 Housing Ministry, NIWA,  OSGoF Harmonise Positions for Effective Shoreline Regulations 


* Approve Unified Procedure for Shoreline Reclamation, Inland Waterways Management


Ministry of Housing and Urban Development (FMHUD), National Inland Waterways Authority (NIWA) and Office of Surveyor-General of the Federation (OSGoF) have come up with a unified and transparent framework for the effective control and management of national inland waterways and shorelines.

 

This is part of the resolutions of a meeting of the Technical Inter-Ministerial Committee on the Effective Control and Management of National Inland Waterways and Shorelines.

 

The committee, comprising the Federal Ministry of Housing and Urban Development (FMHUD), the National Inland Waterways Authority (NIWA) and the Office of the Surveyor-General of the Federation (OSGOF), was set up to review, harmonise and update procedures on shoreline reclamation applications, allocations and collaborative regulatory processes.

 

Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, the Managing Director of National Inland Waterways Authority (NIWA), and Surveyor-General of the Federation, set up the tripartite inter ministerial technical committe to carry out the assignment.

 

This is in line with the directives of His Excellency, President Bola Ahmed Tinubu, GCFR, and the aspirations of the Renewed Hope Agenda. 

 

The inter ministerial technical committee meeting focused on strengthening inter-agency collaboration, enhancing transparency and safeguarding the national interest in the administration of Nigeria’s shoreline and inland waterways assets.

 

Following extensive deliberations, the Committee approved a unified Standard Application Procedure (SAP) to guide all shoreline allocations, reclamation requests and related approvals, in order to ensure uniformity, accountability and transparency.

 

Under the new framework, all shoreline applications shall commence with the submission of a Letter of Intent to the Federal Ministry of Housing and Urban Development, to be followed by a mandatory joint inspection by FMHUD and NIWA, with the participation of the applicant.

 

The Committee further resolved that provisional allocations shall be based strictly on survey data jointly validated and charted by surveyors from FMHUD, NIWA and the Office of the Surveyor-General of the Federation, in order to prevent encroachment into navigational channels, avoid overlapping grants and safeguard national spatial integrity.

 

In addition, all existing shoreline grants-whether new, active, dormant or pending-shall be subjected to immediate review in line with the newly approved Standard Application Procedure. In accordance with earlier Presidential directives, any approval granted in previous years without evidence of payment of statutory assessed fees has been revoked.

 

For high-sensitivity locations, including Banana Island, the Committee directed that no new approval or extension shall exceed boundaries jointly established by FMHUD, OSGoF and NIWA, adding that strict compliance shall be enforced.

 

To strengthen process integrity and eliminate delays, the Committee approved a mandatory processing timeline of fourteen (14) days for each stage of the shoreline application and approval process. All Provisional Offer Letters shall henceforth carry clear expiration clauses, while non-compliance by officers or applicants shall attract appropriate administrative and regulatory sanctions.

 

The resolutions of the Committee supersede all previous communications, directives, circulars and guidelines issued by any Ministry, Department or Agency in respect of shoreline reclamation, allocation, survey validation and related regulatory matters.

 

The Committee commended the participating agencies for their cooperation and reaffirmed its commitment to a transparent, coordinated and sustainable framework for the management, protection and orderly development of Nigeria’s inland waterways and shorelines.

Dangiwa Underscores Importance of Collaboration, Innovation to Addressing Challenges of Urbanisation Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has underscored the relevance of innovation and collaboration in addressing the challenges of urbanisation.   Dangiwa spoke during a meeting with delegates from Hip City Innovation Centre, at the Ministry’s Headquarters in Abuja, Wednesday, 5th February, 2025.   HipCity Innovation Centre is a research, development and advocacy organization that focuses on strengthening youth and community resilience, fostering active citizen participation in democratic processes. They are also a member of the World Urban Campaign (UN-Habitat affiliate) and Making Cities Resilient MCR2030   The minister expressed readiness of the Ministry to partner with youth organizations in order to harness their talents and ideas, which would contribute to the creation of resilient cities and urban centers equitable and prosperous for all.   While recognizing the youths as the largest demographic and the drivers of change in Nigeria, the Minister commended their commitment to sustainable urban and housing development in Nigeria, pointing out the significance of their energy, creativity, and passion to the shaping of cities and communities.   He commended the initiative of the delegation to form a Youth Advisory Group for Housing and Urban Development, saying that it aligns perfectly with the Ministry’s vision of inclusive and participatory governance, where every citizen has a voice in the decisions that affect their lives.   Explaining further, Dangiwa recalled  “The 2024 World Cities Day event and the World Urban Forum in Cairo were important moments for us as a Ministry. They reinforced the importance of collaboration and innovation in addressing the challenges of urbanization”   Stating the opportunities and challenges presented by the growth of Nigeria’s cities, the Minister acknowledged that the young people as the dominant population of city dwellers have a unique perspective on the issues affecting urban areas, from housing affordability to transportation, environmental sustainability, and social inclusion.   Arc. Dangiwa further assured of his commitment as the Chair of the UN-Habitat Executive Board, to inclusive urbanization, as well as the Ministry’s openness to the idea of a Youth Advisory Board.   “We will work with you to holistically review the concept that you have proposed, make necessary inputs so that it is transparent, inclusive and sustainable”, he promised.   On their part, the Executive Director of the  HIPCITY INNOVATION CENTRE, Bassey Bassey, requested the Ministry to consider the constitution of a Youth Advisory Board to ensure youth participation in housing and urban development policy making, in order for their insights, priorities, and innovative ideas to reflect in national strategies.   He commended the leadership of the Minister as the Chair of the UN-Habitat Executive Board, particularly in the area of strategic plan for 2026-2029 which focuses on areas like adequate housing, issues of land, transformation of informal settlement and slum, among others.   While referencing the existence of the Youth Advisory Board at the UN Habitat level, Mr Bassey emphasized on the need for the Board at the National level, while further expressing desire for the Board to be set up within the shortest possible time in order to position the Nigerian Youths to contribute to global conversation and take local action when the strategic plan at the global level kickstarts in the year 2026.   Highlight of the visit, was the presentation of a research publication by the HIPCITY INNOVATION CENTRE on Abuja as a city for Hub. ...

Belgore Receives ARCON's Leadership, Pledges closer collaboration    The Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Shuaib Belgore has played host to the leadership of the Architect Registration Council of Nigeria (ARCON) on a visit to the Ministry, pledging to work closely with them to move the housing sector forward.   Dr Belgore, in his remarks, affirmed the importance of  Architects in nation building, saying architects turned inhabitable sites to beautiful cities for human beings to live.    He expressed his happiness to the delegation, that the lingering disputes among the professional bodies in the built environment has been resolved amicably, adding that the housing sector was now professionally stronger to deliver services.   On the closer collaboration, Belgore stated "I understand that when it comes to any structure, building, architects are extremely important, therefore you can be assured of my cooperation."    While reminding them of the ministry's projects; such as the National Housing Program and the Renewed Hope Housing Projects, he told them that he would continue to seek more clarification from their end, assuring that the Ministry will work closely with them to succeed.   Comparing the current city of Abuja to what it was when it was first created as the Nigeria's capital, Dr Belgore said that Architects had turned a forest to a beautiful liveable city through their expertise, noting that their role in nation building was very visible for everyone to see.   Speaking earlier, the ARCON President, Arch. Dipo Ajayi, who led a high - powered delegation of architects from various fields, emphasized the importance of collaboration in transforming Nigeria’s built environment.   Arch Ajayi highlighted that tapping into the wealth of experience of the Permanent Secretary would significantly impact the architectural landscape, enabling growth and innovation.    " Collaborating with the Ministry and leveraging the Permanent Secretary's expertise will take architecture to new heights and redefine Nigeria’s landscape," he stated.   Reaffirming ARCON’s readiness to contribute, Arc. Dangiwa Lauds Mr. President for FEC Approval of N31bn Access Road to Karsana Renewed Hope City   Abuja, Nigeria – Tuesday, February 4, 2025  – The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has extended his deepest appreciation to His Excellency, President Bola Ahmed Tinubu, GCFR, for his bold vision for housing development and consistent support towards achieving the goals of the Renewed Hope Agenda for housing and urban development.     This commendation follows the approval of N31.66 billion by the Federal Executive Council (FEC) for the construction of a critical access road to the 3,112 Housing Unit Renewed Hope City in Karsana, Federal Capital Territory (FCT). The approval was granted during the FEC meeting held today, following the presentation of a memo by the Honourable Minister of the Federal Capital Territory (FCT), Bar. Nyesom Wike.     The memo was in line with the Presidential Directive issued last year during the launch of the Karsana Renewed Hope City project by President Tinubu. The directive emphasized the need for proper infrastructure and accessibility to all Renewed Hope Housing Project sites across the country.     Arc. Dangiwa described the approval as a significant milestone in the Tinubu administration’s efforts to address Nigeria’s housing deficit and ensure sustainable urban development. He noted that the construction of the access road will not only ease transportation to the Karsana Renewed Hope City but also open up the axis for rapid housing development and economic activities.     “This approval demonstrates Mr. President’s unwavering commitment to providing affordable housing for Nigerians and ensuring that all Renewed Hope Housing Projects are supported with the necessary infrastructure. The construction of this road will enhance accessibility to the Karsana Renewed Hope City, making it easier for Nigerians to benefit from this landmark housing project,” Arc. Dangiwa stated.     The Karsana Renewed Hope City is a flagship project under the Tinubu administration’s Renewed Hope Housing Programme, designed to deliver 3,112 housing units to Nigerians. The project is part of a broader strategy to bridge Nigeria’s housing gap and provide decent, affordable housing for all citizens.     The Honourable Minister also commended the Honourable Minister of the FCT, Bar. Nyesom Wike, for his diligence in presenting the memo and ensuring that the project aligns with the administration’s vision. REMARKS BY H.E. BABATUNDE RAJI FASHOLA, SAN AT THE INAUGURATION OF THE BOARD AND MANAGEMENT OF FEDERAL MORTGAGE BANK OF NIGERIA (FMBN) ON THURSDAY, 21ST APRIL, 2022

When the founders of the Federal Mortgage Bank of Nigeria (FMBN) conceived of it in the 1970s, they were clear in their minds of a few things.

One of the things was that they were creating a Bank, in every sense of the word, and that they were creating a specialized Bank, which they intended to do only one thing – to provide Mortgage Banking services.

All of these are self-evident from Section 1(i) where it was provided that:

i. There is hereby established a Mortgage Bank to be known as the Federal Mortgage Bank of Nigeria (in this Act referred to as “the Mortgage Bank”)

In Section 5 of the Act the functions of the Mortgage Bank are set out clearly as follows:

“The functions of the Mortgage Bank shall be to:

a. provide long-term credit facilities to mortgage institutions in Nigeria at such rates and such terms as may be determined by the Board in accordance with the policy by the Federal Government, being rates and terms designed to enable the mortgage institutions to grant comparable facilities to Nigerian individuals desiring to acquire houses of their own;

b. license and encourage the emergence and growth of the required number of viable secondary mortgage institutions to service the need of housing delivery in all parts of Nigeria;

c. encourage and promote the development of mortgage institutions at rural, Local, State and Federal levels;

d. supervise and control the activities of mortgage institutions in Nigeria;

e. collect, manage and administer the National Housing Fund in accordance with the provisions of the National Housing Fund Act; and

f. do anything and enter into any transaction which in the opinion of the Board is necessary to ensure the proper performance of its functions under this Act.

The powers of the mortgage Bank are set out in Section 6 as follows:

i. Without prejudice to the generality of section 5 of this Act, the Mortgage Bank shall have power to:

a. accept deposits and savings from mortgage institutions and other institutional depositors;

b. issue its own securities, including debentures and bonds under Federal Government guarantees and issue promissory notes and other bills of exchange for the purpose of raising funds from financial institutions;

c. establish a sinking fund for the redemption of securities by the Mortgage Bank and provide for contributions by it to the sinking fund;

d. carry out research aimed at improving housing patterns and standards in both urban and rural areas of Nigeria; and

e. carry out research on mortgage finance activities and the building construction industry in Nigeria;

f. provide and operate, in collaboration with reputable insurance companies, a mortgage protection system designed to guarantee liquidity to mortgage institutions as well as afford them the opportunity of having liberal premium terms; and

g. do anything and enter into any transaction which in its opinion is necessary to ensure the proper performance of its functions under the Act.

Ladies and Gentlemen, I have taken time to address the Law setting up the institution you have been appointed to administer, so as to leave you in no doubt whatsoever, as to what your mandate and purpose is.

As a creature of Law, you are forbidden from making the Bank do anything that the Law does not authorize it to do, and you can become individually and corporately liable for non-compliance with the Law.

This has become the important starting point for my inauguration remarks because in the tenure of previous Boards and Managements before this Administration, the Bank has been made to do things the Law did not contemplate and this has resulted in hobbling liabilities which I regret to inform you that you must now confront and resolve.

In addition I expect this Management and Board to bring to a Lawful end, all other ventures into which the Bank has dabbled which are not supported by Law.

I expect this to happen through due process, supported by Legal consultations, Board debates and decisions and Ministerial or Presidential approvals as may be necessary.

Your primary mandate is to re-position this Mortgage Bank as the pre-eminent Mortgage Bank for Nigeria as envisioned by the founders.

This is why you will see that majority of the Members of the Board are either Bankers by training or Bankers by work experience spanning several decades.

The reason is clear, all the regulatory obligations that the Bank has to the Central Bank of Nigeria (CBN) must be complied with.

I would advise that the Board and Management should at the earliest opportunity engage with the CBN and agree a Schedule of Compliance and Implementation of all reform initiatives including the computerization of the operations of the Bank which has begun.

As you will see, not only is there a prevalence of Bankers amongst your ranks, there is diversity of ethnicity, gender and religion.  Every Zone of the 6 Zones in Nigeria is represented and from 1 female member, we now have 3 female members of the Board.

Please let me be also very clear that this is a huge privilege for you as it has been for me, to be amongst the few Nigerians involved in the public service of our country.

It is not an opportunity for self-help but an opportunity to help others, especially to own a home, by rendering selfless service.

Therefore, I will share with you the advice I have shared recently with an institution I inaugurated last week.

We are not in our homes; we are in a public space, where we have to work with others in a team to achieve results.  Those other people may not speak like us or dress like us, or even eat what we eat or pray like us.  But they are part of us, a part of the diversity that we have been enriched with.

If we manage our ego, we will realize that they are not different from us and we have a lot in common and we can learn a lot from each other.

Remember as Ryan Holiday said in his book, “ego is the enemy.”

Please manage your individual ego and help us to solve the problem of access to housing and do not become the problem.

Let me be clear that the Ministry will give you every reasonable and lawful support but we will not hesitate this time to recommend to Mr. President, the removal of any nominee who falls short of the standards, or becomes a problem.

In other words, your tenure of 4 years on the Board and 5 years on the Management Committee are not guaranteed but subject to performance.

In addition to all your responsibilities, I expect you to quickly advert your attention to the completion of the over 2,000 Housing Units at various levels of completion under the Ministerial Pilot Housing Scheme.

I cannot end my remarks without a word of gratitude to the immediate past Board and Management for their service which is deeply appreciated and will not be forgotten.

On behalf of President Muhammadu Buhari, it is my honour and pleasure to inaugurate the Board and Management of the Federal Mortgage Bank of Nigeria as now reconstituted.

I wish you a successful tenure of service.

Speech By The Hon. Minister Of Works And Housing Represented By The Director Public Building & Housing Development, Arc. Solomon Labafilo At The Commissioning Of The National Housing Programme In Imostate On 31st March, 2022.

On behalf of the Federal Government of Nigeria and President MuhammaduBuhari, I bring glad tidings and best wishes to the people and Government of ImoState.

We gather together to harvest the fruit of our investment and to commemorate the completion of the National Housing Programme’s Pilot in Imo State.

As we head towards the end of President MuhammaduBuhari’s tenure of office, I am happy to also say that we enter a season of completion when many projects such as this begin to bear fruit.

In 34 States of Nigeria, the Federal Government, through the Ministry of Works and Housing, has delivered projects like this with the support of the State Governors who provided the land.

Today in Imo State at Along Port Harcourt Road, Owerri, we have completed and we are handing over 68-units of Housing comprising, 24-units in condominium (1 bedroom-4, 2bedroom-16, 3 bedroom-4), 28-units 2 (TWO) Bedroom and 16-units 3 (THREE) Bedroom bungalows.

There are many things to be said about this project, from its design to the Economic impact and the social impact on this community.

In terms of design, this project is the outcome of a national survey conducted by the Ministry of Works and Housing to find out the type of houses Nigerians desired.

The survey revealed a prevalent need for bungalows in the North of Nigeria and flats in the South of Nigeria.

The survey also revealed the need for space such that our houses have one-bedroom units of 60-70 sq. metres, Two-bedroom units of 76 – 103 sq. metres and Three Bedroom Units 110 – 137 of sq. metres.  These are extremely generous spaces compared to what is commonly available in the market.

This certainly ensures that the product that is delivered is acceptable to those it is intended for, while it is competitive in the market.

We have offered all these housing units to members of the general public in a non-discriminatory way by opening the National Housing Portal at https://nhp.worksandhousing.gov.ng/ to ensure that those interested are not inhibited by any artificial obstacles and allocations will be made on the basis of those who apply and pay on a first come, first served basis.

While we welcome those who can afford to pay outright, it is not a condition for eligibility and we have offered flexible payment options like mortgages and rent to own which we encourage applicants to pursue.

The story of these housing projects which are now visible and available in 34 States of Nigeria would be incomplete without the efforts of many Nigerians who contributed to its delivery.

To members of the private sector, especially Architects who volunteered their time to work with Architects and other staff of our Ministry at the conception stage to advise on the design, I thank you for your contribution to Nation building.

To my colleagues in the Federal Executive Council who supported this idea and approved the initiative; your votes have birthed fruits of development and impacted lives.

To the legislators in the 8th and 9th National Assembly and members of the Senate and House Committees on Housing, who questioned, challenged and supported us with year-on-year appropriation and undertook oversight visits to monitor progress, I believe your constituents can see from these houses, some evidence of your representation.

To our contractors, suppliers and all those employed in the building process, I thank you for contributing to nation building.

I will now conclude by inviting Mr. President to conduct the commissioning and handing over of this estate.
