 753 Houses Seized by EFCC: No Sale Rights Given to Any Company/Consultant. 

 

* Ministry warns general public not to fall victim to fraudsters, advises public to  contact the Ministry’s officials directly.

 

The Federal Ministry of Housing and Urban Development wishes to categorically inform the general public that it has not appointed or given sale rights to any company or consultant to coordinate the sale of the 753 houses seized by the Economic and Financial Crimes Commission (EFCC), linked to the former CBN governor, Godwin Emefiele. 

 

The disclaimer became necessary on the backdrop of a claim by a company named Pink Synergy Global Company Limited, that it has been appointed as official auctionaires for the sales of the 753 units houses by the Federal government.

 

The ministry learnt that the company has written proposal and introduction letters to unsuspecting Nigerians and agencies asking them to purchase expression of interest form to purchase the houses.

 

The copy of the Pink Synergy Global Company Limited letter sighted by the ministry has one Yashim Kejang, Chief Executive as the signatory.

 

For the avoidance of doubt, no sales of the 753 units houses has commenced by the Ministry. 

 

The Ministry is informing the public that it will give a clear and adequate announcement regarding the sale as well as strategy outlined for the sales of the houses, as directed by His Excellency President Bola Ahmed Tinubu.

 

The public is advised to direct all inquiries to the ministry through the departments of Public Building and Housing Development, and Press and Public Relations, for clarification before committing any resources.

Strategic Partnerships, Investment, Key to Solving Nigeria’s Housing Challenges - Ata     Minister of State, Housing and Urban Development, Rt Hon Yusuf Abdullahi Ata has stated that strategic partnerships and investment are key to solving Nigeria’s housing challenges.   Ata spoke during his meeting with a Vietnese, Ms Allen Le and Partners, an International Investment Consulting Joint Company in Abuja, Tuesday, 27th May, 2027.   " The primary mandate of the ministry is to provide mass housing for Nigerians and we welcome potential collaboration with Ms Allen Le and Partners International Investment Consulting Joint Company in achieving this goal", he stated.   The Minister reaffirmed the commitment of the Ministry to addressing Nigeria’s housing challenges through strategic partnerships and investment, saying the ongoing construction of Renewed Hope Cities and Estates across locations is the current priority of the administration of President Bola President Bola Ahmed Tinubu.   "Under the Renewed Hope Agenda, we are constructing 3,000 housing units each in Lagos, Abuja, and Kano for Renewed Hope Cities, and 250 housing units in each of the 36 states for the Estates," He said.   Additionally, Ata stated that the social housing initiative will deliver 77,400 housing units- 100 in each of the 774 local government areas.   "We need to know specifically how we will partner with you. Make a formal proposal to the Ministry indicating where you want to collaborate with us. We look forward to seeing clearly the areas where you want us to come in,” the Minister said.   The Minister further reiterated the openness to partnerships that align with the mandate of the ministry of delivering affordable and sustainable housing solutions for Nigerians.   Accordingly, Ata disclosed that 30 percent of the the 77,400 of the social housing units will be given to the non-income Nigerians, commending President Tinubu for maintaining his stand on 30 percent even when 20 percent was proposed to him.   Speaking earlier, the leader of the six- man delegation, Allen Ke Nam of the SV -NED Incorporated, informed the minister of their interest in contributing to Nigeria’s growing housing sector, and seek partnership in construction of affordable houses for Nigerians.   He requested the Federal Government to provide the company an opportunity to invest by providing acres of land for housing construction.   On how beneficial the partnership will be to Nigeria, Allen Le Nam said the collaboration will lead to job creation and skilled acquisition as new construction methods will be introduced in the course of construction.      The Permanent Secretary of the Ministry  Dr  Shuaib Belgore also commended the delegation for their presentation and assured them of the collaboration of the ministry to providing affordable housing for Nigerians. ...

Dangiwa Inaugurates New Board for  Federal Mortgage Bank of Nigeria (FMBN)   Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has formally inaugurated new Board members of the Federal Mortgage Bank of Nigeria (FMBN), charging them with the critical responsibility of repositioning the Bank as a cornerstone of Nigeria’s housing finance system under the Renewed Hope Agenda of the Tinubu Administration.   Arc Dangiwa, while emphasizing the strategic role of the FMBN in delivering affordable housing to Nigerians through the National Housing Fund (NHF) Scheme, noted that FMBN is not just a lender but a regulator, an innovator, and a builder of housing finance systems.   He said that Nigerians in both formal and informal employment across the public and private sector can access mortgage loans at rates and terms that no commercial institutions can match.   “We are talking about single digit rates of 6 to 7 percent repayment periods of up to 30 years and equity contribution as low as zero to 10 percent. In contrast, commercial banks charge 18 to24 percent interest, require percent 30 percent equity, and offer tenor of 6 to 10 year,” he explained.   The Minister charged the new Board with pursuing and achieving seven key strategic priorities:   1.   Recapitalization: Push forward the long-awaited ₦500 billion recapitalization of FMBN. 2.   Digitalization: Accelerate full digital integration of customer-facing services. 3.   Loan Performance: Improve loan recovery and audit compliance. 4.   Housing Delivery: Facilitate the development of a minimum of 5,000 new homes annually. 5.   Mortgage Access: Target 20,000 annual mortgage disbursements with faster processing. 6.   NHF Expansion: Grow the contributor base, especially in the informal and diaspora sectors. 7.   Strategic Partnerships: Strengthen ties with institutional investors and international partners.   He reminded them that they were appointed to drive reform, ensure transparency and unlock the full potential of this national institution informing them that their responsibilities and powers are clearly defined in the FMBN Establishment Act, CAP F16, Laws of the Federation of Nigeria.   “The stakes are high. Millions of Nigerians are counting on FMBN—and on your leadership—to bridge the gap between aspiration and homeownership,” the Minister emphasized.    “The era of business-as-usual is over. This is the time for delivery,” he added. Dangiwa also commended the current FMBN Management for significant strides, including the full implementation of a Core Banking Application system that now enables NHF contributors to register, make contributions, apply for loans, and monitor their accounts entirely online, saying the digital transformation has reduced transaction turnaround time by 40 percent and improved public trust.   He further lauded FMBN’s recent achievements which are disbursing over ₦73 billion in housing finance, supporting over 30,000 beneficiaries, processing ₦30.7 billion in NHF refunds, mobilizing over ₦203 billion in contributions, registering nearly 374,000 new contributors and recording a ₦11.58 billion operational surplus (unaudited) for 2024   He also applauded the Bank’s collaboration with the Ministry on the Renewed Hope Housing Programme and its introduction of a ₦100 billion Bankable Off-taker Guarantee as innovative steps toward bridging Nigeria’s housing deficit.   The Minister recalled his previous experience as Managing Director of the Bank, highlighting the structural challenges that have historically hindered its performance. He noted that, upon assuming office as Minister, he initiated a comprehensive housing sector reform, including the establishment of a Housing Institutions Reform Task Team. The Task Team’s report includes recommendations to modernize the FMBN and NHF Acts, which the Minister urged the new Board to champion.   In his address, the Permanent Secretary Ministry of Housing and Urban Development, Dr. Shuaib Belgore, expressed warm congratulations to the newly appointed members of the board, highlighting their professional achievements, integrity, and capacity to offer strategic guidance in a sector as critical as housing and urban development.   He acknowledged the FMBN as the apex institution for mortgage finance in the country, whose role includes;  custodianship of the National Housing Fund, ensuring affordable housing finance for low and middle-income Nigerians.   Belgore  also emphasized on the central role of Housing in the social and economic stability of a nation, generating employment, building communities, promoting wealth creation, and enhancing dignity.   “In Nigeria, bridging the housing gap remains a top priority. That is why we view the FMBN not just as a bank, but as a national vehicle for inclusive growth, social protection, and economic opportunity”, he said.   Belgore further expressed the Ministry’s commitment to working hand in hand with the board and management to ensure that the bank's operations are aligned with national housing priorities, as well as ensuring that shared reform efforts remain people focused, sustainable, and transformational.   Responding on behalf of the new board members, the chairman,  Board of Directors and a former deputy Governor of Kano state, His Excellency, Dr. Nasiru Yusuf Gawuna expressed gratitude to President Bola Ahmed Tinubu and the Honorable Minister for the opportunity to serve the country.   He reiterated the importance of the housing sector and the need to deliver on the mandates given by the President, giving his word on behalf of the board, that they would be found worthy.   Dr. Gawuna promised that the Board would seek guidance from the best quarters when the need arises. Housing Minister Inaugurates Ministerial Committee On 753- Unit  Recovered Housing Estate    * Charges committee to approach assignment with urgency, dedication integrity and eliminate bureaucracy    Housing and Urban Development Minister,  Arc Ahmed Musa Dangiwa has inaugurated a twelve- member ministerial committee on the 753- unit recovered Housing Estate located at Lokogoma district, Abuja, FCT.   The estate was handed over to the ministry by the Economic and Financial Crimes Commission (EFCC) last week, in line with the directive of President Bola Ahmed Tinubu, GCFR.   Dangiwa told the inspection team during the physical hand over that, he will establish a technical committe to carry out quality assessment test of the estate, as well as complete and suggest how the Federal government will dispose the houses.   The Ministerial committee has Dr. Shuaib Belgore, the Permanent Secretary as Chairman.   Other members include;  i. They want to see homes completed and allocated transparently. Be result-oriented", he charged.   In his remarks, Minister of State Ministry of Housing and Urban Development, Yusuf Abdullahi Ata, pointed out the need for the Committee to have powers to co-opt some members to assist them, giving the huge task ahead of them and the four werks timeline.    Also in this remarks and vote of thanks, the Chairman of the Committee, the Permanent Secretary of the Ministry, Dr. Shuaib Belgore stated that the committee has been tasked with ensuring that the recovered estate undergoes a thorough technical assessment, is strategically completed, and is disposed of, in a transparent andcost-effective manner, aligned with national housing delivery objectives.   He added that the successful execution of the assignment will serve as a model for converting recovered public assets into impactful infrastructure that directly benefits the people, while assuring Nigerians that the committee will carry out its duties diligently. ...

FG Moves To End Housing Deficit: Initiates Family Homes Fund Housing Project To Deliver Affordables Housing Accross The Nation

The Federal Government in a bid to finding lasting solutions to the huge national housing deficit in the country, the Economic Management Team of the Federal Government hasset up a Family Homes Fund Task Force to facilitate the implementation and delivery of the Family Homes Housing Project across the nation.

Speaking during the in augural meeting of the Land and Infrastructure and Off –take Sub – Committees for the project, the Chairman and Minister of State II for Power, Works and Housing, Surv. Suleiman Hassan, mnis, stated that the project is a new widow intended to deliver more affordable houses to Nigerians. He noted that the essence is to consistently deliver about 100 housing units annually and create more jobs to the teaming unemployed Nigerians.

The Minister added that the Land and Infrastructure sub-committee is to engage with relevant state governments and stakeholders on prime locations of land in the various states of the Federation. Also, the Offtake Sub - Committee is to determine a model for the participation of staff housing cooperatives, adding that this will be able to take care of retired civil servants, officers and personnel of the security forces.

The Minister enjoined members of the sub-committees to bring their wealth of experience to bear in order to actualize this laudable initiative of the Federal Government geared towards the delivery of affordable mass housing.

In her response, representative of the Head of the Civil Service of the Federation and Permanent Secretary, Service Welfare Office, Mrs Didi Walson-Jack stated that affordable and quality houses is a key issue that the government is pursuing, adding that members of the Offtake sub-committee will do the needful in meeting up with the task ahead.

Also speaking at the occasion, the Special Adviser to the President on Economic Matters, Dr. Adeyemi Dipeolu noted that one of the most important aims of the Family Home Project is to identify the financing requirements, draw up a sustainable financing of the models, structure of financing and buy-in of relevant Agencies including the Nigerian Mortgage Re-Financing Corporation for the continuity of the programme.

National Housing Programme: In Tandem with the LOCAL CONTENT POLICY

The National Housing Programme (NHP) Project Team Leader in Enugu State, Architect. Tina Eneh, has revealed that the Policy on local content of the Federal Government has started yielding result, saying that except the locks fixed on the doors, all other materials , as well as, personnel at the Enugu site of NHP, are locally sourced.

The Team Leader, said this in Enugu while receiving the Minister of State I for Power, Works and Housing, Hon Mustapha Baba Shehuri, who was on working tour of  sites under the National Housing Programme (NHP) in the South- East geo-political zone.

Earlier in Owerri, the Imo State Capital, the Minister had called on the Governor, Owelle Rochas Okorocha, to intervene in a land dispute between the Federal Government and the Federal University of Technology, (FUTO) ,which is threatening the scheduled delivery of houses under the NHP, in the State.

He stated that a total number of 68 houses are presently under construction, which comprises 16 units of three-bedroom flats, 28 two-bedrooms and a three-storey condominium block of 4 units of one-bedroom, 16 of two-bedroom and 4 of three-bedroom.

The Minister, having expressed his concern over the slow pace of work at the site in Owerri, promised that government will pay the contractors their money as at when due, while urging the contractors to put in more efforts in order to deliver within agreed time frame.

Similarly, in Anambra State, the Minister assured the government and the good people of the State of  Federal Government’s readiness to complete all on-going projects including those started by  previous Administrations.

The Minister also appreciated the government and the people of Anambra for making land available for the project, adding that the NHP, in the State, comprises of 3 blocks of 3 storey condominium block of 24 units (1bedroom-4 units, 2 bedroom-18units, 3bedroom -4units) He reiterated that the project being one of the campaign promises of the present Administration, the Federal Government will do all that is necessary to provide Nigerians with affordable houses and gainful employment.

In his Welcome Address, the Governor of Anambra State who was represented by the Secretary to the State Government, Prof Solo Osita Chukwulobelu, expressed his gratitude to the Federal Government for finding Anambra worthy of this laudable project, promising that the state government would do the needful in providing accessible road to the construction site. He enjoined the Federal Government not to abandon the project as it will add value to the economic prosperity of the state, adding  that the commercial activities of the host community will be highly enhanced.

While in Abakaliki, Ebonyi State, Hon. Shehuri urged the state Governor, Egnr. David Umahi to expedient action on the release of Letters of Exchange for National Housing Programme’s land and that of the Federal Secretariat.

Remarks By The Hon. Minister Of Housing And Urban Development, Arc. Ahmed Musa Dangiwa, At The Ground-Breaking For The 250-Housing Unit Renewed Hope Estate In Oyo State On Tuesday, July 9, 2024

Distinguished Guests, Ladies and Gentlemen,


First, I would like to thank His Excellency, the Executive Governor of Oyo State, Oluwaseyi Abiodun Makinde for honoring our invitation to the groundbreaking for a 250-housing unit Renewed Hope Estate here in the State’s capital. This event was originally scheduled to hold last week but we had to move it forward owing to a presidential engagement. I thank His Excellency for understanding with us and regret all inconveniences that may have been caused by the change of schedule. 


Today’s ceremony is a continuation of the nationwide groundbreaking exercise for housing projects under the Renewed Hope Cities and Estates Programme of the Federal Ministry of Housing and Urban Development, which His Excellency, President Bola Ahmed Tinubu, GCFR, launched in February with the groundbreaking of a 3,112-housing unit in Karsana, Abuja.


Under Phase One of this programme, we plan to deliver a total of 50,000 housing units across Nigeria. This includes 7 Renewed Hope Cities that will have between 500 and 1,000 housing units per site in each of the six geopolitical zones in the country and the FCT, while the Renewed Hope Estates will have 250 units per site in the remaining thirty (30) states.


With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives, and boost economic development. This is in line with the Renewed Hope Agenda of Mr. President to STIMULATE INCLUSIVE GROWTH, LIFT 100 MILLION NIGERIANS OUT OF POVERTY, AND BUILD A $1 TRILLION ECONOMY.


As you may recall, last month, following the presidential launch of the programme in Abuja, we embarked on the first leg of this exercise with the groundbreaking of 1,500 housing units in the northern part of Nigeria. This includes 250-housing unit Renewed Hope Estates, one each in Katsina, Yobe, Gombe, and Sokoto, and a 500-housing unit Renewed Hope City in Kano. Work is currently ongoing at each of these sites, and our plan is to have all of them completed within the next couple of months and made available to Nigerians in line with Mr. President’s desire to provide quality housing for all Nigerians. UNDER THE RENEWED HOPE AGENDA, WE ARE IMPLEMENTING A ZERO TOLERANCE FOR UNCOMPLETED PROJECTS.


Today’s event in Oyo completes the second leg of the exercise with groundbreaking for a total of 2,000 Renewed Hope Housing Units across eight (8) states in the South and North Central. We started two weeks ago on Wednesday July 26th with 250 units in Ebonyi. Same week Thursday we were in Abia for another 250 units, Friday we were in Akwa Ibom for another 250 units, and Saturday we were in Delta State for another 250 units. 


Last week Monday we were in Osun State to flag off 250 units. Friday we proceeded to Benue State to break ground for 250 units and Saturday we were in Nasarawa State to flag off another 250 units. Today’s groundbreaking in Oyo, marks the 8th under the second leg and the 13th location since the Presidential flag off in February with a total of 3,500 housing units.  


This estate comprises 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.


We have designed these housing units in a way that makes them affordable for people to acquire by using organic designs to allow for future expansion as the income of beneficiaries increases. This means that a 1-bedroom unit can be expanded to 2 bedrooms, and a 2-bedroom unit can also be expanded to 3 bedrooms as the owner’s financial situation improves or their family grows.


As we perform this groundbreaking, I want to charge the contractors

to ensure that they build according to specifications. I want to emphasize in very strong terms that we will not tolerate substandard work from any developer, and we will explore all necessary legal means, to ensure that they deliver as per the contract. IF YOU COLLECT GOVERNMENT MONEY, YOU MUST DO THE WORK.


We also want the developers to adhere to the timeline and finish within three months so that we can begin the process of getting Oyo indigenes to purchase and move in.


To ensure affordability, we have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans that beneficiaries can repay over 30 years, rent-to-own schemes provided by the Federal Mortgage Bank of Nigeria, and outright purchase options for those who can afford to pay upfront.


Statistics show that the construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units in Oyo State, we hope to create jobs for over 6,500 people in various trades, from professionals like architects, civil engineers, and mechanical engineers to masons, plumbers, tilers, electricians, and laborers. We have seen unskilled workers at other project sites earning as much as N35,000 per week, at an average of N5,000 per day. This amounts to about N140,000 per month.


This is in addition to the economic activities, including those selling food, supplying blocks, and providing building materials. The value chain effect of construction work on this site is significant and creates a positive economic impact.


I want to state that under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we at the Federal Ministry of Housing and Urban Development are very particular about giving Nigerians value for money. We are diligently funding these projects from the N50 billion 2023 Supplementary Budget that Mr. President approved for the Ministry to ensure sustainability, quality, and geographic spread.


It is important to say that the provision of land in a good location and at no cost is a key condition for siting Renewed Hope Housing Projects. The twelve states covered under this 2023 supplementary budget are those that first provided land. I want to assure that states that have not been covered will be included in the Ministry’s 2024 Budget on a first-come, first-served basis, on the condition that they provide land at no cost to enhance affordability.


At this juncture, I want to appreciate and thank His Excellency, the Executive Governor of Oyo State, His Excellency Oluwaseyi Abiodun Makinde for promptly granting our request for the provision of land at no cost. This singular action has helped us to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners. This is a dividend of responsible governance and I applaud Your Excellency for this. 


Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The Groundbreaking ceremonies for these projects demonstrate that Mr. President and indeed the federal government of Nigeria is committed to fulfilling promises and responsibilities to all Nigerians.

Welcome Remarks By The Hon. Minister Of State For Housing And Urban Development, Alh. Tijjani Gwarzo At The Official Groundbreaking Ceremony For 250-Housing Units Renewed Hope Estate In Oyo On Tuesday July 9 2024

Your Excellencies, Distinguished Guests, Ladies and Gentlemen. 

 

I want to begin my remarks by specially welcoming the Executive Governor of Oyo State, His Excellency, Oluwaseyi Abiodun Makinde. We are happy to have you here with us today.

 

It is indeed my pleasure to welcome you all, on behalf of the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, to the groundbreaking ceremony for the 250-housing unit Renewed Hope Estate.

 

This project is part of a Nationwide Renewed Hope Cities and Estates Programme of the Ministry, which His Excellency President Bola Ahmed Tinubu officially launched earlier this year in Abuja, under which we plan to deliver 50,000 housing units in phase one.

 

Our broad aim through this programme is to TURN THE COUNTRY INTO A HUGE CONSTRUCTION SITE, unlock the power of the housing sector to create jobs, boost economic development, and help achieve Mr. President's goal to build a $1 trillion economy. 

 

This 250-housing units Estate project will create job opportunities during the construction phase for masons, bricklayers, plumbers, electricians, traders, and suppliers of building materials.

 

We look forward to quality construction work and a timely completion of the project.
