Housing Ministry Holds Seminar on Data Protection Act Compliance for Directors * Ministry committed to Stronger Data Accountability Culture - Belgore In line with the provisions of the Nigeria Data Protection Act (NDPA 2023), an awareness Seminar on Annual Data Protection and Compliance Audit was organized for the Directors of the Federal Ministry of Housing and Urban Development. The NDPA 2023 represents a landmark achievement in Nigeria’s digital governance framework. It establishes clear obligations for all public and private institutions to safeguard personal data, promote accountability, and strengthen trust in the digital ecosystem. In his opening remarks, the Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Shuaib Belgore, urged staff of the Ministry to imbibe a strong culture of data accountability in order to build and sustain public trust by safeguarding information entrusted to them. While reaffirming the Ministry’s commitment to full compliance with the Nigeria Data Protection Act, he described data protection as both a legal and moral obligation, emphasing that as a Ministry responsible for delivering housing solutions and driving urban development nationwide, it manages a significant volume of sensitive information that must be handled with utmost responsibility. He noted that the seminar underscores the fact that data protection goes beyond regulatory compliance to fostering a culture of accountability, discipline, and professionalism in the collection, processing, storage, and sharing of data, explaining that even a single lapse in data management could have serious consequences for the institution and the citizens it serves. Dr Belgore further stated that the Ministry serves as custodian of critical data, including records of applicants under the Renewed Hope Housing Programme, staff records, land documentation, contractors’ data, and financial information, assuring of the Ministry’s commitment to upholding the highest standards of data governance and maintaining public trust. “In today’s digital environment, data is not merely an operational asset but a matter of public trust. With the enforcement of the Nigeria Data Protection Act 2023 and the increasing digitization of our processes, data protection is no longer optional. Every citizen who submits information to this Ministry expects it to be safeguarded against misuse, unauthorized access, and breaches,” he stated. Accordingly. Belgore added that data protection is not the responsibility of the ICT Department alone, but of every officer, director, and staff member who interacts with information in any form, describing the seminar as a timely intervention aimed at strengthening accountability, professionalism, and compliance culture within the Ministry. He highlighted ongoing digital initiatives within the Ministry, including the Enterprise Content Management (ECM) System, the Renewed Hope Housing Portal, and the soon-to-be-launched Consolidated Land Registry Management System (CLRMS), stressing that these advancements make it imperative for all staff to understand and uphold data protection principles. The Permanent Secretary urged participants to engage actively, ask questions, and reflect on how data protection principles apply to their daily responsibilities. Speaking earlier, the Head of the Information and Communication Technology (ICT) Department, Dr. Marcus Amionoleme, stated that data protection is essential to safeguarding the dignity, privacy, and trust of Nigerians served by the Ministry. He stressed that as custodians of the Ministry’s ICT systems, the Department must ensure that every unit aligns with established data protection standards. Dr. Amionoleme explained that the seminar was designed to deepen participants’ understanding of the requirements of the NDPA 2023, highlight the importance of the annual compliance audit as a tool for transparency and institutional integrity, and equip staff with practical strategies to embed a sustainable data protection culture across the Ministry’s operations.
FG Approves Uniform Sale Prices for Renewed Hope Housing Estate Units - To enhance affordability and ensure fairness for qualified Nigerians The Federal Ministry of Housing and Urban Development has approved and announced uniform sale prices for housing units under its Renewed Hope Estate Programme across all states of the Federation. The housing units, which comprise one-, two-, and three-bedroom semi-detached bungalows, are part of the Ministry’s efforts to make homeownership more accessible and equitable for Nigerians. The approved selling prices are as follows: • One-bedroom semi-detached bungalow: ₦8.5 million • Two-bedroom semi-detached bungalow: ₦11.5 million • Three-bedroom semi-detached bungalow: ₦12.5 million The adoption of uniform selling prices aims to promote affordability, transparency, and fairness, ensuring that Nigerians across all regions have equal opportunities to benefit from the Renewed Hope Housing Programme. Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, stated that priority in the allocation of the housing units will be given to low- and middle-income earners, civil servants at all levels of government, employees in the organised private sector with verifiable sources of income, and Nigerians in the Diaspora who wish to own homes in the country. FG To Train, Provide Job Opportunities for Nigerian Youths - Minister Ata The Minister of State, Housing and Urban Development Development, Rt Hon.Yusuf Abdullahi Ata has said that the Federal Government is willing to train and provide job opportunities for the Nigerian youths by promoting the National Artisans Skills Acquisition Programme (NASAP) The Minister stated this, when he received a delegation from the University of Uyo Centre for Skills Acquisition and Rural Development led by its Director, Ambassador Ernest Essien Ata told the delegation that the Ministry is willing to partner with the Centre to train and equip Nigerians with skills and resources to bridge the Labour gap in country. "We are going to continue to interact with you so that we work on areas of common grounds. " The Ministry will assist you as we factor your needs into our 2026 budget so that we can provide all the necessary assistance and support to carry out this project " he said He he also commended the Center for their comprehensive skills development and acquisition programmes which he said was in alignment with the Ministry 's NASAP programme, aimed at bridging skilled persons in the labour market. In his remarks , the Permanent Secretary, Dr. Shuaib Belgore said the Centre's youth skills and development programmes aligns with the Ministry's NASAP's initiative in facilitating and achieving the mandate of providing mass and affordable housing and infrastructural development, stressing that both parties will find a common ground to work together. Earlier, the Director of the Center, who led the delegation, Amb Ernest Essien told the Minister that their visit was to seek partnership with the Federal Ministry of Housing and Urban Development on skill acquisition and job creation in the Nigeria and in particular Akwa-Ibom state. He Commended the Federal Government and the Ministry for boosting job creation by training of Nigerians from all walks of life on various skills and support to compete in the labour market. The Director noted that the Ministry's mandate was to provide mass housing to citizens and build infrastructure across the country, a feat he reckons will require huge skilled manpower to carry out this task. "The Ministry of Housing and Urban Development is focusing on housing and infrastructural expansion and needs skilled and reliable workforce towards its national projects and that is where we are coming in. Dangiwa Receives Railway Workers Union, Reaffirms Commitment to Workers’ Housing Needs Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has played host to the leadership of the Nigerian Railway Corporation (NRC) Workers Union on a courtesy visit to his office penultimate weekend The Minister, in his remarks, reiterated the commitment of the Federal Government to providing affordable housing for Nigerian workers, including staff of the Nigerian Railway Corporation (NRC). Arc. Dangiwa, who warmly welcomed the union leaders, commended them for their visit and for prioritizing the welfare of their members through advocacy for home ownership. He noted that under the Renewed Hope Housing Agenda of the administration of President Bola Ahmed Tinubu, the ministry is determined to ensure that every committed Nigerian worker has access to decent and affordable housing before retirement. "Our goal is to make home ownership a reality for all categories of workers, including those in the Nigerian Railway Corporation. No worker should retire without a roof over their head,” the minister said. The minister further directed the leadership of the union to compile and submit a comprehensive list of it's members of staff interested in the housing opportunities under any of the ministry’s housing programme for proper consideration. Minister Of State Works And Housing Sympathizes With Traders Over Potiskum Market Fire
The Minister of State for Works and Housing, Engineer Abubakar D. Aliyu, has sympathized with traders who lost their goods at the Saturday fire that razed most parts of the Potiskum Central Market in Yobe State.
The minister, in a statement on Sunday, extended his heartfelt sympathy to all the traders affected by the fire incident, praying to Almighty Allah (SWT) to replace their monumental loss.
The Potiskum market fire occurred on March 6, 2021, and razed down shops majorly around Layin Masko, thereby destroying goods worth millions of naira, according to eye witnesses.
Engineer Aliyu said: “It is with heavy heart that I extend my sympathy to the traders of Potiskum Central Market who lost their property in the tragic fire incident that occurred Saturday night, March 6, 2021.
“I prayed to Almighty Allah (SWT) to console the traders who lost multi-million naira goods in the tragedy. I also prayed to Almighty Allah to replenish their wealth once again.”
The minister said the tragedy has not affected only the traders who lost their property, but the entire good people of Potiskum and Yobe state in general.
Yobe to Remain APC State - Minister
Minister of State for Works and Housing, Engineer Abubakar Aliyu, has said that the ongoing All Progressive Congress (APC) Party revalidation exercise would boost the party's chance of winning election both at National, State as well as Local Government levels.
The Minister stated this in Potiskum over the weekend after he revalidated his APC membership. He said that the exercise was a great opportunity for new members to join the great party which he described as a moving ship.
He called on all party stakeholders in the state to come out enmass not only to revalidate their membership, but also to campaign for the great party in the forth coming elections.
"Our Party is a moving ship, the Captain of the ship is President Muhammadu Buhari, GCFR and the Executive Governor of our great State is the National Party Chairman, so I see no reason why the state will not remain APC State," he said.
Speaking further, Abubabar said that it was pay back time for the state as the President had delivered on his campaign promises to Yobe State with the massive road projects that were ongoing and these projects had reached appreciable level of completion. "So do not only register, register and campaign for others to join the party".
Engr Aliyu also charged existing members of the party to be good ambassador of the Party by being of good character and show love to others as this would encourage other people to join the great party APC.
Present at the validation exercise were critical stakeholders of APC in the State. The State Chairman of the Party, Alhaji Adami Abdul Chilariye and Chairman of APC (Potiskum), Bala Miss.

Ladies and gentlemen, esteemed professional and honoured guests, I am delighted and indeed privileged to welcome you to this historic meeting of the National Council on Lands, Housing and Urban Development. Today, we convene under the timely theme “Housing the future: Affordable Housing for Economic Growth, Climate Resilient and Urban Development”. This year’s Council meeting promises to be pivotal, as we delve into eight (8) critical sub-themes, each accompanied by comprehensive memoranda for vigorous deliberation. Over the next few days, we will engage in insightful discussions, share expert expertise and forge innovative solutions to propel our Nation’s housing sector forward.

As you are aware, the National Council is the highest body that deals with the initiating of policy formulation, adoption and ensuring the implementation of the key decision of the Council Meeting. Also, we recognize the significance of this document in shaping the future of our housing sector and today, we have an opportunity to review and provide input on this critical document.
3. It is imperative to note that the 13th Meeting of the Council is structured into these dimensional Sessions:

Housing is considered the second most important human need, after food, and is essential for human survival. Despite this, Nigeria's housing sector contributes a mere 0.38% to the country's GDP.

Keynote address delivered by the Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Marcus O. Ogunbiyi, at the launch of Performance Management day at the Ministry’s Headquarter, Mabushi, Abuja on 10th October 2024.

It is with immense pride and a deep sense of responsibility that I am with you today to officially launch the weekly Performance Management System (PMS) Day in our esteemed Ministry.
2. This is the beginning of a transformative journey for us as we heed the directive from the Office of the Head of the Civil Service of the Federation, which mandates every Thursday to be set aside for activities related to Performance Management System in the Federal Ministries, Departments and Agencies and be christened “PMS Day”.
3. This directive is not just a routine exercise; it is a call to action for all of us to fully embrace the vision of an efficient, effective, responsive and performance-based Federal Civil Service.
4. Performance Management System is a tool for goal and target setting, appraisal and monitoring of employee performance and the delivery of institutional mandates. It provides a systematic process of planning work, setting targets, providing support to employees and measuring results.
5. It also provides the framework for continuous tracking of employees’ performance in a manner that is consistent and measurable, for developing and improving their capacities to perform on their jobs and for motivating them for increased productivity.
6. The institutionalization of a functional performance management system being one of the six pillars of the Federal Civil Service Strategy and Implementation Plan 2021-2025, (FCSSIP25) will improve efficiency and productivity in the public service and is key to achievement of the objectives of the ongoing reform initiatives and culture re-orientation in the Public Service.
7. It will also ensure appropriate linkage of key government tools towards the attainment of national development goals and entrench a merit-based system in the Public Service. As a matter of fact, institutionalizing PMS is a cornerstone for our efforts to transform the entire Nigerian Public Service as a result-based and performing institution. PMS is an essential tool that provides a guide for the MDAs’ operations as we seek to reclaim our enviable position in delivering high-quality services to the Nigerian people.
8. The introduction of PMS has remained a timely project, and I have no doubt that it is exactly what the Federal Civil Service needs at this critical time to elevate our service delivery standards, enhance accountability, and build a positive culture of productivity, consequent management and continuous improvement in both personnel and institutional performance.
9. Today, as we launch the PMS Day in the Federal Ministry of Housing and Urban Development, we are not just institutionalizing a PMS weekly activity in the Ministry; we are reinforcing our commitment to excellence that has been the guiding ethos of the Ministry in the achievements of its deliverables of the Presidential Priorities and the implementation of the FCSSIP25 reform initiatives.
10. It is crucial to understand that the full implementation and institutionalisation of PMS is not just the responsibility of a few; it is a collective responsibility that spans all levels of our Ministry, from the most senior management cadre to the lowest-ranked officers, including security personnel and the janitorial service providers. Everyone has a vital role to play in ensuring that PMS is not just a beautiful policy on paper but a living, breathing organisational culture within the Federal Ministry of Housing and Urban Development.
11. To all Directorate level officers, you are the leaders and the vision bearers of your respective departments. As PMS supervisors, your roles in driving this initiative cannot be overstated. Your commitment to the institutionalization of PMS in your respective departments are what will inspire and motivate other staff and team members to follow suit. You are the ones who will set the tone for accountability and performance at the departmental levels, and I urge you to lead by example.
12. I commend all the Departments and Units that have cascaded signing of performance contracts with staff. We have no place to hide. We have been a performing Ministry. We are determined and we shall continue to perform because PMS has come to stay in this Ministry. To move our sector and country forward, you and I must embrace this world-best practice and your department should not be a reason for the Ministry to lose its enviable high-ranking position as one of the leading MDAs in the implementation of Federal Government reforms and programmes.
13. To our middle and junior-level officers, your dedication and hard work are the bedrock of our Ministry’s success. The PMS is designed to recognize and reward your contributions, ensuring that your efforts are aligned with our shared vision and that your professional growth is supported.
14. I encourage you to see this initiative as an opportunity to showcase your talents, sharpen your skills, and play active roles in the development of our Ministry and the nation at large.
15. It is normal for a very young Ministry like ours to face some challenges especially in a housing and urban development sector with a high level of expectations in creating possibilities for social infrastructure as enabler for growth. These have not in any way deterred the Ministry from exploring possibilities and innovative ways of bringing about possible solutions including partnering with our stakeholders to be able to deliver on the Ministry’s mandate as expected.
16. However, with the full implementation of the PMS, we have a robust framework that allows us to measure our progress, identify areas for improvement, and celebrate our successes. It is a tool that will guide our decision-making processes and ensure that every action we take contributes to the fulfillment of our mandates in formulating and implementing the policies, programmes and projects of the Federal Government of Nigeria in the Housing and Urban Development sector.
17. As we set aside every Thursday to focus and reflect on our PMS activities, let us all commit to these sessions with the seriousness they deserve. Let us use this time to evaluate our performances, identify the gaps that need addressing, and collaboratively find solutions that will drive our Ministry forward. The PMS Day is our collective space for reflection, learning, and growth.
18. In conclusion, I am confident that if we fully embrace the PMS, the Federal Ministry of Housing and Urban Development will set the benchmark for other Ministries to follow. Together, we can create a public service that is responsive, innovative, and committed to excellence.
