Belgore Assumes Office as Permanent Secretary Housing Ministry, Assures Staff of inclusiveness, team work

Dr Shuaib Mohammed Lamido Belgore has assumed office as the new Permanent Secretary, Federal Ministry of Housing and Urban Development. He replaced Dr Marcus Olaniyi Ogunbiyi who was redeployed to the Federal Ministry of Agriculture and Food Security.

 

In a brief handing and taking over ceremony today, Tuesday,  December 24th, 2024, at the Conference hall of the Housing Ministry, Dr Belgore who was redeployed from Federal Ministry of Regional Development assured the staff of his readiness to work with them as a team, stating that his pattern of leadership revolves round inclusivity.

 

" Generally, my style is that of being inclusive. I work with whom I meet on ground and want to work with you. I believe in team work, " he said.

 

Belgore enjoined the staff of the ministry to be hardworking, committed in the line of duty and embrace the culture of loyalty and transparency.

 

"  I expect hard work, commitment and loyalty." he stated 

 

Declaring his readiness to hit the ground running, Belgore has directed the Director, Planning, Research and Statistics of the Ministry to earnestly brief him on the status of the Ministry on FSCCIP and the housing sector ministerial delivery because of their importance to the current administration.

 

Belgore said, "I want to know where we are on the FSCCIP as well as the Ministerial delivery. I want to know the job ahead of me because these are the two main things I have to achieve while carrying out the mandate of the ministry."

 

Similarly, the Permanent Secretary also urged the Director, Reform Coordination and Service Delivery of the ministry to be prepared for work ahead, noting the department is responsible for the coordination of the FSCCIP. 

 

"The Director, Reform Coordination and Service Delivery, you have a lot of work to do because you have to do the coordination," he asserted.

 

Dr Belgore also advised the directors at the meeting to get the presentations on their departments ready using the template that would be circulated to them from his office.

 

"I expect presentations. Templates will be circulated, exactly what I want to know, I want that given to me," he noted.

 

On Renewed Hope Cities and Estates, the Permanent Secretary gave assurance of his commitment to ensuring successful delivery of the projects by the ministry.

 

"The Renewed Housing is a big deal. I intend to ensure that we  succeed with it. We will carry from where he has left it and we will move to the greatest height so we can achieve more," he assured.


On his part, the outgoing Permanent Secretary, Dr, Marcus Ogunbiyi informed his incoming colleague of the flagship projects of the ministry which he listed as; Renewed Hope Cities and Estates, National Housing Project, Slum Upgrade among others, adding, it is important to see that the projects succeed because they are the programme that give the ministry the name it bears, " Federal Ministry of Housing and Urban Development.

 

Dr. Ogunbiyi, expressed his appreciation to the staff and called on the management and staff of the Ministry to give the incoming Permanent Secretary all the necessary support to make him succeed , stating that if the ministry fails it is the Permanent Secretary that would take the blame.

 

He also assured the staff not be anxious of who the incoming Permanent Secretary is, assuring them they are in safe hands.

 

Earlier in a welcome remarks,  Director,  Human Resource and Management, Akinola Adesina described the Dr Murcus Ogunbiyi as a wonderful, though tough because he believes in result, person to work with while describing the incoming Permanent Secretary, Dr. Shuaib Belgore as equally a wonderful person whom he had worked with while in Federal Ministry of Interior. 

 

On ground to receive the new Permanent Secretary and witness the handing and taking over were the Directors, Heads of Developments and Units of the Ministry.

Minister Gwarzo Highlights Achievements   The Minister of State for Housing and Urban Development, Abdullahi Tijjani Gwarzo has congratulated the President and Commander - in - Chief of the Nigerian Armed Forces, His Excellency President Bola Ahmad Tinubu GCFR on the occasion of commemoration of this year's  Democracy Day.   Abdullahi Tijjani Gwarzo, also congratulated Nigerians as the champions of democracy for commemoration of Nigeria's freest and widely acclaimed election held on June 12, 1993 and having uninterrupted democracy for good 25 years, adding that, it's a great milestone for the development of democratic system.   He explained that the APC-controlled administration under President Tinubu's able leadership has recorded landmark achievements that should be acknowledged and celebrated by all patriotic and progressive-minded Nigerians.   According to him such achievements include the flagging-off of the construction of 3,112 Housing units in Karsana and Abuja,the launching of the  construction of 250 Renewed Hope Estate at Katsina, Yobe, Gombe and Sokoto and 500 Renewed Hope Cities in Kano and allocation of 8,925 houses.   The Minister further stated that the planned construction of 100 housing units in all the 774 LGAs in the country under the National Housing Fund for vulnerable and underprivileged persons, the flagg-off of the construction of the Lagos to Calabar coastal road and the approved design of Sokoto to Badagry highway are another added credits to the President.   Other feats achieved by the administration in the last one year, including  improvement of the security situation in the country and the bold and patriotic steps taken to revamp the nation's economy.   He called on Nigerians to come together and work assiduously  to build a nation which our next generation will be proud of adding that what President Tinubu needs from all Nigerians is unflinching support and cooperation to take the country to greater heights.   ...

Dangiwa Harps on Innovative Housing Finance to Tackle Africa’s Affordability Crisis The Hon. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has called on African Ministers of Housing to embrace innovative housing finance solutions to address Africa’s growing housing affordability crisis affecting the 80 percent of African population. This he said is important given macroeconomic challenges and rising inflationary trends which have impacted incomes and raised the bar on housing affordability.  The Hon. Minister made this call while delivering his opening remarks at the Ministerial Roundtable themed “Innovative Financing for Housing Affordability” on the seconda day of the 43rd Shelter Afrique Development (ShafDB) holding at the Marriott Hotel, in Kigali, Rwanda. The event brought together Ministers, delegates and private sector stakeholders to explore new approaches to alleviate the continent’s housing challenges. Dangiwa highlighted Africa’s housing deficit and the housing affordability crisis affecting over 80% of Africa's population, driven by low incomes, challenging macroeconomic conditions, and escalating living costs. He underscored the critical need for affordable housing solutions targeting low and medium-income households, who are most affected by these economic pressures. “These factors make it increasingly difficult for our citizens to afford decent and quality housing. With each passing year, the affordability bar keeps getting higher. Many households that could afford housing a year ago can no longer do so because of rising cost of building material costs and static incomes. am worried about this because I believe that for us to make impact, we must find ways to design, build and facilitate delivery of affordable houses targeting the 80% of the low and medium-income percentile of our population,” he noted.  Drawing on his experience as the former Managing Director of the Federal Mortgage Bank of Nigeria (FMBN), the Chair 42nd AGM Bureau shared successful initiatives implemented in Nigeria. These initiatives include utilizing government funds to lower housing costs, engaging sub-national governments to provide land free of charge, and creating expandable housing units that can grow with homeowners' needs and financial capacity. Additionally, he highlighted the role of public-private partnerships (PPP) in facilitating collaborations with reputable developers to build affordable homes, incorporating cross-subsidy models to offer some units at subsidized rates. Furthermore, he highlighted efforts in collaboration with the Ministry of Finance to establish a N1 trillion Naira concessional financing window for developers and leveraging pension funds to provide single-digit mortgage loans were presented as key strategies. Hon. Dangiwa stressed the necessity of shifting traditional financing models towards more innovative solutions tailored to Africa's unique contexts. These include empowering low-income families with manageable loans for home improvements, unlocking capital markets to inject liquidity into the housing sector, and expanding access to credit, savings, and insurance through digital financial services, especially in underserved communities. He also acknowledged the potential of private sector-led solutions such as the Shelter Afrique Housing Solutions Fund. This initiative aims to stimulate housing demand and scale supply by providing long-term home loans to eligible buyers, in partnership with participating lending institutions and developers. “For us to move forward and move the needle, we  must have a shift in thinking and approach. We must develop a multi-dimensional strategy to solving it,” he added. Hon. Dangiwa called on all stakeholders, including governments, financial institutions, developers, community organizations, and international partners, to collaborate and share best practices. He emphasized the importance of robust policy frameworks, effective regulatory environments, and transparent governance to create a housing finance ecosystem that leaves no one behind. As the roundtable discussions continue, Hon. Dangiwa urged participants to think boldly and act decisively. Dangiwa Charges Africa's Housing Ministers to Collaborate Towards Tackling Continent's Housing Challenges at 43rd SHAFDB AGM in Kigali   Kigali, Rwanda – June 11, 2024 - The Honorable Minister of Housing and Urban Development and 42nd AGM Bureau Chair of Shelter Afrique Development (ShafDB), Arc. Ahmed Musa Dangiwa, has urged African housing ministers to work collaboratively to address the continent's pressing housing development challenges. This call to action was made during his opening remarks at the Opening Ceremony of the Bank’s 43rd Annual General Meeting (AGM) Symposium, holding at the Marriott Hotel in Kigali, Rwanda 11-13th June, 2024.   In attendance at the opening ceremony were the President of the Republic of Rwanda, Paul Kagame, represented by the Prime Minister, Hon. Dr. Edouard Ngirente, Ministers of Housing and Public Works from several African countries, organized sector and private sector players.    Stressing the importance of innovative financing, Dangiwa underscored the crucial role of ShafDB as Africa’s premier housing finance institution, stating, "ShafDB is Africa’s housing finance bank, the only such institution that we have. It is therefore important that we all continue to give the bank all the support that it requires to grow, scale in impact and deliver on its mandate." He highlighted the necessity for continued support to the bank to enable it to scale its impact and deliver on its mandate of providing affordable, decent, and quality housing across Africa.   As part of efforts to institutionalize partnerships, the Hon. Minister unveiled plans to launch a Financial Caucus of African Ministers of Housing and Urban Development during the AGM. This platform, he noted, aims to foster synergy, share experiences, and develop innovative measures to bolster housing development across African nations. He emphasized, "The African housing problem is for Africa to solve. And we as Ministers of Housing must recognize that we are the ones responsible for providing the solutions and driving the process towards fixing Africa’s housing challenge." He reiterated that solving Africa’s housing problem requires a unified approach, urging ministers to work together, share lessons, and engage with external stakeholders collectively.    “At the end of this AGM, we also plan to have a Kigali Declaration to signify and communicate our collective desire to Prioritize housing development and commit to taking concrete steps towards making a substantial difference. The Kigali Declaration aims to unify our voices to achieve common goals and tackle shared challenges. It seeks to highlight to the global community the urgent need for coordinated action on climate change, emphasizing its impact on Africa.   It is important to state that the Kigali Declaration will not just be words on paper. We have ensured that it is based on a well-prepared roadmap for "How to Finance and Deliver," leveraging the professional expertise around Shelter Afrique Development Bank. Our aim is to make a difference. And this is possible”, he noted.    Dangiwa also highlighted the critical role of the housing industry in achieving climate ambition and sustainability targets in the face of climate change. He called for a commitment to upholding the laws and statutes governing ShafDB and praised the perseverance and strategic planning that have led to significant achievements over the past year. "Our achievements over the past year underscore the importance of strategic planning and building strong connections," he noted.   Highlighting a major accomplishment, Dangiwa announced the overwhelming support from member States for the ratification of the new statutes during the Extraordinary General Assembly in Algiers. He stated, "This consensus is a significant milestone in our journey to establish the Shelter Afrique Development Bank." Despite some delays in the full ratification process, he emphasized the need to address these challenges promptly to continue the bank's growth trajectory.   The Hon. Minister expressed his gratitude to the President of Rwanda, His Excellency Paul Kagame, and the Government of Rwanda for hosting the AGM. He noted, "The beauty, neatness and orderliness of Kigali and its hospitality is simply breathtaking." Additionally, he thanked the ShafDB Board of Directors, led by Dr. Chii Akporji, for their support throughout his tenure as Chairperson of the 42nd AGM Bureau, acknowledging the significant milestones achieved under their guidance.   In addition, Dangiwa underscored the importance of building robust alliances and sustaining momentum. He expressed confidence in the incoming Chair of the 43rd AGM Bureau, Hon. Dr. Jimmy Gasore, to guide the revitalization process effectively. Remarks Of H.E Babatunde Raji Fashola SAN At The Commissioning Of FMBN-I-Connect Cooperative Housing Estate, Transekulu, Enugu, Enugu State On Tuesday 16th May 2023

Distinguished Ladies and Gentlemen:

One Hundred and Fifty Units of Housing only symbolize our Government’s very deep footprint in Housing Provision in Enugu State.

These 150 Units are part of a 404 Housing Unit Provision in Enugu State all of which have been completed.

The 404 Units represent yet another part of a larger number 1,520 units in 9 projects all of which have been completed except 3 projects.

This is part of the multi-pronged response of our Government to the challenges of multi-dimensional poverty.

A total of 1,520 new home owners in one state of Nigeria deserves attention because it represents change.

This is proof that the determination to lift people out of poverty is real.

No matter the size of the challenge and the number of people involved, a commitment such as this FMBN-I-Connect housing project, that is faithfully implemented, begins to chip away, and replace problems with solutions.

A few days ago, President Muhammadu Buhari personally opened a 748-unit Housing Estate in Zuba, Federal Capital Territory.

In the weeks and months before now, Directors of the FMBN have been doing exactly the same thing in their various estates across Nigeria.

Today on behalf of the Federal Government, the train of prosperity stops in Enugu to create 404 new home owners.

To them I say congratulations and bye-bye to poverty.

But I must tell you that these are not the only beneficiaries.

Surveyors, Architects, Construction companies, their employees, artisans, suppliers, transporters and many more involved in the construction section of the economy have benefitted directly and indirectly.

In all, well over a thousand individuals and seventy different small businesses were involved here.

Indisputably, whether President Buhari meets these people or not, and it is not likely he can meet all of them, his policies, programmes and projects have met them at their point of need.

New policy reforms have also recently been implemented with regard to title documents by digitizing the Federal Lands Registry.

After scanning 50,000 files of over 2.4 million pages, the first set of e-C of Os were presented last week Friday 12th May 2023.

This is another measure of prosperity because land with title has more value than land without.

Furthermore, our processes which used to take between 30-90 days can now be completed in 24 hours if all requirements are provided.

This is also a departure from poverty if you agree that time is money.

Of course, it follows that these title documents will become documents of critical economic inclusion as collateral for access to credit by way of mortgages or other means.

These are indisputably solid building blocks of prosperity against poverty.

A lot has been done and is being done with regard to housing provision by State Governments and the Private Sector.

While that work continues, it is my pleasure to acknowledge what FMBN and their developers have done here and elsewhere and to commission this Estate.

Remarks At The Shelter Afrique 2023 42nd AGM At The Roundtable Session Of African Ministers With The Theme “The Data Question – Which Are The Real Numbers? Harmonization Of Housing Market Data In Sub-Saharan Africa”

I would like to start my intervention by acknowledging the importance of Data as a critical development and planning tool.

The use of data for planning and decision making by those with the requisite skills, capacity and rigour can lead to predictable, orderly and measurable results.

But there are caveats.

The data must be reliable. It must be collected or gathered from verifiable sources. Its integrity must be unimpeachable.

Data can be dangerous in the hands of the unskilled. I can only equate the degree of danger to leaving nuclear weapons deployment codes in the hands of an unstable person.

It puts the entire planet in peril.

This is why I am delighted to have a speaking opportunity at this most important roundtable about the data question in the Housing market in Sub-Saharan Africa.

A pleasant news in this regard is to inform you that Nigeria will very shortly be conducting a Housing and population census across the country, and with it, we hope to gather data about our people’s housing needs and use this to plan and implement policies, programmes and projects to address any verified needs.

But while this is still in the offing, my most important message to this session is this:

“Africans should stop binging on deficits.”

I say this because all too often, we seem too eager to accept, own and propagate the worst narratives about our countries and our continent, based on data whose sources or integrity are unproven.

At one time we were referred to as the “Dark Continent,” yet our human and material resources built and are sustaining some of the most prosperous societies on earth.

But we never pushed back on the inhuman economic model that created such inequality.

Instead, we seemed too anxious to please and deploy a mindset of surrender and pity.

Thankfully, that mindset is changing, and I daresay not quickly enough.

And it is in this context that I wish to address the question of housing data.

In my tenure of office as Lagos State Governor, between 2012-2015 we delivered 200 units of houses to members of the public every month, over a three-year period.

At the same time other Governors launched and successfully executed housing projects across most of our 36 states, and so did members of the private sector.

Regrettably, it seemed that nobody was ready to take account of the delivery of even 1 (ONE) unit of housing.

There was a fixation and a binge on a supposed 17 million housing deficit; and I will say a few things about that number shortly.

The point I am making here, which needs to be repeated is that by logical and accountable use of data, if there was a need of 17 million and 1 unit was provided, one would expect that the need would reduce by 1 (ONE).

Unfortunately, that was not the case. In a seeming desperation to race to the bottom, binge on the deficit and perhaps unleash a “Nuclear War on Housing” the “deficit” grew to 19 million, later to 22 million and just a few days ago to 28 million according to announcers who cannot point to a source.

All these figures without a basis.

Of course, I took the view that as Housing Minister, my success depended on working with credible data.

So I went in search of the data.

Everybody who had asserted the deficit of 17 million that I asked about the source only pointed me further ahead, almost like the search for a house without an address.

Nobody knew where it came from, but they all loved it and were ready to assert it. Indeed, I think they might have thought that something was wrong with me about finding out the truth.

Happily, the source of the “data” of a housing deficit of 17 million did not prove eternally elusive. I eventually found where it came from.

It was in the PREFACE to the 2012 National Housing Policy signed by the Minister then in charge of the Ministry of Housing, 3 (THREE) years before I took office.

I put a telephone call through to the Minister, who admitted to the preface but said it was prepared by aides and the pressure of work did not allow sufficient vetting.

Needless to say, the Minister confirmed that the Data has no verifiable basis. Therefore, I say to those who still choose to live by it, I wish them well on a journey to the unknown from an unknown destination.

To right-thinking and well-meaning people, I urge you to sensibly disown this baseless data and invite you to let us work together like rational people, using what we know while we await the results of the National Housing and Population Census for 2023.

And to the question what do we know, I say that the last time I checked with our National Bureau of Statistics, (admittedly a few years ago), there was a reliable household survey of about 35 million households in Nigeria; a household representing one family unit.

If we set that nebulous figure of 17 million housing deficit against the verifiable household data of 35 million Households, it would suggest that almost half of the population is in deficit of housing.

I leave you all to square that circle; but my view is that this offends logic and what we know.

Is there a housing deficit?

Of course, there is. I am the first to admit it.

How should we approach it?

My view is again to use what is proven, which is that globally, more people are moving towards cities in the last 50 years than at any time before in our human existence; in a trend now defined as rapid urbanization.

We also know from economic principles that when there is an increased demand for a service, commodity or product without corresponding supply, there will be shortages and price increases. This is also verifiable.

Using these verifiable principles, I submit that the housing deficit in Nigeria and most parts of the continent and the world is more pronounced in urban centres than in rural areas.

While awaiting reliable census data, my approach has been to concentrate on housing supply and construction activities in the urban centres of our states, even as I am mindful of the existence of empty houses in the same urban centres.

I know that many of those struggling for accommodation in the cities have left one form of shelter unused or under utilized in our rural areas.

I also know that housing provision must look seriously at the rental side, while trying to increase ownership.

I know that a lot more needs to be done to free up any obstacles that prevent people from renting or acquiring many empty houses that we see in our urban centres.

Distinguished Ladies and Gentlemen, my thoughts are not perfect and they may not provide all the answers, but they represent my convictions about how to approach data use in solving our problems.

I hope our team of experts will move the conversation significantly forward; as I believe that we cannot afford to be less than most diligent in the execution of the 2023 National Housing and Population Census.

It should tell us many things if conducted diligently.
