Belgore Assumes Office as Permanent Secretary Housing Ministry, Assures Staff of inclusiveness, team work

Dr Shuaib Mohammed Lamido Belgore has assumed office as the new Permanent Secretary, Federal Ministry of Housing and Urban Development. He replaced Dr Marcus Olaniyi Ogunbiyi who was redeployed to the Federal Ministry of Agriculture and Food Security.

 

In a brief handing and taking over ceremony today, Tuesday,  December 24th, 2024, at the Conference hall of the Housing Ministry, Dr Belgore who was redeployed from Federal Ministry of Regional Development assured the staff of his readiness to work with them as a team, stating that his pattern of leadership revolves round inclusivity.

 

" Generally, my style is that of being inclusive. I work with whom I meet on ground and want to work with you. I believe in team work, " he said.

 

Belgore enjoined the staff of the ministry to be hardworking, committed in the line of duty and embrace the culture of loyalty and transparency.

 

"  I expect hard work, commitment and loyalty." he stated 

 

Declaring his readiness to hit the ground running, Belgore has directed the Director, Planning, Research and Statistics of the Ministry to earnestly brief him on the status of the Ministry on FSCCIP and the housing sector ministerial delivery because of their importance to the current administration.

 

Belgore said, "I want to know where we are on the FSCCIP as well as the Ministerial delivery. I want to know the job ahead of me because these are the two main things I have to achieve while carrying out the mandate of the ministry."

 

Similarly, the Permanent Secretary also urged the Director, Reform Coordination and Service Delivery of the ministry to be prepared for work ahead, noting the department is responsible for the coordination of the FSCCIP. 

 

"The Director, Reform Coordination and Service Delivery, you have a lot of work to do because you have to do the coordination," he asserted.

 

Dr Belgore also advised the directors at the meeting to get the presentations on their departments ready using the template that would be circulated to them from his office.

 

"I expect presentations. Templates will be circulated, exactly what I want to know, I want that given to me," he noted.

 

On Renewed Hope Cities and Estates, the Permanent Secretary gave assurance of his commitment to ensuring successful delivery of the projects by the ministry.

 

"The Renewed Housing is a big deal. I intend to ensure that we  succeed with it. We will carry from where he has left it and we will move to the greatest height so we can achieve more," he assured.


On his part, the outgoing Permanent Secretary, Dr, Marcus Ogunbiyi informed his incoming colleague of the flagship projects of the ministry which he listed as; Renewed Hope Cities and Estates, National Housing Project, Slum Upgrade among others, adding, it is important to see that the projects succeed because they are the programme that give the ministry the name it bears, " Federal Ministry of Housing and Urban Development.

 

Dr. Ogunbiyi, expressed his appreciation to the staff and called on the management and staff of the Ministry to give the incoming Permanent Secretary all the necessary support to make him succeed , stating that if the ministry fails it is the Permanent Secretary that would take the blame.

 

He also assured the staff not be anxious of who the incoming Permanent Secretary is, assuring them they are in safe hands.

 

Earlier in a welcome remarks,  Director,  Human Resource and Management, Akinola Adesina described the Dr Murcus Ogunbiyi as a wonderful, though tough because he believes in result, person to work with while describing the incoming Permanent Secretary, Dr. Shuaib Belgore as equally a wonderful person whom he had worked with while in Federal Ministry of Interior. 

 

On ground to receive the new Permanent Secretary and witness the handing and taking over were the Directors, Heads of Developments and Units of the Ministry.

Ogunbiyi Launches Housing Ministry PMS DAY . .... Says, PMS Improves efficiency, productivity in Public Service  The Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Marcus Ogunbiyi has officially ushered in the weekly Performance Management System (PMS) Day in the Ministry of Housing and Urban Development. The launch which took place at the Ministry’s headquarters in Abuja, is in adherence to the directive from the Office of the Head of the Civil Service of the Federation, which mandates Federal Ministries, Departments and Agencies to set aside every Thursday for activities related to Performance Management System. In his keynote address, the Permanent Secretary described PMS as a tool for setting goals, appraising and monitoring of employee performance as well as delivery of institutional mandate, which provides a systematic process of planning work and providing support to employees. He lauded the timely nature of the PMS which is one the six pillars of the Federal Civil Service Strategy and Implementation Plan 2021-2025 project, emphasizing that the institutionalization, will not only improve efficiency and productivity in the Public Service but also is key to achieving the objectives of the ongoing reform initiatives and culture re-orientation in the Public Service. While noting that the PMS Day is not just a routine exercise but a call to action for all to embrace the vision of an efficient, responsive and performance-based Federal Civil Service, Ogunbiyi cautioned that it was a collective responsibility that spans all levels of officers in the Ministry including the  security personnel and janitory service providers. “Everyone has a vital role to play in ensuring that PMS is not just a beautiful policy on paper but a living organisational culture within the Federal Ministry of Housing and Urban Development”, he said. The Permanent Secretary charged the Directors as leaders of their respective departments to lead by example and set the tone for accountability and performance at departmental levels, aimed at institutionalizing PMS, so as to inspire other staff to follow suit. To the middle and junior-level officers, Ogunbiyi reminded that their dedication and hard work were the bedrock of the Ministry’s sucess, adding that the PMS is designed to recognize and reward their contributions to the vision of the Housing Ministry; he said, “I encouraged you to see this initiative as an opportunity to showcase your talents, sharpen your skills and play active roles in the development of our Ministry and Nation at large”. The Permanent Secretary acknowledged that the implementation of PMS will help the Ministry which is young, having been recently demerged from the Ministry of works, to have a robust framework to measure progress, identify areas of improvement and celebrate successes. “Iam confident that if we fully embrace the PMS, the Federal Ministry of Housing and Urban Development will set a benchmark for other Ministries to follow” he said. Earlier in his welcome address, the Director department of Planning, Research and Statistics, Mohammed Bala Saulawa, said the event marks a critical milestone in the Ministry’s ongoing efforts to implement the deliverables of PMS to enhance performance, productivity and accountability. He appreciated the visionary leadership of the Permanent Secretary and his support towards the implementation of PMS in the Ministry, as well as the Directors for their commitment to the successes recorded so far since April 2024. Mr. Saulawa called on all PMS team, particularly departmental champions to embrace the culture of change by learning the whole processes and approaches of PMS for effective implementation in their respective departments. “Champions are required to coordinate the PMS activities such as Performance Contracts, Performance Monthly Review and Performance Appraisal for each staff for onward submission to Human Resource Management Department”, he added. Also in his vote of thanks, the director department of Human Resource Management Dr. Akinola Adesina, called on the staff to sit up and embrace the PMS because it has come to stay, having replaced the Annual Performance Evaluation Report (APER) which has been scrapped from the Federal Civil Service. He called on the departments that are yet to complete the cascading process for the PMS to emulate the department of the PRS who has set the ball rolling  and complete theirs. Dangiwa Breaks Ground for 10,000 Housing Units in Enugu State   …Says state governments, private developers can play huge role in bridging housing gap   Enugu, 9th October 2024 - The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has today, 9th October 2024, performed the groundbreaking for 10,000 housing units in Enugu State. The flag-off, which had the attendance of the Executive Governor of Enugu State, Dr. Peter Mbah, is for Graceland Estate being developed by COPEN Group.   Speaking during the groundbreaking, the Minister said such projects were in line with the focus of the President Bola Ahmed Tinubu administration towards the delivery of affordable housing to Nigerians, especially by creating the enabling environment for private sector players to thrive.   "This Estate, part of the 10,000-housing unit Coal City Eastern Extension Layout, aligns with His Excellency, President Bola Ahmed Tinubu's goal to deliver quality and affordable housing to all Nigerians.   "As you may be aware, the housing challenge in our country is immense. Statistics show that to address this problem, we need to build approximately 550,000 housing units annually over the next ten years, which would require about N5.5 trillion per annum," he said.   Decrying the enormous challenge that the deficit poses, he said the situation must be perceived as an opportunity to innovate and bring about solutions that will trigger sustainable housing delivery in Nigeria not just in the short-term, but for future generations as well.   "This huge housing deficit is the result of ineffective implementation of housing policies, suboptimal performance of housing delivery institutions, an undeveloped housing market, an untapped secondary mortgage market, and, of course, a tough macroeconomic environment.   To address these issues, he said a mix of solutions are being pursued to bridge the deficit including exploring funding options, such as private sector developers, housing finance institutions— both local and international— philanthropic bodies, well-meaning Nigerians, and corporate Nigeria on board to make the necessary impact, as well as partnerships with reputable private developers.   "Like all other systemic problems hindering our nation’s development, the administration of His Excellency, President Bola Ahmed Tinubu, GCFR, is boldly and frontally addressing the housing deficit to change the narrative for good.   "Already the results are visible. In just over one year, under the Renewed Hope Cities and Estates Programme, we have commenced construction work for a total of 6,612 housing units across 13 states and the FCT, with many of these units now at advanced stages of completion. We intend to complete most of them by December, so Nigerians can begin to own these homes.   "Additionally, work has started on 3,500 housing units across three new Renewed Hope Cities, including 2,000 units in Lagos (South West) and 1,500 units in Kano (North West). In the South East, we selected Enugu for the development of a 2,000-unit Renewed Hope City, which will be delivered as part of the MoU we signed with a consortium of developers for 100,000 housing units nationwide," he added.   Commending the Governor for creating the enabling environment and making available 260 hectares in a viable location, he urged him to continue the good work he has started. "I would like to express my profound appreciation to the Executive Governor of Enugu State, His Excellency, Dr. Peter Mbah for creating an enabling environment for private sector participation in housing development in the State.    "I have been here on a couple of occassions and had series of interactions with His Excellency and I can say that he is a visionary leader who is quietly doing and accomplishing great things. Your Excellency, Enugu State is lucky to have you as a Governor. Without your Excellency’s support and encouragement, this project that we are here to perform groundbreaking for would not have been possible," he noted.   Arc. Dangiwa also commended the Managing Director/Chief Executive of Copen Group, Rev. Dr. Sullivan Chime, whom he described as a good friend, housing stakeholder, and advocate for affordable housing, for the exemple he is setting in the state and beyond.   "I have known Dr. Chime for several decades now, and throughout this time, I have never had cause to doubt his integrity, professionalism, friendship, and commitment to public service. The Graceland Estate, for which I am here to perform groundbreaking today, adds another feather to Dr. Chime’s impactful life as a reputable developer. As the Ministry of Housing and Urban Development, we are proud to be a part of this project under the broad framework of our Renewed Hope Housing Programme," he concluded.   Also speaking, Governor Mbah, represented by the Deputy Governor, Bar. Ifeanyi Ossai, hailed the initiative by COPEN Group, describing its Managing Director, Dr. Chime as an illustrious son of Enugu State. He further hailed the support of the Ministry of Housing and Urban Development for the project and for capturing Enugu State in the Renewed Hope Cities & Estates programme through the planned 2,000-unit Renewed Hope City.   Speaking further, the Governor charged stakeholders to do more to bring down the cost of housing construction. "We must invest in research. We have to find a way to creatively reduce the cost of construction by reducing our reliance on cement… I am happy that you have been able to design an approach and bring together all the parties needed to make this project affordable and accessible to our people," he said. ...

CUSTOMER SERVICE WEEK: Minister Dangiwa Charges Staff on Speed, Efficiency In Service Delivery ... Says effective service delivery,  cornerstone of good governance Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has charged staff of the ministry to embrace speed, efficiency and result while handling tasks in their various offices. The Minister gave the charge on the occassion of Customer Service Week Celeberation in the Ministry organised by the Reform Coordination and Service Improvement Department under the SERVICOM Ministerial charter. Dangiwa further encouraged the staff to be result oriented and always strive not to be the weakling in the chain of effective Service Delivery to Nigerians. The theme for the 2024  Customer Service Week is “ Above and Beyond ” and SERVICOM which is an acronym for “Service Compact”, is an initiative aimed at putting the average Nigerian at the centre of its activities to ensure satisfactory Customer Service. The Minister lauded the theme of this year’s Customer Service Week, saying it has provided a moment of reflection as the Ministry works towards the delivery of the Renewed Hope Agenda of President Bola Ahmed Tinubu. While emphasizing on the important role of the Civil Service in the effective service delivery to Nigerians, the Minister commended the Civil Service structure at the Ministry under the leadership of the Permanent Secretary, Dr. Marcus Ogunbiyi for the efforts towards achieving greater  milestones in the Ministry. He outlined some of the remarkable jobs being done by the Ministry over the past one year, aimed at actualizing the Renewed Hope Housing Agenda of the President to include; the ongoing construction of 6,612 housing units across 13 states of the Federation and FCT, with ownership options of 30-year mortgage plan, rent-to-own, installmental payments as well as outright purchase. The Minister also informed of the commencement of additional construction of 5,500 Units of Renewed Hope Cities; 2000 units in Lagos, 1500 units in Kano and 2000 units in Enugu State, adding that the launch of an online Renewed Hope Housing delivery portal was to ensure easy and transparent access of the houses purchase to Nigerians. Accordingly, Dangiwa mentioned a significant progress achieved by the Ministry in the implementation of the National Urban Renewal and Slum Upgrade which focuses on infrastructural developments; he said “53 projects are being completed, while 54 are ongoing at various level of completion”. Another notable milestone pointed out by the Minister is the collaboration of the Ministry with the World Bank to launch the National Land Registration and Titling program, aimed at addressing issues of unregistered lands in the Country. He as well informed that the framework for the National Social Housing Fund which seeks to provide decent and quality housing to the low income earners, is at advance stage of completion. Accordigly, Dangiwa expressed delight in the service award presented to him, the Permanent Secretary, and selected management and staff, further commending the professionalism and commitment of the Director overseeing the Department of Reform Coordination and Service Improvement in providing citizen centered services. He recognized that effective service delivery is the cornerstone of good governance, and further assured that the Ministry will continue to prioritize citizens’ needs and feedback in providing affordable housing for all Nigerians. Earlier in his remarks, the Permanent Secretary of the Ministry, Dr. Marcus Ogunbiyi advised the staff to take their level of commitment and activity far above and beyond to provide the needed satisfaction for the customers. He also extolled the head of the department of Reform Coordination and Service Improvement Mrs. Philips for modeling what is expected of every department of the Ministry. The Permanent Secretary mentioned that the ministry has taken some measures to ensure good service delivery, such as: a face lift in the appearance of the Ministry, provision of constant light, prioritizing staff welfare, payment of death benefits, among others. “We are doing all we can to ensure that staff put in their best to bring out a good customer -staff relationship”, he said. In her remarks, the National Coordinator and Chief Executive Officer of SERVICOM, Mrs. Nnenna Akajemeli informed that the Customer Service week which is celebrated annually is a platform to encourage and appreciate the service providers, raise awareness on the value of customer service and also reward employees. On the theme for the year “Above and Beyond”, Akajemeli stated that to be above and beyond, one has to give excellent services that inspire loyalty and satisfaction each time people come for service. She appreciated every member of staff for a job well done in providing services, and particularly applauded the innovation and digitization of the Certificate of Occupancy (C.of.O), introduced in the Housing Ministry. In her speech, the Deputy Director overseeing the department of Reform Coordination and Service Improvement Mrs. Philips-Ogoniba Ibifuro, brought to light some notable achievements of the Department since its emergence in the Housing Ministry, in March, 2024. She disclosed the provision of a work station as temporary relief to the office space challenge being faced in the Ministry, the equipment of the Ministry’s Call Centre which is yet to take-off, as well as the FMHUD Service Charter in progress, to be launched before the end of the year. Other achievements are the placement of a 55 inches Television screen at the reception of the Ministry, to disseminate information about the Ministry's Vision and Mission, as well as the Renewed Hope Homes Projects. Mrs. Philips was also delighted to inform about one of the Innovative Ideas of the Ministry from a staff, Mr. Gerald Emesonwu, the Head of Lands Information System Unit, who developed an Electronic Certificate of Occupancy (e-C.of.O), this according to her, is in compliance with the Head of Service directive for Ministries to come up with Innovative Ideas. Highlight of the event was the presentation of awards to the Honorable Minister, and the Permanent Secretary, selected Directors and staff of the Ministry as SERVICOM Ambassadors. Opening Remarks by The Hon. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, Outgoing Bureau Chair of The 42nd AGM, at The 43rd Annual General Meeting of Shelter Afrique Development Bank (SHAFDB) on Tuesday 11th June 2024 Holding At The Marriott Hotel In Kigali, Rwanda

Esteemed Guests, Honored Delegates, and Colleagues, all protocols observed,

 

1.    It is my great pleasure to welcome you all to the Shelter Afrique Development Bank’s 43rd Annual General Meeting holding here in Kigali, the Capital of Rwanda. 

 

2.    I am especially delighted to finally see so many of you, for the first time in person. Your presence here today and in the coming days demonstrates a commitment to the growth of this bank. 

 

3.    ShafDB is Africa’s housing finance bank, the only such institution that we have. It is therefore important that we all continue to give the bank all the support that it requires to grow, scale in impact and deliver on its mandate. Particularly, this support, I believe, is critical to our efforts as Ministers of Housing to leverage private sector finance towards providing affordable, decent and quality housing to our people across Africa.

 

4.    Before I go on, I would like to on behalf of the 42nd AGM Bureau and the Management of ShafDB, sincerely thank the President of the Republic of Rwanda, His Excellency, Paul Kagame, and the Government of Rwanda for agreeing to host this 43rd AGM. The beauty, neatness and orderliness of Kigali and its hospitality is simply breathtaking. 

 

5.    I would also like to extend my profound gratitude to the ShafDB Board of Directors under the leadership of Dr. Chii Akporji for their support throughout my tenure as Chairperson of the 42nd AGM Bureau. With their support, we were able to accomplish great milestones and guide the bank towards a path of clarity and reform. 

 

6.    I must also acknowledge the exceptional efforts, drive and dynamism of our Managing Director, Thierno Habib Hann. Over the course of my time as AGM Bureau Chair, I have seen Mr. Hann demonstrate an untiring dedication, innovation and leadership that I believe is necessary to achieving the goals of a transformed ShafDB. 

 

7.    I want to acknowledge and commend the contributions of ShafDB management and staff. Their collective efforts contributed significantly to the successful transition from Shelter Afrique to Shelter Afrique Development Bank. To all of you, I extend my deepest appreciation.

 

8.    I am pleased to inform you that during the Extraordinary General Assembly in Algiers, member States overwhelmingly supported the ratification of our new statutes. This consensus is a significant milestone in our journey to establish the Shelter Afrique Development Bank. Our discussions went beyond words. We recorded concrete measures to expedite the ratification process. It is important that we foster transparent dialogue about our current state and identify additional steps to enhance our progress.

 

9.    Although we anticipated completing the ratification process within a few months, we find ourselves still awaiting full ratification. As of yesterday, only a few countries had ratified the Statutes. This situation poses challenges that we must quickly address. 

 

10.    Building robust alliances is essential for our success. I thank all member States for their financial contributions and support. I am proud to report that our Bank recorded a profit last year, a feat that was once considered impossible. 

 

11.    Looking ahead, it is important that we sustain and maintain a momentum of growth. I am optimistic and anticipate that the new Chair of 43rd AGM Bureau, Hon. Dr. Jimmy Gasore, possesses the capacity to effectively guide this revitalization process. 

 

12.    Our financial report highlights our unique assets, which position us for global success. The key question is how we can best leverage these resources to benefit our member States. On this too, I am confident that the new leadership will provide the management with the support they require to maximize impact. 

 

13.    During the course of the AGM, we plan to launch a Financial Caucus of African Ministers of Housing and Urban Development. I believe that this platform will help us create synergy, tap from our collective and unique strengths to fashion out innovative ways and measures to bolster housing development in our respective countries. 

 

14.    Like I said at the EGM in Algiers, the African housing problem is for Africa to solve. And we as Ministers of Housing must recognize that we are the ones responsible to providing the solutions and driving the process towards fixing Africa’s housing challenge. What this means is that we must work together. We must share experiences, challenges, lessons and solutions. We must combine efforts in our engagements with external stakeholders and maximize our engagements. We must seek to tap the immense benefits that come from working as a unified group towards solving the African housing problem. Working in silos is no longer an option. This is because as Africans, we are one. We have a common continent; we have a common destiny, and our progress or backwardness reflects on us all. 

 

15.    At the end of this AGM, we also plan to have a Kigali Declaration to signify and communicate our collective desire to Prioritize housing development and commit to taking concrete steps towards making a substantial difference. The Kigali Declaration aims to unify our voices to achieve common goals and tackle shared challenges. It seeks to highlight to the global community the urgent need for coordinated action on climate change, emphasizing its impact on Africa.  

 

16.    It is important to state that the Kigali Declaration will not just be words on paper. We have ensured that it is based on a well-prepared roadmap for "How to Finance and Deliver," leveraging the professional expertise around Shelter Afrique Development Bank. Our aim is to make a difference. Our aim is to create impact and build a new and more progressive narrative that delivers concrete results in terms of homes for our people, jobs and economic empowerment. And this, I believe is possible. 

 

17.    Importantly, with the existential threat of climate change, the housing industry serves a key lever to achieve the climate ambition and sustainability targets of the region.

 

18.    As we deliberate during this AGM, I implore us to always strive for compromise and ensuring a commitment to upholding the laws and statutes that hold us together. As a big organization with shareholding of over 44 independent and sovereign countries, we must all commit to staying within the boundaries of what the laws state. 

 

19.    Before I conclude, I want to express my gratitude to all those who continue to participate in our collaborative efforts, despite occasional disagreements about our direction. Your commitment strengthens us and propels us forward.

 

20.    Our achievements over the past year underscore the importance of strategic planning and building strong connections. Perseverance through challenges and setbacks is crucial. This year, we have reached several objectives we can be proud of.

 

21.    Despite our successes, we must remain vigilant and not rest on our laurels. New and existing challenges will continue to emerge. It is vital to sustain our current relationships and cultivate new ones.

 

22.    Regardless of the decisions we make, I am confident that we will make them together, as a united body.

Distinguished Guests, Ladies and Gentlemen,

1.    First, I would like to thank His Excellency, the Executive Governor of Yobe State, Mai Mala Buni CON, for honoring our invitation to be a part of today’s event. 

2.    I am very excited to be here as the Hon. Minister of State representing the Hon. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa to perform the groundbreaking for a 250-housing unit Renewed Hope Estate. 


3.    The Renewed Hope Estate in Yobe comprises of 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.

4.    We have designed these housing units in a way that makes it easy and affordable for people to offtake. We have used organic designs to allow for future expansion as the income of beneficiaries increases. What this means is that the 1-bedroom can be expanded to 2 bedrooms and a 2-bedroom expandable to 3 bedrooms as the owner’s financial situation improves or he grows in service. 


5.    As we break the ground on this project, I want to charge the developers, Messrs. Katalyst Dynamics & Contracting Co. Ltd, Jikantiti Nigeria Limited, MB Yalwa Contractors Ltd, and 2 Horses Ventures Limited to ensure that they build according to specifications. I expect you to deliver a quality job because we will not tolerate substandard. We also want you to have this work finished within the next three months so that we can begin the process of getting Yobe indigenes to purchase and move in. 

6.    We have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans with up to 30-year terms provided by the Federal Mortgage Bank of Nigeria, Rent-to-Own schemes, and Outright Purchase options for those who can afford to pay upfront. 


7.    I want to state that today's groundbreaking event is part of a larger vision of His Excellency, President Bola Ahmed Tinubu, GCFR, when he launched the Renewed Hope Cities and Estates project with a 3,112-housing unit project in Karsana, Abuja, earlier this year.

8.    Under Phase One, we plan to deliver a total of 50,000 housing units across Nigeria. The cities will have between 500 - 1,000 housing units per site in one location in each of the six geopolitical zones in the country and the FCT, while the estates will have 250 units per site in the remaining thirty (30) states. 


9.    With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives and boost economic development. Statistics show that construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units we are hoping to create jobs for over 6,500 people. This is besides the economic activities including persons selling food, supplying blocks, building materials and the likes. The value chain effect is big and creates positive economic impact. 

10.    Nationwide, we currently have estates in 12 States and Cities in 3 States. The estates are sited in Katsina, Yobe, Gombe, Abia, Nasarawa, Benue, Akwa Ibom, Delta, Sokoto, Oyo, and Osun. The cities are in Abuja, Kano and Lagos. 


11.    This exercise started on Wednesday with the groundbreaking for a 250-housing unit Renewed Hope Estate in Katsina, followed by the groundbreaking for a 500-housing unit Renewed Hope City in Kano yesterday. After here, we will be proceeding to Gombe for the groundbreaking of a 250-housing unit Renewed Hope Estate. In total, we are breaking ground for 1,250 housing units across four states in Northern Nigeria. 

12.    Under the Renewed Hope Agenda of His Excellency, we are particular about giving Nigerians value for money. The funding for these projects come from the N50 billion 2023 Supplementary Budget of the Federal Ministry of Housing and Urban Development. We have already awarded contracts for 3,500 housing units in those 13 States. States that have not been covered under the 2023 Supplementary Budget will be included in the 2024 Budget, and I urge all State Governments who are yet to provide land for these projects to do so promptly.


13.    At this juncture, I also want to appreciate and thank His Excellency, the Executive Governor of Yobe State, His Excellency Mai Mala Buni CON for promptly granting our request for the provision of land at no cost. This singular action has helped us to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners. This is a dividend of responsible governance and I applaud Your Excellency for this. 

14.    Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The Groundbreaking ceremony today in Yobe state and tomorrow in Gombe state is a testament that Mr. President and indeed the Federal Government of Nigeria is committed to fulfilling promises and responsibilities to all Nigerians.
