 753 Houses Seized by EFCC: No Sale Rights Given to Any Company/Consultant. 

 

* Ministry warns general public not to fall victim to fraudsters, advises public to  contact the Ministry’s officials directly.

 

The Federal Ministry of Housing and Urban Development wishes to categorically inform the general public that it has not appointed or given sale rights to any company or consultant to coordinate the sale of the 753 houses seized by the Economic and Financial Crimes Commission (EFCC), linked to the former CBN governor, Godwin Emefiele. 

 

The disclaimer became necessary on the backdrop of a claim by a company named Pink Synergy Global Company Limited, that it has been appointed as official auctionaires for the sales of the 753 units houses by the Federal government.

 

The ministry learnt that the company has written proposal and introduction letters to unsuspecting Nigerians and agencies asking them to purchase expression of interest form to purchase the houses.

 

The copy of the Pink Synergy Global Company Limited letter sighted by the ministry has one Yashim Kejang, Chief Executive as the signatory.

 

For the avoidance of doubt, no sales of the 753 units houses has commenced by the Ministry. 

 

The Ministry is informing the public that it will give a clear and adequate announcement regarding the sale as well as strategy outlined for the sales of the houses, as directed by His Excellency President Bola Ahmed Tinubu.

 

The public is advised to direct all inquiries to the ministry through the departments of Public Building and Housing Development, and Press and Public Relations, for clarification before committing any resources.

Dangiwa Breaks Ground for 10,000 Housing Units in Enugu State   …Says state governments, private developers can play huge role in bridging housing gap   Enugu, 9th October 2024 - The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has today, 9th October 2024, performed the groundbreaking for 10,000 housing units in Enugu State. The flag-off, which had the attendance of the Executive Governor of Enugu State, Dr. Peter Mbah, is for Graceland Estate being developed by COPEN Group.   Speaking during the groundbreaking, the Minister said such projects were in line with the focus of the President Bola Ahmed Tinubu administration towards the delivery of affordable housing to Nigerians, especially by creating the enabling environment for private sector players to thrive.   "This Estate, part of the 10,000-housing unit Coal City Eastern Extension Layout, aligns with His Excellency, President Bola Ahmed Tinubu's goal to deliver quality and affordable housing to all Nigerians.   "As you may be aware, the housing challenge in our country is immense. Statistics show that to address this problem, we need to build approximately 550,000 housing units annually over the next ten years, which would require about N5.5 trillion per annum," he said.   Decrying the enormous challenge that the deficit poses, he said the situation must be perceived as an opportunity to innovate and bring about solutions that will trigger sustainable housing delivery in Nigeria not just in the short-term, but for future generations as well.   "This huge housing deficit is the result of ineffective implementation of housing policies, suboptimal performance of housing delivery institutions, an undeveloped housing market, an untapped secondary mortgage market, and, of course, a tough macroeconomic environment.   To address these issues, he said a mix of solutions are being pursued to bridge the deficit including exploring funding options, such as private sector developers, housing finance institutions— both local and international— philanthropic bodies, well-meaning Nigerians, and corporate Nigeria on board to make the necessary impact, as well as partnerships with reputable private developers.   "Like all other systemic problems hindering our nation’s development, the administration of His Excellency, President Bola Ahmed Tinubu, GCFR, is boldly and frontally addressing the housing deficit to change the narrative for good.   "Already the results are visible. In just over one year, under the Renewed Hope Cities and Estates Programme, we have commenced construction work for a total of 6,612 housing units across 13 states and the FCT, with many of these units now at advanced stages of completion. We intend to complete most of them by December, so Nigerians can begin to own these homes.   "Additionally, work has started on 3,500 housing units across three new Renewed Hope Cities, including 2,000 units in Lagos (South West) and 1,500 units in Kano (North West). In the South East, we selected Enugu for the development of a 2,000-unit Renewed Hope City, which will be delivered as part of the MoU we signed with a consortium of developers for 100,000 housing units nationwide," he added.   Commending the Governor for creating the enabling environment and making available 260 hectares in a viable location, he urged him to continue the good work he has started. "I would like to express my profound appreciation to the Executive Governor of Enugu State, His Excellency, Dr. Peter Mbah for creating an enabling environment for private sector participation in housing development in the State.    "I have been here on a couple of occassions and had series of interactions with His Excellency and I can say that he is a visionary leader who is quietly doing and accomplishing great things. Your Excellency, Enugu State is lucky to have you as a Governor. Without your Excellency’s support and encouragement, this project that we are here to perform groundbreaking for would not have been possible," he noted.   Arc. Dangiwa also commended the Managing Director/Chief Executive of Copen Group, Rev. Dr. Sullivan Chime, whom he described as a good friend, housing stakeholder, and advocate for affordable housing, for the exemple he is setting in the state and beyond.   "I have known Dr. Chime for several decades now, and throughout this time, I have never had cause to doubt his integrity, professionalism, friendship, and commitment to public service. The Graceland Estate, for which I am here to perform groundbreaking today, adds another feather to Dr. Chime’s impactful life as a reputable developer. As the Ministry of Housing and Urban Development, we are proud to be a part of this project under the broad framework of our Renewed Hope Housing Programme," he concluded.   Also speaking, Governor Mbah, represented by the Deputy Governor, Bar. Ifeanyi Ossai, hailed the initiative by COPEN Group, describing its Managing Director, Dr. Chime as an illustrious son of Enugu State. He further hailed the support of the Ministry of Housing and Urban Development for the project and for capturing Enugu State in the Renewed Hope Cities & Estates programme through the planned 2,000-unit Renewed Hope City.   Speaking further, the Governor charged stakeholders to do more to bring down the cost of housing construction. CUSTOMER SERVICE WEEK: Minister Dangiwa Charges Staff on Speed, Efficiency In Service Delivery ... Says effective service delivery,  cornerstone of good governance Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has charged staff of the ministry to embrace speed, efficiency and result while handling tasks in their various offices. The Minister gave the charge on the occassion of Customer Service Week Celeberation in the Ministry organised by the Reform Coordination and Service Improvement Department under the SERVICOM Ministerial charter. Dangiwa further encouraged the staff to be result oriented and always strive not to be the weakling in the chain of effective Service Delivery to Nigerians. The theme for the 2024  Customer Service Week is “ Above and Beyond ” and SERVICOM which is an acronym for “Service Compact”, is an initiative aimed at putting the average Nigerian at the centre of its activities to ensure satisfactory Customer Service. The Minister lauded the theme of this year’s Customer Service Week, saying it has provided a moment of reflection as the Ministry works towards the delivery of the Renewed Hope Agenda of President Bola Ahmed Tinubu. While emphasizing on the important role of the Civil Service in the effective service delivery to Nigerians, the Minister commended the Civil Service structure at the Ministry under the leadership of the Permanent Secretary, Dr. Marcus Ogunbiyi for the efforts towards achieving greater  milestones in the Ministry. He outlined some of the remarkable jobs being done by the Ministry over the past one year, aimed at actualizing the Renewed Hope Housing Agenda of the President to include; the ongoing construction of 6,612 housing units across 13 states of the Federation and FCT, with ownership options of 30-year mortgage plan, rent-to-own, installmental payments as well as outright purchase. The Minister also informed of the commencement of additional construction of 5,500 Units of Renewed Hope Cities; 2000 units in Lagos, 1500 units in Kano and 2000 units in Enugu State, adding that the launch of an online Renewed Hope Housing delivery portal was to ensure easy and transparent access of the houses purchase to Nigerians. Accordingly, Dangiwa mentioned a significant progress achieved by the Ministry in the implementation of the National Urban Renewal and Slum Upgrade which focuses on infrastructural developments; he said “53 projects are being completed, while 54 are ongoing at various level of completion”. Another notable milestone pointed out by the Minister is the collaboration of the Ministry with the World Bank to launch the National Land Registration and Titling program, aimed at addressing issues of unregistered lands in the Country. He as well informed that the framework for the National Social Housing Fund which seeks to provide decent and quality housing to the low income earners, is at advance stage of completion. Accordigly, Dangiwa expressed delight in the service award presented to him, the Permanent Secretary, and selected management and staff, further commending the professionalism and commitment of the Director overseeing the Department of Reform Coordination and Service Improvement in providing citizen centered services. He recognized that effective service delivery is the cornerstone of good governance, and further assured that the Ministry will continue to prioritize citizens’ needs and feedback in providing affordable housing for all Nigerians. Earlier in his remarks, the Permanent Secretary of the Ministry, Dr. Marcus Ogunbiyi advised the staff to take their level of commitment and activity far above and beyond to provide the needed satisfaction for the customers. He also extolled the head of the department of Reform Coordination and Service Improvement Mrs. Philips for modeling what is expected of every department of the Ministry. The Permanent Secretary mentioned that the ministry has taken some measures to ensure good service delivery, such as: a face lift in the appearance of the Ministry, provision of constant light, prioritizing staff welfare, payment of death benefits, among others. “We are doing all we can to ensure that staff put in their best to bring out a good customer -staff relationship”, he said. In her remarks, the National Coordinator and Chief Executive Officer of SERVICOM, Mrs. Nnenna Akajemeli informed that the Customer Service week which is celebrated annually is a platform to encourage and appreciate the service providers, raise awareness on the value of customer service and also reward employees. On the theme for the year “Above and Beyond”, Akajemeli stated that to be above and beyond, one has to give excellent services that inspire loyalty and satisfaction each time people come for service. She appreciated every member of staff for a job well done in providing services, and particularly applauded the innovation and digitization of the Certificate of Occupancy (C.of.O), introduced in the Housing Ministry. In her speech, the Deputy Director overseeing the department of Reform Coordination and Service Improvement Mrs. Philips-Ogoniba Ibifuro, brought to light some notable achievements of the Department since its emergence in the Housing Ministry, in March, 2024. She disclosed the provision of a work station as temporary relief to the office space challenge being faced in the Ministry, the equipment of the Ministry’s Call Centre which is yet to take-off, as well as the FMHUD Service Charter in progress, to be launched before the end of the year. Other achievements are the placement of a 55 inches Television screen at the reception of the Ministry, to disseminate information about the Ministry's Vision and Mission, as well as the Renewed Hope Homes Projects. Mrs. Philips was also delighted to inform about one of the Innovative Ideas of the Ministry from a staff, Mr. Gerald Emesonwu, the Head of Lands Information System Unit, who developed an Electronic Certificate of Occupancy (e-C.of.O), this according to her, is in compliance with the Head of Service directive for Ministries to come up with Innovative Ideas. Highlight of the event was the presentation of awards to the Honorable Minister, and the Permanent Secretary, selected Directors and staff of the Ministry as SERVICOM Ambassadors. SPEECH BY THE HON. MINISTER OF WORKS AND HOUSING AT THE FORMAL HANDOVER OF KEYS TO BENEFICIARIES OF THE SALES OF NATIONAL HOUSING PROGRAMME HOUSES PHASE 1 IN OSUN STATE ON WEDNESDAY, 29TH JUNE, 2022.

On behalf of the Federal Government of Nigeria and President Muhammadu Buhari, I bring glad tidings and best wishes to the people and Government of Osun State.
We gather together to harvest the fruit of our investment and to commemorate the formal handover of keys to first set of beneficiaries on the sales of completed Phase 1 of the National Housing Programme which was commissioned on Monday, 14th March, 2022 by Mr. President.

As we head towards the end of President Muhammadu Buhari’s tenure of office, I am happy to also say that we have entered a season of completion and Handover of keys to beneficiaries in 35-States and the FCT to Nigerians who have successfully subscribed through the open Ministry’s website at https://nhp.worksandhousing.gov.ng/ for the sales of these completed houses. We have therefore offered all these housing units to members of the general public in a non-discriminatory way by opening the Portal to ensure that those interested are not inhibited by any artificial obstacles and allocations will be made on the basis of those who apply and pay on a first come, first served basis. While we welcome those who can afford to pay outright, it is not a condition for eligibility and we have offered flexible payment options like Mortgages and Rent-to-Own which we encourage applicants to pursue.

It may interest to know that the web-portal was launched on 12th November, 2021 and has received 12,387 applications from Nigerians who have created personal account profile on the website, out of which 694 Subscribers’ applications have been approved by the Ministry.

In Osun today, we have four (4) Nigerians who have fully paid for the houses of their choice within the estate comprising 68-Units of One (1) Bedroom, Two (2) Bedroom and Three (3) Bedroom. Nigerians and Osun State indigenes are therefore encouraged to leverage on the very many units yet to be sold.

May I reiterate and further call on all Nigerians to avail themselves with the opportunity of owning a house in the 35-States and FCT that have been completed except for Lagos State through an open access on the Ministry website. Some of the requirements for qualification to access these houses and to be uploaded on the web-portal includes:

Current Passport Photograph in JPEG or PNG format;

Most recent copy of your current tax clearance / pay slip in PDF format;

Means of Identification (National ID, Driver license, International Passport) in digital JPEG format;

Letter of recommendation from any Primary Mortgage (for Mortgage Subscribers);

Evidence of 10% initial payment deposit (for Mortgage Subscribers only).

The advantages of owning a house in our NHP Estates includes the well-spaced sizes such as one-bedroom units is about 60-70 sq. metres, Two-bedroom units 76 – 103 sq. metres and Three Bedroom Units 110 – 137 sq. metres.  These are extremely generous spaces compared to what is commonly available in the market.

The beneficiary today is therefore among the first set of Nigerians other than the 1994 Super Eagles who have been handed the keys to their houses promised by the Federal Government over 28years ago. 

I will now conclude by handing over key to the beneficiary of the sales to Nigerians in Osun State who have fully paid for his house on behalf of Mr. President, this day, Wednesday, 29th June, 2022 to the Glory of God and the benefit of Mankind.

REMARKS BY H.E. BABATUNDE RAJI FASHOLA, SAN AT THE INAUGURATION OF THE BOARD AND MANAGEMENT OF FEDERAL MORTGAGE BANK OF NIGERIA (FMBN) ON THURSDAY, 21ST APRIL, 2022

When the founders of the Federal Mortgage Bank of Nigeria (FMBN) conceived of it in the 1970s, they were clear in their minds of a few things.

One of the things was that they were creating a Bank, in every sense of the word, and that they were creating a specialized Bank, which they intended to do only one thing – to provide Mortgage Banking services.

All of these are self-evident from Section 1(i) where it was provided that:

i. There is hereby established a Mortgage Bank to be known as the Federal Mortgage Bank of Nigeria (in this Act referred to as “the Mortgage Bank”)

In Section 5 of the Act the functions of the Mortgage Bank are set out clearly as follows:

“The functions of the Mortgage Bank shall be to:

a. provide long-term credit facilities to mortgage institutions in Nigeria at such rates and such terms as may be determined by the Board in accordance with the policy by the Federal Government, being rates and terms designed to enable the mortgage institutions to grant comparable facilities to Nigerian individuals desiring to acquire houses of their own;

b. license and encourage the emergence and growth of the required number of viable secondary mortgage institutions to service the need of housing delivery in all parts of Nigeria;

c. encourage and promote the development of mortgage institutions at rural, Local, State and Federal levels;

d. supervise and control the activities of mortgage institutions in Nigeria;

e. collect, manage and administer the National Housing Fund in accordance with the provisions of the National Housing Fund Act; and

f. do anything and enter into any transaction which in the opinion of the Board is necessary to ensure the proper performance of its functions under this Act.

The powers of the mortgage Bank are set out in Section 6 as follows:

i. Without prejudice to the generality of section 5 of this Act, the Mortgage Bank shall have power to:

a. accept deposits and savings from mortgage institutions and other institutional depositors;

b. issue its own securities, including debentures and bonds under Federal Government guarantees and issue promissory notes and other bills of exchange for the purpose of raising funds from financial institutions;

c. establish a sinking fund for the redemption of securities by the Mortgage Bank and provide for contributions by it to the sinking fund;

d. carry out research aimed at improving housing patterns and standards in both urban and rural areas of Nigeria; and

e. carry out research on mortgage finance activities and the building construction industry in Nigeria;

f. provide and operate, in collaboration with reputable insurance companies, a mortgage protection system designed to guarantee liquidity to mortgage institutions as well as afford them the opportunity of having liberal premium terms; and

g. do anything and enter into any transaction which in its opinion is necessary to ensure the proper performance of its functions under the Act.

Ladies and Gentlemen, I have taken time to address the Law setting up the institution you have been appointed to administer, so as to leave you in no doubt whatsoever, as to what your mandate and purpose is.

As a creature of Law, you are forbidden from making the Bank do anything that the Law does not authorize it to do, and you can become individually and corporately liable for non-compliance with the Law.

This has become the important starting point for my inauguration remarks because in the tenure of previous Boards and Managements before this Administration, the Bank has been made to do things the Law did not contemplate and this has resulted in hobbling liabilities which I regret to inform you that you must now confront and resolve.

In addition I expect this Management and Board to bring to a Lawful end, all other ventures into which the Bank has dabbled which are not supported by Law.

I expect this to happen through due process, supported by Legal consultations, Board debates and decisions and Ministerial or Presidential approvals as may be necessary.

Your primary mandate is to re-position this Mortgage Bank as the pre-eminent Mortgage Bank for Nigeria as envisioned by the founders.

This is why you will see that majority of the Members of the Board are either Bankers by training or Bankers by work experience spanning several decades.

The reason is clear, all the regulatory obligations that the Bank has to the Central Bank of Nigeria (CBN) must be complied with.

I would advise that the Board and Management should at the earliest opportunity engage with the CBN and agree a Schedule of Compliance and Implementation of all reform initiatives including the computerization of the operations of the Bank which has begun.

As you will see, not only is there a prevalence of Bankers amongst your ranks, there is diversity of ethnicity, gender and religion.  Every Zone of the 6 Zones in Nigeria is represented and from 1 female member, we now have 3 female members of the Board.

Please let me be also very clear that this is a huge privilege for you as it has been for me, to be amongst the few Nigerians involved in the public service of our country.

It is not an opportunity for self-help but an opportunity to help others, especially to own a home, by rendering selfless service.

Therefore, I will share with you the advice I have shared recently with an institution I inaugurated last week.

We are not in our homes; we are in a public space, where we have to work with others in a team to achieve results.  Those other people may not speak like us or dress like us, or even eat what we eat or pray like us.  But they are part of us, a part of the diversity that we have been enriched with.

If we manage our ego, we will realize that they are not different from us and we have a lot in common and we can learn a lot from each other.

Remember as Ryan Holiday said in his book, “ego is the enemy.”

Please manage your individual ego and help us to solve the problem of access to housing and do not become the problem.

Let me be clear that the Ministry will give you every reasonable and lawful support but we will not hesitate this time to recommend to Mr. President, the removal of any nominee who falls short of the standards, or becomes a problem.

In other words, your tenure of 4 years on the Board and 5 years on the Management Committee are not guaranteed but subject to performance.

In addition to all your responsibilities, I expect you to quickly advert your attention to the completion of the over 2,000 Housing Units at various levels of completion under the Ministerial Pilot Housing Scheme.

I cannot end my remarks without a word of gratitude to the immediate past Board and Management for their service which is deeply appreciated and will not be forgotten.

On behalf of President Muhammadu Buhari, it is my honour and pleasure to inaugurate the Board and Management of the Federal Mortgage Bank of Nigeria as now reconstituted.

I wish you a successful tenure of service.
