Housing Minister Reaffirms Commitment to Sustainable Housing Delivery for Nigerians The Honourable Minister of Housing and Urban Development, Engr. Muttaqha Rabe Darma, has reaffirmed the Federal Government's commitment to the timely delivery of sustainable and affordable housing projects to improve the welfare of Nigerians . The Minister stated this on Thursday, April 30, 2026, during a familiarization visit to the Renewed Hope Housing Project for military personnel as well as the Renewed Hope City Housing Estate, Karsana in Abuja. Speaking during the visit, Engr. Darma described the projects as strategic interventions under the Renewed Hope Agenda of President Bola Ahmed Tinubu’s administration, noting that the initiative represents one of the most significant housing legacies for members of the Armed Forces. According to him, the military housing project, comprising about 1,550 housing units, is being developed with essential infrastructure and facilities including road networks, water supply, schools and sporting facilities to provide a conducive living environment for beneficiaries. “The visit has provided us the opportunity to assess the level of work on site. This project is a major legacy initiative of the present administration for military personnel, and we are impressed with the level of development and supporting infrastructure being put in place,” the Minister stated. Engr. Darma emphasized the need for timely completion of the projects, assuring that the Ministry would sustain close monitoring and supervision to ensure quality, durability and compliance with approved standards. He further stressed that President Bola Ahmed Tinubu places high priority on the provision of affordable and sustainable housing for Nigerians, adding that the Ministry remains committed to delivering on its mandate under the Renewed Hope Agenda. “Mr. President relies on the Ministry to deliver affordable and sustainable housing for Nigerians, and we are fully committed to achieving that mandate,” he added. The Minister was informed that the Renewed Hope Housing Estate for military personnel, being executed under a Public-Private Partnership arrangement by Brains and Hammers Limited, has attained about 70 percent completion, while the developers projected a three-month timeline for delivery despite having seven months within the contractual schedule. Similarly, the 2,744-unit Karsana Housing Estate is nearing completion. The Minister commended the project financiers, the Federal Mortgage Bank of Nigeria and Family Homes Funds Limited, for their support towards the successful execution of the project. Engr. Darma also lauded the consultants and contractors handling the projects for their dedication and professionalism, while urging them to maintain high standards and imbibe a strong maintenance culture to sustain the Renewed Hope Housing initiative. The Minister further noted that the Karsana Housing Project has significantly contributed to job creation, with over 15,000 skilled and unskilled workers engaged during the course of the project. Upon assuming office, Engr. Darma had pledged to build on the achievements already recorded in the housing sector, assuring Nigerians of his commitment to expanding access to affordable housing and promoting sustainable urban development across the country. Dangiwa Reads Riot Act to Renewed Hope Housing Developers * Warns of blacklisting non-performing contractors and demolition of substandard works The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has issued a stern warning to developers handling Renewed Hope Housing Projects across the country, urging them to ensure timely delivery and strict adherence to quality standards. Speaking during a status review meeting with developers on ongoing housing projects in several states, the Minister made it clear that the Federal Government will not tolerate negligence, substandard execution, or delays in project delivery. “This administration is committed to doing things differently. Do not assume it’s business as usual. It is not. If you signed a contract with the government, you must deliver accordingly,” the Minister stated emphatically. Arc. Dangiwa declared that non-performing contractors risk being blacklisted—not just from future housing projects with the Ministry, but from all Federal Government housing and infrastructure contracts. He also warned that any substandard structures discovered on project sites will be demolished and the responsible contractors sanctioned. “We are not just building houses, we are building homes. If you collect government funds, you must deliver results. We will not fold our arms and allow incompetence or bad faith to derail the Renewed Hope Agenda,” he said. While expressing appreciation for developers who have shown commitment and professionalism, the Minister reaffirmed the Ministry’s determination to honour all contractual obligations—provided that quality and timelines are respected. DANGIWA REAFFIRMS COMMITMENT TO SUPPORTING QUANTITY SURVEYORS REGISTRATION BOARD * says board's expertise in cost control, contract administration, procurement auditing, more critical than ever Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has reaffirmed the commitment of the Ministry to supporting the Quantity Surveyors Registration Board of Nigeria (QSRBN,) in order to effectively fulfill its statutory functions. The Minister made this known, Tuesday, 15th April, 2025, when the members of the Quantity Surveyors Registration Board of Nigeria (QSRBN), paid him a courtesy visit at the Ministry’s Headquarters, in Abuja. He acknowledged the role of the QSRBN in the collective efforts to reposition Nigeria’s housing and construction sector for greater efficiency, accountability, and professional excellence, saying that the quantity surveying profession was essential to ensuring cost transparency, value for money, and fiscal discipline in the execution of construction projects. “At a time when we are pushing aggressively to deliver on the Renewed Hope Housing Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, your expertise in cost control, contract administration, and procurement auditing is more critical than ever”, he explained. While commending the Board for its professionalism, Dangiwa urged them to take their regulatory oversight role seriously by ensuring proper training and licensing of professionals to practice ethically, stating that it was a sure way of safeguarding the integrity of the profession and supporting the government’s agenda of eliminating waste, corruption, and substandard practices in the built environment. The Minister emphasized on the role of the QSRBN in contributing to the sector's development and providing procurement standards, cost estimating methodologies, and benchmarking practices that align with international best practices. “We will also count on your support in strengthening quality assurance and control on our project sites nationwide, particularly under the Renewed Hope Housing Programme, the National Urban Renewal and Slum Upgrade Programme, and the Building Materials Manufacturing Hubs we are working to establish across the six geopolitical zones”, he added. Arc. Dangiwa further encouraged the Board to work closely with the ministry to deepen collaboration, transparency and accountability in housing delivery. On concerns raised by the President of the QSRBN, the Minister gave the assurance that the issues around funding for the Board as well as recovering their hijacked plots of land would be checked and resolved. Accordingly, on the issue of establishing a Building and Engineering Construction Commission under the oversight of the Ministry, Arc. Dangiwa as well promised that it would be looked into. Speaking earlier, the President of the Quantity Surveyors Registration Board of Nigeria (QSRBN), QS. Obafemi Onashile, brought the Minister up to speed with the achievements of the Board since it’s inauguration by the Minister, such as registration of qualified quantity surveyors, organizing of 2024 annual assembly for registered Quantity Surveyors, speedy accreditation of Quantity Surveyor programs in Universities and Polytechnics, among others. He appealed for the Minister’s intervention on some challenges facing the board which includes funding, possession of the Board’s allocated plots of land, lack of coordination and cohesion in the construction industry, awaiting of the Minister’s signature for the update of the regulation of the QSRBN, and more. QS. Onashile further gave some recommendations for the construction sector such as; the establishment of a Building and Engineering Construction Commission under the Housing Ministry for effective regulation of the industry, the need for stricter controls over buildings and structures higher than nine meters. Others are the need to recognize construction health, safety, and environment as an independent qualification, complete professional documentation of all high strictures, need for government construction contracts to have adjudication as the most straightforward route for resolving disputes, among others. The QSRBN President also invited the Honourable Minister for the Board’s 2025 annual QS assembly coming up on the 14th and 15th of May, 2025, as the chairman and guest of honour to declare the Assembly open. Also present during the courtesy visit, the President of the Nigeria Institute of Quantity Surveyors (NIQS), QS. Nzekwe Kene Christopher, presented some reform recommendations that would enhance the Nigerian construction industry. The recommendations include enacting a robust legal framework for construction contracts and robust implementation, establishing specialized construction courts, reviewing of the Federal Housing Authority law for affordable housing, and creating a Construction Industry Development Board, among others. FG To Launch Renewed Hope Social Housing Programme * 100 housing units each in 774 LGAs * Programme third component of broader Renewed Hope Housing initiative of President Tinubu's administration * NSHP reflects President's commitment in ensuring even the most vulnerable Nigerian owns a livable home - Dangiwa The Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has revealed that the much- talked about Renewed Hope Social Housing Programme will soon be launched by President Bola Ahmed Tinubu as part of initiatives to address the housing needs of Nigerians, regardless of class or income level. The Minister made this known while receiving a delegation from Creative Sphere Limited at the Ministry’s headquarters in Mabushi on Wednesday, April 8, 2025. Arc. Dangiwa explained that the Renewed Hope Social Housing Programme is designed to provide homes for low-income earners, the unemployed, vulnerable groups, and Internally Displaced Persons (IDPs), covering both the formal and informal sectors. In addition, the Federal Government plans to construct 100 housing units in each of the 774 local government areas across the country, amounting to a total of 77,400 units. The construction is expected to be completed within one year from the date of launch. Describing the programme as visionary, the Minister noted that it reflects President Tinubu’s commitment to ensuring that every Nigerian has access to decent housing, saying it underscores his passion for a better Nigeria, where even the most vulnerable can own a livable home. Arc. Dangiwa further disclosed that the programme will be funded through the Renewed Hope Infrastructure Development Fund (RHIDF). On the structure of the housing estates, he stated, “Each estate will be equipped with auxiliary facilities such as recreational areas, a primary school, a police outpost, a clinic, and a shopping mall.” Regarding the allocation of the houses, the Minister explained that 80% of the houses will be sold to Nigerians living in the local government areas who earn a living wage, adding that interested individuals will be required to contribute one-third of their monthly income. “Anyone earning as low as N30,000 per month will be able to purchase a house, as they will only need to pay N10,000 monthly, which is one-third of their earnings. Similarly, someone earning N90,000 will pay N30,000.” he explained. According to the minister, the remaining 20% of the housing units will be allocated free of charge to citizens with low or no income, such as widows, orphans, and others identified as vulnerable in society. Arc. Dangiwa also highlighted that the Renewed Hope Social Housing Programme is the third component of the broader Renewed Hope Housing initiative, which includes the Renewed Hope Housing Estates and Renewed Hope Cities, bringing the total to three components. He stated that the Renewed Hope Cities are being developed in seven locations: the Federal Capital Territory (FCT), and one city in each of the six geopolitical zones—Rivers (South-South), Lagos (South-West), Enugu (South-East), Nasarawa (North-Central), Kano (North-West), and Maiduguri (North-East). These projects are under a Public-Private Partnership (PPP) arrangement. Under the Renewed Hope Estates initiative, the Federal Government plans to build 250 housing units in each of the 30 state capitals across Nigeria. “We are constructing 250 units, taking two capital cities from each geopolitical zone, making a total of twelve. These are funded through the Federal budget, and this year, we intend to expand further,” he said. In response to a partnership proposal for the upcoming Real Estate Innovation and Investment Carnival by Creative Sphere Limited, the Minister lauded the initiative. He noted that the carnival, roadshow, and award night are excellent avenues to promote the housing sector and enhance the visibility of the Ministry's programmes. Earlier in the meeting, Chairman of Creative Sphere Limited, Mr. Monday Ogedengbe, told the Minister that their visit was to seek collaboration with the Ministry for the upcoming event scheduled for later this year. He noted that Creative Sphere aims to highlight the role of real estate in national economic growth by bringing a carnival-style awareness campaign to the sector, both nationally and internationally. Ogedengbe outlined key initiatives to be launched, including the Association of Women in Real Estate, Youth Access to Homes, and a Diaspora Investment Desk, emphasizing that collaboration with the Ministry would boost public acceptance. REMARKS BY H.E. BABATUNDE RAJI FASHOLA, SAN AT THE INAUGURATION OF THE BOARD AND MANAGEMENT OF FEDERAL MORTGAGE BANK OF NIGERIA (FMBN) ON THURSDAY, 21ST APRIL, 2022
When the founders of the Federal Mortgage Bank of Nigeria (FMBN) conceived of it in the 1970s, they were clear in their minds of a few things.
One of the things was that they were creating a Bank, in every sense of the word, and that they were creating a specialized Bank, which they intended to do only one thing – to provide Mortgage Banking services.
All of these are self-evident from Section 1(i) where it was provided that:
i. There is hereby established a Mortgage Bank to be known as the Federal Mortgage Bank of Nigeria (in this Act referred to as “the Mortgage Bank”)
In Section 5 of the Act the functions of the Mortgage Bank are set out clearly as follows:
“The functions of the Mortgage Bank shall be to:
a. provide long-term credit facilities to mortgage institutions in Nigeria at such rates and such terms as may be determined by the Board in accordance with the policy by the Federal Government, being rates and terms designed to enable the mortgage institutions to grant comparable facilities to Nigerian individuals desiring to acquire houses of their own;
b. license and encourage the emergence and growth of the required number of viable secondary mortgage institutions to service the need of housing delivery in all parts of Nigeria;
c. encourage and promote the development of mortgage institutions at rural, Local, State and Federal levels;
d. supervise and control the activities of mortgage institutions in Nigeria;
e. collect, manage and administer the National Housing Fund in accordance with the provisions of the National Housing Fund Act; and
f. do anything and enter into any transaction which in the opinion of the Board is necessary to ensure the proper performance of its functions under this Act.
The powers of the mortgage Bank are set out in Section 6 as follows:
i. Without prejudice to the generality of section 5 of this Act, the Mortgage Bank shall have power to:
a. accept deposits and savings from mortgage institutions and other institutional depositors;
b. issue its own securities, including debentures and bonds under Federal Government guarantees and issue promissory notes and other bills of exchange for the purpose of raising funds from financial institutions;
c. establish a sinking fund for the redemption of securities by the Mortgage Bank and provide for contributions by it to the sinking fund;
d. carry out research aimed at improving housing patterns and standards in both urban and rural areas of Nigeria; and
e. carry out research on mortgage finance activities and the building construction industry in Nigeria;
f. provide and operate, in collaboration with reputable insurance companies, a mortgage protection system designed to guarantee liquidity to mortgage institutions as well as afford them the opportunity of having liberal premium terms; and
g. do anything and enter into any transaction which in its opinion is necessary to ensure the proper performance of its functions under the Act.
Ladies and Gentlemen, I have taken time to address the Law setting up the institution you have been appointed to administer, so as to leave you in no doubt whatsoever, as to what your mandate and purpose is.
As a creature of Law, you are forbidden from making the Bank do anything that the Law does not authorize it to do, and you can become individually and corporately liable for non-compliance with the Law.
This has become the important starting point for my inauguration remarks because in the tenure of previous Boards and Managements before this Administration, the Bank has been made to do things the Law did not contemplate and this has resulted in hobbling liabilities which I regret to inform you that you must now confront and resolve.
In addition I expect this Management and Board to bring to a Lawful end, all other ventures into which the Bank has dabbled which are not supported by Law.
I expect this to happen through due process, supported by Legal consultations, Board debates and decisions and Ministerial or Presidential approvals as may be necessary.
Your primary mandate is to re-position this Mortgage Bank as the pre-eminent Mortgage Bank for Nigeria as envisioned by the founders.
This is why you will see that majority of the Members of the Board are either Bankers by training or Bankers by work experience spanning several decades.
The reason is clear, all the regulatory obligations that the Bank has to the Central Bank of Nigeria (CBN) must be complied with.
I would advise that the Board and Management should at the earliest opportunity engage with the CBN and agree a Schedule of Compliance and Implementation of all reform initiatives including the computerization of the operations of the Bank which has begun.
As you will see, not only is there a prevalence of Bankers amongst your ranks, there is diversity of ethnicity, gender and religion. Every Zone of the 6 Zones in Nigeria is represented and from 1 female member, we now have 3 female members of the Board.
Please let me be also very clear that this is a huge privilege for you as it has been for me, to be amongst the few Nigerians involved in the public service of our country.
It is not an opportunity for self-help but an opportunity to help others, especially to own a home, by rendering selfless service.
Therefore, I will share with you the advice I have shared recently with an institution I inaugurated last week.
We are not in our homes; we are in a public space, where we have to work with others in a team to achieve results. Those other people may not speak like us or dress like us, or even eat what we eat or pray like us. But they are part of us, a part of the diversity that we have been enriched with.
If we manage our ego, we will realize that they are not different from us and we have a lot in common and we can learn a lot from each other.
Remember as Ryan Holiday said in his book, “ego is the enemy.”
Please manage your individual ego and help us to solve the problem of access to housing and do not become the problem.
Let me be clear that the Ministry will give you every reasonable and lawful support but we will not hesitate this time to recommend to Mr. President, the removal of any nominee who falls short of the standards, or becomes a problem.
In other words, your tenure of 4 years on the Board and 5 years on the Management Committee are not guaranteed but subject to performance.
In addition to all your responsibilities, I expect you to quickly advert your attention to the completion of the over 2,000 Housing Units at various levels of completion under the Ministerial Pilot Housing Scheme.
I cannot end my remarks without a word of gratitude to the immediate past Board and Management for their service which is deeply appreciated and will not be forgotten.

On behalf of the Federal Government of Nigeria and President MuhammaduBuhari, I bring glad tidings and best wishes to the people and Government of ImoState.
We gather together to harvest the fruit of our investment and to commemorate the completion of the National Housing Programme’s Pilot in Imo State.
As we head towards the end of President MuhammaduBuhari’s tenure of office, I am happy to also say that we enter a season of completion when many projects such as this begin to bear fruit.
In 34 States of Nigeria, the Federal Government, through the Ministry of Works and Housing, has delivered projects like this with the support of the State Governors who provided the land.
Today in Imo State at Along Port Harcourt Road, Owerri, we have completed and we are handing over 68-units of Housing comprising, 24-units in condominium (1 bedroom-4, 2bedroom-16, 3 bedroom-4), 28-units 2 (TWO) Bedroom and 16-units 3 (THREE) Bedroom bungalows.
There are many things to be said about this project, from its design to the Economic impact and the social impact on this community.
In terms of design, this project is the outcome of a national survey conducted by the Ministry of Works and Housing to find out the type of houses Nigerians desired.
The survey revealed a prevalent need for bungalows in the North of Nigeria and flats in the South of Nigeria.
The survey also revealed the need for space such that our houses have one-bedroom units of 60-70 sq. metres, Two-bedroom units of 76 – 103 sq. metres and Three Bedroom Units 110 – 137 of sq. metres. These are extremely generous spaces compared to what is commonly available in the market.
This certainly ensures that the product that is delivered is acceptable to those it is intended for, while it is competitive in the market.
We have offered all these housing units to members of the general public in a non-discriminatory way by opening the National Housing Portal at https://nhp.worksandhousing.gov.ng/ to ensure that those interested are not inhibited by any artificial obstacles and allocations will be made on the basis of those who apply and pay on a first come, first served basis.
While we welcome those who can afford to pay outright, it is not a condition for eligibility and we have offered flexible payment options like mortgages and rent to own which we encourage applicants to pursue.
The story of these housing projects which are now visible and available in 34 States of Nigeria would be incomplete without the efforts of many Nigerians who contributed to its delivery.
To members of the private sector, especially Architects who volunteered their time to work with Architects and other staff of our Ministry at the conception stage to advise on the design, I thank you for your contribution to Nation building.
To my colleagues in the Federal Executive Council who supported this idea and approved the initiative; your votes have birthed fruits of development and impacted lives.
To the legislators in the 8th and 9th National Assembly and members of the Senate and House Committees on Housing, who questioned, challenged and supported us with year-on-year appropriation and undertook oversight visits to monitor progress, I believe your constituents can see from these houses, some evidence of your representation.
To our contractors, suppliers and all those employed in the building process, I thank you for contributing to nation building.
I will now conclude by inviting Mr. President to conduct the commissioning and handing over of this estate.
