Housing Ministry, NIWA, OSGoF Harmonise Positions for Effective Shoreline Regulations This is part of the resolutions of a meeting of the Technical Inter-Ministerial Committee on the Effective Control and Management of National Inland Waterways and Shorelines. The committee, comprising the Federal Ministry of Housing and Urban Development (FMHUD), the National Inland Waterways Authority (NIWA) and the Office of the Surveyor-General of the Federation (OSGOF), was set up to review, harmonise and update procedures on shoreline reclamation applications, allocations and collaborative regulatory processes. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, the Managing Director of National Inland Waterways Authority (NIWA), and Surveyor-General of the Federation, set up the tripartite inter ministerial technical committe to carry out the assignment. This is in line with the directives of His Excellency, President Bola Ahmed Tinubu, GCFR, and the aspirations of the Renewed Hope Agenda. The inter ministerial technical committee meeting focused on strengthening inter-agency collaboration, enhancing transparency and safeguarding the national interest in the administration of Nigeria’s shoreline and inland waterways assets. Following extensive deliberations, the Committee approved a unified Standard Application Procedure (SAP) to guide all shoreline allocations, reclamation requests and related approvals, in order to ensure uniformity, accountability and transparency. Under the new framework, all shoreline applications shall commence with the submission of a Letter of Intent to the Federal Ministry of Housing and Urban Development, to be followed by a mandatory joint inspection by FMHUD and NIWA, with the participation of the applicant. The Committee further resolved that provisional allocations shall be based strictly on survey data jointly validated and charted by surveyors from FMHUD, NIWA and the Office of the Surveyor-General of the Federation, in order to prevent encroachment into navigational channels, avoid overlapping grants and safeguard national spatial integrity. In addition, all existing shoreline grants-whether new, active, dormant or pending-shall be subjected to immediate review in line with the newly approved Standard Application Procedure. In accordance with earlier Presidential directives, any approval granted in previous years without evidence of payment of statutory assessed fees has been revoked. For high-sensitivity locations, including Banana Island, the Committee directed that no new approval or extension shall exceed boundaries jointly established by FMHUD, OSGoF and NIWA, adding that strict compliance shall be enforced. To strengthen process integrity and eliminate delays, the Committee approved a mandatory processing timeline of fourteen (14) days for each stage of the shoreline application and approval process. All Provisional Offer Letters shall henceforth carry clear expiration clauses, while non-compliance by officers or applicants shall attract appropriate administrative and regulatory sanctions. The resolutions of the Committee supersede all previous communications, directives, circulars and guidelines issued by any Ministry, Department or Agency in respect of shoreline reclamation, allocation, survey validation and related regulatory matters. The Committee commended the participating agencies for their cooperation and reaffirmed its commitment to a transparent, coordinated and sustainable framework for the management, protection and orderly development of Nigeria’s inland waterways and shorelines.

Ministry of Housing and Urban Development (FMHUD), National Inland Waterways Authority (NIWA) and Office of Surveyor-General of the Federation (OSGoF) have come up with a unified and transparent framework for the effective control and management of national inland waterways and shorelines.
Housing Ministry To Create Task Team On Properties, Lands, Ground Rent in States * Regular field supervision, communication by states' controllers would provide needed update - Belgore The Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Shuaib Belgore has informed of the Ministry’s intention to create a Task Team in every state to ensure proper audit of the Ministry's properties and land in the states of the Federation, as well as look into the collection of ground rent on those properties. Dr. Belgore, stated this during his interactive session with the 36 states and FCT Federal Controllers of Housing, held at the Ministry's Headquarters in Abuja. Belgore explained that the task team will include the controller in every state, representatives from the state and Federal Housing Authority, with the Surveyor -General of the Federation as the Chairman of the Task Team. He assured them of his readiness to providing them with the resources they would need to execute their jobs so that they would not have excuse for not doing them correctly, adding that portion of the revenue will be retained for fieldwork and evaluation. On the relevance of the assignment, he stated that "field audits and professional oversight will ensure quality and efficiency", stressing that the importance of regular field supervision and open communication by the controllers would provide needed update to the headquarters on state-level activities. While charging the states' controllers on teamwork for the ministry to be effective in the discharge of its mandate, he described teamwork, hard work, and quality in project execution as essential elements to achieving successes. " The ministry’s effectiveness depends significantly on the collaboration and dedication of its state housing controllers", he stated. He acknowledged the vital role of the Federal Controllers in coordinating the ministry’s projects in the states and ensuring their seamless execution. Accordingly, Dr. Belgore highlighted the necessity of hands-on field experience, noting that effective project management cannot be learned in an office setting, but rather through active engagement on project's sites, informing that their task would include training and mentoring of new officers when the time comes. While expressing concern over the ministry’s human capacity challenges, giving that many officers were close to retirement, he mentioned that the ministry is planning to engage experienced professionals and implement training and mentoring programs of which the Federal Controllers will be involved in field training due to their wealth of experience. On their part, the Federal Controllers requested the Ministry to renew the contracts of facility managers for projects in the states to avoid being vandalised by miscreants. Earlier, Director, Human Resources in the Ministry, Akinola Adeshina, said the meeting summoned at the behest of the Permanent Secretary was to ensure synergy between the headquarters and Federal Controllers. The engagement with state controllers indicates a hands-on approach to addressing operational challenges and enhancing efficiency at both federal and state levels. ...
Belgore Receives NIA's Leadership On Courtesy visit, Pleadges Enhanced Collaboration, Culture of Hardwork Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Shuaib Belgore has played host to the leadership of the Nigerian Institute of Architects (NIA) on a courtesy visit to his office, and pledged enhanced working Collaboration and culture of hardwork with the institute. Dr Belgore expressed delight over the visit and the pledge of closer collaboration by the NIA, assuring that the Ministry would give all necessary support to the institute to ensure high standard in the construction industry . While showing concern over the dispute preventing the registration of architects over a period close to 10 years, Dr. Belgore promised to double effort to ensure resolution of all issues in no distant time. “Next week we are going to Lagos for a retreat. I’m sure you would get an invitation to be part of it, perhaps while there, we will resolve all this in the meeting and sort everything out so that our children can get registered.” he stated. Reacting on closing the housing deficit, sustainable urban planning, affordable housing and community engagements raised by the NIA, the Permanent Secretary noted that they are issues that aligned with the presidential deliverables of the Ministry and encouraged the partnership of the institute with the ministry in that regard. On the other hand, Dr Belhore frowned at the menace of building collapses particularly in newer constructions, emphasizing on the need to improve the quality of building materials and adhering to standards in order to correct the hazard. He disclosed that the Ministry is looking into the standardizing certification for artisans into construction, “we are building schools and we want to have a situation where every artisan has a certification”. Accordingly, the Permanent Secretary explored the possibility for the ministry establishing an agency for building material standards that would be saddled with the issuance of building material standard certificates. Belgore also emphasized the importance of team work in moving the Ministry and Country forward by providing excellent service to Nigerians. Speaking earlier, the President of the Nigerian Institute of Architects (NIA), Arc. Mobolaji Adeniyi, reaffirmed the institute’s commitment to addressing the nation’s housing and urban development challenges through strategic collaboration with the Federal Ministry of Housing and Urban Development. Arc Adeniyi emphasised the crucial role of effective partnership in solving Nigeria’s housing deficit, highlighting the readiness of the institute to introduce innovative designs, promote the use of sustainable materials, and enhance community engagement to create more inclusive and resilient urban spaces. As part of efforts to ensure quality and safety in the construction industry, Adeniyi requested that the Building Materials Standards Organization be moved to the Federal Ministry of Housing and Urban Development from the Standard Organization of Nigeria (SON), saying that, it will strengthen regulatory oversight, tackle the proliferation of substandard building materials, and curb the increasing cases of building collapses across the country. ...

Ahmed Dangiwa, has reiterated the commitment of the Federal Government to fostering a dispute-free environment in Nigeria’s construction industry. The Minister made this assertion while receiving members of the Institute of Construction Industry Arbitrators (ICIArb), at the Ministry’s Headquarters in Abuja today. The Institute of Construction Industry Arbitrators (ICIArb), is a leading arbitral institution dedicated to resolving disputes in Nigeria’s construction sector. The minister acknowledged the institute’s expertise in alternative dispute resolution mechanisms, such as arbitration, mediation, and conciliation, saying that it provides a robust framework for resolving disputes in a timely, cost-effective, and amicable manner. “By promoting a culture of dispute-free construction, we can ensure that our housing and infrastructure projects are delivered on time, within budget, and to the highest standards of quality, he stated. Dangiwa made reference to the approval for the insertion of the ICIArb arbitration clause in building contracts during the 12th Meeting of the National Council on Lands, Housing, and Urban Development held in Kaduna State, saying it was a notable milestone in the collective efforts to streamline dispute resolution mechanisms in the construction industry. According to the Minister, the clause applies to building contracts, tenancy agreements, leases, and facility management contracts to reduce litigation and ensure smoother project execution. While emphasizing that delays caused by bureaucracy and contractors prioritizing financial gains over project completion often leads to cost overruns and budget inefficiencies, Dangiwa assured that the ministry was implementing strategies to ensure timely project execution and delivery. Accordingly, he called for stronger partnerships among relevant stakeholders in the built environment so as to create enabling environment for the construction industry, pointing out that capacity-building initiatives and public awareness campaigns would drive industry excellence and efficiency. Speaking earlier, the President of the ICIArb, Chief Felix Okereke Onyeri, requested partnership with Ministry in order to promote seamless dispute resolution culture in the housing sector. 1. It is my great pleasure to welcome you all to this noteworthy event in the affairs of our National life. I particularly welcome the beneficiaries of the sales of the Houses built under the first phase of the National Housing Programme Initiative. On behalf of the Honourable Minister Babatunde Raji Fashola SAN, Directors and Heads of Units, Federal Ministry of Works & Housing, I welcome you all to this event.
2. As part of President Muhammadu Buhari’s developmental agenda of addressing Housing needs in Nigeria, the Federal Government inaugurated a pragmatic National Housing Programme (NHP) for the construction of acceptable and affordable houses nationwide. The Programme is being implemented by the Ministry of Works and Housing, under the leadership of the Honourable Minister, Mr. Babatunde Raji Fashola, SAN. It is a Programme borne out of the present Government's desire to provide affordable housing for its citizenry.
3. The Ministry has successfully constructed housing schemes under this Programme in 35 States, except for Lagos State where land has not been donated by the state government for the programme. The housing types currently available for sale to all Nigerians through the Ministry web portal at https://nhp.worksandhousing.gov.ng/ comprise of 1 Bedroom, 2 Bedroom and 3 Bedroom semi-detached bungalows and condominiums. The Philosophy behind the National Housing Programme is the provision of pilot scheme that is affordable, accessible and acceptable as contained in the National Housing Policy. The approach to the design and use of materials takes cognizance of the cultural and climatic peculiarities of the regions while responding also to the tenets of the Building Energy and Efficiency Code (BEEC) being championed by the Ministry.
4. The NHP initiative has engaged over 1,500 building contractors under phases I, II and III of the programme since the inception in 2016 and over 15,000 and 55,000 direct and indirect jobs have been created respectively. During this period, the Ministry is undertaking the construction of over 6,000 housing units in 45 sites, out of which 2,665 units have been completed in 35 States and FCT.
5. At this juncture, I welcome you all once again to the handing over of keys to Nigerians who have complied with the requirements of the sales and have fully paid for the houses in Osun State.

On behalf of the Federal Government of Nigeria and President Muhammadu Buhari, I bring glad tidings and best wishes to the people and Government of Osun State.
We gather together to harvest the fruit of our investment and to commemorate the formal handover of keys to first set of beneficiaries on the sales of completed Phase 1 of the National Housing Programme which was commissioned on Monday, 14th March, 2022 by Mr. President.
As we head towards the end of President Muhammadu Buhari’s tenure of office, I am happy to also say that we have entered a season of completion and Handover of keys to beneficiaries in 35-States and the FCT to Nigerians who have successfully subscribed through the open Ministry’s website at https://nhp.worksandhousing.gov.ng/ for the sales of these completed houses. We have therefore offered all these housing units to members of the general public in a non-discriminatory way by opening the Portal to ensure that those interested are not inhibited by any artificial obstacles and allocations will be made on the basis of those who apply and pay on a first come, first served basis. While we welcome those who can afford to pay outright, it is not a condition for eligibility and we have offered flexible payment options like Mortgages and Rent-to-Own which we encourage applicants to pursue.
It may interest to know that the web-portal was launched on 12th November, 2021 and has received 12,387 applications from Nigerians who have created personal account profile on the website, out of which 694 Subscribers’ applications have been approved by the Ministry.
In Osun today, we have four (4) Nigerians who have fully paid for the houses of their choice within the estate comprising 68-Units of One (1) Bedroom, Two (2) Bedroom and Three (3) Bedroom. Nigerians and Osun State indigenes are therefore encouraged to leverage on the very many units yet to be sold.
May I reiterate and further call on all Nigerians to avail themselves with the opportunity of owning a house in the 35-States and FCT that have been completed except for Lagos State through an open access on the Ministry website. Some of the requirements for qualification to access these houses and to be uploaded on the web-portal includes:
Current Passport Photograph in JPEG or PNG format;
Most recent copy of your current tax clearance / pay slip in PDF format;
Means of Identification (National ID, Driver license, International Passport) in digital JPEG format;
Letter of recommendation from any Primary Mortgage (for Mortgage Subscribers);
Evidence of 10% initial payment deposit (for Mortgage Subscribers only).
The advantages of owning a house in our NHP Estates includes the well-spaced sizes such as one-bedroom units is about 60-70 sq. metres, Two-bedroom units 76 – 103 sq. metres and Three Bedroom Units 110 – 137 sq. metres. These are extremely generous spaces compared to what is commonly available in the market.
The beneficiary today is therefore among the first set of Nigerians other than the 1994 Super Eagles who have been handed the keys to their houses promised by the Federal Government over 28years ago.
I will now conclude by handing over key to the beneficiary of the sales to Nigerians in Osun State who have fully paid for his house on behalf of Mr. President, this day, Wednesday, 29th June, 2022 to the Glory of God and the benefit of Mankind.
