Dangiwa Reads Riot Act to Renewed Hope Housing Developers

 

*  Warns of blacklisting non-performing contractors and demolition of substandard works

 

The Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, has issued a stern warning to developers handling Renewed Hope Housing Projects across the country, urging them to ensure timely delivery and strict adherence to quality standards.

 

Speaking during a status review meeting with developers on ongoing housing projects in several states, the Minister made it clear that the Federal Government will not tolerate negligence, substandard execution, or delays in project delivery.

 

“This administration is committed to doing things differently. Do not assume it’s business as usual. It is not. If you signed a contract with the government, you must deliver accordingly,” the Minister stated emphatically.

 

Arc. Dangiwa declared that non-performing contractors risk being blacklisted—not just from future housing projects with the Ministry, but from all Federal Government housing and infrastructure contracts. He also warned that any substandard structures discovered on project sites will be demolished and the responsible contractors sanctioned.

 

“We are not just building houses, we are building homes. If you collect government funds, you must deliver results. We will not fold our arms and allow incompetence or bad faith to derail the Renewed Hope Agenda,” he said.

 

While expressing appreciation for developers who have shown commitment and professionalism, the Minister reaffirmed the Ministry’s determination to honour all contractual obligations—provided that quality and timelines are respected.

 

In a related directive, Arc. Dangiwa tasked Federal Controllers of Housing in the states to intensify monitoring and supervision efforts on all project sites. He urged them to provide consistent guidance and ensure that construction activities proceed smoothly and in compliance with specifications.

 

The Renewed Hope Housing Programme is a flagship initiative of President Bola Ahmed Tinubu’s administration, designed to expand access to affordable housing for Nigerians and drive inclusive development.

BPSR Names Housing Ministry Best Federal MDA in Innovative Use of Technology ..... As Minister Dangiwa  Receives Distinguished GovTech Trailblazer Award The Bureau of Public Service Reforms (BPRS) has named the Federal Ministry of Housing and Urban Development "Best Federal MDA in Innovative Use of Technology, 2024. To this end, the BPSR has also honoured the Honourable Minister, Arc. Ahmed Musa Dangiwa, with the “Distinguished GovTech Trailblazer Award” The event named " Nigeria GOVTECH Public Service Awards 2024" with the theme "Digital Innivations As Catalyst for the Renewed Hope Agenda " was held at Nicon Luxury , Abuja, Friday,  October 11th, 2024 at Gala Night Dinner. BPSR, organized the event in partnership with; Nigerian Commuincations Commission (NCC), Nigerian Content Development and Monitoring Board (NCDMB), Crystal Edge,  Kaduna State Government and Embassy of Ireland Republic in Nigeria. The Awards on the Minister, Arc Ahmed Dangiwa and the Ministry of Housing and Urban Development were presented by the Secretary to the Government of Federation (SGF), Senator George Akume represented by Permanent Secretary, General Services Office (GSO), Dr. Nnamdi Maurice Mbaeri The Director General BPSR, Dr Aribi stated that the awards were in recognition of the Ministry’s “outstanding leadership in advancing technology initiatives and digitization programmes that contribute to the digital transformation agenda in the public sector and enhance service delivery.” Specifically, BPSR highlighted the launch and efficient operation of the innovative Online Renewed Hope Housing Portal (www.renewedhopehomes.fmhud.gov.ng), by the Ministry, which has made it easier and more convenient for Nigerians to own homes under the Renewed Hope Cities and Estates Programme.  The online housing purchase platform, a One-Stop-Shop Housing Delivery Solution, provides a transparent, easy-to-use, integrated web-based application for the sale of homes, from application to payment. The Bureau has also cited the Ministry’s Electronic Certificate of Occupancy Technology System, which has simplified the process of signing and issuing titles for federal real estate, making it faster, easier, transparent, and secure as another breakthrough innovation by the ministry of housing under Arc Ahmed Musa Dangiwa. In response, the Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, expressed his appreciation to BPSR for the recognition. " On behalf of the management and staff of the Federal Ministry of Housing and Urban Development, I would like to thank the Bureau of Public Service Reforms for selecting our Ministry as the ‘Best Federal MDA in Innovative Use of Technology.’ We are truly delighted that our efforts to leverage technology to improve service delivery, enhance operations, and increase performance to more effectively fulfill our Ministry's mandate have been recognized,” he noted. Dangiwa Assures Zamfara State Citizens  Affordable Housing   Minister of Housing and Urban Development, Arc Ahmed Musa Dangiwa  has assured  Zamfara State Governor of the ministry's commitment to ensuring that its citizens have  access to affordable housing in the state. Dangiwa gave this assurance when Governor Dauda Lawal Dare of the State paid a  courtesy visit to his office in Abuja,  Thursday, 10th October,2024. "At the ministry of Housing and Urban Development, we want to assure that we will provide all the support you required in your efforts to enhance decent, quality and affordable housing to your citizens,' the minister stated.  The Minister acknowledged and appreciated Governor Dare for the 50 hectres of land provided for the Renewed Hope Estate at no cost to the ministry, saying that free land, will make the houses affordable to the citizens  Accordingly, Dangiwa also assured the Governor that Zamfara state would be on the priority list of the ministry to benefit from subsequent  building programmes of the ministry. "Let us assure your Excellency that the ministry will ensure that Zamfara state is included in the next batch of the  states to benefit from the programe," Dangiwa remarked. On National Housing Programme, NHP, the Minister said " I have also been informed that our officials are engaging with your team to which next week they are coming again regarding your interest in purchasing the unsold housing units under the National Housing Program in your state." He noted that though the  ministry had done a downward review of  the  prices of the houses as requested by the state government of Zamfara, he would look in to it as to see how it could be further reviewed downward, revealing the ministry was not making profits from sales of the houses.  Dangiwa also affirmed that the cost expended on infrastructure on the houses have been written - off to ensure affordability, mentioning that the ministry was aware  that  Zamfara state government would further subsidised for its citizens after buying them to ensure affordability.  He added, "our aim is just to recover the cost of constructing these houses so we can build more for other Nigerians to benefit."  Similarly, the minister who affirmed  that  Zamfara state  would benefit from the housing construction under PULAKU Initiative Housing Project  of  President Bola Ahmed Tinubu, aimed at addressing the grievances and social exclusion of Fulani in the north west and to also address the cause of banditry in the nation, revealed that  the ground breaking for Zamfara state would  soon be done. While acknowledging that Zamfara state government has also provided land for construction of houses for actualization of PULAKU Initiative in the state in addition to the land provided for  Renewed Hope Estate, the Minister  gave assurance that the  ministry will always collaborate with the state government.   Speaking earlier, Governor of Zamfara State, Dr. Dauda Lawal Dare, said  they were in the ministry to appeal to the minister for his  intervention to fast track the completion of the agreement between the ministry and Zamfara state on purchase of the NHP housing units in the state as it  would enable the state take over the structure.  Dare noted the Zamfara state being bedeviled with many challenges like insecurity, lack of infrastructure, housing care among others would need the intervention of the ministry to provide decent, quality and affordable houses for its citizen because tackling the challenges has taken a toll on the state's finances. He said, "I want to appeal that Zamfara state should always be considered as one of the first in any structured you are going to put in place bearing in mind some of the situations the state is facing." ...

Ogunbiyi Launches Housing Ministry PMS DAY . .... Says, PMS Improves efficiency, productivity in Public Service  The Permanent Secretary, Federal Ministry of Housing and Urban Development, Dr. Marcus Ogunbiyi has officially ushered in the weekly Performance Management System (PMS) Day in the Ministry of Housing and Urban Development. The launch which took place at the Ministry’s headquarters in Abuja, is in adherence to the directive from the Office of the Head of the Civil Service of the Federation, which mandates Federal Ministries, Departments and Agencies to set aside every Thursday for activities related to Performance Management System. In his keynote address, the Permanent Secretary described PMS as a tool for setting goals, appraising and monitoring of employee performance as well as delivery of institutional mandate, which provides a systematic process of planning work and providing support to employees. He lauded the timely nature of the PMS which is one the six pillars of the Federal Civil Service Strategy and Implementation Plan 2021-2025 project, emphasizing that the institutionalization, will not only improve efficiency and productivity in the Public Service but also is key to achieving the objectives of the ongoing reform initiatives and culture re-orientation in the Public Service. While noting that the PMS Day is not just a routine exercise but a call to action for all to embrace the vision of an efficient, responsive and performance-based Federal Civil Service, Ogunbiyi cautioned that it was a collective responsibility that spans all levels of officers in the Ministry including the  security personnel and janitory service providers. “Everyone has a vital role to play in ensuring that PMS is not just a beautiful policy on paper but a living organisational culture within the Federal Ministry of Housing and Urban Development”, he said. The Permanent Secretary charged the Directors as leaders of their respective departments to lead by example and set the tone for accountability and performance at departmental levels, aimed at institutionalizing PMS, so as to inspire other staff to follow suit. To the middle and junior-level officers, Ogunbiyi reminded that their dedication and hard work were the bedrock of the Ministry’s sucess, adding that the PMS is designed to recognize and reward their contributions to the vision of the Housing Ministry; he said, “I encouraged you to see this initiative as an opportunity to showcase your talents, sharpen your skills and play active roles in the development of our Ministry and Nation at large”. The Permanent Secretary acknowledged that the implementation of PMS will help the Ministry which is young, having been recently demerged from the Ministry of works, to have a robust framework to measure progress, identify areas of improvement and celebrate successes. “Iam confident that if we fully embrace the PMS, the Federal Ministry of Housing and Urban Development will set a benchmark for other Ministries to follow” he said. Earlier in his welcome address, the Director department of Planning, Research and Statistics, Mohammed Bala Saulawa, said the event marks a critical milestone in the Ministry’s ongoing efforts to implement the deliverables of PMS to enhance performance, productivity and accountability. He appreciated the visionary leadership of the Permanent Secretary and his support towards the implementation of PMS in the Ministry, as well as the Directors for their commitment to the successes recorded so far since April 2024. Mr. Saulawa called on all PMS team, particularly departmental champions to embrace the culture of change by learning the whole processes and approaches of PMS for effective implementation in their respective departments. “Champions are required to coordinate the PMS activities such as Performance Contracts, Performance Monthly Review and Performance Appraisal for each staff for onward submission to Human Resource Management Department”, he added. Also in his vote of thanks, the director department of Human Resource Management Dr. Akinola Adesina, called on the staff to sit up and embrace the PMS because it has come to stay, having replaced the Annual Performance Evaluation Report (APER) which has been scrapped from the Federal Civil Service. He called on the departments that are yet to complete the cascading process for the PMS to emulate the department of the PRS who has set the ball rolling  and complete theirs. GOODWILL MESSAGE BY THE HONOURABLE MINISTER OF HOUSING AND URBAN DEVELOPMENT, ARC. AHMED MUSA DANGIWA, AT THE AFRICA HOUSING AWARDS AT THE INTERNATIONAL CONFERENCE CENTER, ABUJA 17TH DECEMBER 2023

 

1.    Protocols
2.    First, I would like to thank the organizers of the Africa Housing Awards for inviting me to deliver a goodwill message at the 5th edition of this annual event.
3.    I sincerely believe that the task of developing Africa’s housing sector, ensuring increased access to decent and affordable housing is a collective endeavor. It is a patriotic job that requires the contribution, active participation, and monitoring of all stakeholders and stakeholders across the entire housing value chain. From developers, mortgage bankers, development finance institutions, government owned housing institutions, housing policy leaders, advocacy institutions and groups and so many others. We are all part of the housing eco-system and all that we do in our various spaces and areas of responsibilities impact positively or negatively our collective desire to build a better and functional housing system that works for Africans.  
4.    This is why I want to take a special moment to commend those who conceived, birthed, and have sustained the Africa Housing Awards. I am particularly impressed at the continental theme of the Awards: Africa – Not Nigeria Africa Awards.
5.    This yearly practice of recognizing and honoring housing industry personalities, leaders in both private and public sectors who have demonstrated uncommon commitment in the discharge of their duties is a vital to promoting the spirit of excellence in the industry.
6.     As the Minister of Housing and Urban Development, I would like to encourage all stakeholders in housing delivery in all countries in Africa and Nigeria to never loose sight of the responsibility that goes with each office that we hold. Whether in the private sector or the public sector – we must be constantly reminded that our job is to house Africa. And there are millions in need of housing, and they cut across all income segments. We must at all times never lose sight of the fact that the decisions that we take, the energy that we commit or don’t commit have practical results.
7.    So, to all the institutions, individuals that are going to take home awards today, I want to congratulate you for being outstanding in the discharge.
8.    Their recognition and honor should stir all of us to work harder towards ensuring that we fix the housing shortfall in Africa as we unlock the catalytic power of the housing sector to ignite national development.
9.    At the Ministry of Housing and Urban Development we have outlined a bold Action Plan to Actualize the Renewed Hope Vision for Housing and Urban Development in Nigeria.
10.    As part of our plans to ensure that housing agencies under the supervision of the Ministry are optimized to deliver on our target of providing affordable homes to Nigerians, we have composed a Housing Reform Team of experts, stakeholders, agency representatives, professional bodies, and academia to develop a robust framework for reform of the housing sector including thorough review of relevant laws and facilitation of necessary legislative amendments. This includes the Land Use Act, 1978, National Housing Fund (NHF) Act,1992, Federal Mortgage Bank of Nigeria (FMBN) Establishment Act, 1993, Federal Housing Authority (FHA) Act,1973, PenCom Act to allow for increased investment in housing.
11.    We are also working to implement the much-needed reforms that will ensure quick, easy, and efficient access to land. We have composed a land reforms team comprising state governments, traditional rulers, relevant agencies, professional bodies, academia, stakeholders to ensure buy-in and inclusivity.
12.    In line with the Renewed Hope plan to ensure that all Nigerians including the NO INCOME, vulnerable and underprivileged groups have access to decent and dignified accommodation, we are also creating the framework for the establishment of a National Social Housing Fund (NSHF). This is because we believe that access to decent shelter is a not only a necessity but a human right and that all Nigerians across all income segments deserve a decent home to live and grow.
13.    We have also prioritized building materials manufacturing in the country. This will ensure economic growth, create jobs, and reduce dependency on imports. To ensure success, we have composed a Building Materials Manufacturing Task Team comprising of experts and representatives from relevant government agencies, academia, professional bodies, and industry associations. They will conduct a thorough assessment of the current state of the building materials manufacturing sector and produce a strategic plan for reforming the sector for implementation. Our plan is to build six (6) building materials manufacturing hubs, one in each of the six (6) regions of the country.
14.    To increase the stock of housing supply, we have also composed and will inaugurate a Multi-Agency Project Delivery Team. The Team will ensure that all housing agencies including FHA work together towards optimizing their strengths to increase the stock of quality houses to Nigerians. The Team comprises highly qualified and experienced professionals with expertise in housing development, urban planning, infrastructure, finance, and project management.
15.    Under our New City Development Plan, the Ministry plans to lead partnerships with the private sector, local and international investors, towards redefining the concept of cities in Nigeria and decongesting city centers and state capitals in line with the Renewed Hope Agenda of Mr. President.
16.    The first phase of the New City Development Plan aims to deliver Renewed Hope Cities ranging from 1,000 housing units per site in one location in each of the six geo-political zones of the country and FCT namely: Abuja, Lagos, Kano, Borno, Nasarawa, Rivers, and Enugu States, while the remaining thirty (30) States will have Renewed Hope Estates each with a minimum of 500 housing units.
17.    The Renewed Hope Cities will have inclusivity at their core: They will include Multi-Level Flats to cater to low-medium income earners; Terrace and Detached Bungalows and Duplexes for the high-income earners. The Renewed Hope Estates will have 1,2- and 3-bedroom affordable bungalows.
18.    Overall, we aim to deliver under this phase 1, a total of 40,000 homes from a mix of sponsors comprising the Federal Ministry of Housing and Urban Development’s budgetary allocation, the Federal Mortgage Bank of Nigeria (FMBN), and through Public Private Partnerships with reputable developers in the delivery of the new cities.
19.    Ownership Options include Mortgage Loans, Rent-to-Own and Outright Purchase. At 25 jobs per unit, the first phase of the project will create direct and indirect 1,000,000 jobs helping to achieve the target to lift 1million Nigerians out of poverty.
20.    Under Phase 1 of the Slum Upgrading Programme, the Ministry plans a total of 26 sites nationwide. This includes four (4) sites in each of the six regions of the country totaling twenty-four (24) and two (2) in the FCT. The key services to be provided at the identified sites will include water supply, solar streetlights, rehabilitation of access roads, construction of drainages and waste management and sanitation services amongst others.
21.    These are some of our key focus areas at the Ministry of Housing and Urban Development. We are fully aware of the challenges ahead of us and are passionate about making a difference. However, we know that we are only one part of the housing value chain and as such know that for us to achieve, we would need the support of all stakeholders.
22.    So, once again I want to thank the organizers of this 5th edition of the Africa Housing Awards, and I congratulate all the winners while encouraging us all to continue to work harder towards ensuring that we provide increased access to decent and affordable housing to all Africans.

Good morning, ladies, and gentlemen.

1.    It is my pleasure to welcome the leadership of the Nigerian Diaspora Commission (NiDCOM) under the leadership of Hon. Abike Dabiri to the Federal Ministry of Housing and Urban Development.

2.    I also want to appreciate and acknowledge the innovative drive of the NiDCOM Chairman and her team for the good work that they are doing in actualizing the mandate of the Commission.

3.    Like I said at the 6th Edition of the Nigeria Diaspora Investment Summit, NIDCOM has over the years championed several initiatives and programs that are helping our country leverage the massive potential of our diaspora for national development. We have over 20million Nigerians in Diaspora remitting an average of over $24bn per annum.

4.    Madam Chairman, we commend your leadership, the support of your team and partners and pray for more strength and wisdom to tap this huge potential.

5.    As a Ministry, we are willing to support Diaspora initiatives in the housing and urban development space as well as encourage partnerships with the Diaspora towards making a change in the housing and urban development narrative of our dear country.

6.    We are also committed to providing necessary support to NiDCOM’s plans to ensure that Nigerians in diaspora can own homes in Nigeria.

7.    At the Summit, I launched the FMBN Diaspora Mortgage Loan which I had initiated and developed as the MD/CE of the Bank.

8.    The Federal Housing Authority (FHA)is also involved as part of the Ministry’s efforts to cater to the Diaspora. They have undertaken to develop the Diaspora City Project under a Public Private Partnership comprising the FHA, The Nigerians in Diaspora Commission (NIDCOM) the Federal Capital Territory (FCT) and the private sector.

9.    Our overall goal is to ensure that as our brothers and sisters’ sojourn abroad, they also have a decent shelter over here in Nigeria to call their home.
