Service Delivery Awards: Dangiwa Urges Housing Ministry To Build On Momentum * As Ministry won OHCSF, SERVICOM and Sporting Awards Housing and Urban Development Minister, Arc. Ahmed Musa Dangiwa, has urged members of staff to build on the current momentum and strengthen the Ministry’s service culture in order to sustain its position as a reference point for excellence in public service delivery. Dangiwa made the call against the backdrop of the various awards won by the ministry, including OHCF, SERVICOM and Sporting events. The Permanent Secretary of the Ministry, Dr. Shuaib Belgore, OON, received the HCSF "Go Live Category Award" for transiting his ministry to paperless operation. Under Dr. Belgore, the ministry adopted the full implementation of the Enterprise Content Management (ECM) operations on the 30th of September 2025, signalling the departure from paper operations. ECM, is a part of the Federal Civil Service Strategy and Implementation Plan 2021-2025 (FCSSIP25), a reform blueprint designed to digitise the federal bureaucracy and transform the civil service into a world-class entity by 2025. Other awards won by the housing ministry are; 2nd Best Ministerial SERVICOM Unit (Ministry Team A), Permanent Secretary's award for strengthening Servivom operations across the ministry as a very supportive CEO. The Head of the Ministry’s Reform Coordination and Service Improvement, Mrs. Philips- Ogoniba Ibifuro also received the 2025 Best NODAL Officer (Ministry Team A), for outstanding coordination, leadership, and dedication to service improvement. The Ministry’s sporting contingent also won 10 medals at the recently concuded Federal Civil Games fedtival held in Yola, Adanawa state. During a brief presentation of the awards to the leadership of the ministry, Minister Dangiwa congratulated the Permanent Secretary Dr Belgore, the Ministry's Servicom Nodal officer, and members of the ministry's sporting contingent for the honours brought to the ministry. He praised the Permanent Secretary’s leadership style, describing it as accountable, team-oriented, and result-driven, noting that the awards represent a win for the entire Ministry. The Minister as well commended the Permanent Secretary for ensuring the smooth implementation of the paperless system in the Ministry, acknowledging the role of the ICT Department team in facilitating the transition alongside the efforts of the entire staff. Similarly, Arc. Dangiwa applauded the Head of the Ministry’s Reform Coordination and Service Improvement, Mrs. Philips- Ogoniba Ibifuro for her SERVICOM’s 2025 Best NODAL Officer award, recognizing her hardwork, professionalism and consistency in applying the SERVICOM principles in the Ministry. The Minister expressed delight over the recognition of the Ministerial SERVICOM Unit as the second-best performing ministerial unit, describing the awards as a reminder that public service is fundamentally about the people being served. “These awards remain with us and remind us that public service is about the people we serve, and that we must always strive to deliver services that are timely, transparent, and of good quality,” he said. The Minister also congratulated the Ministry’s sports team, assuring them of the Ministry’s continued support, both financially and morally, in the coming year. Speaking earlier, the Permanent Secretary, Dr. Shuiab Belgore, expressed appreciation to the Office of the Head of the Civil Service of the Federation for the Transformational CEO award, attributing the recognition to the collective support and commitment of the Ministry’s management and directors. He also commended the Head of Reform and Coordination, Mrs. Phillips Ogoniba, for her outstanding contributions, describing her performance as a source of pride to the Ministry. Belgore further acknowledged the Ministry’s sports team for winning ten medals comprising four golds, three bronze, and three silver, at the Federal Civil Service Games (FEPSGA). He also applauded the ICT Department for driving ECM compliance, noting that improved inter-departmental collaboration has enhanced efficiency across the Ministry. On her part, the Head of Reform Coordination and Service Improvement, Mrs. Philips- Ogoniba dedicated the awards to the leadership of the Ministry, particularly the Honourable Minister and the Permanent Secretary, as well as members of the Ministerial SERVICOM Committee and staff, whose collective efforts and teamwork, she noted, made the achievement possible. She reaffirmed the resolve of the Department to sustain and deepen ongoing reforms aimed at improving service standards, responsiveness, and accountability.
Promotion: Dangiwa, Ata Decorate, Congratulate Police Officers * Urge them to rededicate to Service Minister and Minister of State, Housing and Urban Development, Arc. Ahmed Musa Dangiwa and Yusuf Abdullahi Ata have decorated and congratulated four police officers attached to them on their promotion. In their remarks during the decoration ceremony that took place at the Ministry's headquaeters, the Ministers urged the officers to rededicate themselves to serving the nation. Minister Dangiwa stated that success is often accompanied by challenges, encouraging the promoted officers to rise to the new challenges that come with their elevated positions. "Your promotions were well-deserved, You have demonstrated good conduct in the course of your respective duties, I wish you more promotions ahead " he said. On his part, Minister of State, Rt. Hon. Yusif Abdullahi Ata, rejoiced with the promoted police officers and prayed for Allah's boundless guidance as they discharge their statutory duties. Former Speaker and immidiate past Governor of Katsina State Aminu Bello Masari, who was in attendance, congratulated the officers and urged them to be thankful to God Almighty for keeping them alive to witness a milestone in their profession. He noted that Nigeria was in dire need of the services of security officers, particularly the present times when the country is facing security challenges. The promoted officers were; Kabir Haido, Chief Security Officer to Minister Dangiwa, who got promoted to Chief Superintendent of Police (CSP), and Jibril Kawari, the Minister's Aide-de-Camp, who was promoted to Deputy Superintendent of Police (DSP). Budget 2025: Housing Minister Seeks Increased Funding to Deliver Affordable Housing to Nigerians * Prioritises completion of ongoing Renewed Hope Housing Projects * Says insufficient budgetary provisions, allocation and high cost of building materials, a challenge The Honourable Minister of Housing and Urban Development, Arc.Ahmed Musa Dangiwa has highlighted the urgent need for increased budgetary allocation to deliver the Presidential mandate of providing affordable housing and reducing the housing deficit. The Minister gave the higlight during the 2025 budget defence before the Senate Committee on Lands, Housing and Urban Development, and the House of Representatives Committee on Housing and Habitat respectively, Monday, 20th January, 2025. The Senate Committee is under the Chairmanship of His Excellency Senator Aminu Waziri Tambuwal, while the House of Representatives Committee is headed by Hon Abdulmumin Jibrin. Dangiwa, who alongside the Minister of State, Rt Hon Yusuf Abdullahi Ata led the management staff of the Ministry to the budget defence, also presented the 2023/2024 budget performance of the Ministry. In his presentation, he highlighted the ministry's priorities for 2025, emphasizing the need to complete ongoing housing projects, slum upgrading, and urban renewal programs across the nation. Arc Dangiwa also listed the focus areas of his ministry in the 2025 budget to include; construction of 20,000 housing units under the Renewed Hope Housing Agenda, and completion of National Housing projects in over 20 states and the FCT. Accordingly, the Minister urged the committee to increase budget allocations in seven key areas which he said were critical to the transformative policies and programmes of Mr President to put the economy on the path of recovery and growth. The seven key areas, he mentioned were; - Increased funding for the completion of ongoing housing projects. - Enhanced allocation for slum upgrading and urban renewal programs. - Additional resources for the National Housing projects. - Improved funding for affordable housing initiatives. - Enhanced allocation for housing infrastructure development. - Increased support for housing research and development. - Improved funding for housing policy and regulatory framework development. I am highly delighted to warmly welcome you to the 11th Meeting of the National Council on Lands, Housing and Urban Development holding in Sokoto, Sokoto State with the theme “Housing Our People, By All of Government and All Our People”.
2. As you are aware, the theme of this year’s National Council Meeting was clearly chosen in a bid to further address the housing needs of Nigerians, considering our collective resolve to address the challenges in the Housing Sector for the overall development of the Country within available resources. The theme of the Meeting presupposes that the Federal Government alone cannot address the gap in housing development across the country which brings to focus the fact that the State Governments and Private Sector as critical stakeholders, have to collaborate effectively towards addressing the housing challenges by bringing to the forefront desirable strategies to increase the stock of affordable houses to Nigerians.
3. It is appropriate to highlight that the Council Meeting is preceded by a 2-Day Technical Meeting of the Directors, Heads of Agencies and Professional Bodies in the built environment and the Meeting of the Permanent Secretaries on the 3rd Day, being 27th July, 2022. The responsibility of the Technical Meeting of the Directors as you are aware is to create a solid and resourceful foundation by diligently reviewing the Memoranda submitted by stakeholders and fine-tuning the recommendations to the Meeting of the Permanent Secretaries for consideration and presentation to the main Council at its Meeting on Thursday, 28th July, 2022.
4. Dear esteemed delegates and officials, the timing of this meeting, therefore, is very significant as it affords us the opportunity to think through and make necessary provisions in our various institutions towards adequate housing infrastructure delivery by the governments at all levels and the private sector stakeholders to ensure that affordable houses are delivered to Nigerians.
5. On a concluding note, I wish to express our profound gratitude to the Governor of Sokoto State, Rt. Hon. Aminu Waziri Tambuwal, CFR (Mutawallen Sokoto) for the support of the Sokoto State Government, the Honourable Minister of Works and Housing, Babatunde Raji Fashola, SAN, Umar Ibrahim El-Yakub, Hon. 1. It is my great pleasure to welcome you all to this noteworthy event in the affairs of our National life. I particularly welcome the beneficiaries of the sales of the Houses built under the first phase of the National Housing Programme Initiative. On behalf of the Honourable Minister Babatunde Raji Fashola SAN, Directors and Heads of Units, Federal Ministry of Works & Housing, I welcome you all to this event.
2. As part of President Muhammadu Buhari’s developmental agenda of addressing Housing needs in Nigeria, the Federal Government inaugurated a pragmatic National Housing Programme (NHP) for the construction of acceptable and affordable houses nationwide. The Programme is being implemented by the Ministry of Works and Housing, under the leadership of the Honourable Minister, Mr. Babatunde Raji Fashola, SAN. It is a Programme borne out of the present Government's desire to provide affordable housing for its citizenry.
3. The Ministry has successfully constructed housing schemes under this Programme in 35 States, except for Lagos State where land has not been donated by the state government for the programme. The housing types currently available for sale to all Nigerians through the Ministry web portal at https://nhp.worksandhousing.gov.ng/ comprise of 1 Bedroom, 2 Bedroom and 3 Bedroom semi-detached bungalows and condominiums. The Philosophy behind the National Housing Programme is the provision of pilot scheme that is affordable, accessible and acceptable as contained in the National Housing Policy. The approach to the design and use of materials takes cognizance of the cultural and climatic peculiarities of the regions while responding also to the tenets of the Building Energy and Efficiency Code (BEEC) being championed by the Ministry.
4. The NHP initiative has engaged over 1,500 building contractors under phases I, II and III of the programme since the inception in 2016 and over 15,000 and 55,000 direct and indirect jobs have been created respectively. During this period, the Ministry is undertaking the construction of over 6,000 housing units in 45 sites, out of which 2,665 units have been completed in 35 States and FCT.
5. At this juncture, I welcome you all once again to the handing over of keys to Nigerians who have complied with the requirements of the sales and have fully paid for the houses in Osun State.
