


Housing Ministry Goes Digital With ECM System September 30th, 2025 * ECM, a technology-driven system to reduce paper work and improve service delivery The Federal Ministry of Housing and Urban Development will officially go live with its Electronic Content Management (ECM) System, on 30th September, 2025. ECM is a system introduced to digitalize records management and streamline all official correspondences, thereby reducing paperwork and improving service delivery. This development is in line with the directives of the Head of the Civil Service of the Federation, aimed at strengthening efficiency, accountability, and transparency in the operations of Ministries, Departments and Agencies (MDAs). The Ministry is notifying that all external correspondences with the Ministry, henceforth shall be conducted exclusively through its official email platforms listed below: hmregistry@fmhud.gov.com hmsregistry@fmhud.gov.com psregistry@fmhud.gov.com Furthermore, the Ministry will deploy its official website and social media platforms to publicize this initiative and ensure that stakeholders and the wider public are well informed. The Deputy Director and head of the ICT Department of the ministry, Dr. Marcus Amiolemen appreciates the Permanent Secretary, Dr. Shuaib Belgore for providing all the necessary supports and approval for the ECM system to come on stream in the Ministry. The Ministry assures all partners, stakeholders, and members of the public of its commitment to leveraging technology-driven systems to deliver better services in line with global best practices. It could be recalled that the Bureau of Public Service Reforms (BPSR), had last year in October named the Federal Ministry of Housing and Urban Development as the ' Best MDA in Innovative Use of Technology, 2024' and the Honourable Minister Arc. Ahmed Dangiwa honoured with the Award of "Distinguished GovTech Trailblazer". The Director General BPSR, Dr. Dasuku Arabi, stated that the awards were in recognition of the Ministry’s “outstanding leadership in advancing technology initiatives and digitization programmes that contribute to the digital transformation agenda in the public sector and enhance service delivery.” Specifically, BPSR highlighted the launch and efficient operation of the innovative Online Renewed Hope Housing Portal (www.renewedhopehomes.fmhud.gov.ng), by the Ministry, which has made it easier and more convenient for Nigerians to own homes under the Renewed Hope Cities and Estates Programme. The Bureau had also cited the Ministry’s Electronic Certificate of Occupancy Technology System, which has simplified the process of signing and issuing titles for federal real estate, making it faster, easier, transparent, and secure as another breakthrough innovation by the ministry of housing under Arc. Ahmed Musa Dangiwa.
Lagos Renewed Hope City 80 Per cent Completed, Sets for Presidential Inauguration * Ministry Plans Building Materials Manufacturing Hub in Lekki Free Trade Zone, Lagos The ongoing construction of 2000 housing units Renewed Hope City at Ibeju Lekki, Lagos has reached 80 per cent completion and will be ready for Presidential inauguration soon. This was disclosed by Housing and Urban Development Minister, Arc. Ahmed Musa Dangiwa during an inspection visit to the site, Thursday August 28th, 2025. Dangiwa stated "the Ibeju Lekki Renewed Hope City project is 80 per cent completed, with over 700 housing units under phase one ready, for commissioning". The Minister said the administration of President Bola Tinubu, GCFR is currently building seven Renewed Hope Cities, one in each geo- political zone and Abuja, FCT. According to Dangiwa, the foundation laying for the second phase of the Lagos Renewed Hope City houses will be done by Mr. President after the commissioning of the 700 units of the first phase. “The Lagos Renewed Hope City, when fully completed, would deliver 2,000 housing units. The project underscores the commitment of President Bola Ahmed Tinubu to bridging housing deficit in Nigeria”, he said. The Renewed Hope Cities and Estates initiative nationwide is aimed at providing decent and affordable housing for Nigerians. As part of his Lagos tour activities, the Minister visited Lekki Economic Trade zone and was conducted round by the Managing Director, Lekki Worldwide Investments Ltd Adeniyi Akinlusi. Dangiwa inspected various housing projects, industries, building materials, testing laboratories, the deep sea port, Alaro City, Lagos Coastal City, and other ongoing developments. He commended Lekki Worldwide Investments for providing a strategic site for the Federal Government Building Materials Manufacturing Hub within the Lekki Free Trade Zone. He explained that the ministry plans to establish six Building Manufacturing Hubs, one in each geo-political zones, aimed at reducing housing production costs through facilitation of production of local building materials. He disclosed that an investor has already been secured for the manufacturing hub project, which will cut Nigeria’s housing deficit by boosting local building materials production. "The hub will promote local content, curb rising costs of materials, encourage domestic production, and ensure sustainable housing delivery nationwide", he disclosed. Dangiwa said the intermodal transport infrastructure in Lekki, including a seaport, airport, rail and roads, will support the effectiveness of the hubs, adding that the infrastructure attracts real estate investments, as housing is required to support these developments. Earlier, the MD/CEO Lekki Worldwide Investments Ltd, Adeniyi Akinlusi briefed the Minister on projects, noting that the free zone was designed to stimulate growth, reduce imports, attract investment, create jobs and boost housing. At the Renewed Hope City site, the Executive Director, Loans and Mortgage Services, Federal Mortgage Bank of Nigeria (FMBN), Dr. Muhammad Abdul, said the Ibeju Lekki houses are designed to be affordable and accessible to workers and cooperative societies, with the bank providing the lowest interest rates in the market. Ata Inaugurates Building Code Advisory Committee, Assures Nigerians of Safe Buildings * Says Building Code, a crucial regulatory instrument in housing construction. Minister of State for Housing and Urban Development, Rt. Hon. Yusuf Abdullahi Attah has inaugurated a twenty one member committee on National Building Code Advisory, Thursday August 28th, 2025. The Reconstituted Committee comprises; duly registered professionals, representatives of key institutions, relevant Non-Governmental Organizations, as well as one state representative per geopolitical zones of the country. In his address, Hon Ata described l the inauguration as a collective resolve to reposition the Nigerian building and construction industry on a foundation of standards, regulations, and professionalism. “ By inaugurating this Committee, we are demonstrating our determination to ensure that every Nigerian home, office, school, hospital, and place of assembly is built to specifications that guarantee safety, durability, and sustainability”, he added. He highlighted the National Building Code as a crucial regulatory instrument that sets minimum standards for pre-design, design, construction, and maintenance stages, ensuring quality, safety, and proficiency in the building industry. Giving a historical context to the journey of building code in Nigeria, the Minister informed that the first attempt was initiated in 1987 by the Federal National Council of Works and Housing, with subsequent attempts made in 1989 and 1990, then draft presented at the second National Council on Housing and Urban Development in 2005. He stated that the code was officially signed into law in 2006 by President Olusegun Obasanjo, but has recorded slow progress due to challenges in ratification, enforcement, and compliance. The Minister further informed that first National Building Code Advisory Committee was inaugurated in 2018, but was not reconstructed after its three-year term expired. He noted that the national building code was initiated by the National Council on Housing and Urban Development to address issues such as absence of town and city planning, incessant building collapses, use of non-professionals, lack of maintenance culture, among others. On the Committee’s responsibility and enforcement, Hon. Attah said they would be responsible for periodic reviews of the code, and accountable to the Honourable Minister, adding that the code establishes enforcement divisions and units at federal, state, and local government levels, staffed by registered professionals, who are charged with implementing its provisions. Accordingly, he outlined the functions of the committee in line with section 3 of the Code to include; periodic review of the National Building Code, recommending technical subcommittees, and guiding specialized technical sub-committees. Informing that the committee will meet at least twice a year, with all meetings subject to the approval of the Minister, the Honorable Minister instructed that the committee would provide quarterly reports detailing progress, challenges, and recommendations to the ministry, as well as ensure that their work leads to visible results. “This is a serious national assignment and it must be treated as such. It cannot and must not be business as usual. Nigerians expect results. The Ministry expects results”, he warned. Hon. Attah charged members of this Committee to bring their professional competence, integrity, and patriotic commitment to bear, in discharging their responsibilities; “The safety of our citizens, the durability of our infrastructure, and the resilience of our cities depend on the work you do here”, he stated. He further communicated the commitment of the government to delivering safe, decent, and affordable housing, resilient infrastructure, and sustainable urban development, expressing optimism that enforcement of the Building Code, would create jobs, protect lives, secure property, and ensure that cities grow in harmony with safety, accessibility, and environmental sustainability. Earlier in his welcome address, the Permanent Secretary, Dr. Shuaib Belgore, represented by the Director Public Buildings, Qs Pemi Temitope, emphasized on the importance of the code to provide a unifying framework that sets minimum standards for design, construction and maintenance of building across the country. He said the inauguration is a demonstration of the unwavering commitment of the Honourable Minister, Arc. Ahmed Musa Dangiwa in ensuring that the ministry’s mandate of providing affordable shelter to Nigerians is pursued, without compromising safety, quality and sustainability. Dr. Belgore further stated that the reconstitution of the committee was therefore a deliberate step to guarantee that every housing intervention is guided by modern standards that protect lives, preserve value, and promote resilience within our built environment. Speaking on behalf of the committee, the Chairman of the NBCAC Committee Arc. Mohammed Faworaja assured the Minister that the committee would carry out their responsibilities with diligence and professionalism, adhering to all requirements. Housing Ministry Launches Portal to Track, Report Fraudulent Practices in Real Estate Sector * Ministry guided by 2012 National Housing Policy for firmer regulation of housing industry - Dangiwa * Introduces Innovative Application of Contract Performance and Compliance Monitoring System to strengthen projects oversight The Ministry of Housing and Urban Development has launched a Housing Fraud Reporting web-based platform aimed at allowing citizens to report incidents of fraud in housing estates. The platform with the sub-domain name https://reports.fmhud.gov.ng, enables users to submit complaints and share relevant evidences and information on fraudulent practices in the real estate sector, in the country. In his remarks during the live presentation of the Fraud Detection and Reporting System Web Portal, Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, stated that the Ministry was guided by the 2012 National Housing Policy to commence firmer regulation of the housing industry. " The policy mandates the government to establish an efficient administrative, legal and regulatory framework to enforce the control and monitoring of housing delivery, ensure that all persons who offer professional services in the built environment are properly registered with their professional bodies" he stated Other mandates in the policy according to the Minister include: strengthening oversight of estate developers through certification and regulation under the authority of the Ministry, as well as moving towards creating a National Housing and Urban Development Regulatory Commission to provide overall coordination of the sector. “This will mean closer scrutiny of developers, tighter monitoring of real estate practices, and stronger enforcement against fraudulent actors”, he explained. Dangiwa expressed optimism that the Housing Fraud Detection and Reporting Portal will help to achieve the mandate; “It will empower Nigerians to report fraud, track cases, and strengthen transparency in real estate transactions”, he remarked. While decrying that hardworking citizens have overtime fallen prey to fraudulent practices, sharp operators, and unscrupulous individuals in the real estate industry,. Dangiwa informed that the current administration through the Ministry, has taken bold steps to shine a light on the activities of real estate practitioners and to ensure that Nigerians are protected. He further explained “The Housing Fraud Detection and Reporting Portal provides a credible, safe, and transparent channel for Nigerians to report fraudulent practices, track cases, and help government take decisive action against culprits” Accordingly, the Minister firmly warned that sharp practices will not be tolerated in housing sector, adding that the Ministry will work with professional bodies, law enforcement agencies, and the judiciary to ensure that offenders face the full weight of the law. He commended the Permanent Secretary of the Ministry, Dr. Shuaib Belgore for his leadership in driving the initiative, the Committee members for their tireless efforts, as well as the Consultant for providing the technical expertise to make the system a reality. “Our goal is simple: a housing sector where Nigerians can invest and own homes with confidence, free from fear of fraud. This is how we will protect our people, restore trust, and move closer to the vision of safe, decent and affordable housing for all" he said. In his introductory remarks, Deputy Director and Head, Information and Communication and Technology (ICT) Department, Dr. Marcus Amiolemen, revealed that the Housing Fraud Reporting System was developed in partnership with the Economic and Financial Crimes Commission (EFCC). He described the platform as a simple, user-friendly online tool that empowers citizens to report incidents of fraud in the real estate sector. Dr. Amiolemen explained that the system, which can be accessed via https://reports.fmhud.gov.ng/, gives Nigerians the opportunity to submit complaints and provide vital information on fraudulent practices in the housing industry. According to him, the Ministry will carefully review the reports received on the platform, and work closely with relevant stakeholders to ensure that proper investigations and actions are taken. Earlier in a related development, the Director also spoke about the introduction of Contract Performance and Compliance Project Monitoring System (CPCPMS), noting that the innovative application is designed to strengthen projects’ monitoring and oversight, while improving service delivery to citizens. He pointed out that the CPCPMS comes with several notable features, including: a real-time dashboard and analytics module for easy visualization of project data; a contractor performance module guided by Key Performance Indicators (KPIs); Other features are mobile field reporting that allows staff, engineers, and supervisors to upload photos and progress updates directly from project sites; as well as a centralized document repository that provides secure access to contracts’ payment certificates, and Bills of Quantities (BoQs). Dr. Amiolemen reaffirmed that both platforms underscored the commutment of the Ministry to promoting transparency, enhancing accountability, and protecting citizens from sharp practices in the housing sector. Africa-Led Vote, Shifts Global Power Dynamics As UN-Habitat Adopts Strategic Plan

In a landmark but contentious decision, the United Nations Human Settlements Programme (UN-Habitat) has officially adopted its Strategic Plan for 2026–2029.
The vote-based adoption—strongly championed by the Africa Group—broke from the tradition of consensus, drawing criticism from the United States but hailed by developing nations as a necessary evolution in global governance.
The Plan aims to tackle the global housing crisis, which affects an estimated 2.8 billion people, by focusing on three transformative pillars: Inclusive Prosperity, Preparedness and Reconstruction, and Climate Sustainability.
The Africa Group, with broad support from other developing regions, drove the momentum for the plan’s adoption, citing urgency in responding to mounting urban challenges across the Global South.
Speaking shortly after the vote, Nigeria’s Honourable Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa, praised the process and substance of the Strategic Plan:
“This is a major victory for equity in global urban development. Africa’s urban needs can no longer be sidelined. The Strategic Plan gives voice to our realities and puts us on a path to sustainable, inclusive progress.”
Echoing this sentiment, most diplomats of the Africa Group at the UN-Habitat Assembly, hailed the development as one of them said:
“Consensus is ideal, but justice is essential. The vote reflects a democratic affirmation of our priorities. For too long, the Global South has waited. Today, we acted.”
The United States delegation, while acknowledging the importance of the Plan’s content, sharply criticized the process by which it was adopted. A senior U.S. official described the move as “disappointing and counterproductive”, arguing that the absence of consensus undermines the spirit of multilateralism.
“We support the vision of inclusive urban development, but the manner of adoption threatens the cohesion necessary for implementing it effectively,” the delegate noted.
Observers suggest the U.S. may now shift focus toward influencing implementation, leveraging its financial contributions and partnerships to shape the direction of programming.
UN-Habitat Executive Director, Anaclaudia Rossbach acknowledged the division but emphasized the agency’s commitment to delivering on its mandate:
“ We are committed to working with all partners, regardless of the path taken to this moment.”
The outcome of the Assembly has prompted broader reflection on the state of global cooperation. Analysts view the vote as a signal of shifting power dynamics, where emerging economies are increasingly asserting their interests within multilateral institutions.
Roosevel Chibudhom of Nigeria Mission in Kenya, and one of strong pillars of the Africa Group noted:
“That the development has real implications for how global development priorities are set and executed.”
As implementation of the Strategic Plan begins, the challenge will lie in maintaining cohesion and securing the resources necessary to deliver on its bold ambitions. The Plan’s emphasis on inter-agency collaboration and SDG alignment offers a roadmap for progress—but only if geopolitical tensions do not derail execution.
For the Africa Group and its allies, the vote marks a defining moment—proof that their collective voice can shape the global agenda. For the United States and others, it serves as a call to reengage diplomatically to preserve consensus without stifling reform.
In a world of deepening urban crises and shifting alliances, the adoption of the UN-Habitat Strategic Plan may be remembered not just for its contents, but for how it redefined the rules of international cooperation.

It is with great honour and a deep sense of responsibility that I welcome you all to this significant and historic Retreat on the Ministerial Performance Management System (MPMS) and the Signing of the 2025 Directors’ Performance Contracts. This retreat marks a critical step in our collective journey to institutionalize a performance driven culture within the Federal Ministry of Housing and Urban Development.
As we are all aware, the Performance Management System (PMS) is a core policy initiative of the Office of the Head of the Civil Service of the Federation (OHCSF), aimed at entrenching a results-based approach to governance and public service delivery. The MPMS Retreat, therefore, offers us the opportunity to align our Ministry’s deliverables with national priorities and to operationalize the PMS as an essential tool for driving institutional efficiency and accountability.
It is important to note that this is the second Ministerial Retreat convened by the Ministry for the purpose of reviewing, deliberating, brainstorming, and validating our MPMS Plan. The maiden edition held in 2024 was instrumental in identifying and articulating the Ministry’s priorities and deliverables under the following key focus areas:
Following the 2024 retreat, the Ministry directed all Directors and Heads of Departments to cascade and sign their Performance Contracts by 4th July, 2024. I am pleased to report that this directive was diligently executed through your commendable commitment and collaborative efforts.
To further support the implementation process and ensure robust performance appraisal mechanisms, the Ministry engaged the services of resource persons from the Federal Ministry of Regional Development to guide the development and finalization of performance appraisal templates and processes.
Ladies and Gentlemen,
Performance Management is now a mandatory requirement as outlined in the 2021 Revised Public Service Rules, serving as a cornerstone for assessing, rewarding, and developing civil servants. It aims to improve institutional effectiveness, identify capacity gaps, and ensure every officer contributes significantly to national development goals.
Accordingly, the OHCSF has issued a directive mandating all MDAs to conclude the following PMS-related activities by Friday, 28th March 2025:
In line with this directive, our Ministry is fully committed to complying with all outlined requirements within the stipulated timeline. Achieving this will, however, require our collective resolve, active participation, and unwavering dedication to the implementation of the PMS.

This programme marks a significant milestone in our effort to strengthen Nigeria’s land administration system. 3.0 Today’s high-level workshop is aimed at sensitization on the benefits of National Land Registration and Documentation Programme. It is not intended to usurp or invade the constitutional powers of the State as custodians of land but to seek the support and cooperation of all States for the successful implementation of a National Lands Registration and Documentation programme in Nigeria.
4.0 This initiative is not just a government-driven programme but a collective effort that requires the cooperation of all stakeholders. State Governments play critical roles in land administration, and we encourage their full participation in aligning their systems with not only national standards but global best practices. Likewise, the private sector and financial institutions must support this process by integrating digital land records into mortgage and real estate transactions.

The Renewed Hope Housing Programme Programme (RHHP) introduces a new and holistic approach to housing delivery through well- planned Renewed Hope Cities, Estates, and Affordable Housing Scenes, driven by increased private sector participation, innovative financing, and inclusive urban development strategies
