Housing Deficit a Big Opportunity for Transformative Change – Dangiwa • Advocates Public-Private Partnerships at the Saudi Arabia Real Estate Forum Riyadh, Saudi Arabia – The Honourable Minister of Housing and Urban Development, Federal Republic of Nigeria, Arc. Ahmed Musa Dangiwa, has described Nigeria’s housing deficit as both a challenge and an opportunity for transformative change. Speaking on Wednesday 29th January 2025 at the 4th Edition of the Real Estate Future Forum in Riyadh, Saudi Arabia, the Minister highlighted the Nigerian government’s commitment to addressing the housing shortfall through a blend of government finance and strategic public-private partnerships (PPP). Dangiwa commended the Kingdom of Saudi Arabia for its advancements in housing and urban development, noting that well-planned housing is essential for sustainable urban growth, economic prosperity, and improved living conditions. “With a housing deficit of over 20 million units and a rapidly growing population, Nigeria presents a vast opportunity for investment in affordable housing,” the Minister stated. “To bridge this gap, we need to build about 500,000 housing units annually over the next decade. He outlined Nigeria’s ambitious Renewed Hope Cities and Estates Programme, a government-driven initiative to deliver 100,000 housing units in the first phase. These developments, designed as integrated communities, will cater to all income levels, including high-end residences and affordable units for low- and middle-income earners. The Hon. Minister emphasized that affordability is central to the programme’s success, with mortgage loans, rent-to-own options, made available through the Federal Mortgage Bank of Nigeria. Beyond housing construction, Dangiwa listed the government’s plans to establish Building Materials Manufacturing Hubs (BMMHs) in each of Nigeria’s six geo-political zones. These hubs aim to reduce dependence on imported building materials, lower construction costs, and drive industrial growth. Additionally, he noted that the government is working to implement a Comprehensive Nationwide Social Housing Delivery Programme targeting vulnerable groups, aiming to provide 100,000 social housing units across Nigeria’s 774 Local Government Areas. Recognizing the scale of investment required, the Minister called on international investors, housing finance institutions, and reputable global developers to partner with the Nigerian government through Public-Private Partnerships. He assured investors of a conducive environment, including access to land, bankable offtake guarantees, and necessary concessions to ensure mutually beneficial collaborations. “The housing challenge in Nigeria is not just a problem; it is a massive opportunity for investment,” Dangiwa concluded. “By partnering with us, investors can play a crucial role in shaping the future of Nigerian housing while securing substantial returns on investment.” The Honourable Minister reaffirmed the government’s dedication to fostering an inclusive and sustainable housing sector and invited stakeholders to collaborate in building a prosperous and resilient urban future for Nigeria. FG Issues Ultimatun to Defaulters on Ground Rent Payment * Threatens revocation of CofOs * Ratifies new rates regime for crops, economic trees compensation * Land Revenue vital to delivery of Renewed Hope Agenda - Dangiwa The Federal Government has given a 60-day notice to owners of it's Certificate of Occupancy (CofO) to comply with the payment of ground rent as well as statutory charges or risk having their CofOs revoked. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa sounded this warning in a keynote address at the 29th Conference of Directors of Lands in the Federal and States' Ministries, Departments and Agencies, Wednesday, October 23rd, 2024 The theme for the 29th conference is “Equitable Land Stewardship: Challenges of Land Administration and it's Impact on Climate Change and Community Rights" The Minister decried the failure of owners of titled properties to pay ground rent and other statutory charges to the Ministry for several years now, saying that such acts hampers the ability of the government to maximize the revenue earning potential of its landed assets. “This non-compliance has resulted in the loss of trillions of naira in revenue to the Federal Government. Under the Renewed Hope Agenda of His Excellency, President Bola Ahmed, Tinubu, this cannot be tolerated as this revenue is much needed to deliver the Renewed Hope Agenda to Nigerians”, he added. In addition, Dangiwa also warned that the refusal of some residents association of Federal Government landed properties to allow staff of the Ministry access to their various estates for billing purposes and enforcement of non-payments as outlined in their respective C of Os, would attract appropriate penalties and sanctions going further. While admitting that the level of land administration was still in a state of emergency with issues such as the obsolete Land Use Act of 1978, lengthy, expensive, and complicated land titling and registration processes, limited access to land information, Conflicting land laws and policies, lack of formal land titles, among others, Dangiwa stated that Ministry has prioritized land governance issues and taken significant steps to make a difference. Accordingly, the minister outlined some of the steps such as the establishment of a new regime of revised rates for crops and economic trees that is fair, equitable, and provides adequate compensation to persons affected by government projects, formulation of Land Reforms Task Team to critically review, audit, and develop approaches to operationalize the Land Use Act. In addition to this, he revealed that the Land Reform task force has prepared a preliminary report that highlights the need for the establishment of a National Land Commission as the launch point for implementing the Land Use Act and ensuring the synchronization of state land registries. Other steps taken are the upscaling of the Electronic Certificate of Occupancy (e-C of O) and Land Titling System that incorporates a web-based Advanced Workflow System (WNABS) and an Electronic Documentation Management System (EDMS) for all federal government-owned lands in the 36 states of the country; To this effect, the Minister gladly announced an award of ‘Best MDA in Innovative Technology’ for 2024 given to the Ministry by the Bureau of Public Service Reforms, in recognition of the Ministry’s efforts to leverage technology for improved land management. Accordingly, he highlighted the Ministry’s partnership with the World Bank to implement the Land and Urban Development component of the Nigeria-Urban Livability and Mobility Programme which aims to enhance the design and implementation of development policies and programs in selected Nigerian cities, as well as foster greater livability, competitiveness, and resilience. In contribution to this partnership, Arc. Dangiwa noted the Ministry’s effort by organizing a national workshop on ‘Nigeria Livable Cities’ which brought together representatives from the national government and state commissioners of housing, land, and urban development from ten selected cities: Lagos, Kano, Ibadan, Rivers, Edo, Anambra, Abia, Kaduna, Plateau, and Borno. The Minister also reiterated an upcoming groundbreaking partnership with the World Bank to address over 90% of unregistered land in the country with an estimated $300 billion in dead capital. He stated some of the achievements which which the partnership aims at to include registration, documentation and titling of all land parcels within five years, increasing the formalization of land transactions, development and launch a National Digital Land Information System (NDLIS); among others. Dangiwa further charged the Directors of Land in various States as well as Heads of Housing Development Institutions, and regulatory bodies to play their respective roles in order to implement solutions to the issues hampering effective land administration and governance. Earlier in his Address, the Permanent Secretary, Dr. Marcus Ogunbiyi expressed excitement in the theme of the Conference, in the sense that as it speaks to some of the most pressing issues of land administration, climate change, and the protection of community rights, facing the Nation, the continent and the world at large. While noting that Land is a fundamental resource for development and provides the basis for Agriculture, Housing, industry and Infrastructures, He emphasized on the need for collaboration between Federal and State Agencies, Local Communities and International Partners, in order to design land administration frameworks that will promote equity, sustainability and resilience, as well as promote economic growth and environmental sustainability. Ogunbiyi conveyed his confidence that the insights shared at the conference would contribute to the development of robust policies that advance equitable land stewardship across Nigeria and the African continent. Also in his welcome address, the Director of the Department of Lands and Housing Development, Mr. Collin’s Alabi Esv, noted that stewardship of land, which is one of most precious resources, required careful management and equitable distribution. “As we face rising pressures from urban expansion, population growth, and the effects of climate change, it becomes crucial that land administration processes are efficient, transparent, and inclusive”, he stated. He disclosed that discussions at the conference would explore ways to balance the pressures from urban expansion, population growth, and the effects of climate change. Mr. Alabi further encouraged the participants to actively engage in the sessions, share their experiences, and collaborate towards the development of solutions that will shape the future of Land Administration for generations to come. ...
FG BEGINS REVIEW OF COMPENSATION RATES FOR CROPS, ECONOMIC TREES * fair and adequate compensation, a moral duty not mere legal obligation - Dangiwa * President Tinubu has shown political will to implement reforms - Dangiwa Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has revealed that the Federal Government is on the verge of introducing revised compensation rates for individuals affected during land acquisitions for public projects, noting that President Bola Ahmed Tinubu is committed to critical land reforms towards effective land administration in the country. Dangiwa spoke at the 2024 National Technical Development Forum on Land Administration focusing on the Review of Compensation Rates on Crops and Economic Trees for Project-Affected Persons in Nigeria, Monday 21st October 2024 The Minister noted that a review of the current compensation rates has become important for the purpose of ensuring project-affected individuals get fair value for their sacrifice. In addition, he underscored the critical value of crops and economic trees such as cocoa, palm, kola nut, mango, and cashew trees, among others, stating that they are not just sources of income, but multi-generational assets that represent years, even decades, of labor and hope. "These trees are also tied to cultural and social identities. When displaced or destroyed in the course of land acquisition for public projects, the loss can be devastating, not only financially but emotionally. That is why it is essential to ensure that compensation rates reflect the true value of these assets, considering both their immediate and long-term economic importance," he said. Explaining further, he said the review is a priority of the current administration and a central focus of effective land administration. "The Land Use Act of 1978 stipulates that the government has the right to acquire land for public purposes. But it also provides the framework for fair compensation when public land acquisition affects livelihoods. However, the reality on the ground often reflects delays, disputes, and inadequate compensation that fails to account for the true value of agricultural investments" he stated The Minister also said that the Renewed Hope Agenda of Mr. President, believed that adequate compensation for crops and economic trees is not just a legal obligation; but a moral one. Accordingly, he emphasised the importance of an effective land administration system, considering its importance for agriculture, industry, housing and urban development and its pivotal place as a lifeline for millions of Nigerians, pointing out that what the country has lacked for decades is effective land administration, and not a lack of land. "It is important to note that as a country, we are blessed with vast land covering about 923,769 square kilometers. We do not have a shortage of land. What we lack is effective administration and management of this massive resource that providence has bestowed on us. And until we can do so, we may not be able to unlock its potential and to develop at the pace that we need to" he stated Dangiwa, further noted that, Nigeria, unfortunately, for decades has been battling with issues such as security of land tenor, title and legal rights of possession, frictions in land transactions, coexistence of different categories of land rights (Native Rights, Customary Rights of Occupancy, and Statutory Rights of Occupancy… Accordingly, he explained thet the Land Use Act was intended to harmonize these laws, which it's implementation has been inconsistent, largely due to the absence of comprehensive guidelines. This, he said has left gaps in the uniform application of the Act, which 'we are now determined to address' While acknowledging the efforts of the National Technical Development Forum on Land Administration since its establishment in 2006, he stressed that a lack of political will to implement the great ideas and solutions of the past has rendered its efforts of no significant impact on Nigerians. "Under the Renewed Hope Agenda of His Excellency, President Bola Ahmed Tinubu, GCFR, we are committed to making a meaningful difference in land administration. To achieve this, we are bringing a new sense of urgency, political commitment, and determination. Fortunately, we now have a president who not only possesses the political will but also the determination to see these solutions implemented" Dangiwa remarked In addition, the Minister also disclosed that he was pleased, coming on board to reviewed the NTDF’s Terms of Reference and see that they align closely with the goals of Renewed Hope Agenda for streamlining land administration. " There is still a lot more that the NTDF can do to achieve its objectives, starting with aiming to achieve a 70% score in its delivery of the aims and objectives of its founders. In his remark, Permanent Secretary, Dr. Marcus Ogunbiyi, represented by the Head, Public Private Partnership (PPP), Arc Abimbola Asei said the forum has been organised to validate the submissions and data gathered from field work by the World Bank Consultant. Dr Ogunbiyi emphasized, " the review rates to be adopted should reflect current market realities and incorporate inflation rates, changes in agricultural yields, cost of agricultural inputs to ensure that Project Affected Person receive compensation that mirrors the true value of their loss " He also maintained that the rates should reflect future economic potential of crops and economic tree, and the unique agricultural conditions, adding market realities of each geo-political zones must also be considered. The Permanent Secretary also reiterated the ministry's commitment in ensuring that compensation of crops and economic trees is fair, transparent, and reflective of current realities. Ogunbiyi further charged delegates with the adoption of "a human - centered approach that prioritize the well-being of the communities affected by public project." Also speaking, Senior Social Development Assistant, World Bank Group, Dr Michael Ilesanmi noted that the Forum and the new direction it is taking is a key step in strengthening Nigeria's capacity for environmental and social management, as well as the processes for land acquisition, resettlement and compensation. The Chairman of the Estate Surveyors and Valuers Registration Board of Nigeria (ESVARBON), ESV Asiwaju Dosu Fatokun, hailed the commitment of the Minister and his team in driving the reforms, especially towards ensuring fair compensation for project-affected individuals and increased access to land for Developmental projects. Minister Gwarzo stated this in his closing address of the 2024 National Conference of Directors and Heads of Town Planning Organizations in Nigeria held at Dejavu Hotels abd Suites, Akure, Ondo State. The address of the Minister was read on his behalf by Director Urban and Regional Development of the Ministry, Tpl Dr Olakunde Akionola David. 1. It is my great pleasure to welcome you all to the Shelter Afrique Development Bank’s 43rd Annual General Meeting holding here in Kigali, the Capital of Rwanda.
2. I am especially delighted to finally see so many of you, for the first time in person. Your presence here today and in the coming days demonstrates a commitment to the growth of this bank.
3. ShafDB is Africa’s housing finance bank, the only such institution that we have. It is therefore important that we all continue to give the bank all the support that it requires to grow, scale in impact and deliver on its mandate. Particularly, this support, I believe, is critical to our efforts as Ministers of Housing to leverage private sector finance towards providing affordable, decent and quality housing to our people across Africa.
4. Before I go on, I would like to on behalf of the 42nd AGM Bureau and the Management of ShafDB, sincerely thank the President of the Republic of Rwanda, His Excellency, Paul Kagame, and the Government of Rwanda for agreeing to host this 43rd AGM. The beauty, neatness and orderliness of Kigali and its hospitality is simply breathtaking.
5. I would also like to extend my profound gratitude to the ShafDB Board of Directors under the leadership of Dr. Chii Akporji for their support throughout my tenure as Chairperson of the 42nd AGM Bureau. With their support, we were able to accomplish great milestones and guide the bank towards a path of clarity and reform.
6. I must also acknowledge the exceptional efforts, drive and dynamism of our Managing Director, Thierno Habib Hann. Over the course of my time as AGM Bureau Chair, I have seen Mr. Hann demonstrate an untiring dedication, innovation and leadership that I believe is necessary to achieving the goals of a transformed ShafDB.
7. I want to acknowledge and commend the contributions of ShafDB management and staff. Their collective efforts contributed significantly to the successful transition from Shelter Afrique to Shelter Afrique Development Bank. To all of you, I extend my deepest appreciation.
8. I am pleased to inform you that during the Extraordinary General Assembly in Algiers, member States overwhelmingly supported the ratification of our new statutes. This consensus is a significant milestone in our journey to establish the Shelter Afrique Development Bank. Our discussions went beyond words. We recorded concrete measures to expedite the ratification process. It is important that we foster transparent dialogue about our current state and identify additional steps to enhance our progress.
9. Although we anticipated completing the ratification process within a few months, we find ourselves still awaiting full ratification. As of yesterday, only a few countries had ratified the Statutes. This situation poses challenges that we must quickly address.
10. Building robust alliances is essential for our success. I thank all member States for their financial contributions and support. I am proud to report that our Bank recorded a profit last year, a feat that was once considered impossible.
11. Looking ahead, it is important that we sustain and maintain a momentum of growth. I am optimistic and anticipate that the new Chair of 43rd AGM Bureau, Hon. Dr. Jimmy Gasore, possesses the capacity to effectively guide this revitalization process.
12. Our financial report highlights our unique assets, which position us for global success. The key question is how we can best leverage these resources to benefit our member States. On this too, I am confident that the new leadership will provide the management with the support they require to maximize impact.
13. During the course of the AGM, we plan to launch a Financial Caucus of African Ministers of Housing and Urban Development. I believe that this platform will help us create synergy, tap from our collective and unique strengths to fashion out innovative ways and measures to bolster housing development in our respective countries.
14. Like I said at the EGM in Algiers, the African housing problem is for Africa to solve. And we as Ministers of Housing must recognize that we are the ones responsible to providing the solutions and driving the process towards fixing Africa’s housing challenge. What this means is that we must work together. We must share experiences, challenges, lessons and solutions. We must combine efforts in our engagements with external stakeholders and maximize our engagements. We must seek to tap the immense benefits that come from working as a unified group towards solving the African housing problem. Working in silos is no longer an option. This is because as Africans, we are one. We have a common continent; we have a common destiny, and our progress or backwardness reflects on us all.
15. At the end of this AGM, we also plan to have a Kigali Declaration to signify and communicate our collective desire to Prioritize housing development and commit to taking concrete steps towards making a substantial difference. The Kigali Declaration aims to unify our voices to achieve common goals and tackle shared challenges. It seeks to highlight to the global community the urgent need for coordinated action on climate change, emphasizing its impact on Africa.
16. It is important to state that the Kigali Declaration will not just be words on paper. We have ensured that it is based on a well-prepared roadmap for "How to Finance and Deliver," leveraging the professional expertise around Shelter Afrique Development Bank. Our aim is to make a difference. Our aim is to create impact and build a new and more progressive narrative that delivers concrete results in terms of homes for our people, jobs and economic empowerment. And this, I believe is possible.
17. Importantly, with the existential threat of climate change, the housing industry serves a key lever to achieve the climate ambition and sustainability targets of the region.
18. As we deliberate during this AGM, I implore us to always strive for compromise and ensuring a commitment to upholding the laws and statutes that hold us together. As a big organization with shareholding of over 44 independent and sovereign countries, we must all commit to staying within the boundaries of what the laws state.
19. Before I conclude, I want to express my gratitude to all those who continue to participate in our collaborative efforts, despite occasional disagreements about our direction. Your commitment strengthens us and propels us forward.
20. Our achievements over the past year underscore the importance of strategic planning and building strong connections. Perseverance through challenges and setbacks is crucial. This year, we have reached several objectives we can be proud of.
21. Despite our successes, we must remain vigilant and not rest on our laurels. New and existing challenges will continue to emerge. It is vital to sustain our current relationships and cultivate new ones.
22. Regardless of the decisions we make, I am confident that we will make them together, as a united body.

Distinguished Guests, Ladies and Gentlemen,
1. First, I would like to thank His Excellency, the Executive Governor of Yobe State, Mai Mala Buni CON, for honoring our invitation to be a part of today’s event.
2. I am very excited to be here as the Hon. Minister of State representing the Hon. Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa to perform the groundbreaking for a 250-housing unit Renewed Hope Estate.
3. The Renewed Hope Estate in Yobe comprises of 50 units of 1-bedroom semi-detached bungalows, 150 units of 2-bedroom semi-detached bungalows, and 50 units of 3-bedroom semi-detached bungalows.
4. We have designed these housing units in a way that makes it easy and affordable for people to offtake. We have used organic designs to allow for future expansion as the income of beneficiaries increases. What this means is that the 1-bedroom can be expanded to 2 bedrooms and a 2-bedroom expandable to 3 bedrooms as the owner’s financial situation improves or he grows in service.
5. As we break the ground on this project, I want to charge the developers, Messrs. Katalyst Dynamics & Contracting Co. Ltd, Jikantiti Nigeria Limited, MB Yalwa Contractors Ltd, and 2 Horses Ventures Limited to ensure that they build according to specifications. I expect you to deliver a quality job because we will not tolerate substandard. We also want you to have this work finished within the next three months so that we can begin the process of getting Yobe indigenes to purchase and move in.
6. We have created different options to enable everyone who has a source of income and livelihood to own these homes when they are completed. These include single-digit mortgage loans with up to 30-year terms provided by the Federal Mortgage Bank of Nigeria, Rent-to-Own schemes, and Outright Purchase options for those who can afford to pay upfront.
7. I want to state that today's groundbreaking event is part of a larger vision of His Excellency, President Bola Ahmed Tinubu, GCFR, when he launched the Renewed Hope Cities and Estates project with a 3,112-housing unit project in Karsana, Abuja, earlier this year.
8. Under Phase One, we plan to deliver a total of 50,000 housing units across Nigeria. The cities will have between 500 - 1,000 housing units per site in one location in each of the six geopolitical zones in the country and the FCT, while the estates will have 250 units per site in the remaining thirty (30) states.
9. With this housing programme, we plan to unlock the massive potential of housing development to create jobs, uplift lives and boost economic development. Statistics show that construction of one housing unit creates an average of 25 direct and indirect jobs. So, for these 250 housing units we are hoping to create jobs for over 6,500 people. This is besides the economic activities including persons selling food, supplying blocks, building materials and the likes. The value chain effect is big and creates positive economic impact.
10. Nationwide, we currently have estates in 12 States and Cities in 3 States. The estates are sited in Katsina, Yobe, Gombe, Abia, Nasarawa, Benue, Akwa Ibom, Delta, Sokoto, Oyo, and Osun. The cities are in Abuja, Kano and Lagos.
11. This exercise started on Wednesday with the groundbreaking for a 250-housing unit Renewed Hope Estate in Katsina, followed by the groundbreaking for a 500-housing unit Renewed Hope City in Kano yesterday. After here, we will be proceeding to Gombe for the groundbreaking of a 250-housing unit Renewed Hope Estate. In total, we are breaking ground for 1,250 housing units across four states in Northern Nigeria.
12. Under the Renewed Hope Agenda of His Excellency, we are particular about giving Nigerians value for money. The funding for these projects come from the N50 billion 2023 Supplementary Budget of the Federal Ministry of Housing and Urban Development. We have already awarded contracts for 3,500 housing units in those 13 States. States that have not been covered under the 2023 Supplementary Budget will be included in the 2024 Budget, and I urge all State Governments who are yet to provide land for these projects to do so promptly.
13. At this juncture, I also want to appreciate and thank His Excellency, the Executive Governor of Yobe State, His Excellency Mai Mala Buni CON for promptly granting our request for the provision of land at no cost. This singular action has helped us to reduce as much as 30% of the cost of the units in this Estate for the benefit of potential homeowners. This is a dividend of responsible governance and I applaud Your Excellency for this.
14. Before I close my remarks, I want to thank and appreciate our President for providing the vision and the political will necessary for us to make a difference in terms of delivering decent and quality housing to Nigerians. The Groundbreaking ceremony today in Yobe state and tomorrow in Gombe state is a testament that Mr. President and indeed the Federal Government of Nigeria is committed to fulfilling promises and responsibilities to all Nigerians.
