


Housing Minister, EFCC Chairman Inspect Recovered 753-Unit Housing Estate from Former CBN Governor Minister of Housing and Urban Development, Arc. Ahmed Dangiwa, alongside the Chairman of the Economic and Financial Crimes Commission (EFCC), Mr. Olanipekun Olukoyede, today led a joint team on a physical site inspection of a confiscated housing estate comprising 753 housing units. The estate, previously linked to former Central Bank of Nigeria (CBN) Governor, Mr. Godwin Emefiele, was recovered by the EFCC and officially handed over to the Federal Ministry of Housing and Urban Development following a directive by His Excellency, President Bola Ahmed Tinubu. During the inspection, Arc. Dangiwa announced that the Ministry would immediately commence its technical assessments by conducting integrity tests on the buildings. Upon successful evaluation, the structures will be completed and made available for sale to Nigerians through the Renewed Hope Portal, which is already operational. The Minister emphasized the Federal Government’s commitment to transparency and accountability, calling on public office holders to steer clear of corrupt practices. "The government of the day is serious about fighting corruption," he stated, while commending the EFCC and its leadership for what he described as a landmark recovery—one of the most significant in the nation’s history within such a short span of time. Arc. Dangiwa also urged Nigerians to maintain trust in the EFCC and support its efforts toward achieving more recoveries for the benefit of the public. Speaking at the event, EFCC Chairman Olanipekun Olukoyede clarified that what Nigerians had previously seen on television was merely an aerial view of the estate. “The essence of this visit is to show that it is real,” he said, underscoring the transparency and accountability that guide the commission’s actions. The site visit marks a pivotal step in integrating the recovered estate into the Federal Government’s National Social Housing Programme, aligning with President Tinubu’s vision of affordable housing and good governance.
Slums Ugrade, Urban Renewal Projects, Impactful on Living Conditions of People - Dangiwa ..... advocates amendments to national urban planning Minister of Housing and Urban Development Arc Ahmed Musa Dangiwa, has stated that slums upgrade and urban renewal projects have significant impact on the lives and living conditions of the people. He listed housing upgrade, sanitation, environmental protection, agricultural support, boreholes and solar powered street lights among others, as projects that will enhance aesthetics and functional spaces, as well as impact the economy. Dangiwa spoke when he hosted the House of Representatives Commitee on Urban Development and Regional Planning who came on an oversight visit to the Ministry. The minister, in this regard, advocates for constitutional amendment to ensure urban and regional planning is placed in the concurrent list of the constitution and also called for an enactment of a bill for the establishment of National Urban Observatory that would collect urban sector data in order to have effective implementation of urban and regional planning projects. Accordingly, Dangiwa listed some of the challenges affecting effective implementation of urban development projects as; non availability of reliable human settlements data-store for planning purposes, and inadequate policy back-up and structure for country wide efforts to reposition urban planning and regional development sector, for the benefit of all. Similarly, the Minister explained some of the activities of the ministry's department of urban development and regional planning which includes, Preparation of National Physical Development Plan, Preparation of Physical Development Plans, Preparation of Urban Resilience and Sustainability Plans. He further stated that the department is also engaged in Urban Sector Multilateral programmes like; Executive Board Meetings of UN HABITAT, which Nigeria is currently holding the Chair of the Executive Board; Shelter Afrique (A Pan- African finance) Development Control Directorate, responsible for monitoring and control of development on Federal Government Lands and Estates; Urban Renewal and Slum Upgrading Programme, under which technical needs assessment studies of Slums in Nigerian cities were conducted. Earlier, the Chairman of the House of Representatives Committee on Urban Development and Regional Planning, Honourable Abiante Awaji, said the Committee was in the ministry to fulfill it's critical part of it's oversight mandate to assess performance, establish effective utilization of resources, identify challenges with a view to ensuring service delivery that would impact the lives of the Nigerian citizens. He stated that the Oversight Visit was in furtherance of Constitutional mandate of the legislative arm of the government overseeing activities of the executive arm. ...
Dangiwa Expresess Ministry's Readiness, Participation in Community Engagement Programme Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa has expressed the readiness of the ministry to participate in the community engagement programme in order to ensure the impact of the policies, projects and programmes of the federal government through the housing sector is felt at the communities. Dangiwa gave the assurance when he received the team of Senior Special Assistants to the President on Communty Engagement, on a courtesy visit to his office in Abuja. The Senior Special Assistants to the President on Community Engagement are; Abdullahi Tanko Yakasai, (NW), Abiodun Essiet (NC), Chioma Nweze (SE), Gift Johnbull (SS), Abdulhamid Yahaya (NE) and Moremi Ojudu for South West. Dangiwa expressed optimism to engage with the team considering how pertinent their mandate is, saying that they provide a bridge between the presidency and the grassroots, as well as between the Ministry and the communities. While reiterating his appreciation to President Bola Ahmed Tinubu for demerging the Ministry from that of works, Dangiwa noted that housing is one sector that increases the GDP of a Nation and creates jobs, in the sense that for every house built, up to 25 jobs is created for the skilled and unskilled labourers. He also told the team the core functions of the Ministry of Housing and Urban Development which is to increase the supply of affordable houses to Nigerians and to ensure that the urban and rural areas are developed in a way that the slums are upgraded, by increasing sanitation, support drainages, security lights, among others. Similarly, the minister informed the team that the Housing Ministry was included by Mr. President in the supplementary budget of 2023 with 100bn, from which 20bn was integrated into building the Renewed Hope Cities and Estates, while 50bn integrated into slum upgrade and urban renewal. “We have done ground breaking for Katsina, Kano and Sokoto states in the North West, Yobe and Gombe States in the North East; we are still awaiting the sites in Nassarawa and Benue States for the North Central zone. The others in the South due to time limit we have to now schedule it till after sallah to start precisely from the 24th, we are planning to do the groundbreaking for the south western states in Oyo and Osun States, South East we have Ebonyi and Abia, South South we have Akwa Ibom and Delta States”, he stated. The Minister also explained that the Renewed Hope Cities are high rise multi storey block of flats and terraces supposed to be in each geo-political zone, aimed at decongesting the city centers to make another city, while for the Renewed Hope Estates he said they are to be done in the remaining 30 states. “For the Cities we have just taken Kano as one of it, we are planning to do public private partnership in other cities, we have done one here in FCT at Karsana, commissioned by Mr. President to contain over 3112 housing units, and the project is ongoing. We are thinking Lagos through the funding of the FMBN where 1500 units have already been recorded and construction has already started”, he said. Accordingly, the minister told the team that the Ministry intends to take four states in each geo political zones of the Country and two in the FCT for the Slum Upgrade, pointing out the components of the projects which are basically drainages, roads, street lights, sanitation and schools; according to him, this would be done closely with the National Assembly members who are much closer to their citizens and know their problems better. Under the National Housing Program, the Minister noted that the previous administration completed 3000 out of 6000 houses in 33 states; He said the houses which are still largely unoccupied were receiving attention from the Ministry, and renovation ongoing for some of the dilapidated ones. He said the Ministry is currently working with the controllers of housing in the states where the projects are located, and has also given out forms to sell them off to interested buyers through different subscription options such as outright purchase, mortgage, installmental payments or rent-to-own. Similarly, the minister informed the team about the web portal recently launched by the Ministry in order to enhance subscription for the Renewed Hope Cities and Estates, “ the portal has been launched and people are subscribing into the houses that are being built now in these 13 states plus the ones at the Karsana site, it has been made easier and simpler for people to go into and they are happily doing that” he stated. He further told the team of SSA’s that the selection of the construction sites was on a first come first serve basis, explaining that a letter was written to all the state governors appealing for 50 hectares of land for the Renewed Hope Estates. Responding to the request for a desk officer at the Ministry, the Minister directed that they meet through the Permanent Secretary, the Directors of the Public Building and Special Project departments, who are in charge of all the Renewed Hope Cities and Estates as well as the Urban Slum Upgrade, respectively, for any information they need. Also on their request to attend commissioning of sites and housing units in states alongside the Ministry, Dangiwa said that the groundbreaking for the Renewed Hope Cities and Estates would recommence on the 24th of June immediately after the sallah celebration for the South West, South East and South South states, including Nasarawa State. “When the time table is drawn, you can get it from the public building department so that the person in charge for those regions can join us”, he assured. Earlier, the Senior Special Assistant, North West, Abdullahi Tanko Yakasai, informed the Minister about their mandate which is bridging between the presidency and global citizens by way of localizing to ensure that the policies, projects and programmes of the Federal Government get to those at the grassrooot. While noting that the people at the community level needs awareness to allow for feedback on the successes recorded by the Ministry in terms of provision of affordable houses, the team expressed their interest to collaborate with the Ministry and take the housing programmes to the communities across the six geo-political zones, engaging and informing them of how they can access the housing projects. They commended the slum upgrade initiative of the Ministry, and assured to engage the slum dwellers and communicate the plans of the Ministry as well as how they can key in and also use their own capacity to support in their own way to develop the slums. Gombe Gets FG's 250-Units Renewed Hope Housing Estate …..... Project, a solution to housing deficit in the State - Gov Inuwa Gombe State, North Eastern Nigeria is among the beneficiaries of the first phase of the Renewed Hope Housing Project of the federal government, as the Ministry of Housing and Urban Development formally launched a 250 units housing estate in the state. The Executive Governor of Gombe State, Alhaji Muhammad Inuwa Yahaya performed the official ground-breaking for the housing estate along side the Minister and Minister of State, Housing and Urban Development, Arc Ahmed Musa Dangiwa and Abdullahi Tijjani Gwarzo respectively. Minister Dangiwa stated that the groundbreaking was part of the Nationwide Renewed Hope Cities and Estates Programme, which His Excellency, President Bola Ahmed Tinubu, GCFR officially flagged-off in February 2024, with the groundbreaking for a 3,112-housing unit in Karsana, Abuja. In his remarks, Arc. Dangiwa explained that the Renewed Hope City in Gombe State will constitute 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows, all designed organically to allow for future expansion as the income of beneficiaries increases, and in a way that makes it easy and affordable for people to off-take. He emphasized the need for the developers Messrs. Zurfat Investments Limited, Simba Synergy Limited, Baba Alhaji Nigeria Limited and Messrs Absuh Nigeria Limited to adhere strictly to quality standards and specifications, urging them also to complete the work within the three months timeline to enable Gombe indigenes purchase and move in. The Minister listed out the various purchase options for buyers in order to make the home ownership accessible, which includes single-digit mortgage loans that beneficiaries can repay over 30-years, rent-to-own provided by the Federal Mortgage Bank of Nigeria, and Outright Purchase options, for those who can afford to pay upfront. Dangiwa mentioned that the Phase One aims to deliver 50,000 housing units across Nigeria. The cities are to have between 500 - 1,000 housing units per site in one location, in each of the six geopolitical zones in the country and the FCT, while the estates will have 250 units per site in the remaining thirty (30) States. On the economic importance of the housing construction, he said “ With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives and boost economic development” He also informed that Renewed Hope Estates are cited in 12 States while the Renewed Hope Cities are cited in 3 States. The estates are in Katsina, Yobe, Gombe, Abia, Nasarawa, Benue, Akwa Ibom, Delta, Sokoto, Oyo, and Osun States, while the Cities are in Abuja, Kano, and Lagos. Accordingly, he also stated " In total, we are breaking ground for 1,500 housing units across five States in Northern Nigeria, on this first leg of the exercise" Dangiwa further reiterated the commitment of President Bola Ahmed Tinubu to ensuring Nigerians own decent, and affordable homes, saying that funding for the projects comes from the N50 billion 2023 Supplementary Budget of the Federal Ministry of Housing and Urban Development He also assured that States which have not been covered under the 2023 Supplementary Budget will be included in the Ministry’s 2024 Budget. “ I therefore urge all State Governments yet to provide land for these projects to do so as we work to kick-start the next round”, he added. The Minister appreciated Governor Inuwa Yahaya for providing land at no cost for the project, stating that it has significantly reduced the overall cost of the housing units. According to him, “This singular action has helped to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners, this is a dividend of responsible governance and I applaud Your Excellency for this”. Accordingly, Dangiwa thanked President Bola Ahmed Tinubu for providing the vision and the political will to make a difference in terms of delivering decent and quality housing to Nigerians. “The Groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the Federal government of Nigeria is committed to fulfilling its promises and responsibilities to all Nigerians”, he said. KEYNOTE ADDRESS BY THE HONOURABLE MINISTER ON THE COMMISSIONING OF DESIGN AND INSTALLATION OF SOLAR PV AND MICRO-GRID POWER SYSTEM FOR FEDERAL MINISTRY OF WORKS AND HOUSING, MABUSHI, ABUJA, ON TUESDAY, 6TH JULY, 2021
Your Excellency Mr. President, distinguished ladies and gentlemen, on behalf of my colleague, the Honourable Minister of State for Works and Housing, Engineer Abubakar D. Aliyu, the serving and previous Permanent Secretaries, serving and previous directors and members of staff of the Ministry of Works and Housing, I am delighted to welcome you to this commissioning ceremony.
This project was approved by the Federal Executive Council on the 20th March 2019 at the time when the Ministry of Power was part of Works and Housing. I express our Ministry's appreciation to members of the Federal Executive Council who voted to entrust our Ministry with this project.
What we have delivered, based on the mandate of the Federal Executive Council, is a 1.52 MegaWatts Solar System that will provide uninterrupted power supply to 5 blocks housing the Ministry of Works and Housing and Ministry of Environment and Lands.
This project employed 382 artisans and 176 skilled workers throughout its duration, in fulfilment of the Economic Recovery and Growth Plan (ERGP) of creating jobs.
It would see to the reduction of average diesel consumption from 764,248 litres per annum to 166,825 litres per annum and cost saving of NGN270,945,000 over 20 years and contribute towards the reduction of government operational expenses and reduction of recurrent expenditure.
It has led to the upgrade and retrofitting of our electrical appliances by replacing 400 old Air-conditioning units with 400 new inverter-based energy efficient Air-conditioning units and replacing 2600 old light fittings with energy efficient LED ones all of which are energy saving because they consume 40% less energy.
In terms of local content...
Our contract engages 5 (Five) STEM candidates to work throughout the solar PV lifecycle of this project in the following roles:
a. Two (2) candidates got trained in engineering design;
b. Two (2) candidates got trained in project construction;
c. One candidate got trained in engineering project management.
With this investment we have built our own Mini-Grid, in consonance with our Administration’s policy to promote off grid option, thereby making more of the on-grid power available to ordinary Nigerians who cannot afford the cost of investing in off-grid power.
To our contractor, I express deep appreciation for the efficient execution and more importantly for the sacrifice to complete this project in spite of the wide disparity between the foreign exchange rates in 2019 when the project was awarded and now, notwithstanding high importation costs of the parts.
Permit me sir, to also acknowledge two young people who were part of this project at different stages from inception to completion.
Mrs. Damilola Ogunbiyi and Engr. Femi Akinyelure, whom your Excellency appointed to the Rural Electrification Agency both of whom, with their colleagues, were involved in the energy audit and design of this project.
They represent the positive impact of youth involvement in public service; and of course, I cannot forget Engr. Julius Olurinola, our Director of Engineering Services, whose role I liken to that of a midwife, supervising, monitoring and reporting the progress of this project from incubation to delivery.
All I need now say is that other government buildings can follow this path and our team will be most enthusiastic to provide the support, and share our experiences and lessons learned, working with the Ministry of Power.
Your Excellency Mr. President, I have the pleasure to now invite you sir, to perform the official commissioning of the 1.52 MegaWatts Solar Power project to provide uninterrupted power to your staff in the Ministry of Works and Housing and Environment to improve their working conditions.

Permit me to begin this address by expressing my profound gratitude to the Executive Governor, His Excellency, Rtd Hon. Simon Bako Lalong, the good and homely people of Plateau State “Home of Peace and Tourism” for accepting to host us in spite of the extremely difficult socio-economic situation and the exigencies of the moment. Your Excellency, finding time from your busy schedule to grace this 9th edition of National Council Meeting on Lands Housing and Urban Development with theme “Housing Delivery in Covid-19 Era and Beyond: The Strategies for Affordability and Accessibility” is highly appreciated.
2. Permit me to also state that the choice of this year’s theme for the annual meeting is deliberate and germane to the prevailing circumstances we presently find ourselves defined by Covid-19 Pandemic. Because as a country and people, we do not exist as island from the rest of the world. Thus the impact of the Pandemic is equally felt in all sectors of the economy.
3. There is no gainsaying the fact that access to affordable human habitats (houses) by the people has been problematic over the years even during the Covid-19 Era. However, this Administration, since its inception in 2015 has been able to confront this herculean challenge head-on by rolling out concrete policies programmes and projects towards addressing effectively it.

4. Government is fully aware that housing challenges are prevalent in urban centres which should be understood as a symptom of urbanization. The rural areas face less challenges as underscored by a number of empty houses available for occupation. Urbanization creates excess demand which in turn creates economic problems of demand and supply that is translated into price hike and scarcity which impacts on affordability and accessibility.
5. Indeed, the difficulties of price hike are not only the inflationary pricing driven by excess demand but also extortionary payment of one, two or even up to three years rent in advance. Make no mistake, people have struggled under the burden of this extortionist rates and payment increase, in some cases, in the midst of scarcity there are empty house un-occupied for myriad reasons such as size, price, payment mode and so on and so forth. Unfortunately, the Covid-19 incidence has made the situation even more difficult for those who are in the struggling bracket. These include;
i. Employers and Employees who have lost businesses or employment and therefore income from where rent can be paid who now face the risk of eviction;
ii. Landlords/property Owners who invested before Covid-19 but who now face dwindling market demand and in some cases bank foreclosure because projected income from sale or lease has not materialized due to Covid-19 challenges, etc.
5. The scenario above are the life situations across the world including Nigeria. This makes the choice of our theme and subject a compelling national discourse for our 9th Meeting of the National Council.

6. I will be remiss if I fail at this juncture to inform you about the laudable achievements recorded by the present Administration under the visionary and dynamitic leadership of President Mohammadu Buhari, GCFR. On our scorecard are milestone achievements in the following broad areas:
i. Support for businesses (CBN) loan re-scheduling
ii. Ease of lockdown (small businesses resumed work in July, 2020
iii. Provision of Survival Fund
iv. VAT exemption for businesses with less than N25m turnover.
7. So far, in the areas of Housing, what the Federal Government can do directly is limited compared to what States can do, and State Governments are also limited, compared to what private sector and individuals can do. Put differently, the majority of houses available for sale or rent belong to individuals and private companies compared to what States or Federal Government has available. Therefore, many of the tenants who owe rent, who face eviction or who seek to rent or buy property are dealing with private citizens or companies and less so with Government Agencies.
8. Consequently, my recommendation for improving access and affordability in the Covid-19 Era is for private companies and individuals to give back some of what they control to citizens in the way that FGN has given back to citizens some of what it controls. For example, in cases where rent of businesses or individuals are due for renewal, the private Landlords can give back, by accepting monthly, quarterly or half-yearly rent instead of one, two or three years rent in advance. The risk of defaults can be secured by Bank Guarantees or Insurance Bonds provided by the tenant. Where rent has fallen into arrears, it is possible to emulate what FGN did through the CBN to reschedule payment on loans, by re-scheduling the payment for the tenant to more affordable terms instead of pursuing eviction.

9. Notably, all of these are matters of voluntary action by property owners and a matter of conscience. And perhaps the question to ask is whether we can do for ourselves or give to one another what we ask Government to do for us or give to us. Beyond voluntary action, there is State intervention which can facilitate access and affordability. As I have earlier pointed out, properties are not necessarily inaccessible or unaffordable because of the price alone, but more often because of the mode of payment. For example, a N10m flat would probably be affordable and accessible if payment is spread over 5 to 10 years as against having to be paid at once. The same would be one for renting a N2m per annum house if payment were made monthly in arrears or 6-month in advance, as against paying 3-years rent (amounting to N6m) in advance. These are some of the biggest hurdles that confront our people in almost all States.
10. It is therefore my candid recommendation to this Council to consider intervention by way of recommending a legislation that limits how such advance rent can be demanded or paid for renting accommodation. The sanction for non-compliance is that this would be a self-enforcing legislation in that the State apparatus such as the Courts would not help any party to such a contract get relief as it would be a patently illegal contract. This has been tried in other jurisdictions within and outside Nigeria and it has helped to improve accessibility and affordability. Many empty properties in our urban centres remain inaccessible or unaffordable because of some of these factors, and they can be unlocked if we act.

11. Another matter for consideration of Council is the rapid deployment of co-operative housing which I presented to Council at the last meeting. I am in a position to update Council that the Federal Mortgage Bank of Nigeria (FMBN) has been the driver of the initiative at FGN Level and they have:
i. 86 Co-operatives engaged in projects
ii. N35,784Billion cumulatively approved
iii. N10.95Billion cumulatively disbursed
iv. 57 Co-operative Housing Development Loans under processing as at January, 2021.
The potential for accessibility and affordability is that:
a) Co-operative members can choose what they want and therefore design and build to fit their own individual and group budget.
b) Co-operatives can leverage their members to get group discount for purchase of building materials and the engagement of contractors to build.
Because State Governments control much more land, the use of the land as a tool to enable Co-operatives within their States to build, can be very impactful in changing the affordability and accessibility paradigms in the COVID-19 Era and beyond.
12. Finally, I could not conclude my remarks without thanking all the 34 States who have given us land for the National Housing Projects in their respective States. In the next few weeks we shall be unveiling the dedicated web portal for the sale of the buildings to Nigerians on a first come first serve basis. We urge the State Governments to alert their residents to this opportunity for interested persons to apply. Contributors to the National Housing Fund (NHF) should be able to access mortgage loans that will facilitate affordability.
