Housing Deficit a Big Opportunity for Transformative Change – Dangiwa 

 

•    Advocates Public-Private Partnerships at the Saudi Arabia Real Estate Forum

 

Riyadh, Saudi Arabia – The Honourable Minister of Housing and Urban Development, Federal Republic of Nigeria, Arc. Ahmed Musa Dangiwa, has described Nigeria’s housing deficit as both a challenge and an opportunity for transformative change. 

 

Speaking on Wednesday 29th January 2025 at the 4th Edition of the Real Estate Future Forum in Riyadh, Saudi Arabia, the Minister highlighted the Nigerian government’s commitment to addressing the housing shortfall through a blend of government finance and strategic public-private partnerships (PPP).

 

Dangiwa commended the Kingdom of Saudi Arabia for its advancements in housing and urban development, noting that well-planned housing is essential for sustainable urban growth, economic prosperity, and improved living conditions.

 

“With a housing deficit of over 20 million units and a rapidly growing population, Nigeria presents a vast opportunity for investment in affordable housing,” the Minister stated. “To bridge this gap, we need to build about 500,000 housing units annually over the next decade. 

 

He outlined Nigeria’s ambitious Renewed Hope Cities and Estates Programme, a government-driven initiative to deliver 100,000 housing units in the first phase. These developments, designed as integrated communities, will cater to all income levels, including high-end residences and affordable units for low- and middle-income earners.

 

The Hon. Minister emphasized that affordability is central to the programme’s success, with mortgage loans, rent-to-own options, made available through the Federal Mortgage Bank of Nigeria.

 

Beyond housing construction, Dangiwa listed the government’s plans to establish Building Materials Manufacturing Hubs (BMMHs) in each of Nigeria’s six geo-political zones. These hubs aim to reduce dependence on imported building materials, lower construction costs, and drive industrial growth.

 

Additionally, he noted that the government is working to implement a Comprehensive Nationwide Social Housing Delivery Programme targeting vulnerable groups, aiming to provide 100,000 social housing units across Nigeria’s 774 Local Government Areas.

 

Recognizing the scale of investment required, the Minister called on international investors, housing finance institutions, and reputable global developers to partner with the Nigerian government through Public-Private Partnerships. He assured investors of a conducive environment, including access to land, bankable offtake guarantees, and necessary concessions to ensure mutually beneficial collaborations.

 

“The housing challenge in Nigeria is not just a problem; it is a massive opportunity for investment,” Dangiwa concluded. “By partnering with us, investors can play a crucial role in shaping the future of Nigerian housing while securing substantial returns on investment.”

 

The Honourable Minister reaffirmed the government’s dedication to fostering an inclusive and sustainable housing sector and invited stakeholders to collaborate in building a prosperous and resilient urban future for Nigeria.

 

The last day of the Saudi Real Estate Foprum featured presentations from notable international figures such as the former President of the United States, Mr. Bill Clinton, Mr. Tucker Carlson, Global Media Influencer and several other high profile speakers.

MINISTER GWARZO JOINS SPANIARDS CELEBRATES NATIONAL DAY    Honourable Minister of State for Housing and Urban Development, His Excellency, Abdullahi Tijjani Gwarzo has joined Spanish community in Nigeria to celebrate this year's (2024) Spain National Day at a reception organised by the country's embassy in Abuja.   The Minister, earlier, in a congratulatory letter sent to the Spanish Ambassador to Nigeria, His Excellency, Juan Ignacio Sell, noted that the longstanding bilateral relation between Nigeria and Spain brought about numerous benefits to both countries.   Minister Gwarzo, praised Spaniards for preserving their rich cultural heritage which he said facilitated the country's developmental achievements, adding that the commemoration of the national day signifies the value attached to the esteemed norms of the Spaniards.   He sought more collaboration between Spain and Nigeria especially in the area of Housing and Urban Development. "I look forward to further strengthen our bond as we work towards sustainable urban solutions which will be beneficial to the two countries," the Minister stated.   During the reception, the Spanish Ambassador to Nigeria, His Excellency, Juan Ignacio Sell has expressed his country's appreciation to the Minister Abdullahi Tijjani Gwarzo whom he described as the friend of Spain.    He further hailed the existing  mutual diplomatic relations between Nigeria and his country. Dangiwa Charges Town Planners On Inclusive, Sustainable Cities    * Says challenges of unplanned urban sprawl, inadequate infrastructure should be addressed    * Urban centers are responsible for 27% of Nigeria’s total carbon emissions - Dangiwa    * Concerted, collaborative efforts needed to combat challenges - Ondo Governor  Akure, Ondo State, Nigeria:   The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa has called on Directors and Heads of Town Planning Organizations in Nigeria to champion the development of inclusive, sustainable cities that promote economic growth and resilience.    Dangiwa made this charge in his keynote address at the Opening Ceremony of the 2024 National Conference of Directors and Heads of Town Planning Organizations organized by the Federal Ministry of Housing and Urban Development in Akure, Ondo State from Monday 14  to Wednesday 16 October 2024.   The Minister lauded the theme of this year’s conference, " Effective Physical Planning as a Panacea for Integrated and Sustainable Urban Development in Nigeria”, noting that it has aligned with the Renewed Hope Agenda of the current administration, which seeks to build equitable and resilient cities across the country.    Highlighting Nigeria’s rapid urbanization, Dangiwa pointed out that the nation’s urban population has risen sharply, growing from 15% in 1960 to 54% in 2022, with  projections indicating that by 2050, 70% of Nigeria’s population will reside in urban areas  On his part , Ondo State Governor,  Lucky Aiyedatiwa stated that concerted and collaborative efforts are needed to combat challenges in Nigerian cities.   The Ondo State Governor was represented by his Commissioner of Physical Planning and Urban Development,  Gbenga Olaniyi. The Governor mentioned that, Ondo State, as a case study, has taken deliberate measures which include; effective waste management and development of master plans for major cities as modalities to ensure healthy environment.   Minister Dangiwa emphasized the urgency of addressing the challenges of unplanned urban sprawl, inadequate infrastructure, and environmental sustainability.   “Nigeria is urbanizing at a rate of 3.8% annually, and we are now over 50% urban. By 2030, nearly 60% of our population will live in cities. This rapid urban growth has resulted in unplanned expansion, which has negatively impacted infrastructure, mobility, and access to basic services,” Dangiwa stated.    He cited the emergence of more than 360 new urban agglomerations between 2015 and 2020 as evidence of the spatial expansion that continues across the country.   The Minister further noted that Nigeria’s cities are not only growing but are also contributing to environmental challenges, including increased carbon emissions and inadequate waste management systems.  “Urban centers are responsible for 27% of Nigeria’s total carbon emissions, with energy, transport, and industry being the main contributors. We must act now to address these challenges if we are to build sustainable and livable cities.” Dangiwa outlined the Ministry's strategic initiatives to address these challenges. These include the comprehensive review of the 2012 National Urban Development Policy, which is soon to be approved by the Federal Executive Council, as well as the development of a National Policy on Rural Settlement Planning and a National Physical Development Plan aimed at promoting integrated and sustainable urban development. He also announced the Ministry’s collaboration with the World Bank on key projects, including the Urban Livability and Mobility Programme and a National Land Registration, Titling, and Documentation Programme, which seeks to streamline land administration in Nigeria. Accordingly, he explained the ongoing efforts of the Ministry in slum upgrades, urban renewal, and the housing sector, mentioning that 6,612 housing units across 13 states and the FCT are currently under construction under the Renewed Hope Cities and Estates Programme, with additional projects underway in Lagos, Kano, and Enugu. He urged participants to embrace innovative approaches to physical planning and urban governance, stressing that effective planning is key to creating cities that are resilient, productive, and capable of driving economic growth. He also challenged participants to identify and address the systemic issues that hinder Nigeria’s urban development.   “ Let us commit to building cities that work for all Nigerians – cities that are resilient, productive, and sustainable. I urge you to participate actively in this conference and take full advantage of the discussions and presentations. The future of our cities depends on the decisions we make today,” he concluded.   In a goodwill message, Chairman House of Representatives Committee on Planning and Regional Development,  Hon Dr Abiante Awaji, described the theme of the conference apt and in line with providing a healthy environment    Hon Awaji blamed absence of standard master plans in cities and plans alteration causing huge challenges, encouraging partnership of stakeholders in design and development control in order to get excellence in our cities.   Easier,  in a welcome address, Permanent Secretary of the Federal Ministry of Housing and Urban Development, Dr Marcus Ogunbiyi,  stated that , the Conference provides a platform for the participants to ruminate over issues that would positively reshape the human settlements ' systems of Nigeria. His address was read on his behalf  by Director Urban and Regional Development in the ministry, Tpl Dr. Olakunde Akiona Dabid   In attendance at the "Akure 2024' Conference were Directors and Heads of Town Planning Organizations in Nigeria,  including, officials of the Nigerian Institute of Town Planners (NITP) and Town Planners Registration Council of Nigeria (TOPREC)   The 2024 National Conference of Directors and Heads of Town Planning Organizations continues over the next few days in Akure, with town planners, experts, and government officials discussing solutions to Nigeria’s urbanization challenges.   ...

As Minister Dangiwa  Receives Distinguished GovTech Trailblazer Award The Bureau of Public Service Reforms (BPRS) has named the Federal Ministry of Housing and Urban Development "Best Federal MDA in Innovative Use of Technology, 2024. To this end, the BPSR has also honoured the Honourable Minister, Arc. Ahmed Musa Dangiwa, with the “Distinguished GovTech Trailblazer Award” The event named " Nigeria GOVTECH Public Service Awards 2024" with the theme "Digital Innivations As Catalyst for the Renewed Hope Agenda " was held at Nicon Luxury , Abuja, Friday,  October 11th, 2024 at Gala Night Dinner. BPSR, organized the event in partnership with; Nigerian Commuincations Commission (NCC), Nigerian Content Development and Monitoring Board (NCDMB), Crystal Edge,  Kaduna State Government and Embassy of Ireland Republic in Nigeria. The Awards on the Minister, Arc Ahmed Dangiwa and the Ministry of Housing and Urban Development were presented by the Secretary to the Government of Federation (SGF), Senator George Akume represented by Permanent Secretary, General Services Office (GSO), Dr. Nnamdi Maurice Mbaeri The Director General BPSR, Dr Aribi stated that the awards were in recognition of the Ministry’s “outstanding leadership in advancing technology initiatives and digitization programmes that contribute to the digital transformation agenda in the public sector and enhance service delivery.” Specifically, BPSR highlighted the launch and efficient operation of the innovative Online Renewed Hope Housing Portal (www.renewedhopehomes.fmhud.gov.ng), by the Ministry, which has made it easier and more convenient for Nigerians to own homes under the Renewed Hope Cities and Estates Programme.  The online housing purchase platform, a One-Stop-Shop Housing Delivery Solution, provides a transparent, easy-to-use, integrated web-based application for the sale of homes, from application to payment. The Bureau has also cited the Ministry’s Electronic Certificate of Occupancy Technology System, which has simplified the process of signing and issuing titles for federal real estate, making it faster, easier, transparent, and secure as another breakthrough innovation by the ministry of housing under Arc Ahmed Musa Dangiwa. In response, the Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, expressed his appreciation to BPSR for the recognition. 1.    I want to begin my remarks by specially welcoming the Executive Governor of Yobe State, His Excellency, Mai Mala Buni, CON. We are happy to have you here with us today.


2.    It is indeed my pleasure to welcome you all, on behalf of the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, to the groundbreaking ceremony of this 250-housing unit Renewed Hope Estate, Yobe.


3.    This project is part of a Nationwide Renewed Hope Cities and Estates Programme of the Ministry, which His Excellency President Bola Ahmed Tinubu GCFR, officially launched earlier this year in Abuja, under which we plan to deliver 50,000 housing units in phase one.


4.    Our broad aim through this programme is to turn the country into a huge construction site, unlock the power of the housing sector to create jobs, boost economic development, and help achieve Mr. President's goal to build a $1 trillion economy. 


5.    This 250-housing unit Renewed Hope Estate project Yobe, will create job opportunities during the construction phase for masons, bricklayers, plumbers, electricians, traders, and suppliers of building materials.

  1. I want to begin my remarks by specially welcoming the Executive Governor of my dear State, Kano, His Excellency, Engr. Abba Yusuf. We are happy to have you here with us today.

 

  1. As a son of the soil, it is indeed my pleasure to welcome you all, on behalf of the Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, to Kano State for the groundbreaking ceremony of this 500-housing unit Kano Renewed Hope City.

 

  1. This project is part of a Nationwide Renewed Hope Cities and Estates Programme of the Ministry, which His Excellency President Bola Ahmed Tinubu officially launched earlier this year in Abuja, under which we plan to deliver 50,000 housing units in phase one.

 

  1. During the launch of the Programme in Abuja, my Minister, my brother and friend, a close political ally, a dynamic leader and housing expert, who hails from our neighboring state, Arc. Dangiwa, told Mr. President that we plan to TURN THE COUNTRY INTO A HUGE CONSTRUCTION SITE.

 

  1. As a professional, the Hon. Minister understands not only the importance of shelter to decent living but also the power of housing as a catalyst for development. Through this programme, we plan to unlock the power of the housing sector to create jobs, boost economic development, and help achieve Mr. President's goal to build a $1 trillion economy. And Kano, as a huge part of this country, will be seeing a lot of these projects, Insha Allah, with all the benefits that they bring.

 

  1. In other words, this 500-housing unit Kano Renewed Hope City project will also encourage economic growth and opportunities. It will create job opportunities during the construction phase for masons, bricklayers, plumbers, electricians, traders, suppliers of building materials, and continue to generate economic benefits for the State and its citizens.

 

  1. Beyond laying bricks, this project will offer a wide range of amenities that enhance the quality of life for the beneficiaries. It will provide the development of access roads, electricity, water supply, and other essential infrastructure that improve the standard of living.

 

  1. I want to express our appreciation to His Excellency, President Bola Ahmed Tinubu, GCFR, for giving us the opportunity to drive his vision for affordable housing for Nigerians. We are committed to justifying his confidence in us by bringing this vision of QUALITY HOUSING FOR ALL under the Renewed Hope Cities and Estates Programme to reality.
