the N50 billion 2023 Supplementary Budget of the Federal Ministry of Housing and Urban Development
He also assured that States which have not been covered under the 2023 Supplementary Budget will be included in the Ministry’s 2024 Budget.
“ I therefore urge all State Governments yet to provide land for these projects to do so as we work to kick-start the next round”, he added.
The Minister appreciated Governor Inuwa Yahaya for providing land at no cost for the project, stating that it has significantly reduced the overall cost of the housing units.
According to him, “This singular action has helped to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners, this is a dividend of responsible governance and I applaud Your Excellency for this”.
Accordingly, Dangiwa thanked President Bola Ahmed Tinubu for providing the vision and the political will to make a difference in terms of delivering decent and quality housing to Nigerians.
“The Groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the Federal government of Nigeria is committed to fulfilling its promises and responsibilities to all Nigerians”, he said.
In his remarks, Gombe State Governor, Muhammad Inuwa Yahaya, applauded the government of President Bola Ahmed Tinubu for the Renewed Hope Housing Agenda, and also for the commitment to make the houses affordable.

I am pleased to welcome you to this very important occasion which marks a pivotal moment in institutionalising Performance Management System in the Federal Ministry of Housing and Urban Development in line with the Presidential Mandate and directive from the Office of the Head of the Civil Service of the Federation.
2. Performance Management System is one of the key pillars of the ongoing reform in the Federal Civil Service. Today the Performance Contracts will be signed between the Permanent Secretary and Directors and Heads of Departments of the Ministry. This is also in alignment with the national priorities and presidential deliverables. It is also to ensure that this Ministry remains among the leading Ministries, Extra-Ministerial Departments and Agencies (MDAs) in the implementation of the ongoing reforms in the Service. I am happy the signing of performance contracts with our directors is happening today. It is a clear testament to our collective commitment to excellence and efficiency. I must express my pleasure to the Director, Planning, Research and Statistics (PRS) and members of the Technical Team who have been working back-to-back for several weeks to ensure that this occasion becomes a reality. This is a demonstration of excellence and I will urge you to remain consistent in this professional posture and dedication to duty.
3. Under the visionary leadership of His Excellency, President Bola Ahmed Tinubu, GCFR, this Ministry has been given a mandate to drive Pillar 5 of the Presidential Priorities focusing on “Transportation and Infrastructure as enablers of growth”. This is one of the three components that formed the framework for the development of the Ministerial Performance Management System Plan (MPMS) through which the departmental Performance Contracts were developed. Other components are the Operational Priorities of the Ministry which are derived from the National Development Plan; and, the Service-wide Priorities that comprised critical pillars and initiatives from the Federal Civil Service Strategies and Implementation Plan 2021-2025 (FCSSIP25).
4. Through several ambitious projects across the country, we are not just building houses; we are laying the foundations for sustainable communities, fostering social cohesion, and stimulating economic activity. These initiatives are not mere constructions from bricks and mortar; they represent a commitment to improving the quality of life for every Nigerian, ensuring access to affordable housing and essential amenities. These critical activities/projects have developed into Key Performance Indicators, Targets and Milestones which will now form the basis of your appraisal as your presence in the Ministry is to help the Ministry to deliver on its mandates in order to solve problems in the housing sector in Nigeria. Your performance translates into the Ministry’s performance. If you perform well, the Ministry will perform well. If you contribute your quota based on the weights attributed to your departments excellently well, you are boosting the Ministry’s chances to do well and serve Nigerians better. You and your departments should not be the reason why the Ministry will score low and fail to deliver on critical projects meant to address critical issues that can enable growth of other sectors of the economy. We are an important Ministry in the current dispensation. What you do in your departments are sources of enablers for growth of the country.
5. I wish to reiterate that today’s signing of performance contracts with you underscores our collective determination to deliver results that align with the aspirations of our people. Each director here plays a pivotal role in driving forward the reform agenda of the Federal Civil Service and priorities of government. Your dedication are crucial in ensuring the successful implementation of the targets and milestones in your contracts, and I shall be ready to provide necessary support you may need in my role as the Permanent Secretary.
6. These performance contracts are more than administrative formalities; they are blueprints for action. They outline specific objectives, timelines, and measurable outcomes that will guide our efforts in the coming months. By holding ourselves accountable, we demonstrate our commitment to transparency and effectiveness in governance.
7. As we embark on this journey, let us harness the transformative power of infrastructure to create sustainable growth and prosperity across our nation. Together, we can build a civil service that not only meets but exceeds the expectations of our citizens.
8. In closing, I extend my heartfelt appreciation to each of you for your unwavering commitment to this exercise. Renewed Hope Housing Agenda Not Tolerant of Abandoned Work – Dangiwa

Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has emphatically declared that the Renewed Hope Housing Agenda of President Bola Ahmed Tinubu would not tolerate abandoned work.
He also strongly warned that any contractor that collects government's money for housing project must do the work, emphasizing that the Ministry was desperate to give Nigerians value for money.
Dangiwa sounded this warning on Saturday, June 29th, 2024 in Warri, Delta State, during the foundation laying of 250 Renewed Hope Housing Estate, for the State.
Delta State is the ninth state in the series so far to have the groudbreaking among the thirteenth states scheduled under phase one of the renewed hope housing project, across the nation.
The thirteenth states under phase one based on available land provided are; Kano, Katsina, Sokoto (north- west); Gombe and Yobe (north-east); Ebonyi and Abia (south- east), Akwa-Ibom and Delta (south-south); Osun and Oyo (south-west) and Benue and Nassarawa (north-central)
The Federal Government intends to deliver 50,000 houses under phase one, and the funding comes from the N50 Billion 2023 Supplementary budget; The remaining States not captured under the supplementary budget would be covered under the 2024 budget of the Ministry if they provided the land at no cost to ease affordability.
Dangiwa described the housing construction as a key component towards stimulating inclusive growth and helping to attain President Bola Ahmed Tinubu’s mission of lifting 100 million Nigerians out of poverty.
Delta State Governor, Rt Hon (Elder) Sheriff Oborevwori was represented at the groundbreaking event by his Deputy. Sir Monday Onyeme.
The Governor said "Delta State is happy to partner with the Federal Government through the Federal Ministry of Housing and Urban Development in the Renewed Hope Housing Programme".
He expressed gratefulness to the federal government for including Delta State among the first thirteen states under phase one, explaining that the state had provided free land for the project.
The Governor also disclosed that the state Government had granted waiver on certificate of occupancy and payment of ground rent in order to enhance affordability of the houses to the citizens.
The Renewed Hope Cities and Estates Programme was launched by President Bola Ahmed Tinubu with a groundbreaking for 3,112 Renewed Hope City in Karsana, Abuja in February 2024.
Under the programme, government intends to build seven (7) new cities, one each for a geo-political zone and the Federal Capital Territory, while the Estate will be in the remaining States across the federation.
“I want to charge the developers of all the Renewed Hope Cities and Estates across the States to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, including the EFCC, to ensure that they deliver as per the contract. If you collect government money, you must do the work" he Said.
Similarly, the minister charged the developers to adhere to the timeline and finish within the stipulated three months timeline so that the process for indigenes to purchase the houses and move in, can begin.
Housing Construction Key to Stimulating Inclusive Growth, Lifting 100 Million Nigerians Out of Poverty – Dangiwa

Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has described housing construction as a key component towards stimulating inclusive growth and helping to attain President Bola Ahmed Tinubu’s mission of lifting 100 million Nigerians out of poverty.
Speaking during the groundbreaking for 250-housing unit Renewed Hope Estate in Akwa Ibom on Friday 28th June 2024, Arc. Dangiwa noted that the housing sector has the potential to trigger a $1 Trillion economy going by the vigour and seriousness with which the president is addressing the housing challenge in the country.
The project, which is part of the Renewed Hope Cities and Estates programme launched by Mr. President with a groundbreaking for 3,112 Renewed Hope City in Karsana, Abuja in February 2024, has further covered states like Kano, with 500-unit Renewed Hope City; and Katsina, Gombe, Yobe, and Sokoto, each with a 250-unit Renewed Hope Estate in the first round of groundbreaking.
The second leg of groundbreaking, which began in Ebonyi on Wednesday 26th June and moved to Abia on Thursday 27th June, and now in Akwa Ibom, will cover eight states in all, including Delta, Osun, Oyo, Benue, and Nasarawa states for 250 housing units in each of these states.
“Our plan is to turn Nigeria into a huge construction site. This estate, like the others, comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
“We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows,” he said.
Dangiwa underscored the huge economic benefit of housing construction, noting that it goes beyond improving the economies of local communities.
“Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Akwa Ibom, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.
“This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact,” he said.
While he thanked the Governor of Akwa Ibom state, Pastor Umo Eno for providing the land for the project at no cost, he urged other state governors to take a cue from the twelve states so far captured under the N50 Billion 2023 Supplementary Budget, assuring them that their states will be included in the 2024 Budget of the Ministry as the Ministry plans to build Renewed Hope Estates in all the states.
“I want to charge the developers, Messrs Trust Global Ltd, Springwell Intercontinental Resources, and Hyousungs Ltd, to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, including EFCC, to ensure that they deliver as per the contract. First, I would like to thank His Excellency, the Executive Governor of Akwa Ibom State, Pastor Umo Eno, for honoring our invitation to the groundbreaking of a 250-housing unit Renewed Hope Estate here in the state’s capital.
Today’s ceremony is a continuation of the nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme of the Federal Ministry of Housing and Urban Development, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the commissioning of a 3,112-housing unit in Karsana, Abuja.
Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.
With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development. This is in line with the Renewed Hope Agenda of Mr. President to STIMULATE INCLUSIVE GROWTH, LIFT 100 MILLION NIGERIANS OUT OF POVERTY, AND BUILD A $1 TRILLION ECONOMY.
As you may recall, last month, following the presidential flag-off of the programme in Abuja, we embarked on the first leg of this exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one each in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano. Work is currently ongoing at each of these sites, and our plan is to have all of them completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians. UNDER THE RENEWED HOPE AGENDA, WE ARE IMPLEMENTING A ZERO TOLERANCE FOR UNCOMPLETED PROJECTS.
This second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units across eight (8) states in the South and North Central. We started on Wednesday with 250 units in Ebonyi; yesterday, we were in Abia for another 250 units, and today we are happy to be here in Akwa Ibom to flag off another 250 units. From here, we will proceed to Delta, Osun, Oyo, Benue, and Nasarawa states for 250 housing units in each of these states. Our plan is to turn Nigeria into a huge construction site.
This estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.
As we break ground on this project, I want to charge the developers, Messrs Trust Global Ltd, Springwell Intercontinental Resources, and Hyousungs Ltd, to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, including EFCC, to ensure that they deliver as per the contract. If you collect government money, you must do the work.
We also want the developers to adhere to the timeline and finish within three months so that we can begin the process of getting Akwa Ibom indigenes to purchase and move in.
To ensure affordability, we have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30 years, rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.
Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Akwa Ibom, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.
This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.
I want to state that under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money. We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread.
It is important to say that the provision of land in a good location and at no cost is a key condition for siting Renewed Hope Housing Projects. The twelve states covered under this 2023 supplementary budget are those that first provided land. I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.
At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Akwa Ibom State, Pastor Umo Eno, for promptly granting our request for the provision of land at no cost. This singular action has helped us reduce as much as 30% of the cost of the units in this estate for the benefit of potential homeowners. This is a dividend of responsible governance, and I applaud Your Excellency for this.
Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the Federal Government of Nigeria are committed to fulfilling promises and responsibilities to all Nigerians.

Renewed Hope Estate: Dangiwa Tasks Developers on Quality Execution of Project in Ebonyi

Minister of Housing and Urban Development, Arc Ahmed Dangiwa, has charged developers handling the Renewed Hope Housing Estate in Ebonyi state to adhere to standard and specifications to deliver quality houses.
Dangiwa issued the strong warning in Abakaliki, Ebonyi state during the groundbreaking of 250 housing units in the state under the Renewed Hope Cities and Estates Programme, Wednesday, June 26th, 2024.
He told the developers handling all Renewed Hope Cities and Estates projects across the country, that the Ministry will not tolerate substandard work at all the sites and contractors must build in line with the terms and approved standards for the benefits of Nigerians.
Earlier in welcome address, Minister of State, Abdullahi Tijjani Gwarzo whose address was read by Director Engineering Services. Engr Nwufo stated that, the Federal government plan to deliver 50,000 housing units under phase 1 and part of it's broad aim is to help Mr President's goal to build a 1 trillion dollar economy.

The flag-off in Ebonyi state marks the first of eight (8) states in the second leg of ground-breaking to be performed for the Renewed Hope Cities and Estates Programme launched by President Bola Ahmed Tinubu in February 2024. The exercise will cover six southern states and two in the North-Central region of the country.
The first leg of the exercise began with the groundbreaking of 1,500 housing units in the northern part of Nigeria, comprising 250-housing unit Renewed Hope Estates, in Katsina, Yobe, Gombe and Sokoto and a 500-housing unit Renewed Hope City in Kano.

Accordingly, he explained “this second leg will see us break ground for a total of 2,000 Renewed Hope Housing Units in eight (8) states in the South and North Central of our country. This includes 250 housing units, each, starting in Ebonyi today, followed by Abia, Akwa Ibom, Delta, Osun, Oyo, Benue and Nasarawa States,”
The Renewed Hope Estate to be developed by Jephthah Global Investments Ltd, Proportion Construction Works Nigeria Limited, Ideal Shelters Limited and KLYN Construction Works Ltd, will have 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.

The minister, while urging the developers to work within the stipulated time frame of three months, emphasized the economic component of housing construction and its potential to develop the economy.

Dangiwa thanked the Governor of Ebonyi State, Rt. Hon. Francis Ogbonna Nwifuru for his prompt approval and grant of land for the project at no cost, noting that his action has helped to reduce as much as 30% of the cost of the units in the Estate for the benefit of potential homeowners. “This is a dividend of responsible governance and I applaud Your Excellency for this,” he said.
The Ebonyi Governor was also full of commendation for President Bola Ahmed Tinubu for creating a separate ministry for housing to ensure effectiveness in housing delivery, saying that Ebonyi state proudly support the initiative.
Similarly, minister Dangiwa also noted that the renewed hope estate is being implemented under the N50 billion 2023 supplementary budget, and called on other state governors to also provide land for Renewed Hope Estates Project to be built in their states as provided for in the 2024 budget.
HCSF, Folasade Honours Abimbola, Head PPP Housing Ministry.
The Office of the Head of Civil Service of the Federation (OHCSF) has given an award of honour to the Head of the Public Private Partnership Unit of the Federal Ministry of Housing and Urban Development, Arc. Abimbola Adenike Asein, for her dedication and excellent contributions to the mandate of the Housing Ministry.
The honour was in line with the Service -Wide Awards and Recognition, aimed at rewarding and recognizing outstanding Civil Servants in the Federal Civil Service.
The award which include cash was presented to Arc. Asein by the Head of Civil Service of the Federation, Dr. Folasade Yemi-Esan, CFR alongside the Chairman, AIG- Imoukhuede foundation Aigboje AIG- Imoukhuede CFR, and the Minister of youth development, Dr. Jamila Bio Ibrahim, on Saturday during the Award and Gala Night of the 2024 Civil Service Week, in Abuja.
This year’s Civil Service Week commenced on Friday, 14th June, 2024, with the theme “Educate an African Fit for the 21st Century: Building Resilient Education Systems for Increased Access to Inclusive, Lifelong, Quality and Relevant Learning in Africa”.
Arc. Abimbola Asein was particularly awarded for working and implementing several federal government housing and works programs nationwide, including affordable housing, as well as the highways developments and management initiatives in Nigeria.

The President congratulated all the awardees, reminding them that to whom much is given, much is also expected.

In her address, the Head of Civil Service of the federation Dr. Folasade Yemi-Esan, informed that Ministries Departments and Agencies were requested by the Standing Service-Wide Awards Selection Committee (SWASCo), to forward nominations based on a set of criteria and weightings provided in the approved Rewards and Recognition Scheme Guidelines, in order to ensure a transparent and credible selection process;
and according to her, the committee by its mandates screened nominations made by the Ministerial Selection Committee of MDAs, and selected deserving officers for the various categories of awards.
“Nominations were received from Forty-Six (46) Ministries and Extra-Ministerial Departments, out of which Six (6)
Ministries were disqualified for lack of Citation which was the basis for assessment of nominees and Six (6) Ministries submitted double nominations, hence the total number of nominations received and assessed was Fifty –Two (52) nominees”, she explained.
Dr. Yemi-Esan also disclosed that Thirty-Nine Nominees scored above the cut-off mark and were selected for the 2024 Edition of the Federal Civil Service Rewards and Recognition, after a rigorous selection process in line with the Service-Wide Criteria and Weighting.
She announced that the categories of awards for presentation at the 2024 Edition of the Service-Wide Rewards and Recognition were: Presidential Distinguished Public Service Career Award, Presidential Civil Service Merit Award, Head of the Civil Service of the Federation Award, The Public Service Excellence Award, 2024 Sports Achievement Award; and an award for three Ministries who have demonstrated exceptional commitment to Work-Life balance of their staff.
She further stated that the OHCSF enjoyed collaboration with stakeholders and partners from both public and private sectors to scale up the level of intervention of the Reward and Recognition Scheme, aimed at enhancing value proposition for civil servants; adding that a cash gift of N500,000 would be given to each of the best performing civil servants from the MDAs, as facilitated by Private Sector Partners, Aig-Imoukhuede Foundation.
In attendance at the award night were some ministers of the federal republic of Nigeria, several permanent secretaries, representatives of the workers’ Unions (NLC and TUC), representatives of the Consortium of Insurance Companies, alongside other dignitaries.
Dangiwa Emerges Chair, Caucus of African Housing Ministers
The Honorable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has been unanimously elected as the Inaugural Chairperson of the Financial Caucus of African Ministers of Housing and Urban Development.
This decision was made by shareholders of Shelter Afrique Development Bank (ShafDB) at the institution’s 43rd Annual General Meeting (AGM) and Symposium which held in Kigali, Rwanda, from June 11-13, 2024.
The Caucus of African Ministers of Housing and Urban Development, an initiative of Arc. Dangiwa during his tenure as the 42nd Chair of the Bank’s AGM Bureau, was officially approved by ShafDB shareholders and launched on Thursday June 13, the closing day of the Bank’s 43rd AGM. It is designed to provide a platform for the ministers to collaborate, share knowledge, and develop policies and financing strategies to enhance their efforts in delivering sustainable and affordable housing solutions in their respective countries. Its aim is to create synergy by leveraging the collective strength of member countries, drawing on their unique experiences and resources to address Africa’s common housing challenges.
Specifically, the Caucus will facilitate dialogue and information sharing by promoting best practices in housing policy, regulation, and implementation. It will help identify common challenges and opportunities in the housing sector to develop effective strategies for collective action and explore ways to mobilize resources and expertise from international partners, private sector stakeholders, and development organizations to support housing initiatives.
Additionally, the Caucus will serve as a continental advocacy platform to prioritize the housing sector among national governments and bilateral and multilateral institutions.
In response to his election, Hon. Dangiwa stated that the establishment of the Financial Caucus of African Ministers of Housing and Urban Development presents a unique opportunity to galvanize collective action and accelerate progress towards inclusive and sustainable housing development in Africa.
“I am excited that the shareholders not only considered and approved the establishment of the Caucus, which I proposed, but also went on to appoint me to lead it as the inaugural Chair. I pledge to give it my best. By fostering collaboration, promoting innovation, and mobilizing resources, we can transform our continent's housing landscape and significantly improve the quality of life for millions of our citizens. It is important for us to recognize that as Africans, we are one. We have a common continent; we have a common destiny, and our progress or backwardness reflects on us all. We must therefore be deliberate in supporting ourselves to make unified progress across all sectors. As far as housing and urban development is concerned, it is up to us and Ministers of Housing and Urban Development ensure that we move forward together,” he said.
As Chairperson, Arc. Dangiwa will lead and coordinate the activities of the Caucus.
“In anticipate significant outcomes from the Caucus. This includes enhanced collaboration and knowledge exchange leading to innovative housing policies and strategies, increased investments in affordable housing projects supported by international donors and private sector partnerships, and improved access to decent and affordable housing for low-income populations contributing to poverty reduction and social inclusion. I also believe that it will lead to the strengthening of institutional capacities and regulatory frameworks to address housing challenges sustainably, and a heightened awareness and advocacy for housing issues, positioning them as priorities on regional and international development agendas.”
Shelter Afrique Development Bank (ShafDB) is a pan-African housing finance institution with shareholders from 44 African governments, the African Development Bank (AfDB), and the African Re-Insurance Corporation (Africa-Re).
Minister Gwarzo Highlights Achievements
The Minister of State for Housing and Urban Development, Abdullahi Tijjani Gwarzo has congratulated the President and Commander - in - Chief of the Nigerian Armed Forces, His Excellency President Bola Ahmad Tinubu GCFR on the occasion of commemoration of this year's Democracy Day.
Abdullahi Tijjani Gwarzo, also congratulated Nigerians as the champions of democracy for commemoration of Nigeria's freest and widely acclaimed election held on June 12, 1993 and having uninterrupted democracy for good 25 years, adding that, it's a great milestone for the development of democratic system.
He explained that the APC-controlled administration under President Tinubu's able leadership has recorded landmark achievements that should be acknowledged and celebrated by all patriotic and progressive-minded Nigerians.
According to him such achievements include the flagging-off of the construction of 3,112 Housing units in Karsana and Abuja,the launching of the construction of 250 Renewed Hope Estate at Katsina, Yobe, Gombe and Sokoto and 500 Renewed Hope Cities in Kano and allocation of 8,925 houses.
The Minister further stated that the planned construction of 100 housing units in all the 774 LGAs in the country under the National Housing Fund for vulnerable and underprivileged persons, the flagg-off of the construction of the Lagos to Calabar coastal road and the approved design of Sokoto to Badagry highway are another added credits to the President.
Other feats achieved by the administration in the last one year, including improvement of the security situation in the country and the bold and patriotic steps taken to revamp the nation's economy.
He called on Nigerians to come together and work assiduously to build a nation which our next generation will be proud of adding that what President Tinubu needs from all Nigerians is unflinching support and cooperation to take the country to greater heights.
Opening Remarks by The Hon. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa At The Ministerial Roundtable Themed: Innovative Financing For Housing Affordability At The SHAFDB AGM Holding At The Marriott Hotel On Wednesday June 12th In Kigali, Rwanda

1. Good morning, Ladies and Gentlemen.
2. I would like to begin by thanking the Hon. Minister of Finance and Economic Planning for the Republic of Rwanda, Hon. Dr. Uzziel, for her welcoming remarks.
3. As you are already aware, Africa faces a large and growing housing deficit. This is alongside a disturbing housing affordability crisis affecting over 80% of our populations. The causes are evident: low incomes, a challenging macroeconomic environment, and rising living costs due to high inflationary trends.
4. These factors make it increasingly difficult for our citizens to afford decent and quality housing. With each passing year, the affordability bar keeps getting higher. Many households that could afford housing a year ago can no longer do so because of rising cost of building material costs and static incomes.
5. I am worried about this because I believe that for us to make impact, we must find ways to design, build and facilitate delivery of affordable houses targeting the 80% of the low and medium-income percentile of our population.
6. As you may be aware, before my appointment as Minister of Housing and Urban Development, I was the Managing Director of Federal Mortgage Bank of Nigeria (FMBN). During my term, we designed and financed affordable houses, including 1, 2, and 3-bedroom bungalows priced at 4, 6, and 8 million Naira respectively. When I became the Minister of Housing, the first thing I did was to set up a Technical Committee on Affordable housing design comprising Architects and built environment professionals at the Ministry. I tasked them to produce a workable organic design targetting those prices. They did a good job. However, with a 300% increase in building material costs, achieving these price points is now impossible. Now the 1, 2, and 3 bedrooms now cost an average of N8M, N12M and N16M! Meanwhile inflation has sucked out the purchasing power of potential homeowners, making the situation worse.
7. This is a serious crisis to housing delivery for us in Nigeria and governments across Africa. For us to move forward and move the needle, we must have a shift in thinking and approach. We must develop a multi-dimensional strategy to solving it. While we encourage governments to drive policies to fix larger macroeconomic issues, we must also encourage innovative financing strategies to meet immediate needs. This involves creating financing frameworks to enhance individuals' capacity to own homes and lower the cost of finance required to increase supply. Striking this balance is crucial, and it is the question we need to address during this session.
8. It is against this background that the theme of this Ministerial Roundtable—INNOVATIVE FINANCING FOR HOUSING AFFORDABILITY—is critical.
9. In Nigeria, we are using a blend of innovative initiatives to lower the affordability ladder. Firstly, we leverage interest-free budgetary allocations for housing, engage sub-national governments who are custodians of land to provide land free-of charge – as part of their service to their service - to deliver subsidized housing units without incorporating infrastructure. So citizens pay only for the cost of the units built not the infrastructure or land. This collaborative stakeholdger approach absorbs the cost of land, infrastructure and lowers the cost of housing units by as much as 40%.
10. Additionally, we incorporate organic designs to further reduce the cost of entry for first time homeowners. For example, our houses are designed in such a way that a 1-bedroom house can grow into 2 and 3 bedrooms as the homeowner's income and family size increase.
11. We have also embraced public-private partnerships (PPP) innovatively. Under PPP, we as government create an enabling environment for reputable developers to secure land and financing to build affordable homes while facilitating bankable offtaker guarantees from government owned housing institutions. Using cross subsidy, 20-30 percent of the housing units built under the PPP are dedicated and made available at subsidized rates to off-takers. For example, under our Renewed Hope Cities and Estates Programme, we signed an MoU with a Consortium of developers to deliver a 100,000 housing units under PPP comprising 1, 2, and 3 bedrooms. Using cross susidy, 20-30% of the units in each location are to be sold to beneficiaries at subsidized rates, while the remaining are offered at commercial rates to enable the developers recoup their investments at a profit. We have also emphasized offtake options including 30-year mortgage loans at 7% interest rates, rent to own options and outright purchase.
12. We are also working with the Ministry of Finance and a host of other agencies within the housing space including Family Homes Funds Limited, Ministry of Finance Incorporated, the Nigeria Mortgage Refinance Company and the Pension Funds to create a Real Estate Investment Trust. The aim of the Trust is to create a N1Trillion Naira concessional financing window for private sector developers to enable them get low cost funds that would lead to the large scale delivery of houses to Nigerians. The target is to also leverage Pension funds to provide single digit mortgage loans to beneficiaries at a scale that is larger than what we are currently doing using the Federal Mortgage Bank of Nigeria (FMBN).
13. What is clear for us in Nigeria and I believe for most of us, is that we must innovate. We must think differently. We must chalenge the status quo and also get our partners to factor our peculiarities in their financing models.
14. Traditional financing models have served us to a point. To bridge the housing deficit, we must explore and embrace new financial instruments and mechanisms tailored to our unique contexts. Microfinance, mortgage-backed securities, public-private partnerships, and digital financial services offer promising avenues. Microfinance can empower low-income families with small, manageable loans for home improvements. Mortgage-backed securities can unlock capital markets, injecting liquidity into the housing sector. Public-private partnerships can combine public oversight with private sector efficiency. Digital financial services can expand access to credit, savings, and insurance, particularly in underserved communities.
15. However, it is also important to say that financial innovation alone is not enough. It must be accompanied by robust policy frameworks, effective regulatory environments, and transparent governance. Our goal should be to create a housing finance ecosystem that leaves no one behind.
16. On a continental scale, I am optimistic about the potential of private sector led innovative solutions such as the Shelter Afrique Housing Solutions Fund are key in catalyzing investments in the affordable housing industry. The Housing Solution Fund is a 100 billion Naira local currency real estate investment trust authorized and registered by the Securities & Exchange Commission of Nigeria. The initiative was conceptualized alongside its development partners, with Shelter Afrique a key partner, to provide innovative market-based solution to stimulate housing demand and sustainably scale housing supply; By investing in affordable and accessible long-dated home loans offered to eligible homebuyers in partnership with participating lending institutions and pre-qualified housing developers. Further details on the fund will be presented later in this roundtable.
17. Engaging all stakeholders is imperative. Governments, financial institutions, developers, community organizations, and international partners must work together. We must foster an environment where ideas can be exchanged freely, best practices shared, and every stakeholder committed to the common goal of housing affordability.
18. As we deliberate, I urge us all to think boldly and act decisively. Let us challenge conventional wisdom, explore uncharted territories, and forge new pathways to make affordable housing a reality for all Africans. Our discussions here will shape the future of housing on our continent, and it is our responsibility to ensure that this future is one of hope, opportunity, and prosperity.

Dangiwa Charges Africa's Housing Ministers to Collaborate Towards Tackling Continent's Housing Challenges at 43rd SHAFDB AGM in Kigali
Kigali, Rwanda – June 11, 2024 - The Honorable Minister of Housing and Urban Development and 42nd AGM Bureau Chair of Shelter Afrique Development (ShafDB), Arc. Ahmed Musa Dangiwa, has urged African housing ministers to work collaboratively to address the continent's pressing housing development challenges. This call to action was made during his opening remarks at the Opening Ceremony of the Bank’s 43rd Annual General Meeting (AGM) Symposium, holding at the Marriott Hotel in Kigali, Rwanda 11-13th June, 2024.
In attendance at the opening ceremony were the President of the Republic of Rwanda, Paul Kagame, represented by the Prime Minister, Hon. Dr. Edouard Ngirente, Ministers of Housing and Public Works from several African countries, organized sector and private sector players.
Stressing the importance of innovative financing, Dangiwa underscored the crucial role of ShafDB as Africa’s premier housing finance institution, stating, "ShafDB is Africa’s housing finance bank, the only such institution that we have. It is therefore important that we all continue to give the bank all the support that it requires to grow, scale in impact and deliver on its mandate." He highlighted the necessity for continued support to the bank to enable it to scale its impact and deliver on its mandate of providing affordable, decent, and quality housing across Africa.
As part of efforts to institutionalize partnerships, the Hon. Minister unveiled plans to launch a Financial Caucus of African Ministers of Housing and Urban Development during the AGM. This platform, he noted, aims to foster synergy, share experiences, and develop innovative measures to bolster housing development across African nations. He emphasized, "The African housing problem is for Africa to solve. And we as Ministers of Housing must recognize that we are the ones responsible for providing the solutions and driving the process towards fixing Africa’s housing challenge." He reiterated that solving Africa’s housing problem requires a unified approach, urging ministers to work together, share lessons, and engage with external stakeholders collectively.
“At the end of this AGM, we also plan to have a Kigali Declaration to signify and communicate our collective desire to Prioritize housing development and commit to taking concrete steps towards making a substantial difference. The Kigali Declaration aims to unify our voices to achieve common goals and tackle shared challenges. It seeks to highlight to the global community the urgent need for coordinated action on climate change, emphasizing its impact on Africa. It is important to state that the Kigali Declaration will not just be words on paper. We have ensured that it is based on a well-prepared roadmap for "How to Finance and Deliver," leveraging the professional expertise around Shelter Afrique Development Bank. Our aim is to make a difference. And this is possible”, he noted.
Dangiwa also highlighted the critical role of the housing industry in achieving climate ambition and sustainability targets in the face of climate change. He called for a commitment to upholding the laws and statutes governing ShafDB and praised the perseverance and strategic planning that have led to significant achievements over the past year. "Our achievements over the past year underscore the importance of strategic planning and building strong connections," he noted.
Highlighting a major accomplishment, Dangiwa announced the overwhelming support from member States for the ratification of the new statutes during the Extraordinary General Assembly in Algiers. He stated, "This consensus is a significant milestone in our journey to establish the Shelter Afrique Development Bank." Despite some delays in the full ratification process, he emphasized the need to address these challenges promptly to continue the bank's growth trajectory.
The Hon. Minister expressed his gratitude to the President of Rwanda, His Excellency Paul Kagame, and the Government of Rwanda for hosting the AGM. He noted, "The beauty, neatness and orderliness of Kigali and its hospitality is simply breathtaking." Additionally, he thanked the ShafDB Board of Directors, led by Dr. Chii Akporji, for their support throughout his tenure as Chairperson of the 42nd AGM Bureau, acknowledging the significant milestones achieved under their guidance.
In addition, Dangiwa underscored the importance of building robust alliances and sustaining momentum. He expressed confidence in the incoming Chair of the 43rd AGM Bureau, Hon. Dr. Jimmy Gasore, to guide the revitalization process effectively. He said, "I am optimistic and anticipate that the new Chair of the 43rd AGM Bureau possesses the capacity to effectively guide this revitalization process."
Dangiwa expressed his gratitude to all participants for their commitment and collaboration, emphasizing the importance of staying united to overcome new and existing challenges. He stated, "Regardless of the decisions we make, I am confident that we will make them together, as a united body."
Speaking at the event, the Managing Director/Chief Executive of ShafDB, Mr. Thierno Hann and the Board Chairperson, Dr. Chii Akporji reinforced the Hon. Minister’s call for collaboration stating that the Bank had undergone significant reforms and reorganization and is now better positioned to deliver on its mandate of providing affordable to citizens of its member countries. They encouraged African countries to double down on their support of the Bank by making timely payments of the capital subscriptions and enabling effective project implementation.
Dangiwa Expresess Ministry's Readiness, Participation in Community Engagement Programme
Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has expressed the readiness of the ministry to participate in the community engagement programme in order to ensure the impact of the policies, projects and programmes of the federal government through the housing sector is felt at the communities.
Dangiwa gave the assurance when he received the team of Senior Special Assistants to the President on Communty Engagement, on a courtesy visit to his office in Abuja.
The Senior Special Assistants to the President on Community Engagement are; Abdullahi Tanko Yakasai, (NW), Abiodun Essiet (NC), Chioma Nweze (SE), Gift Johnbull (SS), Abdulhamid Yahaya (NE) and Moremi Ojudu for South West.
Dangiwa expressed optimism to engage with the team considering how pertinent their mandate is, saying that they provide a bridge between the presidency and the grassroots, as well as between the Ministry and the communities.
While reiterating his appreciation to President Bola Ahmed Tinubu for demerging the Ministry from that of works, Dangiwa noted that housing is one sector that increases the GDP of a Nation and creates jobs, in the sense that for every house built, up to 25 jobs is created for the skilled and unskilled labourers.
He also told the team the core functions of the Ministry of Housing and Urban Development which is to increase the supply of affordable houses to Nigerians and to ensure that the urban and rural areas are developed in a way that the slums are upgraded, by increasing sanitation, support drainages, security lights, among others.
Similarly, the minister informed the team that the Housing Ministry was included by Mr. President in the supplementary budget of 2023 with 100bn, from which 20bn was integrated into building the Renewed Hope Cities and Estates, while 50bn integrated into slum upgrade and urban renewal.
“We have done ground breaking for Katsina, Kano and Sokoto states in the North West, Yobe and Gombe States in the North East; we are still awaiting the sites in Nassarawa and Benue States for the North Central zone. The others in the South due to time limit we have to now schedule it till after sallah to start precisely from the 24th, we are planning to do the groundbreaking for the south western states in Oyo and Osun States, South East we have Ebonyi and Abia, South South we have Akwa Ibom and Delta States”, he stated.
The Minister also explained that the Renewed Hope Cities are high rise multi storey block of flats and terraces supposed to be in each geo-political zone, aimed at decongesting the city centers to make another city, while for the Renewed Hope Estates he said they are to be done in the remaining 30 states.
“For the Cities we have just taken Kano as one of it, we are planning to do public private partnership in other cities, we have done one here in FCT at Karsana, commissioned by Mr. President to contain over 3112 housing units, and the project is ongoing. We are thinking Lagos through the funding of the FMBN where 1500 units have already been recorded and construction has already started”, he said.
Accordingly, the minister told the team that the Ministry intends to take four states in each geo political zones of the Country and two in the FCT for the Slum Upgrade, pointing out the components of the projects which are basically drainages, roads, street lights, sanitation and schools; according to him, this would be done closely with the National Assembly members who are much closer to their citizens and know their problems better.
Under the National Housing Program, the Minister noted that the previous administration completed 3000 out of 6000 houses in 33 states; He said the houses which are still largely unoccupied were receiving attention from the Ministry, and renovation ongoing for some of the dilapidated ones. He said the Ministry is currently working with the controllers of housing in the states where the projects are located, and has also given out forms to sell them off to interested buyers through different subscription options such as outright purchase, mortgage, installmental payments or rent-to-own.
Similarly, the minister informed the team about the web portal recently launched by the Ministry in order to enhance subscription for the Renewed Hope Cities and Estates, “ the portal has been launched and people are subscribing into the houses that are being built now in these 13 states plus the ones at the Karsana site, it has been made easier and simpler for people to go into and they are happily doing that” he stated.
He further told the team of SSA’s that the selection of the construction sites was on a first come first serve basis, explaining that a letter was written to all the state governors appealing for 50 hectares of land for the Renewed Hope Estates.
Responding to the request for a desk officer at the Ministry, the Minister directed that they meet through the Permanent Secretary, the Directors of the Public Building and Special Project departments, who are in charge of all the Renewed Hope Cities and Estates as well as the Urban Slum Upgrade, respectively, for any information they need.
Also on their request to attend commissioning of sites and housing units in states alongside the Ministry, Dangiwa said that the groundbreaking for the Renewed Hope Cities and Estates would recommence on the 24th of June immediately after the sallah celebration for the South West, South East and South South states, including Nasarawa State.
“When the time table is drawn, you can get it from the public building department so that the person in charge for those regions can join us”, he assured.
Earlier, the Senior Special Assistant, North West, Abdullahi Tanko Yakasai, informed the Minister about their mandate which is bridging between the presidency and global citizens by way of localizing to ensure that the policies, projects and programmes of the Federal Government get to those at the grassrooot.
While noting that the people at the community level needs awareness to allow for feedback on the successes recorded by the Ministry in terms of provision of affordable houses, the team expressed their interest to collaborate with the Ministry and take the housing programmes to the communities across the six geo-political zones, engaging and informing them of how they can access the housing projects.
They commended the slum upgrade initiative of the Ministry, and assured to engage the slum dwellers and communicate the plans of the Ministry as well as how they can key in and also use their own capacity to support in their own way to develop the slums.
The team requested for a desk officer to work with during the engagements at different communities so as to properly address issues and provide information regarding how people can access the houses.
